WE ALSO HAVE A RESOLUTION THAT WE SET IN 2003 WHICH WAS OUR 20 0 0 3 THAT WAS 6 7 THAT ADOPTED THE DEBT MANAGEMENT POLICY. AND IN ADDITION TO THAT IN RESPONSE TO AN EXTENSIVE COMPREHENSIVE REPORT THAT WAS DONE BY THE S.E.C. IN 2012 THAT ISSUED NEW GUIDANCE AND RULES REGARDING DEBT MANAGEMENT WE WE INSTITUTED A POST ONCE COMPLIANCE POLICY IN 2013 AND I WANT A FEW MUNICIPALITIES HAVE ONE. AND SO WHY DO WE ISSUE DEBT.

WELL WE ISSUED DEBT TO ACQUIRE AND CONSTRUCT ANY CAPITAL IMPROVEMENTS. THE OTHER ECONOMIC FACTORS THAT WE WOULD ALSO LOOK AT THE CITY'S CASH POSITION OUR DEBT POSITION HOW MUCH DEBT THAT WE ALREADY CURRENTLY HAVE OUTSTANDING WHAT ARE WE CURRENTLY PAYING FOR AND CAN WE PAY IT BACK. THAT'S VERY IMPORTANT THE THE ABILITY TO PAY BACK SOME OF THE TYPES OF DEBT THAT WE ISSUED. TO HERE GENERAL OBLIGATION BONDS GENERAL OBLIGATION BONDS ARE OUR FUNDS THAT ARE PAID BACK WITH TAX AXES SO TAX SUPPORTED DEBT OR WE HAVE REVENUE BONDS THAT IS SUPPORTED BY SPECIFIC REVENUE OR COVENANT TO BUDGET IN APPROPRIATE ACROSS ALL REVENUE TYPES WITH THE CITY. THAT'S THAT'S NOT RESTRICTED FOR OTHER USES. MASTER LEASE AGREEMENTS WE'VE ISSUED THAT HERE NUMEROUS YEARS AGO ACTUALLY EIGHT YEARS AGO WE ISSUED A MASTER LEASE AGREEMENT TO USE AMBULANCES AND IT HAS WORKED OUT VERY WELL FOR US. AT THE TIME SO I THINK WE WERE ISSUING ABOUT THREE HUNDRED THOUSAND DOLLARS FOR EACH AMBULANCE AND PAYING ABOUT TWENTY THOUSAND DOLLARS IN INTEREST THERE ABOUT. SO IT WAS A GOOD DEAL AT THE TIME. PULLED FINANCING PULLED FINANCING AS IS THE ABILITY TO USE.

THERE'S A COUPLE OF POOLS IN THE STATE OF FLORIDA. THERE'S THE COUNTY'S POOL THAT ALLOWS YOU TO BORROW OFF OF THE COUNTIES. IT'S A IT'S A LARGE POOL THAT YOU CAN GET IN A FAIRLY DECENT RATE WHEN THE TIMING IS RIGHT. SOMETIMES IT'S NOT. AND I DON'T NECESSARILY RECOMMEND PULLED FINANCING IT'S ONE OF THE LAST RESORTS FOR ME BECAUSE THERE'S A LOT OF THERE'S A LOT MORE THAT YOU END UP HAVING TO GO THROUGH IN ORDER TO GET THE DEBT THAN YOU WOULD IF WE ISSUED IT ON OUR OWN ON OUR OWN RATES.

AND OF COURSE WE HAVE REFINANCING AND OUR CURRENT OR ADVANCED RE FUNDINGS WHICH ADVANCED RE FUNDINGS ARE LITERALLY NO LONGER ALLOWED. THAT CAME OUT OF THE TAX CUT AND JOBS ACT WHERE THEY WON'T ALLOW ADVANCED REFUNDING THAT IN THE FIRST 10 YEARS. SO THE SOME ADDITIONAL TYPES OF WORK. ALL RIGHT. WE ALSO DO A SHORT TERM DEBT IF NECESSARY LINES OF CREDIT THE WE CAN DO OTHERS BUT THERE'S NO REAL REASON FOR DOING THEM TODAY. BUT A LINE OF CREDIT WE HAVE A CURRENT LINE OF CREDIT THAT'S OUTSTANDING THAT PURCHASED THE PROPERTY FOR TAMARACK VILLAGE. AND SO THAT MEANT THAT ONE WE'VE ACTUALLY ROLLED OVER ON SEVERAL OCCASIONS AT VERY LOW INTEREST RATES. BUT IT'S CERTAINLY AS A LINE OF CREDIT THAT IS SITTING OUT THERE TODAY INTER FUND BORROWING INTO FUND BORROWING IS NOT SOMETHING THAT I TAKE LIGHTLY BUT I DO UTILIZE INTER FUND INTERNAL INTERIM FINANCING WHICH IS ACTUALLY SOMETHING THAT YOU CAN USE IT IN PLACE OF ACTUALLY GOING OUT THERE AND ISSUING LONG TERM DEBT AND PAYING INTEREST UPFRONT. YOU DO THIS INTERNAL INTERIM FINANCING BASED ON UTILIZING EXISTING RESOURCES. AND THEN ONCE THE PROJECT'S BEEN BUILT YOU KNOW

WE ALSO HAVE A WATER AND WASTEWATER UTILITY BOND THAT WE ISSUED IN 2016 WHICH WAS ALSO REFUNDING EXISTING DEBT. THAT WAS THE I AND I WORK THAT WE DID AND THAT HAS BEEN DONE OVER THE LAST SEVERAL YEARS. WE HAVE THE TAX REDEVELOPMENT REVENUE NOTE SHARES 2017 THAT'S THE LINE OF CREDIT.
