EXCELLENT. ALL RIGHT, LADIES AND GENTLEMEN, WE ARE GOING TO CALL THIS SEPTEMBER 19TH,

[CALL TO ORDER:]

[00:00:06]

TWENTY SPECIAL COMMISSION MEETING TO ORDER.

AND CITY CLERK, PLEASE CALL THE ROLL.

PLEASE TURN OFF YOUR AUDIO OR YOUR COMPUTER AUDIO OR FACEBOOK WHEREVER YOU LOOK.

LOGGING IN. SHOULD THEY BE USING THEIR HEAD SETS? WOULD THAT BE EASIER SO WE WOULDN'T HEAR HIM? OH, YOU'RE ON THE PHONE. OK. ALL RIGHT.

PLEASE CALL THE ROLL.

GOOD AFTERNOON. VICE-MAYOR BOLTON.

GOOD AFTERNOON. AND THERE, GOMEZ.

GOOD AFTERNOON. IF EVERYONE WOULD, PLEASE STAND FOR THE PLEDGE ALLEGIANCE.

I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC PUBLIC FOR WHICH IT STANDS.

ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.

[1. Status of current operations]

THANK YOU. AT THIS TIME TO TURN THIS MEETING OVER TO OUR CITY MANAGER.

THANK YOU, MADAM MAYOR. SO WE WANTED TO DO A COUPLE OF THINGS TODAY.

THE FIRST THING WE WANTED TO DO WAS TO JUST UPDATE ALL OF YOU AS A GROUP ABOUT EVERYTHING THAT HAS BEEN TRANSPIRING FOR THE LAST, I'LL SAY, TWO WEEKS.

AS WE'VE GOTTEN PREPARED.

CAN YOU HEAR ME OK? LIVEAND.

OK. AS WE'VE GOTTEN AS WE'VE GOTTEN PREPARED FOR THIS CRISIS AND THEN THERE'S YOU HAVE TWO THINGS ON YOUR AGENDA.

NUMBER ONE, WE DO HAVE A CITY COMMISSION WORKSHOP AND MEETINGS SCHEDULED FOR NEXT WEEK.

AND WE HAVE FUTURE.

YOU KNOW, WE HAVE FUTURE MEETINGS ON THE CALENDAR THAT WE NEED TO GET CANCELED.

AND WE'VE DISCUSSED THIS BEFORE.

YOU KNOW, WE WE HAVE A PROCEDURE FOR CALLING A CITY COMMISSION MEETING, BUT WE TRULY DON'T IN THE CODE HAVE REALLY A WAY TO CANCEL THEM WITHOUT YOU ALL GETTING TOGETHER AND CANCELING A MEETING. AND SO WE'D LIKE TO TRY TO ADDRESS THAT ON A GOING FORWARD BASIS, AT LEAST DURING THIS CRISIS.

I'VE GOT OBVIOUSLY THE DEPARTMENT DIRECTORS ARE HERE AND I ASK THEM TO COME AND SPEAK SPECIFICALLY TO SOME OF THE THINGS THAT ARE GOING ON IN THEIR DEPARTMENTS, BOTH THINGS THAT WE'VE DONE UP TO THIS POINT AND THINGS THAT WE ARE CONTEMPLATING DOING OPERATIONALLY. AND JUST WANT YOU TO KNOW THAT AS FAR AS THE OPERATIONS OF THE CITY ARE CONCERNED, WE ARE PROCEEDING WITH ALL THE THINGS THAT WE NEED TO PROCEED WITH.

YOUR ROOM, YOUR FIRST RESPONDERS, YOUR POLICE AND FIRE ARE DOING WHAT THEY NEED TO DO.

OUR PUBLIC SERVICES, PEOPLE ARE DOING WHAT THEY NEED TO DO WITH WATER, WITH WASTEWATER, STORM WATER. THE PARKS EMPLOYEES ARE ARE DOING EVERYTHING THAT THEY NEED TO BE DOING.

THE THE, YOU KNOW, BACK OF A HOUSE, PEOPLE ARE I.T.

FOLKS, THE FINANCE PROFESSIONALS, OUR HUMAN RESOURCES PROFESSIONALS, EVERYONE THAT, YOU KNOW, NEEDS TO NEEDS TO BE DOING SOMETHING IS DOING SOMETHING.

AND WE ARE. I'LL SAY DISPERSING THE FLEET, SO TO SPEAK.

WE ARE MOVING TO, YOU KNOW, SCHEDULE MODIFICATIONS WHEREIN WE HAVE EMPLOYEES THAT ARE GOING TO BE WORKING FROM HOME OR TELECOMMUTING IS THIS THEY CALL IT THESE DAYS.

WE HAVE OTHER FOLKS THAT ARE GOING TO BE ALTERNATING DAYS SO THAT PEOPLE AREN'T HERE AT THE SAME TIME. YOU KNOW, WE'VE GOT AN OPERATIONAL PLAN IN PLACE.

IT IS A LITTLE BIT DIFFERENT IN EACH DEPARTMENT.

BUT, YOU KNOW, WE'VE DONE THIS BEFORE.

CLEARLY, THIS IS NOT A HURRICANE EXERCISE, BUT FOR THE PURPOSES OF IMPLEMENTING A STAFFING PLAN, IT IS IT IS ACTUALLY SIMILAR.

THE ONLY CHALLENGE THAT WE FACE IS THAT WE KNOW THAT AT SOME POINT IN THE IN THE NEAR FUTURE, OUR EMPLOYEES ARE GOING TO BEGIN TO GET SICK AND WE'RE GOING TO HAVE TO, YOU KNOW, DISPERSE WORK IN SUCH A WAY THAT WE CAN CONTINUE TO GET THE WORK OF THE CITY DONE.

AND I BELIEVE THAT THE DEPARTMENT DIRECTORS HAVE DONE A GOOD JOB UP TO THIS POINT OF PLANNING FOR THAT CITY HALL.

OUR CITY FACILITIES OBVIOUSLY ARE CLOSED AT THIS TIME TO THE PUBLIC THERE.

WE ARE STILL WORKING, BUT THEY ARE CLOSED TO THE PUBLIC.

THERE'S STILL A LOT GOING ON IN THE CITY IN TERMS OF CONSTRUCTION, IN TERMS OF ACTIVITIES AND WHATNOT.

AND WE'RE GOING TO TALK A LITTLE BIT ABOUT THAT LATER.

YOU KNOW, THERE'S THERE'S STILL A LOT HAPPENING AND THERE'S A LOT THAT'S THAT'S GOING TO HAPPEN. OUR OUR PARKS REMAIN OPEN.

GREG'S GOING TO TALK TO YOU ABOUT SOME OF OUR CLOSURE PLANS.

[00:05:01]

YOU KNOW, IN A LITTLE BIT THAT'S BEING COMPLICATED BY THE FACT THAT OUR NEIGHBORS ARE STARTING TO CLOSE THEIR PARKS, WHICH IS GOING TO PUT MORE PRESSURE ON ON OUR OWN SYSTEM.

YOU KNOW, WHEN WHEN WE IF OUR PARKS REMAIN OPEN.

SO, YOU KNOW, THERE'S JUST THERE'S A LOT GOING ON.

THERE'S A LOT TO DO.

THE YOU KNOW, THE THE EMPLOYEES ARE BEING CHALLENGED RIGHT NOW IN WAYS THAT THEY HAVEN'T BEEN CHALLENGED BEFORE.

EVERYONE'S TAKING EVERYTHING IN STRIDE.

PEOPLE ARE KEEPING CALM AND KEEPING THEIR COOL.

YOU KNOW WHAT? WE ARE GOING TO BE MOVING TO A VERY DIFFERENT WORK SCHEDULE.

YOU KNOW, PRETTY MUCH BEGINNING AT THE END OF THE DAY TODAY.

AND THAT'S GOING TO DO.

THAT'S GOING TO DO SOME THINGS THAT YOU SHOULDN'T NOTICE.

AND THE COMMUNITY ACTUALLY SHOULD NOTICE, BUT IT'LL RELIEVE SOME OF THE TENSION THAT OUR EMPLOYEES ARE EXPERIENCING RIGHT NOW.

AND, YOU KNOW, THE REALITY IS, IS THAT WE'VE NEVER FACED ANYTHING LIKE THIS IN OUR LIFETIMES. AND, YOU KNOW, OUR EMPLOYEES ARE GREATLY IMPACTED PERSONALLY.

YOU KNOW, WITH THEIR FAMILIES, YOU KNOW, PEOPLE ARE CONCERNED ABOUT, YOU KNOW, WHAT THIS WILL MEAN FINANCIALLY.

THERE ARE ALL KINDS OF IMPLICATIONS TO THIS THAT WE'VE TRIED TO TAKE INTO CONSIDERATION.

BUT THERE ARE SO MUCH THAT'S OUTSIDE OF OUR CONTROL AT THIS POINT.

YOU KNOW, WE'RE WE'RE JUST GOING TO HAVE TO GO WITH IT AND DO WHAT WE HAVE TO DO.

YOU KNOW, AT THIS POINT, WE ARE GETTING GOOD GUIDANCE FROM THE FROM THE GOVERNOR'S OFFICE. YOU KNOW, THE COUNTY IS IS IS DOING ITS BEST.

YOU KNOW, WE HAVE A FRIEND IN THE EMERGENCY MANAGEMENT ARENA AND JARED MOSKOWITZ, WHICH IS NICE. YOU KNOW, WE ARE AS WELL SITUATED AS WE CAN BE UNDER THE CIRCUMSTANCES, KNOWING WHAT WE KNOW. YOU KNOW, THE CHALLENGES, NOT KNOWING WHAT WE DON'T KNOW.

AND THERE'S A LOT OF THAT RIGHT NOW.

SO, YOU KNOW, WITH THAT, I'LL JUST ASK.

WE'VE GOT SEVERAL OF OUR DEPARTMENT DIRECTORS HAVE JUST SOME BRIEF PRESENTATIONS WE WANT TO GIVE TO YOU. SO, YOU KNOW, YOU KNOW WHAT WHAT WE'RE DOING AND HOW WE'RE HANDLING SOME THINGS THAT I THINK WE'LL START WITH.

CLAUDIO, GRAND DAY, OUR BUILDING OFFICIAL, IF YOU'D BE SO.

IF YOU'D BE SO KIND, CLAUDIO.

GOOD AFTERNOON, MADAME MAYOR, VISE MAYOR, COMMISSIONERS.

FOR THE RECORD, CLAUDIO GRANDA, BUILDING DIRECTOR, BUILDING CHIEF BUILDING OFFICIAL, JUST WANTED TO GIVE YOU A LITTLE UPDATE OF WHAT OUR DEPARTMENT HAS BEEN DOING SINCE YESTERDAY WHEN WE CLOSED OUR DOORS TO THE PUBLIC.

AS YOU KNOW, OUR DEPARTMENT IS ELECTRONICALLY SUFFICIENT WHERE WE DO PERMITS ONLINE AND DO PLAN REVIEW ONLINE AND SO FORTH.

SO EVEN THOUGH WE CLOSE OUR DOORS TO THE PUBLIC, OUR STAFF HAS BEEN WORKING NORMALLY, PROCESSING PERMIT, PROCESSING PAYMENTS AND DOING EVERYTHING THAT WE DO ON A DAILY BASIS.

THE ONLY THING THAT CHANGED WAS THAT WE'RE NOT INTERACTING WITH THE CUSTOMERS IN OUR LOBBY AS OF YESTERDAY.

THAT WAS UP TO TODAY.

AND THEN TOMORROW WE'RE GOING TO START ON A ON US SMALLER SCALE SCHEDULE OF EMPLOYEES.

WE'RE GOING TO BE TELL A WORKING FROM HOME.

MOST OF OUR EMPLOYEES NOW ARE GOING TO BE WORKING FROM HOME IN OR SOME OF THEM HAVE CITY LAPTOPS THAT THEY'LL BE ABLE TO USE AND SOME WILL BE USING THEIR OWN COMPUTERS AT HOME.

BUT WE'LL BE PROCESSING THE SAME AMOUNT OF WORK THAT WE DO IN OUR OFFICE FROM HOME.

OUR INSPECTORS STARTING TOMORROW AGAIN, THEY'RE NOT GOING TO BE.

THEY'RE GOING TO BE CONTINUING DOING INSPECTIONS FOR THE MAJOR PROJECTS THAT WE HAVE IN THE CITY, TAMARACK VILLAGE, ALL THE RESIDENTIAL PROJECTS.

FIRE STATION, COLONY WEST AND PULTE AND THE OTHER HIDDEN TRAIL IN MENLO PARK.

WE'RE GOING TO BE CONTINUING DOING THOSE INSPECTIONS.

BUT THE DIFFERENCE IS THAT THEY'RE NOT GOING TO BE COMING INTO THE BUILDING DEPARTMENT ANYMORE BECAUSE THEY HAVE THEIR OWN TABLETS THAT THEY CAN ACCESS THE INSPECTION PROCESS THROUGH THAT. ALTHOUGH BE DOING WILL BECOME INTO THE COMPOUND, GETTING INTO THEIR CITY VEHICLES, GOING OUT, DO THE INSPECTIONS.

WHEN THEY'RE DONE, THEY COME IN, THEY GET BACK IN THEIR VEHICLES AND THEY GO HOME.

SO THEY'RE NOT EVEN ENTERING THE BUILDING APARTMENT ANYMORE.

EVERYTHING'S BEEN DOING REMOTELY.

OTHER THAN THAT, YOU KNOW, AS I SAID, THE CUSTOMERS ARE STILL ABLE TO SUBMIT PERMITS ONLINE. WE'RE GOING TO BE HAVING OUR PHONES TRANSFERRED TO OUR CELL PHONES FOR THOSE OF THAT ARE WORKING OFF THEIR HOME.

THEY'LL BE ABLE TO RECEIVE THE CALLS THAT GO INTO THE BUILDING APARTMENT TO THEIR CELL PHONES AT HOME SO THEY CAN BE ANSWERING QUESTIONS AND AND INTERACTING WITH THE CUSTOMERS VIA PHONE OR VIA E-MAIL, EVEN THOUGH THEY'RE WORKING FROM THE HOMES.

SO BASICALLY ARE OUR PROCESSING AND OUR SYSTEM IS GOING TO BE LIKE IF NOTHING HAPPENED,

[00:10:02]

WE'D JUST BE WORKING REMOTELY.

WHAT ABOUT INSPECTIONS FOR RESIDENTIAL? THAT'S ANOTHER THING THAT I WANTED TO MENTION.

WE HAVE DECIDED THAT WE'RE NOT DOING ANY RESIDENTIAL INSPECTIONS, THAT THAT REQUIRES FOR THE INSPECTORS TO GO INTO THE HOME.

AND ALSO, IF THEY'RE DOING SOME TYPE OF COMMERCIAL OR INTERIOR ALTERATION, EVEN IF IT'S COMMERCIAL, IF IT'S A BUSINESS THAT IT'S, YOU KNOW, OPEN TO THE PUBLIC.

WE'RE NOT DOING THOSE INSPECTION.

IF IT'S A BUSINESS THAT IT'S EMPTY AND ONLY THEY'RE DOING THE WORK, THEN WE'LL DO THAT TYPE OF INSPECTION. BUT ANYTHING THAT RELATES INTERACTING WITH CUSTOMERS OUT OTHER THAN THE BIG JOBS THAT WE'RE DOING, WE HAVE CANCELED THOSE INSPECTIONS AND WE'RE TELLING THE CUSTOMERS NOT TO SCHEDULE ANYTHING, AT LEAST FOR NOW, UNTIL THE END OF MARCH.

AND THEN WE'LL WE'LL MAKE A DECISION AFTER MARCH AND APRIL.

WHAT ARE WE GOING TO DECIDE FURTHER THAN THAT? BUT AS OF AS OF TOMORROW OR ACTUALLY AS OF TODAY, WE ADVISE ALL THE CUSTOMERS THAT HAD INTERIOR INSPECTIONS THERE WERE GOING TO BE CANCELED.

THANK YOU. CAN VICE-MAYOR QUESTION.

I'M SORRY. I'M SORRY. THAT'S OKAY.

SORRY. SORRY. FOR THOSE WHO MAY BE WATCHING.

WE ARE DISTANCING OURSELVES HERE.

AND SO OUR PARLIAMENTARIAN BUTTONS ARE A LITTLE BIT OFFSET OF LIKE A THANK YOU VERY MUCH.

CAN YOU TELL ME WHAT ABOUT RESIDENTIAL CUSTOMERS? LET'S SAY A ROOF INSPECTION.

IS THAT OUTSIDE? WILL THAT HAPPEN? YES. NOW WE'RE CONTINUING DOING THE ROOF INSPECTIONS.

ALL THE ROOFING CONTRACTORS KNOW THAT THEY CAN SUBMIT THEIR PERMANENT ONLINE SITE THEY'VE BEEN DOING UP TO NOW.

AND WE ARE DOING THOSE TYPE OF INSPECT ANYTHING THAT ISN'T EXTERIOR FOR A RESIDENTIAL LIKE A DRIVEWAY FENCE ALL REROUTES.

WE'RE DOING ALL THOSE INSPECTIONS.

THE ONLY THING THAT WE'RE DOING IS WE'RE NOT ENTERING INTO THE RESIDENTS HOME.

SO A LOT OF THE RESIDENT IS IN THE MIDDLE OF A REMODEL AND LET'S SAY THEY'RE AT THE ELECTRICAL STAGE AND WE'RE NOT GOING TO GO IN TO INSPECT.

SO THAT KIND OF PUTS A CRIMP IN THEIR PLAN.

THEY NEED ELECTRIC.

WHAT DO WE DO IN A CASE LIKE THAT? WELL, THAT THE FACT THAT THEY'RE DOING REMODELING DOESN'T MEAN THAT THEY DON'T HAVE ELECTRICITY IN THEIR HOUSE.

THEY MAYBE HAVE A PORTION OF IT THAT THEY DON'T BECAUSE THEY'RE IF THEY'RE DOING AN ADDITION AND ALL THEY'RE DOING IS THE ELECTRICAL AND THE ADDITION.

WELL, OBVIOUSLY, THEY CAN OCCUPY THE ADDITION BECAUSE IT'S NOT COMPLETED.

BUT THEY DO HAVE POWER IN THE HOUSE ON A CASE BY CASE.

WE'LL LOOK AT THAT TYPE OF INSPECTION.

IF IT'S SOMETHING THAT IT'S AN EMERGENCY OR IT'S SOMETHING THAT IS SAFETY.

THEN WE CAN ACCOMMODATE.

BUT IT'S ON A 1 TO 1 BASIS.

WE JUST DON'T WANT TO OPEN UP SO ANYBODY CAN SCHEDULE START SCHEDULING INSPECTIONS BECAUSE THEY'RE DOING A REMODELING OR SOMETHING THAT THEY FIGURED THAT IT'S AN EMERGENCY FOR THEM. WHAT WAS THE DAY YOU SAID YOU WERE CUTTING OFF INSPECTIONS YESTERDAY? ON WEDNESDAY WHEN WE DECIDED TO CLOSE THE CITY.

WE CALL ALL THE ALL THE RESIDENTIAL INSPECTIONS THAT WE HAD ON THE TICKET FOR YESTERDAY.

WE CALLED THEM AND WE CANCELED THOSE UNTIL WHAT DATE? SO RIGHT NOW, UP TO MAY 30, MARCH THIRTY FIRST YEAR.

BUT AGAIN, WE DON'T KNOW WHAT'S GOING TO HAPPEN IN THE NEAR FUTURE.

SO I'M FULLY LEGIT.

THANK YOU. THANK YOU, COMMISSIONER FISHMAN AND COMMISSIONER.

GO ON. ANY QUESTIONS? NONE SO FAR. THANK YOU.

NO QUESTION. THANK YOU.

THANK YOU. THANK YOU.

YOU SEE YOUR MANAGER, YOUR NEXT DEPARTMENT HEAD.

NEXT, I THINK WE'LL HAVE GREG WARNER COME UP.

GOOD AFTERNOON, MAYOR VICE-MAYOR.

MEMBERS OF THE COMMISSION, FOR THE RECORD, GREG WARNER, DIRECTOR OF PARKS AND RECREATION AND WANTED TO PROVIDE YOU WITH AN UPDATE AS FAR AS SOME THINGS THAT ARE HAPPENING WITH BOTH RECREATION PROGRAMING AND FACILITIES.

AS WE MOVE FORWARD AND SOME OF THE THINGS THAT ARE YOU SHOULD BE AWARE OF AT THIS POINT THAT WE'VE TAKEN SOME ACTIONS WITH.

WE HAVE SUSPENDED ALL PROGRAMING AT ALL OF OUR FACILITIES.

WE'VE CANCELED ALL EVENTS THROUGH THE MONTH OF APRIL.

WE HAVE SUSPENDED ALL ATHLETIC PROGRAMS, BOTH YOUTH AND ADULT PROGRAMS. UNTIL FURTHER NOTICE, THE VETO'S TAX PROGRAM THAT TAKES PLACE AT BOTH THE COMMUNITY CENTER AND THE RECREATION CENTER HAS BEEN SUSPENDED.

[00:15:03]

AND THAT IS SOMETHING THAT THE.

ORGANIZATION THAT OFFERS THAT HISPANIC UNITY.

THEY CONTACTED US TO SUSPEND THOSE, SO ALL OF THEIR ALL THEIR LOCATIONS ARE BEING SUSPENDED FOR THAT FOR THAT SERVICE.

THE COMMUNITY CENTER AND RECREATION CENTER HAS BEEN CLOSED TO THE PUBLIC.

WE STILL HAVE STAFF WORKING THERE.

THE FITNESS CENTER WE HAVE CLOSED THE SPRING BREAK CAMP THAT WAS SUPPOSED TO START THIS COMING MONDAY HAS BEEN HAS BEEN CANCELED.

AND AS WELL AS PUBLIC SERVICES STAFF HAS BEEN OUT IN THE PARKS AND THEY ARE THEY'VE MOVED TO A TWO TIMES PER DAY JUST DISINFECTING THE RESTROOMS OUT IN THE PARKS AND WANT TO LET YOU KNOW UPFRONT.

THE BROWARD COUNTY PARKS AND RECREATION DIRECTORS FROM 24 DIFFERENT CITIES HAVE BEEN VERY ACTIVE IN SHARING INFORMATION.

I DO HAVE A LISTING OF WHAT ALL THOSE 24 MUNICIPALITIES HAVE BEEN DOING AND WE'VE BEEN KIND OF REACTING AS WELL AS COMMUNICATING WHAT WE'VE BEEN DOING WITH ALL THOSE MUNICIPALITIES. SO EVERYBODY'S REMAINS PRETTY CONSISTENT.

THERE ARE SOME SOME DIFFERENCES THERE, BUT A LOT OF THIS INFORMATION AND A LOT OF THESE CLOSINGS WE HAVE DONE HAVE BEEN COMMUNICATED AND ARE IN RESPONSE TO WHAT OTHER MUNICIPALITIES ARE DOING.

SO SOME OF THE RECENT ACTIONS THAT WE HAVE TAKEN AND A LOT OF THESE THINGS ARE HAVE BEEN DONE TODAY AND WE'LL BE STARTING TOMORROW WITH THIS.

ONE THING IS WE MADE THE DECISION THIS MORNING TO SUSPEND THE FARMERS MARKET, WHICH TAKES PLACE ON SUNDAYS AND SUSPEND THAT UNTIL FURTHER NOTICE.

SO THAT WILL NOT BE TAKING PLACE.

THE WE ARE CLOSING OUR POOL BEGINNING TOMORROW TO THE PUBLIC AND THE POOL THIS WEEK WITH THE KIDS OUT OF SCHOOL MONDAY.

I THINK WE HAD 15 PEOPLE IN TUESDAY 10 AND THEN WEDNESDAY 6.

SO THERE'S NOT A BIG, BIG ATTENDANCE THERE.

BUT IT WAS TIME THAT WE CLOSED THAT FACILITY.

SO WE DON'T HAVE ANY GATHERING GATHERING THERE.

AND WE ARE ALSO TOMORROW'S CLOSING DOWN THE SPLASH PAD AT WATER'S EDGE PARK BECAUSE THAT ALSO IS A VERY NICE ATTRACTION THAT IS ATTRACTING A LOT OF PEOPLE TO THAT FACILITY.

THE PARKS WILL REMAIN OPEN.

BUT WHAT WE ARE DOING STARTING TOMORROW, WE'RE GOING TO BE CLOSING DOWN ALL THE PLAYGROUNDS. WE'RE GOING TO BE CLOSING DOWN THE BASKETBALL COURTS, AS WELL AS A SKATEBOARD PARK IN THOSE FACILITIES.

AND AGAIN, THE ATTRACTIVE OR THE ATTRACTIVE ATTRACTIONS, FOR LACK OF A BETTER TERM, ARE THE THINGS THAT WE'RE SHUTTING DOWN, BECAUSE THAT'S WHERE MOST PEOPLE ARE GATHERING WHEN THEY GO OUT TO THE TO THE PARKS, SOME GENERAL INFORMATION WITH SOCIAL SERVICES.

WE'VE RECEIVED VERY FEW CALLS AND IT'S KIND OF SURPRISING.

WE'VE ACTUALLY HAD MOST OF OUR CALLS HAVE BEEN ABOUT THE BEETUS TAX PROGRAM AND HOW THEY CAN GET THEIR TAXES DONE.

WE HAVE HAD ONE ONE REQUEST FOR SERVICE CALL AND THAT WAS SOMEBODY THAT WAS WAS LAID OFF WHERE THEY CAN FIND FINANCIAL ASSISTANCE.

SO ROSEANNE MONIQUE PROVIDED THEM WITH WITH RESOURCES TO CONTACT WITH THAT.

THAT'S THE ONLY CALL FOR FOR SERVICE THAT WE HAVE HAD.

TRANSPORTATION HAS HIT HAS SEEN THIS WEEK A 50 PERCENT REDUCTION IN RIDERSHIP ON IT AND ON ITS ROOTS. SO WHAT WE SAY UP HERE THAT WE'RE EXPLORING A REDUCED SCHEDULE, WE HAVE MADE THE DECISION RIGHT BEFORE THIS MEETING TO CUT BACK A LITTLE BIT ON A LITTLE BIT ON THE TRANSPORTATION TO WHERE THE RED ROUTE NORMALLY OPERATES.

MONDAY THROUGH FRIDAY, FROM 7 A.M.

TO 7 P.M., WE ARE GOING TO REDUCE THAT BACK FROM 7 A.M.

TO 5 P.M.

AND WE HAVE THOSE RIDERS.

IT'S USUALLY THREE OR FOUR THAT RIDE BETWEEN 5 AND 7.

THE DRIVER HAS SPOKEN WITH THEM AND IT'S NOT AN IMPERATIVE SERVICE THAT THEY HAVE DURING THOSE TIMES. SO WE FELT THAT THAT WAS A NECESSARY REDUCTION AS WELL WITH THE RED ROUTE EXTENSION, WHICH OPERATES NORMALLY ON TUESDAYS AND THURSDAYS.

WE WILL BE REDUCING THAT TO JUST THURSDAYS AND THIS WEEK AND THE LAST WEEK, WE'VE HAD A DRASTIC REDUCTION IN THAT.

THAT RED ROUTE EXTENSION RIDERS RIDERSHIP ON TUESDAYS AND THURSDAYS HAS BEEN MORE TO THE NORM AS FAR AS RIDERSHIP GOES.

WE'RE REDUCING THAT BACK TO TO JUST THURSDAY.

AS FOR THE RED ROAD EXTENSION.

AND PARATRANSIT, WE'VE WE STILL OFFER THE SERVICE.

ONE OF THE SERVICES WE OFFER WITH PARATRANSIT IS TRANSPORTATION TO THE COMMUNITY CENTER AND THE AQUATIC CENTER.

SO WITH THOSE BEING CLOSED, WE'VE HAD A REDUCTION IN RIDERSHIP ON THE PARATRANSIT, BUT

[00:20:03]

ALSO WHERE WE'RE SEEING THE THE REDUCTION IN PARATRANSIT.

IS THAT A LOT OF DOCTORS ARE CANCELING.

I GUESS NOT UNNECESSARY, BUT THE APPOINTMENTS THAT ARE NOT IMPERATIVE FOR PEOPLE.

SO THE DOCTORS ARE CANCELING.

SO PEOPLE ARE WE'RE SEEING A HIGH LEVEL OF CANCELATIONS FOR PARATRANSIT APPOINTMENTS DUE TO DUE TO THAT, JUST SOME ADDITIONAL INFORMATION WITH SOCIAL SERVICES.

OUR STAFF HAS BEGUN TO CONTACT MEMBERS OF THE VULNERABLE POPULATION LIST AND WE'LL CONTINUE THAT THAT NEXT WEEK UNTIL WE GET THROUGH THAT WEST JUST TO MAKE SURE THAT THERE'S NO OUTSTANDING NEEDS OUT THERE THAT WE CAN THAT WE CAN SERVICE OR WE CAN REACT TO. SO WITH THAT, CERTAINLY ANY QUESTIONS THAT YOU MAY HAVE, YOUR YOUR LAST COMMENT WAS ACTUALLY WHERE MY HEAD WAS FOR WHAT WE WILL DO FOR OUR VULNERABLE POPULATION AS THINGS ARE. FOR RIGHT NOW, MAY NOT HAVE A NEED.

OR MAYBE QUIETER. IT'S GOING TO PICK UP.

AND SO WE WILL BE READY TO GO WHEN THEIR KNEES PICK UP.

RIGHT. AND I KNOW THAT WE'RE WORKING WITH THE ADC AND WE'RE WORKING WITH FOODBANK AND WORKING WITH OTHER ORGANIZATIONS AND CHARITIES THAT ARE TRYING TO HELP OUR POPULATION, A VULNERABLE POPULATION, THOSE SPECIAL NEEDS.

I MEAN, ANYBODY WHO'S IN NEED WHO CAN'T GET TO LOCATIONS FOR SERVICES, WHETHER IT ALSO IS FOOD. DOCTOR'S APPOINTMENTS AND OTHER THINGS.

THANK YOU FOR THAT. I'M GOING TO NOW TAKE A CHANCE.

I'VE GOT NO TO LET UP.

IS THIS OK? LESSNER THANK YOU.

THANK YOU. MAN-TO-MAN. FIRST QUESTION IS FOR OUR CITY MANAGER.

HOW MANY DIRECTORS WILL BE PRESENTING TODAY? I KNOW THAT. I DON'T SEE THAT ON THE AGENDA.

MAYBE I MISSED IT. BUT IS IT JUST GREG AND THE BUILDING OFFICIAL OR SOMEBODY ELSE COMING IN? NO. WE'LL HAVE THE BILL.

WE HAD THE BUILDING OFFICIAL.

WE HAD THE PARKS DIRECTOR WILL HAVE THE PUBLIC SERVICES DIRECTOR, THE POLICE CHIEF AND THE FIRE CHIEF. THANK YOU.

BECAUSE SOME OF MY QUESTIONS ARE NOT RELATING TO GREG, BUT THEY'RE RELATING TO OTHER DEPARTMENTS. SO I DON'T WANT TO ASK YOU, GREG.

SO THANK YOU FOR THAT. ALL RIGHT.

ALL RIGHT. SO TELL US ABOUT THE THE PARROT FOUNDATION.

ARE THEY GOING TO PLAY ANY PART WITH DISSEMINATING ANY INFORMATION TO OUR COMMUNITY OR HELPING OUR COMMUNITY IN ANY WAY POSSIBLE? I KNOW THAT THERE'S A SHORTAGE FOR SANITIZERS OR LYSOL, AND THAT'S THE STAFF.

BUT WILL THE PARROT FOUNDATION BE ACTIVATED TO PROVIDE ANY ASSISTANCE TO OUR COMMUNITY? AND IF SO, WHAT WILL THEY BE PROVIDING? THAT PARROT FOUNDATION IS GENERALLY A FUNDRAISING BODY AND WE'LL RUN EVENTS.

SO IF IF NEEDED, IDENTITY NEEDS ARE IDENTIFIED FROM FROM THE DEPARTMENT, FROM SOCIAL SERVICES IS AN AVENUE THAT WE NEED SOME FINANCIAL ASSISTANCE.

THEY WILL THEY WILL STEP UP IN THAT THAT MATTER.

THE ONE THING WITH THE FOUNDATION AND NOT TALK ABOUT AGE OR ANYTHING, BUT MANY OF THOSE ARE IN THE VULNERABLE POPULATION OR SOME OF THEM ARE.

SO THEY WOULDN'T NECESSARILY BE GOING DOOR TO DOOR, BUT THEY WILL PROVIDE ANY ASSISTANCE NEEDED AND IN A FINANCIAL SENSE.

OK. LET'S TALK ABOUT CLASSES AND EVENTS THAT HAS BEEN SCHEDULED THROUGH THE PARKS AND DIRECT AND RECREATION DEPARTMENT.

WHAT WILL WE BE DOING WITH THOSE CLASSES THAT HAS BEEN PAID FOR OR EVENTS THAT HAS BEEN PAID FOR? ARE THE PAID PATRONS GETTING A REFUND IF THEY DON'T WANT TO GO TO ONE OF THE DATE? YES.

YES. AND IT IS JUST SAY WITH WITH OUR CLASSES AND OUR OUR PROGRAMS, THE MAJORITY ARE ONGOING CLASSES.

SO THEY HAVE NEW SESSIONS COMING UP SO THAT WE DO GIVE THE RESIDENTS CHOICES.

WE HAVE BEEN ISSUING QUITE A FEW REFUNDS AND WE WILL DO THAT IF PEOPLE REQUEST THAT OR WE CAN GIVE THEM A CREDIT TOWARDS A FUTURE CLASS.

SO WE GIVE THE RESIDENTS THAT CHOICE.

AND YOU'RE THE HOURS OF PARKS AND RECREATION, IS IT? ARE YOU GOING TO BE CLOSED INDEFINITELY OR ARE PEOPLE GOING TO BE THERE WORKING BUT DIFFERENT HOURS? BECAUSE I HEARD CLAUDIO MENTIONED THAT CELL PHONES WILL BE FORWARDED TO PHONES WILL BE FORWARDED TO CELL PHONES.

SO IS THAT THE CASE WITH YOUR DEPARTMENT? WE WILL HAVE A SKELETON CREW ON.

AND THAT MEANS WE WILL BE ANSWERING THE PHONES.

[00:25:03]

ONE THING I DIDN'T MENTION ALSO IS THAT SUMMER CAMP PACKETS ARE CURRENTLY AVAILABLE TO RESIDENTS. SO THEY CAN EITHER DOWNLOAD THAT FROM ONLINE OR IF THEY CONTACT ONE OF OUR FACILITIES BY PHONE.

STAFF CAN MEET THEM AT THE DOOR AND HAND OUT THAT PACKET.

WE WILL HAVE A SKELETON CREW AS WELL AS WE WILL HAVE SOCIAL SERVICE AVAILABILITY DURING THIS TIME. THAT WAS MY NEXT QUESTION IS HOW ARE WE MIGRATING SERVICES THAT WERE PREDOMINANTLY AVAILABLE ONSITE TO ONLINE? I MEAN, SCHOOLS ARE MOVING CLASSES FROM ONSITE TO ONLINE.

IT WOULD BE PRUDENT OF US TO MIGRATE SOME OF THE PROGRAMS THAT WOULD HAVE BEEN OTHERWISE ACCESSED IN-PERSON TO BEING AVAILABLE ONLINE.

CAN YOU SPEAK TO SOME OF THE THINGS THAT WERE AVAILABLE ONSITE THAT YOU ARE NOW MIGRATING ONLINE? I CAN'T GIVE YOU A SPECIFIC, BUT I KNOW STAFF AND I SPOKE ABOUT THIS TODAY THAT WE ARE FOR IT.

SAY IT AS AN EXAMPLE, THE SENIOR PROGRAM.

WE HAVE ALL THE EXERCISE CLASSES.

WHAT WE WHAT STAFF HAS TALKED ABOUT TODAY WAS GETTING WITH SOME OF THE INSTRUCTORS AND TAPING SOME OF THEIR CLASSES THAT SENIORS OR ANY INDIVIDUAL THROUGHOUT THE COMMUNITY CAN ACCESS THAT ONLINE AND TAKE A CLASS AT HOME.

THOSE TYPES OF THINGS.

WE ALSO WITH OUR WITH OUR STAFF AT TAMARACK PARK FOR SOME YOUTH PROGRAMING, DOING SOME ACTIVITIES WITH A LIKE A SERIES OF ACTIVITIES WHERE PEOPLE CAN PARTICIPATE ONLINE AND DO DIFFERENT THINGS WHILE THEY'RE AT HOME AND THEY CAN COLLECT POINTS DURING THAT TIME AND RECEIVE PRIZES IN THOSE TYPES OF THINGS JUST TO KEEP PEOPLE.

KEEP PEOPLE INVOLVED WITH WITH WHAT WE'RE DOING.

SO THOSE ARE SOME OF THE THINGS, SOME OF THE IDEAS THAT WE WE HAVE.

OK. ALL RIGHT.

THAT'S IT FOR NOW. THANK YOU.

THANK YOU, MR. FISHMAN. COMMISSION AND GULLANE.

NO QUESTION. THANK YOU.

NO QUESTION. GLAD TO SEE THAT THE PARK WILL REMAIN OPEN FOR THE TIME BEING.

THANK YOU. YES, THEY WILL SHARE OUR RESTROOMS. I KNOW THEY'RE BEING CLEANED.

I KNOW THEY'RE OUT THERE RIGHT NOW.

I'M ALSO AWARE THAT SOME PEOPLE ARE THINKING THAT OUR TOILET PAPER AND OUR SANITIZER IS THERE TO TAKE IN TOTAL VERSUS ACTUALLY JUST USE AND LET SOMEBODY ELSE USE SOME MORE.

SO IS THERE A DECISION NOW? WOULD THERE BE A DECISION IN THE FUTURE ABOUT WHETHER OR NOT WE WILL BE KEEPING OUR RESTROOMS IN OUR PARKS OPEN? THAT'S SOMETHING THAT WE WILL CONTINUE TO MONITOR WITH THE PUBLIC SERVICE AND STAFF.

AND I KNOW THIS WEEK WE HAD ONE INCIDENCE OF ONE NIGHT WHERE TOILET PAPER WAS TAKEN.

IT WASN'T AN ISOLATED PARK.

SO WE WILL CONTINUE TO TO MONITOR THAT.

THOSE THOSE PARKS SUCH AS TEDFORD AND THE SPORTS COMPLEX, WHERE WE HAVE TWO SETS OF RESTROOMS, ONLY ONE SET WILL BE WILL BE OPEN TO THE PUBLIC.

BUT AS I SAID, WE'LL CONTINUE TO MONITOR THAT.

IF WE CONTINUE TO HAVE ISSUES AND THINGS, WE WILL BE CLOSING DOWN THE RESTROOMS. THANK YOU VERY MUCH. THANK YOU.

CITY MANAGER, I DID SEE THAT VSO WAS NEXT.

ACCORDING TO THE POWERPOINT, WE JOKED.

COLMA YES.

WE'LL HAVE CAPTAIN SURMAN.

L-LOW HERE IN JUST A MINUTE.

MAYOR VISE, MAYOR, COMMISSIONERS, SHARP TONE, HE'S BEEN WORKING TIRELESSLY WITH OUR FEDERAL COUNTERPARTS AND COMMAND STAFF TO ENSURE THE SAFETY AND WELL-BEING OF ALL RESORT'S EMPLOYEES.

AT THIS TIME, HE'S ALREADY ESTABLISHED THE FOLLOWING PREPARATIONS.

ONE OF THEM BEING HE OPENED UP OUR SHERIFF'S EMERGENCY OPERATIONS CENTER AND WE'RE CURRENTLY AT A MODIFIED LEVEL 2 STATUS.

WE ALSO HAVE OUR NONESSENTIAL EMPLOYEES WORKING FROM THEIR HOMES FOR A REDUCTION IN POSSIBILITIES OF INFECTION.

WE HAVE ALSO A TEMPORARY SUSPENDED ANY TRAINING AND COMMUNITY INVOLVEMENT AT THIS TIME.

SHERIFF TONY IS IMPLEMENTED THE NIGHT THAT OUR 9-1-1 DISPATCHERS SCREEN EVERY 9-1-1 CALL.

PRIOR TO DISPATCHING ON FOR INDICATIONS OF THE DISEASE, THOUGH, IT'S GOING AROUND, WE'RE GETTING MORE INFORMATION AND WE HAVE SOME PRECAUTIONS AND POLICIES CHANGING EVERY DAY TO AFFECT US. WE'VE ALSO BEEN DISTRIBUTED TO ALL OUR PPE GEAR, PEOPLE EAGER FOR OUR DEPUTIES AND FIRST RESPONDERS.

WE DID HAVE AN ISSUE WITH SUPPLY CHAIN OF HAND SANITIZERS FOR OUR FIRST RESPONDERS.

AND THE SHERIFF HAS OUR DEPARTMENT FIRE RESCUE, MANUFACTURING, OUR OWN HAND SANITIZERS

[00:30:03]

NOW, AND THOSE SHOULD BE DISTRIBUTED BY TOMORROW.

SO THAT WAS THAT WAS A REALLY GOOD MOVE.

WE'VE ESTABLISHED NINETY NINE IN-PLAY HOTLINE.

SO WE HAVE INFORMATION GOING TO ALL OF OUR EMPLOYEES AT ALL TIMES FOR COMMUNICATION AND SO FORTH AND WORKING PRETTY SEAMLESSLY.

WE'VE WORKED ON A CONTINUITY OF OPERATIONS PLAN AND THIS IS IN CASE WE HAVE REDUCTION OF OUR WORKFORCE, HOW ARE WE GOING TO AFFECT OUR SERVICES? AND WE HAVE A PRETTY COMPREHENSIVE PLAN ALREADY ESTABLISHED AT THIS CURRENT TIME.

WE HAVE NO ISSUES WITH ILLNESSES AT ALL AND WE'RE WORKING AT FULL CAPACITY.

WE ARE ENCOURAGING THE PUBLIC TO UTILIZE OUR ONLINE RESOURCES AND TAKING FROM SOME OF OUR CALLS ON NON-EMERGENCY PHONE CALLS OVER THE PHONE.

WE SET UP SOME SIGNS AT OUR LOCAL DISTRICT OFFICE.

THIS ALSO PROTECTS THE CITIZENS AS LONG AS WELL AS OUR FIRST RESPONDERS.

WE'VE HAD NO ISSUES WITH THAT EITHER.

WE'VE ACTUALLY ABLE TO TAKE ON THESE REPORTS A LITTLE BIT QUICKER.

WE'VE ADDED SOME PERSONNEL AT OUR OFFICE TO TAKE THOSE PHONE CALLS FOR CONVENIENCE.

WE ARE HAVING AN ISSUE WITH SCAMMERS NOW.

AND I'D LIKE TO GET THIS OUT TO THE PUBLIC.

WE HAVE SCAMMERS GOING AROUND SAYING THEY'RE CDC, DEPARTMENT OF HEALTH OR S.O.B I.D. 19 PERSONNEL ASKING QUESTIONS.

SOME OF THESE TITLES DON'T EVEN MAKE SENSE, BUT THEY'RE SCAMMING SOME PEOPLE.

WE HAVEN'T HAD ONE DOCUMENTED ONE, AS FAR AS I KNOW, IN TAMARACK.

BUT WE DO WANT TO REASSURE THE PUBLIC THAT WE ARE NOT HAVING ANYBODY FROM THE GOVERNMENT, LOCAL OR FEDERAL, THIS TIME GOING DOOR TO DOOR ASKING FOR ANY INFORMATION.

PLEASE CALL US RIGHT AWAY IF WE HAVE ANY OF THESE SCAMMERS GOING DOOR TO DOOR.

LOCALLY IN OUR OFFICE, WE'VE CREATED A FIELD LIAISON TO OUR EMERGENCY OPERATIONS CENTER DOWNTOWN FOR INFORMATION.

WE'RE WORKING THROUGH OUR WEB EOC.

SO ALL OF OUR INFORMATION IS IS SENT RIGHT DOWNTOWN.

AT SOME POINT, WE'LL HAVE SOME OF OUR DEPUTIES RESPONDING TO CALLS WITH MASKS.

WE WANT THE PUBLIC TO KNOW THAT IN THESE CASES IT'S USUALLY FROM AN INDICATOR THAT WE MIGHT HAVE GOTTEN OVER THE PHONE FROM DISPATCH, THAT THERE MIGHT BE AN ISSUE THERE.

THIS MIGHT BE THE NEW NORM.

IT WAS STILL GETTING USED TO SEEING MASK.

IT'S NOTHING TO BE AFRAID OF.

AS WE GET INFORMATION, WE WILL FOLD IT ON AS WE'VE BEEN DOING WITH OUR CITY STAFF DAILY AND SOMETIMES EVERY COUPLE OF HOURS.

WE'VE BEEN COMMUNICATING VERY WELL.

AND I'D LIKE TO THANK OUR CHIEF SALES, WHO'S BEEN KIND OF TAKING THE LEAD ON GETTING OUR INFORMATION VERY QUICKLY.

WHAT WE'VE NOTICED FROM MY CHAIN THROUGH VSO AND THROUGH THE GOVERNMENT AND OUR LOCAL GOVERNMENT HERE IS THE SAME INFORMATION WE HAVE CONTINUITY OF INFORMATION, MEANING ALL THE INFORMATION WE'RE GETTING FROM BOTH STREAMS IS THE SAME INFORMATION WHICH IS GOOD FOR OUR PUBLIC TO KNOW. AT THIS TIME, I'LL TAKE ANY QUESTIONS.

VICE-MAYOR YOU.

YOU SAID THAT PEOPLE ARE GOING AROUND GOING DOOR TO DOOR.

I'M SAYING THAT THEY ARE.

CAUVIN 19 AGENTS, BUT YOU FOLLOWED UP BY SAYING THERE'S NO DOCUMENTED CASES IN TAMARACK.

SO CAN YOU TELL US OF A DOCUMENTED CASE ELSEWHERE THAT YOUR STATEMENT AND ON IT IS TOO NEW? IT'S ABOUT AN HOUR BEFORE WE GOT HERE.

WE JUST GOT A PHONE CALL FROM THAT THAT'S GOING AROUND.

SO I WILL HAVE TO FOLLOW UP WITH YOU ON THAT.

AND I THINK WE JUST GOT ANOTHER EMAIL WHILE I WAS SITTING HERE ON SOMETHING FROM KINGS POINT WHERE THEY KINGS POINT RESIDENTS IS BRINGING SOMETHING UP, TOO.

SO THAT'S SOMETHING THAT'S REALLY HOT OFF THE PRESSES THAT WE'LL DEFINITELY BE FOLLOWING UP ON. I MEAN, I SAW SOMETHING.

I'M GOING AROUND ON SOCIAL MEDIA.

BUT, YOU KNOW, SOME OF US DON'T GET OUR NEWS FROM TWITTER LIKE OTHER PEOPLE DO.

SO IF YOU CAN HAVE SOME, YOU KNOW, PEER REVIEWED ARTICLES OR SOMETHING SENT DOWN FROM YOUR UPPER PEOPLE SO THAT WE CAN DISSEMINATE TO THE COMMUNITY, NOT BE GREAT, BUT WE CAN'T JUST DISSEMINATE INFORMATION AND IT DOESN'T HAVE ANY LINKS TO STAND ON.

EXACTLY. ALL RIGHT.

THANK YOU SO MUCH. COMMISSIONER FISHMAN.

NO QUESTION. THANK YOU, MR. GUELLEN. NO QUESTION.

THANKS FOR THE UPDATE. THANK YOU VERY MUCH.

THANK YOU. CITY MANAGER THE NEXT DEPLOYMENT.

NEXT, WE'LL HAVE JACK STRAIN.

MATAMORAS, IF I MAY, QUICKLY FOR THE RECORD, WHEN JACK APPROACHES THE PODIUM, ALTHOUGH THE AGENDA DOES NOT HAVE A SPECIFIC PLACE FOR PUBLIC COMMENT UNDER FLORIDA LAW, YOU WOULD PROVIDE FOR PUBLIC COMMENT.

AND TO THE EXTENT THAT THE PUBLIC MAY OR MAY NOT BE SENDING IN E-MAILS OR REQUESTS FOR CONSIDERATION, THE CLERK MAY BE RECEIVING SOMETHING TO THE EXTENT THAT SHE HAS RECEIVED

[00:35:02]

THEM. I WOULD URGE YOU TO DO AT LEAST READ IT INTO THE RECORD AND TRY TO HAVE STAFF RESPOND TO THE MANAGER AS APPROPRIATE AND COMMITTEE.

WE WERE GOING TO DO THAT AFTER I KNEW AT THE TIME THAT I GOT A LOT ON THE AGENDA.

NOT A PROBLEM, BUT IT'S SIMPLY PART OF THE UPDATE FOR TODAY.

THANK YOU. GOOD AFTERNOON.

JACK STRAIN, PUBLIC SERVICE DIRECTOR.

AS FAR AS PUBLIC SERVICES IS CONCERNED, WE'RE DOING A FEW THINGS RIGHT NOW AS FAR AS WATER DISTRIBUTION AND ALL MAINTENANCE WORK THAT'S BEING DONE IS ONLY EMERGENCY MAINTENANCE WORK. WE'RE NOT DOING ANY PROACTIVE WORK THAT WOULD CAUSE UNNECESSARY SHUTDOWNS FOR SERVICES TO NEIGHBORHOODS AND STUFF BECAUSE BASED ON WHAT THE CORONA VIRUS AND PEOPLE PANICKING AND STUFF. SO WE'VE KIND OF PUSHED OFF AND TEMPORARILY STOPPED ANY OF THE NORMAL PROACTIVE MAINTENANCE.

AND WE'RE JUST GOING TO DO IF THE WATER IS BEING SHUT OFF, IT'S BECAUSE IT'S EMERGENCY.

AND ANYTIME WE DO THAT, WE WILL KNOCK ON DOORS AND PUT DOOR HANGERS ON EACH DOOR TO LET THEM KNOW IF THEY ARE GONNA BE AFFECTED.

FACILITIES IS ALSO INSTALLING OR PLACING ALL OF THE NON SENSOR FAUCETS IN ALL OF OUR CITY FACILITY BATHROOMS WITH SENSOR FAUCETS.

SO OBVIOUSLY THAT WILL ALLOW PEOPLE TO HAVE NOT HAVE TO TOUCH THE FAUCET IN ORDER TO WASH THEIR HANDS. SO IT'S JUST ONE PROACTIVE THING THAT WE'RE TRYING TO DO TO MINIMIZE THE GERENTE SPREAD, POSSIBLE SPREAD OF GERMS. ALSO ON THAT SAME NOTE, WE'RE AS FAR AS WE'RE DOING IN THE PARKS, BATHROOMS, ALL CITY FACILITY BATHROOMS ARE BEING SANITIZED THAT AT THE EVENING AND THEY'RE ALSO BEING SANITIZED AGAIN AT NOON TIME TO PROACTIVELY TRY AND KEEP THEM AS CLEAN AS POSSIBLE AND NOT SPREAD GERMS. OTHER THAN THAT, THAT'S BASICALLY WHAT WE'RE DOING AS A PROACTIVELY FOR THE CORONA VIRUS.

I'LL TAKE ANY QUESTIONS.

THANK YOU. VICE-MAYOR, CAN YOU TELL ME THE SCHEDULE, THE PRICE SCHEDULE BEFORE CORONA VIRUS? HOW DID WE USUALLY SANITIZE OUR FACILITIES? THE OBVIOUSLY THE THE CLEANING STAFF WOULD DO IT EVERY EVENING.

SO NOW WE'VE ADDED AN ADDITIONAL CLEANING MIDDAY.

SO WE'RE GOING IN AT NOON OR APPROXIMATELY, THOUGH NOT EVERY PLACE, BUT MIDDAY.

WE'RE GOING INTO ALL OF OUR FACILITIES AND CLEANING THE BATHROOMS SO THAT WE HAVE AN OPPORTUNITY TO THAT.

IF THERE IS ANY GERMS BEING, YOU KNOW, PLACES BEING CONTAMINATED THAT WELL, WE'LL CLEAN THEM UP SO WE CAN WE CAN TRY AND LIMIT THE EXPOSURE IF THERE ISN'T A PRICE SCHEDULE BEING BEING ONCE PER DAY.

DID YOU EVER GET ANY COMPLAINTS ABOUT THE FACILITIES BEING UNTIDY DURING THE DAY? WELL, OKAY.

IN GENERAL, IT WAS ONCE IN THE EVENING, EXCEPT FOR TCC, WHERE WE HAVE A DAY.

PORTER, OF COURSE, NOW THAT'S CLOSE.

SO IT'S KIND OF A RELEVANT THAT EXCEPT FOR TCC WHERE WE HAD A LOT OF TRAFFIC.

EVEN, YOU KNOW, EVEN THOUGH THE BATHROOM WAS THOROUGHLY CLEANED IN THE EVENING, THERE WAS SO MUCH TRAFFIC AND THERE THAT LIKE MIDDAY IT USED TO GET, YOU KNOW, OBVIOUSLY SOMEWHAT DIRTY. SO WE USED TO HAVE A DAY PORTER COME IN MIDDAY TO DO THAT, THAT SAME DAY.

PORTER IS THE PERSON THAT WE'RE REPURPOSING TO GO AROUND TO ALL OF OUR FACILITIES AND AND SANITIZE OUR BATHROOMS AT NEW.

ALL OF THE OTHER FACILITIES WE I THINK WE CAME TO CITY HALL ONCE A WHILE, IT WAS KIND OF ALL THE OTHER FACILITIES.

IF IT WAS NEEDED DURING THE DAY, WE WOULD REPURPOSE THAT DAY.

PORTER. BUT HER MAIN JOB WAS TO DO TCC AND THEN ASK US IF THERE'S ANY OTHER BUILDINGS TO GO TO. AND IF WE HAD A CALL FROM SOMEBODY, WE WOULD SEND THAT DAY PORTER TO THAT SPECIFIC BUILDING IF NEEDED. BUT IT WAS USUALLY JUST THE TCC BECAUSE OF THE HIGH TRAFFIC IN THAT ONE BUILDING. OK.

LET'S TALK ABOUT GARBAGE PICKUP.

WELL, WASTE MANAGEMENT PICKING UP GARBAGE ON THERE.

THEY'RE GOING TO STICK WITH THEIR SCHEDULE, THOUGH.

ANYTHING THAT THEY'VE CHANGED RIGHT NOW AND I HAVEN'T GOT A NOTICE ON IT THERE.

THEIR CALL CENTER WAS BEING RELOCATED AND TEMPORARILY DOWN.

BUT OBVIOUSLY, WE WILL STILL BE OPERATING.

SO YOU CAN CALL US. BUT RIGHT NOW THEY'RE ON THEIR REGULAR SCHEDULE UNTIL FURTHER NOTICE.

NO INTERRUPTIONS. ALL RIGHT.

MY NEXT QUESTION MAY NOT BE FOR YOU, IT WOULD PROBABLY FROM MS. CALLOWAY. I DON'T KNOW IF THE CITY MANAGER WANT TO ANSWER THE QUESTION, BUT I DON'T HAVE THE POWERPOINT THAT THE MAYOR SUGGESTED THAT WE HAVE.

I DON'T HAVE A COPY OF IT. IS THERE A POWERPOINT? NO. THE POWERPOINT, MEANING THERE'S A LITTLE AFTER MARKS WENT THE NEXT SLIDE UP, SAID VSL UPDATE. YOU'RE LOOKING AT.

[00:40:02]

SO IT WAS JUST THAT ISN'T THE TITLE THING.

VSL UPDATE. THAT WAS WHERE.

IT WAS AT THE END OF THE PARK AND REC.

WE ALL DIDN'T BRING POWERPOINTS.

I DID NOT. IT WAS JUST THE TITLE.

VERY APPARENT. I DIDN'T KNOW IF THERE WAS A SITE OR AN UPDATE.

OK. I DON'T SEE THE TITLE.

I'M NOT MAKING A BIG DEAL, BUT I'M JUST IT'S THIS.

IT WAS LIKE RIGHT AFTER A PARKING LOT.

OK. ALL THE WAY UP TO THE TOP.

OK. SO IT WAS BASICALLY JUST A REFERENCE TO THAT BECAUSE I TOO DON'T HAVE A LIST OF WHO'S SPEAKING. OK, SO I WAS JUST USING IT AS A NEXT CALL.

OK. GOT IT. GOT IT.

YOU'RE NOT MISSING ANYTHING. YOU'RE ALL ON IT.

YOU GOT IT.

OH, MY QUESTION FOR YOU.

QUESTION. PLEASE ASK IT.

AND THEN WE'LL GO THROUGH THE CHARITY TO THE CITY MANAGER.

RIGHT. MY QUESTION IS FOR THE FIRST TIME HOMEBUYER APPLICATION WINDOW.

WILL THAT BE PUSHED BACK BECAUSE OF THE CORONAVIRUS? OR ARE WE KEEPING THAT DEADLINE BECAUSE OF FEDERAL LAWS OR.

SO MS. CALLOWAY'S ON HER WAY UP TO HANDLE THAT.

BUT I BELIEVE WE'VE GOTTEN SOME GUIDANCE AS TO HOW TO HANDLE THAT.

THERE IS. I WOULD EXPECT THAT THEY'D WANT TO HANDLE THAT UNIFORMLY, THAT THAT'S NOT A PROCESS THAT JUST OCCURS HERE IN OUR CITY.

IT OCCURS EVERYWHERE. SO THANK YOU, MR. MANAGER VICE-MAYOR.

WE DID HOST THE WORKSHOP.

FROM WHAT I UNDERSTAND, YOU STOPPED IN, ARE YOU? SO WE HOSTED IT, I BELIEVE, LAST WEEK.

WE HAD A TREMENDOUS TURNOUT.

AT LEAST OVER 200 PEOPLE CAME.

THE WINDOW FOR NOW WILL REMAIN AS IS IF DEPENDING ON THE APPLICATION, BECAUSE YOU CAN SUBMIT ONLINE, ENCOURAGE PEOPLE TO SUBMIT ONLINE.

WE HAVE LIMITED STAFFING IN OUR OFFICE SO WE CAN ARRANGE, I GUESS, FOR APPLICATIONS TO BE PICKED UP OUTSIDE, BUT YOU CAN SUBMIT UP ONLINE.

SO FOR NOW, THE WINDOW WILL REMAIN THE SAME.

DEPENDING ON THE AMOUNT OF APPLICATIONS THAT'S RECEIVED, WE MAY CONSIDER AN EXTENSION OR OPEN IN ANOTHER TIMELINE.

BUT FOR NOW, THE DATES WILL REMAIN THE SAME TIME.

DID WE? IF YOU WOULD REMAIN FOR A MINUTE, HAVE SOMEWHERE TO GO.

DID WE RECORD THAT MEETING AT ALL SO THAT THAT IS AVAILABLE TO THE PUBLIC? YOU KNOW, THE MEETING WAS NOT RECORDED, BUT IT'S NOT MANDATORY FOR YOU TO ATTEND THE MEETING. FOR YOU TO THEN MAKE AN APPLICATION TO US.

I MEAN, THE MEETING WHERE THE MEETINGS WERE INSTITUTED WHEN I GOT HERE AND ASK QUESTIONS ABOUT THE PROGRAM AND, YOU KNOW, ADVISED THAT THE MEETING SHOULD BE HELD.

I THINK THAT THE MEETINGS ARE BENEFICIAL TO THE PUBLIC BECAUSE IT GIVES THEM INFORMATION AND IT LESSENS THE AMOUNT OF TIME THAT YOU WOULD SPEND WITH SOMEBODY ON THE PHONE, BECAUSE YOU EXPLAIN IN GREAT DETAIL WHAT THE PROGRAM IS ABOUT AND HOW THEY QUALIFY AND THAT SORT OF STUFF. DETAILS DEALS WITH I THINK WE KIND OF MISSED THE MARK, THEREFORE RECORDING THE MEETING AND MAKING IT AVAILABLE ONLINE SO THAT IF ANYBODY HAS ANY QUESTIONS, THEY COULD THEY COULD ASK.

WE CAN CERTAINLY CONSIDER THAT FOR THE FUTURE.

SO IF THERE'S A CULVERT 20, HOPEFULLY.

NO, NO, NO, NO. LET'S TRY TO TRY TO GET THAT.

THANK YOU SO MUCH. HE CALLS IT COMMISSIONER PLUCKER.

MS. CALLOWAY'S. I'M SORRY.

I'M SORRY, JACK, YOU'RE SO CLOSE.

I WAS. I WAS LOOKING THE OTHER WAY.

YOU STOPPED BY. CAN YOU TELL ME WHAT THE THE CURRENT SCHEDULE IS? YOU SAID THE SCHEDULE WILL REMAIN THE SAME.

CAN YOU PULL THAT UP? THANK YOU.

AND WHILE YOU'RE PULLING IT UP, I APPRECIATE THAT CAROLYN WAS ON THAT CALL AS WELL WITH THE NATIONAL BRIEFING ON COMMUNITY DEVELOPMENT BLOCK GRANTS, SUPPORT AND EVERYTHING DEALING WITH OUR HUD FUNDS.

SO THE CITY HAS BEEN ON IT.

YOU CAN GET BACK TO ME.

SHE CAN GET BACK TO ME IF YOU'D LIKE.

EXENE MISKELLY, IF YOU WOULD JUST SEND US AN EMAIL LETTING US KNOW THE DATES AND THEN WE CAN DISPERSE IT OUT TO OUR RESIDENTS.

THANK YOU. AT THIS TIME, ARE THERE ANY MORE QUESTIONS FOR MR STRAIN AS HE IS READY TO GO BACK TO WHISKEY? NO, WE WON'T PUT A STRAIN ON YOU, BUT I DO HAVE A QUESTION FOR THE CITY MANAGER. OPTIMIST'S CALLAWAY'S FINISHED.

WELL, COMMISSIONER FISHMAN AND COMMISSIONER GALLANT COMMISSIONER FISHERMEN OR ANY QUESTIONS FOR MR STRAIGHT? NO QUESTION. THANK YOU.

MR. GAGNON. NO QUESTIONS AT THIS TIME, ARE THERE ANY OTHER QUESTIONS FOR MISS CALLOWAY?

[00:45:05]

OK. THE COMMISSION GUELLEN.

NO QUESTION FOR MS. CALLAWAY. THANK YOU, MR. FISHMAN. NO QUESTION.

THANK YOU. THANK YOU VERY MUCH.

CITY MANAGERS OR ANYONE ELSE AT THIS TIME? BEFORE WE GO TO YOUR GENERAL QUESTIONS OF THE CITY MANAGER, WE DO.

WE HAVE A COUPLE OF PEOPLE I'D LIKE TO ASK MS. COULD USE TO COME UP AND JUST TO BRIEF THE COMMISSION ON HOW WE'RE HANDLING UTILITY BILL PAYMENTS AT THIS POINT.

GOOD AFTERNOON, EVERYONE.

WE HAVE DECIDED AS A AS A CITY THAT BECAUSE OF THE WHAT'S GOING ON RIGHT NOW, WE ARE SUSPENDING WATER SHUTOFFS SO WE WON'T BE GOING OUT TO SHUT OFF FOR NONPAYMENT.

WE CERTAINLY WILL SHUT OFF.

IT'S IF IT'S A FINE ON SOMEBODY IF TERMINATED.

WE HAVE ALSO SUSPENDED APPLYING PENALTIES.

WELL, ON NONPAYMENT.

AT THE MOMENT, WE'RE WORKING WITH PUBLIC SERVICES AND WE WILL BE STILL GOING OUT TO READ.

BUT WE MAY BE ESTIMATING FOR NOW ON BECAUSE WE HAVE A SKELETON STAFF.

SO THE INABILITY TO READ AS FAST AS WE CAN.

SO WE'LL BE ESTIMATED FOR A LITTLE BIT TOO, IN ORDER TO BILL.

THANK YOU. THANKS, MAN.

THANK YOU. THANK YOU FOR THAT UPDATE.

I DID SPEAK WITH THE CITY MANAGER THIS WEEK ABOUT THE WATER BILLS AND WHAT WE'RE DOING.

THIS IS SOMETHING GREAT FOR OUR COMMUNITY.

BUT WHAT I DID NOT GET IS KIND OF LIKE A DEADLINE FOR IT.

SO OTHER CITIES LIKE MIRAMAR IS SAYING FOR THE NEXT 90 DAYS, IF I IF I'M NOT MISQUOTING THEM INDEFINITELY, KIND OF SOUNDS TOO GENERAL.

HAVE WE DISCUSSED PUTTING A DATE TO IT AND EXPIRATION DATE LIKE FOR THE NEXT 60 DAYS, 90 DAYS, 180 DAYS OR THAT SORT OF STUFF? WHAT ARE WE DOING? NO, WE HAVEN'T NOT PUT A DATE TO IT.

AS A MATTER OF FACT, BECAUSE EVERYTHING IS FLUID RIGHT NOW, WE MADE WE MADE THAT DECISION BASED ON THE CIRCUMSTANCES RIGHT NOW.

AND WE'RE NOT SURE WHETHER OR NOT IN TWO WEEKS WHETHER OR NOT THAT WILL CHANGE.

SO WE WILL ASSESS THAT EACH MONTH TO SEE WHETHER OR NOT WE NEED TO CONTINUE OR WE NEED TO STOP. MM HMM.

ARE WE ABLE TO PUT A TIME CERTAIN ON IT AND THEN EXTENDED AS THE SENIOR MANAGER SEES FIT? COULD THAT BE SOMETHING THAT WE DO CITY MANAGER IS NOT UNDER YOUR PURVIEW OR IS THAT UNDER OUR PURVIEW AT THIS POINT? COMMISSIONER, WE'LL JUST SAY 90 DAYS AND REASSESS.

BECAUSE WHILE THE CORONAVIRUS MAY MAY BE DISSIPATED WITHIN 90 DAYS, THE ECONOMIC IMPACT THAT THE CORONA VIRUS WILL HAVE ON THE COMMUNITY WILL BE SUBSTANTIAL.

AND I WOULD SUSPECT, BASED ON WHAT WE'RE HEARING AND ANTICIPATING, THAT PEOPLE WILL BE WITHOUT JOBS AND OUT OF WORK AND THAT THE ECONOMIC FALLOUT OF THIS COULD CONTINUE FOR A SIGNIFICANT PERIOD OF TIME.

AND SO GIVEN THE UNFORESEEN CIRCUMSTANCES SURROUNDING THE VIRUS AND THE IMPACT THAT IT'S GOING TO HAVE ON THE COMMUNITY, I THINK IT BEST THAT WE CAN SAY 90 DAYS AT THIS POINT AND WE'LL REASSESS IN 90 DAYS.

THANK YOU SO MUCH. YOU'RE VERY KIND HEARTED.

SO SO 90 DAYS IS IS IS GREAT AND 90 DAYS FROM TODAY OR LET'S BE CERTAIN.

WELL, OUR LAST WE HAD OUR LAST BILAN TODAY.

WE WE STOPPED SHUT OFF FROM THE SHUT UP THAT WE HAD ON MONDAY THE 16TH.

SO WE WILL SEE A 90 DAY FROM MONDAY, THE 16TH, MONDAY THE SIXTEENTH, WHICH IS THIS PAST MONDAY, MONDAY.

OK. I WANT TO MAKE SURE THAT I SEE THAT SOME OF MY QUESTIONS ARE ATTRIBUTED TO SUSAN HOLMER TRUMP, WHO IS THE OWNER OF MUNCHIES, RESTAURANT MUNCHIES AND MUNCHIES, AND SHE'S ONE OF OUR BUSINESS OWNERS HERE.

AND OF COURSE, MARIE GUTIERREZ, WHO IS ONE OF OUR RESIDENTS AS WELL.

AND MY WIFE DID ASK ONE OF THOSE QUESTIONS THAT CAME FROM ULTIMATELY CAME FROM ANOTHER RESIDENT. SO I JUST WANT TO ATTRIBUTE SOME OF THE QUESTIONS THAT I HAD TO TO THOSE PEOPLE SO THEY DON'T FEEL THAT I TAKE TAKING AWAY THEIR INTELLIGENCE, JUST BEING A VOICE FOR THEM. WELL, BEFORE YOU CONTINUE WITH YOUR ATTORNEY OR THE CITY CLERK IF QUESTIONS ARE

[00:50:05]

BEING READ. THROUGH THE VICE-MAYOR AT THIS TIME FROM ONLINE, NOT IN THE PUBLIC PARTICIPATION TIME AT THIS TIME, IS THE INFORMATION HE JUST PROVIDED SUFFICIENT ENOUGH FOR OUR RECORDS, OR DO WE NEED HIM TO PUT THE VISE MAYOR TO PUT ANYTHING FURTHER AND FURTHER OUR RESPONSE? MATAMORAS THE VISE MAYOR, I THINK HAS ATTRIBUTED THE QUESTIONS TO SPECIFIC INDIVIDUALS ON THE RECORD.

IF HE'S RECEIVING THEM TELEPHONICALLY BY EMAIL, BY TEXT, THEY'RE PUBLIC RECORD.

HE'S DISCLOSING THAT ON THE RECORD.

AND TO THE EXTENT POSSIBLE, IT'S LEGALLY SUFFICIENT.

I JUST DON'T KNOW IF HE NEEDED ANYTHING FURTHER.

WELL, PEOPLE ARE HERE. WE USUALLY SAY STATE YOUR NAME, YOUR ADDRESS, YOUR RECORD, NOT ATTRIBUTE THE QUESTIONS TO A SPECIFIC SPEAKER OR REQUESTER.

THAT WOULD BE AN ISSUE. BUT HE'S DONE SO.

SO I JUST WANTED THE FLYER.

THIS IS THIS IS NEW TERRITORY.

I WANTED TO MAKE SURE YOU DON'T HAVE ANY ISSUES AND ALL IT'S GOT.

AND THE CLERK FOR ME. THE CLERK WILL RECORD THE VOTE.

TO WHOM THE QUESTIONS WERE ATTRIBUTED IN THE RECORD REPLY.

REFLECT THAT. BEAUTIFUL.

THANK YOU VERY MUCH. THROUGH THE VICE-MAYOR.

OKAY. AND TO JUST BE CLEAR, THE CITY IS THE CUSTODIAN OF SUCH RECORDS BECAUSE THE QUESTIONS ARE CAME FROM THE CITY'S FACEBOOK PAGE.

THAT IS PUBLIC.

THAT IS ALREADY PUBLIC.

SO THE QUESTION ABOUT.

THE QUESTION IS ABOUT. QUESTION TO GREG ABOUT CLASSES BEING CANCELED.

THAT QUESTION CAME FROM MARY KROOT GUTIERREZ AND THAT IS HER QUESTION ON FACEBOOK.

THAT'S A CITY SPEECH THAT IS ALREADY PUBLIC RECORD CITY'S CUSTODIAN OF THAT.

THE QUESTION. THERE IS ANOTHER QUESTION THAT I DID NOT ASK YET FOR ADDRESSING RESTAURANTS IN THE CITY. AND THAT QUESTION IS FROM SUSAN HOMESH TRUMP.

THAT'S THAT'S THAT'S THAT'S PRETTY MUCH THAT.

THE OTHER QUESTION THAT CAME FROM MY WIFE IS A QUESTION THAT I HAVE ON PAPER, AND I WILL TRANSMIT THAT PIECE OF PAPER TO YOU AFTER THIS MEETING.

SO THE CLERK SO THAT IS ALL ABOUT IT.

THAT PIECE OF PAPER BECOMES PUBLIC RECORD.

THANK YOU, VICE-MAYOR. SO AT THIS TIME, I KNOW YOU HAD ANOTHER QUESTION THERE, BUT IT'S NOT FOR MS. GOOD USE. SO WE'RE GOING TO MOVE ON TO OUR NEXT DEPARTMENT AND SAY THAT FOR LATER, PLEASE. THANKS SO MUCH. THANK YOU.

THANK YOU. MAYOR, JUST FOR THE RECORD, THE OPEN ENROLLMENT FOR THE FIRST TIME HOMEBUYER PROGRAM WILL COMMENCE ON APRIL 13TH.

AND WE'LL CLOSE AT 5:00 P.M.

ON APRIL 24TH.

THANK YOU VERY MUCH. CITY MANAGER, THE NEXT DEPARTMENT.

JUST WITH REFERENCE TO WHAT MS. CALLOWAY JUST SAID TO YOU IN THE EVENT THAT ANY OF THAT CHANGES, GIVEN GUIDANCE THAT WE RECEIVED FROM A HIGHER AUTHORITY WILL LET YOU KNOW.

THANK YOU. OH. CHIEF SALES, HE'S KIND OF OUR OUR CLOSER AT THIS POINT.

I DO HAVE A QUESTION FOR FOUR, WAS THAT FOR FINANCE? YEAH, I JUST GAVE HER A SECOND.

IT JUST COMES DOWN TO.

SO REGARDING THE 90 DAY EXTENSION, IS THAT GOING TO APPLY TO RESIDENTS AND BUSINESSES OR ONLY RESIDENTS? IT'S EVERYONE.

OK. IT'S ALL.

OK. ALL RIGHT. AND FOR THE CITY MANAGER.

ARE THERE ANY OTHER UTILITY BILLS OR OR FEES THAT WE'LL GOING TO RELAX DUE TO THE CURRENT CIRCUMSTANCE? NOT AT THIS, NOT AT THIS POINT.

COMMISSIONER, WE'RE GOING TO CONTINUE TO EVALUATE THAT DEPENDING ON THE SEVERITY OF THIS AND THE LENGTH OF TIME THAT PEOPLE ARE SUBJECT TO IT.

BUT FOR NOW, IT'S JUST IT'S JUST GOING TO BE UTILITY BILLS.

OK. AND THEN I ALSO HAVE A QUESTION FOR BSL.

OK, HOLD ONE SECOND.

COMMERCIAL FISHERMAN. DO YOU HAVE ANY QUESTIONS FOR FINANCE? NO, THANK YOU. THANK YOU.

THANK YOU VERY MUCH. CAPTAIN, WOULD YOU PLEASE JOIN US? COMMISSIONER, GUN CAPTAIN IS READY FOR YOU.

CAP NOW ENOUGH, YOU HAVE THE ANSWER NOW OR YOU NEED TO GO BACK AND ASK THE HIGHER UPS, GIVEN THAT WE'RE AT A DIFFERENT STATE OF EMERGENCY LEVEL AND BE IT THE FACT THAT BSOD SERVES MULTIPLE CITIES.

IS IT POSSIBLE THAT DSTO MAY REASSIGN, TEMPORARILY REASSIGNED TAMARACK DEPUTIES TO OTHER

[00:55:05]

CITIES TO MEET PENDING DEMAND? MY SON IS.

SOMEONE. COMMISSIONER, IT'S KIND OF DIFFICULT TO ANSWER NOW.

WE HAVE A MUTUAL AID AGREEMENT THROUGHOUT THE COUNTY.

SO AT ANY TIME WE CAN DEPLOY PEOPLE ANYWHERE THAT'S NEEDED IN CASE OF EMERGENCY.

RIGHT NOW, WE'RE PRETTY CONFIDENT THAT WE WILL LEAVE STAFFING AT LEVELS THAT WILL ALWAYS KEEP OUR CITY SAFE.

BUT THERE ARE EXAMPLES OF EMERGENCIES THAT WE MIGHT HAVE A REDUCTION IN WORKFORCE.

WE HAVE NO INDICATION OF THAT RIGHT NOW.

OK, THEN LET'S HAVE ONE MORE QUESTION FOR PARKS AND RECREATION.

THANK YOU, CAPTAIN. MR. WARNER.

FOR THE RECORD, GREG LAUNA, COMMISSIONER GOT.

HEY, GREG, I KNOW THAT YOU SAID EARLIER THAT YOU HAVE SOMEONE AVAILABLE TO DISINFECT THE BATHROOM EVERY SO MANY HOURS.

WHAT ABOUT THE EQUIPMENT? SO LIKE THE SLIDE AND EVERYTHING? IS SOMEONE GOING TO BE THERE TO, YOU KNOW, SPRAY DOWN OR WIPE DOWN THE EQUIPMENT EVERY COUPLE OF HOURS OR SO? OR HOW IS THAT GOING TO WORK? WE DON'T HAVE THAT CAPACITY.

COMMISSIONER, THAT THAT'S WHY.

AND ONE OF THE THINGS I'VE TALKED ABOUT EARLIER IS BEGINNING TOMORROW, THE PLAYGROUNDS WILL BE CLOSED AND ALL OF OUR PARKS.

ALL RIGHT. THAT'S ALL I HAVE. THANK YOU.

THANK YOU. THANK YOU, CHIEF SALES.

RIGHT. GOOD JOB.

WE'LL GET AT THE NEW MAYOR VISE, MAYOR COMMISSIONERS.

THIS IS FOR THE RECORD. CHIEF SALES PERSON SALES FOR THE GROWNING UPDATE.

THE. AND I ALSO BROUGHT WITH ME VAN SHOWING.

SO HE'LL BE DOING PART OF THE PRESENTATION FROM AN EMERGENCY MANAGEMENT PERSPECTIVE.

THE MANAGER MENTIONED A COUPLE OF THINGS THERE.

HE SAID EARLIER IN HIS INTRODUCTION.

AND ONE OF THE THINGS HE MENTIONED WAS THAT WE'VE KIND OF DONE SOMETHING LIKE THIS BEFORE. AND WHAT I WANTED TO JUST ELABORATE A LITTLE BIT ON THAT IS THAT ALL THE DIRECTORS THAT HAVE GONE UP AND SPOKEN ARE PART OF WHAT WE CONSIDER OUR PLANNING TEAM.

AND THIS IS AN INCIDENT JUST LIKE A I MEAN, IT'S AN UNUSUAL INCIDENT, BUT IT'S STILL THE FRAMEWORK OF INCIDENT MANAGEMENT STRUCTURE.

AND WE'RE OPERATING IN THAT MODE RIGHT NOW.

WE HAVE BEEN FOR SEVERAL WEEKS.

AND I'M GOING TO GET A LITTLE BIT MORE DETAIL ON THAT.

BUT EACH ONE OF THE DEPARTMENT DIRECTORS IS A VERY VITAL MEMBER OF THE TEAM.

AND DEPENDING ON WHAT THE NEEDS ARE HERE, DIFFERENT QUESTIONS AND DIFFERENT NEEDS IN THE COMMUNITY THAT ARISE, A DEPARTMENT DIRECTOR WILL BE RESPONSIBLE FOR THAT.

SO JUST SO YOU KNOW, THIS IS A REALLY GOOD TEAM.

I'VE BEEN BEFORE I GET INTO THE PRESENTATION, I'M PROBABLY ON SO MANY CONFERENCE CALLS, I JUST CAN'T EVEN IMAGINE IN A RUN OF A DAY.

BUT LET'S JUST SAY FIVE OR SIX PROFESSIONAL ASSOCIATIONS THAT I'M LISTENING AND, YOU KNOW, INTERACTING WITH THE PEOPLE AROUND THE COUNTY AND AROUND THE STATE.

AND I HAVE TO SAY, YOU KNOW, TAMARA IS DOING A VERY GOOD JOB.

SO ANYWAY, WITH THAT, I'LL GO AHEAD AND GET STARTED.

AND THE DIRECTORS ARE BEEN ANYTIME I OR ME OR THE CITY MANAGER OR ANYONE ELSE ASK ANYONE TO DO ANYTHING IS DONE IMMEDIATELY.

ONE OF THE THINGS THAT JACK CAME UP A LITTLE BIT AGO AND TALKED ABOUT CLEANING WHAT IT WAS ONE OF THE OBJECTIVES.

AND YOU'LL SEE WE HAVE FIVE OBJECTIVES FOR THIS INCIDENT.

BUT ONE OF THOSE THINGS IS TO ACTUALLY NOT ONLY CLEAN MORE OF A CLEAN MORE WHEN PEOPLE CAN SEE IT. SO YOU FEEL A LITTLE BIT MORE SECURE ABOUT YOURSELVES AND STUFF LIKE THAT.

AND IF YOU NOTICE, WE HAVE HAND SANITIZER STATIONS ALL OVER THE PLACE AND STUFF LIKE THAT.

AND WE'RE TRYING TO DO A LOT OF FOR CLEANING STUFF.

SO ANYWAY.

SO THAT THAT'S JUST ONE EXAMPLE.

I HEARD THE VISE MAYOR ACSA SAYING THAT HE WANTED TO MAKE SURE HIS INFORMATION CAME FROM A SOURCE OTHER THAN TWITTER.

SO I'LL GIVE YOU A SITE TO GO TO IF YOU WANT TO KNOW SPECIFICS ON THE CULVERT 19 AND THAT WOULD BE FLORIDA HEALTH CULVERT 19, NOT GO.

AND THEY WILL GIVE YOU ALL OF THE DATA YOU WANT IN TERMS OF CONFIRMED CASES AND THAT KIND OF THING LIKE THAT. AND IF YOU IT THE IT CHANGES DAILY.

SO WHAT YOU SEE TODAY WON'T BE VALOT TOMORROW.

WHAT YOU SEE IN AN HOUR, WE'LL BE VALOT MORE FACT.

THE LAST CONFERENCE CALL I HAD ON IT 11 O'CLOCK WILL HAVE A CONFERENCE CALL FROM THE GOVERNOR'S OFFICE THERE.

E.M OFFICE AND NOT AT 11 O'CLOCK.

CONFERENCE CALL IS EVERY DAY, BY THE WAY, IS THAT THEY WERE GIVEN A STATS ON THE NUMBER

[01:00:04]

OF KUBERT POSITIVE CASES, BY THE WAY, IN THE STATE OF FLORIDA, THREE 390 AT THIS TIME AND I'M SURE IT'S CHANGED IN EIGHT DESH, BUT 360, THOSE ARE FLORIDA RESIDENTS.

BUT THAT SAID, THAT NUMBER CHANGED IN THE MIDST OF OUR CONVERSATION.

AND TOMORROW MORNING, IF YOU GO LOOK AT THAT WEB SITE OR PROBABLY DIFFERENT.

SO WE ARE IN THE MIDDLE OF A CRISIS AND WE ARE RESPONDING ACCORDINGLY.

THE COBIA INTO OBJECTIVES FOR THEIR HOME OR THAT I HIT THE WRONG BUTTON.

I NEED A BIGGER PLANE NURSE.

DID YOU BREAK THEM? SORRY ABOUT THAT.

THE CLEVER GUY OVERWHELMED ME.

THE INCIDENT OBJECTIVES FOR THIS PARTICULAR INCIDENT.

AND AS THE INCIDENT CHANGES, THE OBJECTIVES WILL CHANGE.

BUT SO FAR, THIS IS WHAT WE'VE DONE AND WE'VE TRIED TO STAY AND KEEP THE TEAM FOCUSED ON THESE PARTICULAR INCIDENT OBJECTIVES.

AND THAT'S EDUCATION, PREVENTION RESPONSE.

SLOW TO SPREAD. LIMIT EXPOSURE RISK.

AND WE WANT TO MAKE SURE WE DON'T FORGET ABOUT RECOVERY.

I THINK ONE OF THE COMMISSIONERS OR MAYBE IT WAS A VISE MAYOR TALKED ABOUT BUSINESSES AND NOW WE'RE NOT. WE'RE DEFINITELY NOT DEAF TO THAT.

AND WE ARE HAVE THAT AS ONE OF OUR INCIDENT OBJECTIVES TO TRY SOMEHOW TO JUMPSTART THAT COMMUNITY AND MAKE SURE WE CAN DO ALL WE CAN DO TO KEEP THEM VIABLE.

FROM AN EDUCATIONAL PERSPECTIVE.

THIS IS THESE ARE SOME OBJECTIVES UNDERNEATH THAT WE HAVE THE PUBLIC INFORMATION OFFICE IS KIND OF TAKING THE LEAD ON KEEPING THE COMMUNITY UPDATED INTERNAL.

LORENZO, YOU DIDN'T MENTION OUR H.R.

DIRECTOR, BUT HE IS THE ONE THAT LEANS FORWARD AND COMMUNICATING WHAT OUR WORKFORCE AND FIRST RESPONDERS IN PARTICULAR.

YOU KNOW, WE HAVE SOME UNIQUE CHALLENGES.

YOU HEARD THE CAPTAIN COME UP HERE AND TALK A LITTLE BIT ABOUT THAT.

I'LL GIVE A BIT MORE DETAIL ON IT.

BUT WE TRY.

IN THE FIRE DEPARTMENT SAYING TO TO KEEP STAY ABREAST OF WHAT'S HAPPENING WITH THE FIRST RESPONDERS AND WHAT WHAT WE CAN DO TO MAKE SURE OUR FOLKS ARE SAFE SO THEY CAN CONTINUE TO KEEP THE COMMUNITY. SAY.

ONE OF THE OTHER THINGS IS WE RECOGNIZE I GOT AN EMAIL FROM FROM THE CITY MANAGER'S OFFICE. I WANT TO MAKE SURE WE ARE KEEPING TRACK OF THE HEALTH CARE AND THE LONG I MEAN, THE LONG TERM CARE FACILITIES.

WE. WE RECOGNIZE WHAT HAPPENED DURING THE LAST EVENT STORM WISE.

AND YOU CAN REST ASSURED THAT WE'RE KEEPING TRACK OF OUR OUR PARTNERS.

AND WE HAVE QUITE A FEW A LEFT AND TAMARA AND WE CALL THEM AT LEAST PHONE CALL ONCE A DAY. AND WE'VE GONE OUT TO VISIT TO MAKE SURE THEY HAVE THE RESOURCES THAT THEY NEED.

AND I GOT TO TELL YOU, I WAS VERY IMPRESSED WITH THEIR WORK THUS FAR.

WE SENT OUT AN INSPECTED ALL OF THE LONG TERM CARE FACILITIES AND THEY WOULDN'T EVEN LET HER INSIDE. SHE HAD TO CHECK HER TEMPERATURE AND LOG IN HER NAME.

AND THAT'S ALSO I MEAN, I'M GLAD TO SEE THAT THAT'S A VERY VULNERABLE POPULATION THAT WE WANT TO MAKE SURE THOSE FACILITIES ARE TAKEN.

THE CDC AND THE DEPARTMENT OF HEALTH GUIDELINES SERIOUSLY AND ARE GETTING THAT INFORMATION. AND THEY CERTAINLY ARE.

SO WE WERE WE WERE PRETTY IMPRESSED WITH THAT.

THE OTHER THINGS YOU CAN SEE THERE, WE'RE MONITORING.

I TOLD YOU ABOUT ALL THE MEETINGS THAT WE'RE HAVING ABOUT MEETING OVERLOAD AND, YOU KNOW, THE. AND WE WANT TO MAKE SURE WE'RE PROVIDING FLASH SUMMARIES AND UPDATES AS WE NEED TO AND HOTLINES UPDATE. THIS IS OUR NEXT OBJECTIVE AND THAT'S PREVENTION.

WE WANT TO MAKE SURE WE ENCOURAGE PER THE CDC GUIDELINES, FLU VACCINES.

HOPEFULLY EVERYONE UP HERE HAS GOTTEN THEIRS AND EVERYONE'S LISTENING TO ME IS GETTING OUR FLU VACCINE. I'M RAISING MY HAND.

I DID DO IT. YOU KNOW, WE WANT TO MAKE SURE YOU'RE HEALTHY IN CASE YOU DO GET COLD AT 19, WHICH IS A POSSIBILITY THAT YOU DON'T GET CO INFECTED WITH THE SEASONAL FLU AS WELL.

SO YOU MAKE SURE YOU DO THAT IF YOU HAVEN'T DONE THAT THUS FAR.

WE'RE DOING HAND SANITIZING STATIONS THAT ALL OF PUBLIC FACILITIES.

I THINK WE PRETTY MUCH COVERED ALL THE FACILITIES JUST TO JUST TO SPEAK IT OUT A LITTLE BIT. AND I'M SURE EVERYONE'S EXPERIENCE.

GINETTA, HER DEVICE MAYOR, MENTIONED THAT.

BUT WE'RE HAVING SOME SOME CHALLENGES LIKE LIKE EVERYONE ELSE IS GETTING THOSE PPE RELATED SUPPLIES. WE'RE DOING THE BEST WE CAN.

THE MANAGERS LEANING ON A FEW FOLKS.

THE THE ASSISTANT CITY MANAGER IS LEANING.

I'VE GOTTEN WE'VE GOTTEN A LITTLE BIT MORE INVENTORY, BUT WE HAVE RIGHT NOW ALL OF THE AREAS THAT WE PARKS AND VSO AND CITY HALL, ALL OF THOSE FACILITIES ARE COVERED WITH THE HAND SANITIZERS. AND IF ALL ELSE FAILS, YOU CAN WASH YOUR HANDS.

SO WE DO HAVE THAT.

WE'RE PRACTICING SOCIAL ISOLATION, IF YOU COULD.

I MEAN, OUR VIEWERS AT HOME CAN'T SEE IT, BUT WE'VE GOT FOLKS SITTING ALL OVER TO THE

[01:05:01]

CHAMBERS HERE. WE'RE MAKING SURE WE KEEP IN OUR SIX FOOT OR MORE DISTANCE FROM EACH OTHER. SO WE'RE DOING IT BY A PLANT.

YOU MIGHT NOT BE WHERE I AM, BUT THAT'S AN ELECTROSTATIC SPRAYER THAT WE SPRAY A CHEMICAL TO KILL VIRUSES, BACTERIA, THE WHOLE NINE YARDS.

AND ANYTIME ONE OF OUR IN PARTICULAR, OUR RESCUE UNITS, BECAUSE THEY'RE FRONT LINE, GET EXPOSED TO A CALL, WE GO AND CLEAN IT.

AND THEN ON AN ONGOING BASIS, WE'RE DOING IT TWICE A WEEK TO TWO.

NOT ONLY WE DO REGULAR GROSS DECONTAMINATION, BUT THIS IS MUCH MORE SPECIFIC.

SICK EMPLOYEES, WE HAVE PROCEDURES ON THAT.

THE MANAGER MAY MENTIONED THAT EARLIER.

WE'RE GOING TO, YOU KNOW, BE SCHEDULES AND DIFFERENT THINGS THAT EACH DEPARTMENT'S DOING A LITTLE BIT SOMETHING DIFFERENT.

BUT IN TERMS OF SICK EMPLOYEES, WE ACTUALLY PUT IN PLACE A PANDEMIC POLICY SEVERAL YEARS BACK HAS BEEN PRETTY GOOD.

AND IF ANYBODY COMES TO WORK WITH A FEVER, WE SEND THEM HOME AND THEY NOTE A PROCESS FOR THAT. I ALMOST GET WORKING AT HOME BECAUSE EVERYONE ELSE HAS ALREADY TALKED ABOUT THAT.

BUT WE'RE TRYING TO LIMIT IMPACT.

AND IN WHERE WE TALK A LITTLE BIT ABOUT STAFFING.

I GUESS IT WOULD BE A GOOD TIME TO TALK ABOUT FIRE STAFF IN GENERAL HURT EVERYONE ELSE, TALK ABOUT THEIR DEPARTMENTS, BUT IN TERM MOTIVE IN TERMS OF THE FIRE DEPARTMENT, THERE IS NO LIMIT IN STAFFING ALL OPPER.

WE HAVE SHIFTS AND AN ALL OPERATIONAL FOLKS ARE ARE ON THE FRONT LINE AND DOING WHAT THEY'RE SUPPOSED TO BE DOING AT THIS TIME.

THE ONE THING WE CAN REDUCE AREAS IS OUR ADMINISTRATIVE STAFF IS VERY SMALL.

DEPARTMENT SEEMS BIG, BUT ADMINISTRATIVELY THERE'S ONLY EIGHT OF US.

SO WE CUT THAT DOWN.

AND IN TERMS OF DISMISSING, BUT RIGHT NOW THE MISSION IS PRIMARILY FOCUS ON THE FIRST RESPONDERS AND THE FIRE DEPARTMENTS THAT WE NEED MOST OF OUR HANDS ON DECK.

SO THAT'S WHAT'S HAPPENING IN OUR DEPARTMENT.

THANK YOU VERY MUCH. AND YES, I KNOW THAT THERE.

I HAVE. WELL, I'M MUCH MORE.

OK. ALL RIGHT.

BUT IN TERMS OF RESPONSE, YOU KNOW, THIS ISN'T JUST ABOUT ME.

IT'S ABOUT THE CITY IN GENERAL.

AND WE FOLLOW THE GUIDELINES FROM THE CDC, THE DEPARTMENT OF HEALTH, THE PRESIDENT AND EVERYONE ELSE IN TERMS OF LIMITING CROWDS, DECONTAMINATION, YOU KNOW, OR ENHANCE CLEANING PROCEDURES. I TALKED ABOUT THE FIRST RESPONDERS AND WORRY AND ALL OF OUR PURPLY PPE.

BUT WE ARE OUT THERE READY TO RESPOND.

MAFRAQ, OUR CALL VOLUME HASN'T CREEPED UP AT ALL.

IT'S ACTUALLY HOLDING STEADY.

AND I'M ASSUMING THAT'S DUE TO JUST PEOPLE STAYING AT HOME AND HEEDING THE WARNINGS AND STUFF LIKE THAT. SO WE IN TERMS. WELL, WE'LL TALK ABOUT ONE THING IF YOU DO HAVE A NUMBER.

THESE CALLS ARE CALLED.

WE HAVE A CODE IN IN THE SYSTEM FOR THESE EMERGENCY TYPE CALLS.

AN EX CHIEF FRAZIER, WHO'S OUR DE FACTO DATA ANALYST, TO RUN FOR ME, BECAUSE I FIGURE SOMEONE MIGHT ASK HOW MANY.

HOW MANY CALLS THAT WE'VE GOTTEN.

AND I LOOKED AT IT OVER THE LAST COUPLE OF DAYS IN TERMS OF OF THIS PARTICULAR INCIDENT.

AND I WANT TO SAY MS. MACHINE HERE ON THAT.

BUT ROUGHLY SPEAKING, I WANT TO I THOUGHT HIS NUMBER WAS ANYWHERE FROM 10 TO 20.

SO IT HASN'T BEEN THAT SIGNIFICANT FOR US.

BUT I MUST HAVE LEFT THAT SHEET AT HOME SOMEWHERE.

THE. WHAT WE'RE DOING IN TWITTER IN TERMS OF SLOWING THE SPREAD OF LIMITED EXPOSURE IS WE'RE ALL FOLLOWING THE CDC GUIDELINES AND WE'RE MONITORING CLUSTER OUTBREAKS IN THE REGION. OF COURSE, WE KNOW BROWARD COUNTY HAS IN MOST CASES RIGHT NOW SIMPLY BECAUSE WE HAVE THE CRUISE LINE AND THOSE THINGS.

AND THEN MOST OF THESE AMBER KIND OF WERE RELATED TO TRAVEL.

IT'S STARTING TO BECOME A COMMUNITY SPREAD.

BUT BUT PRIMARILY RIGHT NOW, THOSE CASES ARE RELATED TO TRAVEL.

SO WE DO MONITOR THAT AND RAMP UP ACCORDINGLY.

I HEARD THE CAPTAIN MENTIONED ABOUT SCREENING.

HE'S TALKING IN PARTICULAR ABOUT A FAR DIDN'T DISPATCH IN GENERAL.

AND DISPATCH IS HOW WE GET THE CALLS.

AND BASED ON HOW THAT CALL COMES OVER, THERE'S A SCREENING THAT TAKES PLACE.

SO FIRST RESPONDERS AND GETTING ON THEIR TABLETS THAT SAYS BE CAUTIOUS ON THIS CALL.

THAT'S HELPFUL. AND WE CERTAINLY APPRECIATE IT.

BUT WE WANT OUR FIRST RESPONDERS TO TAKE PRECAUTIONS.

AND EVERY CALL AND WHAT WE'VE DONE FROM A RESPONSE PERSPECTIVE TO LIMIT THAT SPREAD IS WE KNOW IF THE CALL IS NOT ONE WORD, HAS A LIFE THREATENING EMERGENCY, CARDIAC ARREST OR RESPIRATORY DISTRESS OR SOMETHING LIKE THAT.

WE'RE SENDING ONE ONE FIREFIGHTER PARAMEDIC IN TO EVALUATE THE SITUATION THAT THE PERSON CAN COME OUT. WE'LL BRING THEM OUT.

IF NOT, AND THEY NEED ALL HANDS ON DECK WILL GO IN AND DO ALL HANDS ON DECK.

BUT WE'RE TRYING TO LIMIT EXPOSURE TO OUR FIRST RESPONDERS BECAUSE WE ONLY HAVE ONE HUNDRED. AND IF WE IF WE IF WE START GETTING THE EXPOSURE RATE TICKED UP AND THE FIRST

[01:10:02]

RESPONDER, WE'RE GONNA HAVE SOME TROUBLE STAFFING.

SO WE'RE TRYING TO BE SMART ABOUT THAT.

AND THEN, OF COURSE, WE'RE FOLLOWING ALL THE EXECUTIVE ORDERS FROM THE GOVERNOR.

AND AS WE SEE ACTUALLY WENT OUT TO A RESTAURANT THE OTHER DAY AND THEY HAD HALF THE TABLES BLOCKED UP AND BARRICADED OFTEN.

AND SO PEOPLE ARE DEFINITELY TAKING THIS SERIOUSLY AND IN RECOVERY.

I MENTIONED THAT A LITTLE BIT.

I THINK THE VISE MAYOR ALSO MENTIONED THAT.

SO WE DEFINITE WANT TO LEAN IN ON THAT.

AND JUST RECONSTITUTING THE CITY OPERATIONS IN GENERAL, BECAUSE NOW WE'RE DOWNSIZED AND WE'VE GOT TO BE ABLE TO RAMP THAT BACK UP.

I KNOW COMMISSIONER FISHMAN IS A BIG PROPONENT OF RESILIENCY, SO I ADDED THAT UP THERE FOR YOU, RESILIENCY, PLANNING.

AND THEN WE NODA'S BUSINESS AND INDUSTRY THAT WE NEED TO RECOVER.

AND NOW WE WANT TO MAKE SURE THE COMMUNITY HAS CONFIDENCE IN OUR ABILITY TO RESPOND TO EMERGENCIES. SO WE WANT TO MAKE SURE MOVING FOR THAT, THEY KNOW THAT WE'RE HERE FOR THEM AND THAT WE CAN RESPOND APPROPRIATELY.

NOW, I HAVE VAN WITH ME TO TALK SOME SPECIFICS ON EMERGENCY MANAGEMENT AND HE'LL COME UP AND TALK ABOUT THAT. SO.

GOOD AFTERNOON. VAN JONES, HAMMOCK FIRE RESCUE.

GOOD AFTERNOON, MAYOR. MEMBERS OF THE COMMISSION, MISTER CITY MANAGER.

SO WE HAVE BEEN MONITORING, REVIEWING ALL OF OUR EMERGENCY PLANS.

RCMP, HER CITY'S EMERGENCY MANAGEMENT PLAN.

OUR COOP CONTINUITY OF OPERATIONS PLAN.

WE STARTED THIS BACK IN DECEMBER AS WE STARTED TO SEE THIS EVENT STARTING UP.

WE STARTED WITH JOHN HOPKINS, LIVE TRACKER NOW TO SEE WHAT THE STATUS WAS THERE AND CONTINUED THROUGH.

WE ARE WORKING ONCE AGAIN WITH OUR CITIES READINESS INITIATIVE, WORKING ON THAT AGREEMENT WITH THE DEPARTMENT OF HEALTH.

WE HAVE FIELDED A TREMENDOUS AMOUNT OF CALLS JUST IN THE EMERGENCY MANAGEMENT SIDE OF DALLAS. THIS DOESN'T INCLUDE OUR OPERATIONS R.E.M.'S, BUT OVER THE PAST 30 DAYS, WE'VE PROBABLY DONE ABOUT 60 CALLS JUST IN REFERENCE TO THIS AND CONFERENCES. SO THERE'S A TREMENDOUS AMOUNT OF INFORMATION THAT'S GOING ON THEIR WEB EOC, WHICH IS THE THE COUNTY PLATFORM FOR EMERGENCY MANAGEMENT.

WE'VE BEEN MONITORING CITY CLOSURES, EVENT CANCELATIONS, RESOURCE REQUESTS, MISSION REQUESTS, HOTEL AND HOSPITAL BED AVAILABILITY, AS WELL AS SITUATIONAL REPORTING.

AND SO IF THERE IS A CONSTANT FLOW OF INFORMATION THAT WE SHARE WITH OUR OPERATIONAL DIVISION, WHICH THEN IS SHARED WITH YOU, COMMUNITY OUTREACH, WE'VE BEEN WORKING WITH WE'VE BEEN PUTTING OUT CODE REDS, A LOT OF FLYERS, A LOT OF SOCIAL MEDIA.

THE DEPARTMENT OF HEALTH HAS BEEN OUT IN THE COMMUNITY OR ASSISTED LIVING FACILITIES CHIEF SAYLE SPOKE ABOUT.

WE VISITED THEM. WE'LL BE WORKING WITH THEM ON A CONSTANT BASIS AND.

THAT'S IT. AND WE'VE ALREADY SEEN THE BUILDING DEPARTMENT.

I ASKED CHIEF SALES TO COME UP.

WE'LL TAKE ANY QUESTIONS THEY MAY HAVE.

I APPRECIATE IT. THANK YOU. NOW MY OWN TIME.

OK. AVAILABLE FOR ANY QUESTIONS? EXCELLENT. COMMISSIONER PLACA, TELL ME, AT OUR ASSISTED LIVING FACILITIES, WHAT EXACTLY ARE WE LOOKING FOR THERE TO MAKE SURE THEY HAVE PROVISIONS? THERE WERE A COUPLE OF THINGS WHEN YOU SAY PROVISIONS.

I'M MY WRITER. I UNDERSTAND WHAT YOU MEAN.

LET ME TAKE THAT BACK. WHAT EXACTLY ARE WE LOOKING FOR WHEN WE VISIT THEM? WELL, WHAT WE LOOK FOR SUIT.

THE CDC HAS AND THE DEPARTMENT OF HEALTH HAS PUT OUT SPECIFIC GUIDELINES ON ON VISITATION, ON PPE, ON CALLING FOR LIKE, YOU KNOW, ILL FOLKS AND STUFF LIKE THAT.

SO WE'RE LOOKING TO MAKE SURE THERE DATE, FIRST OF ALL, HAVE THOSE GUIDELINES.

AND SECONDLY, THAT THEY'RE FOLLOWING THOSE GUIDELINES.

AND THEN WE ALSO, IF THEY HAVE A RESOURCE NEED, WE ALL HAVE THE ABILITY TO GO INTO WEB EOC. BUT SOMETIMES WE CAN WE CAN BE A LITTLE BIT MORE PERSUASIVE THAN THEY CAN.

SO IF THERE'S AN ISSUE, WE WANT TO MAKE SURE WE PARTNER WITH THEM.

SO WHATEVER YOU NEED, WHATEVER, THEY'RE RUNNING SHORT ON THAT, WE ASK FOR THAT TOGETHER.

OK. THANK YOU.

THANK YOU. VICE-MAYOR.

SHE SELLS. HERE'S SOMETHING ELSE THAT I SAW FLOATING AROUND IN SOCIAL MEDIA THAT THE PEOPLE WHO DIED OF CORONA VIRUS HAVE ALL HAD IBRA PRO-BAN PROVEN IN THEIR SYSTEM.

SO. SO HAVE YOU HEARD THAT OR IS THAT JUST THE A A MYTH? WELL, I DON'T KNOW WHAT YOU SAW IN PARTICULAR, VICE-MAYOR, BUT I CAN SAY AND I DON'T KNOW IF IT'S YOU KNOW, SOMETIMES, YOU KNOW, CAUSE AND EFFECT IS NOT ALWAYS THE SAME, BUT

[01:15:04]

GENERALLY IF YOU'RE HAVING A FEVER, PEOPLE ARE GOING TO TAKE SOME KIND OF A, YOU KNOW, SOMETHING TO CONTROL THAT FEVER.

SO WHETHER IT IS IBUPROFEN OR TYLENOL OR ACETAMINOPHEN, THEY'RE GOING TO DEAD.

THAT DOESN'T SEEM ODD TO ME, ACTUALLY.

I MEAN, THAT'S WHAT YOU SHOULD BE TAKEN TO HELP WITH ACHES AND PAINS AND THOSE KIND OF THINGS. IF THERE'S SOME KIND OF CORRELATION LATER ON, I'M SURE THE CDC WILL BE ALL OVER IT. BUT THE WEB SITE YOU QUOTED BEFORE DOES NOT PROVIDE ANY INFORMATION WITHOUT ITS CONCERN. YEAH, I WOULD.

I DON'T THINK THEY WOULD UNTIL THEY HAVE SOME MORE CONFIRMATION ON THAT.

BUT THIS IS FLORIDA HEALTH GO AND YOU'RE DEALING WITH THE SPECIFIC INCIDENT RIGHT NOW.

MAYBE NOT AS MUCH RESEARCH.

THAT WOULD BE MORE OF A CDC SITE I WOULD LOOK FOR IF I WANT MORE INFORMATION ON IT.

OK, AND CAN YOU REPEAT THE WEB SITE JUST JUST FOR THE BENEFIT OF OUR RESIDENTS POSTING ONLINE? OK, FLORIDA HEALTH.

AND THIS IS ALL ONE WORD.

KOVEN, 19, DAIGO.

I'M ASSUMING THAT'S THE ONE YOU'RE REFERRING TO EARLIER.

YES, IT WAS. ARE WE ABLE TO PUT THAT ON OUR WEB SITE WHERE THE LINK IS TIME, RIGHT, BUT AREN'T FOR FOR A SLASH CODE? MAYBE THAT WAS A QUESTION FROM EVENT.

I DON'T KNOW IF IT'S ALREADY LISTED, BUT IF IF WE CAN.

THAT SEEMS TO BE A WEB SITE THAT OUR FIRE CHIEF IS.

RECOMMENDING. AND I THINK, YOU KNOW, WE COULD PUT THAT ON OUR WEBSITE AS WELL.

YEAH. NOTHING. OK, GOOD.

ON THE WEB SITE THAT WE'RE TALKING ABOUT, FLORIDA HEALTH COVERED 19 DOT GOV.

YOU MENTIONED THE 300 PLUS PEOPLE WHO HAVE BEEN IDENTIFIED ARE THERE IN THE TAMARACK RESIDENTS IDENTIFIED ON THAT AND THE CASES IN TIME.

OF COURSE, YOU CAN'T SAY WHO THEY ARE.

DON'T THINK THE WEB SITE WOULD GIVE THAT INFORMATION.

BUT DO WE HAVE ANY CASE OF COAL WITHIN.

IN TIME ROCK? HAVE WE HAD A POSITIVE COBBETT TEST RESULT IN THE CITY OF TAMARA? YEAH, THAT WHAT YOU'RE ASKING. AND IF ANY OF OUR RESIDENTS DO.

DO WE HAVE ANY? I CAN'T SAY.

YOU KNOW, LET ME JUST SAY THIS.

UNIVERSITY HOSPITAL, WHICH IS OUR MAIN HOSPITAL, OUR OUR HOSPITAL IN OUR CITY HERE IS A IT GETS FED FROM A LOT OF DIFFERENT CITIES.

SUNRISE DOESN'T HAVE A HOSPITAL.

SO ALL OF OUR PATIENTS GO SOMEWHERE ELSE OUTSIDE THEIR CITY.

SO TO SEE IF IT'S A TAMARA RESIDENT, I I WOULDN'T KNOW THAT.

BUT IF YOU'RE ASKING ME IF THERE HASN'T BEEN A POSITIVE CLEAR 19 CASE IN TAMARA, I'D SAY YES AT UNIVERSITY HOSPITAL.

KING DO YOU KNOW THE AMOUNT OF.

PEOPLE THAT TESTED POSITIVE THERE.

I DON'T, BUT VISE MIRAKI CHIEF SALES, IF YOU WILL, VISE MAYOR.

SO FAR, UNIVERSITY HOSPITAL'S DONE 78 TESTS ARE SO THEY'RE NOT ACTUALLY DOING THE TESTS, BUT THEY'VE REFERRED SEVENTY EIGHT TESTS OUT.

THEY'VE RECEIVED ELEVEN RESULTS.

OF THE SEVENTY EIGHT TESTS, TEN WERE NEGATIVE, ONE WAS POSITIVE.

THEY DID NOT ADVISE US IF IT WAS A TAMARACK RESIDENT, BUT WE DID HAVE A POSITIVE TEST AT THE HOSPITAL. THE HOSPITAL IS IS FRUSTRATED BECAUSE OF THE LENGTH OF TIME IT IS TAKING THEM TO GET THE RESULTS BACK FROM THE TESTING FACILITIES.

VERY, VERY GOOD ANSWER.

YOU'RE ON A ROLL WITH A GREAT INFORMATION CITY MANAGER.

GOOD JOB. OUR FIRE CHIEF, DO WE HAVE ANY SHORTAGE OF SUPPLIES LIKE MASKS OR ANYTHING LIKE THAT? YES, LOLKING.

AND WHAT CHALLENGES ARE THE FIREFIGHTERS HAVING? ARE THEY HAVING TO BE REUSING THE MASKS OR GLOVES OR ANYTHING LIKE THAT? AND WHAT ARE THE HEALTH RISKS FOR THOSE THINGS? I'M NOT SURE I HEARD YOU.

DID YOU SAY. ARE THEY HAVING TO REUSE EQUIPMENT? IS THAT WHAT YOU SAID? YES.

AND YOUR ANSWER WAS YES.

NO, I DIDN'T SAY THAT. OK.

I YOU TO ANSWER YES TO YOUR QUESTION WAS, IS THERE A SHORTAGE? AND I ANSWERED YES TO THAT.

BUT THE FOLLOW UP QUESTION, I'M JUST ASKING YOU TO CLARIFY.

OK, SO IF THERE'S A SHORTAGE OF SUPPLIES, ARE THE FIREFIGHTERS HAVING TO REUSE ANY SUPPLIES THAT THEY ARE CURRENTLY USING? AND IF SO, WHAT ARE THE HEALTH RISKS? NO. OK.

DO YOU FORESEE THAT THERE WILL BE A PROBLEM BECAUSE THERE'S A SHORTAGE OF SUPPLIES IN THE FUTURE WHERE OUR FIRE DEPARTMENT IS NOT GOING TO BE ABLE TO SUFFICIENTLY DO THEIR JOBS BECAUSE THEY PROBABLY DON'T HAVE ENOUGH SUPPLIES AND TO NOT BE GETTING ANY ANYTIME SOON?

[01:20:07]

THAT'S A HYPOTHETICAL, BUT I CAN.

I CAN SAY THIS. I.

WE HAVE ENOUGH SUPPLIES RIGHT NOW FOR THE NEAR FUTURE.

AND WHEN I SAY THAT, I MEAN ABOUT 30 TO 60 DAYS NOW INVENTORY.

HERE'S THE THING ON THE ISSUE.

THE CHALLENGES THAT YOU'RE ASKING IN TERMS OF SUPPLIES IS PERSONAL PROTECTIVE EQUIPMENT IS A UNIVERSAL ISSUE RIGHT NOW.

IT'S NOT A FLOOR ISSUE IS NOT A BROWN COUNTY ISSUE.

IT'S A NATIONWIDE ISSUE.

BUT I CAN TELL YOU THIS, THE GOVERNOR HAS MADE BURKE COUNTY A PRIORITY IN TERMS OF GETTING THE RESOURCES FOR OBVIOUS REASONS.

AND WE HAVE BEEN GETTING INCREMENTAL SHIPMENTS.

SO WHEN WE THINK WE'RE GETTING A LITTLE LOWER THAN ALL OF YOU KNOW, WE'LL GET A SUPPLIER OR TWO THAT CAME IN IN TERMS OF IN TERMS OF INVENTORY.

WE TRACK THAT EVERY DAY IN TERMS OF THERE'S A WHOLE HOST OF SUPPLIES THAT ARE REQUIRED.

WE TRACK THAT EVERY SINGLE DAY.

AND I ACTUALLY UPDATE THE MANAGER.

SO WE'RE PRETTY COMFORTABLE WITH OUR INVENTORY RIGHT NOW.

COULD IT BE BETTER? YES, IT COULD.

AND IF THERE IS AN ISSUE WHERE YOUR SUPPLY CHAIN IS FIVE DAYS OR LESS, YOU GET TO THE TOP OF THE LIST IN TERMS OF RESOURCE REQUESTS IN THAT WEB EOC.

SO THE STATE IS AWARE THAT IN A RUSH THOSE TO YOU BASED ON THOSE PRIORITIES.

SO THEY'RE NOT LETTING ANYBODY RUN OUT.

THAT I KNOW OF RIGHT NOW AND WE'RE NOT RUNNING OUT.

OKAY. THAT WAS MY NEXT QUESTION.

OKAY. BECAUSE WHEN YOU GET TO THIRD BASE AND AND IF WE RUN OUT TO WHAT WHAT HAPPENS.

BUT THEN YOU SAY THAT THE STATE WOULD RUSH SUPPLIES TO YOU SO WE WON'T HAVE A PROBLEM OF OUR FIRE DEPARTMENT NOT HAVING THE NECESSARY SUPPLIES THAT THEY NEED.

I HOPE NOT. I CAN SEE IT'S A CHALLENGE, BUT SO FAR WE'RE NOT HAVING A PROBLEM.

THE SMOKE DETECTOR INSTALLATION.

I KNOW THAT THAT WAS COMING UP IN MY DISTRICT.

CAN YOU TELL ME IF THAT HAS BEEN RESCHEDULED? AND IF A NEW DATE HAS BEEN LAUNCHED? I'M JUST.

OK, VAN IS OK.

IT WORKS, BUT OUR COMMUNITY RISK REDUCTION DIVISION.

SO HE IS MORE FAMILIAR WITH THAT.

SO I HAD TO ASK IS WHAT'S GOING ON WITH THAT? BUT I SAW THE CANCELATION HAS GONE OUT.

SO I KNOW IT'S BEEN CANCELED. BUT YOUR QUESTION WAS, HAS IT BEEN RESCHEDULED? AND AT THIS TIME, IT HASN'T.

BUT, YOU KNOW, WHEN WE DO THE SMOKE DETECTOR INSTALLATION IS A SIGN UP LIST.

SO WE'RE CALLING EVERYBODY ON THAT LIST SAYING WHEN WE HAVE THE DATE.

OK. ALL RIGHT. PLEASE.

WHEN YOU REACH OUT TO ME SO THAT I KNOW WHAT WHAT DATE THAT IS IN THE FUTURE.

LOVE TO BE THERE. NEVER BEEN BECAUSE OF THE SCHEDULING CONFLICTS.

SO CALLED CAUVIN DID ONE GOOD THING.

WE'LL MAKE SURE WE GET THE DATE TO YOU.

WELL IN ADVANCE. VICE-MAYOR.

THANK YOU SO MUCH. THE CITY MANAGER ADVISED THAT THAT UNIVERSITY HOSPITAL IS REFERRING CASES OUT FOR TESTING.

ARE THERE ANY TESTING SITES IN THE CITY OF TAMARACK, THOUGH? WERE THEY REFERRING THEIR TEST TESTS TO YOU? OK. SO THEY'RE BEING TESTED THERE.

AND THEN THE TEST IS BEING SENT OUT FOR TESTING.

NOTE THAT THAT GOT.

NOT AT ALL. OK.

HIGHER. KOVEN, 19.

WHAT ARE THE CHALLENGES? NOT JUST ONLY THIS THERE THERE'S A COUPLE OF CHALLENGES WITH THE WHOLE TESTING PROCESS.

ONE IS HAVING ENOUGH TEST KITS AND THAT'S JUST CALL A COLLECTION.

SO THE COLLECTION I WASN'T A NEED INTERVIEWS.

BUT SINCE YOU'RE ASKING THAT QUESTION, THE STATE IS REQUESTING FOR ONE OF THE TEST KITS, FOR ONE, A 50000 TEST KITS AND THEY GOT 1 PERCENT OF THAT OR YESTERDAY, 1 PERCENT.

SO EVERYONE'S REQUESTING THE SAME RESOURCE AND IT'S BEEN DISTRIBUTED AS BEST THEY CAN.

SO WHAT'S HAPPENING IS UNIVERSITY OR THE HEALTH CARE FACILITY.

ONCE THEY GET THE KIT, THEY CAN BE A COLLECTION POINT.

BUT THAT DOESN'T MEAN THEY'RE TESTING SITE AND WE'RE MIXING THE TWO.

THAT'S A COLLECTION POINT IS DIFFERENT THAN A TESTING SITE.

AND THOSE TESTING SITES RIGHT NOW, THERE'S ONLY THREE TESTING SITES AND THERE'S SOME PRIVATE SITES THAT ARE COMING ONLINE THAT ARE GOING TO BE A VERY BE RAMP THAT UP.

BUT IN TERMS OF TESTING IT FOR KOVE IT UNIVERSITY CAN'T DO THAT.

EXACTLY. OK.

WHAT THEY CAN DO IS COLLECT IT JUST LIKE EVERY OTHER HOSPITAL.

OK. TELL ME WHERE THE THREE TESTING SITES ARE, IF YOU ARE AT LIBERTY TO SAY AND THEN TELL

[01:25:02]

ME THE DIFFERENCE BETWEEN TESTING SITE AND COLLECTION SITE, AGAIN, YOU'LL COLLECTION SITE IS NO DIFFERENT WHEN WHEN YOU GET YOUR LAB WORK AND YOU GO TO YOUR DOCTOR'S OFFICE, ALL YOUR DOCTOR'S OFFICES IS JUST A COLLECTION POINT.

THEN IT GOES OUT TO A LAB TO ACTUALLY DO THE ANALYSIS AND THEN THOSE RESULTS GO BACK TO YOUR PHYSICIAN. THAT'S NO DIFFERENT THAN WHAT WE'RE DOING RIGHT HERE.

IT'S JUST A COLLECTION POINT.

AND THEN IT GOES OUT. YOU KNOW, WHEN YOU SEE THE CARRIER, COME PICK UP THE STUFF FROM A DOCTOR'S OFFICE. THAT'S BECAUSE YOUR DOCTOR'S OFFICE IS A COLLECTION SITE, NOT A TESTING SITE. YOU DON'T HAVE THE EQUIPMENT.

I MEAN, THAT WOULD BE INEFFICIENT FOR EVERY DOCTOR'S OFFICE TO HAVE THAT MUCH LAB EQUIPMENT TO RUN ALL OF THOSE TEST RESULTS.

SO THE MORE EFFICIENT WAY IS WE HAVE LAUGHS.

SO THAT'S WHAT THAT THAT'S THE DIFFERENCE BETWEEN THOSE TWO IN TERMS OF THE TESTING SITES.

LET'S JUST. I CAN TELL YOU THAT BLANK, AS YOU KNOW, WE WE JUST WANT TO MAKE SURE THERE'S THERE'S THREE CENTRAL TESTING SITES, ONE IN A NORTH, ONE IN THE CENTRAL PART OF STATE AND ONE IS SOUTH PAST. HOW ABOUT THAT? OK. YOU KNOW, RESIDENTS ASK ME THESE QUESTIONS.

AND, YOU KNOW, IF IF THIS IS A GREAT OPPORTUNITY TO ASK YOU THE QUESTIONS THAT I'VE BEEN GETTING. OK. BECAUSE I'VE BEEN OVERLOADED WITH QUESTIONS.

NO, I DON'T HAVE TO ANSWER TO THEM.

SO IF I'M IF I'M GIVING YOU THAT OVERLOAD.

NO, NO, NO, NO. I'M JUST.

I MEAN, THERE'S SOME THINGS I JUST YOU KNOW, WE WOULD PREFER, YOU KNOW, FOR OBVIOUS REASONS. NORTH, CENTRAL, SOUTH.

HOW ABOUT THAT OVERLOAD VISE MAYOR.

BUT THERE ARE THERE ARE MOBILE TESTING SITES BEING MOBILE COLLECTION.

COLLECTION. THANK YOU.

MOBILE COLLECTION SITES BEING SET UP THROUGHOUT THE COUNTY.

THROUGHOUT THE STATE. HOWEVER, YOU CAN'T GO THERE UNLESS YOU HAVE A DOCTOR'S NOTE.

NOT JUST A DOCTOR'S NOTE, BUT SIGNS AND SYMPTOMS. YOU HAVE TO GO. YOU HAVE TO HAVE A REASON.

HAVE TO. YOU HAVE TO BE EXAMINED AND BE TOLD YOU ARE EXHIBITING SYMPTOMS CONSISTENT WITH THE CORONA VIRUS.

AND HERE'S YOUR NOTE.

YOU CAN GO TO A COLLECTION SITE WHERE THEY WILL STICK A BIG Q-TIP UP YOUR NOSE.

IT DOESN'T LOOK VERY PLEASANT TO ME.

I NEED A CONFIRMATION NUMBER, PARTICULARLY YOUR BRAIN, A LITTLE BIT, AND THEN THEY'LL PUT IT IN A BAGGIE AND SEND IT OFF.

ALL RIGHT. BUT THEY ALSO NEED TO COLLECT ACHIEVER.

THE CHIEF IS THE CHIEF IS IS QUAKING IN ISSUES RIGHT NOW BECAUSE HE'S BEEN SO ELOQUENT FOR THE LAST TWO WEEKS ABOUT HIS DESCRIPTIONS OF THE VIRUS AND HOW IT ALL WORKS.

AND I HAVE TO I HAVE TO GIVE A NOD TO OUR RIGHT, TO OUR FIRE CHIEF, WHO I'M QUITE CERTAIN IF HE WAS A YOUNG MAN TODAY, WOULD BE IN MEDICAL SCHOOL SOMEWHERE, NOT IN NOT IN THE FIRE SERVICE. BUT HE'S DONE AN EXCEPTIONAL JOB OF EDUCATING US ALL ON HOW THIS THIS VIRUS HAS EVOLVED AND ALL OF THE OTHER VIRUSES THAT HAVE HISTORY AND HOW THE FLU WORKS AND HOW TO CURE IT. AND IT'S I JUST I DON'T WANT TO TAKE AN OPPORTUNITY TO, YOU KNOW, GIVE ACKNOWLEDGED WHAT AN EXCEPTIONAL FIRE CHIEF WE HAVE.

THANK YOU. THANK YOU FOR.

THANK YOU FOR STEALING MY THUNDER, MR LAKERS.

I WAS JUST I WAS GOING TO ACTUALLY SAY THAT IF YOU IF YOU HAVE MORE EFFUSIVE PRAISE THAT YOU WOULD LIKE, BUT THAT'S NOT WHAT WE'RE GOOD HERSELF OUT.

AND I DON'T THINK I'LL GET THE APPLAUSE.

BUT THAT'S ALL THAT MATTERS.

I MEAN, HE'S HE'S A NURSE.

SO, I MEAN, OF COURSE, YOU KNOW, HE HE IS IS HE HAS.

SO THANK YOU. THANK YOU.

FIRE CHIEF. YOU SEE, I DIDN'T GET IN IMPLANTS.

ALL RIGHT. SO I HAVE A GENERAL QUESTION FOR THE SURPRISE.

I'M DONE. YOU BET.

THE MAYOR WILL GO AROUND AND DO YOU KNOW? YEAH, I WILL GO AROUND ON THE GENERAL QUESTION.

I THOUGHT I SAW YOUR LIGHT LIVE.

BUT THEN AGAIN, WHO KNOWS WHAT THESE THINGS IS? YOUR LIGHT LIT. YOU LIT.

I'M NOT. OK. GREAT, MAYOR.

BEFORE WE GET INTO A GENERAL QUESTION, I WASN'T I WAS ACTUALLY GOING TO ASK THE TWO ABOVE AND THEN I HAD A QUESTION. SO, COMMISSIONER GUELLEN, DO YOU HAVE A QUESTION? FIRE. YEAH.

YOU FAILED. I KNOW.

YOU KNOW, IN ADDITION TO YOU BEING A NURSE, YOU ALSO HAVE SOME STAFF AND NURSES.

AND THEN JUST IN WATCHING THE NEWS, I'VE SEEN THERE ARE SOME NURSES AND DOCTORS WHO HAVE CONTRACTED THE VIRUS, SO THEY HAVE TO STAY HOME.

ARE YOU ORDERING YOUR STAFF NOT TAKE ON THEIR SECOND JOB AS NURSES? OR ARE THEY GONNA BE AVAILABLE TO SUPPORT OTHER HOSPITALS THAT THEY HAVE A SHORTAGE? WELL, HAVE AN ORDER TO STAFF NOT TO TAKE ANY ANY ADDITIONAL JOBS AS NURSES.

YOU KNOW, THEY'RE PART OF THE HEALTH CARE COMMUNITY, BUT IN TERMS OF NURSING KNOWLEDGE

[01:30:05]

AND THAT KIND OF THING. I MEAN, IT'S VERY HELPFUL AT THIS TIME.

IN TURN, IN THE FIRE DEPARTMENT, MAFRAQ, WE WE WE WE ACTUALLY ENCOURAGE THOSE ARE FIREFIGHTER PARAMEDICS TO DO IT IS ONLY MAKES THEM BETTER FEEL MEDICS FOR US.

I'M NOT SURE I ANSWERED YOUR QUESTION, BUT BUT BUT HOPEFULLY I DID IF I DIDN'T RESTATE IT FOR ME. WELL, NOW WE'RE JUST ASKING.

SO, YOU KNOW, YOU ANSWERED ONE PART OF THE QUESTION, WHICH IS THEY ARE NOT RESTRICTED FROM WORKING AT THE HOSPITAL.

YOU'RE NOT FOR THEM NOT TO.

IT'S LIKE A SUPER BOWL PART OF THE QUESTION.

BUT ARE THEY ARE THEY GOING TO BE TAKING EXTRA PRECAUTIONS TO ENSURE THAT THEY ARE NOT CONTRACTING THE DISEASE AND THEN BRINGING IT BACK TO THE FIRE DEPARTMENT? YOU KNOW, BECAUSE THEY'RE GONNA BE WORKING IN CLOSE QUARTERS TOGETHER WITH THEIR HONNOLD.

WELL, LOOK, NOW I CAN ANSWER THE SECOND PART.

OK. WHAT WHAT WE IMPLEMENTED ACTUALLY THROUGH THE DIRECTION OF THE FLORIDA FIRE CHIEFS ASSOCIATION AND.

AND THEY ARE A PROFESSIONAL ASSOCIATION OF FIREFIGHTERS.

SO THAT'S THE UNION SIDE OF THE STATE OF FLORIDA FOREST PARTNERS.

AND THEN THE FARACI SIDE OF THE HOUSE PUT OUT SOME GUIDELINES.

AND THESE GUIDELINES SAY THAT BEFORE YOU COME TO WORK AS A AS A FIRST RESPONDER, ACTUALLY, THE HOSPITALS ARE DOING THIS BECAUSE MY WIFE WORKS IN A HOSPITAL AS WELL.

BUT BEFORE YOU OR THAT'S ANOTHER POINT I WANT TO MAKE, TOO.

BUT BEFORE YOU COME TO WORK, YOU HAVE TO GET YOUR TEMPERATURE ASSESSED.

AND IF IT'S A 100 DEGREES OR HIGHER, THEN YOU'RE RESTRICTED FROM WORKING.

SO IF SOMEONE CAME IN WITH A TEMPERATURE OR EXHIBITING SIGNS OR SYMPTOMS, WE WOULDN'T ALLOWED THEM TO WORK. WELL, FIRST OF ALL, WE WEREN'T ALLOWED TO INFECT OUR COWORKERS.

AND SECONDLY, AND MOST IMPORTANTLY, WE WOULDN'T ALLOW THEM TO WORK WITH THE GENERAL PUBLIC. SO THEY WOULD BE SCREENED PRIOR TO.

AND THE SECOND PART OF THAT IS THAT SCREENING TAKES PLACE AT 8:00 A.M.

AND 8 P.M. SO WE DO THAT TWICE A DAY.

AND THE SCREENING INCLUDES NOT JUST A TEMPERATURE CHECK, BUT IF YOU HAVE A SORE THROAT, RUNNY NOSE, YOU KNOW, FLU LIKE SYMPTOMS, AND WE WOULD EXCLUDE THEM FROM WORKING.

AND THERE'S A WHOLE LIST OF PROCESSES THAT TAKE PLACE IN TERMS OF INFECTIOUS CONTROL MANAGEMENT. ENTIFADH, APARTMENT.

ALL RIGHT. THANK YOU, NOVA.

YOU HAD ANOTHER THOUGHT? YEAH, I WAS JUST ONE OF THE THINGS THAT YOU KIND OF ALLUDED TO IS THAT BECAUSE THEY'RE NURSES.

YOU KNOW, THEY MIGHT BE AT A HIGHER RISK.

JUST ABOUT HALF OF MY STAFF IS MARRIED TO NURSES OR SOME HEALTH CARE TYPE OF WORKER, INCLUDING ME. SO WE ALL TAKE THAT PRETTY SERIOUSLY.

SO, YOU KNOW, ON BOTH SIDES OF THE HOUSE, EVERYBODY'S PER PRACTICING WHAT WE CALL PRECAUTIONS THAT ARE NECESSARY TO KEEP THE PEOPLE SAFE.

AND IN FACT, WHEN YOU'RE IN A HOSPITAL, IT'S PRETTY EASY BECAUSE IT'S OBVIOUS WHO'S SICK AND YOU KNOW WHAT PRECAUTION LEVELS TO TAKE BECAUSE IT'S POSTED OUTSIDE THEIR DOOR.

FIRST RESPONDERS DON'T GET THAT LUXURY.

AND I MENTIONED EARLIER ABOUT THE SCREENING THAT TAKES PLACE.

WELL, IF A PERSON DOESN'T SAY THAT THEY'VE TRAVEL, THEN THE SCREENING IS IS NOT DONE.

THAT'S THE TRIGGER FOR IT.

OR IF THEY HAVE NOT BEEN WITH SOMEONE, LESS TRAVEL.

SO WE HAVE TO GO INTO THESE SITUATIONS WITH AN UNKNOWN OFTEN.

THANK YOU, COMMISSIONER FISHMAN.

I DON'T HAVE ANY QUESTIONS, BUT I APPRECIATE THE VERY DURROW EXPLANATION OF THE CONTINUITY IN SERVICES. THANK YOU.

THANK YOU. AND I DO.

THANK YOU. I KNOW THAT I'VE BEEN ON DOZENS OF CALLS.

I KNOW THE AMOUNT OF ADDITIONAL CALLS IT YOURSELF, THE CITY MANAGER, CITY ATTORNEY AND ACTUALLY EXECUTIVE TEAM HAVE BEEN WORKING ON AS WELL.

THE TWO DAYS AGO WAS THE FLORIDA EMERGENCY MANAGEMENT CALL THAT WE HAD REGARDING THE AMOUNT OF SUPPLIES AND THE MOBILE FIELD UNITS THAT WILL BE SET UP IF NEEDED.

AND THAT BROWARD IS ONE OF THE PRIMARY COUNTIES FOR ASSISTANCE.

I DIDN'T KNOW IF YOU FELT THAT THERE SHOULD BE ANY OTHER STATISTICS GIVEN IF ANY OF MY COLLEAGUES NEEDED ANY MORE INFORMATION BASED ON THAT, WITH THE FACT THAT LAP CORPS AND AND ALL THESE OTHER BUSINESSES ARE COMING ONLINE, PUBLIC PRIVATE PARTNERSHIPS, TO BE ABLE TO FINALLY GET THROUGH SOME OF THESE TESTINGS BECAUSE THERE IS CONCERN ABOUT HOW LONG IT TAKES AND WHETHER PEOPLE SHOULD BE IN SELF-QUARANTINE AND IF THEY'RE DOING THE RIGHT THING, IF THEY'RE STAYING IN SELF-QUARANTINE, IF THEY'VE HAD THEIR TESTS DONE.

BUT THAT PROCESS IS HOPEFULLY GOING TO BE MOVED AND BECOME QUICKER AS MORE SERVICES AND FUNDS BECOME AVAILABLE.

[01:35:01]

SO, YOU KNOW, IF YOU WANTED TO ADD ANYTHING LIKE THAT.

WELL, YOU'RE YOUR HOME PERSON, CORRECT? IT'S GOING TO, YOU KNOW, JUST LIKE WE'RE ALL GETTING OUR FOOTING.

AND EACH DAY IT GETS A LITTLE SMOOTHER.

BUT ONE OF THE THINGS I WOULD SAY TO THAT IS THAT C.V.

SMITH PARK NOW HAS THE MOBILE TESTING SITE AND THEY DO HAVE A PARTY LINE.

IF YOU HAVE THE SIGNS OF SYMPTOMS, YOU JUST CAN'T WALK UP THERE FOR FIRST RESPONDERS AND HEALTH CARE PROVIDERS.

SO HOPEFULLY THAT'LL CUT THAT DOWN.

BUT CDC DID ISSUE SOME GUIDELINES TODAY THAT WE JUST DISTRIBUTED TO ALL OF OUR FIREFIGHTERS IN TERMS OF WHAT YOU'RE TALKING ABOUT, BECAUSE THE TESTING SITE IS THE PROCESS IS LONG AND THE POTENTIAL WILL GET EXPOSED IS OUT THERE SONA'S GUIDELINES FOR HOW TO RETURN THEM BACK TO WORK? THAT'S KIND OF BEEN LIKE A GRAY AREA 14 DAYS AND, YOU KNOW, A YEAR.

THERE'S NOT AN UNLIMITED SUPPLY OF FIRST RESPONDERS.

SO WE GOT A TIGHTKNIT DOWN A LITTLE BIT.

AND THOSE GUIDELINES ARE HELPFUL FOR THAT.

ALL RIGHT. THANK YOU VERY MUCH.

THANK YOU FOR ALL THAT YOU DO. I'VE GOT NO QUESTION FOR THAT.

SO IN TERMS OF THE SELF-QUARANTINE, I'VE BEEN TRYING TO DO SOME RESEARCH ONLINE AND IT SAID, YOU KNOW, YOU STAY ON BOOK WORKING DAYS.

BUT IF YOU LIVE WITH TWO OTHER PEOPLE, YOU KNOW, IT'S HARD TO STAY SIX FEET AWAY FROM TWO OTHER MEMBERS OF THE HOUSEHOLD.

WELL, HOW DO YOU TRULY, IF YOU THINK YOU MIGHT HAVE IT, PREVENT THEM FROM GETTING IT? IS IT BETTER TO SPEND THE REST OF THE FAMILY TO A HOTEL OR FOR YOU TO GO TO A HOTEL AND COOK ONE THING? WHAT'S THE RECOMMENDATION THERE? WELL, I DON'T WANT TO SPEAK OUT OF TURN BECAUSE I DON'T HAVE THE CDC GUIDELINES IN FRONT OF ME. BUT WHAT I CAN SAY IS, GENERALLY SPEAKING, THE SIGNS OF SYMPTOMS FOR YOU IF YOU ARE INFECTED, GENERALLY SPEAKING, APPEAR LIKE IN FIVE DAYS, IT'S TWO TO 14 DAY WINDOW.

BUT GENERALLY MOST FOLKS HAVE SIZES SYMPTOMS IN ABOUT DAY FIVE.

THAT'S WHY THE CDC CAN GIVE DIFFERENT GUIDELINES BECAUSE MOST PEOPLE ARE GOING TO BE IMPACTED AT THAT POINT. HERE'S THE THING ON THE SELF-ISOLATION.

JUST JUST SO YOU KNOW, IF IF YOU GO TO THE HOSPITAL RIGHT NOW AND YOU TEST POSITIVE FOR OCTOBER 19 AND YOU KNOW, YOU HAVE THESE SIGNS AND SYMPTOMS IF YOU ARE ILL AND IF IF YOU'RE EXTREMELY ILL AND YOU NEED SOME VENTILATOR TORY SUPPORT OR SOME SOME HIGHER ACUITY CARE, THEN YOU ARE IN ISOLATION ROOM AND YOU'RE KEPT AT THE HOSPITAL.

IF YOU'RE NOT, YOU'RE SENT HOME TO SELF ISOLATE.

WE DON'T HAVE AN ABUNDANCE OF PLACES THAT WE HOUSE PEOPLE WITH THESE INFECTIOUS DISEASES.

IN FACT, IF YOU HAD TB RIGHT NOW, YOU GET MEDICATION DOSING, YOU BE SELF ISOLATED AND ANY OTHER INFECTIOUS DISEASES.

HOSPITALS DON'T WAREHOUSE.

PEOPLE WITH THESE INFECTIOUS DISEASES BECAUSE THERE'S JUST NO PLACE FOR THAT.

AND FRANKLY, THERE'S REALLY NO NEED FOR IF YOU STAY AT HOME, YOU KEEP YOUR DISTANCE AND YOU PRACTICE THOSE THOSE THINGS THAT WE'VE BEEN TALKING ABOUT, COVERING YOUR MOUTH AND NOSE WHEN YOU COUGH AND SNEEZE AND WHEN YOU'RE YOU KNOW, THERE HAS TO BE A THERE HAS TO BE A MEANS OF OF A PORTAL EVENTUALLY.

SO IF YOU CAN LIMIT THE SPREAD BY PRACTICING THOSE STEPS, YOU CAN BREAK THAT CHAIN OF SPREAD. AND BEING AT HOME IS IS NOT A BAD SPOT.

I CERTAINLY WOULDN'T WANT TO BE IN A HOSPITAL IF I DIDN'T HAVE TO BE, BECAUSE THAT'S WHERE ALL THE SICK PEOPLE ARE. AND THEN SO WHAT ABOUT THE LOVED ONES YOU RECOMMEND THEY STAY HOME WITH YOU OR YOU PUT THEM SOMEWHERE ELSE? WELL, I WOULD RECOMMEND, YOU KNOW, YOU PRACTICE THOSE DISTANCES AS BEST YOU CAN.

AND I MEAN, IF YOU HAVE.

I WOULD. I MEAN, I WOULD LOOK FOR TO SEIZE THE CDC DID IT.

BUT I CAN TELL YOU WHAT I WOULD DO, BECAUSE I HAVE THAT SITUATION IN MY HOUSE.

AND I WOULD KEEP THEM IN THE HOUSE.

I WOULD JUST KEEP MY DISTANCE AND PRACTICE SAFE PRACTICES.

AND WE YOU KNOW, WE POSTED THAT I'M SURE AT NAUSEAM.

EVERYBODY IS AWARE OF WHAT YOU SHOULD AND SHOULDN'T DO.

BUT, YOU KNOW, AS LONG AS YOU DON'T, IT'S A DROPLET.

IT'S SPREAD BY DROPLET.

IF YOU TAKE PROPER DROPLET PRECAUTIONS, YOU SHOULD BE OK.

AND IN YOUR HOUSE, YOU CAN ALWAYS OPEN A WINDOW AND GET SOME FRESH AIR.

AND AND REDUCE THE VIRAL LOAD.

OK, THANK YOU. THANK YOU.

THANK YOU. ALL RIGHT.

CITY MANAGER NEXT ON YOUR LIST.

YEAH. I. I'M SORRY.

YOU KNOW, I BROUGHT CHIEF SALES UP AS THE CLOSER.

BUT I. IN DOING THAT, I REALIZED THAT I HAD FORGOTTEN TO ASK LAURIE FUNDER WHITE TO COME UP AND TO TALK TO US ABOUT, YOU KNOW, KIND OF WHAT'S GOING ON WITH OUR BUSINESS COMMUNITY AND WHAT WE'RE DOING WITH RESTAURANTS.

IT'S FREEZING IN HERE. GOOD AFTERNOON, EVERYONE.

[01:40:03]

LAURIE THUNDER. WHITE FOR THE RECORD, ECONOMIC DEVELOPMENT MANAGER.

AS THE CITY MANAGER MENTIONED, WE'VE BEEN REACHING OUT TO OUR RESTAURANTS WITHIN THE LAST COUPLE OF DAYS TRYING TO GET WE'VE STARTED WITH TALKING TO OUR SIT DOWN RESTAURANTS, REACHING OUT TO THEM, ASKING THEM, FIRST OF ALL, WHO'S OPEN, WHO'S DOING DELIVERY AND TAKEOUTS. WE'VE TALKED TO MOST OF THOSE RESTAURANTS AT THIS POINT.

WHAT WE'RE REALLY TRYING TO DO IS GET THE WORD OUT TO OUR TAMARA RESIDENTS THAT WE DO HAVE RESTAURANTS THAT ARE OPEN FOR BUSINESS AND LET THEM KNOW THAT THEY HAVE DELIVERY AND TAKEOUT OPTIONS AS WELL.

SO A LOT OF THE RESTAURANT OWNERS ARE CONVEYING TO US WHAT YOU WOULD EXPECT THEY'RE SUFFERING. SOME OF THEM, THEIR BUSINESS HAS GONE DOWN 80 PERCENT.

SOME OF THEM ARE CLOSING TEMPORARILY.

SO WE WANT TO DO OUR PART.

YOU KNOW, AS A CITY TO PROMOTE WHO IS OPEN.

SO THAT'S WHAT WE'VE JUST STARTED TO DO.

I SENT YOU AN UPDATE A COUPLE OF HOURS AGO.

WE'VE PUT ON OUR WEBSITE A LIST OF THE RESTAURANTS THAT ARE OPEN THAT WE KNOW OF.

THIS IS A WORK IN PROGRESS.

SO PLEASE, WHERE IT'S INTENDED.

BUT CONTACT ME IF WE'RE MISSING ANYONE.

THIS INCLUDES EVERYONE WE KNOW IS OPEN AND IS DOING DELIVERY AND TAKEOUT.

SIT DOWN RESTAURANTS.

SO THAT'S WHERE WE STARTED.

SO THAT'S BASICALLY WHAT WE'RE DOING ON THE RESTAURANT FRONT, TRYING TO GET THE WORD OUT THERE, AS I'M SURE YOU SAW A COUPLE OF DAYS AGO, THE GOVERNOR HAS MANDATED SOME LIMITS FOR RESTAURANTS ACROSS THE ENTIRE STATE OF FLORIDA IN TERMS OF HAVING 50 PERCENT CAPACITY AND HAVING THE SEATING WITHIN, YOU KNOW, SIX FEET FROM ONE ANOTHER.

SO I KNOW HAVING TALKED TO MANY OF OUR OWNERS, RESTAURANT OWNERS, THAT THAT IS EXACTLY WHAT THEY ARE DOING. THEY'RE ALSO ADDING OUTDOOR SEATING OPTIONS FOR THEIR PATRONS AS WELL, SOME OF THEM IF THEY HAVE THAT CAPACITY.

SO SO WE JUST WANT TO GET THE WORD OUT TO EVERYONE THAT, YOU KNOW, TO TRY AND IF YOU CAN PATRONIZE OUR SMALL BUSINESSES AND OUR LOCAL RESTAURANTS IF YOU CAN.

SO I ALSO INCLUDED IN MY BUSINESS UPDATE.

THERE ARE THINGS CHANGING VERY QUICKLY AT THE FEDERAL AND STATE LEVEL.

SO I'M TRYING TO KEEP AN EYE ON THAT AS WELL AND AM KEEPING AN EYE ON THAT AS WELL AS IT RELATES TO BUSINESSES. SO THE U.S.

SMALL BUSINESS ADMINISTRATION YESTERDAY ANNOUNCED AN ECONOMIC INJURY DISASTER LOAN.

SO THERE'S INFORMATION, AGAIN, THAT WE'VE POSTED ONLINE AS WELL AS BY SOCIAL MEDIA.

SO YOU CAN LOOK FOR INFORMATION, INCLUDING LINKS FOR APPLICATIONS FOR THESE PROGRAMS. WE ALSO TWO DAYS AGO, THE STATE OF FLORIDA DEPARTMENT OF ECONOMIC OPPORTUNITY ANNOUNCED A SMALL BUSINESS EMERGENCY BRIDGE LOAN PROGRAM.

SO THERE'S INFORMATION AGAIN IN THOSE PLACES AS WELL ON HOW TO ACCESS THOSE FUNDS.

AND MORE INFORMATION AND DETAILS ON THOSE PROGRAMS. THERE'S ALSO ON OUR WEB SITE, INFORMATION FOR BUSINESSES ABOUT FROM THE U.S.

SBA. THERE'S A LOT OF RESOURCES FOR BUSINESSES AND EMPLOYERS ON HOW TO BE INTERACTING WITH THE PUBLIC AT THIS TIME.

SO I THINK THERE'S A LOT OF GOOD INFORMATION WITH THE U.S.

SBA AS WELL AS THE CDC SPECIFIC GUIDES FOR BUSINESSES AND EMPLOYERS.

WE HAVE INFORMATION ON OUR WEB SITE.

THE STATE OF FLORIDA DEPARTMENT OF ECONOMIC OPPORTUNITY ALSO HAS A BUSINESS DAMAGE ASSESSMENT SURVEY.

SO THE PROGRAMS THAT HAVE BEEN ROLLED OUT WITHIN THE LAST COUPLE OF DAYS FROM THE STATE AND THE FEDERAL GOVERNMENT ARE NOT GOING TO FIT EVERYONE'S NEEDS.

WE KNOW THAT. BUT AT THIS POINT, THE STATE OF FLORIDA IS ASKING FOR BUSINESSES TO COMPLETE THIS SURVEY AND LET PEOPLE KNOW SO THEY CAN TRACK THE DAMAGE ASSESSMENT AND EVALUATE PROGRAMS ACCORDINGLY AS WE MOVE FORWARD.

SO WITH THAT, THAT'S THE BASIC UPDATE AT THIS TIME.

AND BEFORE I OPEN IT UP.

THIS IS INFORMATION IS ALSO BEING SENT OUT BY OUR TAMARA NORTH LAUDERDALE CHAMBER, CORRECT? YES.

THANKS. THANK YOU.

VICE-MAYOR. OK, SO THE GOVERNOR TALKED ABOUT THE RESTAURANTS AND BARS.

SO CAN YOU TELL US MORE ABOUT THE BARS? IS IT THE SAME REQUIREMENT FOR THE RESTAURANTS? AND PROBABLY QUESTION FOR SALMON, MAYBE NOT.

YOU KNOW, THE DIFFERENCE TO CLOSURES OR THE SIX FEET SEPARATION.

WHAT'S THAT? IS THAT A FACT? IS THERE A FINE OR.

I'M GOING TO PUT THAT THERE TO SAM.

SAM, WOULD YOU PLEASE RESPOND? VISE MAYOR, GOOD EVENING AND THANK YOU FOR YOUR QUESTION.

IN THE AGENDA BOOK THIS EVENING, THERE WERE THREE GUBERNATORIAL EXECUTIVE ORDERS, ALL THREE OF WHICH NEED TO BE READ TOGETHER.

THE FIRST OF WHICH, WHICH WAS ADOPTED ON MARCH THE 1ST, WAS THE DECLARATION OF A PUBLIC EMERGENCY PUBLIC'S PUBLIC SAFETY EMERGENCY DECLARATION BY THE GOVERNOR ACKNOWLEDGING THE CORONA VIRUS AND SUGGESTING A STATE OF EMERGENCY FOR THE STATE OF FLORIDA, WHICH AUTOMATICALLY UNDER CHAPTER 252, IGNITES THE AUTHORITY OF THE DIRECTOR OF THE FLORIDA DEPARTMENT OF EMERGENCY MANAGEMENT, WHO IS JARED MOSKOWITZ.

[01:45:01]

SO THAT WAS INITIALLY DONE MARCH 1.

THERE WERE SECOND, SECOND AND THE THIRD ONE THERE IN THE BACKUP, THE ORDERS, WHICH WERE NUMBER 52 AND ALSO NUMBER 68 ADOPTED ON MARCH THE 9TH, AS WELL AS ON MARCH THE 17TH.

THE MARCH 17TH DOCUMENT IS THE ONE YOU'RE REFERRING TO, WHICH RELATES TO THE SPECIFIC REGULATIONS OF BARS.

RESTAURANTS AND OTHER PUBLIC PLACES THAT WERE DESCRIBED IN THAT PARTICULAR ORDER.

AND WHO WHO GETS TO ENFORCE? I THINK IT'S A VERY VALID QUESTION.

UNDER THE TERMS OF THE GOVERNOR'S ORDER, THE ENFORCEMENT OF THOSE ORDERS IS THROUGH THE DEPARTMENT OF PROFESSIONAL BUSINESS.

DBP ARE IN TALLAHASSEE.

KEYWORD IS TALLAHASSEE.

DBP IS NOT NECESSARILY IN THE COUNTIES.

IT'S THEY HAVE FIELD OFFICES IN EACH COUNTY, BUT THEY HAVE UNDER CHAPTER 252 THE LEGAL OBLIGATION TO ENFORCE GUBERNATORIAL EXECUTIVE ORDERS.

THERE'S ALSO A STATUTE IN FLORIDA WHICH WAS WORTH NOTING, AND THAT IS SECTION TWO FIFTY TWO POINT FORTY SEVEN, WHICH IS A PART OF CHAPTER 252, WHICH SAYS THE FOLLOWING ENFORCEMENT, THE LAW ENFORCEMENT AUTHORITIES OF THE STATE AND THE POLITICAL SUBDIVISIONS THEREOF SHALL ENFORCE THE ORDERS AND RULES ISSUED PURSUANT TO SECTION TWO FIFTY TWO POINT THIRTY ONE THROUGH TWO TO FIFTY TWO POINT NINETY.

YOU KNOW THAT THE EXECUTIVE ORDERS I JUST REFERRED TO IN THAT THE VISE MAYOR AS IT MS. CORRECTLY AND APTLY RELATED TO AND REFERRED TO FALL WITHIN THAT JURISDICTIONAL BORDER WITHIN THAT STATUTE. SO IN ANSWER YOUR QUESTION AFTER GIVING YOU THIS NICE PREDICATE IS THE FOLLOWING. IT IS THE OPINION OF THE BROWARD SHERIFF'S OFFICE GENERAL COUNSEL THAT SECTION 2 5 TWO POINT FORTY SEVEN CAN BE ENFORCED BY BEING SO THAT IT CAN BE ENFORCED BY LOCAL POLICE OFFICIALS TO THE EXTENT THAT THAT PLACES A BURDEN ON BSOD TO LOOK AT AND REVIEW ACTIVITIES OCCURRING IN RESTAURANTS AND BARS, IN NIGHTCLUBS AND OTHER SITUATIONS GOVERNED BY THE SITUATION.

BEACHES AREN'T AN ISSUE HERE BECAUSE THERE'S NO BEACH.

HERE IS AN ISSUE OF THEORETICALLY BEING ABLE TO CLOSE A PLACE DOWN OR TO ACTUALLY ASK PEOPLE TO LEAVE. THERE'S NO SPECIFIC FINE ASSOCIATED WITH THAT I CAN FIND IN THE ORDERS.

THERE MAY BE A GENERAL PENALTY PROVISION UNDER 2:52.

THE END RESULT IS THAT OTHER CITIES BESIDES THIS CITY HAVE TAKEN SOME MORE MORE DIRECT PROHIBITIONS WITH REGARD TO THE GOVERNOR'S ORDER.

THEY'VE GONE MUCH FURTHER.

FOR EXAMPLE, SUNRISE HAS GONE MUCH FURTHER.

OTHER CITIES HAVE DONE SIGNIFICANTLY MORE IN THE CONTEXT OF CLOSING RESTAURANTS, CLOSING OTHER SITUATIONS, BELIEVING FORT LAUDERDALE, FOR EXAMPLE.

I WAS ON SEVERAL CONFERENCE CALLS OVER THE PAST COUPLE OF DAYS WHERE THAT HAS OCCURRED.

THAT'S NOT OCCURRED HERE. AND THAT THAT'S THAT'S A MATTER WHICH WHICH WE CAN TALK ABOUT DURING THE COURSE OF THIS DISCUSSION TODAY.

BUT AT THE END OF THE DAY, TO ANSWER YOUR QUESTION, THE STATE GETS TO ENFORCE THE GOVERNOR'S ORDERS. BUT IT APPEARS BASED ON THE STATUTE THAT LOCAL GOVERNMENT, LOCAL GOVERNMENT, POLICE POWERS ALLOW THE LOCAL POLICE DEPARTMENT TO ALSO ENFORCE.

A FOLLOW UP QUESTION TO THAT SYSTEM HAS A FLAW.

YOU TALKED ABOUT CITIES BEING ABLE TO, FOR INSTANCE, LIKE FORT LAUDERDALE, THEY HAVE SET UP THAT ALL RESTAURANTS SHOULD CLOSE FOR FOR 30 DAYS.

IS THAT SOMETHING THAT THE CITY OF TAMARA CAN DO? RESPOND, METAMOUR, PLEASE.

MR. VISE MAYOR, YOU ASK A VERY VALID QUESTION AND ONE WHICH IS VERY TIMELY.

EVERY CITY IN THE COUNTY HAS A DIFFERENT CULTURE IN THE CONTEXT OF WHAT THEY BELIEVE THEY CAN OR CANNOT DO. I'VE READ AND I THINK THAT YOU'D PROBABLY HAVE SEEN A COPY OF THE FORT LAUDERDALE DECLARATION.

IT IS A A VERY SEVERE DOCUMENT.

IT IS A VERY STRONG DOCUMENT, ESSENTIALLY PROVIDING FOR WHAT APPEARS TO BE THAT, WHICH IS BEYOND THE SCOPE OF THE GOVERNOR'S ORDERS.

THE GOVERNOR'S EXECUTIVE ORDERS.

IT IS THE LEGAL OPINION OF THE CITY ATTORNEY IN FORT LAUDERDALE THAT WHEN YOU TAKE CHAPTER 252 AS A CHAPTER IN FLORIDA STATUTES AND YOU HAVE THE GOVERNOR'S EXECUTIVE ORDERS AND THERE IS APPARENTLY SOME LANGUAGE IN THE FORT LAUDERDALE CHARTER AND OR THEIR CODE, IT WOULD SUGGEST, BASED UPON THAT DISCUSSION THAT THEY HAVE THAT AUTHORITY.

SO, FOR EXAMPLE, THEY'VE THEY IN FORT LAUDERDALE HAD HAVE DELEGATED TO THE MAYOR SOME SIGNIFICANT AUTHORITY TO DO JUST WHAT YOU JUST DESCRIBED.

THERE, THERE, THERE, THERE. GOING WELL BEYOND THE SCOPE OF THE EXECUTIVE ORDERS TO DO WHAT THEY'RE SUGGESTING BE DONE.

THEY'VE YET TO BE CHALLENGED.

BUT IT'S IT'S A MATTER WHICH IS WHICH IS OUT THERE.

SO, FOR EXAMPLE. FIND IT THE MARCH 17TH ORDER SIGNED BY DEAN TRAN, TELL US, DOES THE FOLLOWING. FOLLOWING EVENTS AND ACTIVITIES WITHIN THE CITY, FORT LAUDERDALE ARE POSTPONED, CANCELED OR SUSPENDED.

A. ALL MEETINGS OF THE CITY COMMISSION, THE CITY BOARDS, INCLUDING ALL ADVISORY AND STATUTORY BOARDS, CITY COMMITTEES AND CITY WORKING GROUPS.

BE ALL SPECIAL MAGISTRATE CODE ENFORCEMENT BOARD OF ADJUSTMENT, NUISANCE ABATEMENT BOARD

[01:50:03]

HEARINGS AND COMMUNITY COURT.

SEE ALL HOMEOWNERS ASSOCIATION AND CIVIC ASSOCIATION MEETINGS CONDUCTED OR HELD ON CITY PROPERTY. D ALL CITY EVENTS INCLUDING BUT NOT LIMITED TO EVENTS APPROVED PURSUANT TO CHAPTER 5, ETC. ETC..

E ALL CITY RECREATIONAL PROGRAMS AND FACILITIES, FACILITY RENTALS AND ORGANIZED SPORTS LEAGUES. ALL PUBLIC GATHERINGS OF ANY TYPE, WHETHER ORGANIZED OR OTHERWISE OF GREATER THAN 10 PERSONS ARE PROHIBITED.

GROCERY STORES. GAS STATIONS.

CONVENIENCE STORES. BANKS.

CREDIT UNIONS. FINANCIAL INSTITUTIONS.

HARDWARE STORES. AUTO SUPPLY STORES.

HOSPITALS. HEALTH CARE AND MEDICAL FACILITIES.

PHARMACIES. DRUGSTORES.

MEDICAL SUPPLY COMPANIES.

LAND OR FACILITIES OWNED AND MANAGED BY BROWARD COUNTY.

THE BROWARD COUNTY SCHOOL BOARD.

THE NORTH BROWARD HOSPITAL DISTRICT.

THE STATE OF FLORIDA AND THE FEDERAL GOVERNMENT ARE EXEMPT.

SO THEY DID PROVIDE FOR AN EXEMPTION IN THAT IN THAT PROCLAMATION, IN THAT ORDER.

BECAUSE ON A STATE APTLY, AS YOU MENTIONED, MR. VISE MAYOR. ALL BARS, NIGHTCLUBS, TAVERNS, PUBS, COCKTAIL LOUNGE WAS BREWERIES, DANCE HALLS, MOVIE THEATERS, HALLS FOR HIGHER AUDITORIUMS, BOWLING ALLEYS, VIDEO ARCADES AND OTHER LIKE ENTERTAINMENT FACILITIES AND BUSINESSES INCLUDING BUT NOT LIMITED TO THOSE CONTAINED WITHIN A HOTEL OR OTHER ENCLOSED FACILITY OR STRUCTURE SHALL CLOSE.

IT ALSO GOES ON TO TALK ABOUT GYMS AND FITNESS CENTERS, FITNESS STUDIOS, DANCE STUDIOS, ETC. ALL RESTAURANTS, CAFETERIAS AND OTHER FOOD SERVICE ESTABLISHMENTS ARE MANDATED TO SEIZED ON ALL ON PREMISE SERVICE.

HOWEVER, SUCH ESTABLISHMENTS MAY CONTINUE TO OPERATE THEIR KITCHENS OR DRIVE THRU DELIVERY. TAKE OUT AN EXTERIOR, PICK UP FOOD SERVICES.

IT GOES ON. BUT BY THE WAY, TO TALK ABOUT OTHER CLOSURES AND OTHER THINGS, THIS WAS SIGNED BY DEAN DRENTELL IS THE MAYOR ON MARCH THE 17TH, WHICH WAS JUST A COUPLE OF DAYS AGO. OTHER CITIES HAVE JOINED IN THAT IN THAT DIRECTION.

SOME HAVE ACTUALLY TAKEN A STEP BACK AND IS SIMPLY FOLLOWED THE GOVERNOR'S EXECUTIVE ORDERS. I WILL SUGGEST TO YOU THAT THE STATUTE DOES NOT.

DUTY TO 52S DOES NOT DOES NOT GIVE PLENARY AUTHORITY TO LOCAL GOVERNMENT.

HOWEVER, IT IS UPON A READING BY THE CITY ATTORNEY IN FORT LAUDERDALE THAT BY LOOKING AT THE STATUTE, BY LOOKING AT THE GOVERNOR'S EXECUTIVE ORDERS AND BY VIRTUE OF AUTHORITY VESTED IN THEIR MAYOR AND UNDER THEIR CHARTER, UNDER THEIR CODE, THERE ARE EMPLOYING THESE TYPES AND KINDS OF RESTRICTIONS.

IS THERE RISK INVOLVED IN THAT SITUATION? SURE. SURE THERE IS. I MEAN IT.

OR IF A RESTAURANT SAYS, WAIT A MINUTE, THE GOVERNOR THE ORDER SPECIFICALLY SAYS WE CAN REMAIN OPEN WITH CERTAIN CONDITIONS FOLLOWING THE CDC GUIDELINES.

TAKING OTHER STEPS APPROPRIATELY.

WHAT IS THE AUTHORITY? IT'S AN OPEN QUESTION, AS THE VISE MAYOR KNOWS, AS A NEAR LAWYER, THAT'S KIND OF WHAT'S IN IT TO BE AT SOME POINT IN TIME.

WE'RE IN SOME VERY UNIQUE TIMES AND SOME VERY LEGALLY UNCHARTED WATERS AS THE CASE MAY BE. BUT AT THE MOMENT, I CAN GIVE YOU A CLEAR ANSWER AS TO WHETHER OR NOT YOU HAD THE UN UNEQUIVOCAL, UNABATED AUTHORITY TO DO WITH SOME CITIES ARE DOING.

I WOULD NOT CHOOSE TO DECEIVE YOU INTO BELIEVING IT.

YOU DO? IF THE COMMISSION WERE TO TAKE ACTION TO TO SUPPORT WHAT WHAT HAS BEEN DONE IN FORT LAUDERDALE OR OTHER PLACES, I WOULD DEFEND YOU TO THE BEST OF MY ABILITY AT THIS POINT. HOWEVER, I CAN'T GIVE YOU THAT THAT TRAJECTORY INTO AN ANSWER.

AND I KNOW THAT IT'S A SERIOUS QUESTION BECAUSE IT AFFECTS PEOPLE'S LIVES AND BUSINESSES.

I ALSO, IF I MAY, QUICKLY, MATT, I'M MARRIED TO THE VISE MAYOR.

I ALSO GOT MY HANDS ON THE MIAMI DADE ORDER, WHICH IS EVEN MORE SEVERE.

BUT PLEASE, PLEASE BEAR IN MIND THAT IN MIAMI DADE COUNTY, MIAMI DADE COUNTY IS PART OF THE FLORIDA CONSTITUTION.

SO THERE ARE THERE AUTHORITIES AND AUTHORITY AND POWERS IN THE MIAMI DADE CHARTER, WHICH TRANSCEND ANY OTHER CITY, ANY OTHER COUNTY IN THE STATE OF FLORIDA.

THEY HAVE INDEPENDENT AUTHORITY AND THEY'VE DONE SOME VERY I'LL USE THE WORD DRACONIAN.

THEY'VE DONE SOME VERY RESTRICTIVE THINGS.

SO YOU HAVE A YOU HAD BEFORE YOU THIS EVENING.

COMING UP ON THE AGENDA, A RESOLUTION WITH REGARD TO THE MANAGER'S AUTHORITY UNDER OUR CITY CHARTER, UNDER OUR CITY CODE, UNDER THE STATE'S EXECUTIVE ORDERS OF THE GOVERNOR.

IF THIS COMMISSION WERE TO CHOOSE TO GO BEYOND THAT, CERTAINLY I WOULD HELP YOU TO GET TO A BETTER PLACE LEGALLY. BUT I WILL TELL YOU THAT THERE IS NO EXPRESS LAW THAT GIVES THAT GIVE YOU THAT ANSWER. AND JUST ONE FOLLOW UP.

THE GOVERNOR'S ORDER AS WELL AS THE FORT LOTTO ORDER, TALK ABOUT PLACES OF WORSHIP.

I KNOW IT. NOT THESE AUDITORIUMS. AND THAT'S MY STAFF.

BUT I DIDN'T SPECIFICALLY HEAR PIECES OF WORSHIP SO SPECIFICALLY.

Q FOR TOM IRAQ.

WHAT DOES THE THE GOVERNANCE ORDER SAY FOR PLACES OF WORSHIP AND HOW WOULD IT BE INTERPRETED IN THE CITY OF FORT LAUDERDALE? YOU RAISE A VERY VALID QUESTION, IF I MAY.

MAN MARRIED TO THE VISE TURNER.

THERE'S NOTHING SPECIFIC IN THE FORT LAUDERDALE PROCLAMATION OR THE DECLARATION OF EMERGENCY REGULATIONS, BUT BY BY THE MAYOR AND THERE'S NOTHING EXPRESSLY PROVIDED FOR IN THE GOVERNOR'S EXECUTIVE ORDERS.

HOWEVER, IF I MAY AND LOOKING AT IT AND I'M GLAD THAT YOU ASKED THIS QUESTION AS WELL, BECAUSE IT'S VALETED TO CONSIDER IT IN THE GOVERNOR'S ORDERS, PARTICULARLY 20 TIMES 68.

[01:55:11]

IT SPECIFICALLY IN ITS OWN SEATS IN THE BACK UP ON THE AGENDA BOOK TONIGHT.

BARS, PUBS, NIGHTCLUBS.

THAT'S ONE OF THE SUBSECTIONS BEACHES.

THAT'S ONE OF THE SUBSECTIONS RESTAURANTS AND OTHER SUBSECTION.

THERE'S NOWHERE SPECIFICALLY IN THE DOCUMENT THAT SPEAKS IN TERMS OF SOCIAL GATHERINGS EXCEPT THOSE WHICH WOULD BE REGULATED BY THE CDC OR THEIR REGULATIONS OR GUIDELINES.

I WAS ASKED A QUESTION IN A SISTER CITY LITERALLY BEFORE I GOT ON THE DAIS THIS AFTERNOON. FOR EXAMPLE, A FUNERAL SERVICE FOR SOMEONE WHO IS DECEASED AND A GATHERING OF MORE THAN 10 PEOPLE IN A IN A WORSHIPING RELATIONSHIP TO TO PAY RESPECTS TO THE DECEASED.

IT'S NOT COVERED BY THE DOCUMENT.

BUT IF YOU LOOK AT THE CDC GUIDELINES, THEY TALKING AND THEN THE GOVERNOR'S INITIAL ORDER OF THE DECLARATION OF EMERGENCY CONDITIONS SPEAKS ABOUT THE 10 PERSON.

THE 10 PERSON RULE COULD BE ALSO THEORETICALLY IN THIS CITY PADLOCK AN EVENT THEORETICALLY UNDER 2:52.

THEY COULD IF THEY WERE IN VIOLATION OF THAT, WHICH IS CONTAINED IN THE GOVERNOR'S EITHER 5:38 68 OR THEORETICALLY IN 20.

DASH 52 IS 20.

DASH 52 SPEAKS ABOUT PROVIDING GREAT SIGNIFICANT AUTHORITY TO THEM, TO MR. MOSCOWITZ AND OTHER ISSUES RELATING TO THE DUGGLEBY EMERGENCY.

BUT IS THERE AN EXPRESS PROVISION FOR THAT? THERE IS NOT. OH, I CAN'T SEE WHY OTHER PASTORS WOULD WANT TO COME TO ME AND ASK ME THOSE QUESTIONS, ESPECIALLY IN TIME OF OUR PILOT.

BUT, YOU KNOW, THEY'RE VALID TO ASK.

THIS IS ABOUT DEBORAH, BUT THEY'VE BEEN ASKING ME IT.

SHOULD THEY BE OPEN ON SUNDAY? SO YOUR SUGGESTION WOULD BE TO THROUGH FOLLOW THE CDC TO BE AWARE.

GUIDELINES. AND THAT IS NO MORE THAN 10 PEOPLE OR IS IT TEND TO 50 PEOPLE? BECAUSE I'VE HEARD 50 SOMEWHERE.

GO AHEAD, SAM. GO AHEAD.

I'M SURE I'M I'M THERE. PLEASE. IT'S BECAUSE I'VE SPOKEN TO NUMEROUS, NUMEROUS CHURCHES AND ARE SOME SYNAGOGUES.

AND WHAT THEY ARE DOING IS MOST OF THEM HAVE GONE ONLINE AT THIS POINT.

THEY HAD STOPPED THEIR GATHERINGS.

THEY ARE NO LONGER HAVING THEIR STUDENTS COME TO SCHOOL DOING THEIR AFTERCARE PROGRAMS AND THEY'RE DOING VIRTUALLY EVERYTHING ONLINE.

THERE IS ONE OF OUR CHURCHES THAT IS TRYING TO KEEP UP THEM BECAUSE IT IS A SMALLER POPULATION GOING ON THE 50 PERCENT RULE AS IF IT WAS A RESTAURANT.

SO IF IT HAS A CAPACITY FOR CHANGE OF PEOPLE ONLY HAVING 50 PEOPLE IN THEIR BOOKKEEPING SPACING OPTIONS, BUT THEY TOO HAVE REACHED OUT AND SAID THAT IT PROBABLY WILL NOT BE OPEN AND THEY WILL BE TALKING TO VIRTUAL ONLINE AT THIS TIME.

IT SEEMS THAT IT IS.

AS WITH OUR OTHER BUSINESSES.

PROPER PERSONAL AWARENESS, DOING WHAT IS RIGHT AND FOLLOWING THE CDC ORDERS OR CLOSING DOWN AND DOING VIRTUAL. BUT IT IS NOT SPECIFICALLY IN THE ROLE, WOULD YOU SUBSCRIBE, SUBSCRIBE TO THE MAYOR'S RESPONSE.

GENERALLY SPEAKING, IT WOULD BE ACCURATE.

YOU KNOW, IT JUST I WOULD THROW UP A CAUTION LIGHT WITH REGARD TO THE ISSUE.

BUT YOU ASK AN EARLIER QUESTION ABOUT ENFORCEMENT.

IF THERE IS AN AGENT OF DBP ARVIDSON IN THE VICINITY AND IS MADE AWARE OF A OF AN ASSEMBLY, WHETHER BE FOR A CHURCH SERVICE OR ANOTHER RELIGIOUS SERVICE OF ANY KIND, AND BELIEVES THAT THEY ARE IN VIOLATION OF THE 10 PERSON RULE OF THE 50 PERSON ROLE.

THEY HAVE THE ABILITY TO TO AT LEAST OPEN THE DOOR AND ASK THE QUESTION OR TO RAISE THE ISSUE. I DON'T KNOW WHETHER OR NOT THE CITY ADMINISTRATION OR BSOD THROUGH THE SHERIFF ARE DISPATCHING PEOPLE TO LOOK AT AND TO REVIEW THOSE CONDITIONS.

I CAN'T ANSWER THAT QUESTION PUBLICLY NOR PRIVATE, BECAUSE I'M NOT SURE WHICH SHERIFF TONY IS DOING WITH HIS DIRECTION.

I DO KNOW BECAUSE I'VE SEEN E-MAILS FROM TERRANCE LYNCH, WHO'S THE GENERAL COUNSEL FOR VSO, THAT HE BELIEVES THAT THE STATUTE I EARLIER CITED TO YOU PROVIDES FOR LOCAL POLICE DEPARTMENTS, WHICH WOULD BE BESSO IN OUR CITY, TO, IN FACT, ENFORCE THE GOVERNOR'S ORDERS. OK, NOW, YOU KNOW, AS AS A AS A PUBLIC OFFICIAL THAT THAT'S INTERPRETIVE AND IT'S DISCRETIONARY IN SOME RESPECTS, WHETHER IT'S MANDATORY.

I CAN'T KNOW IN ANY INDIVIDUAL FACT SITUATION WHETHER IT WOULD OCCUR.

WOULD I BE CONCERNED IF I WERE A PASTOR AND WOULD WOULD OPEN? I'M SPEAKING HONESTLY AND FAIRLY.

I WOULD BE THOUGHTFUL ABOUT THAT.

I WOULD NOT WANT TO PUT THE PASTOR, WHETHER IT BE YOU OR OTHER ANOTHER PASTOR IN JEOPARDY BECAUSE OF A GOOD FAITH INTENTION TO DO THE RIGHT THING, NOT KNOWING WHAT SOME THIRD PARTY MIGHT BELIEVE IS RIGHT OR NOT.

ALL ABOUT PERSONAL RESPONSIBILITY AT THIS POINT.

ARE YOU GOOD? VICE-MAYOR? YES.

OK. MR..

SEVERAL OF THE CHURCHES WITHIN OUR CITY AND AT LEAST ONE THAT I KNOW OF IN CORAL SPRINGS, THEY HAVE DECIDED TO SUSPEND ALL SERVICES AND THEY'RE TELLING PEOPLE TO WATCH ONLINE OR THESE ARE EXTENUATING CIRCUMSTANCES.

SO THEY'RE ERRING ON THE SIDE OF CAUTION.

[02:00:03]

I THINK IF YOU'RE A FISHERMAN, DO YOU HAVE ANY QUESTIONS? NO, I DON'T. THANK YOU.

COMMISSIONER GUELLEN. OH, NO QUESTION.

ALL RIGHT. THANK YOU.

SO I BELIEVE WE HAVE COME TO THE END OF STATUS OF CURRENT OPERATIONS, AND THE NEXT ITEM ON OUR AGENDA IS DISCUSSION AND POSSIBLE MOTION TO CANCEL THE MARCH 23 TWENTY TWENTY CITY COMMISSION WORKSHOP AND MARCH TWENTY FIVE TWENTY TWENTY CITY COMMISSION MEETING.

ACTUALLY, BEFORE I GO THERE, I APOLOGIZE.

THIS IS A LITTLE DIFFERENT. SO WE'VE JUST HAD STATUS ON OUR CONDITIONS.

IS THERE ANYBODY IN THE PUBLIC? I KNOW SOME OF THE QUESTIONS HAVE BEEN ANSWERED.

VISE MAYOR HAS PUT US THROUGH ON THE FACEBOOK QUESTIONS THAT HE'S HAD.

IS THERE ANYBODY ELSE IN THE AUDIENCE WHO WISHES TO COME? IF YOU WOULD, PLEASE COME TO.

HOW ARE YOU? GOOD TO SEE. IF YOU COME TO THAT PODIUM, PLEASE.

YOUR NAME, ADJUST LOCATION FOR THE RECORD AS MUCH AS YOU LIKE TO GET.

MAYOR, AFTER THE GENTLEMAN SPEAKS, WE DO HAVE SOME ADDITIONAL ONLINE QUESTIONS.

EXCELLENT. THANK YOU. HELLO.

OKAY. EXCUSE ME, SIR.

I ALREADY KNOW YOU GUYS.

IT IS A PLEASURE TO SEE YOU EVADED FOR MY NAME AS A RATIO.

TAMARACK RESIDENT LIVE AT 6 1 9 FOR LAURA LANE.

APARTMENT C FREEZING VICE-MAYOR COMMISSIONER, POLITICO.

AND I'M MAYOR.

HOW ARE YOU DOING TODAY? WELL, I DON'T KNOW IS OUR CITY MANAGER.

GREETINGS, SIR. HOW ARE YOU? AND I HAVE SEEN THE ATTORNEY AND THE CLERK BEFORE HIM.

A PLEASANT HELLO TO YOU ALL DAY.

SO MY NAME IS FRASIER, AS I MENTIONED BEFORE, AND I AM HERE TO INTRODUCE THE PRIVATE TECHNOLOGY SECTOR TO MAKE OURSELVES AVAILABLE AS WE DON'T KNOW.

WE'VE NEVER BEEN IN ANYTHING LIKE THIS BEFORE.

I'M AN I.T. PROFESSIONAL WITH MANY YEARS OF EXPERIENCE.

I'M REPRESENTING YOUR ACUM, FLORIDA.

WE HAVE OVER 50 YEARS OF ACTION.

WE HAVE OVER 50 YEARS OF COMBINED EXPERIENCE WITH THE CORPORATION IS ABOUT 15 YEARS OLD.

SO AS WE DON'T KNOW HOW THIS IS GOING TO EVOLVE.

WHEN OR IF I HOPE IT DOESN'T HAPPEN.

BUT IF OUR CITY OF TAMARACK, I-T GETS OVERWHELMED, IF WE NEED MORE I.T.

CORPORATIONS, COMPANIES TO STEP UP TO HELP SET UP INTERNET CONNECTIVITY FOR MOBILE HOSPITALS AND MOBILE COLLECTION SITES, WHATEVER, WE WANTED TO JUST INTRODUCE OURSELVES AND WITH THE CITY MANAGER'S PERMISSION, MAYBE REACH OUT TO THE COMMISSION INDEPENDENTLY, AS I DON'T KNOW HOW WHAT I GUESS MAZARI A MASS GATHERING WOULD BE RIGHT NOW.

SO I WOULDN'T EVEN KNOW. IS THERE A WEB SITE WHERE WE GO SIGN UP TO BE A VENDOR? SO IN CASE THINGS DO HAPPEN, WE'RE ALREADY READY TO GO.

AND IF WE ARE CALLED UPON IT.

AND THAT'S PRETTY MUCH IT TO SIGN UP TO BE A VENDOR.

WE DO HAVE OUR INFORMATION ON OUR WEBSITE.

I AM NOT SEEING OUR PROCUREMENT DIRECTOR HERE AT THIS TIME.

THE CITY MANAGER. WOULD YOU PLEASE LET HORACIO KNOW THE PROPER PHONE NUMBER TO CALL SEAN METAMOUR? ACTUALLY, SIR, WE WOULD BE HAPPY IF YOU LEAVE US A CARD.

ABSOLUTELY. OKAY, THAT MAKES IT EASY.

THANK YOU SO MUCH. THANK YOU SO MUCH.

THANK YOU, GUYS. THANK YOU.

AND IS ANYBODY ELSE IN THE AUDIENCE? YEAH, IT IS MY UNDERSTANDING WE HAVE SOME FACEBOOK QUESTIONS.

ADDITIONAL FACEBOOK QUESTIONS.

AND HOW WILL THESE BE INTRODUCED? ARE THEY BEING INTRODUCED YOURSELF FOR THE CITY CLERK? I DON'T HAVE THAT. I'VE GOT A MADAM MARINOL.

I'LL JUST READ THE NAMES AND THEN READ THE QUESTIONS.

THE FIRST QUESTION WAS FROM MARIE GUTIERREZ.

AND THIS WAS MAYBE THIS WAS THE SAME QUESTION THAT WAS VERBALIZED BY THE VISE MAYOR.

WILL YOU BE ISSUING REFUNDS FOR CLASSES THAT HAVE BEEN SCHEDULED AND PAID FOR? AND I THINK WE ANSWERED THAT.

THE QUESTION IS YES, OR CREDIT WILL BE GIVEN OR, YOU KNOW, THE ARTS DIRECTOR DESCRIBED SEVERAL WAYS TO HANDLE THAT.

SUZANNE. I NEED.

I GOT TO GET SOME READERS. SUZANNE HOME.

I'M GOING TO HOLD THEM OFF. IT'S OK, SUZANNE.

HOMER STRUMPET ASKED, WILL SOMEONE BE ADDRESSING THE STATUS OF RESTAURANTS BEING OPEN? GO TO TAKE OUT ONLY.

THANKS. SUZANNE IS THE OWNER OF MENGES, TAMARA.

SO WE ADDRESS THAT.

YOU KNOW, YOU'VE HEARD ABOUT RESTAURANTS BEING CLOSED IN OTHER COMMUNITIES, INCLUDING SUNRISE. AT THIS POINT, UNDERSTANDING THE GOVERNOR'S ORDER THE WAY THAT WE DO, WE WOULD YOU KNOW, WE WOULD LIKE TO LEAVE THE RESTAURANTS OPEN AS LONG AS WE CAN WITH THE APPROPRIATE RESTRICTIONS IN PLACE.

WE HAVE BEEN DOING SOME SPOT CHECKS ON THOSE RESTAURANTS.

OUR RESTAURANTS SEEM TO BE IN VOLUNTARY COMPLIANCE WITH THE GOVERNOR'S ORDER.

AND I THINK ANY RESTAURANT THAT IS OPEN IS IS LOOKING TO TO DO THAT THAT WAY FOR, YOU KNOW, TRYING TO STAY OPEN.

SO AT THIS POINT, RESTAURANTS ARE OPEN.

AND TAMARA. THEY WILL CONTINUE TO BE OPEN UNTIL WE GET SOME OTHER GUIDANCE FROM THE FROM THE GOVERNOR OR FROM THE COUNTY.

NEXT, WE'VE GOT NINA ABU SADOW.

[02:05:03]

AND NINA ASKS, WILL ANYONE SPEAK ABOUT RESOURCES FOR OUR ELDERLY AND DISABLED RESIDENTS? I'LL I'LL ADDRESS THAT ISSUE IN THIS WAY.

AS YOU KNOW, WE ARE WE ARE CLOSE TO THE PUBLIC, BUT WE ARE STILL OPEN.

SOCIAL SERVICES IS STILL AVAILABLE.

THE RESOURCES OF SOCIAL SERVICES ARE STILL AVAILABLE.

THERE ARE A NUMBER OF QUESTIONS REGARDING HOW TO DEAL WITH HOW TO DEAL WITH SHUT IN ELDERLY WHO NEED FOOD OR WHO NEED SERVICES AGAIN THROUGH SOCIAL SERVICES.

WE ARE DOING THAT. THERE'S A I THINK, A LARGE MOVEMENT RIGHT NOW COUNTY WIDE WITH THE UNITED WAY, WITH A D.R.C., WITH ANY NUMBER OF NOT FOR PROFIT ORGANIZATIONS.

AND I KNOW THAT IT WAS DISCUSSED ON THE MAYOR'S PHONE CALL YESTERDAY AND IT WAS DISCUSSED ON PREVIOUS CITY MANAGER PHONE CALLS THAT IT WOULD BE NICE IF THOSE COULD BE DEALT WITH UNIFORMLY COUNTY WIDE SO THAT EVERYONE HAD EQUAL ACCESS TO THOSE TYPES OF TO THOSE TYPES OF SERVICES AND REQUESTS.

AND SO THAT'S SOMETHING THAT I THINK IS ON TOP OF EVERYONE'S MIND.

BUT AS FAR AS LOCAL IS CONCERNED, SOCIAL SERVICES IS STILL HERE, STILL AVAILABLE.

THE RESOURCES ARE STILL ARE STILL THERE.

WE ALSO HAD ANOTHER QUESTION FROM NINO ANINA ABBA SAYTO REGARDING A CURFEW.

THERE IS NO CURFEW IN PLACE AT THIS TIME.

WE DO HAVE SEVERAL OF OUR NEIGHBORING COMMUNITIES AND OTHER SOME OTHER CITIES THROUGHOUT THE COUNTY HAVE INSTITUTED CURFEWS.

I'VE ACTUALLY REACHED OUT TO A COUPLE OF OTHER CITY MANAGERS TO BETTER UNDERSTAND THE PURPOSE OF THE CURFEW, BECAUSE IF YOU'RE OUT, YOU NOTICE THAT THERE AREN'T THAT MANY PEOPLE OUT TO BEGIN WITH.

I'M NOT SURE WHY WE'RE PUTTING A CURFEW ON, BUT, YOU KNOW, IF THAT'S SOMETHING THAT WE NEED TO DO IN THE FUTURE WILL CONSIDER THAT.

JUST CHECK HERE, MAKE SURE WE GOT WE GOT THEM ALL.

I THINK THAT THAT'S THAT THOSE ARE THE THOSE ARE THE NAMES AND THE QUESTIONS THAT I.

THANK YOU. EXCELLENT.

THANK YOU. AND IF I COULD JUST ADD ON, I'M FEEDING SOUTH FLORIDA HEALTH FOUNDATION OF BROWARD HUNGER COALITION.

ALL THOSE ENTITIES ARE WORKING TOGETHER FOR OUR VULNERABLE POPULATION AND THOSE IN NEED AND SOCIAL SERVICES AS WELL.

AND. MADAM MAYOR, IF I MAY, I JUST GOT A TEXT FROM FROM SEAN ABRIDGMENT, WHO IS LISTENING TO OUR MEETING, AND SHE RECEIVED WORD FROM CHARLOTTE MATHER THAT THEODICY HAS BEGUN MILK DELIVERY AS OF TODAY. SO THAT IS OCCURRING AND THAT'S JUST CONFIRMED ON THE RECORD.

EXCELLENT. THANK YOU. AND ACTUALLY, I WILL ASK EVERYBODY, I AM FORWARDING PEOPLE.

I'M HOPING EVERYBODY ELSE WILL AS WELL.

THERE ARE A LOT OF WONDERFUL PEOPLE IN OUR CITY AND THROUGHOUT WHO WANT TO HELP.

THEY KNOW THAT THEY BELIEVE THEY'RE FINE, THEY FEEL FINE AND THEY WANT TO HELP.

SO PLEASE, EVERYBODY WHO WISHES TO HELP, PLEASE REACH OUT TO THE DRC.

PLEASE REACH OUT TO THE UNITED WAY OR LET US BE ORGANIZED AND OUR METHODOLOGY OF ASSISTANCE. I KNOW OUR CHURCHES AND OUR TEMPLES ARE ALSO FULL OF PEOPLE WHO WISH TO HELP AND THEY, TOO, ARE BEING DIRECTED TO GO THROUGH THOSE ORGANIZATIONS SO WE CAN HAVE ONE UNITED FRONT HERE, UNITED WAY THROUGH THE HRC AND BEING ABLE TO REACH OUT TO OUR VULNERABLE POPULATION, WHICH ALSO DOES INCLUDE KIDS WHO ARE NO LONGER IN SCHOOL AT THIS TIME WHO WERE RECEIVING THEIR FOOD WHEN THEY WERE AT SCHOOL.

SO THESE ITEMS ARE ALL BEING KEPT IN MIND AND EVERYBODY IS WORKING TOGETHER TO HELP EVERYBODY IN OUR COUNTY.

SO THANK YOU VERY MUCH FOR THAT.

AND AS WE HAVE JUST FINISHED OUR PUBLIC COMMENTS, IF THERE'S NOBODY ELSE IN THE AUDIENCE WHO WISHES TO SPEAK, NO ONE ELSE IS ONLINE.

I WILL NOW MOVE TO THE DISCUSSION AND POSSIBLE MOTION TO CANCEL MARCH 23, 2020 COMMISSION

[2. Discussion and possible motion to cancel the March 23, 2020 City Commission Workshop and March 25, 2020, City Commission Meeting]

BUT YOU KNOW, THANK YOU FOR YOUR HARD WORK.

IS YOU YOU'RE GOOD.

LET'S LET'S LET'S ASK YOU A QUESTION, MADAM MAYOR, OF ANY CITY.

THROUGH YOUR THREAT TO CITY ATTORNEY.

INTERPRETING THE TITLE, I JUST WANT TO MAKE SURE THAT I KNOW IT'S I KNOW IT'S THERE, BUT I JUST WANT TO MAKE SURE THAT OUR INTERPRETATION IS.

IS ON THE SAME PAGE. SO THE CITY MANAGER CAN CANS CANCEL FUTURE MEETINGS? ONLY. TO THE EXTENT THAT IT'S DUE TO THE CORONAVIRUS FAMILY, MATAMORAS TO THIS ISSUE, IN FACT THE WEAR OUT. YOU'RE RIGHT.

WHEREAS PARAGRAPHS OF FINDING SPECIFICALLY LIMIT WITHIN THE BOX OF INFORMATION THAT THAT LIMITATION. THAT'S CORRECT.

VERY CORRECT. OK.

SO I JUST WANT TO MAKE SURE THAT WE ARE INTERPRETING THE LIMITATION THAT WE'RE ALL ON THE SAME PAGE. MR. MAYOR, IF I MAY.

MAYBE I'M PRETTY PREEMPTIVE, BUT IF YOU'LL GIVE ME JUST TWO MINUTES TO EXPLAIN IN THE BACKUP TO THE VISE.

I SAW THE BACKUP AS WELL. YES.

IN THE IN THE IN THE BACKUP OR SEVERAL IMPORTANT DOCUMENTS WITH REGARD TO PUBLIC MEETINGS, NOT TO GET INTO GREAT DETAIL, BUT YOU'LL SEE THREE IMPORTANT DOCUMENTS, ONE OF WHICH IS A LETTER WHICH OUR LAW FIRM AUTHORED.

I SIGNED IT. IT WAS FROM ALL OF US AND MY LAW FIRM TO THE GOVERNOR A COUPLE DAYS AGO WITH REGARD TO THE SUNSHINE LAW AND WITH REGARD TO HAVING SOME KIND OF STATEWIDE ADVISORY FROM THE A.G.'S OFFICE OR THE GOVERNOR'S OFFICE THAT WOULD HELP ALL OF YOU IN DEALING WITH FUTURE MEETINGS THAT MIGHT OCCUR IN SOME FASHION IN A VIRTUAL WAY, MUCH LIKE DOWLAN CONFERENCE CALLS AND WHAT HAVE YOU THAT ARE HAPPY HAPPENING NOW.

THAT LETTER WAS SENT OUT TO THE GOVERNOR'S OFFICE.

THE SECOND OF WHICH IS THE FLORIDA LEAGUE OF CITIES LETTER, WHICH IS ALSO IN THE BACK UP.

AND SOMETHING WHICH IS WORTH NOTING FROM THE GENERAL COUNSEL FROM THE FLORIDA LEAGUE, REPRESENTING ALL THE CITIES IN THE STATE OF FLORIDA, MAKING A SIMILAR REQUEST TO THE GOVERNOR AND ALSO IN THE BACKUP AS A BOYNE BEACH ORDINANCE, WHICH WAS ADOPTED ON AN EMERGENCY BASIS LAST NIGHT.

JIM, SHERIFF, MY LAW PARTNER OF YOU ALL KNOW FAIRLY WELL.

I WAS THE DRAFTER WHO WAS DIRECTED BY THAT COMMISSION DURING A MEETING TO DRAFT SUCH AN ORDINANCE WHICH WAS DONE AND IT WAS ON LAST NIGHT'S AGENDA.

IT IS A CREATIVE DOCUMENT THAT CREATES A CONDITION OR A SITUATION FOR A VIRTUAL MEETING BY THAT CITY COMMISSION. AND TO THAT EXTENT, IT'S NOW THE LAW IN BOYNTON BEACH SUBMIT TO STATE REGULATION, BEARING IN MIND THE FOLLOWING AND I THINK WE STATED IT IN OUR LETTER TO THE GOVERNOR OF THE SUNSHINE AMENDMENT TO THE FLORIDA CONSTITUTION IS, IN FACT, A CONSTITUTIONAL PROVISION.

CHAPTER TWO EIGHTY SIX, WHICH IS THE SUNSHINE LAW, GROWS FROM THAT PARTICULAR CONSTITUTIONAL PROVISION.

ALSO, PUBLIC RECORDS ARE IN THE SUNSHINE AMENDMENT FOR CHAPTER 119, WHICH IS THE STATUTORY CODIFICATION OF THE CONSTITUTION.

THE GOVERNOR OR THE A.G.

CANNOT SUBVERT OR OVER THERE ON THE CONSTITUTION.

SO THEREFORE, THE REQUEST THAT WE MADE WAS DEALING WITH THE QUORUM REQUIREMENT AND DEALING WITH QUORUM AS A POTENTIAL BASIS ON WHICH THE GOVERNOR AND THE A.G.'S OFFICE COULD FIND SOME COMMON GROUND TO GIVE CITIES AN ADVISORY SO THAT WHEN YOU LEAVE HERE TODAY AND IF YOU ADOPT THIS RESOLUTION, THAT THE MANAGER WILL NOT HAVE UNFETTERED RIGHTS JUST TO START CONTROLLING WHAT YOU DO OR DON'T DO.

BUT BUT THERE WOULD BE THE POTENTIAL FOR EITHER REGROUPING FOR A MEETING, WHICH YOU CAN ALWAYS DO OR HYPOTHETICALLY HAVING THE ABILITY IF THERE'S A STATE GUIDELINE GIVEN FROM

[02:15:03]

THE A.G.'S OFFICE OR THE GOVERNOR'S OFFICE TO HAVE VIRTUAL MEETINGS WITH THE APPROPRIATE TRAPPINGS OF A PUBLIC PUBLIC MEETING JUST TO FAST FORWARD AS OF LAST EVENING.

THERE STURMER CARRIED OUT OUR LETTER.

THE LEAGUE OF CITIES LETTER OF THE BOYNTON BEACH PROPOSAL AND HAD A CONVERSATION WITH SHANE STRAHM, WHO IS THE GOVERNOR'S CHIEF OF STAFF WHO WAS A BROWARD PERSON.

THERE'S BEEN CONVERSATION AS EARLY AS LAST EVENING AND TODAY WITH THE A.G., WITH ASHLEY MOODY AND WITH HER HER MINIONS WITH REGARD TO THE ISSUE.

THERE IS A A PERSON INVOLVED MS. DISCUSSION WHOSE NAME I'M GOING TO MENTION ON THE RECORD PAT GLEASON TACKLES IN HIS WORK WITH GOVERNORS FOR THE PAST 40 YEARS, BOTH DEMOCRATS AND REPUBLICANS.

SHE IS A AN EXPERT STATEWIDE AND NATIONALLY AS WELL.

THE FLORIDA SUNSHINE MANUAL, WHICH WE WHICH WE LECTURE FROM IN WHICH YOU ALL HAVE A COPY OF EVERY YEAR. IT'S BEEN PUBLISHED FOR THE PAST 40 YEARS.

IT IS A DOCUMENT THAT THAT SHE ENDORSES AND SHE'S VERY CLOSE TO.

SHE HAS BEEN CONSULTED ON THE SUBJECT OF A STATEWIDE GUIDELINE OR REGULATION FOR CITIES.

IT IS HIGHLY POSSIBLE BY TOMORROW PERHAPS OR BY THE BEGINNING OF NEXT WEEK THAT THERE MAY, IN FACT BE AN ADVISORY ISSUED BY THE A.G.'S OFFICE TO GIVE ALL OF US SOME SOME DIRECT BASIS ON WHICH TO HANG YOUR LEGAL HATS AND YOUR PUBLIC OFFICIALS HATS TO CONDUCT POTENTIALLY LEGALLY SUFFICIENT MEETINGS UNDER THE STATUTE GOVERNING SUNSHINE.

I WILL CERTAINLY ADVISE YOU IMMEDIATELY WHEN, WHEN AS IF AND IF THAT OCCURS.

BUT I DON'T CHOOSE FOR YOU TO CONSIDER THIS RESOLUTION AND CONSIDER THE FACT THAT ONCE YOU LEAVE THIS BUILDING, THAT THE MANAGER HAS UNFETTERED AUTHORITY.

IT'S NOT WHAT HE'S ASKING FOR IN THE VISE.

MAYOR, I THINK, APTLY PUT IT, IT'S WITHIN THE BOX OF AUTHORITY.

UNDER THE CURRENT CRISIS, THE CURRENT CIRCUMSTANCE, THE CURRENT DECLARED EMERGENCY BY THE GOVERNOR FOUND IN THE FIRST GOVERNOR'S ORDER, 20 DASH 51.

SO THE RECORD WILL REFLECT YOUR CONVERSATION.

MY ADVICE, THE MANAGERS LIMITATIONS, AS IT WERE, BUT IS ALSO AS AUTHORITY IN THAT ACTION, AN ARREST AT THAT POINT AND ANSWER ANY QUESTIONS YOU MIGHT HAVE ON THE SUBJECT.

THANK YOU FOR LISTENING. BYRNE THANK YOU, GENTLEMEN.

COMMISSIONER GALáN. DO YOU HAVE ANY QUESTIONS? NOT QUITE. AND WHILE I GET THAT QUESTION, IT'S CLARIFYING THAT THAT THE.

AUTHORITY TO CHANGE IT'S FOR A DATE OR A TIME OF CRISIS OR THAT PARTICULAR CRISIS.

IF I MAY NOT MATTER TO THE COMMISSION.

COMMISSION GUELLEN. THE WAY THAT THE RESOLUTION WAS CRAFTED.

AND AS AS THE VICE-MAYOR CHARACTERIZE IT, RELATES TO THIS THIS THIS HEALTH CRISIS.

NO, NO. OTHER THAN THE B B B CONTROLLING AN ISSUE IS, IN FACT, THE GOVERNOR'S ORIGINAL DECLARATION OF PUBLIC EMERGENCY.

AND THE LANGUAGE FROM THE GOVERNOR'S ORIGINAL ORDER SPECIFICALLY SPEAKS ABOUT ITS PREPAREDNESS AND WHERE THE GOVERNOR SAYS, I DIRECT THE STATE HEALTH OFFICER AND SURGEON GENERAL, ET CETERA, PURSUANT TO THEIR AUTHORITY OF SECTION THREE EIGHTY ONE POINT 0 0 3 1 5 DECLARING A PUBLIC HEALTH EMERGENCY.

SO THE LIMITATION IS THIS PUBLIC HEALTH EMERGENCY, NOT ANYONE THAT THE MANAGER CAN DREAM UP. IT'S THIS ONE THAT YOU'RE ENDORSING OR SUPPORTING.

HE'S NOT GOING TO ABLE TO CREATE A NEW ONE FOR YOU AFTER THIS.

THERE'S NO COVER. 20 IS THE VISE MAYOR OF THIS THING.

HOPEFULLY, HOPEFULLY NONE OF THAT.

THANK YOU VERY MUCH. I SHOULD GO INTO THAT ANSWER TO YOUR QUESTION.

ARE YOU GOOD? YEAH.

YEAH. THANK YOU. ALL RIGHT, COMMISSIONER FISHMAN.

NO QUESTION, BUT THANK YOU, SAM, FOR THE CLARIFICATION.

THANK YOU, COMMISSIONER. MY PLEASURE.
