Any member of the public may speak to any issue that is not agendized for public hearing at this meeting. Speakers will be limited to three minutes during this item and at public hearings. There will be a thirty (30) minute aggregate time limit for this item. Any member of the public wishing to comment publicly on any matter, including on items on the agenda, may submit their comments by email to cityclerk@tamarac.org. All comments submitted by email, that if read orally, are three minutes or less shall be read into the record. All comments submitted by email shall be made part of the public record. Public comments may also be submitted online, during the meeting, through Facebook Live. Members of the public may also register online at https://www.tamarac.org/signup. Individuals who register will be contacted by telephone at the appropriate time during the meeting to offer their public comments.

When an issue has been designated as quasi-judicial, public remarks shall only be heard during a quasi-judicial hearing that has been properly noticed for that matter.

The Chair at this time will announce those items that have been given a specific time to be heard, and will entertain motions from the Commission members to table those items that require research. The Commission may agendize by majority consent matters of an urgent nature which have come to the Commission's attention after publication.

A Resolution of the City Commission, of the City of Tamarac, Florida, authorizing a four-week consecutive period (July 19, 2020 – August 16, 2020) during which time the City Commission will not schedule any regular meetings pursuant to Section 4.06(A) of the City Charter; providing for conflicts; providing for severability; and providing for an effective date.

a.TR13445 - Award Design RFP for the Water Treatment Plant Control Building

A Resolution of the City Commission of the City of Tamarac, Florida, awarding RFQ No. 20-01Q to and approving an agreement with CPZ Architects, Inc. for the Design of the Water Treatment Plant Control Building at a contract cost of $2,014,019.00, a contingency in the amount of $201,400.00 (10% of the contract cost) will be added to the project account, for a total project budget of $2,215,419.00; authorizing an additional appropriation in the amount not to exceed $815,419.00 to be included in a future budget amendment pursuant to F.S. 166.241(2)providing for conflicts; providing for severability; and providing for an effective date.

b.TR13446 - East Side Water Main Extension Project
A Resolution of the City Commission of the City of Tamarac, Florida, awarding RFQ No.20-03Q to and approving an agreement with Eckler Engineering, Inc. for the Engineering Design, Permitting and Construction Administration Services for the East Side Distribution Expansion Project at a contract cost of $708,600.00, an allowance in the amount of $376,200.00 will be added to the project account, for a total project budget of $1,084,800.00; providing for conflicts; providing for severability; and providing for an effective date.

c.TR13450 - Voluntary Separation Incentive Plan (VSIP)
A Resolution of the City Commission of the City of Tamarac, Florida, authorizing the establishment of a Voluntary Separation Incentive Plan offering separation incentive benefits to eligible employees meeting certain City service requirements or meeting City service and pension vesting requirements for a normal, unreduced pension or retirement benefit; authorizing appropriate City officials to execute and administer the Plan; providing for the appropriation of funds; providing for conflicts; providing for severability; and providing for an effective date.

a.TO2432 - Ordinance Extending the Woodlands Overlay District Termination Date to Sunset and Terminate Three (3) Years After the Effective Date of the Land Development Code

An Ordinance of the City Commission of the City of Tamarac, Florida extending the Woodlands Overlay District termination date, amending Chapter 10 of the City of Tamarac  Code of Ordinances, entitled “Land Development Code” by amending Article 2, entitled “Zoning Districts” by specifically amending  Section 10-2.7(C), entitled “Woodlands Overlay District”, to sunset and terminate the Woodlands Overlay District on July 12, 2021 three years after the effective date of the City of Tamarac Land Development Code, in conformity with the City of Tamarac Comprehensive Plan; providing for codification; providing for conflicts; providing for severability; and providing for an effective date.

The City Commission may consider and act upon such other business as may come before it. In the event this agenda must be revised, such revised copies will be available to the public at the City Commission meeting.
