THANK YOU AT THE TIME, I'D LIKE TO ASK COMMISSIONER GELIN IF HE'D LEAD US IN THE PLEDGE OF ALLEGIANCE. I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS, ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.

[1. Procedures for Virtual Meetings]

PROCEDURES FOR VIRTUAL MEETINGS.

GOOD AFTERNOON. CAN YOU HEAR ME? HI QUENTIN. HI. MR. MORGAN OUR CITY ATTORNEY. CAN YOU HEAR AND SEE ME? OK, THANK YOU. SO AS YOU ALL ARE USED TO NOW, THIS MEETING IS TAKING PLACE VIRTUALLY.

ON MARCH 20TH OF THIS YEAR GOVERNOR RON DESANTIS SIGNED EXECUTIVE ORDER 20-69, WHICH HAS BEEN EXTENDED A FEW TIMES SINCE THEN, SUSPENDING THE REQUIREMENT THAT A PHYSICAL QUORUM BE PRESENT IN ORDER TO CONDUCT THE MEETING BY CITY COMMISSION.

THE ORDER FURTHER AUTHORIZES CITY THE CITY COMMISSION TO UTILIZE COMMUNICATIONS MEDIA TECHNOLOGY, ALSO KNOWN AS CMT, WHICH IS WHAT WE'RE UTILIZING TODAY, CONSISTENT WITH CHAPTER 120 OF THE FLORIDA STATUTES TO CONDUCT THE MEETING.

THIS ISN'T LIKE OUR TYPICAL COMMISSION MEETINGS THAT YOU HAD OVER THE LAST SEVERAL MONTHS. SO IT'S GOING TO BE A LITTLE DIFFERENT IN THAT THE BEGINNING PORTION OF THE MEETING, WHICH WE'RE IN RIGHT NOW, IS OPEN PUBLICLY AND HAS BEEN NOTICE PURSUANT TO THE REQUIREMENTS OF CHAPTER 120 FOR VIRTUAL MEETINGS CONSISTENT WITH THOSE AND WITH THE CMT REQUIREMENTS FOR THE CITY.

BECAUSE THIS IS A MEETING PURSUANT TO THE LABOR LAWS OF 447, THE MAJORITY OF THE MEETING WILL TAKE PLACE OUTSIDE OF THE SUNSHINE AND THAT'S CONSISTENT WITH THE CHAPTER 447 65 FOR THE EXEMPTION UNDER THE SUNSHINE LAW, WHICH WILL ALLOW YOU TO ENGAGE IN DISCUSSIONS REGARDING LABOR NEGOTIATIONS AND LABOR ISSUES WITH LABOR COUNCIL AT THAT TIME.

AT THE CONCLUSION OF THE DISCUSSION AND AT THE CLOSED SESSION, THE EXECUTIVE SESSION, YOU WILL COME BACK OPEN TO THE PUBLIC.

AND AS FAR AS OUR AGENDA IS CONCERNED, THE ONLY ITEM OF BUSINESS THAT WILL REQUIRE ROLL-CALL VOTE IS THE VOTE FOR ADJOURNMENT.

AND AT THE CONCLUSION OF THAT, WE WILL CONCLUDE THE THANK YOU SO. ARE THERE ANYTHING ELSE AT THIS TIME.

WE'RE GOING TO MOVE INTO THE PROCEDURES FOR A CLOSED DOOR SESSION THAT YOU.

[2. Procedures for a Closed-Door Session]

NO AT THE APPROPRIATE TIME, WE WILL NOTIFY THE IT DEPARTMENT THAT WE WILL BE GOING INTO THE EXECUTIVE SESSION, THE RECORDING OF THE MEETING WILL CEASE AND THE MEETING WILL BE SUBJECT TO NO DISCLOSURE OF PUBLIC RECORDS.

IT WILL BE EXEMPT FROM THE SUNSHINE AND FROM RECORDS LAW PURSUANT TO THE STATUTE.

AND UNDERSTANDING IS THAT THIS EVERYTHING HERE IN THE NEXT SESSION IS CONFIDENTIAL AND NOT CORRECT. EVERYTHING SHOULD BE CONFIDENTIAL.

AND WHAT IS SAID HERE STAYS HERE, SO TO SPEAK.

WELL, THANK YOU VERY MUCH. AND AT THIS TIME THEN WE WILL NOW CLOSE THE OPEN PORTION OF THE MEETING AND THOSE WHO ARE NOT MEETING. OUR IT DEPARTMENT WILL ALSO EXIT TEAMS, STOP RECORDING AND DISPLAY POWERPOINT SLIDES REGARDING OUR CLOSED DOOR SESSION IN PROGRESS AND REFERENCE THE FLORIDA STATUTES WHILE WE CONTINUE TO DO OUR WEBSTREAM IN ACCORDANCE TO THE RULES.
