WAITING FOR THE PRESENTATION.

OK, ALL RIGHT, GOOD MORNING.

FOR THE RECORD, I'M ROB JOHNSON, PLANNER FOR THE COMMUNITY DEVELOPMENT DEPARTMENT.

ALL RIGHT, WOODMONT HOTEL L.L.C., DESIGNATED AGENT FOR THE PROPERTY OWNER, WOODMONT

[00:10:04]

COUNTRY CLUB INC IS REQUESTING APPROVAL OF A MAJOR REVISED SITE PLAN TO ALLOW FOR THE DEVELOPMENT OF A NEW FOUR STOREY HOTEL CONTAINING ONE HUNDRED AND TWENTY TWO UNITS OR SUITES. ADDITIONALLY, WOODMONT HOTEL, LLC IS DESIGNATED AGENT FOR THE PROPERTY OWNER WOODMONT COUNTRY CLUB INC IS REQUESTING APPROVAL OF A SPECIAL EXCEPTION TO ALLOW FOR THE OPERATION OF A HOTEL AS AN ANCILLARY USE TO A PRIVATE COUNTRY CLUB IN S1 RECREATIONAL ZONING DISTRICT.

THE SUBJECT PROPERTY IS LOCATED ON A NORTHWEST CORNER OF NORTHWEST 80TH AVENUE AND NORTHWEST 75 STREET AT 7801 NORTHWEST 80 AVENUE, THE PROPOSED HOTEL WILL BE ADDRESSED AT 7771 NORTHWEST 80TH AVENUE.

THEN ACROSS EIGHTH AVENUE TO THE WEST, YOU GOT THE BON AIR AT WOODMONT.

IT'S A THREE STOREY MULTIFAMILY RESIDENTIAL CONDO DEVELOPMENT.

AND THEN TO THE WEST OF THE DEVELOPMENT YOU HAVE THE GOLF COURSE.

IT'S ZONED RC TO THE WEST.

SO JUST A QUICK REVIEW OF THE PRIOR ACTIONS REGARDING THE WOODMONT PROPERTY ON JUNE 25TH, 2014, THE LAND USE PLAN AMENDMENT WAS APPROVED OF SIX PARCELS FROM COMMERCIAL RECREATION TO LOW RESIDENTIAL AND ONE PARCEL FROM COMMERCIAL RECREATION TO COMMERCIAL.

THE WOODMONT COUNTRY CLUB DEVELOPER'S AGREEMENT REQUIRES THE DEVELOPMENT OF THE PROPERTY TO NOT BE SUBJECT TO ANY NEW LAND DEVELOPMENT CODE REGULATIONS OR CODES.

THEREFORE, THE NEW THE NEW LAND DEVELOPMENT CODE THAT WE APPROVED EFFECTIVE JULY 12, 2018, THAT'S NOT APPLICABLE TO THIS DEVELOPMENT.

AND THE DEVELOPMENT IS SUBJECT TO THE PROPOSED HOTEL DEVELOPMENT TO CONFORM TO CHAPTER TWENTY FOUR, OUR OLD CODE OF ZONING OF THE CITY CODE OF ORDINANCES, WHICH INCLUDES THE S1 RECREATIONAL ZONING DISTRICT.

THE TRAFFIC IMPACT STUDY ACCOUNTS FOR THE NEW CLUBHOUSE AND GOLF COURSES AND WAS BASED ON ONE HUNDRED AND TWENTY SEVEN HOTEL UNITS AS OPPOSED TO THE 122.

THE TRAFFIC IMPACT ANALYSIS CONCLUDES THAT THE PROPOSED HOTEL IS EXPECTED TO PRODUCE FIVE HUNDRED AND FORTY

[00:20:02]

ONE VEHICLE TRIPS PER DAY, WITH THIRTY FIVE TRIPS OCCURRING WITHIN THE A.M.

PEAK HOUR. FORTY THREE TRIPS OCCURRING WITHIN THE P.M.

PEAK HOUR AND FORTY NINE TRIPS OCCURRING DURING THE SATURDAY PEAK HOUR.

THE ANALYSIS CONTINUES BY STATING THAT ALL STUDIED INTERSECTIONS ARE SHOWN TO OPERATE WITHIN ACCEPTABLE PARAMETERS TODAY AND ARE AND ALL ARE EXPECTED TO OPERATE WITHIN ACCEPTABLE PARAMETERS IN THE YEAR 2021 WITH AND WITHOUT TRAFFIC FROM THE PROPOSED HOTEL.

THE TRAFFIC IMPACT STUDY WAS REVIEWED BY THE CITY CONSULTANT TRAF TECH.

THE CITY'S TRAFFIC CONSULTANT, FOUND THE STUDY PARAMETERS ACCEPTABLE AND CONSISTENT WITH THE APPROVED TRAFFIC IMPACT STUDY METHODOLOGY AND OFFERED TO OBSERVATIONS AND COMMENTS.

THE FIRST WAS EACH OF THE SIGNALIZED INTERSECTIONS WITHIN THE PROJECT STUDY AREA ARE PROJECTED TO OPERATE AT AN ACCEPTABLE LEVEL OF SERVICE IN THE BUILD OUT YEAR OF 2021 WITH THE WITH THE PROJECT TRAFFIC ASSOCIATED WITH THE WOODMONT COUNTRY CLUB HOTEL PROJECT.

AND THEN NUMBER TWO, EACH OF THE SIGNALIZED INTERSECTIONS AND THE PROJECT DRIVEWAY ARE PROJECTED TO OPERATE AT AN ACCEPTABLE LEVEL OF SERVICE IN THE BUILDOUT YEAR OF 2021 WITH THE PROJECT TRAFFIC ASSOCIATED WITH THE PROPOSED LODGING FACILITY.

ONE HUNDRED AND TWELVE TREES CONSISTING OF SIXTY NINE SHADE TREES, 11 PALM TREES AND THIRTY TWO SMALL TREES WILL BE ADDED INTO THE COUNTRY CLUB DEVELOPMENT IN THE AREA AROUND THE HOTEL TO ENHANCE THE OVERALL DEVELOPMENT AND TO CREATE A VISUALLY APPEALING AND PHYSICAL BUFFER FROM THE ADJACENT RESIDENTIAL USES.

A TOTAL OF FOUR HUNDRED EIGHT TREES WILL ULTIMATELY BE PROVIDED THROUGHOUT THE OVERALL COUNTRY CLUB DEVELOPMENT FOLLOWING THE COMPLETION OF THE HOTEL.

PROPOSED SHADE TREES WILL INCLUDE ORANGE GEIGER, ROYAL POINCIANA TREES, MYRTLES, MAHOGANY TREES.

THOSE ARE THE ONES SHOWN ON THE SCREEN IN FRONT OF YOU.

SO YOU CAN SEE WHAT THOSE LOOK LIKE.

THOSE ARE NICE. YOU KNOW, SOME ARE NICE FLOWERING TREES.

THEN WE GOT PALM TREES.

YOU'RE GOING TO HAVE SOME ROYAL PALMS AND CABBAGE PALMS AND THEN SMALL TREES.

WE'RE GOING TO HAVE SOME SMALL, LOOSE, SMALL AND THEN ADDITIONALLY, THEY'RE GOING TO PLANT ONE THOUSAND NINE HUNDRED SHRUBS AROUND THE HOTEL AS WELL. TO LUSH THE DEVELOPMENT.

SEVEN DIFFERENT ARCHITECTURAL ELEVATIONS WERE PROPOSED BY THE APPLICANT THROUGH THE REVIEW OF THE HOTEL, THREE OF WHICH WERE REVIEWED BY THE CITY'S APPLICANT CPZ ARCHITECTS.

AND HERE I'M GOING TO TAKE YOU SORT OF BEHIND THE SCENES HERE AND SHOW YOU THE DIFFERENT REVIEWS THAT WE DID IN ACCORDANCE WITH THIS REVIEW, WITH THIS HOTEL, TO SEE REALLY WHAT WE DID, BECAUSE GREAT LENGTHS WERE TAKEN IN THE REVIEW PROCESS TO CREATE A BUILDING DESIGN THAT IS HIGHLY SENSITIVE TO THE SURROUNDING RESIDENTIAL DEVELOPMENTS.

IN AN EFFORT FOR US TO MAINTAIN A RESIDENTIAL FEEL, WE REALLY WANTED TO MAKE THIS BUILDING FEEL RESIDENTIAL.

SO IF YOU CAN SEE THROUGH THE THROUGH THE THREE SUBMISSION OR FOUR SUBMISSIONS THAT I JUST HAVE ON YOUR SCREEN, YOU KNOW, YOU CAN YOU CAN SEE THE HOTEL BUILDING.

AND THEN AS WE WENT THROUGH THE COMMENTS, IT CHANGES.

AND THEN WE GET THE THIRD SUBMISSION, THE HEIGHT GETS REDUCED AND BY THE FOURTH, WE'RE ADDING THE GABLED ROOFS AND SO.

SO FOR THIS, THIS WAS ACHIEVED.

YOU KNOW, THE RESIDENTIAL FEEL THAT WE ACHIEVED AND YOU CAN SEE THE DIFFERENCE, YOU KNOW, AND WE ACHIEVED THIS LOOK THROUGH THE PROVISION OF GABLED ROOF ELEMENTS, OVERHANGS WITH DECORATIVE BRACKETS, A GROUND LEVEL TRELLIS STRUCTURE ABOVE THE OUTSIDE PATIO LOUNGE, AND A STONE VENEER APPLIED TO THE FACADE OF THE HOTEL BUILDING.

SO YOU CAN REALLY SEE WHAT WE WHAT WE CAME HERE BETWEEN THE THIRD.

THE FOURTH WE GOT THE GABLE ROOFS AND THE FOUR, BUT IT WAS A LITTLE TOO HIGH.

SO THEN BY THE FIFTH, WE LOWERED IT AND WE GOT THE STONE VENEER.

I MEAN, SO WE WE REALLY TRIED WHEN WORKING WITH THE APPLICANT TO GET TO TO GET A RESIDENTIAL FEEL SO THAT IT FITS WITHIN THE RESIDENTIAL CHARACTER OF WOODMONT.

ADDITIONALLY, ALL ROOFTOP MECHANICAL UNITS WILL BE SCREENED BY THE ROOF PARAPET WALLS AND DECORATIVE LOUVERS WILL DISGUISE THE EXHAUST OF THE PACKAGE TERMINAL AIR CONDITIONER UNITS WITHIN THE HOTEL.

THIS WAS WE REALLY WANTED THAT IS TO TO TRY TO HIDE THOSE THOSE AIR EXHAUST AC EXHAUST THAT YOU SEE FROM THOSE HOTELS.

SO WE HAD THEM ADD THESE DECORATIVE LOUVERS.

SO TO TO TRY TO DISGUISE THAT THE HOTEL BUILDING WILL ALSO FEATURE SMOOTH STUCCO EXTERIOR FINISH PAINTED SYCAMORE COLOR AND SANDSTONE STUCCO EXTERIOR, FINISHED PAINTED SMOKY TOPE AND A CORAL COLOR WITH GREY ACCENT COLORS.

THE HOTEL BUILDING IS PROVIDED FOUR FLOORS AT FIFTY SIX FEET AND ONE AND A HALF INCHES IN HEIGHT TO THE MIDPOINT OF THE GABLED ROOF AND 60 FEET IN HEIGHT TO THE TOP OF THE GABLE ROOF FOR A MAXIMUM HEIGHT OF 60 FEET IS PERMITTED IN THE S1 ZONING DISTRICT.

THIS IS A GRAPHIC OF THIS IS EXISTING HOTEL IN TEMECULA, CALIFORNIA, AND THE HOTEL, IT FEATURES AN ILLUMINATED, TRANSPARENT, BRANDED GLASS ROOF FEATURE, WHICH IS A SIGNATURE OF THE HOME 2 SUITES.

AND YOU CAN SEE IT AT THE TOP OF THIS HOTEL HERE.

[00:25:02]

YOU CAN SEE THE FEATURE RIGHT THERE AT THE TOP IT'S THIS GLASS FEATURE THAT THEY PUT ON THE TOP OF THE HOTEL.

SO WHAT WE HAD THEM DO IS WE HAD THEM INCORPORATE THIS FEATURE RIGHT UNDERNEATH THE GABLE ROOF TO INCORPORATE IT INTO THE ARCHITECTURAL DESIGN AND TO CONCEAL IT, YOU KNOW, INTO THE RESIDENTIAL CHARACTER OF THE HOTEL SO THAT WE DIDN'T HAVE THIS BIG, YOU KNOW, GLASS STICKING RIGHT OUT OF THE HOTEL.

YOU KNOW, WE INCORPORATED IT RIGHT IN.

AND THEN ALSO THEY HAVE THIS GREEN FLOWER POWER COLOR RIGHT HERE, WHICH WE THOUGHT WAS VERY BRIGHT AND NOT ACCEPTABLE FOR A RESIDENTIAL AREA.

SO WE HAD THEM CHANGE THAT.

AND THEN THEY INCORPORATED THAT INTO THE HOTEL THERE.

THEY REMOVED THAT GREEN.

AND THEY REPLACED IT WITH THIS BLUE COLOR THAT YOU SEE NOW.

THE S1 ZONING DISTRICT REGULATIONS WITHIN THE CITY CODE OF ORDINANCES PERMITS A HOTEL AS AN ANCILLARY USE TO THE PUBLIC OR PRIVATE COUNTRY CLUB THROUGH SPECIAL, EXCEPTIONAL APPROVAL OF THE CITY COMMISSION.

THE PROPOSED USE IS CONSISTENT WITH THE ZONING CLASSIFICATION OF THE SUBJECT PROPERTY THROUGH THE APPROVAL OF A SPECIAL EXCEPTION CONSISTENT WITH THE CITY'S CODE ORDINANCES.

ADDITIONALLY, THE PROPOSED USE IS COMPATIBLE WITH THE EXISTING SURROUNDING ENVIRONMENT AND CHARACTER OF THE SITE.

IT IS THE OPINION OF THE DIRECTOR OF COMMUNITY DEVELOPMENT THAT THE REQUEST FOR SPECIAL EXCEPTION WILL NOT ADVERSELY AFFECT THE PUBLIC HEALTH, SAFETY AND GENERAL WELFARE OF THE CITY AND THE STANDARDS OF APPROVAL IN THE CONSIDERATION OF AN APPLICATION FOR SPECIAL EXCEPTION ARE MET BY THE APPLICANT.

ON OCTOBER 20TH 2020 THE ENTIRE COMMUNITY OF WOODMONT WAS NOTIFIED BY US PARCEL POSTAL SERVICE MAIL, THE PROPOSED HEARING TODAY AND THE REQUEST FOR THE PROPOSED WOODMONT HOTEL PROJECT.

THIS CONSISTED OF TWO THOUSAND SEVEN HUNDRED SIXTY NINE PROPERTY NOTIFICATIONS.

WITHIN THE NOTIFICATIONS, THE PUBLIC WAS INVITED TO SUBMIT COMMENTS VIA EMAIL TO THE PLANNING BOARD IN ACCORDANCE WITH THE PROCEDURES FOR QUASI JUDICIAL PROCEEDINGS CONTAINED IN THE CITY OF TAMARAC CODE OF ORDINANCES.

FORTY SEVEN EMAILS AS OF YESTERDAY HAVE BEEN RECEIVED PERTAINING TO THIS REQUEST, OF WHICH THREE EMAILS OF SUPPORT AND FORTY FOUR EMAILS OF OPPOSITION WERE RECEIVED.

WE DID RECEIVE ANOTHER TWO THIS MORNING, SO THAT BRINGS OUR TOTAL TO FORTY NINE EMAILS HAVE BEEN RECEIVED, THREE EMAILS OF SUPPORT AND 46 EMAILS OF OPPOSITION.

ADDITIONALLY, THE APPLICANT HAS PROVIDED THE CITY 79 PETITIONS IN SUPPORT OF THE PROPOSED 122 SUITE HILTON HOTEL AT THE WOODMONT COUNTRY CLUB.

THESE PETITIONS OF SUPPORT WERE NOT SENT DIRECTLY TO THE CITY.

ALL 79 SIGNED PETITIONS ARE ON A STANDARD FORM WITH PROPOSED GRAPHIC OF THE HOTEL AND 72 OF THE 79 PETITIONS ARE OF SUPPORT ARE DATED FROM 2019.

BUT AGAIN, THIS 2019 IS THE DATE THAT THIS WAS SUPPOSED TO BE HEARD.

THIS APPLICATION WAS SUPPOSED TO BE HEARD A YEAR AGO, WHICH IS WHY THEY'RE ALL DATED FROM THAT TIME. THIS ITEM SUPPORTS GOAL NUMBER FOUR OF THE CITY'S 2040 STRATEGIC PLAN, TAMARAC IS VIBRANT. THE APPROVAL OF A MAJOR REVISED SITE PLAN WILL PROVIDE AND ENHANCE OPPORTUNITIES FOR AN ACTIVE, HEALTHY AND FUN LIFESTYLE BY PROVIDING AN EXTENDED STAY OPPORTUNITY ON SITE AT A REDEVELOPED COUNTRY CLUB FEATURING A NEW CLUBHOUSE REDESIGNED

[00:30:02]

GOLF COURSE AND FRESH AMENITIES.

THIS APPLICATION ALSO SUPPORTS POLICY 1.4 OF THE FUTURE LAND USE ELEMENT OF THE CITY OF TAMARAC COMPREHENSIVE PLAN.

THE DIRECTOR OF COMMUNITY DEVELOPMENT RECOMMENDS THAT THE PLANNING BOARD FORWARD A FAVORABLE RECOMMENDATION FOR THE PROPOSED MAJOR REVISED SITE PLAN TO ALLOW FOR DEVELOPMENT OF A NEW FOUR STORY HOTEL CONTAINING ONE HUNDRED TWENTY TWO UNITS TO THE CITY COMMISSION AT ITS DECEMBER 9TH 2020 MEETING WITH THE CONDITIONS OF APPROVAL OUTLINED IN THE MEMORANDUM. FURTHERMORE, THE DIRECTOR OF COMMUNITY DEVELOPMENT RECOMMENDS THAT THE PLANNING BOARD FORWARD A FAVORABLE RECOMMENDATION FOR THE PROPOSED SPECIAL EXCEPTION TO ALLOW FOR THE OPERATION OF A HOTEL AS AN ANCILLARY USE TO PROVIDE AID TO A PRIVATE COUNTRY CLUB IN THE S-1 ZONING DISTRICT TO CITY COMMISSION AT ITS DECEMBER 9TH 2020 MEETING WITH THE CONDITIONS OF APPROVAL OUTLINED IN THE MEMORANDUM AND THIS CONCLUDES STAFF PRESENTATIONS.

I WILL ACCEPT QUESTIONS FOLLOWING THE PRESENTATION BY THE APPLICANT AND THE PUBLIC COMMENTS. THANK YOU.

THANK YOU. WE'D LIKE TO ANNOUNCE THAT THE APPLICANT WILL BE DELIVERING THEIR PRESENTATION REMOTELY, AND I'D LIKE TO INVITE THE APPLICANT AT THIS TIME TO MAKE THEIR PRESENTATION.

MADAM CHAIR, BEFORE THEY BEGIN, I'D LIKE TO SWEAR THEM IN.

I NOTICED THERE WERE AT LEAST THREE GENTLEMEN ON THE TEAMS CALL.

I GUESS THERE'S TWO NOW, OK, GENTLEMEN, CAN YOU HEAR ME? YES. CAN YOU PLEASE RAISE YOUR RIGHT HAND AND BE SWORN? HOLD ON. OK.

YOU'RE OTHER RIGHT. IT IS OR IS IT OK, YOU SWEAR OR AFFIRM THE TESTIMONY YOU GIVE WILL BE THE TRUTH, THE WHOLE TRUTH AND NOTHING BUT THE TRUTH.

I DO. THANK YOU.

MADAM CHAIR. OK.

I'D LIKE TO INVITE THE APPLICANT TO DELIVER THE PRESENTATION AT THIS TIME.

THANK YOU, MADAM CHAIR.

MY NAME IS KAREEM I'M CO-MANAGER OF THE PROJECT.

THANK YOU, ROB, FOR THAT EXCELLENT SUMMARY AND THANK YOU TO THE PLANNING BOARD FOR THE OPPORTUNITY TO SHARE THIS EXCITING PROJECT.

AT A TIME WHEN THE HOSPITALITY INDUSTRY HAS FACED A TSUNAMI IN THE FORM OF COVID-19.

THE FACT THAT WE'RE KEEN TO MOVE AHEAD IS INDICATIVE OF OUR BELIEF THAT THIS PROJECT WILL BE HIGHLY BENEFICIAL TO THE COMMUNITY WHILE ALSO HAVING THE CONFIDENCE THAT THE PROJECT WILL BE PROFITABLE.

I AM PARTICULARLY GRATEFUL TO BE ABLE TO PRESENT REMOTELY.

IT'S NOT IDEAL FOR ANY OF US.

OUR WHOLE TEAM HAS PREVIOUSLY BEEN IN TAMARAC FOR MEETINGS.

BUT WE HAVE STRICT QUARANTINING RULES WHERE I AM SO I REALLY APPRECIATE THE FLEXIBILITY.

I'M DELIGHTED THAT DAVID BERNARD, PRINCIPAL ARCHITECT ON THIS PROJECT, IS ABLE TO ALSO PARTICIPATE VIRTUALLY TODAY.

WELCOME, DAVID. THANK YOU.

AND THE REST OF OUR TEAM WHO COULDN'T PARTICIPATE ARE ALSO LISTENING IN.

AND WE'RE REALLY BLESSED TO HAVE SUCH A WONDERFUL TEAM.

I'M NOT GOING TO REPEAT WHAT STAFF HAVE ALREADY INDICATED, BUT I'M CONFIDENT THAT THE RATIONALE FOR MAJOR SITE PLAN APPROVAL AND SPECIAL EXCEPTION APPROVAL WILL FLOW FROM MY PRESENTATION AND HAPPY TO ANSWER ANY QUESTIONS FROM THE BOARD AND AUDIENCE.

BEFORE I FORMALLY GET STARTED WITH THE PRESENTATION I'D LIKE PERMISSION TO ENTER INTO RECORD THE PETITIONS RECEIVED THESE 79.

THESE WERE OPEN TO TAMARAC RESIDENTS.

THEY WERE THEN LAST YEAR WHEN WE WERE LOOKING TO MOVE FORWARD WITH THE APPLICATION FOR VARIOUS REASONS, GOT DELAYED.

AND THEN COVID-19 CAME INTO PLAY IN MARCH AND THEY WERE SIGNED OFF AT THE CLUBHOUSE OVER TIME. I'M NOT SURE IF I NEED TO READ ONE OR WHETHER STAFF HAVE I BELIEVE STAFF HAVE A COPY. AND IF THAT'S FINE, THEN THEY CAN JUST YOU KNOW, IF IT'S OK WITH THE BOARD, WE CAN ENTER THEM INTO THE RECORD.

OKAY. DO YOU NEED ME TO READ ONE OR.

THAT'S A BOARD DECISION, IF YOU WANT HIM TO READ A FEW OF THEM OR READ SOME OF THEM, THAT'S FINE. BUT YOU CAN I'D LIKE TO ACCEPT THEM, BUT I HAVE A QUESTION.

I'M NOT SURE IF I SHOULD ASK THE QUESTION NOW OR AFTER HE MAKES THE PRESENTATION, BUT I'M CURIOUS TO KNOW HOW MANY OF THESE ENTRIES HAVE BEEN CHANGED.

FOR EXAMPLE, WE HAVE 44 THAT HAVE SAID NO.

AS OF TODAY, ARE ANY OF THOSE 44, INCLUDING IN THAT 79?

[00:35:04]

I DON'T BELIEVE SO, NO.

OKAY. IF THE BOARD IS OK WITH IT, DO WE NEED TO VOTE.

I'D LIKE TO ACCEPT THEM. YEAH, YOU CAN ASK THE CHAIR TO MOVE THEM INTO THE EVIDENCE.

IT'S PART OF THIS PRESENTATION.

I'D LIKE TO MOVE IT INTO THE EVIDENCE AT THIS TIME.

MADAM CHAIR.

YES. I HAVE ONE QUESTION, I CAN MAKE A MOTION BUT BEFORE I DO THAT, I DO HAVE A QUESTION, OF THE 79 PETITIONS, ARE THESE ALL RESIDENTS OF THE AREA OR WHO ARE THESE PETITIONS FROM? YEAH, THE PETITION I CAN ANSWER THAT THE PETITIONS WERE ONLY OPEN TO TAMARAC RESIDENTS.

SO THEY ALL HAVE THEIR, YOU KNOW, ADDRESSES OK, THANK YOU. OK.

SO I'D LIKE TO MAKE A MOTION TO APPROVE THEM AND ACCEPT THEM INTO THE RECORD OFFICIALLY.

DO I HAVE ANYONE TO SECOND THAT MOTION? SECOND.

NIKOLE CLEARE.

I ACCEPT AYE. ALBERT GUTTENTAG.

YES.

SALAH ELROWENY.

YES. ERIC GNAGE.

YES. MOTION PASSED TO PUT THE COMMENTS FROM THE APPLICANTS FROM THE TAMARAC RESIDENTS IN THE SEVENTY NINE PETITION'S INTO RECORD.

THANK YOU. PLEASE PROCEED. THANK YOU, MADAM CHAIR.

I'D LIKE TO DIVIDE MY PRESENTATION INTO THREE PARTS.

ONE TO QUICKLY GIVE YOU AN OVERVIEW OF THE PROJECT, PARTICULARLY THE LOOK AND FEEL.

SO THE BOARD AND THE AUDIENCE CAN SEE WITH SOME DEPTH WHAT WE ARE PROPOSING AND SEEKING APPROVAL FOR. SECONDLY, TO ADDRESS THE COMMUNITY FEEDBACK THAT WE HAVE RECEIVED THROUGH MULTIPLE MEETINGS, BOTH THE FEARS THAT THE COMMUNITY HAS EXPRESSED TO US AND THE THINGS THAT THE COMMUNITY WANTED TO SEE CHANGED.

AND THIRDLY, TO TALK BRIEFLY ABOUT THE BENEFITS TO THE WOODMONT COMMUNITY TO TAMARAC, TO BROWARD COUNTY OVERALL, SO THAT IT CONTINUES TO BE A VIBRANT DEVELOPING COMMUNITY, NOT A STAGNANT ONE. SO WITH THAT, I'M GOING TO SHARE MY AND THIS IS WHERE ONE HOPES THE TECHNOLOGY WORKS OUT FINE.

SO THE THE PROJECT IS A HILTON HOME TO SUITES, HILTON HOME TO SUITES, THERE ARE ABOUT 300 AS OF DECEMBER 2019, THEY WERE THREE HUNDRED AND EIGHTY FOUR SUCH PROPERTIES, PRIMARILY IN THE US. AND THIS HAS BEEN HILTON'S MOST SUCCESSFUL, FASTEST GROWING BRAND IN ITS HISTORY. SO WE'RE PLEASED TO BE PART OF THAT SAME FAMILY.

IT'S BEEN VERY SUCCESSFUL.

THIS IS A VIEW OF WHAT THE PROJECT IS INTENDED TO LOOK LIKE.

ROB HAS ALREADY SPOKEN ABOUT SOME OF THE CHANGES.

I'LL TOUCH ON THEM LATER, BUT WANTED TO GIVE YOU AN OVERALL FEEL AS YOU COME INTO THE PROPERTY AND LOOK AT THE BUILDING.

JUST BEFORE YOU ENTER THE BUILDING.

THERE IS AN AREA OUTSIDE, WHICH IS A LOVELY SEATING AREA WHERE PEOPLE CAN MINGLE, LINGER, ETC., I MUST SAY, SIX FEET APART THESE DAYS.

BUT HOPEFULLY THAT MIGHT CHANGE OVER TIME.

A TYPICAL LOBBY FOR A HOME TO SUITES, A TYPICAL OASIS I'LL GIVE YOU TWO DIFFERENT VIEWS.

AREA WHERE YOU HAVE WORKSTATIONS PEOPLE CAN GATHER TOGETHER, ETC..

SO A VERY ELEGANT LOOK THROUGH THE PROPERTY FOR, YOU KNOW, WHETHER IT'S GOLFERS WHO ARE GOING TO BE THERE PEOPLE ATTENDING A TENNIS CAMP, PEOPLE ATTENDING A WEDDING NEXT DOOR AT THE CLUBHOUSE, ETC.

THE ROOMS ARE SUITES ALL SPACIOUS.

AND YOU CAN SEE A COUPLE OF EXAMPLES HERE.

I MUCH PREFER THIS ONE THAN THE OTHER ONE, BUT LET'S SEE WHAT THE DESIGN TURNS OUT TO BE.

BUT AGAIN, THE LOOK IS FOR ELEGANCE AND VIBRANCY.

AS ROB MENTIONED, THERE IS BOTH AN INDOOR POOL AND WHICH IS AVAILABLE, OBVIOUSLY, EVEN WHEN IT'S RAINING, WHICH WE GET A BIT OF IN FLORIDA, AND AN OUTDOOR POOL AS WELL THAT WILL BE SHARED THAT THE HOTEL RESIDENTS WILL HAVE ACCESS TO AND THAT WILL BE SHARED WITH THE COUNTRY CLUB. JUST FOR PERSPECTIVE, THE HOTEL WILL BE I'M NOT SURE IF YOU CAN SEE MY CURSOR, BUT THE HOTEL WILL BE ON THE RIGHT SIDE OF THE PICTURE.

SO THE VIEW WILL BE FOR GUESTS WHO ARE ON THIS SIDE OF THE HOTEL, THE VIEW WILL BE THE

[00:40:05]

POOL. THERE'S ALSO A BREAKFAST AREA.

AND IF WE LOOK AT, YOU KNOW, STEP BACK FROM THE HOTEL, ONE OF THE THINGS WE'VE BEEN VERY CAREFUL TO DO, AS ROB POINTED OUT, IS THERE IS EXTENSIVE LANDSCAPING GOING IN.

SO IN A FEW YEARS, YOU KNOW, WE SHOULD SEE AS YOU'RE STARTING TO SEE SOME BLENDING IN OF THE COUNTRY CLUB, AS TREES GROW, YOU WILL SEE A BLENDING IN.

AND AS ROB POINTED OUT, AS WELL A FITTING IN OF THE TWO DESIGNS, YOU KNOW, THE COUNTRY CLUB AND THE HOTEL, AGAIN, JUST A QUICK VIEW TO SHOW THAT THERE ARE YOU KNOW, THERE IS EXTENSIVE LANDSCAPING THAT WE HAVE THOUGHT OF AND PLANNED BOTH AROUND THE HOTEL.

THERE WAS OTHER LANDSCAPING ALREADY IN FOR THE NEW PARKING LOTS THAT ARE THERE.

THEY WILL BE FURTHER LANDSCAPING SHOWN HERE AND, YOU KNOW, ADDITIONAL LANDSCAPING EVEN IN THE FRONT BEFORE WHERE THE POOL IS.

I WON'T GO THROUGH THIS SPECIAL EXCEPTION CONDITIONS.

BUT AGAIN, JUST TO POINT OUT THAT WE WERE VERY CAREFUL TO ENSURE THAT WE MET ALL OF THE REQUIREMENTS FOR SPECIAL EXCEPTION CONDITIONS.

SO LET ME TURN TO COMMUNITY FEEDBACK.

WE'VE HEARD THROUGH MULTIPLE MEETINGS, A NUMBER OF COMMENTS, AND I'LL SUMMARIZE THEM.

THE FIRST WE HEARD WAS THAT THE COMMUNITY HAS A CERTAIN NUMBER OF FEARS.

THEY HAD CONCERNS ABOUT LENGTH OF STAY.

THEY HAD CONCERNS ABOUT THE TYPE OF GUESTS WHO WOULD FREQUENT THIS.

THEY HAD CONCERNS ABOUT CRIME GOING UP, ABOUT CONSTRUCTION IMPACT ABOUT WHETHER THE HOTEL WOULD BE A SUCCESS AND TRAFFIC.

SO LET'S LOOK AT EACH OF THESE ONE BY ONE.

SO THE FIRST COMMENT WAS, YOU KNOW, THAT EXTENDED STAY DOES NOT SUIT COMMUNITY.

THE AVERAGE HOTEL STAY IN THE US IS TWO POINT FOUR NIGHTS.

THE AVERAGE EXTENDED STAY AT A HILTON IS THREE POINT EIGHT NIGHTS FOR THIS PROJECT.

GIVEN THAT WE HAVE A GOLF COURSE AND GIVEN THAT WE HAVE TENNIS AND TENNIS CAMPS AND GOLF CAMPS AND GOLF VACATIONS, ETC., WE EXPECT THE STATE TO BE EVEN HIGHER THAN THREE POINT EIGHT NIGHTS. SO, YOU KNOW, THIS IS NOT LIKE A HOTEL NEAR THE AIRPORT WHERE THERE IS TRAFFIC, YOU KNOW, WHERE PEOPLE ARE STAYING FOR ONE NIGHT OR SOMETIMES LESS.

BUT PEOPLE ARE STAYING, YOU KNOW, FOR AN EXTENDED PERIOD.

SO THE CONCERN ABOUT A WHOLE BUNCH OF TRANSIENT TRAFFIC I THINK IS IS MISPLACED.

THE SECOND COMMENT WAS OR SENTIMENT WAS THE FEAR WAS THAT HOTEL GUESTS WILL BE POOR AND ON WELFARE. SO HOTEL GUESTS TODAY TRAVEL FOR BUSINESS AND FOR LEISURE, AND GUESTS AT THE PEAK SEASON WILL BE PAYING TWO HUNDRED AND FIFTY DOLLARS A NIGHT.

THE TYPICAL BUSINESS TRAVELERS STAY, YOU KNOW, IS SHOWN HERE IN TERMS OF WHO THEY ARE, THEIR BACKGROUNDS, ETC.

AND AGAIN, THE AVERAGE IN 2014 WAS 147 DOLLARS PER ROOM NIGHT.

SO I DON'T QUITE THINK THEY WILL BE POOR AND ON WELFARE WHEN THEY'RE PAYING ONE HUNDRED AND FIFTY DOLLARS BETWEEN 250 DOLLARS A NIGHT AND STAYING MULTIPLE NIGHTS.

THE OTHER SENTIMENT THAT WAS EXPRESSED FOR THE FEAR WAS THAT CRIME WILL INCREASE.

WELL, WOODMONT'S CRIME RATE WHEN I CHECKED LAST YEAR WAS 16, HAD GONE DOWN BY 16 PERCENT OVER THE LAST FEW YEARS.

OUR PROPOSITION IS THAT THE CRIME RATE WILL GO DOWN EVEN FURTHER BECAUSE THE HOTEL, JUST LIKE THE COMMUNITY POLICING AND RAISES THE OVERALL STANDARD OF LIVING IN THE COMMUNITY.

THE COUPLE OF OTHER QUESTIONS THAT WERE MADE OR FEARS THAT WERE EXPRESSED BEFORE I GET TO TRAFFIC, WAS THAT CONSTRUCTION IMPACT.

THE HOTEL, AS YOU SAW, IS AWAY FROM THE STREET.

WE WILL DO EVERYTHING WE CAN TO MINIMIZE CONSTRUCTION IMPACT, TO KEEP THE TIME FRAME FOR CONSTRUCTION SHORT.

WE HAVE CONSTRUCTED OUR TEAM HAS CONSTRUCTED OVER 15 BILLION DOLLARS OF PROJECTS.

SO WE KNOW HOW TO GET INTO A PROJECT AND GET OUT AS QUICKLY AS WE CAN.

IT IS CHEAPER FOR US TO DO THAT AND LESS NOISE, YOU KNOW, FOR EVERYBODY.

WE ARE ALL

[00:45:02]

WE'RE ALSO LOOKING TO SEE WHETHER WE CAN BE PREFABRICATE SOME OF THE ITEMS AND BRING THEM ON SITE AND USE CRANES TO BUILD OUT RAPIDLY.

AGAIN, GOOD FOR THE COMMUNITY AND GOOD FOR THE PROJECT.

AND IN TERMS OF HOTEL SUCCESS, AS I MENTIONED, THIS IS HILTON'S FASTEST GROWING, MOST SUCCESSFUL BRAND.

WE HAVE 384 OTHER HILTON HOME TO SUITES HAVEN'T FAILED, I DOUBT WITH THE WONDERFUL LOCATION WE HAVE HERE, WHICH THE OTHERS DON'T HAVE WITH THE GOLF COURSE AND COUNTRY CLUB, ET CETERA, WHETHER THIS IS THE ONE THAT'S GOING TO PROVE THE EXCEPTION.

SO, ROB, TALKED BRIEFLY ABOUT PARKING.

IF YOU TAKE THE 500 OR SO, YOU KNOW, CARS IN A DAY, YOU WORK OUT TO ABOUT TWENTY TWO TRIPS AN HOUR, WHICH IS REALLY NEGLIGIBLE, OBVIOUSLY A LITTLE MORE DURING AM AND PEAK PM HOURS AND A LITTLE MORE DURING SATURDAY.

BUT AGAIN, A VERY MINOR AMOUNT OF ADDITION TO TRAFFIC.

TRAFFIC TODAY IS QUITE SIMPLY NOT AN ISSUE.

AND TRAFFIC TODAY IS TRAFFIC TOMORROW WILL CONTINUE TO BE FREE FLOW.

SO THERE WON'T BE AN ISSUE.

NOW, ONE OF THE CONCERNS THAT WAS EXPRESSED TO US AS WELL IS THAT THERE IS, YOU KNOW, SPEEDING GOING ON FROM TIME TO TIME.

WE UNDERSTAND THERE IS SPEEDING, THIS WAS MADE TO US LAST YEAR, OUR SUGGESTION THEN WE HOPE THE COMMUNITY HAS ACTED ON IT, AS YOU KNOW, TO WORK WITH THE LOCAL POLITICIANS AND STAFF TO PUT IN PLACE MITIGATION MEASURES.

FOR EXAMPLE, HAVING, YOU KNOW, SPEEDING TICKER THAT COMES ON HAS REDUCED IN OTHER JURISDICTIONS THE AMOUNT OF SPEEDING.

BUT THIS IS NOT AN ISSUE THAT REALLY HAS ANYTHING TO DO WITH THE HOTEL.

THIS IS AN ISSUE THAT EXISTS EXISTED PREVIOUSLY, EXISTED LAST YEAR.

AND IF IT CONTINUES TO EXIST THIS YEAR, THEN I WOULD ENCOURAGE RESIDENTS TO, YOU KNOW, SOLVE THAT ISSUE, BUT HAS NOTHING TO DO WITH THE HOTEL.

THE OTHER ASPECT OF THE FEEDBACK WE RECEIVED WAS WHAT THE COMMUNITY WANTED US TO CHANGE.

SO BUILDING HEIGHTS CERTAINLY CAME UP.

COLORS, AS ROBERT TALKED ABOUT PARKING, SIGNAGE, STREET IMPACT AND OVERALL VIEWS.

SO LET ME ADDRESS THESE QUICKLY.

AS ROB POINTED OUT OUR ORIGINAL PROPOSAL WAS A VERY PROTOTYPICAL HILTON, FIVE STORIES, AS YOU CAN SEE, AND A FAIRLY HOW SHALL I PUT IT, LOUD PRONOUNCED IN FRONT OVER HERE. WE THEN, AFTER FEEDBACK FROM THE RESIDENTS, REDUCED IT DOWN TO FOUR STORIES.

WE LOST FIVE ROOMS IN THE PROCESS.

IT OBVIOUSLY COST US TIME, ETC.

BUT WE WANTED TO MAKE SURE THAT THIS BUILDING FITTED IN AND, YOU KNOW, PRESENTED A SECOND OPTION.

AGAIN, WE WENT THROUGH A LOT OF BACK AND FORTH WITH CITY STAFF AND THE CITY'S ARCHITECTURAL CONSULTANT ENCOURAGING US TO MAKE THIS MUCH MORE RESIDENTIAL.

YOU CAN SEE THAT THIS IS A FAIRLY, YOU KNOW, MODERN FLAT, YOU KNOW, FLAT ROOF LOOK, ET CETERA. NOW, TO SWITCH TO RESIDENTIAL TOOK A LOT OF CONVINCING WITH HILTON FIRSTLY, BECAUSE THEY HAVE YOU KNOW, THERE ARE LARGE FRANCHISOR.

THEY HAVE THEIR OWN STANDARDS.

THEY HAVE THEIR OWN CORPORATE IDENTITY.

THEY WANT TO SEE. BUT WE PREVAILED.

AND THE THE REVISED DESIGN ADDS SIGNIFICANT COST TO THE PROJECT.

FOR EXAMPLE, THE BRICK THAT YOU SEE HERE IN THE FRONT, JUST TO TAKE ONE ELEMENT FOR THE LOUVERS THAT YOU SEE, ETC..

BUT, YOU KNOW, WE WANTED TO TRY AND LISTEN CAREFULLY TO THE FEEDBACK WE HAD, BOTH FROM THE COMMUNITY, FROM STAFF, FROM THE ARCHITECTURAL CONSULTANT.

AND WE'RE PLEASED THAT WE FINALLY HAVE A DESIGN THAT STAFF ARE DELIGHTED WITH.

THE ARCHITECTURAL CONSULTANT IS DELIGHTED WITH HILTON IS FINE WITH YOU NOTICE I DIDN'T USE THE WORD DELIGHTED, BUT THEY'RE FINE WITH AND, YOU KNOW, WE'RE QUITE HAPPY WITH.

AND THE EXTRA COST THAT'S THERE IS OUR COST AND DAVID, YOU'VE BEEN INVOLVED IN THIS, YOU KNOW, THE EXTENSIVE DESIGN PROCESS INTIMATELY. SO ANYTHING YOU'D LIKE TO ADD.

A LOT OF HISTORY ON THE PROJECT BUT THE CITY STAFF HAVE BEEN WONDERFUL TO WORK WITH I

[00:50:03]

COULD SAY THAT.

AS FOR THE ARCHITECTURE OF THE BUILDING AND THE SIDING OF THE BUILDING, WE POSITION THIS BUILDING AS FAR BACK AS WE POSSIBLY CAN.

THERE'S A LOT OF SITE CONSTRAINTS THAT WE HAD TO WORRY ABOUT.

WE WANTED TO MAINTAIN AS MUCH OF THE TENNIS OF AS WE POSSIBLY COULD.

THERE IS ALSO EXISTING EASEMENTS ON THE SITE PLAN THAT BASICALLY SURROUND THIS BUILDING.

SO WE SORT OF SLOTTED OURSELVES IN THERE.

AND THEN THE DIFFICULT CHALLENGE ALSO WAS IS PROVIDING THE RIGHT AMOUNT OF PARKING THAT SATISFIES THE ZONING OF THE PROPERTY.

SO THIS IS A VERY CHALLENGING SITE, BUT A WONDERFUL SITE TO WORK ON.

THIS GRAPHIC THAT YOU'RE SEEING IN FRONT OF YOU ALSO REALLY DOESN'T REPRESENT THE TRUE NATURE OF THE PLANTING ON THE PLAN.

IT'S IT'S DUMBED DOWN SO THAT YOU CAN ACTUALLY SEE THE ARCHITECTURE OF THE BUILDING, WHICH IS WHAT WE WANT TO SEE FROM OUR STANDPOINT.

BUT IN REALITY, YOU'RE GOING TO SEE TRIPLE THE AMOUNT OF PLANTING THAT YOU SEE ON HERE.

FOR INSTANCE, ON THE LEFT HAND SIDE, THERE'S ACTUALLY SIX TREES, NOT THREE TREES.

ON THE RIGHT HAND SIDE, THERE'S FOUR TREES VERSUS ONE TREE.

AND THEN EVERY ISLAND HAS A TREE LIKE I THINK IT'S EVERY TWENTY FOUR FEET TO KEEP IT IMPERIAL. OTHER THAN THAT, THERE'S NOT MUCH MORE I CAN ADD TO THIS BUILDING.

THANK YOU, DAVID. OK, AND THAT'S THE VIEW OUT FROM, YOU KNOW, ONE HALF OF THE ROOMS THAT WILL BE THERE. YOU CAN SEE THE SO LET'S TALK ABOUT PARKING THERE ARE 122 ROOMS. LET'S ASSUME WE WOULD BE THRILLED WITH 80 PERCENT OCCUPANCY.

WE SHOULD REALLY, FROM OUR CALCULATIONS, ONLY NEED 100 SPACES.

AND ALSO, YOU KNOW, WE HAVE EXTENSIVE PARKING FOR THE CLUBHOUSE THAT WE HAVE THE ABILITY TO USE. HOWEVER, STAFF ASKED AND REQUIRED THAT WE HAVE ONE HUNDRED AND TWENTY TWO PARKING SPACES. SO WE HAVE ONE HUNDRED AND TWENTY TWO PARKING SPACES PLUS ALL THE OTHER, A TOTAL OF THREE HUNDRED AND THIRTY ONE PARKING SPACES WHEN COMBINED WITH THE CLUBHOUSE.

SO PARKING USUALLY IS AN ISSUE WHERE, YOU KNOW, NEIGHBORS ARE CONCERNED AND THE CITY IS CONCERNED ABOUT US PARKING ON THE STREET.

I THINK WE HAVE PLENTY OF PARKING AVAILABLE HERE.

THE SIGNAGE WAS ANOTHER ISSUE THAT CAME UP AND WE HAVE CHANGED THE SIGNAGE TO MAKE IT MUCH MORE DISCREET, FOR EXAMPLE.

THE SIGNAGE ON THE RIGHT SIDE HERE IS A LOT SMALLER THAN IT WAS BEFORE.

AND AGAIN, THE SIGNAGE THAT YOU SEE IN THE FRONT STANDS OUT A LOT LESS.

ROB ALLUDED TO OTHER CHANGES THAT HILTON CONSIDERS A SORT OF BEACON LOOK AND FEEL THAT IT WANTS. AND WE NOW HAVE THIS LIGHT BLUE AND LIGHT BLUE STRIPE HERE.

SO WE REALLY, YOU KNOW, USE DAVID BERNARD'S TERM DUMBED DOWN WHAT WOULD OTHERWISE HAVE BEEN THERE FROM THE ORIGINAL TYPICAL HILTON PROJECT.

STREET IMPACT WE WERE VERY CONSCIOUS, BESIDES, AS DAVID IS POINTING OUT, PUSHING THE BUILDING AS FAR AS WE COULD.

THERE ARE UTILITIES THAT ALMOST ABUT THE BUILDING.

AND WE HAVE TO BE VERY CAREFUL WHEN WE GO DIGGING THAT WE'RE NOT DISTURBING THEM.

BUT WE DID EVERYTHING WE COULD TO STOP THE BUILDING AS FAR AWAY FROM THE STREET AS POSSIBLE. AND THEN WITH TREES, AS DAVID POINTED OUT, WE WILL SCREEN THE BUILDING AS MUCH AS WE CAN. SO HOPEFULLY WE HAVE VERY NEGLIGIBLE STREET IMPACT AS WE PUT IN ALL THE PLANTING.

NOW WHAT'S IN IT FOR THE WOODMONT COMMUNITY.

SO LET'S LOOK AT WHAT THE WOODMONT COMMUNITY OVERALL IS GOING TO GAIN.

AND WE BELIEVE THERE ARE SIX KEY THINGS KEEPING TAXES DOWN.

BETTER EMERGENCY FIRE AND POLICE INCREASED HOME VALUES, A PLACE FOR LIFE EVENTS, A DISASTER LIFELINE AND PREFERRED ROOM RATES.

BY OUR CALCULATIONS, WE ANTICIPATE THAT OVER.

LET'S ASSUME THIS BUILDING HAS A 50 YEAR LIFESPAN THAT WE WILL HAVE IN ROUND NUMBERS, ABOUT A HUNDRED MILLION DOLLAR TAX IMPACT, PROPERTY TAXES OF ABOUT 30 MILLION AND OTHER ADDITIONAL ACCOMMODATION AND OTHER TAXES OF ABOUT 70 MILLION.

SO THAT'S A SUBSTANTIAL CONTRIBUTION BOTH TO TAMARAC AND TO BROWARD COUNTY.

AND THE RESULT, WE HOPE, IS THAT WE SHOULD SEE, YOU KNOW, MORE FIRE PERSONNEL, MORE EMERGENCY PERSONNEL, MORE POLICE PERSONNEL AND KEEPING EVERYBODY'S TAXES AS LOW AS THE COMMISSION CAN KEEP THEM.

DEVELOPMENT ANYWHERE IN THE US OR IN CANADA, YOU'RE GOING TO SEE HIGHER PROPERTY TAXES.

[00:55:06]

SO THIS HELPS THIS PROJECT LIKE THE PULTE HOMES HELPS BRING KEEP THOSE TAXES DOWN FOR THE COMMUNITY. THE COMMISSION APPROVED 152 HOMES.

AND FOR THOSE OF YOU WHO LIVE IN THE COMMUNITY, YOU'VE SEEN THIS BEAUTIFUL HOMES GO UP.

WHEN HOMES GO UP, YOU SEE PROPERTY VALUES FOR ALL THE SURROUNDING HOMES.

IT'S THE RISING TIDE LIFTS ALL BOATS.

AND YOU SEE THOSE PROPERTY VALUES GOING UP AS WELL.

AND WE STARTED SEEING THAT ALREADY.

SO, YOU KNOW, THE KIND OF GOOD DEVELOPMENT WE'VE HAD WITH THE MAJOR NATIONAL BUILDERS LIKE PULTE IS THE SAME KIND OF GREAT DEVELOPMENT WE WANT TO HAVE WITH THE NATIONAL MAJOR BRAND LIKE HILTON.

THIS WILL ALSO BE A PLACE TO HOLD KEY LIFE EVENTS FOR THE COMMUNITY OF VARIOUS KINDS.

AND THEY WILL ALSO BE A SPECIAL COMMUNITY EVENTS WHERE YOU DON'T NEED TO BE A HOTEL GUEST OR YOU DON'T NEED TO BE A MEMBER TO ATTEND LIKE SUNDAY BRUNCH, YOU KNOW, MOTHER'S DAY, ETC.. TOGETHER WITH THE CLUBHOUSE.

FLORIDA GETS, YOU KNOW, HURRICANES, HEAVY RAIN, ET CETERA.

AND IN AN EMERGENCY, WE WILL HAVE EMERGENCY, YOU KNOW, BACKUP GENERATORS.

IT'S A PLACE THAT PEOPLE CAN GO AND LIVE IN WHEN THEIR HOMES GET FLOODED.

SO THIS BECOMES A DISASTER LIFELINE WHEN DISASTER STRIKES AND, YOU KNOW, WITH CLIMATE CHANGE, ET CETERA. WE'VE BEEN SEEING ADDITIONAL NEED FOR EMERGENCY FACILITIES.

WE ARE ALSO GOING TO BE OFFERING PREFERRED ROOM RATES FOR WOODMONT COMMUNITY.

SO THAT IS SOMETHING THAT THE COMMUNITY CAN TAKE ADVANTAGE OF.

SO IN CONCLUSION, I'D LIKE TO MAKE FIVE POINTS.

NUMBER ONE, THAT, AS ROB POINTED OUT, WE HAVE MET ALL THE REQUIREMENTS FOR THE MAJOR REVISED SITE PLAN AND THE SPECIAL EXCEPTION REQUIREMENTS BY WORKING CLOSELY OVER A PROLONGED PERIOD WITH STAFF, WE HAVE COMMUNICATED OUR PLANS AND SOUGHT INPUT FROM THE NEIGHBORS IN THE IMMEDIATE VICINITY.

WE'VE INCORPORATE SIGNIFICANT CHANGES THAT I WENT OVER.

WE HAVE COMMUNICATED BROADLY TO THE WOODMONT COMMUNITY AND THE BROADER COMMUNITY SEEMS TO HAVE NO ISSUES.

IN FACT WE HAVE THE SUPPORT PETITIONS THAT WE HAVE SHARED.

THE PROJECT WHICH WILL BRING JOBS, ABOUT 40 PERMANENT JOBS, WILL BRING TAXES THAT I OUTLINED AND THE BENEFITS I OUTLINED TO THE WOODMONT COMMUNITY.

AND FINALLY, THIS IS THE FINAL PIECE OF THE MASTER PLAN FOR WOODMONT COUNTRY CLUB THAT WILL HELP ENSURE THAT THERE ARE VIABLE RECREATIONAL FACILITIES AND A VIABLE GOLF COURSE FOR DECADES TO COME.

AND THAT PROVIDES, YOU KNOW, GREEN AIR AND BEAUTIFUL VISTAS, JUST ENHANCES THE COMMUNITY AS OPPOSED TO A COMMUNITY WHERE EVERYTHING IS BUILT UP.

SO THIS IS IN OUR COLLECTIVE INTEREST TO ENSURE THAT THERE IS A VIABLE COMMUNITY FOR DECADES TO COME. I'M HAPPY TO TAKE ANY QUESTIONS THAT THE BOARD MIGHT HAVE, OR THE AUDIENCE MIGHT HAVE. THANK YOU.

THANK YOU. WE'D LIKE TO RECOGNIZE THE BOARD.

DO WE HAVE ANY QUESTIONS AND OR COMMENTS FROM THE BOARD? I HAVE A QUESTION. SURE.

YES, I'D LIKE TO RECOGNIZE.

YEAH, IF THE PROJECT IS APPROVED, WHAT TIME FRAME YOU ANTICIPATE FOR CONSTRUCTION AND COMPLETION OF CONSTRUCTION.

SO WE ANTICIPATE THAT WE WOULD BE IN THE GROUND LATE SPRING, EARLY SUMMER AND ONE YEAR TIME FRAME FOR, YOU KNOW, PUTTING THE BUILDING UP AND OPENING IT.

SO ABOUT A YEAR AND A HALF FROM TODAY.

OK, THANKS. THANKS SALAH ANY OTHERS.

SURE.

GO AHEAD. ARE THE FACILITIES GOING TO BE RESTRICTED OR JUST OPEN TO THE PUBLIC.

THE HOTEL WILL BE OPEN TO HOTEL GUESTS, AS IS TYPICAL FOR ANY HOTEL THE CLUBHOUSE, THERE ARE EVENTS THAT ARE OPEN TO THE PUBLIC, BUT OTHERWISE IT'S A PRIVATE CLUB AND IS OPEN TO MEMBERS AND PEOPLE VISITING.

THE HOTEL GUESTS WILL BE ABLE TO USE THE GOLF COURSE, THE TENNIS COURTS AND THE CLUBHOUSE.

SO THERE WILL BE TIMES WHEN IT IS OPEN TO THE COMMUNITY.

BUT FOR THE MOST PART, LIKE ANY OTHER HOTEL, IT'S FOR HOTEL GUESTS.

OK, THANK YOU.

MADAM CHAIR.

[01:00:01]

YES PLEASE. FEW QUESTIONS, PLEASE.

THIS WAS ADDRESSED DURING YOUR PRESENTATION, I JUST DIDN'T SEE IT, THOUGH, IN THE PLANS.

BUT AS FAR AS LANDSCAPING IS CONCERNED, I THOUGHT THE LANDSCAPING IN THE GENERAL FACILITY OR THE GENERAL AREA LOOKED PRETTY GOOD.

I WAS CONCERNED ABOUT THE LANDSCAPING THAT'S MORE IMMEDIATE TO THE BUILDING.

I THOUGHT ONE OF YOU GENTLEMEN SAID SOMETHING ABOUT ADDITIONAL TREES OR MAYBE SOME SHRUBBERY THAT WILL BE AROUND THE BUILDING.

CAN YOU CONFIRM THAT OR DID I JUST HEAR THAT SOMEWHERE? DAVID SPOKE TO THAT SO I'LL LET DAVID PICK UP ON THAT.

CAN YOU GO TO A SLIDE THAT SHOWS THE LANDSCAPING? OK, JUST HANG ON, I HAVE TO FIND THAT SITE.

IT'S JUST THE LANDSCAPE DRAWING.

YEAH, IT'S JUST THE COLORED ONE, IT BASICALLY SHOWS THE TREES.

BUT AS ROB POINTED OUT, THERE'S I THINK IT WAS ONE HUNDRED AND THIRTY THREE SHRUBS.

SO THERE'S 27 FEET OF BASE PLANTING IN FRONT OF THE HOTEL, WHICH IS WHERE YOU CAN SEE FROM THIS ENLARGED PICTURE HERE, YOU CAN SEE THE GREEN TREES WELL THERE'S SHRUBS IN OR ALL AROUND THERE. SO THERE'S BASE PLANTING IN AT THE BASE OF THE BUILDING FROM BASICALLY BACK A SIDEWALK TO THE BUILDING.

IT'LL BE FULL OF LANDSCAPING AS WELL AS BEHIND THE HOTEL WHERE WE CAN PLANT.

THAT IS THERE IS AN EASEMENT THAT WE CAN'T PLANT ON.

BUT AS MUCH LANDSCAPING BETWEEN HERE AND THERE AS WE POSSIBLY CAN GET.

OK, YEAH, I SAW THAT.

I JUST DIDN'T SEE THE IT'S VERY HARD TO SEE IN DETAIL AT THIS SCALE AS WELL.

BUT I CAN ASSURE YOU THAT THERE IS TONS OF LANDSCAPING ON THIS PROJECT, MORE THAN DOUBLE OTHER PROJECTS THAT I WORK ON.

YEAH, YOU BROUGHT UP THE ISSUE OF SPEED AND I TEND TO AGREE WITH YOU, AT LEAST IN MY NEIGHBORHOOD, IN THE CITY OF TAMARAC, A SPEEDING PROBLEM IS FROM MY NEIGHBORS.

SO I DON'T THINK THE HOTEL IS GOING TO POSE AN ISSUE THERE.

YOU ALSO BROUGHT UP THE ISSUE OF SECURITY AND MENTIONED COMMUNITY POLICING.

WILL YOU BE PROVIDING OR WILL HILTON BE PROVIDING ANY ADDITIONAL SECURITY? DO YOU KNOW.

NO. THE SITE IS AN OPEN SITE.

THEY WILL BE APPROPRIATE LIGHTING THAT MEETS, YOU KNOW, CITY CODE.

WE HAVE TO BE CAREFUL TO NOT HAVE TOO MUCH LIGHT BECAUSE THAT DISTURBS THE NEIGHBORS.

BUT TO HAVE ENOUGH LIGHT SO THAT IT IS SECURE, BUT THEY WILL NOT BE THIS IS NOT A FENCED OFF, YOU KNOW, PROPERTY AND THERE WILL NOT BE ADDITIONAL.

BUT HOPEFULLY THE TAXES THAT THE PROPERTY GENERATES CAN BE USED TOWARDS ADDITIONAL POLICING IF THAT IS NEEDED IN THE COMMUNITY.

AS FAR AS THE LIGHTING IS CONCERNED, THOUGH, I AGREE THAT COULD BECOME A PROBLEM IF YOU GET THIS GLOW LIKE YOU OFTEN DO FROM STADIUMS. SO WOULD IT BE MORE OF A TARGETED TYPE OF LIGHTING? I WAS GOING TO SAY THE LIGHTNING MEETS THE CITY STANDARDS OF LIGHTING.

I CAN'T REMEMBER THE HEIGHT OF THE LIGHT STANDARDS BECAUSE I WORK ON MANY PROJECTS, BUT IT'S THE SAME AS THE WOODMONT HOTEL.

IT'S JUST A CONTINUATION OF EXISTING LIGHTING THAT'S THERE.

SO IF YOU'VE EVER DRIVEN PAST THE SITE, YOU CAN SEE THAT IT'S NOT WELL LIT, I WOULD SAY IT'S LIKE A STANDARD PARKING LOT, BUT NOT REALLY TALL.

LIGHT STANDARDS WE'LL SAY 20 FEET.

AND YOU CAN SORT OF SEE ON THIS PLAN THERE'S LIKE A CIRCLE AROUND THE TREES.

SO THESE LIGHT STANDARDS ARE PLACED IN BETWEEN AND THERE'S NOT A LOT OF THEM.

SO IT'S JUST THE MINIMUM LIGHTING STANDARDS, WHICH IS TWO FOOT CANDLES.

OK, FINALLY, YOU MENTIONED YOU SPOKE WITH THE RESIDENTS OR YOU COMMUNICATED WITH THE RESIDENTS. DID YOU ALL HAVE ANY ORGANIZED MEETINGS WITH DIFFERENT FOLKS IN THE IMMEDIATE NEIGHBORHOOD OR DID YOU JUST SEND OUT EMAILS.

HOW DID YOU ALL COMMUNICATE? SO WE HAD A NUMBER OF MEETINGS WHERE WE INVITED BOTH THE IMMEDIATE NEIGHBORHOOD AND THE BROADER WOODMONT COMMUNITY, 2800 HOMES TO, YOU KNOW, FORMAL SESSIONS, YOU KNOW, PRESENTATIONS, ONE AT THE CITY OF TAMARAC OFFICES, ONE AT THE COUNTRY CLUB.

AND THEN WE ALSO MET WITH EXECUTIVES FROM BONAIRE AND TOOK THE TIME TO HEAR THEM OUT IN TERMS OF THE CONCERNS THEY HAD AND THEN, YOU KNOW, MADE CHANGES.

FOR EXAMPLE, ONE OF THE CHANGES THAT AROSE FROM THOSE MEETINGS IS A RESIDENT WHO LIVED NOT IN BONAIRE, BUT OPPOSITE THE GOLF COURSE ON THE OTHER SIDE OF THE GOLF COURSE WAS CONCERNED THAT WITH THE AMOUNT OF LIGHT FROM THE HOTEL.

[01:05:03]

SO JUST IMAGINE FOR EXAMPLE, THAT YOU LIVE OPPOSITE THE GOLF COURSE.

AND HER CONCERN WAS, IF EVERY ROOM WAS LIT, YOU KNOW, ALL FOUR FLOORS, PROBABLY SOMETHING THAT'S NOT GOING TO HAPPEN.

BUT LET'S ASSUME THAT WE HAVE THE WORST CASE.

THEY WOULD BE CLEAR AS SHE LOOKED OUT.

NOW, WE HAVE TWO WAYS TO SOLVE THAT.

ONE IS WE COULD PLANT TREES, YOU KNOW, ON THE GOLF COURSE BUT THEN THAT WOULD BLOCK OUR VIEW. SO WHAT WE DECIDED TO DO INSTEAD AND HAVE INCORPORATED IS THAT WE'RE GOING TO TURN ALL THE WINDOWS ON BOTH SIDES OF THE BUILDING SO THAT THAT IF WE EVER HAD EVERY WINDOW LIT IN THE HOTEL, WHICH WAS NOT GOING TO HAPPEN.

BUT LET'S SUPPOSE THEN THE AMOUNT OF GLARE FROM THE HOTEL ROOMS, FROM THE WINDOWS GETS CUT DOWN VERY SIGNIFICANTLY.

IT'S ALSO GOOD IN TERMS OF MAINTAINING, YOU KNOW, THE TEMPERATURE IN THE HOTEL.

SO IT WAS A WIN WIN AND THAT AROSE FROM, YOU KNOW, COMMENT AND FEEDBACK FROM THE RESIDENTS AT ONE OF THE MEETINGS.

THANK YOU MADAM CHAIR THAT'S IT.

THANK YOU FOR YOUR COMMENTS CESAR.

DID YOU HAVE ANOTHER. I JUST HAVE A FOLLOW UP QUESTION.

SURE, GO AHEAD. REGARDING THE TRAFFIC STUDY, AND I DO THINK ACTUALLY YOUR PROJECT IS NOT CAN GENERATE THAT MUCH OF TRAFFIC, HOWEVER, YOU MENTIONED IN YOUR PRESENTATION THAT THE TRAFFIC STUDY IS BASED ON PROJECTION FOR TWENTY TWENTY ONE.

ARE YOU GUYS PLANNING TO UPDATE IT SINCE ALREADY YOUR PROJECT IS NOT GOING TO BE COMPLETED? I DON'T BELIEVE THERE IS A NEED TO UPDATE IT.

I THINK, YOU KNOW, NOTHING HAS REALLY CHANGED.

THE PROJECT WAS DELAYED FOR A NUMBER OF REASONS.

ONE, TO YOU KNOW, AS WE WENT THROUGH THE DESIGN PROCESS WITH WHICH ELONGATED WHEN WE COULD COME FORWARD AND THEN TO DUE TO COVID.

SO I THINK THE THE CONDITIONS WOULD REMAIN THE SAME FOR 2022, 2023.

SO UNLESS THERE IS A, YOU KNOW, TECHNICAL REASON WHY WE NEED TO UPDATE IT, I DON'T BELIEVE WE ACTUALLY WILL NEED TO DO THAT.

I ALSO WANT TO POINT OUT, YOU KNOW, JUST TO GO BACK TO A SECURITY QUESTION, IF I MAY, YOU KNOW, THE HOTEL HAS NO AMENITIES, LIKE, FOR EXAMPLE, A DANCE CLUB OR A BAR LATE AT NIGHT OR SO ON THAT WOULD REQUIRE, YOU KNOW, SECURITY OUTSIDE, ETC., THAT YOU MIGHT NOT NORMALLY SEE IN A, YOU KNOW, MUCH MORE URBAN SETTING.

SO, YOU KNOW, THEY JUST WANT TO MAKE SURE THAT, YOU KNOW, THERE REALLY IS IT'S A PRETTY QUIET LOCATION AWAY FROM THE STREET.

AND SO THERE IS REALLY NO NEED FOR ADDITIONAL SECURITY.

ALSO THE HOTEL NAME HOME 2 IT'S SUPPOSED TO BE LIKE A HOME AWAY FROM HOME.

SO IT'S NOT AN UPSCALE FOUR STAR HOTEL OR A FIVE STAR HOTEL WHERE YOU HAVE TRAVELERS COMING AND GOING IN THE NIGHTLIFE AND THAT SORT OF STUFF.

IT'S QUIETER AT NIGHT BECAUSE IT'S STRICTLY A HOTEL.

OK, GOING BACK TO ANSWER, I GUESS I WOULD REFER TO THE STAFF REGARDING THE TRAFFIC STUDY.

AGAIN, I'M NOT SURE.

I DON'T THINK A HOTEL PROJECT YOUR SIZE WOULD REALLY HAVE THAT MAJOR NEGATIVE IMPACT ON TRAFFIC. HOWEVER, I WOULD REFER TO THE STAFF REGARDING THE PROJECTION DATES.

YEAH. AND I ALSO JUST WANT TO POINT OUT THAT THIS IS THE YOU KNOW, DAVID AND I BOTH WORK ON MANY OTHER PROJECTS.

THIS IS THE DESIGN OF THE STUDY WAS DESIGNED BY CITY STAFF.

IT IS FAR MORE COMPREHENSIVE THAN WHAT WE SEE FOR MUCH LARGER PROJECTS, LIKE FAR MORE.

AND THEN IT WAS YOU KNOW, THERE WAS AN INDEPENDENT PERSON WHO CONDUCTED THE STUDY AND THEN IT WAS REVIEWED BY THE CITY'S TRAFFIC ENGINEERS.

SO I THINK WE HAVE, YOU KNOW, CONCLUSIVELY SHOWN THAT THERE REALLY IS NOT GOING TO BE ANY IMPACT, WHETHER IT'S 2020, 21, 22, 23 OR DOWN THE ROAD.

COMPLIANCE. THANKS MADAM CHAIR.

THANK YOU FOR YOUR COMMENTS SALAH. ARE WE DO WE HAVE ANY OTHERS.

YES. OKAY.

YOU'VE GAVE US THE COUNT ON THE PARKING.

I WOULD ASSUME THAT IN THAT COUNT YOU HAVE THE HANDICAPPED PARKING.

YES. OK, THANK YOU.

DOES THAT CONCLUDE THE QUESTIONING FROM THE BOARD, QUESTIONS AND COMMENTS FROM THE BOARD? IT LOOKS LIKE. OK, WONDERFUL.

WE'D LIKE TO RECOGNIZE THE PUBLIC COMMENTS, DO WE HAVE ANYONE IN THE AUDIENCE BEFORE WE DO THAT, I'M GOING TO REMIND YOU OF THE PROCEDURES.

PLEASE BE ADVISED THAT ALL COMMENTS MUST BE THREE MINUTES OR LESS.

[01:10:04]

COMMENTS WILL BE ACCEPTED IN PERSON VIA VIDEO AND OR E-MAIL AND READ INTO THE RECORD BY THE PLANNING BOARD CLERK.

COLLETTE I UNDERSTAND THAT WE DO HAVE AS OF THIS MORNING, DO WE HAVE SEVEN.

WE NOW HAVE EIGHT.

EIGHT, OK. DO WE HAVE ANY VIDEO THAT WE'D LIKE TO PLAY THIS MORNING? YES, WE HAVE TWO VIDEOS.

OK. ALL RIGHT.

DO WE WANT TO PLAY THE VIDEO AND THE.

ALL RIGHT PROCEED PLEASE.

START WITH THE VIDEO CHAIR.

YES. OKAY. YES.

STAFF PLEASE GO AHEAD WHEN YOU'RE READY AND PLAY THE VIDEO.

GOOD MORNING, EVERYONE.

MY NAME IS ADAM REYNOLDS.

WE LIVE IN WE'RE NOT HEARING IT VERY CLEARLY.

GOOD MORNING, EVERYONE.

MY NAME IS ADAM REYNOLDS, WE LIVE IN LA RESERVE NEIGHBORHOOD, WHICH IS RIGHT ACROSS FROM THE TENNIS COURTS ON SEVENTY FIFTH AVENUE, MORE OR LESS ABOUT A BLOCK DOWN THE STREET FROM THE TENNIS COURTS.

AS YOU KNOW, RIGHT NEXT TO THE TENNIS COURTS AND PART OF THE TENNIS COURTS IS WHERE THE PROPOSED HOTEL IS SLATED TO BE BUILT.

NOW AS MANY OTHERS WE ARE OPPOSED TO THIS HOTEL FOR ONE REASON IS WOODMONT AREA SHOULD BE MAINTAINED AS A RESIDENTIAL AREA.

THE HOTEL WOULD LOVE TO THAT, OF COURSE, WE DO HAVE THE WOODMONT COUNTRY CLUB AND THE GOLF COURSE.

AND IS TOUTED AS I'M NOTICING SOME FEEDBACK.

OF THING. YEAH, I REALIZE.

STAFF, I'M NOTICING THAT WE'RE HAVING SOME FEEDBACK, IS THERE A WAY TO START FROM THE BEGINNING AND PERHAPS MAYBE THERE'S TWO AUDIOS PLAYING? I'M NOT SURE THE TECHNICAL TERM TO USE HERE, BUT CAN WE START AGAIN? OR WHILE WE FIGURE THE VIDEO OUT, CAN WE READ INTO THE RECORD? PLANNING BOARD CLERK CAN WE READ INTO THE RECORD THE EMAILS THAT WERE RECEIVED, PLEASE.

WE'LL DO. LET'S DO THAT AND WE'LL GET BACK TO THE VIDEO IN A SECOND.

OK. THE FIRST ONE I WANT TO GO ON RECORD AS STRONGLY OPPOSING THE HOTEL, HOTEL PROPOSED AT WOODMONT COUNTRY CLUB.

I LIVE IN NEARBY CAN WE PAUSE THE AUDIO, PLEASE? THANK YOU.

PROCEED. OK, THIS FIRST ONE IS FROM KATE COUNTRY CLUB, I LIVE IN NEARBY LA RESERVE.

I QUESTION WHETHER A HOTEL IN THIS LOCATION COULD BE SUCCESSFUL.

I DO KNOW IT WILL GENERATE MORE TRAFFIC AND CHANGE THE CHARACTER OF THE NEIGHBORHOOD.

THANK YOU, KATE THIS ONE, THE NEXT IS FROM DAVID H.

AS YOU KNOW, RIGHT NEXT TO TENNIS COURTS.

AND PART OF THE TENNIS COURTS IS WHERE THE PROPOSED HOTEL IS SLATED TO BE DEVELOPED.

[01:15:04]

NOW, AS MANY OTHERS IN THE COMMUNITY, WE ARE OPPOSED TO THIS HOTEL FOR A CONSORTIUM OF REASONS. ONE REASON IS, IS WOODMONT AREA SHOULD BE MAINTAINED AS A RESIDENTIAL AREA . THE HOTEL PUTS ANOTHER LEVEL TO THAT.

OF COURSE, WE DO HAVE THE WOODMONT COUNTRY CLUB AND THE GOLF COURSE ASSOCIATED THEREIN.

AND IT'S TOUTED AS BEING A DESTINATION FOR THIS HOTEL WHERE WEDDINGS AND VARIOUS OTHER EVENTS COULD BE OCCURRING AN THIS HOTEL, WOULD BE THERE TO SUPPORT THIS SORT OF THING.

WELL, AS YOU KNOW, RIGHT NOW, THE ECONOMY'S NOT DOING TOO WELL IN THE UNITED STATES, ESPECIALLY IN THE TOURISM HOTEL INDUSTRY.

INTERESTING THAT SOMEONE WOULD STILL BE WANTING TO BUILD THIS HOTEL AND PUT MILLIONS OF DOLLARS INTO IT. BUT WE'RE NOT HERE TO CRITIQUE THEIR BUSINESS MODEL.

BUT ONE THING I CAN SAY IS THAT IT DOES NOT APPEAR THAT THE WOODMONT COUNTRY CLUB ITSELF IS VERY VESTED IN BECOMING A PROFITABLE INSTITUTION.

I SEE TENNIS COURTS OVER THERE FANTASTIC PLAY TENNIS COURTS.

I'VE SEEN TWO PEOPLE PLAYING ON HIM ALL YEAR.

THAT'S IT. AND I DRIVE BY THERE ALL THE TIME.

THAT'S NOTHING THAT THE RESIDENTS CAN TAKE CARE OF.

BUT IT IS SOMETHING THAT THE COUNTRY CLUB COULD ADDRESS BECAUSE BOTH AT SUNRISE AND PLANTATION, YOU HAVE PUBLIC TENNIS CENTERS THAT ARE JAM PACKED WITH PEOPLE.

IS THE AUDIO DONE OR IS THERE AN ISSUE? OK. THANK YOU ALL FOR YOUR PATIENCE COMMUNITY BOARD AND STAFF, AS YOU KNOW, THIS IS A NEW SYSTEM THAT WE'RE USING.

COVID-19 HAS AFFECTED MANY AREAS OF OUR LIVES.

I JUST WANT TO THANK YOU FOR YOUR PATIENCE AS WE WORK THIS OUT THIS MORNING.

PEOPLE, IT'S NOT HARD TO MAKE A LOT OF MONEY OFF OF TENNIS, YOU PUT A DOUBLE WIDE TRAILER UP THERE, YOU MAKE IT NICE.

YOU GET A PRO, YOU PUT A STRINGER IN THERE AND YOU HAVE PEOPLE COMING IN AND OUT ALL DAY LONG. YOU EVEN GOT SOME LIGHTED COURTS, WHERE PEOPLE COULD PLAY LEAGUES AT NIGHT.

YOU COULD BE GENERATING THOUSANDS OF DOLLARS OF INCOME EVERY MONTH FOR VERY LITTLE INVESTMENT. BUT COUNTRY CLUB ISN'T INTERESTED IN MAKING A PROFIT.

COUNTRY CLUBS INTERESTED IN SELLING A HOTEL AND THEN SELLING OUT.

THE HOTEL WILL BE UNSAFE FOR MANY FOR THE TRAFFIC IT'S NEAR A SCHOOL ZONE.

THERE'S A LOT OF REASONS.

AND IN THE END THE HOTEL IS GOING TO FAIL, ESPECIALLY SINCE INITIAL CLAIMS SAY THERE COULD BE NO ADVERTISING ON THE MAIN STREETS OR ANYTHING LIKE THAT.

WE ALL KNOW THAT WILL CHANGE.

AND OUR COMMUNITY, WILL BE DEVASTATED.

I'LL BE SEEING THE HOTEL FROM MY POOL IN MY BACKYARD, AND I DON'T WANT TO SEE THE HOTEL.

I DON'T WANT THE TRAFFIC FROM THE HOTEL.

I DON'T WANT THE PEOPLE THAT WILL COME TO THE HOTEL.

THANK YOU FOR YOUR TIME. THANK YOU.

COLLETTE.

I BELIEVE WE'RE WAITING FOR ADDITIONAL VIDEO.

OK, THERE'S ONE MORE VIDEO OR AUDIO, RATHER.

GOOD MORNING, EVERYONE.

LOOKS LIKE WE'RE GOING TO HEAR FROM JORGE MONTERO VIA VIDEO.

MY NAME IS GEORGE MONTERO, I LIVE ON BLACK OLIVE AVENUE IN WOODMONT DIRECTLY ACROSS THE 9TH FAIRWAY FROM THE WOODMONT COUNTRY CLUBHOUSE.

I LOVE MY NEIGHBORHOOD.

IT'S QUIET AND SECLUDED AND A SAFE PLACE ME AND MY NEIGHBORS CHOSE TO RAISE OUR KIDS AND BUILD OUR FAMILIES.

BUT I'M AFRAID THAT WILL ALL CHANGE IF THE PROPOSED MULTISTORY BUDGET HOTEL IS STABBED IN THE HEART OF OUR RESIDENTIAL PARADISE.

THIS IS THE BEAUTIFUL VIEW FOR THOSE OF US WHO LIVE ON THE 9TH FAIRWAY.

THIS IS WHAT IT WILL BE FOR ME AND MY NEIGHBORS.

SHOULD THE PROJECT BE APPROVED.

WOULD YOU WANT TO HAVE AN EYESORE LIKE THAT? DESTROY YOUR VIEW? AND IT'S NOT JUST VISIBLE FROM OUR NEIGHBORHOOD.

[01:20:03]

HOW MUCH DO YOU THINK OUR PROPERTY VALUES WILL DROP WITH AN EYESORE LIKE THIS IN OUR BACKYARD? WE DIDN'T INVEST OUR LIFE SAVINGS IN OUR HOMES TO HAVE IT RIPPED AWAY BY GREEDY DEVELOPERS WHO DON'T HAVE TO LIVE WITH THE MESSES THEY MAKE.

AND TO MAKE MATTERS WORSE, THE UPPER FLOORS WILL HAVE AN UNOBSTRUCTED VIEW NOT ONLY INTO OUR BACKYARDS, BUT INTO OUR LIVING ROOMS, FAMILY ROOMS AND YES, EVEN OUR BEDROOMS. THE CONDOS ACROSS THE STREET IN BONAIRE WILL HAVE SIMILAR EXPOSURES.

IF HOTEL GUESTS FEEL SO INCLINED, THEY CAN WALK FROM THE POOL AREA ACROSS THE FAIRWAY AND BE IN MY BACKYARD IN LESS THAN A MINUTE OR ANY OF THE OTHER BACKYARDS ON THE GOLF COURSE.

BUT THIS IS NOT JUST ABOUT MY VIEW AND MY PRIVACY.

IT'S ALSO ABOUT SECURITY AND SAFETY FOR OUR FAMILIES, KIDS AND NEIGHBORS.

THE HOTEL WILL BE LOCATED NEAR THE CORNER OF SEVENTY FIFTH STREET AND LAGOS DEL CAMPO NEAR THE SCHOOL BUS STOP RIGHT AT THE EDGE OF THE BIKE PATH AND SIDEWALKS WHERE KIDS FROM ALL THE WOODMONT NEIGHBORHOODS, WALK AND RIDE THEIR BIKES TO SCHOOL.

NOW THEY'LL BE PASSING RIGHT IN FRONT OF AN EVER CHANGING GROUP OF TRANSIENT STRANGERS WHOSE ONLY RESTRICTION WILL BE THE FIFTY BUCKS IT TAKES TO RENT A ROOM.

CAN THIS BOARD GUARANTEE ME OR ANY OF MY NEIGHBORS THAT NOT ONE OF OUR CHILDREN WILL BE LURED INTO ONE OF THOSE HUNDRED AND TWENTY ROOMS ON THE WAY TO OR FROM SCHOOL? OF COURSE, YOU CAN'T GUARANTEE THAT, BUT IT'S YOUR JOB TO ENSURE THAT SUCH HAZARDS AREN'T PERMITTED TO INFEST OUR COMMUNITY.

THIS BEAUTIFUL, SAFE AND SECURE NEIGHBORHOOD THAT ME AND MY NEIGHBORS HAVE INVESTED OUR LIFE SAVINGS IN SHOULDN'T BE ALLOWED TO BE DEPRECIATED BY GREEDY DEVELOPERS WHO ONLY STAND TO PROFIT FROM OUR MISFORTUNE.

NOR SHOULD THE CITY GOVERNMENT BE ABLE TO TOSS ITS CITIZENS UNDER THE BUS FOR A FEW EXTRA TAX BUCKS THAT A BUILDING LIKE THIS MAY OR MAY NOT GENERATE, CORRUPTING THE NATURE OF THIS QUIET FAMILY NEIGHBORHOOD WITH A MULTI STORY LOW BUDGET COMMERCIAL HOTEL, THE LIKES OF WHICH CAN ONLY BE FOUND AT THE END OF THE TURNPIKE IN FLORIDA CITY ACROSS FROM THE DAYS INN, SHOULD NOT EVEN BE CONSIDERED.

WOODMONT IS BETTER THAN THAT, AND I BEG THE COUNCIL TO KEEP IT THAT WAY.

THANK YOU.

OK. PLANNING BOARD CLERK MS. TIBBY CAN YOU READ INTO THE RECORD THE EMAILS THAT WE HAVE RECEIVED? PLEASE. OK, SO THE SECOND ONE I HAVE HERE IS FROM DAVID H.

TO WHOM IT MAY CONCERN, I STRONGLY OPPOSE THE IDEA OF ADDING AN EXTENDED STAY HOTEL INTO OUR WOODMONT COMMUNITY.

BUILDING AN EXTENDED STAY HOTEL ONE POINT FIVE MILES FROM WHERE A BRAND NEW HOTEL IS ALREADY BEING BUILT MAKES NO SENSE FOR THE COMMUNITY.

THE CURRENT HOTEL UNDER CONSTRUCTION AT THE COLONY WEST GOLF COURSE IS ON A MAIN ROADWAY ON PINE ISLAND ROAD, WHERE ACCESSING THIS PROSPECTIVE EXTENDED STAY WOULD CAUSE UNNECESSARY TRAFFIC IN OUR RESIDENTIAL NEIGHBORHOOD.

THIS WOULD BE, AT MINIMUM, THE SIXTH HOTEL WITHIN A FOUR MILE RADIUS FROM THE WOODMONT GOLF COURSE, WHICH ALREADY WELL EXCEEDS THE HOTEL DEMANDS FOR THE AREA.

THERE IS NOTHING POSITIVE THAT CAN COME FROM BUILDING ANOTHER HOTEL IN THIS AREA, AND I BELIEVE THE PROJECT SHOULD BE REJECTED BY THE CITY.

THANK YOU FOR YOUR TIME, DAVID H.

WOODMONT RESIDENT.

THE NEXT ONE FROM CYNTHIA LAZAAR.

I AM OPPOSED TO THE PROPOSED HOTEL IN WOODMONT THE QUESTION ISN'T WHY WE DON'T WANT IT.

THE QUESTION IS WHY WOULD THE CITY COMMISSIONERS EVEN CONSIDER IT? SEVENTY FIFTH STREET IS BAD ENOUGH WITH ALL THE PEOPLE WHO COME THROUGH TO GET FROM UNIVERSITY DRIVE TO PINE ISLAND WHO DON'T LIVE IN WOODMONT.

NOW YOU EXPECT THE HOME OWNERS TO TOLERATE TRANSIENTS, TRAFFIC, COMMERCIAL DELIVERY TRUCKS, COMMERCIAL GARBAGE TRUCKS, TOURISTS IN OUR HOMETOWN COMMUNITY.

MANY RESIDENTS WALK SEVENTY FIFTH STREET AS THEIR MORNING EXERCISE AND EARLY EVENING WALKS. AND NOW YOU WANT US TO BE CONTENT WITH ALL THE ADVERSE EFFECTS A HOTEL WILL BRING.

NO ONE IN THEIR RIGHT MIND WANTS A HOTEL IN THEIR BACKYARD.

NO ONE WITH A TRUE CONCERN FOR TAMARAC AND NOT THEIR OWN POCKETS WOULD APPROVE IT.

[01:25:06]

THE CITY COMMISSIONERS ARE TURNING TAMARAC INTO LAUDERHILL AND WOODMONT INTO IT'S BAD ENOUGH THEY APPROVED TAMARAC VILLAGE.

IN THREE YEARS I BET TAMARAC VILLAGE WILL WITH BE A VERY UNSAVORY PLACE BY VIRTUE OF RENTALS ALONE.

THE CITY IS PUTTING A HOTEL IN COLONY WEST, THE HOTELS ON WEST COMMERCIAL IN TAMARAC ARE NOT 100 PERCENT RENTED MOST DAYS.

I KNOW I CALLED THEM ALL FOUR MONTHS AGO.

THIS IS NOT ABOUT MARK SCHMIDT GETTING HIS HOTEL.

THIS IS NOT ABOUT WHAT THE CITY COMMISSIONERS WANT.

THIS IS ABOUT THE RESIDENTS OF WOODMONT PERIOD.

NO ONE ELSE COUNTS BUT THE WOODMONT RESIDENT AND THE WOODMONT RESIDENTS SAY NO TO THE HOTEL. IF THE CITY COMMISSIONERS ARE REALLY FOR THE GOOD OF TAMARAC, THEY WILL NOT LET THIS HOTEL BE BUILT.

CYNTHIA LAZAAR.

THE NEXT ONE IS FROM MICHAEL AND MALITA GOOD MORNING IN RESPONSE TO THE UPCOMING MEETING WE STRONGLY PROTESTING AGAINST THE CONSTRUCTION OF THE PROPOSED WOODMONT HOTEL INSIDE THE RESIDENTIAL COMMUNITY OF WOODMONT . HOME TWO SUITES BY HILTON IS AN EXTENDED STAY HOTEL THAT BRINGS MANY CONCERNS TO OUR AREA. THE PROPOSED HOTEL WILL NEGATIVELY IMPACT THE NEIGHBORHOOD, AND SOME OF THE MAJOR CONCERNS ARE LISTED BELOW.

ONE, IT IS DOCUMENTED THAT CRIMINALS, INCLUDING SEX OFFENDERS, OFTEN LIVE IN THESE TYPES OF EXTENDED STAY HOTELS.

THERE ARE MANY CHILDREN LIVING IN OUR COMMUNITY.

SEVERAL OF THE KIDS WALK OR BIKE TO THE NEARBY SCHOOLS.

THE PROPOSED HOTEL PROJECT ADDRESS IS LESS THAN ONE MILE FROM RENAISSANCE CHARTER SCHOOL.

CHILDREN WILL PASS THE PROPERTY ON THE WAY TO AND FROM SCHOOL.

TWO A HOTEL WILL BRING MORE TRAFFIC TO THE AREA, WHICH HAS ALREADY BEEN INCREASED BY THE CONSTRUCTION OF NEW HOMES.

THE TRAFFIC ANALYSIS IS PROJECTING FIVE FOUR TO ONE MORE HOTEL RELATED WEEKDAY TRIPS WILL INCREASE NOT ONLY THE TRAFFIC, BUT ALSO SIGNIFICANTLY INCREASE THE NOISE POLLUTION.

HOTELS GENERATE REGULAR DELIVERIES BY TRUCKS TO SUPPLY LAUNDRY SERVICES, FOOD DELIVERY, ETC., PLUS THE TRAFFIC FROM HOTEL GUESTS, TAXIS, UBER AND OTHER RIDE SHARING SERVICES.

THREE, CONSIDERING THE CITY OF TAMARAC IS YOUR COMMUNITY OF CHOICE AND THE CITY'S COMMITMENT TO WORK TOGETHER WITH ITS NEIGHBORHOOD ASSOCIATIONS.

THIS HOTEL PROPOSAL IS A DIRECT CONFLICT WITH THE NEEDS OF THE COMMUNITIES TO PRESERVE THE QUALITY OF THE NEIGHBORHOOD.

THE FOUR STORY HOTEL WILL NOT ENHANCE THE VISUAL IMAGE OF THE WOODMONT NEIGHBORHOOD, NOR WOULD IT IMPROVE ITS LIVABILITY.

THERE IS ABSOLUTELY NO NEED FOR THIS HOTEL AND WE ASK OUR CITY COMMISSIONERS TO DO THEIR JOBS AND NOT ALLOW THIS HOTEL TO BE BUILT.

SINCERELY, MICHAEL AND MELITA MIC] GOOD MORNING. I RECEIVED THE OCTOBER 14, 2020 TAMARAC ADJACENT PROPERTY OWNER MAILER AS A SIX YEAR WOODMONT RESIDENT I'M AGAINST THE CONSTRUCTION OF THE WOODMONT HOTEL, LLC PROJECT.

[01:30:01]

THIS HOTEL BELONGS ON A COMMERCIAL THOROUGHFARE, OR BUSINESS PARK, NOT IN THE MIDDLE OF OUR RESIDENTIAL NEIGHBORHOOD.

HERE ARE MY REASONS FOR NOT BUILDING THE HOTEL ON THE EXISTING SITE.

ONE, THE COUNTRY CLUB SITE IS A PEDESTRIAN SLASH SCHOOL CROSSING ZONE.

TWO. THERE IS ALREADY A NEW HOTEL AT THE COLONY WEST COUNTRY CLUB, WHICH HASN'T OPENED YET . THREE THE PULTE HOME DEVELOPMENT SITES HAVEN'T BEEN FULLY BUILT.

AND THE TRAFFIC ON NORTHWEST 82ND STREET AND NORTHWEST 80TH AVENUE CONTINUES TO WORSEN . FOUR I'M CONCERNED ABOUT THE LIKELIHOOD THAT OTHER COMMERCIAL BUSINESSES WILL BE ADDED TO THAT SITE IN LANDSCAPING AND MAINTENANCE OF THE PROPERTY HAS NOT BEEN A PRIORITY.

SIX. I'M A HILTON DIAMOND MEMBER AND I HAVE STAYED IN MANY HOME TWO SUITES SLASH HILTON PROPERTIES. NONE OF THEM HAVE BEEN IN THE MIDDLE OF A RESIDENTIAL COMMUNITY.

THIS ONE IS FROM RICHARD ROBBINS.

MY NAME IS RICHARD N.

ROBBINS. I LIVE AT EIGHT SEVEN ONE ONE NORTH WEST SEVENTY SIX COURT AND I'M PRESIDENT OF WOODMONT TRACK 57 HOMEOWNERS ASSOCIATION INC.

MANY OF MY CONSTITUENTS HAVE EXPRESSED DISMAY AT THE THOUGHT OF HAVING A HOTEL LOCATED WITHIN WOODMONT ESPECIALLY AT THE COUNTRY CLUB LOCATION.

THOSE LIVING WITH THEIR BACKS ALONG 81ST STREET ARE MOST CONCERNED ABOUT AN INCREASE IN THE TRAFFIC NOISE BEHIND THEM, MOST ESPECIALLY IN THE EVENING HOURS WHEN THEIR CHILDREN ARE TRYING TO SLEEP.

THE NOISE NOW IS BAD ENOUGH.

ADD A FEW MORE CARS AND IT WILL BE EVEN WORSE.

OUR RESIDENTS IN THE COMMUNITY ARE CONCERNED ABOUT THE OVERALL INCREASE IN TRAFFIC, AS WELL AS THE CALIBER OF VISITORS THAT MAY BE DRAWN TO THE WOODMONT COMMUNITY.

OTHERS QUESTION THE POTENTIAL SUCCESS OF SUCH A VENTURE.

WHAT WILL HAPPEN IF THE HOTEL FAILS AS IT IS CURRENTLY DESCRIBED? IT MAY BECOME A VERY NEGATIVE ATTRACTION FOR AN UNDESIRABLE POPULATION.

IN ADDITION, WOODMONT COUNTRY CLUB, THE OWNER OF THE PROPERTY, HAS FAILED TO LIVE UP TO HIS COMMITMENTS RELATIVE TO THE TWO GOLF COURSES, ETC.

. HOW CAN WE BE EXPECTED TO BELIEVE THAT IT WILL LIVE UP TO ANY COMMITMENTS IN REGARD TO THE REVISED PLAN PETITION.

THE GENERAL ATTITUDE OF THE MEMBERS OF THIS COMMUNITY IS THAT THEY ARE OPPOSED TO A REVISION IN THE SITE PLAN TO ALLOW FOR THE CONSTRUCTION OF A FOUR STORY HOTEL.

THANK YOU FOR YOUR CONSIDERATION.

THE NEXT E-MAIL IS FROM JUAN MANUEL TORRES.

MICHELLE, DEBORAH, MARLON, MIKE AND JULIE.

GOOD EVENING, I RECEIVED A PARTIAL DELIVERY OF THE INFORMATION REQUESTED REGARDING THE PROPOSED WOODMONT HOTEL.

MISSING WERE ALL THE ATTACHMENTS, TEMPORARY RESOLUTION NUMBER ONE THREE THREE EIGHT ZERO SITE PLAN NARRATIVE LOCATION MAP THE MASTER PLAN, OVERALL SITE PLAN.

GROUND FLOOR PLAN.

TRAFFIC IMPACT STUDY.

TRAFFIC STUDY REVIEW.

LANDSCAPE MASTER PLAN, EAST AND NORTH ELEVATIONS.

[01:35:01]

THE AERIAL PHOTOGRAPH IN THE DOCUMENT DEPICTS AN OVERSIZE RED STAR IN THE PROPERTY IN MENTION, BUT NOT A PRECISE LOCATION.

PLEASE KINDLY PROVIDE THE REMAINING DOCUMENTATION.

AND FOR THE RECORD CHAIR THESE DOCUMENTS WERE PROVIDED THIS MORNING THANK YOU. HOWEVER, I WILL CONTINUE, HOWEVER, BASED ON THE INFORMATION I DID RECEIVE, THE ANALYSIS FOCUSED ON THE ARCHITECTURE OF THE PROPOSED FACILITY AND THE TRAFFIC STUDY, NOTHING ELSE.

THE CITY OF TAMARAC'S 2040 STRATEGIC PLAN TAMARAC IS VIBRANT.

THE APPROVAL OF THE MAJOR REVISED SITE WILL PROVIDE AND ENHANCE OPPORTUNITIES FOR AN ACTIVE, HEALTHY AND FUN LIFESTYLE BY PROVIDING AN EXTENDED STAY OPPORTUNITY, WHICH I FIND INTERESTING BECAUSE I'M SURE THE PRIME FOCUS OF THIS GOAL HAD THE RESIDENTS OF THE CITY IN MIND NOT EXTENDED STAY TRANSIENTS.

TRANSIENTS UNLIKE OWNERS OR RENTERS DO NOT HAVE WHAT I LIKE TO CALL SKIN IN THE GAME. THEY DON'T TRULY BELONG TO THE COMMUNITY BECAUSE THEY CAN COME AND GO AS THEY PLEASE. THEY WILL NEVER HONOR AND RESPECT OUR NEIGHBORHOOD, AS WE DO. I WOULD LIKE TO SEE THE DIRECTOR OF COMMUNITY DEVELOPMENT, MAXINE, MAKE A CONNECTION WITH GOAL NUMBER ONE, TAMARAC IS HOME AND GOAL NUMBER TWO TAMARAC IS SAFE AND PEOPLE KNOW IT. IN MY OPINION, PUTTING IN EXTENDED STAY HOTEL IS DIAMETRICALLY OPPOSED TO GOAL NUMBER ONE, TAMARAC IS HOME AND COMPLETELY IGNORES THE IMPLICATION OF HAVING AN EXTENDED STAY TRANSIENTS IN THE HEART OF THE RESIDENTIAL NEIGHBORHOOD, WHICH NEGATES GOAL NUMBER TWO.

TAMARAC IS SAFE AND PEOPLE KNOW IT.

I ALSO DID NOT SEE AN INDEPENDENT ASSESSMENT OF THE CITY'S ORDINANCES, CODE COVENANTS, ETC. TO ENSURE THAT THEY PUT IN THE CITY OF TAMARAC IN A STRONGLY REGULATORY AND ENFORCEMENT POSITION AS IT DEALS WITH AN EXTENDED STAY FACILITY.

THE CONCLUSION ALSO INCLUDES IN A MOUTH WATERING TAX REVENUE PROJECTION OF MILLIONS UPON MILLIONS OVER 50 YEARS.

BUT I SEE NOTHING ABOUT THE RISKS OF ACHIEVING THOSE WONDERFUL FINANCIAL PROJECTIONS AND THE MITIGATION TO ADDRESS THOSE RISKS WHICH ARE STANDARD IN A FINANCIAL PROSPECTUS.

I DON'T KNOW ABOUT YOU, BUT I FIND THOSE PREDICTIONS HARD TO BELIEVE.

THIS IS NO AWARD WINNING DESIGNER GOLF COURSE.

THE 80 PERCENT OCCUPANCY RATE PROJECTIONS WILL NEVER BE ACHIEVED IN A LOW TRAFFIC RESIDENTIAL NEIGHBORHOOD UNLESS THEY COMPROMISE ON WHO THEY LET STAY.

IN THE JUSTIFICATION ITSELF MAXINE STATES IS ADVERTISED AS A HIP, EXTENDED STAY HOTEL EXPERIENCE THAT OFFERS GREAT DEALS AND AFFORDABLE RATES FOR GUESTS.

SO AS PER THE MISSION, THEY WILL COMPETE ON LOWER RATES AND LOW RATES BRING IN ALL KINDS OF CHARACTERS.

MISSING IS ALSO A LAW ENFORCEMENT ASSESSMENT OF THE NATIONAL AND LOCAL TRENDS SEEN IN EXTENDED STAY ARRANGEMENTS AND THE INCREMENTAL COST TO THE CITY OF TAMARAC TO SUPPORT THE PROJECTED TRANSIENT POPULATION BROUGHT IN BY THIS HOTEL.

I ALSO DID NOT SEE AN INDEPENDENT ASSESSMENT OF THE CITY ORDINANCES, CODE COVENANTS, ETC.

[01:40:02]

TO ENSURE THAT THEY PUT THE CITY OF TAMARAC IN A STRONG REGULATORY AND ENFORCEMENT POSITION WITH RESPECT TO THIS EXTENDED STAY HOTEL.

IN SUMMARY, THERE ARE FACTORS THAT HAVE CLEARLY NOT BEING CONSIDERED IN THIS ASSESSMENT THAT ARE OF PARAMOUNT IMPORTANCE TO THE RESIDENTS OF THIS COMMUNITY THAT I RESPECTFULLY REQUEST YOU TO CONSIDER.

I LEAVE YOU WITH THIS SNIP FROM THE CITY OF TAMARAC STRATEGIC PLAN.

BEST REGARDS JUAN MANUEL.

AND THE LAST EMAIL FROM ALAN STODDARD.

THANK YOU FOR TAKING MY COMMENTS IN BRIEF, NO COMMERCIAL ESTABLISHMENT IN THE MIDDLE OF A RESIDENTIAL NEIGHBORHOOD IS A BAD IDEA.

THE INFRASTRUCTURE IMPROVEMENTS NECESSARY WOULD TEAR UP OUR STREETS, CAUSING CONSIDERABLE INCONVENIENCE. IT WOULD ALSO INCREASE LARGE TRUCK AND CAR TRAFFIC, ENDANGERING WALKER BIKERS OUR CHILDREN AND PETS.

AFTER CONSTRUCTION, THERE WILL BE LINEN FOOD SERVICE AND OTHER COMMERCIAL VEHICLES AT ALL TIMES OF THE DAY AND NIGHT, ALSO CUSTOMER TRAFFIC, CAUSING RISK IN THE MIDDLE OF A RESIDENTIAL AREA.

THERE IS A COMMERCIAL PROPERTY AT THE CORNER OF PINE ISLAND AND BY THE SAME DEVELOPER THAT WOULD BE MORE SUITABLE.

ONCE AGAIN, PLEASE SQUASH THIS PROPOSAL FOREVER.

THANK YOU, ALAN STODDARD, EIGHT SIX ONE SEVEN NORTHWEST 82ND STREET WOODMONT TAMARAC FLORIDA. THAT'S IT, MADAM CHAIR.

THANK YOU FOR THE READING INTO THE RECORD.

AT THIS TIME, WE'D LIKE TO RECOGNIZE THE COMMUNITY THAT'S HERE IN THE ROOM WITH US TODAY.

I'D LIKE TO REMIND YOU THAT EACH COMMENT NEEDS TO BE LIMITED TO THREE MINUTES OR LESS.

I'D LIKE TO CALL.

I'M GOING TO CALL THE FOUR OF YOU WHO ARE LOOKING TO SPEAK TO LINE UP OR BE READY TO COME UP, RATHER. RUSS BARAKAT.

GEORGE EXCUSE ME. RUSS BARAKAAT.

GEORGE WE ALREADY HEARD FROM HIM ON THE VIDEO.

RON WASSERMAN AND MR. TORRES, IF YOU'D LIKE TO SPEAK, YOU HAVE THE FLOOR AS WELL.

JUST BE PREPARED TO COME UP AFTER EACH PERSON.

PLEASE PROCEED. THANK YOU, MADAM CHAIR.

MY NAME IS RUSS BARAKAT.

I LIVE AT SEVENTY FIVE SEVENTY NINE NORTH WEST 79TH AVENUE RIGHT ACROSS THE STREET.

I'M PRESIDENT OF BONAIRE CONDOMINIUM.

BONAIRE CONSIST OF TWO HUNDRED AND TWO CONDOMINIUMS, ONE HUNDRED AND FORTY FOUR TOWNHOMES AND THIS IS NOT THE FIRST TIME THAT THE TRIED TO PUT A HOTEL.

2004 THEY PROPOSED THE HOTEL WHERE THE TENNIS COURTS ARE.

2009 2010 THEY PROPOSED THE HOTEL AT THAT TIME AGAIN, THIS TIME THEY'RE TRYING TO DO IT AGAIN. THE PRESENTATION WAS KIND OF NICE, BUT THERE WERE A LOT OF FALSE STATEMENTS THAT WERE IN THERE. COMMISSIONER OF OUR DISTRICT HAD A MEETING AT THE COMMUNITY CENTER OF WHICH OVER TWO HUNDRED AND FIFTY PEOPLE FROM WOODMONT ATTENDED.

NOT ONE PERSON AT THAT MEETING SPOKE UP IN FAVOR OF THE HOTEL.

THE SECOND MEETING WHERE THIS WAS BROUGHT UP WAS AT OUR DISTRICT MEETING, THIS WAS NOT AN AGENDA ITEM YET IT CAME UP NOT ONE PERSON AT THE DISTRICT MEETING, WHICH WAS THE BIGGEST DISTRICT MEETING OF LAST YEAR, SPOKE IN FAVOR OF THE HOTEL.

THE THIRD MEETING THEY HAD WITH MY CONDOMINIUM.

WE FOUND OUT TWO DAYS BEFORE THAT THEY WANTED TO HAVE A MEETING AT THE OLD CLUBHOUSE.

WE HAD OVER SEVENTY FIVE PEOPLE THERE.

NOT ONE PERSON SPOKE UP IN FAVOR OF THE HOTEL.

THEN THEY MET WITH ME AND MY MANAGER AND WE DISCUSSED SEVERAL DIFFERENT THINGS, A WALL TO

[01:45:06]

MAKE US HAPPY AND SOME OTHER THINGS.

THEN THEY HAD ANOTHER MEETING WITH ME.

THEY CALLED ME UP ON A FRIDAY AND THEY WERE GOING TO BE IN TOWN ON A SUNDAY.

WOULD I MEET WITH THEM? I MET WITH THEM. I DROVE AROUND THE WHOLE COMMUNITY.

I EXPLAINED TO THEM THAT ON MY CORNER OF SEVENTY FIFTH AND EIGHTH AVENUE, THERE WAS A SCHOOL ZONE WHERE KIDS UNLOAD AND GET ON AND IF THEY COME ON SEVENTY FIFTH STREET TO GO NORTH, THEY HAD TO STOP AS SOON AS THEY GOT THERE IN ORDER TO GO NORTH ON 80TH AVENUE THEY HAD TO STOMP ON THEIR CAR TO GO FAST.

WHERE, THE EXIT OF THE HOTEL WAS COMING OUT.

YOU ALSO HAVE A FOUR WAY STOP ON SEVENTY FIFTH STREET WHERE IF ANYONE STOPS THEY HAVE TO PUT THEIR FOOT ON THE GROUND ON THE FLOOR TO GO FAST.

SO IT'S A VERY DANGEROUS AREA.

THANK YOU.

NEXT, WE HAVE MR. RON WASSERMANN.

GOOD MORNING TO EVERYONE, MS. CALLOWAY NICE TO SEE YOU.

THIS IS NOT THE FIRST TIME I'VE SPOKEN BEFORE THIS IS BODY AND HERE WE GO AGAIN WITH ANOTHER PROJECT.

WOODMONT THE COUNTRY CLUB HAS BEEN SUCH A BIG PLAYER TO US.

I AM PART OF THE OVERALL WOODMONT PROJECT.

POD E THEY HAVE JUST NOT RESPONDED, AND ESPECIALLY THE COUNTRY CLUB.

HE LEAVES PINE FIVE AS JUST A NO MAN'S LAND DOESN'T CLEAN UP AND HE WILL BE TROUBLE.

HE'S SUING THE CITY RIGHT NOW OVER THE WOODMONT CURE.

WE ALL KNOW THAT AND SOME OF YOU DON'T.

AND I HOPE THE PEOPLE ARE LISTENING.

I HOPE THERE'S A LOT OF YOU THAT ARE LISTENING.

THIS IS SUCH A RIDICULOUS PLAN.

I'LL TALK ABOUT A WHOLE BUNCH OF THINGS REAL QUICKLY.

THREE MINUTES TO SPEAK ABOUT WHAT'S BEEN AILING ME FOR THE LONGEST TIME.

LET'S TALK ABOUT CRIME.

HE SAYS, WELL, GET IN TOUCH WITH YOUR CITY COMMUNITY POLICING.

ARE YOU KIDDING ME? ARE YOU KIDDING ME? CONSTRUCTION.

PEOPLE WHO SURROUND THIS PROJECT BE WORRIED ABOUT DUST DEBRIS CODE VIOLATIONS.

WE'VE HAD THEM ALL.

WOODMONT IS UNCOOPERATIVE.

IT'S AS SIMPLE AS THAT.

WE'VE BEEN A TWENTY TWO YEAR RESIDENT I'M POD E.

YOU BROUGHT A CAR PATH THAT BELONGS TO WOODMONT TWENTY FEET FROM MY HOME.

AND NOW YOU WANT TO CONSIDER THIS FOR THESE GOOD PEOPLE.

FOR THOSE OF YOU LISTENING THIS IS NOT THE PROJECT AND FOR THE BUILDERS, IS THIS JUST ANOTHER HOTEL IN YOUR GROUP OF HOTELS THAT YOU OWN? IS THIS A RACE ON HOW MANY HOTELS THIS GROUP CAN OWN? IT IS FOR A LOT OF OTHER GROUPS.

AND ONE PERSON SAID IT CORRECTLY.

WHEN HAS ANYONE GONE TO A HOME 2 SUITE THAT'S IN THE MIDDLE OF A COMMUNITY.

NEVER, NEVER, NEVER, NEVER, NEVER.

AND I'VE TRAVELED A LOT TOO.

MY VOICE IS LOUD BECAUSE I'VE HAD TO COME BEFORE MY CITY MEET WITH MY CITY MANAGER, MEET WITH MY MAYOR. NOTHING.

DON'T BE FOOLED.

WE WERE PROMISED A LONG TIME AGO.

I'VE BEEN DEALING WITH WOODMONT FOR THREE AND A HALF YEARS.

THIS PROJECT I HAVE 20 SECONDS.

TALK ABOUT LANDSCAPING.

THEY PROMISED ALL EVERYTHING THAT LOT IS AS BARE AS CAN BE.

I LIVE OFF A SOUTH GATE.

IT'S AS BARE AS CAN BE.

AND BROWARD COUNTY HAS GOTTEN ON TO THEM FOR ABOUT ENVIRONMENTAL ISSUES FOR TWO YEARS.

THEY FOUGHT US TWO YEARS.

[01:50:06]

THANK YOU FOR YOUR TIME.

LIKEWISE. THANK YOU. MR. TORRES, WOULD YOU LIKE TO SPEAK? OK. GOOD MORNING.

I'M NOT GOING TO REPEAT WHAT I ALREADY COMMENTED ON MY EMAIL, BUT FIRST I WANT TO SAY THAT I REALLY WANT TO MEET THE SALESPERSON WHO SOLD TO HILTON THIS PROJECT BECAUSE THEY CAN REALLY SELL AN ESKIMO A REFRIGERATOR.

THIS IS A RESIDENTIAL AREA.

I DON'T KNOW HOW THEY CAN REALLY EXPECT THAT THIS WOULD BE A COMMERCIALLY VIABLE OPERATION. BUT LET'S PUT THAT ASIDE.

WHAT I SEE HAPPENING HERE IS THAT THEY'VE DONE AN EXCELLENT JOB AT PROPOSING A BEAUTIFUL BUILDING. THEY'VE DONE A TRAFFIC ANALYSIS.

BUT AT THE END OF THE DAY, THIS IS LIPSTICK ON A PIG.

YOU ARE PUTTING A HOTEL AN EXTENDED STAY TO MAKE MATTERS WORSE, IN A RESIDENTIAL NEIGHBORHOOD. AND IT'S PERSONAL TO ME BECAUSE I LIVE HERE.

I LIVE JUST STEPS AWAY FROM THIS PROPOSED HOTEL AND I HAVE A THREE YEAR OLD SON.

I DON'T KNOW IF ANY OF YOU LIVE IN THE AREA IF YOU HAVE CHILDREN OR GRANDCHILDREN, BUT DO YOU REALLY WANT A TRANSIENT TO BE LOOKING OUT THE WINDOW WHILE YOUR SON IS GOING TO THE BUS STOP? HAVE YOU SEEN THAT INTERSECTION? I ASK YOU AND I STILL HAVE TIME, SO I WANT A RESPONSE.

DO YOU REALLY WANT POTENTIALLY A CREEP TO TARGET YOUR CHILDREN OR YOUR GRANDCHILDREN? HOTELS HAVE NO BUSINESS LADIES AND GENTLEMEN, IN A RESIDENTIAL NEIGHBORHOOD.

I SPEAK, AS I SAID IN MY MESSAGE, BECAUSE I HAVE SKIN IN THE GAME I BOUGHT.

I INVESTED IN WOODMONT AND I LOVE MY NEIGHBORHOOD.

I LOVE MY CITY.

PLEASE DO NOT CHANGE THE CHARACTER AND THE NATURE OF MY COMMUNITY.

FROM A SAFETY PERSPECTIVE.

HAS ANYBODY TALKED TO THE SHERIFFS NEXT DOOR TO YOU ABOUT THE LIABILITIES, ABOUT THE ISSUES ASSOCIATED WITH THIS EXTENDED STAY.

OFFICERS HAVE YOU BEEN CONTACTED ABOUT YOUR OPINIONS OF THE IMPLICATIONS OF HAVING AN EXTENDED STAY AND THE PEOPLE THAT IT BRINGS? HAVE YOU? OK, SO THEY'RE NOT GOING TO ANSWER, BUT THEY DO SERVE OUR COMMUNITY.

BUT I BEG YOU, THE FIGURES, I KNOW THAT TAX REVENUE CAN SOUND APPEALING, THESE MOUTH-WATERING PROJECTIONS, BUT THEY'RE NOT TRUE.

THEY'RE GOING TO SELL. THE HOTEL IS GOING TO FAIL.

IT'S GOING TO BE AN EYESORE.

AND THEN WE WILL HAVE TO DEAL WITH THIS.

THE CITY, THE RESIDENTS, PLEASE BE CAREFUL.

WE PUT OUR TRUST IN YOU.

THANK YOU. THANK YOU.

WOULD YOU LIKE TO SPEAK AS WELL? FINALLY, IS THERE ANYONE IN THE AUDIENCE WHO WOULD LIKE TO SPEAK THAT DID NOT SIGN UP.

OK, IT LOOKS LIKE THERE ISN'T.

I WOULD LIKE TO CLOSE THE FLOOR TO PUBLIC COMMENT AT THIS TIME.

AND BOARD, WE'VE ALREADY MADE OUR COMMENTS, DO WE HAVE ANY QUESTIONS OR ANY COMMENTS THAT YOU'D LIKE TO MAKE BEFORE WE VOTE.

YES CAN WE TAKE FIVE MINUTES BREAK. CAN WE.

YES, I'M OK WITH THAT.

IS THAT OK WITH YOU? FIVE MINUTES BREAK. YOU JUST HAVE TO GO ON THE RECORD AND STATE WE'RE GOING ON A FIVE RECESS. AT THIS TIME I'D LIKE TO GO ON THE RECORD.

WE'RE GOING TO TAKE A FIVE MINUTE BREAK.

PLEASE BE BACK AT 11:06.

OKAY, WE'RE GOING TO RECONVENE.

IT IS NOW 11:07.

THANK YOU FOR YOUR WE WERE JUST ABOUT TO TAKE COMMENT FROM THE BOARD.

IF THERE ARE ANY ADDITIONAL COMMENTS, QUESTIONS, DOES ANYONE HAVE ANYTHING THAT THEY'D LIKE TO BRING UP OR SAY? YES. CAN YOU HEAR ME NOW? YES. YEAH, I HAVE A QUESTION TO ROB.

YES SIR. I UNDERSTAND JUST TO BE CLEAR THAT THIS IS A PERMITTED USE.

CORRECT. IN THE DISTRICT ZONE AND IT JUST REQUIRED A SPECIAL EXCEPTION AND THEY NEED TO

[01:55:03]

MEET THE CONDITION OF THAT SPECIAL EXCEPTION.

NOW, I HAVE A QUESTION REGARDING THE SEPARATION, BECAUSE BASED ON WHAT I HEARD FROM THE PUBLIC AND THE RESIDENTS AND BY THE WAY, I DO LIVE IN THE NEIGHBORHOOD JUST I DRIVE BY 75 STREET EVERY DAY TWICE GOING TO WORK AND COMING BACK.

SO WAS IT CONSIDERED EVER BECAUSE WE ALWAYS HAVE SEPARATION BETWEEN DIFFERENT USES.

AND EVEN THOUGH WE HAVE THE GOLF COURSE AND THE HOUSE WAS IT CONSIDERED TO SEPARATE THE HOTEL WAS MAYBE A WALL, A SIX FOOT WALL OR SOMETHING.

JUST TO CREATE SOME KIND OF A SEPARATION WE ALWAYS DO BETWEEN DIFFERENT USES.

YES, THERE WAS NO WALL REQUIRED OF THE USE AND PARTICULARLY BECAUSE YOU HAVE THE GOLF COURSE AND BACK. SO THEY WANT THE VIEW OF THE GOLF COURSE.

YEAH, BECAUSE I DO UNDERSTAND AGAIN THEY MEET ALL THE REQUIREMENTS, BUT I WONDER IF ADDING SUCH A THING WILL PROVIDE A SENSE OF SECURITY, WHICH WE ALWAYS DO IT AGAIN WHEN WE SEPARATE RESIDENTIAL FROM COMMERCIAL USES OR EVEN FROM SCHOOLS, WE SEPARATE RESIDENTIAL FROM THE SCHOOL, WE DO BUILD A SIX FOOT WALL.

IS THAT SOMETHING THAT COULD BE CONSIDERED? AND MAYBE THAT WOULD BE A QUESTION TO THE APPLICANT TO KIND OF PROVIDE SOME SENSE OF SECURITY TO THE NEIGHBORS.

SO I GUESS MY FIRST QUESTION WAS TO ROB, AND HE'S SAYING THERE IS NO CODE REQUIREMENTS TO BUILD A WALL. SO NOW I'M GOING TO THE APPLICANT AND SAYING WOULD THAT SOMETHING THAT WOULD BE CONSIDERED TO HAVE SOME SENSE OF SECURITY TO THE RESIDENTS.

THANK YOU. WE HAVE LOOKED AT SEPARATION AND BY PUSHING THE BUILDING AND YOU KNOW TYPICALLY A HOTEL LIKE THIS.

CAN YOU HEAR ME? YES.

TYPICALLY, A HOTEL LIKE THIS MIGHT BE AT THE STREET OFTEN IS, BUT WE INTENTIONALLY HAVE PUSHED THIS AND THEN THE PARKING BEHIND.

WE WOULD SAY, YOU PREFER THAT.

BUT, YOU KNOW, IN DEFERENCE TO THE NEIGHBORHOOD COMMUNITY, WE HAVE DELIBERATELY PUSHED THIS BACK AS FAR AS WE COULD.

AND WITH THE TREES THERE, WE HAVE ENOUGH SUFFICIENT SEPARATION TO THE STREET AND THE COMMUNITY. SO, NO, WE'RE NOT INTENDING TO PUT UP A WALL.

I'M HAPPY TO SAY WHAT I'M GOING TO SAY A LITTLE LATER, BUT I'D LIKE TO RESPOND TO SOME OF THE COMMENTS THAT WERE MADE.

AND I WONDER, MADAME CHAIR, WHETHER I'LL HAVE AN OPPORTUNITY TO DO THAT.

I WILL ALLOW THAT.

I WOULD LIKE TO ALLOW THE BOARD TO ASK THEIR QUESTIONS AND COMMENTS FIRST AND THEN AFTER THAT WILL ALLOW THAT AND THEN WE'LL MOVE FORWARD TO VOTE.

OF COURSE. OK, CAN I ADD TO THE WALL DISCUSSION.

SURE. WITH THE SITE PLAN BECAUSE THE NATURE OF THE SITE WE'RE SORT OF FITTING INTO THE MIDDLE OF THE SITE, WE DON'T OWN THE ENTIRE SITE WE'RE PURCHASING A SMALL PORTION OF THE SITE AND IT ONLY FRONTS UNDER THE STREET.

RIGHT. THE BACK HALF OF IT IS THE GOLF COURSE.

SO IN BEHIND US IS THE GOLF COURSE.

SO THERE'S NOT REALLY AN OPPORTUNITY TO PUT UP A FENCE FOR SECURITY PURPOSES.

THE INTENTION IS TO ALLOW THE USES LIKE COEXIST. RIGHT. WE USE THE BANQUET HALL.

THEY USE THE HOTEL, THE SITE.

WE ARE LIKE IF YOU LOOK AT THE DIMENSIONS ON OUR SITE PLAN, WE ARE TWO HUNDRED AND FORTY FEET AWAY FROM THE FRONT PROPERTY LINE.

THERE'S ANOTHER THIRTY FEET OF BOULEVARD.

THEN YOU HAVE THE STREET, WHICH IS I THINK 40 TO 60 FEET WIDE.

I DIDN'T MEASURE IT, BUT GIVE OR TAKE.

SO WE'RE PROBABLY THREE HUNDRED FEET AWAY FROM THE CLOSEST HOUSE ACROSS THE STREET FROM US. ON THE BACK SIDE OF US WE'RE TWO HUNDRED FEET TO THAT PROPERTY LINE AND THEN YOU HAVE THE GOLF COURSE AND THEN YOU HAVE THE BACKYARD OF THAT RESIDENCE.

SO THERE'S A SIGNIFICANT SEPARATION ON THE LEFT HAND SIDE.

SEVENTY FIVE, I THINK IT'S SEVENTY FIVE.

IT'S I THINK IT WAS THREE HUNDRED AND SIXTY FEET TO THAT SIDE.

PLUS YOU HAVE THE TWO SETS OF TENNIS COURSES PLUS LANDSCAPING PLUS THE STREET, THEN THEIR BACKYARDS, THEN THE RESIDENCE.

YOU CAN SEE THERE'S QUITE A SEPARATION FROM US TO THEM.

WE COULDN'T BE ANY FURTHER AWAY, TO BE HONEST.

YEAH. AGAIN, THE CONCERN IS NOT SEPARATION.

THE CONCERN IS WHAT'S THE AND I'M VERY FAMILIAR WITH EXACTLY WHERE YOU ARE AND WHERE THE TENNIS COURTS ARE. WHAT STOPS SOMEBODY FROM JUST WALKING FROM THE HOTEL TO THE BACKYARD OF SOME OF THESE HOMES? THE DIFFERENCE BETWEEN YOU AND THE GOLF COURSE, IT'S A PRIVATE CLUB, SO AT LEAST PEOPLE WHO ARE THERE, THERE'S A RECORD OF THEM.

BUT WHAT STOPS SOMEBODY FROM WALKING FROM YOUR CLUB, I'M NOT TALKING ABOUT SEPARATION, I'M TALKING ABOUT SECURITY, WHICH, AGAIN, IN THE CITY OF TAMARAC, WE DO IT.

[02:00:03]

WHENEVER WE HAVE RESIDENTIAL ABUT EVEN THOUGH THERE IS A GOLF COURSE, BUT IT'S PEOPLE WALK ALL THE TIME CAN WALK IN THE GOLF COURSE.

SO THE SIX FOOT IS NOT A QUESTION OF SEPARATION.

IT'S A QUESTION OF PROVIDE SOME SENSE OF SECURITY TO THE NEIGHBORS.

THAT AND IT'S TYPICALLY A DETERRENT FROM SOMEBODY FROM THE HOTEL TO JUST WANDER.

IF I CAN ANSWER THAT, YOU KNOW, WHETHER THERE WAS A WALL ON THE LITTLE PART OF THE SITE THAT BELONGS TO THE HOTEL OR THERE WASN'T A WALL, SOMEBODY WHO REALLY WANTED TO COULD WALK THROUGH THE ROAD OR WALK THROUGH THE PARKING LOT OF THE COUNTRY CLUB AND GO WHEREVER THEY WANTED. WE HAVE NOT THERE IS NO EVIDENCE THAT THE COUNTRY CLUB OR THE GOLFERS AND THEN THEY LEAVE. AND THE SAME IS FOR THE HOTEL.

THEY ARE COMING THERE TO BE TO PARTICIPATE WITH IN GOLF AND TENNIS TO USE THE AMENITIES AND THEY LEAVE. SO, YOU KNOW, THE CONCERN ABOUT SECURITY IS MISPLACED.

THERE IS ABSOLUTELY NO EVIDENCE THAT A HILTON HOTEL GENERATES A CRIME AND PEOPLE WANDERING OVER THE NEIGHBORHOODS AND SO ON.

AGAIN, I'M NOT INTENDING TO ARGUE WITH YOU HERE, BUT THE CODE OF THE CITY OF TAMARAC THE ZONING CODE OF THE CITY OF TAMARAC REQUIRED WHEN YOU HAVE A STRAIGHTFORWARD RESIDENTIAL NEXT TO A SCHOOL, NEXT TO A COMMERCIAL USE, IT REQUIRES SIX FOOT REQUIRES A CERTAIN BUFFER REQUIREMENTS.

HOWEVER, BASED ON THE CODE, YOU'RE NOT REQUIRED TO DO IT.

SO I'M JUST ASKING A SPECIFIC QUESTION.

AND WOULD YOU BE WILLING TO DO SUCH A THING THAT MIGHT MAKE IT MORE ACCEPTABLE TO THE COMMUNITY AND ITS YES OR NO? THEN WE CAN MOVE TO OTHER BOARD QUESTIONS.

I JUST WANTED TO TRY TO PROVIDE SOMETHING.

NO. OK.

OK, THANK YOU. DID WE HAVE ANY OTHER CESAR.

YES, MADAM CHAIR I HAVE ONE QUESTION AND WE TOUCHED ON THIS JUST A MOMENT AGO REGARDING CRIME. AND MAYBE THIS IS AN INDUSTRY WIDE TYPE OF QUESTION YOU MAY OR MAY NOT HAVE AN ANSWER TO, BUT HOW DO YOU RESPOND TO THE ISSUE OF SEXUAL PREDATORS WHO MIGHT GO TO A HOTEL OR, YOU KNOW, GET A ROOM FOR A COUPLE OF NIGHTS, BE IT A HILTON HOLIDAY INN OR WHATEVER? BECAUSE IT SOUNDS LIKE IT'S A CONCERN OF THE NEIGHBORS WHO MIGHT ALSO WANT TO BE CONCERNED ABOUT THEIR OWN NEIGHBORS IN THE HOME NEIGHBORHOOD, I DON'T KNOW IF THERE'S BEEN ANY SEARCHES FOR, YOU KNOW, WHAT KIND OF SEXUAL PREDATORS LIVE IN THE NEIGHBORHOOD, I DON'T KNOW THAT ONE WAY OR THE OTHER.

BUT HOW DO YOU RESPOND TO THAT QUESTION, THAT CONCERN? IS THAT AIMED AT IS THE QUESTION AT ME.

YES, SIR. YES, SIR.

I'M SORRY. YOU KNOW, THERE IS FIRSTLY THAT IS AN INFLAMMATORY STATEMENT THAT HAS NO EVIDENCE, AS YOU ARE INDICATING.

IF THERE ARE SEXUAL PREDATORS, THERE ARE SEXUAL PREDATORS IN THE COMMUNITY.

SURELY, YOU KNOW, AND WE'RE NOT INDICATING THAT WE SHOULD RAISE ALL THE HOUSES AROUND US SO THAT, YOU KNOW, ONE COMMUNITY, LET'S SAY BONAIRE HAS NOW LIVES IN AN OASIS, YOU KNOW, WITH NOBODY ELSE THERE.

SO IT IS PURELY INFLAMMATORY.

THERE IS ABSOLUTELY NO EVIDENCE THAT A HOTEL LIKE THIS WILL GENERATE, YOU KNOW, SEXUAL PREDATORS. AGAIN, WE HAVE TO GO BACK TO THE USAGE OF THE HOTEL.

THESE ARE GOLFERS WHO ARE COMING TYPICALLY WITH HIGHER INCOMES, WHO ARE COMING TO PLAY GOLF. THEY'RE NOT COMING THERE BECAUSE THEY'RE UNEMPLOYED ON LOW INCOME OR LOW WELFARE ON DRUGS, ET CETERA.

AND THEY ARE USING THE HOTEL TO ATTEND THE WEDDING.

THEY ARE USING THE HOTEL TO, YOU KNOW, AS PART OF A TENNIS PACKAGE.

THEY ARE USING THE HOTEL BECAUSE THEY'RE A HILTON MEMBER AND WANT TO BE AT THE HILTON HOTEL. HALF OF THE USERS WILL BE HILTON POINTS YOU KNOW, PEOPLE WHO HAVE HILTON HONORS CARDS. SO, YOU KNOW, I THINK WE NEED TO LOOK AT THE USAGE OF THE GUESTS.

AND IT IS NO DIFFERENT THAN YOUR GENERAL PUBLIC.

THANK YOU. THANK YOU.

ALL RIGHT, I KNOW THAT THIS WAS COVERED IN THE PRESENTATION, BUT I JUST WANTED TO ASK

[02:05:03]

IN ABOUT A YEAR AND A HALF.

OK, AND THE COMMUNITY CLUBHOUSE IS GOING TO BE USED IN CONJUNCTION WITH THE HOTEL.

YES. OK, I JUST WANTED TO CLARIFY THAT.

IT LOOKS LIKE WE DON'T HAVE ANY FURTHER QUESTIONS FROM THE BOARD.

MADAM CHAIR I HAVE ONE QUESTION.

SORRY.

AND THIS IS A QUESTION FOR STAFF, IS IT CORRECT THAT THE CURRENT DEVELOPER'S AGREEMENT IN PLACE FOR WOODMONT HAS ALWAYS CONTEMPLATED A HOTEL IN THIS LOCATION? OR IS THAT INCORRECT? THAT IS INCORRECT.

THE ZONING IS APPROPRIATE.

I THINK THE DEVELOPER OR THE OWNER OF THE PROPERTY MIGHT HAVE CONTEMPLATED THAT.

HOWEVER, THE DEVELOPMENT AGREEMENT DOES NOT SPEAK SPECIFICALLY ON A HOTEL, NOR DOES IT ALLOW A HOTEL SPECIFICALLY IN THE DEVELOPMENT AGREEMENT.

SO, OK, THANK YOU.

THANK YOU. ANY FURTHER QUESTIONS AND OR COMMENTS FROM THE BOARD? OK. LOOKS LIKE WE'RE GOING TO CONCLUDE THAT SECTION AND MOVE ON TO THE VOTE.

I'D LIKE TO MAKE A MOTION TO APPROVE ITEM NUMBER ONE, THE WOODMONT HOTEL, MAJOR REVISION SITE PLAN. DO I HAVE A MOTION TO APPROVE? ITEM NUMBER ONE CORRECT.

IT'S ITEM NUMBER ONE. MADAM CHAIR, BEFORE YOU CONTINUE, ARE YOU CALLING FOR A MOTION OR WERE YOU INTENDING TO MAKE THE MOTION? EXCUSE ME? I DID CONFUSE THAT.

I WAS LOOKING TO CALL FOR THE MOTION.

OK. I'M CALLING FOR THE MOTION.

I WILL SO MOVE. OKAY. THAT WAS I CAN'T SEE YOUR FACE.

THAT WAS OK.

ERIC DO WE HAVE A SECOND. FOR FURTHER DISCUSSION PURPOSES, I'LL SECOND THAT MOTION.

OK, THANK YOU. NIKOLE CLEARE.

NAY. HOLD ON JUST A SECOND.

JUST A QUESTION. THIS IS A MOTION FOR THE SITE PLAN APPROVAL.

FOR ITEM NUMBER ONE SITE PLAN APPROVAL.

BUT I'M GOING TO SAY NAY.

PROBABLY ASK IF THERE'S ANY MORE DISCUSSION FROM THE BOARD BEFORE YOU CALL THE ROLL.

SO WE'VE DISCUSSED ITEM NUMBER ONE THAT WE'VE TALKED ABOUT, THE SITE PLAN REVISION.

DOES ANYONE ON THE BOARD HAVE ANY QUESTIONS, CONCERNS ABOUT ITEM NUMBER TWO, WHICH IS THE SPECIAL EXCEPTION? I CAN SEE YOU I'LL ADDRESS YOU IN A SECOND HERE.

THE SITE PLANS.

MADAM CHAIR BEFORE YOU GO AHEAD, I'M SORRY FOR INTERRUPTING, BUT YOU INDICATED I WOULD HAVE AN OPPORTUNITY TO RESPOND TO THE COMMENTS FROM THE AUDIENCE, AND I HAVE NOT HAD THAT OPPORTUNITY. MAY I HAVE THAT OPPORTUNITY TO BRIEF YES. OK.

MY APOLOGIES YES. SO THERE WERE MANY COMMENTS MADE AND I'M JUST GOING TO TOUCH ON, YOU KNOW, A FEW KEY ONES.

OTHERWISE WE'RE ALL GOING TO BE HERE A LONG TIME.

SO, YOU KNOW, THE FIRST POINT, IF I CAN SUMMARIZE THE CONCERNS.

THE FIRST CONCERN IS THAT THE HOTEL WILL FAIL.

THE CLUBHOUSE SINCE IT OPENED HAS BEEN FULL AND THE OWNER HAS BEEN INDICATING THAT THERE ARE MANY, MANY, MANY PEOPLE WHO WOULD LOVE TO STAY IN THAT HOTEL NEXT DOOR.

AND SO WE CERTAINLY BELIEVE THAT OUR PROJECTIONS THAT WERE DONE BY AN INDEPENDENT COMPANY, REVIEWED BY HILTON, APPROVED BY HILTON FOR THIS SITE, WOULD STAND IN TERMS OF THE SUCCESS OF THE PROJECT.

THERE HAS NOT BEEN IN THREE HUNDRED AND EIGHTY FOUR HILTONS A FAILURE.

HILTON CHOOSES ITS PROPERTIES, ITS OPERATORS, ET CETERA, EXTREMELY CAREFULLY.

SO THERE CERTAINLY IS NO EVIDENCE, DESPITE THE RHETORIC ABOUT THIS BEING THE FIRST ONE TO FAIL OR THAT IT WILL FAIL.

THE ISSUE OF ROOM RATES AGAIN, ROOM RATES ARE ONE HUNDRED AND FIFTY DOLLARS UP AND NOT FIFTY DOLLARS. AND SO AGAIN, THERE HAVE BEEN STATEMENTS THAT ARE INFLAMMATORY, BUT NOT BASED ON ANY EVIDENCE AT ALL.

THE PEOPLE WHO STAY IN THIS EXTENDED STAY HOTEL, IT IS ACTUALLY BETTER THAT WE HAVE AN EXTENDED HOTEL STAY HOTEL THAN A TRANSIENT HOTEL, HAVE AN IMMEDIATE POSITIVE IMPACT ON

[02:10:02]

THE NEIGHBORHOOD COMMUNITY, ON RESTAURANTS, STORES, DRY CLEANERS, ETC.

SO THAT'S BUSINESS FOR THE LOCAL COMMUNITY.

WE HAVE HAD, AGAIN, RHETORIC AROUND SEX OFFENDERS ABOUT ALL KINDS OF COMMENTS MADE, BUT WITH NO EVIDENCE AT ALL.

THERE WAS REFERENCE TO THE SCHOOL CROSSING.

THE SCHOOL IS ON A BUSY ROAD RIGHT NOW.

I'M NOT SURE THAT IS THE BEST LOCATION FOR THE SCHOOL, BUT THAT REALLY HAS NOTHING TO DO WITH THE HOTEL AT ALL.

IT'S WAY FAR AWAY.

AND THE SCHOOL AND SURROUNDING AREA WAS STUDIED CAREFULLY BY EXPERTS.

AND THE HOTEL DOES NOT ADD ANYTHING IN TERMS OF OR POSE A DANGER BECAUSE OF ADDED TRAFFIC TO THE SCHOOL. THE JUST ONE OR TWO OTHER COMMENTS.

THERE WAS A COMMENT MADE ABOUT OTHER RETAIL AND SERVICES BEING ADDED.

AS I MENTIONED, THIS IS THE LAST PIECE IN THE MASTER PLAN THAT WAS APPROVED FOR GOING IN.

SO THERE IS NO INTENT TO ADD ANYTHING ELSE, YOU KNOW, TO THE SITE.

THE GOLF COURSE OWNER HAS ACTUALLY BEEN VERY RESPONSIBLE IN TAKING OVER A GOLF COURSE THAT WAS FAILING AT ONE POINT IN RESURRECTING THE GOLF COURSE AND PUTTING IN A CLUBHOUSE, IN REPAVING THE ROADS, IN REDOING THE CURBS, WHICH ARE ALREADY DONE AHEAD OF US.

AND THE CONCERN ABOUT RIPPING OUT THE ROADS, ET CETERA.

ALL OF THAT INFRASTRUCTURE IS ALREADY IN PLACE WHEN THE CLUBHOUSE WAS BEING BUILT.

WE WILL JUST BE PIGGYBACKING OFF THAT.

SO THERE IS NO OTHER MAJOR INFRASTRUCTURE THAT IS PLANNED FOR THE ROADS.

THIS IS A LIMITED SERVICE.

WE DON'T HAVE A RESTAURANT ON OUR SITE.

SO, YOU KNOW, THE SAME NUMBER OF TRUCKS THAT COME TO SERVICE THE BANQUET HALL THAT EXISTS TODAY WILL BE THE SAME NUMBER OF TRUCKS THAT COME TOMORROW TO SERVICE THE BANQUET HALL, WHICH IS IN THE CLUBHOUSE.

AND LASTLY WE ARE NOT DEVELOPERS WITHOUT SKIN IN THE GAME.

WE HAVE OUR SAVINGS AND OUR LIFE SAVINGS INTO THIS PROJECT BECAUSE WE BELIEVE IN THE COMMUNITY. THIS IS ACTUALLY AN EXCELLENT LOCATION.

THERE ARE OTHER HILTONS IN A NUMBER OF LOCATIONS, FOR EXAMPLE, IN CHANDLER, ARIZONA, RIGHT ACROSS A RESIDENTIAL COMMUNITY AND ACROSS THE MONTESSORI IN BUCKEYE PHENIX, ACROSS THE COMMUNITY AND ACROSS THE HIGH SCHOOL.

THEY HAVE BEEN NO ISSUES WITH ANY OF THE RHETORIC OR INFLAMMATORY RHETORIC THAT WAS THROWN OUT ABOUT THE IMPACT OF THIS.

SO HAVING IT IN A NEIGHBORHOOD ADJACENT TO RECREATIONAL FACILITIES ENSURES THAT THE PROJECT IS ACTUALLY SUCCESSFUL AS WELL AS ENSURE ITS LONG TERM VIABILITY OF THE GOLF COURSE, THAT IS ALL IN OUR COMMUNAL INTERESTS.

SO I DON'T WANT TO ADDRESS ALL THE POINTS THAT ARE MADE, BUT I JUST WANTED TO MAKE THESE KEY POINTS BEFORE YOU VOTE.

AND THANK YOU FOR THE OPPORTUNITY TO DO THAT.

WE'RE NOT ABLE TO ADDRESS YOUR COMMENT AT THIS TIME.

TORRES, WE'VE HEARD YOUR COMMENT BOTH ON THE VIDEO AS WELL AS IN PERSON, AND WE'VE TAKEN THAT INTO CONSIDERATION.

RESPECTFULLY, WE'D LIKE TO MOVE FORWARD.

THANK YOU. CHAIR. RIGHT NOW, WE HAVE A MOTION AND A SECOND.

SO THIS IS I GUESS, DISCUSSION OR ANY OTHER QUESTIONS AT THIS POINT.

ALL RIGHT. SO I HAVE A QUESTION FOR THE FOLKS REPRESENTING THE HOTEL, NOW'S NOT THE TIME TO ASK.

HOWEVER, OK. IF IT'S HELPFUL TO I JUST WANT A POINT OF CLARIFICATION JUST FROM MY OWN BENEFIT, SIR.

GENTLEMEN. THE DRAW TO THE COMMUNITY ISN'T ABOUT A HOTEL HILTON WANTED TO SET UP IN A NEIGHBORHOOD THE DRAW IS THE COUNTRY CLUB, THE GOLF COURSE, THE TENNIS COURTS.

I GUESS WHAT I'M GETTING AT IS WHAT IS THE RELATIONSHIP? CAN YOU TELL US ABOUT THE RELATIONSHIP, IF ANY, THAT WILL EXIST BETWEEN THE COUNTRY CLUB AND THE HOTEL? SURE, THE HOTEL IS COMPLETELY SEPARATELY OWNED AND THE LAND ON WHICH IT SITS WILL BE SEVERED FROM THE COUNTRY CLUB.

[02:15:04]

THERE IS ALSO AN AGREEMENT FOR SHARED USE BECAUSE THE CLUBHOUSE, INSTEAD OF DUPLICATING THE BANQUET HALL AND OTHER FACILITIES THAT ARE ALREADY EXISTENT IN THE CLUBHOUSE, THE HOTEL CAN MAKE USE OF THOSE SAME FACILITIES.

SO THERE IS A SHARED AGREEMENT, A SHARED USE AGREEMENT ALREADY WORKED OUT AND TABLED WITH THE CITY AS REQUIRED FOR US TO BE ABLE TO USE, FOR EXAMPLE, COMMON IRRIGATION, COMMON ROADS, COMMON UTILITIES AND THE FACILITIES, ACCESS TO THE FACILITIES, THE GOLF COURSE AND THE TENNIS COURTS FOR HOTEL GUESTS.

SO THERE IS A SHARED USE RELATIONSHIP, BUT OTHERWISE THE OWNERSHIP IS COMPLETELY SEPARATE AND COMPLETELY INDEPENDENT.

THANK YOU MADAM CHAIR.

THANK YOU. YES.

I JUST HAVE A QUESTION TO THE STAFF, BECAUSE I JUST REALIZED NOW IT'S SEPARATE OWNERSHIP, NOW THEY'RE APPROVAL BASED ON THE FACT THAT THEY ARE USING THE RESTAURANT, THE BAR AND WHATEVER THE CODE REQUIRED.

SO WHAT KIND OF AGREEMENT THEY HAVE AND LET'S SEE IF ONE OF THEM SELL THE PROPERTY.

HOW CAN WE MAKE SURE THAT WHOEVER OWNS THE HOTELS OR THE CLUBHOUSE IN THE FUTURE WILL COMPLY. IS IT GOING TO BE TIED TO THE PROPERTY OR.

YES, IT'S TIED TO THE PROPERTY.

SO IF THE GOLF COURSE WAS SOLD AND THERE WERE ANOTHER OWNER, THEY INHERIT THE RIGHTS WE HAVE AS THE HOTEL OWNER TO USE THE, YOU KNOW, TO USE THE CLUBHOUSE FACILITIES AND VICE VERSA. YEAH.

AND JUST TO ECHO THAT, IT'S A MASTER UNIFIED AGREEMENT SIMILAR TO A UNITY OF TITLE, BUT OPERATES A BIT DIFFERENTLY.

THEY ARE SHARING INFRASTRUCTURE, AS MENTIONED, AND OTHER FACILITIES BETWEEN EACH OTHER.

SO ANY FUTURE BUYER WOULD TAKE SUBJECT TO THAT AGREEMENT.

SO THAT AGREEMENT WOULD BE RECORDED.

AND IF THE HOTEL IS SOLD IN THE FUTURE, WOULD TAKE SUBJECT TO THAT AGREEMENT VICE VERSA, IF THE BANQUET FACILITY AND THAT PROPERTY IS SOLD IN THE FUTURE WOULD TAKE SUBJECT TO THAT AGREEMENT. THAT IS A CONDITION OF THE MAJOR REVISED SITE PLAN.

OK.

THANK YOU, THANK YOU. HOPEFULLY THAT HAS HELPED TO CLARIFY AND ALLOW US TO MAKE OUR DECISIONS.

IN CONTINUANCE, I'D LIKE TO WE'VE ALREADY MADE A MOTION TO VOTE ON ITEM NUMBER ONE, THE MAJOR REVISION, MAJOR REVISED SITE PLAN OF THE WOODMONT HOTEL.
