AND BEFORE I BEGIN I THINK IT'S IMPORTANT TO RECOGNIZE CHRISTINE AND HER STAFF RICKY ZOLTAN TESSIE AND AMBER FOR THE WORK THAT THEY DID IN WORK IN COMPILING THE FINANCIAL STATEMENTS. IT'S A SIX MONTH PROCESS FOR US. IT TAKES A LONG TIME TO BRING ALL THIS TO FRUITION TO TODAY. AND IN THE CASE I'M SURE Y'ALL GOT A COPY OF THIS. WE PREPARE A COMPREHENSIVE ANNUAL FINANCIAL REPORT ANNUALLY AND IT HAS FOUR SECTIONS INTRODUCTORY FINANCIAL STATISTICAL AND COMPLIANCE AND INCLUDED IN THE COMPLIANCE SECTION IS GENERALLY THE SINGLE AUDIT. WE ALSO HAVE REPORTS ON INTERNAL CONTROL OUR MANAGEMENT LETTER IS INCLUDED IN THERE AS WELL AS A REPORT ON OUR COMPLIANCE WITH OUR INVESTMENT POLICIES AND THE RESULTS OF THE AUDIT FOR THIS YEAR IS THAT THE AUDITORS HAVE ISSUED AN UNMODIFIED OR CLEAN OPINION WITH NO AUDIT FINDINGS THAT GO TO THREE ITEMS. WHEN WE ANALYZE THE FINANCIAL STATUS CAN GIVE YOU AN IDEA OF WHERE WE STAND AS A CITY. WE'RE GOING TO GO THROUGH OUR NEAR-TERM FINANCIAL FINANCING OUR FINANCIAL POSITION AND OUR ECONOMIC POSITION. NEAR-TERM FINANCING GENERALLY MEANS THAT WE HAVE SUFFICIENT RESERVES AVAILABLE OR RESOURCES AVAILABLE TO PAY YOUR BILLS IN THE NEAR TERM I.E.

SO OUR NEAR TERM FINANCING GENERAL FUND WE HAD A NET

INCREASE IN FUND BALANCE OF 4 MILLION PRIMARILY AS A RESULT OF OPERATIONS WE HAD WE RECEIVED OUR NINETY SEVEN POINT FIVE PERCENT OF OUR ESTIMATED REVENUES AND WE EXPENDED NINETY ONE POINT THREE PERCENT OF OUR ESTIMATED EXPENDITURES. SO THAT WOULD RESULT IN AN OVERALL INCREASE IN OUR FUND BALANCE OF 4 MILLION GOVERNMENTAL FUNDS HAD A NET NET INCREASE OF TWENTY TWO POINT ONE MILLION THIS HAD A RESULT OF SOME OF OUR ADJUSTMENTS THAT WE HAD AT THE END OF THE YEAR WE TRANSFERRED FUNDS BACK TO THE FIRE FUND OF THREE POINT TWO MILLION DOLLARS WHICH WE'LL USE IN ORDER TO STABILIZE OUR FIRE ASSESSMENT OVER THE NEXT SEVERAL YEARS. WE ALSO AT THE SAME TIME ISSUED DEBT FOR THE CONSTRUCTION OF THE WALLS AS WELL AS FIRE STATION 36 AND WATER'S EDGE PART AND ON THE ENTERPRISE FUNDS WE HAD A NET INCREASE OF NET POSITION OF FIFTEEN POINT TWO MILLION. THIS WAS A RESULT PRIMARILY OF OUR CAPITAL CONTRIBUTIONS AND TRANSFERS THAT WE HAD. COLONY WEST FUND FOR THE CONSTRUCTION.

BAQUBAH. AS OF SEPTEMBER 30TH 2018 OUR TOTAL NET ASSETS AMOUNTED TO TWO HUNDRED NINETY ONE POINT TO MAKE OUR GOVERNOR GOVERNMENTAL ASSETS A HUNDRED AND FIFTY NINE POINT FOUR MILLION WHICH WAS SEVEN POINT TWO MILLION DOLLAR INCREASE FROM THE PRIOR YEAR. BUSINESS TYPE ASSETS AMOUNT AT TWO HUNDRED AND THIRTY ONE POINT SEVEN MILLION WHICH IS AN INCREASE OF FOURTEEN POINT NINE MILLION FOR THE PRIOR YEAR SO NET ASSETS INCREASED TWENTY THREE POINT SIX MILLION OR EIGHT POINT ONE PERCENT COMPARED TO 2007. SORRY SEPTEMBER 30 2017. THIS ALSO INCLUDES A RESTATEMENT FROM THE PRIOR YEAR. NET POSITION WHICH WAS A RESULT OF OUR REQUIRED IMPLEMENTATION OF OUR OVERHEAD STATEMENT WHICH IS OTHER POST EMPLOYMENT BENEFITS WHICH WAS REQUIRED BY GAS WHICH CHRISTINE WILL BE EXPLAINING OVER THE NEXT COUPLE OF SLIDES. AT THIS TIME I ALSO WANT TO TALK A LITTLE BIT ABOUT OUR PENSION PLANS. AS ALWAYS GOOD TO KNOW WHERE WE STAND IN OUR PENSION PLANS RIGHT. SO I CAN'T FRANKLY WE'RE DOING REAL WELL. OUR GENERAL EMPLOYEE PENSION PLAN IS NINETY NINE PERCENT FUNDED. OUR FIREFIGHTERS PENSION PLAN IS 90 PERCENT FUNDED AND ARE THE ELECTED AND APPOINTED OFFICERS AND NON REPRESENTED PLAN IT'S 97 PERCENT FUNDED.

IN GENERAL YOU NORMALLY SEE ANYWHERE 80 PERCENT OR LESS FOR EVERYBODY ELSE BUT WE'RE DOING REAL WELL IN THIS CASE. OUR POLICE OFFICERS FUND IS 58 PERCENT FUNDED BUT IT'S ALSO A CLOSED PLAN. IT'S BEEN GENERALLY IN THE 50 PERCENT RANGE FOR THE LAST SEVERAL YEARS AND IT'S INCREASED FROM 50 PERCENT IN 2017. SO YOU KNOW THE RESULTS FOR THE POLICE OFFICER PENSION PLAN HAS BEEN FAIRLY GOOD THIS PAST YEAR AS YOU MAY ALREADY KNOW. THE GOVERNMENT ACCOUNTING STANDARDS BOARD IS THE SOURCE OF GENERALLY ACCEPTED ACCOUNTING PRINCIPLES GAP FOR STATE AND LOCAL GOVERNMENT. IT'S AKIN TO FASB IN THE PRIVATE SECTOR WHICH IS THE FINANCIAL ACCOUNTING STANDARDS BOARD. YES WE HAD FIVE STATEMENTS THAT BECAME EFFECTIVE IN FISCAL YEAR 2000. 18 GET THE 75 AS MATT AS MARK MENTIONED BEFORE WHICH IS OUR CONTINENT FINANCIAL REPORTING FOR IT WAS IN PART OF BENEFIT OTHER THAN PENSION THAT WERE REFERRED TO AS EITHER ONE IRREVOCABLE SPLIT INTEREST AGREEMENTS WE HAVE GUYS WE EAT IT TOO WHICH ARE SOME PENSION ISSUES WHICH ARE AMENDMENTS FROM GUYS WITH SIX OR SEVEN EIGHT AND SEVENTY THREE WHICH WERE EARLIER STATEMENTS WE HAD 85 WHICH WAS AN OMNIBUS POLICY FOR 2017 THAT ADDRESSED SEVERAL ISSUES FROM OTHER STATEMENTS SOME INCLUDING PENSION AND WE HAD GOT TO BE EIGHTY SIX WHICH IS CERTAIN DEBT EXTINGUISHMENT ISSUES AND DEFICIT ISSUES. NOW THE ONLY ONE OF THE STATEMENT THAT HAD AN EFFECT ON OUR FINANCIAL STATEMENT. 75 REQUIRED THAT WE RECORD OUR TOTAL LIABILITY FOR OPA AND WE RECORDED DIFFERENT INFLOWS AND OUTFLOWS IF ANY WHICH WE DID NOT HAVE ANY THIS YEAR AS PART OF OUR FINANCIAL STATEMENTS. IT'S FOLLOWED ON GET THE SIX TO SEVEN AND SIX TO EIGHT WHICH WE IMPLEMENTED IN FISCAL YEAR 2014 15 THAT HAD SIMILAR REQUIREMENTS FOR US TO RECORD ON THE FOREIGN LIABILITIES FOR PENSION AS PART OF OUR FINANCIAL STATEMENT. AND WHAT WAS THE RESULT. WE HAD TO DO ADDITIONAL DISCLOSURES THESE DISCLOSURES DESCRIBED WHAT OUR WHOSE EMPLOYMENT BENEFITS WERE FOR OUR RETIREES. AND IT ALSO DISCLOSED ALL THE METHODOLOGIES THAT WENT INTO OUR CALCULATION OF THAT LIABILITY AND IN CALCULATING THAT LIABILITY. WE HAD A BEGINNING LIABILITY AT THE BEGINNING OF THE YEAR AND BECAUSE WE HAD THAT BEGINNING LIABILITY IT REQUIRED THAT WE DO A

RESTATEMENT OF OUR PRIOR YEAR IN THEIR TAXES. SO WE HAD A PROPER ROLL FORWARD. WE HAD THE BEGINNING LIABILITY WE HAD OUR EXPENSES FOR THIS YEAR AND THEN WE HAD AN END IN LIABILITY FOR OUR POST EMPLOYMENT. SO FROM A FINANCIAL CONDITION STANDPOINT THE CITY IS FRANKLY IN A GOOD FINANCIAL CONDITION. AND I'M NOT THE ONLY ONE SAYING AND OUR RATING AGENCIES GENERALLY SAY IT ON AN ANNUAL OR BIANNUAL BASIS. SO WE HAVE FAVORABLE CASH POSITION OUR STRONG FINANCIAL PROFILE. WE HAD A RATINGS UPGRADE IN 2018 FROM S&P FROM A DOUBLE A MINUS TO DOUBLE A. WE HAVE A STABLE NET DEBT PER CAPITA. OUR CURRENT DESPERATE CAPITAL IS ONE THOUSAND TWO HUNDRED ELEVEN DOLLARS. NOT TO THINK ABOUT THAT IN TERMS OF MUCH BIGGER ORGANIZATION LIKE THE UNITED STATES GOVERNMENT. THE DEBT PER CAPITA UNITED STATES ON 22 TRILLION DOLLARS IN DEBT IS SIXTY SEVEN THOUSAND DOLLARS PER CAPITA. SO YOU KNOW WE'RE WE'RE BUT WE'RE NOT COMPARING OURSELVES TO THE FEDERAL DEBT COMPARE OURSELVES TO OTHER CITIES OF SIMILAR SIZE SIMILAR NATURE. THEIR DEBT PER CAPITA. MY EXPERIENCE IN COMPARING DEBT FOR CAPITAL IS GENERALLY IN THE TWO TO THREE THOUSAND DOLLAR RANGE VERSUS 2011. THE STABLE EXPENDITURES IN PROPORTION TO POPULATION IN FACT AND BETWEEN 2018 AND 2017 WE HAVE A SLIGHT DECREASE ON A PER CAPITA BASIS FROM NINE HUNDRED AND SIX DOLLARS PER CAPITA TO EIGHT HUNDRED NINETY FIVE ON THE. GENERAL POINT WHICH IS PRIMARILY TO FUND THE SERVICES THE SECOND COUPLE OTHER THINGS WE HAVE FROM RATINGS THESE ARE FINANCIAL NON-FINANCIAL DATA THAT AFFECT OUR FINANCIAL CONDITION BOND RATINGS. WE HAVE EXCELLENT DOUBLE A BOND RATINGS FROM S&P AS I JUST MENTIONED WHEN YOU HAVE GOOD BOND RATINGS LIKE THIS AND IT ALLOWS YOU TO ISSUE DEBT THE FUTURE THAT AT LOWER INTEREST COSTS WHICH YOU SAW WHEN WE ISSUED DEBT LAST YEAR WE HAVE FAIRLY LOW INTEREST COST ASSOCIATED WITH THE CAPITAL IMPROVEMENT TRENDS AND PROPERTY VALUES. WE'VE HAD MODERATE RISES IN PROPERTY VALUES OVER THE LAST SEVERAL YEARS A LITTLE OVER 10 PERCENT THIS PAST YEAR EIGHTY EIGHT POINT NINE PERCENT THE YEAR BEFORE. DO WE DO EXPECT THAT TO SLOW DOWN GOING FORWARD. PROBABLY NOWHERE NEAR AS MUCH BUT. WE DO EXPECT TO CONTINUE TO SEE MODERATE RISES IN PROPERTY. OUR REVENUE FRIENDS WE CONTINUE TO SEE MODERATE INCREASES MODERATE INCREASES TO US IS ANYWHERE BETWEEN 2 AND 5 PERCENT. IF THEY WERE HIGHER THAN THAT WOULD SAY SOMETHING DIFFERENT BUT THAT'S WHAT WE ARE CURRENTLY SEEING IN THE CITY AND EXPENDITURE TRENDS. WE HAVE STEADY INCREASES UNFORTUNATELY AND EXPENDITURES BECAUSE FRANKLY WE HAVE IN GENERAL INFLATIONARY PRESSURES THAT IMPACT US ON A REGULAR BASIS. AND SO IN CONCLUSION OUR NEAR-TERM FINANCING IS GOOD. THE CITY IS GOING TO CONTINUE WELL ABLE TO MEET OUR ONGOING OBLIGATIONS. WE CONSIDER OUR CITIES BY THE CITY'S FINANCIAL POSITION TO ALSO BE GOOD. AS OF SEPTEMBER 30TH 2018 AND OVERALL OUR ECONOMIC CONDITIONS DO APPEAR TO BE STABLE IN SUPPORTING THE OPERATIONS OF THE CITY GOING FORWARD. AND. AND ON PAGE THREE THERE'S A LIST OF THE SIGNIFICANT ASSUMPTIONS OR ITEMS THAT ARE BASED ON METHODS AND ASSUMPTIONS THAT AREN'T NOT JUST BASED ON ACTUAL DATA. SO AS PART OF THE AUDIT PROCESS WE REVIEW THESE ASSUMPTIONS AND METHOD IN THESE ESTIMATES TO DETERMINE HOW REASONABLE THEY ARE. WE ALSO HAVE OUR ACTUARIES REVIEW THE METHODS AND ASSUMPTIONS AND THE ULTIMATE ESTIMATE THAT'S MADE AND THE ITEMS OF SIGNIFICANCE TO YOU ARE ONE THE CITY'S ESTIMATE FOR ITS SELF-INSURANCE LIABILITIES. AS MARK MENTIONED THE NET PENSION LIABILITY OF THE CITY WHICH IS BASICALLY THE LIABILITY RELATES TO ITS PENSION PLANS AND FUTURE BENEFITS TO BE PAID OUT ON THE CITY ALSO ESTIMATES THE USEFUL LIFE OF CAPITAL ASSETS AND DEPRECIATE THAT OVER A PERIOD OF TIME WE DETERMINE THAT THOSE USEFUL LIVES THAT ARE SIGNED ARE APPROPRIATE.

THERE'S ALSO ALLOWANCE FOR DOUBTFUL ACCOUNTS OR LOANS AND RECEIVABLES THAT ARE RECORDED. WE DETERMINE THOSE REASONABLE. AND FINALLY THESE AT THE OTHER POST EMPLOYMENT BENEFITS LIABILITY WHICH IS ALSO A SIGNIFICANT ESTIMATE. AND ALSO DO WE DETERMINE THAT'S REASONABLE. AND FINALLY ON PAGE 5 IS A LISTING OF UPCOMING ACCOUNTING STANDARDS. AS MENTIONED THIS YEAR THE CITY ADOPTED GATSBY 75. THERE'S A HANDFUL OF STANDARDS LISTED ON PAGE 75 UPCOMING THAT WILL NEED TO BE EVALUATED.

SOME OF THESE WE BELIEVE THAT GATSBY THE 87 WHICH IS ACCOUNTING FOR LEASES WOULD PROBABLY HAVE THE MOST SIGNIFICANT IMPACT CURRENTLY MOSTLY SAYS OUR RECORD AS OPERATING LEASES AND THIS NEW STANDARD WILL REQUIRE THE CITY TO EVALUATE THE LEASES AND DETERMINE IF THE CAPITAL OR NATURE. IN TERMS OF PROCESS IN SELECTING THE FIRMS FOR SPECIFIC TASKS WHEN THE CITY HAS A NEED FOR A SPECIFIC ACTUAL PROJECT WE WILL PROVIDE A DETAILED PROJECT SCOPE TO THE QUALIFIED FIRMS IN THE RELEVANT CATEGORY AND REQUEST PROPOSALS FROM THOSE FIRMS WILL THEN ENTER INTO NEGOTIATIONS WITH THE MOST QUALIFIED FIRM WHOSE PROPOSAL IS IN THE BEST INTERESTS OF THE CITY. RECREATION SERVICES HAS PERFORMED A NUMBER OF PROJECTS THE VERY SUCCESSFUL PROJECTS FOR US IN THE PAST. THEY CONSTRUCTED THE PLAYGROUND AT CAMP ROLLA PARK AS WELL AS THE ONE AT THE SPORTS COMPLEX THE LARGE PLAYGROUND AT SUNSET POINT.
