UH, SO WE'LL BEGIN WITH THE AGENDA.

UM, CITY MANAGERS OPENING REMARKS, CITY MANAGER REPORT.

WE HAVE A FEW PROCLAMATIONS, UM, CHECK PRESENTATION FOR ACTS OF LOVE CORPORATION, AND THEN THE INTERNATIONAL HOLOCAUST REMEMBRANCE DAY.

THEN WE HAVE THE EMPLOYEE SERVICE AWARDS, ITEM TWO C.

UH, THEN WE GO ON TO ITEM 2D, WHICH IS THE PUBLIC ART PROJECTS DISCUSSION AND CONSENSUS, WHICH WILL BE PRESENTED BY, UH, ASSISTANT, UH, COMMUNITY DEVELOPMENT DIRECTOR, MIHIR AND GEORGE GATSON FROM GATSON AND RAPIDS ARE PUBLIC ART CONSULTANTS.

UM, OKAY, SO THIS IS A TR 14 0 2 2 AND IT'S, UH, LEGAL REDUCTION IN ABATEMENT PROCEDURES, UH, THAT WAS, UH, INSTITUTED LIKE BACK IN, UH, MAY 27TH, 2015.

UM, THIS IS LIKE A, UH, ESTABLISHED THE PROCESS FOR LIEN SETTLEMENT REQUESTS AND ABATEMENT OF ACCRUED FINES.

UH, THIS IS AN ITEM THAT CAME IN FRONT OF THE COMMISSION, UH, FEBRUARY, 2024, AND IT WAS TABLED AT THAT TIME.

UH, AND NOW WE'RE GOING BACK TO IT, UH, UH, THE LITTLE HISTORY OF THE PLAZA.

IT'S, UH, AS OF NOVEMBER, 2023, THE PROPERTY VIOLATED MULTIPLE CITY ORDINANCES, UH, BOTH FROM THE BILLING DEPARTMENT AND CODE ENFORCEMENT.

UM, ON NOVEMBER 2ND, 2018, THE CITY ISSUED SETTLEMENT LETTER FOR ACCRUED FINES AT THE TIME OF 4 MILLION, UH, 145,700.

UH, THE CITY REQUESTED A, A SETTLEMENT OFFER, GAVE A SETTLEMENT OFFER FOR 570,000, PLUS A 15,000 RELEASE OF LIENS.

IN THE 4 92 STIPULATED AGREEMENT, UM, CITY STAFF REQUESTED, UH, FORECLOSURE AUTHORIZATION.

THE FORECLOSURE NEVER REALLY, UH, UH, OCCURRED.

THERE WAS, UM, AN OFFER SUBMITTED BY THE, UH, BY THE OWNER IN REGARDS TO A SETTLEMENT, AND HIS OFFER WAS A HUNDRED THOUSAND 15,252 OF THE RELEASE OF LIENS AND $492 FOR STIPULATED AGREEMENT FEE.

PLUS, THEY WERE GONNA SUBMIT ANOTHER A HUNDRED THOUSAND DOLLARS FOR, UH, BEAUTIFICATION OF THE, THE PLAZA.

UH, THERE WAS A TOTAL OF, UH, 33 LIENS, UH, AT THE TIME, 21 FROM THE BUILDING, 12 FOR CODE ENFORCEMENT.

SIX OPEN AND ACTIVE, UH, PERMITS, UH, FOUR LIENS OCCURRED AFTER THE FORECLOSURE REQUEST.

UH, THE OWNER'S, UH, YDB THREE LAKES PLAZA, UH, OPEN ITEMS INCLUDED TWO OPEN PERMITS, UH, ONE CODE ENFORCEMENT CASE AT THE TIME.

ALL OF THE OPEN ITEMS FOR BOTH PARCELS REQUESTED, UH, TO BE INCLUDED IN THE STIPULATED AGREEMENT.

UH, AS OF TODAY, UH, THEY HAD 33 LIENS.

NOW THEY'RE ALL IN COMPLIANCE.

THERE'S THREE ACTIVE OPEN LIENS, FIVE OPEN PERMITS, AND ONE SPECIAL MAGISTRATE CASE.

UH, THE NEW CITIBANK HAS FIVE OPEN PERMITS STILL, AND ONE SPECIAL MAGISTRATE CASE.

AGAIN, THE TOTAL, UH, CRUDE FINES RIGHT NOW IS 3,777,925, UH, 2 MILLION 795, 8 75 FOR BUILDING, AND 9 82, UH, 50 FOR CODE ENFORCEMENT.

UH, THE PROPOSED SETTLEMENT IS THE A HUNDRED THOUSAND DOLLARS THAT THEY, UH, SUBMITTED ORIGINALLY, THE 16,000 2 36 FOR THE RELEASE OF LIENS AND A STIPULATED AGREEMENT OF 4 92.

SO THAT'S, UH, SO THE CITY RECOMMENDS TO ACCEPT THIS OFFER, AND WE'RE ACCEPTING THAT OFFER, TONY, BECAUSE OF WHAT, WHAT ARE THE IMPROVEMENTS THAT ARE BEING DONE TO THE PLAZA? WELL, RIGHT NOW THEY HAVE, UH,

FACADE PERMITS, UH, TO, UH, TO, UH, BEAUTIFY THE PLAZA ITSELF.

AND THEN ALSO THEY HAVE SOME ROOFING PERMITS.

UH, THEY'RE STARTING TO WORK ON THE ACTUAL PLAZA ITSELF.

ALL RIGHT.

DO YOU HAVE ANY IMAGES OF SOME OF THE IMPROVEMENTS THAT ARE BEING PROPOSED? NOT YET.

WOULDN'T THAT BE A PART OF THE BUILDING PERMIT APPLICATION OR THE VALUE OF THE WORK BEING DONE? WELL, RIGHT NOW, ALL THEY HAVE IS LIKE THE ACTUAL, UH, LIKE I SAID, FOR THE FACADE AND FOR SOME ROOFING, AND THAT DON'T, I DON'T HAVE THOSE NUMBERS READILY WITH ME.

MAKE SURE THAT WE HAVE THAT INFORMATION.

'CAUSE I THINK THAT'S WHY THE SETTLEMENT AMOUNT THAT'S CONTINGENT ON THOSE IMPROVEMENTS BEING DONE.

ALEXANDER ASSISTANT BUILDING OFFICIAL, THE ORIGINAL SETTLEMENT AMOUNT WAS A HUNDRED THOUSAND DOLLARS PLUS AN EXTRA A HUNDRED THOUSAND DOLLARS.

THEY WERE GONNA, UM, SPEND ON BEAUTIFICATION OF THE PLAZA.

AS OF NOW, THEY HAVE THE ROOF PERMIT.

THEY HAVE, UM, APPLIED FOR THE PARKING LOT RESURFACING PERMIT, AND THEY HAVE APPLIED FOR THE FACADE PERMIT.

BUT WE STOPPED THE FACADE JOB BECAUSE WE HAD SOME CONCERNS ON THE INTEGRITY OF THE STRUCTURAL COLUMNS.

SO, UM, HIS INITIAL OFFER, AS I SAID, WAS ACTUALLY A HUNDRED THOUSAND DOLLARS ON BEAUTIFICATION.

YEAH, I THOUGHT BASED ON THE, WHICH, WHICH IS WITHIN THAT A HUNDRED THOUSAND DOLLARS RIGHT NOW FOR THE, UM, FOR THE FACADE.

YEAH.

I THOUGHT WHEN WE HAD THE MEETING, UH, THE PROPERTY OWNER TALKED ABOUT IN EXCESS OF A MILLION OR 2 MILLION IN IMPROVEMENTS WITH THE LANDSCAPE IN THE PLAZA, THE ROOFING IN TERMS OF, AND SO IT WOULD BE IMPORTANT TO GET THAT NUMBER.

YES.

HE, HE MENTIONED THAT THE TOTAL AMOUNT OF THE JOB FOR BEAUTIFICATION IS GONNA BE ABOUT A MILLION DOLLARS.

SO I'LL REACH OUT TO THE PROPERTY OWNER TODAY AND GET HIS FINAL BUDGET ON THAT, AND I'LL HAVE IT FOR THE COMMISSION MEETING.

AND THE ONE FOLLOWING THAT IS SIX C, WHICH IS ALSO FOR OUR INTERIOR BILL GRANT PROGRAM IN THE AMOUNT OF $100,000 KENNY OR, UH, ECONOMIC DEVELOPMENT MANAGERS HERE.

IF YOU CAN JUST GIVE US A BRIEF UPDATE ON BOTH ITEM SIX B AND SIX C.

UH, KENNETH LOPEZ, ECONOMIC DEVELOPMENT AND REDEVELOPMENT ADMINISTRATOR AT THE CITY OF TAMARACK.

UH, FOR ITEMS SIX B AND SIX C, WE ARE PRESENTING TWO PROJECTS BEFORE THE CITY COMMISSION FOR APPROVAL UNDER THE TENANT IMPROVEMENT SLASH INTERIOR BUILDOUT GRANT.

THE FIRST ONE BEING A BEAUTY SUPPLY STORE CALLED A TOUCH OF STERLING, APPLYING FOR A GRANT IN THE AMOUNT OF $48,636 AND 7 CENTS TO BE ISSUED AS A REIMBURSEMENT AT THE END OF THE PROJECT.

THE PROPOSED BUSINESS ADDRESS FOR THIS, UH, PROJECT WILL BE 81 42 NORTH UNIVERSITY DRIVE, UH, WHERE THE ALL COUNTY MUSIC, UH, BUSINESS IS IN THAT PLAZA.

THE NEXT ONE IS A COFFEE, UH, CAFE AND MICRO ROASTERY.

UH, MICRO ROASTERIES ARE OPERATIONS THAT, UH, TURN COFFEE BEANS INTO COFFEE AND PRODUCE UNDER 100,000 POUNDS, UH, OR PRODUCE LESS THAN 100,000 POUNDS OF COFFEE PER YEAR.

UH, THEY'RE OPERATING UNDER THE DBA ORIGINS CAFE, AND THEY'RE APPLYING FOR THE MAXIMUM GRANT OF 100,000.

THEIR PROPOSED BUSINESS ADDRESS IS 68 0 5 WEST COMMERCIAL BOULEVARD RACK, FLORIDA.

AND I'LL HAVE A MORE DETAILED PRESENTATION ON BOTH OF THESE PROJECTS AT THE THURSDAY COMMISSION MEETING.

UH, THE REQUEST ORIGINALLY CAME FROM A CHURCH THAT WANTED TO ADD ELECTRONIC MESSAGE SIGN, UM, TO KNOW, JUST DISPLAY, UM, CHURCH MATERIAL, UM, UH, EVENTS AND, AND, AND, AND SO FORTH.

THE LOCATIONS THAT HAVE BEEN IDENTIFIED, UM, YOU KNOW, APPROPRIATE ARE NORTHWEST 31ST AVENUE, STATE ROAD SEVEN PROSPECT ROAD, UH, WEST COMMERCIAL, WEST MCNABB ROAD, SOUTHGATE BOULEVARD, NORTH UNIVERSITY BOULEVARD, PINE ISLAND.

THESE ARE NON-RESIDENTIAL USES.

UM, THE EMS SIGNS, UM, WITHIN THE NON-RESIDENTIAL R THREE ZONING DISTRICT ARE SIX FEET BY SEVEN FEET.

THEY'LL HAVE TEXTS ONLY, NO STROBES, NO ANIMATIONS, NO FLASHERS, AND SIX BY SEVEN AND NON-RESIDENTIAL USE IS LESS THAN 65,000 SQUARE FEET.

IF YOU HAVE A PLAZA THAT IS LARGER THAN 65,000 SQUARE FEET, THEN THEY CAN GO UP TO EIGHT BY NINE.

UM, WE'LL HAVE SOME EXAMPLES AS WELL IN THE, UH, POWERPOINT PRESENTATION RIGHT NOW.

UH, ELECTRONIC MESHES SIGNS ARE PROHIBITED, UM, BUT WE ARE LOOKING TO ALLOW THOSE ON THOSE SPECIFIC CORRIDORS.

ITEM SEVEN B IS AN AMENDMENT TO OUR PROCUREMENT CODE TO INCREASE THE EXPENDITURE THRESHOLD IN EXCESS OF A HUNDRED THOUSAND FOR CITY COMMISSION, UP TO A HUNDRED THOUSAND FOR THE CITY MANAGER AND UP TO $50,000 FOR THE PROCUREMENT AND CONTRACTS MANAGER.

UH, CHRISTINE, IS THERE ANYTHING ELSE YOU WANNA SAY ON THIS ITEM? I MEAN, JUST TO SAY THAT CURRENTLY THE THRESHOLD FOR FORMAL SOLICITATION AND, UM, FOR EXPENDITURE THAT NEED TO GO TO COMMISSION IS 65,000.

SO WE'RE MOVING THAT THE PROPOSAL IS TO MOVE THAT NUMBER FROM 65,000 TO A HUNDRED THOUSAND.

AND THE, THE, THE THRESHOLD AT WHICH WE, WE REQUIRE THE CITY MANAGER'S APPROVAL IS CURRENTLY 35,000.

SO WE'RE LOOKING TO MOVE THAT FROM 35,000 TO 50,000.
