Any member of the public may speak to any issue that is not agendized for public hearing at this meeting. Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute aggregate time limit for this item. Any member of the public wishing to comment publicly on any matter, including on items on the agenda, may submit their comments by email to cityclerk@tamarac.org. All comments submitted by email, that if read orally, are three minutes or less shall be read into the record. All comments submitted by email shall be made part of the public record. Public comments may also be submitted online, during the meeting, through Facebook Live. Members of the public may also register online at https://www.tamarac.org/signup. Individuals who register will be contacted by telephone at the appropriate time during the meeting to offer their public comments.

When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial hearing that has been properly noticed for that matter.

d.TR13513 - FY 2021 Annual Wastewater Pump Purchase
A Resolution of the City Commission of the City of Tamarac, Florida, designating Hydra Service, Inc., as a Sole Source Provider for pumps and appurtenances utilized at sixty-four (64) city wastewater pump stations, and to authorize expenditures for the purchase of pumps and appurtenances from Hydra Service, Inc., for an amount not to exceed $95,000 for fiscal year 2021; providing for conflicts; providing for severability; and providing for an effective date.

A Resolution of the City Commission of the City of Tamarac, Florida, designating Cues, Inc., as a sole source provider for upgrades to the wastewater video van camera system; authorizing expenditures for said purpose from Cues, Inc., for an amount not to exceed $74,656.00; providing for conflicts; providing for severability; and providing for an effective date.

f.TR13526 - Award of Contract to Meals on Wheels for Senior Feeding Program with County CARES Funds
A Resolution of the City Commission of the City of Tamarac, Florida, approving the agreement and authorizing the appropriate city officials to execute an agreement with Meals On Wheels South Florida to provide administration of the Seniors Feeding Program with CARES Act Funds received through Broward County, attached hereto as Exhibit “A”, in accordance with the City’s Code of Ordinances, Section 6-148(b) Sole and Single Source Procurement Standards, for an amount not to exceed $154,000; providing for conflicts; providing for severability; and providing for an effective date

g.TR13527 - Award of Contract to T-Mobile for Unemployment Connectivity Program with County CARES Funds
A Resolution of the City Commission of the city of Tamarac, Florida, approving the agreement and authorizing the appropriate city officials to execute an agreement with T-Mobile  for the Connectivity for Employment Support  Program, funded with CARES Act dollars received through Broward County, attached hereto as Exhibit “A”, in accordance with the city’s Code of Ordinances, Section 6-148 entitled “Exclusions and Exceptions To Bid and Proposal Requirements”, specifically Section 6-148(I) Waiver of Procurement Procedures, for an amount not to exceed $75,000; providing for conflicts; providing for severability; and providing for an effective date.

a.TR13509 - Jeff Ellis Agreement Amendment #5

A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the appropriate City officials to execute Agreement Amendment #5 between the City of Tamarac and Jeff Ellis Management, LLC, exercising the option to renew the agreement to provide Swimming Pool Management Services for the Caporella Aquatic Center and Water’s Edge Park, at a cost of $349,983.90 annually, plus shared revenues, for a two-year period effective January 1, 2021 – December 31, 2022; approving funding from the appropriate accounts; providing for conflicts; providing for severability; and providing for an effective date.

b.TR13515 - Award of Bid No. 20-12B for Citywide Tree Trimming Services
A Resolution of the City Commission of the City of Tamarac, Florida, awarding Bid No. 20-12B to and approving an Agreement with Superior Landscaping and Lawn Services, Inc. (“Superior”) for Citywide Tree Trimming Services; based on established contract fixed unit prices; authorizing annual expenditures not to exceed $399,634.00 including annual price escalation / de-escalation per Bid No 20-12B; authorizing proper City Officials to execute contract renewals; authorizing an additional appropriation in the amount not to exceed $288,463.00 to be included in a future budget amendment pursuant to F.S.  166.241(2); providing for conflicts; providing for severability; and providing for an effective date.

A Resolution of the City Commission of the City of Tamarac, Florida, approving Task Authorization No. 21-03D and authorizing the appropriate City Officials to execute Task Authorization No. 21-03D with Stantec Consulting Services, Inc. To provide professional design, permitting and construction phase related services, attached hereto as Exhibit “A”,  for the university Drive Overpass Public Art Project in accordance with the city's Consulting Engineering agreement as authorized by resolution no. A Resolution of the City Commission of the City of Tamarac, Florida, approving the renewal of the Agreement with Cigna, authorizing the appropriate City officials to execute the agreement with Cigna, providing for Stop Loss insurance; providing for conflicts; providing for severability; and providing for an effective date.
f.TR13518 - Dental Insurance Renewal
A Resolution of the City Commission of the City of Tamarac, Florida, approving the renewal of the Agreement with Cigna, authorizing the appropriate City officials to execute the agreement with Cigna, providing for a Dental Insurance program, and to make certain modifications to the program for employees and retirees; providing for the continuation of the existing cost allocation of the Dental Insurance premium between the City and employees; providing for conflicts; providing for severability; and providing for an effective date.
g.TR13519 - Vision Insurance Program Implementation
A Resolution of the City Commission of the City of Tamarac, Florida, approving the Agreement with Cigna and authorizing the appropriate City officials to execute the agreement with Cigna, providing for a voluntary Vision Insurance program, and to make certain modifications to the program for employees and retirees; providing for conflicts; providing for severability; and providing for an effective date.
