FOR THE TAMARAC PARK 400 METER TRACK IN MULTI-PURPOSE CENTER.SO THIS IS THE FEASIBILITY STUDY. PUBLIC SERVICES IS LEADING THIS EFFORT.
EARL, YOU WANT TO SAY ANYTHING ABOUT THIS PROJECT? SURE. SO THIS THIS IS REALLY A TASK AUTHORIZATION FOR CPC, WHICH IS OUR CARNAHAN PROCTOR AND CROSS TO DO MULTIPLE STUDIES ON THE EXISTING FACILITIES AT THE TAMARAC PARK. SO WE DO HAVE A PRESENTATION AND WE CAN. GO AHEAD. ALL RIGHT. SO SO LIKE I SAID, THIS IS FOR YOU KNOW, WE'RE LOOKING AT A TASK AUTHORIZATION FOR CARNAHAN PROCTOR AND CROSS. THE PROPOSAL WE RECEIVE WAS $486,115.
AND THIS IS A NOT TO EXCEED AMOUNT. SO WE ARE LOOKING TO HAVE THEM LOOK AT THE CONCEPTUAL PLANNING, DESIGN, PERMITTING AND BIDDING ASSISTANCE. FOR THE EXTRACT SO PART OF THIS EFFORT WILL BE FACILITY ASSESSMENT AND RECOMMENDATIONS FOR THE FUTURE DEVELOPMENT OF THE MULTI-PURPOSE CENTER BUILDING. AND, YOU KNOW, WE'RE USING OUR CONTINUING SERVICES CONTRACT WITH THEM.
SO THE PARK ITSELF IS A TOTAL OF ABOUT 10.4 ACRES.
IT'S LOCATED AT 7501 NORTH UNIVERSITY DRIVE, WHICH IS JUST NORTH OF WOODMONT HOSPITAL.
THE RECREATION CENTER FEATURES A BUILDING WITH OFFICES AND OTHER AMENITIES.
IT ALSO HAS BLEACHER STANDS AND A BATTING CAGE.
SO THE RECREATION CENTER ITSELF YOU KNOW, THE WE'RE LOOKING AT A VIEW THERE ON THE LEFT SIDE, LOOKING WEST, AND YOU SEE THE FIELDS IN THE BACKGROUND.
AND THEN THE, THE MIDDLE PHOTO IS LOOKING FROM THE OTHER DIRECTION TO THE EAST.
AND THAT IS THE PARKING LOT IN THE BACKGROUND.
SO THE LOCATION HERE, AS I SAID, IT'S JUST NORTH OF THE HOSPITAL, NORTH OF WOODMONT AND THAT'S THE SITE PLAN PRETTY MUCH SHOWING THE EXTENT OF, OF THE WHAT IT'S GOING TO BE LOOKED AT.
SO PRETTY MUCH THEY'RE GOING TO BE ASSESSING THE MULTI-PURPOSE CENTER AS I SAID.
SO A FULL OVERVIEW OF WHAT WE REQUESTED WAS THE 400 METER TRACK.
WE ALSO PROVIDE MULTI-PURPOSE SERVICES WITHIN THE INFIELD FOR FIELD EVENTS.

YOU KNOW, LOOKING AT THE FACILITY AND THE BUILDING ASSESSMENT FOR THE MULTI-PURPOSE CENTER, JUST TO DETERMINE. IF YOU KNOW FUTURE USE AND HOW THAT CAN FIT INTO THE CHANGES THAT ARE BEING MADE.SO PHASE 1 OF THE PROJECT IS CONCEPTUAL PLANNING.
AND WE DO HAVE A TRACK FITTING PLAN TASK IN THERE.
AND THIS IS TO PRETTY MUCH SEE IF THE TRACK WILL FIT.
AND IF IT DOESN'T FIT THEN THE PROJECT STOPS THERE.
AND THEN WE MOVE FORWARD WITH THE CONCEPTUAL OF PLANNING, WHICH INCLUDE PUTTING 10% DESIGN PLANS IN THERE AND CONCEPTUAL COST ESTIMATE, DRAINAGE ANALYSIS, PHOTOMETRICS RENDERINGS AND A FEASIBILITY REPORT.
SO THE FEASIBILITY REPORT ITSELF WILL BE THE NEXT STAGE OF ASSESSMENT TO SEE WHETHER THE PROJECT MOVES FORWARD AND THIS WILL INCLUDE THE SITE PLANNING, CODE COMPLIANCE AND PROPOSED OCCUPANCY LOADING.
AND THEN PHASE 2 IS THE ACTUAL DESIGN. AND THIS WILL INCLUDE UP TO THE SCHEMATIC PLANS UP TO 30% AND DESIGN PLANS AT 60%, 90% AND 100%. AND OF COURSE PERMITTING ASSISTANCE AND BID PHASE SERVICES.
[LAUGHTER] YOU GOT A DREAM BIG, RIGHT? NOT HERE.
AND AS I SAID, THE TRACK FITTING PLAN WILL DETERMINE WHETHER WE MOVE FORWARD.
AND THAT'S ONLY ON THE $8,000. PHASE 2 COST IS $339,410, AND THERE ARE SOME REIMBURSABLE EXPENSES THERE, WHICH WILL TOTAL JUST UNDER $30,000, FOR A TOTAL DESIGN OF $486,115. AND THEN THE PROJECT SCHEDULE ITSELF.
PHASE 1 WILL BE FOUR MONTHS. PHASE 2, NINE MONTHS.
AND WE HAVE THE PRETTY MUCH THE CONSULTANT, CARNAHAN, PROCTOR AND CROSS.
THEY HAVE OVER 40 YEARS OF EXPERIENCE IN CIVIL ENGINEERING, SURVEYING, PLANNING AND CONSTRUCTION INVESTIGATION. SO, YOU KNOW, THEY ARE TRYING TO IMPROVE.
SO WE HAVE THE RECENT SOME OF THE RECENT PROJECT THEY DID DO THE FORT LAUDERDALE AQUATIC CENTER RENOVATIONS, AND THERE IS A SIMILAR PROJECT IN OKLAHOMA THAT THEY DID FOR BOONE PICKENS STADIUM.
AND THE CONSULTANT SERVICES, PRETTY MUCH IT'S THE CCNA.
AND, YOU KNOW, GENERALLY THE PROJECTS THAT THIS COVERS IS UP TO $500,000.
SO THAT'S THE PRESENTATION. OKAY. THANK YOU. THIS IS, OPEN TO PUBLIC.

5.B IS REVISING THE CITY'S INVESTMENT POLICY.
AND I GUESS WE'LL HAVE A MORE DETAILED CONVERSATION ABOUT THIS IN THE.
IN THE COMMISSION WORKSHOP WE'RE ACTUALLY JUST DOING SOME ENHANCEMENT TO THE POLICY.
THERE HAVE BEEN SOME CHANGES OR REGULATORY CHANGES THAT WE NEED TO PUT INTO THE POLICY, THE MOST SIGNIFICANT ONE BEING THE PECUNIARY FACTORS THAT THE LEGISLATURE PUT IN IN 2023 THAT STATES THAT WE SHOULD NOT USE WHAT WE CALL GSG, WHICH IS ENVIRONMENTAL FACTORS TO MAKE DECISION WHEN IT COMES TO THE INVESTMENT. SO, THAT THAT WILL BE CHANGED.

WE'RE DOING MINOR CHANGES TO SOME OF THE PARAMETERS AND SOME OF THE SOME OF THE PERCENTAGES THAT WE'RE USING TO ALLOCATE INVESTMENT TO DIFFERENT TYPES. OKAY. THANK YOU CHRISTINE. SO I JUST WANT TO EMPHASIZE THAT OUR INVESTMENT POLICIES ARE GUIDED BY STATE STATUTES OR. YES. AND THE PRIMARY THE PRIMARY GOAL OF THE POLICY IS SAFETY, WHICH IS PRINCIPLE PRESERVATION, LIQUIDITY AND RISK. AND THEN WE HAVE TRANSPARENCY IN IT.SO WE WANT TO BE TRANSPARENT ABOUT THE INVESTMENT AND SOME OF THE CHANGES.
THE LEGISLATURE ALLOWED US TO USE WHAT WE CALL THE QUALITY OF THE INVESTMENT DOESN'T HAVE TO BE AS HIGH AS IT USED TO BE IN THE PAST. SO THERE'S A CHANGE THERE THAT WE HAVE TO INCORPORATE IN THE POLICY.
IT DOESN'T NECESSARILY MEAN THAT WE'RE GOING TO INVEST IN. RIGHT ALL RIGHT. SOUNDS GOOD. THANK YOU. ITEM 5.C IS THE REHABILITATION OF TWO CULVERTS.
AND THIS IS OUR ROUTINE ANNUAL CAPITAL IMPROVEMENT PROJECTS.
AND WE HAVE TWO OF THEM THIS YEAR. EARL. DO YOU WANT TO GIVE US A BRIEF EXPLANATION AS TO WHAT THIS PROJECT DOES? SO THIS THIS ONE PRETTY MUCH IS A LITTLE BIT BEYOND THE NORMAL MAINTENANCE.
IT IS FOR, YOU KNOW, LARGER SCALE. WE ARE GOING TO BE REPLACING THE WET WELL, WHICH IS THE, THE STRUCTURE THAT HOLDS THE WATER COMING IN.
SO THE, AS FAR AS THE CAPACITY OF THOSE, YOU KNOW, WITHIN INCREASE POPULATION YOU KNOW, WE, WE ARE SEEING SOME ISSUES WITH SOME OF THESE LIFT STATIONS AND THAT'S PART OF IT.
SO THIS IS PRETTY MUCH TO GIVE A GIVE AN AGREEMENT WITH INTER COUNTY ENGINEERING.
AND THE PROJECT IS THE BID ITSELF CAME IN AT A LITTLE OVER $2 MILLION.
SO WE HAVE A CONTINGENCY IN THERE FOR 10% AND FOR A TOTAL PROJECT OF $2,555,753. CAN YOU BRIEFLY TELL US WHAT THE LIFT STATIONS DO FOR OUR COMMUNITY, FOR OUR RESIDENTS, HOW THEY FUNCTION? YEAH. SO PRETTY MUCH, YOU KNOW, THE LIFT STATIONS DO THE JOB OF FIRST COLLECTING THE WASTE SEWAGE FROM, YOU KNOW, THE COMMUNITIES. AND WE HAVE 88 LIFT STATIONS AND IN TAMARAC THAT PUBLIC SERVICES ACTUALLY MAINTAIN. SO THIS THE LIFT STATION, THEY, THEY HAVE A PUMPING SYSTEM WHICH AFTER COLLECTION, IT PUMPS IT TO US IN. ON THE WEST SIDE IT GOES TO BROWARD COUNTY, AND ON THE EAST SIDE IT GOES TO FORT LAUDERDALE.

KENT, YOU WANT TO GIVE US A LITTLE BIT OF AN EXPLANATION FOR THIS ITEM, PLEASE? SURE SO THE ITEM BEFORE IS A TEXT AMENDMENT TO CODE OF ORDINANCE SECTION 9-130 ESSENTIALLY THE NON-RESIDENTIAL PROPERTY MAINTENANCE, WE HAD REGULATIONS THAT INDICATED, YOU KNOW, HOW ESTHETICALLY PARKING LOT SHOULD LOOK.
ESSENTIALLY YOU KNOW, IF A, YOU KNOW, PAVEMENT IS WORN OUT, IT'S CRACKED.
WE'RE REQUESTING THAT PROPERTY OWNERS YOU KNOW, PATCH THAT, YOU KNOW, AT THE BLACKTOP ON IT, IF WHEEL STOPS ARE POPPING OUT AND THEY'RE NO LONGER STABLE OR STRIPING IS MISSING, MAKING SURE THAT WE HAVE TEETH IN OUR CODE THAT ALLOW THAT TO BE RESTRIPED SO THAT THE PARKING LOT REMAINS IN GOOD WORKING ORDER, AS IT SHOULD BE.
RIGHT MAINTENANCE IN THE LOOK OF ENTIRE COMMERCIAL PARKING LOTS.

AND THEY'RE INVITING PLACES IN IN THE CITY OF TAMARAC.
AND SO I BELIEVE YOU HAVE MORE SIMILAR ITEMS COMING UP IN THE, IN THE FUTURE COMMISSION MEETINGS.
YES, WE DEFINITELY HAVE SOME MORE CODE CLEANUP ITEMS TO ADD THAT LEVEL OF SPECIFICITY LIKE THIS ONE.
YOU KNOW, REMOVING LITTER, PRUNING, LANDSCAPING, MOWING, YOU KNOW, WATERING THE VEGETATION, ALL THAT STUFF IN THERE IS JUST ADDING THAT LEVEL OF SPECIFICITY TO FURTHER IMPLEMENT OUR INTENT OF OUR CODE.
