HE GRADUATED FROM COCONUT CREEK HIGH SCHOOL.

GRADUATED FROM BROWARD COLLEGE.

FLORIDA ATLANTIC UNIVERSITY.

AND THE UNIVERSITY OF FLORIDA LAW SCHOOL.

IT IS A TREMENDOUS LOSS TO EVERYBODY HERE.

NOT ONLY WAS HE AN ADVOCATE FOR EVERYBODY, BUT A TREMENDOUS ADVOCATE FOR THE LGBTQ COMMUNITY. SO I WILL ASK EVERYBODY TO TAKE A MOMENT OF SILENCE TO.

AND WHEREAS MR. SIMON'S MOVED WITH HIS FAMILY TO NEW YORK AT THE AGE OF FIFTEEN, HE HAS MET AND REMAIN MARRIED TO BEATRICE FOR 18 YEARS AND HAD A DAUGHTER NAMED BEATRICE WHO HAS PASSED AWAY. AND WHEREAS MR. SIMONDS MET FLORENCE IN 1976 IN NEW YORK AND MARRIED HER.

AND WHEREAS MR. SIMON SIMONDS WORKED AS A SUPERVISOR FOR AMERICAN EXPRESS FOR TWENTY FIVE YEARS, MR. AND MRS. SIMONDS RELOCATED FROM NEW YORK TO FORT LAUDERDALE IN NINETEEN NINETY FIVE AND NOW RESIDE IN THE CITY OF TAMARACK RAZ.

MR. SIMONDS ATTENDS THE EPISCOPAL CHURCH OF ATONEMENT IN LAUDERDALE LAKES, FLORIDA, EVERY SUNDAY AND DEVOTES HIS REMAINING TIME FOR CARING FOR HIS WIFE, FLORENCE.

OUR CHAPTER INCLUDES 400 INDIVIDUAL MEMBERS IN BROWARD, PALM BEACH, MIAMI DADE COUNTIES, REPRESENTING 63 AGENCIES AS AN AFFILIATE OF THE NATIONAL INSTITUTE OF GOVERNMENTAL PURCHASING. THE CHAPTER OFFERS MEMBERS THE EDUCATIONAL, PROFESSIONAL DEVELOPMENT AND NETWORKING OPPORTUNITIES THEY REQUIRE TO EFFICIENTLY AND ETHICALLY CARRY OUT THEIR RESPONSIBILITIES. CHARTERED IN NINETEEN NINETY, OUR MISSION CONTINUES TO INSPIRE OUR ACTIVITIES AND GOALS TO PROMOTE ETHICAL AND COST EFFECTIVE PUBLIC PURCHASING POLICIES AND PRACTICES TO PRESENT EDUCATIONAL PROGRAMS, PRODUCTS AND SERVICES FOR PUBLIC PURCHASING PERSONNEL, AND TO PROVIDE A VEHICLE FOR THE EXCHANGE AMONG THE MEMBERS OF USEFUL INFORMATION ABOUT POLICIES, PRACTICES, PROCEDURES, PRODUCTS AND SERVICES OF COMMON INTEREST. IN ADDITION TO ITS CHAPTER ACTIVITIES, THE CHAPTER ALSO SUPPORTS THE SOUTHEAST FLORIDA GOVERNMENTAL PURCHASING COOPERATIVE, A REGIONAL ORGANIZATION OF GOVERNMENTAL AGENCIES THAT PROVIDE COST SAVINGS AND COST AVOIDANCE TO MEMBER AGENCIES BY UTILIZING THE BY BUYING POWER OF MULTIPLE AGENCIES WHEN SOLICITING FOR PRODUCTS AND SERVICES.

SO WITH THAT EXPLAINING WHAT WE ARE AND WHAT WE DO, IT IS MY HONOR AS PRESIDENT TO PRESENT THE SOUTHEAST FLORIDA CHAPTER OF AN IGP BOARD OF DIRECTORS AGENCY OF THE YEAR AWARD FOR OUTSTANDING CONTRIBUTIONS TO THE CHAPTER AND TO THE PUBLIC PROCUREMENT PROFESSION TO THE CITY OF TAMPA ACTS PURCHASING AND CONTRACTS DIVISION.

THIS IS AN AWARD THAT IS OUR BOARD SELECTING BASED ON CRITERIA, AND TAMARACK WAS SELECTED FOR THE REASONS OF 100 PERCENT OF THE PURCHASING AND CONTRACTS DIVISION EMPLOYEES BEING MEMBERS OF BOTH THE CHAPTER AND NATIONAL AND IGP.

TAMARA SERVES AS THE LEAD AGENCY FOR THREE OF THE SOUTHEAST FLORIDA GOVERNMENTAL CO-OP PURCHASING CONTRACTS, INCLUDING THE OFFICE SUPPLIES CONTRACT.

THIS IS ONE OF THE MOST COMPLEX CONTRACTS TO SOLICIT AND ADMINISTER, AND IT EARNS THE CITY OF TAMARACK SEVEN THOUSAND SEVENTY THOUSAND DOLLARS ANNUALLY IN REVENUE FOR THE FACT THAT IT'S NOT ONLY A LOCAL BUT A NATIONAL COOPERATIVE CONTRACT.

SIXTY PERCENT OF TAMARACK STAFF HOLD A PROFESSIONAL PROCUREMENT CERTIFICATION AS CERTIFIED PUBLIC PROCUREMENT BUYERS OR CERTIFIED PUBLIC PROCUREMENT OFFICERS.

THIS IS A PRESTIGIOUS CERTIFICATION THAT REQUIRES HOURS OF COURSEWORK AND TESTING THE EQUIVALENT OF A BAR EXAM FOR AN ATTORNEY.

PURCHASING AND CONTRACTS MANAGER KEITH GLATZ WAS THE RECIPIENT OF THE IGP TWENTY NINETEEN AND DEATH RICH MERITORIOUS SERVICE AWARD.

AND WHEREAS TYPICAL ASSIGNMENTS IN ADDITION TO PATROL ACTIVITIES INCLUDE PERFORMING CHECKS ON UNOCCUPIED RESIDENTS AT THE OWNER'S REQUEST, CHECKING ON ELDERLY OR HOMEBOUND RESIDENTS, AND REPORTING POTENTIAL PROBLEMS AND NEIGHBORHOOD HAZARDS TO THE BROWARD SHERIFF'S OFFICE AND WES S.O.P.

I WAS THERE JUST FOR THE LAST HOUR AND LAST NIGHT AS I SPOKE AND A HUMAN TRAFFICKING SUMMIT, I WAS INVITED BECAUSE I POSTED SOME INFORMATION ABOUT THE UNFORTUNATE YOUNG GIRL WHO WAS TAKING ADVANTAGE OF JUMPING IN TAMARACK.

SO I JUST SPOKE THERE ABOUT OUR ORDINANCE AND GAVE CREDIT TO COMMISSIONER FISHMAN FOR BRINGING THAT ALREADY ORDINANCE IN PLACE.

I TOOK TWO TRIPS TO TALLAHASSEE, ONE FOR BROWARD DAYS AND MIDDLE OF JANUARY AND THE FLORIDA LEAGUE OF CITIES LEGISLATIVE DAYS.

THAT WAS WHERE I GOT STUCK IN TALLAHASSEE AND MISSED THE MAJORITY OF OUR MEETING.

OUR LAST MEETING FLYING IN AND OUT OF TALLAHASSEE IS DIFFICULT, TO SAY THE LEAST.

I'LL CONTINUE TO DRIVE BECAUSE OF IT.

THE REASON FOR MY VISITING TALLAHASSEE DURING THE LEGISLATIVE SESSION IS TO MAKE SURE THAT OUR APPROPRIATIONS HAVE A FACE AND A VOICE WHEN WE GO TO TALLAHASSEE TO FIGHT FOR OUR APPROPRIATIONS.

IT'S IMPORTANT THAT THE LEGISLATORS, NOT ONLY IN OUR OWN AREA THAT REPRESENT US, BUT LEGISLATORS IN LAKE COUNTY, MARION COUNTY UNDERSTAND WHY WE'RE ASKING FOR STATE MONEY.

AND THE CITY OF TAMARACK IS VERY GOOD AND ENSURING THAT WHEN WE ASK FOR STATE MONEY, WE MAKE SURE THAT THE CITY HAS MONEY AS WELL TO MAKE SURE THAT THE APPROPRIATION GOES THROUGH. ALSO, THERE HAVE BEEN.

AN EXCESSIVE AMOUNT OF BILLS FILED THIS YEAR THAT WOULD TAKE THE POWER AWAY FROM US.

YOUR LOCAL ELECTED OFFICIALS AND CENTRALIZE IT WITH THE STATE AND FOR OUR FOR OUR COMMISSION FOR MYSELF.

THAT DOESN'T MAKE ANY SENSE WHEN WE'RE TRYING TO PUT ADDITIONAL BURDENS ON STATE AGENCIES THAT DON'T HAVE THE MANPOWER TO DO WHAT THEY'RE CURRENTLY LEGISLATED TO DO.

AND OUR CITY STAFF CAN DO THOSE THINGS AND ARE DOING THOSE THINGS ALREADY.

WANT TO TALK ABOUT OUR TAMARA SCHOOLS.

THEY NEED OUR HELP. AND I'VE GOT A COUPLE THINGS LISTED HERE THAT RESIDENTS CAN GET INVOLVED IN OUR SCHOOLS AND DO.

MAKE PEOPLE AWARE OF GUN VIOLENCE AND THE LIVES THAT ARE BEING LOST TO GUN VIOLENCE.

WE. WHEN I APPROACHED THE FOUNDER OF THE ORGANIZATION TO BE AT ONE TAMARACK, SHE TOLD ME THE STORY OF HOW THEY'VE RAISED MONEY FOR THE BENEFIT OF PARENTS THAT HAVE LOST THEIR CHILDREN TO GUN VIOLENCE.

AND THE EXAMPLE SHE GAVE ME WAS THAT THEY HAD JUST COLLECTED ENOUGH MONEY FOR A MOM WHO COULDN'T AFFORD A HEADSTONE FOR HER CHILD'S GRAVE FOR THREE YEARS.

AND THIS ORGANIZATION STEPPED UP AND MADE THAT POSSIBLE.

THEN I WANT TO TALK ABOUT SOME OF THE YOUTH PROGRAMS THAT WE HAVE IN TIME.

WE HAVE THE BSL EXPLORERS GROUP THAT JENNIFER MARION, DEPUTY JENNIFER MARION IS IN CHARGE OF. WE HAVE THE TAMARACK FIRE RESCUE CADETS AND THE DIRECTOR OF THAT IS VAN SHEWN.

WE'RE SEEKING SUPPORT FOR THE 2021 TRANSPORTATION APPROPRIATIONS BILL TO GO DIRECTLY TO THE MPO, NOT HAVE TO GO THROUGH SEVEN CHANNELS TO GET THE MONEY DOWN HERE AND THEN GET IT OUT TO OUR CITIES.

SO THAT'S ONE THING THAT THEY'RE WORKING ON AND WE'RE GONNA KEEP A CLOSE EYE ON THAT AS FAR AS THE 2021 BUDGET.

PRESIDENT TRUMP HAS SUBMITTED TO CONGRESS HIS PROPOSAL, WHICH INCLUDES EIGHTY EIGHT POINT FIVE BILLION DOLLARS FOR THE DEPARTMENT OF TRANSPORTATION.

THAT'S 1.7 BILLION ABOVE LAST YEAR.

SO WE DEFINITELY HAVE OUR FINGERS CROSSED ON THAT BECAUSE WE, LIKE EVERY OTHER CITY, DO HAVE A LOT OF TRANSPORTATION PROJECTS THAT WE'RE LOOKING AT.

THERE'S $1 BILLION EACH FOR D.O.A.'S GRANT PROGRAMS AND 50 MILLION FOR EACH OF THE FLOOD CONTROL AND COAST OR COASTAL EMERGENCIES ACCOUNTS.

THERE'S A LOT OF MONEY OUT THERE.

SO WE AT THE MPO ARE GOING TO BE VERY, VERY ENGAGED IN ENSURING THAT OUR CITIES DOWN HERE IN BROWARD COUNTY GET SOME OF THAT MONEY ALONG WITH SIRTEX MONEY.
