COUNTRY CLUB INC IS REQUESTING APPROVAL OF A MAJOR REVISED SITE PLAN TO ALLOW FOR THE DEVELOPMENT OF A NEW FOUR STOREY HOTEL CONTAINING ONE HUNDRED AND TWENTY TWO UNITS OR SUITES. ADDITIONALLY, WOODMONT HOTEL, LLC IS DESIGNATED AGENT FOR THE PROPERTY OWNER WOODMONT COUNTRY CLUB INC IS REQUESTING APPROVAL OF A SPECIAL EXCEPTION TO ALLOW FOR THE OPERATION OF A HOTEL AS AN ANCILLARY USE TO A PRIVATE COUNTRY CLUB IN S1 RECREATIONAL ZONING DISTRICT.

THE SUBJECT PROPERTY IS LOCATED ON A NORTHWEST CORNER OF NORTHWEST 80TH AVENUE AND NORTHWEST 75 STREET AT 7801 NORTHWEST 80 AVENUE, THE PROPOSED HOTEL WILL BE ADDRESSED AT 7771 NORTHWEST 80TH AVENUE.

THE PROPERTY IS THIRTEEN POINT FOUR SEVEN NET ACRES IN SIZE, HAS A CITY OF CURRENT CITY OF TAMARAC FUTURE LAND USE DESIGNATION OF COMMERCIAL RECREATION AND A ZONING CLASSIFICATION OF RC RECREATION TO GO OVER THE SURROUNDING USES AND ZONING THE FUTURE TO THE NORTH OF THE PROPOSED HOTEL.

AND THE NEW CLUBHOUSE IS THE FUTURE WOODMONT [INAUDIBLE] SINGLE FAMILY RESIDENTIAL DEVELOPMENT THAT'S ZONED R 1.

TO THE SOUTH YOU HAVE THE VILLAS AT WOODMONT, SINGLE FAMILY RESIDENTIAL CONDOMINIUM DEVELOPMENT ZONED R1 AND THAT'S ACROSS THE TENNIS COURTS AND SEVENTY FIFTH STREET.

THEN ACROSS EIGHTH AVENUE TO THE WEST, YOU GOT THE BON AIR AT WOODMONT.

IT'S A THREE STOREY MULTIFAMILY RESIDENTIAL CONDO DEVELOPMENT.

AND THEN TO THE WEST OF THE DEVELOPMENT YOU HAVE THE GOLF COURSE.

IT'S ZONED RC TO THE WEST.

SO JUST A QUICK REVIEW OF THE PRIOR ACTIONS REGARDING THE WOODMONT PROPERTY ON JUNE 25TH, 2014, THE LAND USE PLAN AMENDMENT WAS APPROVED OF SIX PARCELS FROM COMMERCIAL RECREATION TO LOW RESIDENTIAL AND ONE PARCEL FROM COMMERCIAL RECREATION TO COMMERCIAL.

THEN ON THAT SAME DAY WAS APPROVED THE REZONING OF THE SIX PARCELS FROM ONE RECREATIONAL DISTRICT TO R1 SINGLE FAMILY AND ONE PARCEL FROM ONE TO S1 TO B2 PLANNED BUSINESS DISTRICT. THEN THE CONSOLIDATED, AMENDED AND RESTATED COVENANT THAT WAS APPROVED ON JULY 9, 2014, FOR A PERIOD OF 50 YEARS FOR THE WOODMONT COUNTRY CLUB.

THEN ON NOVEMBER 10TH, 2015, THE NEW COUNTRY CLUB, THE APPROVAL OF THE NEW COUNTRY CLUB WAS APPROVED FOR THE DEVELOPMENT OF THE NEW COUNTRY CLUB FACILITY AND THE CART BARN, ALONG WITH THE ASSOCIATED PARKING LOT IMPROVEMENTS AND LANDSCAPING IMPROVEMENTS.

THEN ON JANUARY 11, 2017, THE AMENDED AND RESTATED DEVELOPMENT AGREEMENT BETWEEN THE CITY OF TAMARAC AND THE WOODMONT COUNTRY CLUB WAS APPROVED FOR THE DEVELOPMENT OF THE WOODMONT PROPERTY WITHIN THE WOODMONT PLAT.

THEN ON FEBRUARY 22ND, 2017, WE HAD THE APPROVAL THE MAJOR REVISED SITE PLAN FOR THE REDEVELOPMENT OF THE PREVIOUS PINES PORTION OF THE GOLF COURSE AND THE MAINTENANCE BUILDING THROUGH THE DEVELOPMENT OF THE NINE HOLE GOLF COURSE WITH PRACTICE GREENS AND AN AQUA DRIVING RANGE IN THE LANDSCAPING AND PARKING ASSOCIATED WITH THAT.

AND THEN ON FINALLY ON APRIL 26, 2017, WE HAD THE APPROVAL OF THE NEW DEVELOPMENT SITE PLAN FOR THE REDEVELOPMENT OF THE PINES COURSE FOR THE CONSTRUCTION OF ONE HUNDRED AND FIFTY TWO SINGLE FAMILY HOMES.

AND ASSOCIATED PLAT.

OK, THE APPLICANT IS REQUESTING APPROVAL OF A MAJOR REVISED SITE PLAN FOR THE FINAL IMPROVEMENT OF PHASE ONE OF THE OVERALL WOODMONT COUNTRY CLUB PROJECT, WHICH INCLUDES THE WOODMONT COUNTRY CLUB, AMENDED AND RESTATED DEVELOPER'S AGREEMENT AND THE REDEVELOPMENT OF THE CLUBHOUSE PARCEL ASSOCIATED CART BARN AND PARKING LOT AND LANDSCAPING FROM THE CITY COMMISSION. THE WOODMONT COUNTRY CLUB DEVELOPER'S AGREEMENT REQUIRES THE DEVELOPMENT OF THE PROPERTY TO NOT BE SUBJECT TO ANY NEW LAND DEVELOPMENT CODE REGULATIONS OR CODES.

THEREFORE, THE NEW THE NEW LAND DEVELOPMENT CODE THAT WE APPROVED EFFECTIVE JULY 12, 2018, THAT'S NOT APPLICABLE TO THIS DEVELOPMENT.

AND THE DEVELOPMENT IS SUBJECT TO THE PROPOSED HOTEL DEVELOPMENT TO CONFORM TO CHAPTER TWENTY FOUR, OUR OLD CODE OF ZONING OF THE CITY CODE OF ORDINANCES, WHICH INCLUDES THE S1 RECREATIONAL ZONING DISTRICT.

SO THAT'S THE DISTRICT THAT IT'S REVIEWED UNDER THE S-1 ZONING DISTRICT.

WITHIN THAT DISTRICT IT'S STATED HOTEL OR A DINING ROOM, BAR AND GRILL AND SNACK.

SNACK BAR IS PERMITTED AS AN ANCILLARY USE TO A PRIVATE OR PUBLIC COUNTRY CLUB THROUGH SPECIAL EXCEPTION, APPROVAL OF THE CITY COMMISSION.

PURSUANT TO THE S-1 ZONING DISTRICT REGULATIONS, AND THE APPLICANT IS CURRENTLY SEEKING

APPROVAL OF THE SPECIAL EXCEPTION TO ALLOW FOR THE OPERATION OF THE HOTEL AS AN ANCILLARY USE TO A PRIVATE COUNTRY CLUB AND S1 RECREATIONAL ZONING DISTRICT FROM THE CITY COMMISSION. THE PROPOSED HOTEL WILL BE FIT INTO THE EXISTING WOODMONT COUNTRY CLUB DEVELOPMENT AND FEATURE A NEW FOUR STORY BUILDING CONTAINING ONE HUNDRED TWENTY TWO UNITS ACCESSED FROM THE INTERIOR OF THE BUILDING BY HOTEL SERVICE TO ALL FLOORS.

THE HOTEL BUILDING WILL ALSO CONTAIN A LARGE GATHERING AREA ADJACENT TO THE HOTEL LOBBY THAT PROVIDES COMPUTERS FOR USE BY THE PATRONS OF THE HOTEL AS AN OFFICE CENTER.

IT WILL ALSO CONTAIN A FITNESS ROOM, CONTINENTAL BREAKFAST AREA, A CORNER MARKET FOR SNACKS. WE HAVE AN OUTDOOR PATIO LOUNGE AREA, AN INDOOR POOL AND AN OUTDOOR POOL AREA.

YOU MAY BE ASKING THAT THE OUTDOOR AND OUTDOOR POOLS IS PROPOSES AMENITY OF THE CLUBHOUSE AND ALL GUESTS OF THE HOTEL WILL HAVE SHARED ACCESS TO THE CLUBHOUSE AMENITIES DURING THEIR STAY. THESE CLUBHOUSE AMENITIES SHALL INCLUDE THE RESTAURANT AND BAR WITH THE OUTDOOR SEATING, THE BANQUET HALL FACILITIES THAT ALSO SERVES AS THE MEETING AND CONFERENCE FACILITIES AND THE PRO SHOP THAT SERVES AS A GIFT SHOP.

SO YOU GOT AN INSIDE OF A POOL IN THE IN THE HOTEL AND OUTSIDE POOL FOR THE CLUBHOUSE, THE S1 ZONING DISTRICT REQUIRES A HOTEL TO PROVIDE A BAR, FULL SERVICE RESTAURANT MEETING AND CONFERENCE AND BANQUET FACILITIES, OFFICE CENTER AND SUNDRY OR GIFT SHOP WITHIN THE STRUCTURE OF THE PRIMARY USE.

UNLESS PROVIDED FOR IN THE DEVELOPER'S AGREEMENT.

THE WOODMONT COUNTRY CLUB AMENDED AND RESTATED DEVELOPER'S AGREEMENT SPECIFICALLY REQUIRES A NEW CLUBHOUSE TO CONTAIN A RESTAURANT AND BAR WITH INDOOR AND OUTDOOR SEATING, BANQUET CONFERENCE FACILITIES AND A GOLF AND TENNIS PRO SHOP.

THEREFORE, ALL USE IS REQUIRED OF A HOTEL AND AN S-1 RCREATIONAL ZONING ARE PROVIDED FOR IN EITHER THE NEW COUNTRY CLUB BUILDING OR HOTEL BUILDING AS A SIGN WITHIN THE WOODMONT COUNTRY CLUB AMENDED AND RESTATED DEVELOPER'S AGREEMENT.

THE PROPOSED HOTEL IS ASSOCIATED WITH THE HOME 2 SUITES BY HILTON BRAND PER WIKIPEDIA HOME 2 SUITES IS AN ALL SUITE EXTENDED STAY HOTEL FEATURING CONTEMPORARY ACCOMMODATIONS AND CUSTOMIZABLE GUEST ROOM DESIGN.

IT COMPETES WITH TOWN PLACE SUITES BY MARRIOTT AND INTERCONTINENTAL HOTEL GROUPS CANDLEWOOD SUITES.

AND IS ADVERTISED AS A HIP EXTENDED STAY HOTEL EXPERIENCE THAT OFFERS GREAT DEALS AND AFFORDABLE RATES FOR GUESTS.

THE HOTEL IS PET FRIENDLY AND HOTEL UNITS FEATURE A WORKING WALL THAT INCORPORATES A FULL SIZED KITCHEN APPLIANCES AND A FLEXIBLE WORKING MEDIA SPACE.

THE PROPOSED HOTEL WILL ALSO HAVE A CENTRAL SWITCHBOARD PROVIDE DAILY ROOM CLEANING SERVICE AND HAVE A REGULAR CONCIERGE AND PORTER ALL REQUIRED OF A HOTEL IN AN S-1 ZONING DISTRICT. LASTLY, A VALET ATTENDANT WILL BE AVAILABLE TO PARK CARS, THUS SATISFYING ALL AMENITIES REQUIRED FOR A HOTEL IN AN S-1 ZONING DISTRICT.

VEHICLE ACCESS TO THE HOTEL IS BEING PROVIDED BY A SHARED TWO LANE INGRESS EGRESS FROM NORTHWEST 80TH AVENUE THAT IS DIVIDED BY A MEDIAN WITH LANDSCAPING AND ALLOWS FOR FULL TURNING MOVEMENTS ON NORTHWEST 80TH AVENUE.

A PORTE COCHERE IS PROVIDED IN THE FRONT OF THE BUILDING TO PROVIDE PROTECTION FROM THE ELEMENTS FOR THE LOADING AND UNLOADING OF LUGGAGE AND HOTEL PATRONS.

PEDESTRIAN ACCESS TO THE HOTEL IS BEING PROVIDED BY TWO SIDEWALKS FROM NORTHWEST 80TH AVENUE, WITH ONE OF THE SIDEWALKS LEADING DIRECTLY TO THE HOTEL THROUGH THE PORTE COCHERE. THE EXISTING PARKING AREAS AROUND THE NEW CLUBHOUSE WILL BE IMPROVED AND PARKING ADDED TO SUPPORT THE HOTEL, THE IMPROVED PARKING ROWS IN FRONT OF THE HOTEL WILL BE CONVERTED TO BE PARALLEL WITH NORTHWEST 80TH AVENUE AND ACCESS BY A TWO WAY INTERIOR DRIVE. THREE HUNDRED AND THIRTY ONE PARKING SPACES ARE PROPOSED TO SUPPORT THE ONE HUNDRED TWENTY TWO HOTEL UNITS, NEW CLUBHOUSE AND GOLF COURSES WHERE THREE HUNDRED AND THIRTY ONE PARKING SPACES ARE REQUIRED.

SO THEY MEET THEIR PARKING REQUIREMENT.

THE TRAFFIC IMPACT STUDY ACCOUNTS FOR THE NEW CLUBHOUSE AND GOLF COURSES AND WAS BASED ON ONE HUNDRED AND TWENTY SEVEN HOTEL UNITS AS OPPOSED TO THE 122.

THE TRAFFIC IMPACT ANALYSIS CONCLUDES THAT THE PROPOSED HOTEL IS EXPECTED TO PRODUCE FIVE HUNDRED AND FORTY

THE ANALYSIS CONTINUES BY STATING THAT ALL STUDIED INTERSECTIONS ARE SHOWN TO OPERATE WITHIN ACCEPTABLE PARAMETERS TODAY AND ARE AND ALL ARE EXPECTED TO OPERATE WITHIN ACCEPTABLE PARAMETERS IN THE YEAR 2021 WITH AND WITHOUT TRAFFIC FROM THE PROPOSED HOTEL.

THE TRAFFIC IMPACT STUDY WAS REVIEWED BY THE CITY CONSULTANT TRAF TECH.

THE CITY'S TRAFFIC CONSULTANT, FOUND THE STUDY PARAMETERS ACCEPTABLE AND CONSISTENT WITH THE APPROVED TRAFFIC IMPACT STUDY METHODOLOGY AND OFFERED TO OBSERVATIONS AND COMMENTS.

THE FIRST WAS EACH OF THE SIGNALIZED INTERSECTIONS WITHIN THE PROJECT STUDY AREA ARE PROJECTED TO OPERATE AT AN ACCEPTABLE LEVEL OF SERVICE IN THE BUILD OUT YEAR OF 2021 WITH THE WITH THE PROJECT TRAFFIC ASSOCIATED WITH THE WOODMONT COUNTRY CLUB HOTEL PROJECT.

AND THEN NUMBER TWO, EACH OF THE SIGNALIZED INTERSECTIONS AND THE PROJECT DRIVEWAY ARE PROJECTED TO OPERATE AT AN ACCEPTABLE LEVEL OF SERVICE IN THE BUILDOUT YEAR OF 2021 WITH THE PROJECT TRAFFIC ASSOCIATED WITH THE PROPOSED LODGING FACILITY.

ONE HUNDRED AND TWELVE TREES CONSISTING OF SIXTY NINE SHADE TREES, 11 PALM TREES AND THIRTY TWO SMALL TREES WILL BE ADDED INTO THE COUNTRY CLUB DEVELOPMENT IN THE AREA AROUND THE HOTEL TO ENHANCE THE OVERALL DEVELOPMENT AND TO CREATE A VISUALLY APPEALING AND PHYSICAL BUFFER FROM THE ADJACENT RESIDENTIAL USES.

A TOTAL OF FOUR HUNDRED EIGHT TREES WILL ULTIMATELY BE PROVIDED THROUGHOUT THE OVERALL COUNTRY CLUB DEVELOPMENT FOLLOWING THE COMPLETION OF THE HOTEL.

PROPOSED SHADE TREES WILL INCLUDE ORANGE GEIGER, ROYAL POINCIANA TREES, [INAUDIBLE] MYRTLES, MAHOGANY TREES.

AND HERE I'M GOING TO TAKE YOU SORT OF BEHIND THE SCENES HERE AND SHOW YOU THE DIFFERENT REVIEWS THAT WE DID IN ACCORDANCE WITH THIS REVIEW, WITH THIS HOTEL, TO SEE REALLY WHAT WE DID, BECAUSE GREAT LENGTHS WERE TAKEN IN THE REVIEW PROCESS TO CREATE A BUILDING DESIGN THAT IS HIGHLY SENSITIVE TO THE SURROUNDING RESIDENTIAL DEVELOPMENTS.

SO YOU CAN REALLY SEE WHAT WE WHAT WE CAME HERE BETWEEN THE THIRD.

THE FOURTH WE GOT THE GABLE ROOFS AND THE FOUR, BUT IT WAS A LITTLE TOO HIGH.

SO THEN BY THE FIFTH, WE LOWERED IT AND WE GOT THE STONE VENEER.

I MEAN, SO WE WE REALLY TRIED WHEN WORKING WITH THE APPLICANT TO GET TO TO GET A RESIDENTIAL FEEL SO THAT IT FITS WITHIN THE RESIDENTIAL CHARACTER OF WOODMONT.

ADDITIONALLY, ALL ROOFTOP MECHANICAL UNITS WILL BE SCREENED BY THE ROOF PARAPET WALLS AND DECORATIVE LOUVERS WILL DISGUISE THE EXHAUST OF THE PACKAGE TERMINAL AIR CONDITIONER UNITS WITHIN THE HOTEL.

SO TO TO TRY TO DISGUISE THAT THE HOTEL BUILDING WILL ALSO FEATURE SMOOTH STUCCO EXTERIOR FINISH PAINTED SYCAMORE COLOR AND SANDSTONE STUCCO EXTERIOR, FINISHED PAINTED SMOKY TOPE AND A CORAL COLOR WITH GREY ACCENT COLORS.

THE HOTEL BUILDING IS PROVIDED FOUR FLOORS AT FIFTY SIX FEET AND ONE AND A HALF INCHES IN HEIGHT TO THE MIDPOINT OF THE GABLED ROOF AND 60 FEET IN HEIGHT TO THE TOP OF THE GABLE ROOF FOR A MAXIMUM HEIGHT OF 60 FEET IS PERMITTED IN THE S1 ZONING DISTRICT.

THIS IS A GRAPHIC OF THIS IS EXISTING HOTEL IN TEMECULA, CALIFORNIA, AND THE HOTEL, IT FEATURES AN ILLUMINATED, TRANSPARENT, BRANDED GLASS ROOF FEATURE, WHICH IS A SIGNATURE OF THE HOME 2 SUITES.

YOU KNOW, WE INCORPORATED IT RIGHT IN.

AND THEN ALSO THEY HAVE THIS GREEN FLOWER POWER COLOR RIGHT HERE, WHICH WE THOUGHT WAS VERY BRIGHT AND NOT ACCEPTABLE FOR A RESIDENTIAL AREA.

SO WE HAD THEM CHANGE THAT.

AND THEN THEY INCORPORATED THAT INTO THE HOTEL THERE.

THEY REMOVED THAT GREEN.

AND THEY REPLACED IT WITH THIS BLUE COLOR THAT YOU SEE NOW.

THE S1 ZONING DISTRICT REGULATIONS WITHIN THE CITY CODE OF ORDINANCES PERMITS A HOTEL AS AN ANCILLARY USE TO THE PUBLIC OR PRIVATE COUNTRY CLUB THROUGH SPECIAL, EXCEPTIONAL APPROVAL OF THE CITY COMMISSION.

THE PURPOSE OF A SPECIAL EXCEPTION IS TO PROVIDE FOR CERTAIN USES WHICH CANNOT BE WELL ADJUSTED TO THEIR ENVIRONMENT IN PARTICULAR LOCATIONS, AND TO OFFER FULL PROTECTION TO SURROUNDING PROPERTIES BY RIGID APPLICATION OF THE DISTRICT REGULATIONS.

AND DUE TO THE NATURE OF THE USES, THE IMPORTANCE OF THE RELATIONSHIP TO THE COMPREHENSIVE PLAN AND THE POSSIBLE IMPACT OF NEIGHBORING PROPERTIES TO REQUIRE THE EXERCISE OF PLANNING JUDGMENT ON THEIR LOCATION AND SITE PLAN.

SPECIAL EXCEPTION ARE USES PERMITTED IN THEIR RESPECTIVE ZONING DISTRICT THAT REQUIRE INDIVIDUALIZED REVIEW DUE TO THE POTENTIAL IMPACT OR CUMULATIVE IMPACTS THAT THEY MAY HAVE ON THE SURROUNDING AREA OR NEIGHBORHOOD.

THE REVIEW PROCESS ALLOWS FOR THE IMPOSITION OF CONDITIONS TO MITIGATE IDENTIFIED CONCERNS OR TO DENY THE USE IF CONCERNS CANNOT BE RESOLVED.

THE CODE OF ORDINANCES IDENTIFY STANDARDS OF APPROVAL IN WHICH THE APPLICATION FOR SPECIAL EXCEPTIONS SHALL DEMONSTRATE COMPLIANCE WITH THE 6 STANDARDS OF APPROVAL THAT MUST BE MET TO ENSURE THE APPROVAL OF THE SPECIAL EXCEPTION WILL NOT ADVERSELY AFFECT THE PUBLIC HEALTH, SAFETY AND WELFARE OF THE CITY ARE SHOWN ON SCREEN IN FRONT OF YOU.

PROVIDED IN THE INTEROFFICE MEMORANDUM FOR THE WOODMONT HOTEL, SPECIAL EXCEPTION ARE RESPONSES TO THE STANDARDS OF APPROVAL, AS IT APPLIES TO THE SUBJECT PETITION.

THE PROPOSED USE IS CONSISTENT WITH THE ZONING CLASSIFICATION OF THE SUBJECT PROPERTY THROUGH THE APPROVAL OF A SPECIAL EXCEPTION CONSISTENT WITH THE CITY'S CODE ORDINANCES.

ADDITIONALLY, THE PROPOSED USE IS COMPATIBLE WITH THE EXISTING SURROUNDING ENVIRONMENT AND CHARACTER OF THE SITE.

BUT HOPEFULLY THAT MIGHT CHANGE OVER TIME.

A TYPICAL LOBBY FOR A HOME TO SUITES, A TYPICAL OASIS I'LL GIVE YOU TWO DIFFERENT VIEWS.

SO IN A FEW YEARS, YOU KNOW, WE SHOULD SEE AS YOU'RE STARTING TO SEE SOME BLENDING IN OF THE COUNTRY CLUB, AS TREES GROW, YOU WILL SEE A BLENDING IN.

AND AS ROB POINTED OUT, AS WELL A FITTING IN OF THE TWO DESIGNS, YOU KNOW, THE COUNTRY CLUB AND THE HOTEL, AGAIN, JUST A QUICK VIEW TO SHOW THAT THERE ARE YOU KNOW, THERE IS EXTENSIVE LANDSCAPING THAT WE HAVE THOUGHT OF AND PLANNED BOTH AROUND THE HOTEL.

WE'VE HEARD THROUGH MULTIPLE MEETINGS, A NUMBER OF COMMENTS, AND I'LL SUMMARIZE THEM.

THE FIRST WE HEARD WAS THAT THE COMMUNITY HAS A CERTAIN NUMBER OF FEARS.

THEY HAD CONCERNS ABOUT LENGTH OF STAY.

THEY HAD CONCERNS ABOUT THE TYPE OF GUESTS WHO WOULD FREQUENT THIS.

THEY HAD CONCERNS ABOUT CRIME GOING UP, ABOUT CONSTRUCTION IMPACT ABOUT WHETHER THE HOTEL WOULD BE A SUCCESS AND TRAFFIC.

SO LET'S LOOK AT EACH OF THESE ONE BY ONE.

SO THE FIRST COMMENT WAS, YOU KNOW, THAT EXTENDED STAY DOES NOT SUIT COMMUNITY.

THE AVERAGE HOTEL STAY IN THE US IS TWO POINT FOUR NIGHTS.

THE AVERAGE EXTENDED STAY AT A HILTON IS THREE POINT EIGHT NIGHTS FOR THIS PROJECT.

GIVEN THAT WE HAVE A GOLF COURSE AND GIVEN THAT WE HAVE TENNIS AND TENNIS CAMPS AND GOLF CAMPS AND GOLF VACATIONS, ETC., WE EXPECT THE STATE TO BE EVEN HIGHER THAN THREE POINT EIGHT NIGHTS. SO, YOU KNOW, THIS IS NOT LIKE A HOTEL NEAR THE AIRPORT WHERE THERE IS TRAFFIC, YOU KNOW, WHERE PEOPLE ARE STAYING FOR ONE NIGHT OR SOMETIMES LESS.

BUT PEOPLE ARE STAYING, YOU KNOW, FOR AN EXTENDED PERIOD.

SO THE CONCERN ABOUT A WHOLE BUNCH OF TRANSIENT TRAFFIC I THINK IS IS MISPLACED.

THE SECOND COMMENT WAS OR SENTIMENT WAS THE FEAR WAS THAT HOTEL GUESTS WILL BE POOR AND ON WELFARE. SO HOTEL GUESTS TODAY TRAVEL FOR BUSINESS AND FOR LEISURE, AND GUESTS AT THE PEAK SEASON WILL BE PAYING TWO HUNDRED AND FIFTY DOLLARS A NIGHT.

THE TYPICAL BUSINESS TRAVELERS STAY, YOU KNOW, IS SHOWN HERE IN TERMS OF WHO THEY ARE, THEIR BACKGROUNDS, ETC.

AND AGAIN, THE AVERAGE IN 2014 WAS 147 DOLLARS PER ROOM NIGHT.

SO I DON'T QUITE THINK THEY WILL BE POOR AND ON WELFARE WHEN THEY'RE PAYING ONE HUNDRED AND FIFTY DOLLARS BETWEEN 250 DOLLARS A NIGHT AND STAYING MULTIPLE NIGHTS.

THE OTHER SENTIMENT THAT WAS EXPRESSED FOR THE FEAR WAS THAT CRIME WILL INCREASE.

WELL, WOODMONT'S CRIME RATE WHEN I CHECKED LAST YEAR WAS 16, HAD GONE DOWN BY 16 PERCENT OVER THE LAST FEW YEARS.

OUR PROPOSITION IS THAT THE CRIME RATE WILL GO DOWN EVEN FURTHER BECAUSE THE HOTEL, JUST LIKE THE [INAUDIBLE] DEVELOPMENT IS GENERATING TAX DOLLARS AND THOSE CAN BE USED FOR COMMUNITY POLICING AND RAISES THE OVERALL STANDARD OF LIVING IN THE COMMUNITY.

THE COUPLE OF OTHER QUESTIONS THAT WERE MADE OR FEARS THAT WERE EXPRESSED BEFORE I GET TO TRAFFIC, WAS THAT CONSTRUCTION IMPACT.

THE HOTEL, AS YOU SAW, IS AWAY FROM THE STREET.

WE WILL DO EVERYTHING WE CAN TO MINIMIZE CONSTRUCTION IMPACT, TO KEEP THE TIME FRAME FOR CONSTRUCTION SHORT.

WE HAVE CONSTRUCTED OUR TEAM HAS CONSTRUCTED OVER 15 BILLION DOLLARS OF PROJECTS.

SO WE KNOW HOW TO GET INTO A PROJECT AND GET OUT AS QUICKLY AS WE CAN.

IT IS CHEAPER FOR US TO DO THAT AND LESS NOISE, YOU KNOW, FOR EVERYBODY.

WE ARE ALL [INAUDIBLE] US.

WE HAVE 384 OTHER HILTON HOME TO SUITES HAVEN'T FAILED, I DOUBT WITH THE WONDERFUL LOCATION WE HAVE HERE, WHICH THE OTHERS DON'T HAVE WITH THE GOLF COURSE AND COUNTRY CLUB, ET CETERA, WHETHER THIS IS THE ONE THAT'S GOING TO PROVE THE EXCEPTION.

SO, ROB, TALKED BRIEFLY ABOUT PARKING.

IF YOU TAKE THE 500 OR SO, YOU KNOW, CARS IN A DAY, YOU WORK OUT TO ABOUT TWENTY TWO TRIPS AN HOUR, WHICH IS REALLY NEGLIGIBLE, OBVIOUSLY A LITTLE MORE DURING AM AND PEAK PM HOURS AND A LITTLE MORE DURING SATURDAY.

BUT AGAIN, A VERY MINOR AMOUNT OF ADDITION TO TRAFFIC.

TRAFFIC TODAY IS QUITE SIMPLY NOT AN ISSUE.

AND TRAFFIC TODAY IS TRAFFIC TOMORROW WILL CONTINUE TO BE FREE FLOW.

SO THERE WON'T BE AN ISSUE.

NOW, ONE OF THE CONCERNS THAT WAS EXPRESSED TO US AS WELL IS THAT THERE IS, YOU KNOW, SPEEDING GOING ON FROM TIME TO TIME.

WE UNDERSTAND THERE IS SPEEDING, THIS WAS MADE TO US LAST YEAR, OUR SUGGESTION THEN WE HOPE THE COMMUNITY HAS ACTED ON IT, AS YOU KNOW, TO WORK WITH THE LOCAL POLITICIANS AND STAFF TO PUT IN PLACE MITIGATION MEASURES.

FOR EXAMPLE, HAVING, YOU KNOW, SPEEDING TICKER THAT COMES ON HAS REDUCED IN OTHER JURISDICTIONS THE AMOUNT OF SPEEDING.

BUT THIS IS NOT AN ISSUE THAT REALLY HAS ANYTHING TO DO WITH THE HOTEL.

THIS IS AN ISSUE THAT EXISTS EXISTED PREVIOUSLY, EXISTED LAST YEAR.

AND IF IT CONTINUES TO EXIST THIS YEAR, THEN I WOULD ENCOURAGE RESIDENTS TO, YOU KNOW, SOLVE THAT ISSUE, BUT HAS NOTHING TO DO WITH THE HOTEL.

THE OTHER ASPECT OF THE FEEDBACK WE RECEIVED WAS WHAT THE COMMUNITY WANTED US TO CHANGE.

SO BUILDING HEIGHTS CERTAINLY CAME UP.

COLORS, AS ROBERT TALKED ABOUT PARKING, SIGNAGE, STREET IMPACT AND OVERALL VIEWS.

SO LET ME ADDRESS THESE QUICKLY.

AS ROB POINTED OUT OUR ORIGINAL PROPOSAL WAS A VERY PROTOTYPICAL HILTON, FIVE STORIES, AS YOU CAN SEE, AND A FAIRLY HOW SHALL I PUT IT, LOUD PRONOUNCED IN FRONT OVER HERE. WE THEN, AFTER FEEDBACK FROM THE RESIDENTS, REDUCED IT DOWN TO FOUR STORIES.

YOU CAN SEE THAT THIS IS A FAIRLY, YOU KNOW, MODERN FLAT, YOU KNOW, FLAT ROOF LOOK, ET CETERA. NOW, TO SWITCH TO RESIDENTIAL TOOK A LOT OF CONVINCING WITH HILTON FIRSTLY, BECAUSE THEY HAVE YOU KNOW, THERE ARE LARGE FRANCHISOR.

THEY HAVE THEIR OWN STANDARDS.

THEY HAVE THEIR OWN CORPORATE IDENTITY.

THEY WANT TO SEE. BUT WE PREVAILED.

AND THE THE REVISED DESIGN ADDS SIGNIFICANT COST TO THE PROJECT.

FOR EXAMPLE, THE BRICK THAT YOU SEE HERE IN THE FRONT, JUST TO TAKE ONE ELEMENT FOR THE LOUVERS THAT YOU SEE, ETC..

BUT, YOU KNOW, WE WANTED TO TRY AND LISTEN CAREFULLY TO THE FEEDBACK WE HAD, BOTH FROM THE COMMUNITY, FROM STAFF, FROM THE ARCHITECTURAL CONSULTANT.

AND WE'RE PLEASED THAT WE FINALLY HAVE A DESIGN THAT STAFF ARE DELIGHTED WITH.

THE ARCHITECTURAL CONSULTANT IS DELIGHTED WITH HILTON IS FINE WITH YOU NOTICE I DIDN'T USE THE WORD DELIGHTED, BUT THEY'RE FINE WITH AND, YOU KNOW, WE'RE QUITE HAPPY WITH.

WE WANTED TO MAINTAIN AS MUCH OF THE TENNIS OF AS WE POSSIBLY COULD.

THERE IS ALSO EXISTING EASEMENTS ON THE SITE PLAN THAT BASICALLY SURROUND THIS BUILDING.

SO WE SORT OF SLOTTED OURSELVES IN THERE.

AND THEN THE DIFFICULT CHALLENGE ALSO WAS IS PROVIDING THE RIGHT AMOUNT OF PARKING THAT SATISFIES THE ZONING OF THE PROPERTY.

SO THIS IS A VERY CHALLENGING SITE, BUT A WONDERFUL SITE TO WORK ON.

THIS GRAPHIC THAT YOU'RE SEEING IN FRONT OF YOU ALSO REALLY DOESN'T REPRESENT THE TRUE NATURE OF THE PLANTING ON THE PLAN.

SO WE HAVE ONE HUNDRED AND TWENTY TWO PARKING SPACES PLUS ALL THE OTHER, A TOTAL OF THREE HUNDRED AND THIRTY ONE PARKING SPACES WHEN COMBINED WITH THE CLUBHOUSE.

SO PARKING USUALLY IS AN ISSUE WHERE, YOU KNOW, NEIGHBORS ARE CONCERNED AND THE CITY IS CONCERNED ABOUT US PARKING ON THE STREET.

THE SIGNAGE ON THE RIGHT SIDE HERE IS A LOT SMALLER THAN IT WAS BEFORE.

AND AGAIN, THE SIGNAGE THAT YOU SEE IN THE FRONT STANDS OUT A LOT LESS.

BETTER EMERGENCY FIRE AND POLICE INCREASED HOME VALUES, A PLACE FOR LIFE EVENTS, A DISASTER LIFELINE AND PREFERRED ROOM RATES.

BY OUR CALCULATIONS, WE ANTICIPATE THAT OVER.

LET'S ASSUME THIS BUILDING HAS A 50 YEAR LIFESPAN THAT WE WILL HAVE IN ROUND NUMBERS, ABOUT A HUNDRED MILLION DOLLAR TAX IMPACT, PROPERTY TAXES OF ABOUT 30 MILLION AND OTHER ADDITIONAL ACCOMMODATION AND OTHER TAXES OF ABOUT 70 MILLION.

SO THAT'S A SUBSTANTIAL CONTRIBUTION BOTH TO TAMARAC AND TO BROWARD COUNTY.

AND THEN WE ALSO MET WITH EXECUTIVES FROM BONAIRE AND TOOK THE TIME TO HEAR THEM OUT IN TERMS OF THE CONCERNS THEY HAD AND THEN, YOU KNOW, MADE CHANGES.

FOR EXAMPLE, ONE OF THE CHANGES THAT AROSE FROM THOSE MEETINGS IS A RESIDENT WHO LIVED NOT IN BONAIRE, BUT OPPOSITE THE GOLF COURSE ON THE OTHER SIDE OF THE GOLF COURSE WAS CONCERNED THAT WITH THE AMOUNT OF LIGHT FROM THE HOTEL.

OF COURSE, WE DO HAVE THE WOODMONT COUNTRY CLUB AND THE GOLF COURSE ASSOCIATED THEREIN.

AND IT'S TOUTED AS BEING A DESTINATION FOR THIS HOTEL WHERE WEDDINGS AND VARIOUS OTHER EVENTS COULD BE OCCURRING AN THIS HOTEL, WOULD BE THERE TO SUPPORT THIS SORT OF THING.

WELL, AS YOU KNOW, RIGHT NOW, THE ECONOMY'S NOT DOING TOO WELL IN THE UNITED STATES, ESPECIALLY IN THE TOURISM HOTEL INDUSTRY.

INTERESTING THAT SOMEONE WOULD STILL BE WANTING TO BUILD THIS HOTEL AND PUT MILLIONS OF DOLLARS INTO IT. BUT WE'RE NOT HERE TO CRITIQUE THEIR BUSINESS MODEL.

I'VE SEEN TWO PEOPLE PLAYING ON HIM ALL YEAR.

THAT'S NOTHING THAT THE RESIDENTS CAN TAKE CARE OF.

BUT THIS IS NOT JUST ABOUT MY VIEW AND MY PRIVACY.

IT'S ALSO ABOUT SECURITY AND SAFETY FOR OUR FAMILIES, KIDS AND NEIGHBORS.

THE HOTEL WILL BE LOCATED NEAR THE CORNER OF SEVENTY FIFTH STREET AND LAGOS DEL CAMPO NEAR THE SCHOOL BUS STOP RIGHT AT THE EDGE OF THE BIKE PATH AND SIDEWALKS WHERE KIDS FROM ALL THE WOODMONT NEIGHBORHOODS, WALK AND RIDE THEIR BIKES TO SCHOOL.

NOW THEY'LL BE PASSING RIGHT IN FRONT OF AN EVER CHANGING GROUP OF TRANSIENT STRANGERS WHOSE ONLY RESTRICTION WILL BE THE FIFTY BUCKS IT TAKES TO RENT A ROOM.

CAN THIS BOARD GUARANTEE ME OR ANY OF MY NEIGHBORS THAT NOT ONE OF OUR CHILDREN WILL BE LURED INTO ONE OF THOSE HUNDRED AND TWENTY ROOMS ON THE WAY TO OR FROM SCHOOL? OF COURSE, YOU CAN'T GUARANTEE THAT, BUT IT'S YOUR JOB TO ENSURE THAT SUCH HAZARDS AREN'T PERMITTED TO INFEST OUR COMMUNITY.

THE CURRENT HOTEL UNDER CONSTRUCTION AT THE COLONY WEST GOLF COURSE IS ON A MAIN ROADWAY ON PINE ISLAND ROAD, WHERE ACCESSING THIS PROSPECTIVE EXTENDED STAY WOULD CAUSE UNNECESSARY TRAFFIC IN OUR RESIDENTIAL NEIGHBORHOOD.

THIS WOULD BE, AT MINIMUM, THE SIXTH HOTEL WITHIN A FOUR MILE RADIUS FROM THE WOODMONT GOLF COURSE, WHICH ALREADY WELL EXCEEDS THE HOTEL DEMANDS FOR THE AREA.

THERE IS NOTHING POSITIVE THAT CAN COME FROM BUILDING ANOTHER HOTEL IN THIS AREA, AND I BELIEVE THE PROJECT SHOULD BE REJECTED BY THE CITY.

THE PROPOSED HOTEL PROJECT ADDRESS IS LESS THAN ONE MILE FROM RENAISSANCE CHARTER SCHOOL.

CHILDREN WILL PASS THE PROPERTY ON THE WAY TO AND FROM SCHOOL.

TWO A HOTEL WILL BRING MORE TRAFFIC TO THE AREA, WHICH HAS ALREADY BEEN INCREASED BY THE CONSTRUCTION OF NEW HOMES.

THE TRAFFIC ANALYSIS IS PROJECTING FIVE FOUR TO ONE MORE HOTEL RELATED WEEKDAY TRIPS WILL INCREASE NOT ONLY THE TRAFFIC, BUT ALSO SIGNIFICANTLY INCREASE THE NOISE POLLUTION.

HOTELS GENERATE REGULAR DELIVERIES BY TRUCKS TO SUPPLY LAUNDRY SERVICES, FOOD DELIVERY, ETC., PLUS THE TRAFFIC FROM HOTEL GUESTS, TAXIS, UBER AND OTHER RIDE SHARING SERVICES.

TWO. THERE IS ALREADY A NEW HOTEL AT THE COLONY WEST COUNTRY CLUB, WHICH HASN'T OPENED YET . THREE THE PULTE HOME DEVELOPMENT SITES HAVEN'T BEEN FULLY BUILT.

AND THE TRAFFIC ON NORTHWEST 82ND STREET AND NORTHWEST 80TH AVENUE CONTINUES TO WORSEN . FOUR I'M CONCERNED ABOUT THE LIKELIHOOD THAT OTHER COMMERCIAL BUSINESSES WILL BE ADDED TO THAT SITE IN LANDSCAPING AND MAINTENANCE OF THE PROPERTY HAS NOT BEEN A PRIORITY.

THOSE LIVING WITH THEIR BACKS ALONG 81ST STREET ARE MOST CONCERNED ABOUT AN INCREASE IN THE TRAFFIC NOISE BEHIND THEM, MOST ESPECIALLY IN THE EVENING HOURS WHEN THEIR CHILDREN ARE TRYING TO SLEEP.

THE NOISE NOW IS BAD ENOUGH.

ADD A FEW MORE CARS AND IT WILL BE EVEN WORSE.

OUR RESIDENTS IN THE COMMUNITY ARE CONCERNED ABOUT THE OVERALL INCREASE IN TRAFFIC, AS WELL AS THE CALIBER OF VISITORS THAT MAY BE DRAWN TO THE WOODMONT COMMUNITY.

OTHERS QUESTION THE POTENTIAL SUCCESS OF SUCH A VENTURE.

WHAT WILL HAPPEN IF THE HOTEL FAILS AS IT IS CURRENTLY DESCRIBED? IT MAY BECOME A VERY NEGATIVE ATTRACTION FOR AN UNDESIRABLE POPULATION.

COMMISSIONER OF OUR DISTRICT HAD A MEETING AT THE COMMUNITY CENTER OF WHICH OVER TWO HUNDRED AND FIFTY PEOPLE FROM WOODMONT ATTENDED.

NOT ONE PERSON AT THAT MEETING SPOKE UP IN FAVOR OF THE HOTEL.

THERE HAS NOT BEEN IN THREE HUNDRED AND EIGHTY FOUR HILTONS A FAILURE.

HILTON CHOOSES ITS PROPERTIES, ITS OPERATORS, ET CETERA, EXTREMELY CAREFULLY.

SO THERE IS NO OTHER MAJOR INFRASTRUCTURE THAT IS PLANNED FOR THE ROADS.
