TONIGHT, WE HAVE A BIT OF A UNIQUE APPROACH TO THE MEETING.

AS YOU KNOW, GOVERNOR DESANTIS ALLOWED EXECUTIVE ORDER TWENTY TWO THOUSAND SIXTY NINE TO EXPIRE ON THE 1ST OF NOVEMBER, THE CONSEQUENCE OF WHICH IS THAT WE'RE NOW MEETING IN THESE CHAMBERS LIVE.

THAT BEING THAT THE COMMISSIONERS WHO I CAN NOW SEE ARE PHYSICALLY IN THE ROOM WITH THE PHYSICAL QUORUM BEING PRESENT OF AT LEAST THREE.

BUT A COUPLE OF ITEMS FOR THE RECORD SO WE CAN MAKE SURE THAT THE PUBLIC IS FULLY APPRIZED OF THE SITUATION THAT WE'RE CURRENTLY DEALING WITH.

BECAUSE OF THE PANDEMIC, THE INTERNATIONAL PANDEMIC.

AS YOU'LL NOTICE, MADAM MAYOR AND COMMISSION, THE SEATS IN THIS ROOM ARE ROPED OFF IN SOME RESPECTS AND CDC GUIDELINES ARE COMPLIED WITH IN THE CONTEXT OF DISTANCE AND SEPARATION BETWEEN CERTAIN SEATS.

AND THERE ARE LIMITATIONS ON THE NUMBER OF MEMBERS OF THE PUBLIC THAT CAN BE HERE PHYSICALLY AT THE MEETING THIS EVENING.

HOWEVER, THE CITY HAS ADOPTED BACK IN MARCH OF THIS YEAR WHAT'S CALLED CMT GUIDELINES, COMMUNICATION MEDIA TECHNOLOGY GUIDELINES, WHICH ALLOWS FOR THE PUBLIC WHO CANNOT OTHERWISE COME TO THE MEETING OR BE PHYSICALLY PRESENT AT A MEETING TO ACCESS THE MEETING UNDER THE STATUTE UNDER CHAPTER 286, WHICH IS THE SUNSHINE LAW.

THIS MEETING IS CONDUCTED PURSUANT TO THE SUNSHINE LAW, BUT IT'S SORT OF A HYBRID BECAUSE FOR THOSE MEMBERS OF THE PUBLIC WHO CANNOT PHYSICALLY COME THIS EVENING TO THE MEETING, THEY'LL BE ABLE TO DIAL IN.

BECAUSE YOU ARE CURRENTLY IN A PUBLIC SETTING AND YOU'RE HERE, THE REQUIREMENT PREVIOUSLY OF HAVING A ROLE CALL FOR EVERY ITEM IS NOT ANY LONGER THE CASE.

IF THERE'S AN ABILITY TO HAVE A VOICE VOTE FOR THOSE MATTERS WHICH ALLOW FOR A VOICE VOTE THAT WOULD BE PERMITTED, IT'S NOT OTHERWISE PRECLUDED.

AND LAST BUT NOT LEAST, IF THERE ARE ANY TECHNICAL DIFFICULTIES.

HOWEVER, IN CONNECTION WITH PUBLIC ACCESS TO THE MEETING VIA THE VARIOUS RESOURCES I MENTIONED AND MR. CORAL SPRINGS, AS A MATTER OF FACT, ADOPTED AN EMERGENCY ORDINANCE THAT ALLOWS THE CITY MANAGER TO DECIDE WHICH MEETINGS ARE VIRTUAL AND WHICH ONES ARE NOT.

OTHER CITIES HAVE TAKEN IT UPON THEMSELVES.

POMPANO BEACH ADOPTED A PROCLAMATION THIS PAST WEEK WHICH WOULD ALLOW A SIMILAR DISCRETION IN THE CITY MANAGER.

I AM NOT YET PREPARED TO GIVE YOU A LEGAL OPINION THIS EVENING THAT WOULD SUGGEST THAT THOSE ARE THE MOST OPTIMUM OPTIONS.

ALTHOUGH I HAVE GREAT PERSONAL RESPECT AND PROFESSIONAL RESPECT FOR MR. HEARN, THE CITY ATTORNEY IN CORAL SPRINGS AND ALSO THE MARC BERMAN IN POMPANO BEACH.

I'VE READ THEIR DOCUMENTS.

THEY'RE EXCEPTIONALLY WELL DRAFTED.

BUT BEARING IN MIND THAT UNDER FLORIDA LAW, UNDER CHAPTER 166, THE WORD QUORUM IS ONLY MENTIONED, NOT IN THE SUNSHINE LAW, BY THE WAY, BUT IT'S MENTIONED IN CHAPTER 166, WHICH IS THE MUNICIPAL HOME RULE POWERS ACT, WHICH ALLOWS YOU TO VOTE.

BUT THE CONSEQUENCE OF WHICH IS IF SOMEONE WERE TO CHALLENGE A DECISION BEING MADE THAT WAS TOTALLY VIRTUAL WITHOUT A GOVERNOR'S ORDER, ONE COULD CHALLENGE THE RESULT OF YOUR DECISIONS BECAUSE THEY WOULD NOT JUST THAT THEY'RE VOIDABLE, BUT THEY COULD BE DEEMED TO BE VOID LEGALLY, ASIDE FROM THE SUNSHINE ISSUES.

REQUESTED BY MYSELF, WHEREAS THE CITY OF TAMARAC CELEBRATES OUR LOCAL SMALL BUSINESSES AND THE CONTRIBUTIONS THEY MAKE TO OUR LOCAL ECONOMY AND COMMUNITY.

AND WHEREAS, ACCORDING TO THE UNITED STATES SMALL BUSINESS ADMINISTRATION, THERE ARE THIRTY POINT SEVEN MILLION SMALL BUSINESSES IN THE UNITED STATES.

THEY REPRESENT NINETY NINE POINT SEVEN PERCENT OF ALL FIRMS WITH PAID EMPLOYEES IN THE UNITED STATES AND ARE RESPONSIBLE FOR SIXTY FOUR POINT NINE PERCENT OF NET NEW JOBS CREATED FROM TWO THOUSAND TO TWENTY EIGHTEEN.

AND WHEREAS SMALL BUSINESSES EMPLOY FORTY SEVEN POINT THREE PERCENT OF THE EMPLOYEES IN THE PRIVATE SECTOR IN THE UNITED STATES, SIXTY TWO PERCENT OF US SMALL BUSINESSES REPORTED THAT THEY NEED TO SEE CONSUMER SPENDING RETURN TO PREVIOUS PRE COVID LEVELS BY THE END OF 2020 IN ORDER TO STAY IN BUSINESS.

SIXTY FIVE PERCENT OF US SMALL BUSINESS OWNERS SAID IT WOULD BE THE MOST HELPFUL TO THEIR BUSINESSES TO HAVE THEIR REGULARS RETURN AND TO START MAKING PURCHASES AGAIN.

AND THREE QUARTERS OF US CONSUMERS ARE CURRENTLY LOOKING FOR WAYS TO SHOP SMALL AND SUPPORT THEIR COMMUNITY.

WHEREAS 96 PERCENT OF CONSUMERS WHO SHOPPED ON SMALL BUSINESS SATURDAY AGREE THAT SHOPPING AT SMALL, INDEPENDENTLY OWNED BUSINESSES SUPPORTS THEIR COMMITMENT TO MAKING PURCHASES THAT HAVE A POSITIVE SOCIAL, ECONOMIC AND ENVIRONMENTAL IMPACT.

AND 97 PERCENT OF CONSUMERS WHO SHOPPED ON SMALL BUSINESS SATURDAY AGREE THAT SMALL BUSINESSES ARE ESSENTIAL TO THEIR COMMUNITY.

AND WHEREAS 95 PERCENT OF CONSUMERS WHO SHOP ON SMALL BUSINESS SATURDAY REPORTED THE DAY MAKES THEM WANT TO SHOP OR EAT A SMALL, INDEPENDENTLY OWNED BUSINESSES ALL YEAR LONG, NOT JUST DURING THE HOLIDAY SEASON AND WHEREAS TAMARAC, FLORIDA, SUPPORTS OUR LOCAL BUSINESSES THAT CREATE JOBS, BOOST OUR LOCAL ECONOMY AND PRESERVE OUR COMMUNITIES.

AND WHEREAS ADVOCACY GROUPS, AS WELL AS PUBLIC AND PRIVATE ORGANIZATIONS ACROSS THE COUNTRY HAVE ENDORSED SATURDAY AFTER THANKSGIVING AS SMALL BUSINESS SATURDAY.

NOW, THEREFORE, I'M MICHELLE J.

I WANT TO SAY IN 2014 AND IN 2016, SHE RAN HER ELECTION AND GOT TO KNOW HER QUITE WELL OVER THESE LAST I GUESS TWO YEARS FOR ME, TWO YEARS ON THE COMMISSION AND WHEN WE TOOK VARIOUS TRIPS TO D.C., TALLAHASSEE AND COMMISSIONER FISHMAN HAS ALWAYS BEEN VERY ENGAGED IN THE VARIOUS CLASSES THAT WE'VE TAKEN TOGETHER IN TALLAHASSEE MEETING WITH ELECTED OFFICIALS. SO, YOU KNOW, SHE DEFINITELY TOOK HER JOB SERIOUSLY AND SHE'S SHOWN HER PASSION AND HER LOVE FOR THE CITY OF TAMARAC THROUGHOUT HER TERM.

THE ELECTION WAS CLOSE.

AND SO, YOU KNOW, WHILE I DO WELCOME ELVIN VILLALOBOS, I DO WANT TO SEND MY REGARDS TO COMMISSIONER FISHMAN AND CONGRATULATE HER ON A JOB WELL DONE FOR THE FOUR YEARS THAT SHE SERVED THAT I KNOW THAT SHE'LL CONTINUE TO SERVE THE COMMUNITY OUTSIDE OF THE OFFICIAL ELECTED CAPACITY.

AND I JUST WANTED TO SAY OR GIVE MY CONDOLENCES TO THE ENTIN FAMILY, I GUESS TWO BROTHERS PASSED AWAY WITHIN DAYS OF EACH OTHER.

RICHARD ENTIN, I BELIEVE, WAS A MEMBER OF THE KIWANIS CLUB.

AND THEN HIS BROTHER ALVIN ENTIN A WOODLANDS RESIDENT REPRESENTING DISTRICT TWO WHO ACTUALLY STARTED OUT AS AN ENEMY OF MINE AND THEN BECAME A FRIEND AND A SUPPORTER.

SO I CAN'T REMEMBER IF IT WAS WHEN I RAN FOR MAYOR IN 2016 OR WHEN I TRIED TO GET APPOINTED TO THE DISTRICT COMMISSION SEAT, HE SENT A POST CARD TO ALMOST EVERY VOTER IN TAMARAC, SAYING THAT I SHOULD NOT BE ON THE COMMISSION.

I THINK IT WAS THE MAYOR'S RACE, HOW I WASN'T INVOLVED IN THE CITY, EVEN THOUGH I WAS.

ANYWAY I THINK IT WAS EFFECTIVE IN NOT GETTING ME APPOINTED.

BUT I DID KNOCK ON HIS DOOR WHEN I RAN THIS PAST 2018 AND WE HAD A GREAT CONVERSATION AND HE TOLD ME HE WAS NOT A PROUD REPUBLICAN BECAUSE OF DONALD TRUMP REPRESENTING THE PARTY, BUT HE WAS A SUPPORTER OF MINE AND HE ALSO SUPPORTED ME AND GAVE ME WORDS OF ENCOURAGEMENT AFTER MY FIFTEEN MINUTES OF FAME AND MY MEDIA STORM FOR THAT SHORT PERIOD.

SO I WANT TO SEND MY CONDOLENCES TO THAT FAMILY AND THAT CONCLUDES MY REPORT.

I WOULD LIKE TO TAKE A FEW MOMENTS TO SAY THANK YOU TO THE PEOPLE WHO HAVE MADE THE LAST FOUR YEARS SPECIAL.

FIRST, LET ME SAY THAT I AM PROUD OF THE WORK I HAVE DONE AS YOUR COMMISSIONER.

AND THE ISSUES THAT I HAVE CHAMPIONED.

I AM ALSO PROUD OF THE CAMPAIGN I RAN, EVEN THOUGH THE RESULTS WERE NOT WHAT I HAD HOPED FOR. IT WAS AND WILL CONTINUE TO BE IMPORTANT TO ME TO LIVE MY LIFE WITH HONESTY AND INTEGRITY. EVEN WHEN BOTH ARE CALLED INTO QUESTION.

MY CAMPAIGN WAS ABOUT WHAT I HAD BEEN ABLE TO GET DONE IN MY TIME IN OFFICE.

I KNOW THAT THE THINGS THAT I HAVE BEEN ABLE TO ACCOMPLISH WITH THE HELP OF OTHERS HERE ON THE DAIS AND THE FABULOUS STAFF OF OUR CITY HAVE MADE A DIFFERENCE TO THE RESIDENTS OF

TO BEGIN WITH I HAVE AN IMPORTANT UPDATE THIS EVENING ON OUR TAMARAC SMALL BUSINESS AND NONPROFITS. THE COUNTY IS NOW ACCEPTING APPLICATIONS THIS WEEK ONLY THROUGH NOVEMBER 16TH FOR A THIRTY FIVE MILLION DOLLAR GRANT PROGRAM TO HELP SMALL BUSINESSES AND NONPROFITS WHO'VE SUFFERED LOSSES THIS YEAR FROM COVID IMPACTS.

WE ARE STRONGLY ENCOURAGING OUR TAMARAC SMALL BUSINESSES TO APPLY FOR THIS PROGRAM THIS WEEK AT THE COUNTY WEBSITE BROWARD.ORG/CARES.

THE COMMUNITY DEVELOPMENT DEPARTMENT'S HOUSING DIVISION WANTS EVERYONE TO KNOW THAT ASSISTANCE AND FUNDS ARE STILL AVAILABLE FOR RESIDENTS WHO CONTINUE TO EXPERIENCE HARDSHIP DUE TO COVID-19.

THERE ARE MULTIPLE PROGRAMS. THE FIRST PROGRAM IS THE EMERGENCY REPAIR GRANT PROGRAM.

THIS OFFERS EMERGENCY REPAIR ASSISTANCE TO HOMEOWNERS EXPERIENCING FINANCIAL HARDSHIP DUE TO COVID-19.

THE FUNDS CAN BE USED FOR EMERGENCY REPAIRS TO THE ROOF OR ANY OTHER COMPONENT THAT AN INSPECTOR DEEMS NECESSARY.

PROJECTS ARE REVIEWED AND AWARDED ON A CASE BY CASE BASIS.

THIS PROGRAM IS FUNDED BY THE CRF FUNDS FROM THE FLORIDA HOUSING FINANCE CORPORATION.

THE SECOND PROGRAM IS THE CONNECTIVITY AND TECHNOLOGY FOR EMPLOYMENT SUPPORT PROGRAM.

THROUGH A PARTNERSHIP WITH T-MOBILE, THIS PROGRAM OFFERS A MOBILE DEVICE FOR TWO YEARS OF CONNECTIVITY TECHNOLOGY TO RESIDENTS INFECTED OR IMPACTED BY COVID-19.

THIS WILL HELP SUPPORT EMPLOYMENT SEARCHES AND PROVIDE STABLE JOB COMMUNICATION.

THIS PROGRAM WILL BE FUNDED WITH TREASURY FUNDS THROUGH BROWARD COUNTY.

IN ADDITION TO THESE NEW PROGRAMS, A FOURTH ROUND OF RESIDENTIAL ASSISTANCE PROGRAM IS NOW UNDERWAY FOR QUALIFIED TAMARAC RESIDENTS STRUGGLING TO PAY RENT, REHOUSING, MORTGAGE, HOA PAST DUE FEES OR UTILITY BILLS DUE TO COVID-19.

THIS PROGRAM IS FUNDED WITH TREASURY FUNDS THROUGH BROWARD COUNTY AND WILL BE ADMINISTERED BY CIVITAS LLC.

APPLICATIONS ARE NOW BEING ACCEPTED AND WILL REMAIN OPEN UNTIL DECEMBER 10TH OF 2020 AND MS. CALLOWAY IS WITH US TONIGHT.

HER STAFF IS NOT, BUT I WANT TO CERTAINLY ACKNOWLEDGE AND PAT HER AND HER STAFF ON THE BACK FOR THE GOOD JOB THAT THEY HAVE BEEN DOING ADMINISTERING THESE PROGRAMS. WE GOT A VERY, VERY NICE EMAIL FROM THE STATE TODAY ADVISING US THAT WE ARE ONE OF THE MOST EXPEDIENT PROCESSORS OF APPLICATIONS AND THAT WE HAVE GIVEN AWAY ALREADY A SIGNIFICANT AMOUNT OF MONEY.

AND THEY WERE ASKING US TO APPLY FOR MORE.

SO WE'RE EVALUATING THAT.

WE STILL HAVE A LOT OF MONEY TO GIVE AWAY THAT WE'VE OBLIGATED OURSELVES TO GIVE AWAY FIRST THROUGH THESE PROGRAMS THAT I'VE DESCRIBED AND THROUGH THE MONEY FROM BROWARD COUNTY. SO WE REALLY NEED TO RUN THROUGH THAT MONEY FIRST.

BUT WE HAVE MORE MONEY AVAILABLE TO US IF WE CAN GET RID OF THE MONEY THAT WE HAVE.

I MEAN, IT'S ALWAYS GOOD NEWS FROM IT, BUT TONIGHT IS EXCEPTIONALLY GOOD NEWS.

THE CENTER FOR DIGITAL GOVERNMENT ANNOUNCED THE WINNERS OF THE 2020 DIGITAL CITIES SURVEY AND THE CITY OF TAMARAC IS ONCE AGAIN FOR THE SEVENTH YEAR IN A ROW LISTED IN THE TOP 10 CITIES IN THE SEVENTY FIVE AND UNDERPOPULATION CATEGORY.

THE ANNUAL SURVEY RECOGNIZES CITIES USING TECHNOLOGY TO TACKLE SOCIAL CHALLENGES ENHANCE SERVICES, STRENGTHEN CYBER SECURITY AND MORE.

PHIL BERTOLINI, THE CO-DIRECTOR OF THE CENTER FOR DIGITAL GOVERNMENT, SAID INNOVATIVE CITIES ARE UTILIZING TECHNOLOGY AND ANALYZING DATA TO BETTER SERVE THEIR CITIZENS, RESPOND QUICKLY TO CITIZEN NEEDS AROUND COVID-19 AND SUPPORT DIGITAL EXPERIENCE INITIATIVES. I THINK WE GOT SIX INCHES OF RAIN.

YOU MIGHT ASK WHY WOULD SIX INCHES OF RAIN CAUSED SO MUCH FLOODING AND SO MUCH WATER IN THE CANALS AND STREETS? THE REALITY IS WE GOT 20 INCHES OF RAIN IN THE LAST FOUR WEEKS AND THE RAIN THAT WE RECEIVED FROM TROPICAL STORM ETA JUST COMPOUNDED THAT SIGNIFICANTLY.

THE GOOD NEWS WAS THAT WE BELIEVE WE DID NOT HAVE ANYONE WITH WATER IN THEIR HOMES DUE TO FLOODING. WE HAD SOME CHALLENGES IN A COUPLE OF AREAS WITH WASTEWATER.

THERE ARE GOOD REASONS FOR THAT RELATED TO THE BROWARD COUNTY PLANT THAT WE ARE WORKING WITH THE COUNTY ON. AND WE ARE ALSO CONTINUING TO WORK WITH OUR NEIGHBORS THAT ARE DOWNSTREAM FROM US AND THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT TO BE AS PREPARED AS EVERYBODY CAN BE TO MAKE SURE THAT THE WATER FLOWS.

SOME OF OUR CHALLENGES IN EASTERN TAMARAC STEMMED FROM THE FACT THAT THE WATER LEVELS OF THE CANALS THAT OUR STORM WATER DRAINS INTO WERE HIGHER THAN THE LEVELS OF OUR CANALS.

AND SO THE WATER LITERALLY HAD NO PLACE TO GO.

AND WE SAW SOME FLOODING IN SOME OR WE SAW A LARGE ACCUMULATION OF WATER IN SOME PLACES

WHERE WE HAVEN'T SEEN IT IN THE PAST.

SOME OF THE PLACES THAT WE'VE WORKED ON OVER THE YEARS DRAINED MUCH BETTER THAN THEY HAD IN THE PAST. SO WE SAW SOME PROGRESS MADE FOR THE AREAS WHERE WE WERE A LITTLE SURPRISED.

WE WERE ABLE TO UTILIZE MOBILE PUMPS TO BE SURE THAT THE WATER DIDN'T REACH PEOPLE'S HOMES AND WE WERE SUCCESSFUL WITH THAT.

THERE WERE SOME AREAS, AS I SAID, THAT WE DID NOT EXPERIENCE THE TYPE OF WATER RISE THAT WE SAW YESTERDAY IN THE PAST, THAT WE WILL BE LOOKING INTO AN INVESTIGATE IT TO TRY TO DETERMINE WHAT EXACTLY CAUSED IT.

WHAT I CAN TELL YOU, THOUGH, IS THAT DOWNSTREAM FROM US IN WESTERN FORT LAUDERDALE, OAKLAND PARK, LAUDERDALE LAKES, LAUDERHILL, EASTERN SUNRISE, PLANTATION, ALL THOSE CITIES EXPERIENCED SIGNIFICANTLY WORSE STANDING WATER AND WATER RISE THAN WE DID.

AND I'M NOT SAYING THAT TO BRAG.

I'M JUST SAYING THAT THEY ARE DOWNSTREAM FROM US.

AND SO WHEN THEY ARE UNDERWATER, OUR WATER DOESN'T REALLY HAVE A LOT OF PLACES TO GO.

YEAR. WE WANT A PATH FOR MORE INTIMATE SCULPTURE AND IT'S GOING TO BE AT THE CORNER OF STATE STREET AND NOB HILL.

AND WE HAVE REQUESTED AND IT'S BEEN APPROVED THROUGH THE WORKS. A SCULPTURE AND IT WILL APPEAR MUCH LARGER BECAUSE IT WILL BE FOUR FEET OFF GROUND, NEXT PLEASE. THIS IS CALLED HUMAN NATURE, AND IT'S THREE NINETY SIX INCHES HIGH BY 44 WIDE AND WITH THE COLORS, THEY'RE PRETTY AND COMMUNITY LOVES COLORS.

WE DIDN'T WANT TO JUST USE STAINLESS STEEL.

WE WERE TRYING TO PROVIDE A VERY WELL CURATED EXHIBITION.

AND WHEN ARE WE LOOKING AT THE NEW INSTALLATION? RIGHT NOW, WE'RE GEARING TOWARD JANUARY AND FEBRUARY, RIBBON CUTTING, THOSE ARE TENTATIVE DATES, BUT IT LOOKS LIKE THAT WILL BE, WE HAVE TO GET THE SCULPTURES PERMITTED.

ABOUT THREE SCULPTORS ALREADY HAVE THEIR CALCULATIONS AND STAMPED ENGINEERED DRAWINGS.

WE NEED TO GET THE REST ENGINEERED AND WE HAVE THE COMPANY THAT'S GOING TO DO IT.

AND THEN KEITH IS WORKING ON POLISHING UP THE CONTRACTS FOR 2021.

WE HAVE TO GET THEM TO THE ARTISTS.

THEY HAVE TO RETURN IT. ALL THE MECHANICS OF BEING WORKED OUT RIGHT NOW AND WE FELT TO BE

WE HEARD THE TWO COMMISSIONERS AT THE LAST COUPLE OF COMMISSION MEETINGS, COMMISSIONER GELIN AND VICE MAYOR BOLTON, AS TO WANTING SOMETHING IN THEIR PARTICULAR DISTRICTS THAT SPEAKS TO CULTURAL HERITAGE AND MARTIN LUTHER KING, ETC..

AND OF COURSE, WE COMMITTED THAT WE WOULD TAKE THAT BACK TO THE PUBLIC ART COMMITTEE AND EXTENSIVE AMOUNT OF DISCUSSION CAME ABOUT AS A RESULT OF IT.

AND OF COURSE, THE COMMITTEE IS VERY DIVERSE IN TERMS OF OPINIONS.

AND SO IT WAS BASICALLY THE DISCUSSION IN TERMS OF HOW CAN YOU BECAUSE TAMARAC IS VERY ETHNICALLY DIVERSE, HOW CAN YOU ACCOMPLISH WHAT YOU'RE DESIRING TO HAVE ACCOMPLISHED AND PAYING HOMAGE TO HERITAGE, TO INDIVIDUALS WHO MADE A CONTRIBUTION TO SOCIAL JUSTICE AND AT THE SAME TIME SPEAK TO MEMBERS OF THE COMMUNITY THAT MAY BE FROM A DIFFERENT ETHNIC BACKGROUND. SO WITH THAT BEING SAID, WE DID SOME RESEARCH, OTHER COMMITTEE MEMBERS DID AND SO WE WANT TO PRESENT TO YOU A CONCEPT OF THIS PARTICULAR ARTIST WHOM BETH HAS HAD AN OPPORTUNITY TO ACTUALLY VISIT HIS WORK IN TAMPA.

A FEW YEARS AGO, I WAS AT A FLORIDA ASSOCIATION OF PUBLIC ART PROFESSIONALS CONFERENCE IN TAMPA WHERE I SAW THIS ABSOLUTELY FANTASTIC CIVIL RIGHTS SLASH SOCIAL JUSTICE MEMORIAL AND IT WAS SO WELL EXECUTED THAT IT WAS ALWAYS ON MY MIND.

AND TAMPA IS A LITTLE BIT TOP HEAVY IN HISTORICAL ARTWORK FOR THEIR PUBLIC ART.

THEY HAVE A LOT OF HISTORY OF TAMPA AND HISTORY OF CIVIL RIGHTS, SOCIAL JUSTICE IN THEIR COMMUNITY. BUT THIS PARTICULAR WALKWAY, IT'S CALLED LEADERS ROW.

IT WAS DONE BY AN ARTIST NAMED MICHAEL PARKER, AND HE ILLUMINATED HISTORICAL FIGURES THAT THE IDEA OF CIVIL RIGHTS FORWARD THEIR PORTRAITS.

HE ALSO INCLUDED TEXT.

AND HE ALSO DESIGNED A VERY INTERESTING WALK WAY BECAUSE NEXT SLIDE, PLEASE.

COMMUNITY FOUNDATION OF BROWARD ALWAYS HAS A MATCHING GRANT AND THE CITY MATCHED IT WITH SEVENTY FIVE. SO WE'VE GOT ONE HUNDRED AND FIFTY THOUSAND DOLLAR WORKS OF ART ALREADY PLANNED FOR TAMARAC VILLAGE.

BUT COMMISSIONER GELIN MONTHS AGO AS GEORGE SAID, WANTED A MARTIN LUTHER KING CIVIL RIGHTS ARTWORK IN HIS DISTRICT.

SO WE WENT ONLINE, GEORGE AND I, BECAUSE THAT OPENED UP COMMUNITY FOUNDATION OF BROWARD GRANT AND WE SAW THAT THIS YEAR THEY ARE TARGETING A THEME OF SOCIAL JUSTICE AND CIVIL RIGHTS.

PERFECT FOR OUR MONUMENT.

WHATEVER WE DO FOR COMMISSIONER GELIN'S DISTRICT AND ALSO COMMISSIONER BOLTON.

BUT WE'RE JUST TALKING ABOUT THIS DISTRICT NOW BECAUSE THE WALL ALREADY EXISTS IN TAMARAC VILLAGE. IT'S EARLY ENOUGH WHERE THE ARTISTS CAN CHANGE THE WALL FROM BEING JUST A SIMPLE CIRCLE. WE WORK IN CONCERT WITH THE ARCHITECT TO COME UP WITH PERHAPS A MORE INTERESTING WALL. BUT I CALLED MICHAEL PARKER, THE ARTIST WHO DID THE WALL IN TAMPA, AND HE'S VERY EXCITED ABOUT BEING NAMED ON OUR GRANT.

SO THE GRANT IS BEING WRITTEN NOW AND IT'S NOT MATCHING.

IT POPS A THEY WILL NOT AWARD MORE, THEY CAN AWARD LESS.

BUT WE TEND TO ASK FOR THE ONE HUNDRED THOUSAND.

AND WE WANT LOTS OF COMMUNITY ENGAGEMENT FOR THE RESIDENTS.

SO WE'RE PLANNING FOR HIM TO COME DOWN AND DO WORKSHOPS THAT INVOLVE THE COMMUNITY.

SO IF THIS MIGHT THIS TYPE OF PIECE BE BETTER SUITED FOR A DIFFERENT LOCATION VERSUS BEING PILED ON TOP OF ART THAT WE ALREADY HAVE AND WE'RE TRYING TO BRING TO THE CITY? I'M ALSO NOT UNDERSTANDING HOW PEOPLE WHEN THEY'RE GOING TO BE SPLASH PAD.

WE THOUGHT IT WAS SOMEWHAT UNIQUE WHEN WE RECEIVED THE DESIGNS FROM THE DEVELOPER THAT THE WALL WAS BEING INCORPORATED IN THE PROJECT.

SO WE THOUGHT IT WAS A GREAT OPPORTUNITY TO UTILIZE THAT AND TO BRING THAT ART THERE, BECAUSE WE KNOW THAT IN TERMS OF POPULATION, IN TERMS OF DRAW, IN TERMS OF VISITATION, THAT IT WILL HAVE THE VISIBILITY THAT SOMETHING LIKE THIS NEEDS.

AND SO I THINK WHAT WE'RE ASKING TONIGHT, WHAT ALL WE'RE SHOWING IS THE LOCATION.

WE'RE NOT QUITE SURE WHAT THE WALL ITSELF WILL LOOK LIKE BECAUSE THAT WOULD HAVE TO BE DESIGNED CONSISTENT WITH THE ARTIST AS WELL AS THE ARTISTS THEME, NOT LOOKING EXACTLY LIKE WHAT WE'RE SEEING IN TAMPA.

SO WE'RE ASKING IN TERMS OF A CONSENSUS FOR THE LOCATION FOR US TO USE THE WALL AS A CANVAS AND THEN TO MOVE FORWARD, I GUESS, WITH THE GRANT APPLICATION SO WE CAN GET FUNDING AS WELL. MAY I SAY THE OTHER VERY IMPORTANT REASON FOR SELECTING TAMARAC VILLAGE AND THE WALL IS BECAUSE THE WALL HAS ALREADY BEEN BUDGETED AS PART OF THE PARK AND THE WE'RE ASKING FOR A HUNDRED THOUSAND DOLLARS FOR THIS GRANT.

AND THAT IS WHAT THE ARTIST'S BUDGET WAS IN TAMPA.

SO ONE HUNDRED THOUSAND DOLLARS JUST COVERS THE ART AND WE'RE GETTING IT.

YOU KNOW, IF I MAY SAY A FREE WALL FOR THE ART, IT DOESN'T HAVE TO COME OUT OF THE ART BUDGET. SO THAT'S A VERY EXCITING AND GREAT WAY TO USE THE ART BUDGET.

THE OTHER THING, IF I MAY ADD, FROM A ECONOMIC DEVELOPMENT STANDPOINT, UNDERSTANDING WHAT TAMARAC VILLAGE, THE ACTIVITIES THAT WILL GO ON THERE, THE SURROUNDING BUSINESSES THAT WOULD BE LOCATED THERE AS WELL.

WE SEE THIS WALL BEING A DESTINATION ALONGSIDE, OF COURSE, THE AMPHITHEATER, THE AMPHITHEATER WALL OF A SPLASH PAD, ETC.

SO IT CREATES AN OPPORTUNITY FOR INDIVIDUALS TO COME FROM OTHER PARTS OF BROWARD COUNTY, IF YOU WILL, AND JUST TO VISIT THIS WALL BECAUSE OF WHAT STATEMENTS IT WILL MAKE.

SO THEN, OF COURSE, WHEN THAT HAPPENS, PEOPLE THEN WHO COME TO VISIT THE SPACE ACTUALLY THEN PATRONIZES THE BUSINESSES THAT ARE THERE.

SO IT REALLY CREATES A NICE MEMORY, IF YOU WILL, FOR INDIVIDUALS TO KNOW AND EXPERIENCE.

AND WHEN THEY LEAVE AND TAKE IT AWAY, THEY LEAVE FROM THERE AND GO AWAY.

THEY HAVE NICE MEMORIES OF THAT PARTICULAR LOCATION AND THEY'LL COME BACK AGAIN.

AND I UNDERSTAND THAT.

PART OF MY CONCERN IS THAT IT IS NOT NECESSARILY A FULL WALKABLE LOCATION TO BE APPRECIATED FROM WHAT I SEE.

AND SO THE PART THAT WOULD BE WALKABLE WILL BE THE SPLASH PAD AREA, WHICH MAY NOT GIVE YOU THE FULL APPRECIATION.

AND MY CONCERN IS THAT SOMETIMES LESS IS MORE.

IF WE'RE TRYING TO PILE EVERYTHING HERE ON TOP OF ONE ANOTHER, THEN NOTHING GETS FULLY APPRECIATED. SO THAT IS JUST MY CONCERN.

I UNDERSTAND THE CONCEPT LOOKS GOOD.

I MEAN, I'VE BEEN UP TO THE MONUMENTS IN DC AND THE WALKING OF IT, AND I CAN RESPECT THE ATTEMPT TO KEEP SOME MONEY AND SAVE MONEY, BUT IF IT'S NOT GOING TO BE UTILIZED TO BE ABLE TO FULLY BE APPRECIATED, IS IT JUST A WASTE OF MONEY OR SHOULD WE BE TRYING TO PUT THIS SOMEWHERE ELSE TO BE ABLE TO GIVE IT THE FULL BENEFIT AND APPRECIATION THAT IT WOULD DESERVE? I'M WORRIED ABOUT THE LOCATION.

AND SO WHILE THE KIDS ARE PLAYING ON THE SPLASH PAD, I GUESS THE ADULTS CAN APPRECIATE THE ART THAT IS IMMEDIATELY BEHIND IT, AS OPPOSED TO JUST HAVE A WALL THAT'S THERE THAT IS NOT SERVING ANY BENEFIT NECESSARILY.

SO WHY NOT ENHANCE THE WALL WITH ART? MY ACQUISITION, WE WERE EVEN HAVING A WALL OVER THERE.
