YOU KNOW, WE HOPEFULLY DON'T USE THEM. BUT THIS IS IN CASE SOMETHING HAPPENS TO OUR DISTRIBUTION SYSTEM THAT WE CAN'T REALLY HANDLE.

SO WE HAVE $300,000 SET ASIDE FOR EMERGENCY SERVICES.

SO THAT'S REALLY WHAT THIS INTENT AND THIS IS USING SOURCEWELL CONTRACT THAT MUNICIPALITIES HAVE PUT OUT TO BID.

SO WE'RE JUST PIGGYBACKING ON THIS CONTRACT. ALL RIGHT.

CITY CLERK. SO IN NOVEMBER 10TH WORKSHOP, THE CITY COMMISSION GAVE CONSENSUS TO APPOINT COMMISSIONER BOLTON TO SERVE AS THE NEXT VICE MAYOR FOR THE YEAR OF 26. THIS IS A YEARLY ITEM, PER OUR CHARTER, THAT WE HAVE TO ELECT A NEW VICE MAYOR, NO LATER THAN THE THIRD WEDNESDAY IN NOVEMBER.

THANK YOU. KIM. 5.F, IS A RESOLUTION OF THE CITY COMMISSION ADOPTING THE AFFORDABLE HOUSING INCENTIVE STRATEGIES RECOMMENDATION REPORT OF THE AFFORDABLE HOUSING ADVISORY COMMITTEE. SIMONE, DO YOU WANT TO GIVE US AN UPDATE ON THAT? SURE. GOOD MORNING EVERYONE. FOR THE RECORD, MY NAME IS SIMONE FLORES, HOUSING DIVISION. THE AHAC MET IN MAY OF THIS YEAR TO MAKE THESE RECOMMENDATIONS. CURRENTLY, THE CITY HAS FOUR EXISTING RECOMMENDATIONS FOR THE HOUSING STRATEGIES, AND THOSE ARE THE, THEY OPTED TO STAY WITH THE EXISTING FOUR, WHICH IS, A, PROCESSING APPROVALS OF DEVELOPMENT ORDERS AND PERMITS, EXPEDITING THOSE. G, THE ALLOWANCE OF FLEXIBLE LOT CONFIGURATIONS, INCLUDING ZERO LOT LINE CONFIGURATIONS FOR AFFORDABLE HOUSING.

I, THE ESTABLISHMENT OF A PROCESS BY WHICH LOCAL GOVERNMENT CONSIDERS BEFORE ADOPTING POLICIES, PROCEDURES, ORDINANCES AND REGULATIONS. ON TO THE REGULAR AGENDA. WE HAVE ITEM 6.A, TR14350, WHICH IS A RESOLUTION OF THE CITY COMMISSION AWARDING BID NO.

[6.a TR14350 -A Resolution of the City Commission of the City of Tamarac, Florida, awarding Bid No. 25-24B and approving an Agreement with Alexander & Johnson Project Management and Development, Inc., for the construction of the Westwood Blvd East Roadway and Drainage Improvement Project for a contract amount of $967,318.08; and a contingency in the amount of $96,731.81 (10% of the contract cost) will be added to the project account for a total project budget of $1,064,049.89; authorizing an expenditure from the appropriate accounts; providing for conflicts; providing for scrivener errors; providing for severability; and providing for an effective date.]

SHE'LL BE GIVING THE PRESENTATION. I JUST WANT TO QUICKLY DESCRIBE THIS PROJECT.

THIS IS ONE OF THE IN-HOUSE DESIGN PROJECTS. SO I'M VERY PROUD OF THE ENGINEERING TEAM FOR TAKING THIS INITIATIVE, FOR DESIGNING THIS PROJECT IN-HOUSE. AND WE HAD WENT AHEAD AND ADVERTISED FOR THIS FOR BID. AND DANIELA WILL GO OVER THE PROCESS.

WHAT WE HAVE DONE AND YOU DON'T HAVE TO PASS OUT THIS.

THANK YOU. GOOD MORNING EVERYONE. AS MUSTAFA SAID, MY NAME IS DANIELA HERRERA.

I AM THE CITY ENGINEER AND I'LL BE GOING THROUGH THE WEST BOULEVARD EAST ROADWAY AND DRAINAGE IMPROVEMENT PROJECTS.

SO AS PART OF THIS PRESENTATION, I'LL BE GOING THROUGH THE PROJECT LOCATION.

I WILL WALK THROUGH A PROJECT OVERVIEW. THEN I'LL DISCUSS WHAT THE PROJECT IS NEEDED.

THEN I'LL BE PROVIDING THE SUMMARY FOR THE BIDS RECEIVED AS PART OF THIS PROJECT.

I'LL BE DISCUSSING THE PROJECT BUDGET. PROJECT SCHEDULE, AND I'LL BE FINALIZING WITH THE CONSTRUCTION IMPACT OF THIS PROJECT.

SO THE PROJECT IS LOCATED WEST BOULEVARD EAST.

IT'S GOING TO THE SCOPE OF THE WORK. IT'S GOING TO BE THROUGHOUT THE WHOLE LENGTH OF THIS ROADWAY.

THIS ROADWAY IS BOUNDED BY WEST MCNAB ROAD AND WEST WESTWOOD BOULEVARD, ALSO KNOWN AS NORTHWEST 94TH AVENUE.

AND JUST TO PROVIDE YOU A LITTLE BIT MORE GUIDANCE, YOU CAN SEE IN THE TOP OF THE AERIAL YOU WILL SEE MCNAB ROAD, AND TO THE EAST YOU WILL SEE NORTH PINE ISLAND ROAD.

SO THE PUBLIC SERVICES DEPARTMENT, BACK IN 2022, WE DID A CITYWIDE PAVEMENT MANAGEMENT SURVEY TO ASSESS THE PAVEMENT CONDITION THROUGHOUT THE WHOLE ROADWAY SYSTEM OF THE CITY.

AS PART OF THIS ASSESSMENT, WEST BOULEVARD EAST WAS IDENTIFIED AS A FAILING ROADWAY.

AND THIS ASSESSMENT. SO THROUGHOUT THAT ASSESSMENT TO TODAY, THE DEPARTMENT HAS EVALUATED THE CONDITION OF THIS ROADWAY AND WHAT IS CAUSING THE FAILING.

SO AFTER OBSERVATION, IT WAS NOTICED THAT THE REASON OF THE POOR CONDITION OF THE ROADWAY, IT WAS DUE TO DRAINAGE, AND I'LL BE GO MORE IN DETAIL IN THE NEXT SLIDE.

SO IN ORDER TO SOLVE THE ISSUE ON THAT SECTION, IT WOULD NOT ONLY NEED JUST ROADWAY REHABILITATION, WE WOULD NEED TO DO ALSO DRAINAGE IMPROVEMENTS IN ORDER TO AVOID THAT ISSUE TO KEEP CONTINUING.

SO WE HAVE PROPOSED TO SOLVE THAT ISSUE WOULD BE THE FULL DEPTH RECLAMATION.

THIS PROCESS CONSISTS IN MIXING THE BASE ROCK LAYER THAT JUST A LITTLE BIT MORE DETAIL IN THE PAVEMENT SECTION YOU SEE ASPHALT, BASE ROCK AND SUBGRADE. SO THIS PROCESS ENTAILS INTO INJECTING CONCRETE INTO THE SUBBASE, MIXING THAT ROCK AND MIXING SOME OF THAT ASPHALT TO CREATE A SOLID, A BETTER BASE WHICH WILL BE BETTER RESOLVED FOR LONG TERM SITUATION, LONG TERM CONDITIONS, AND PROVIDE A BETTER STABILITY ON THE ROADWAY.

IN ADDITION, WE'LL BE PROVIDING DRAINAGE UPGRADES THROUGHOUT THIS WHOLE SECTION OF ROAD, WHICH ENTAILS IMPROVING THE I'LL PROVIDE MORE DETAILS IN THE NEXT SLIDE, BUT IT WILL BE HELPING THE WATER THAT IS STAGING IN SOME OF THESE WELLS, GETTING OUT OF THE ROADWAY TO GOING INTO A DRAINAGE SYSTEM. AND IN ADDITION, WE PROVIDING ADA SIDEWALKS IMPROVEMENTS, ESPECIALLY ON THE NORTH SIDE OF THE INTERSECTION OF MCNAB ROAD AND WESTWOOD BOULEVARD EAST. SO TO THE NEXT SLIDE.

I'LL BE DISCUSSING WHY WE NEED THIS. SO INTO FORTUNATELY, ASPHALT IS BEING SEPARATED FROM THE BASE ROCK.

SO THIS PROCESS IS HAPPENING IS BECAUSE ON THAT AREA THERE'S POOR PERCOLATION, WHICH CAUSES THE WATER TO BE STAGING ON THOSE GREEN AREAS RIGHT NEXT TO THE ROADWAY AND CAUSES SOME OF THAT WATER TO BE INFILTRATED IN SOME OF THAT BASE ROCK.

SO THAT'S WHAT'S HAPPENING THAT ALSO AFFECTS THE STRENGTH OF THAT BASS ROCK.

SO IN ORDER TO PREVENT THAT PERCOLATION TO HAPPEN, WE'LL BE PROVIDING, WE WILL BE REWORKING SOME OF THE SWELLS TO GO INTO THE DRAINAGE INLET TO GET IT OUT OF THE ROADWAY. AFTER WE DO THAT, THEN, AS I EXPLAINED PREVIOUSLY, WE WOULD NEED TO DO THE FULL DEPTH RECLAMATION.

SO JUST AT THE EXISTING CONDITIONS, THAT ROADWAY IS NOT SAFE.

IT'S NOT, I DON'T WANT TO SAY IT'S NOT SAFE. IT'S JUST AFFECT THE SAFETY THROUGHOUT OF THE ROADWAY.

AND THE RIGHT QUALITY FOR THE RESIDENTS IS NOT THE BEST.

SO WITH THE PROPOSED FDR, WE'LL PROVIDE A LITTLE DURABILITY.

IT WILL PROVIDE LONG TERM SOLUTION. AND IT ALSO REUSES THE EXISTING MATERIAL THE ROADWAY.

SO AND IN ADDITION AS PART OF THE SIDEWALK IMPROVEMENTS ALL THE ADA THE SIDEWALKS WILL BE ADA COMPLIANT AS WELL.

SO THE CITY WENT OUT TO DID A REQUEST FOR BID AND FOR NUMBER 25-24B AND AS PART OF THAT REQUEST TO BID THAT PUBLICLY OPEN REQUEST TO BID. PROPOSED, SORRY, PROPOSAL TO BID.

WE RECEIVED TEN PROPOSALS THAT WAS RECEIVED ON NOVEMBER 10TH, AND THE LOWEST BIDDER WAS ALEXANDER & JOHNSON PROJECT MANAGEMENT AND DEVELOPMENT INC, WITH A BID WITH $967,318.08. AFTER REVIEW OF THE PROPOSAL, REVIEW OF THE REFERENCES, IT WAS A, IT WAS DETERMINED THAT THEY HAVE THE SKILLS AND THEY HAVE THE QUALIFICATIONS TO PROVIDE THESE TO DO THIS PROJECT.

SO WITH THE BID AMOUNT OF BEING $967,318.08, WE ALSO HAVE INCLUDED A CONTINGENCY OF 10%, WITH A TOTAL PROJECT BUDGET OF $1,064,049.89, WHICH THESE FUNDS ARE AVAILABLE ON THEIR CAPITAL IMPROVEMENT PROJECT SW25C, IN THE AMOUNT OF $1,495,532. SO JUST GOING THROUGH THE PROJECT TIMELINE WILL BE GOING INTO CITY COMMISSION THIS DECEMBER 10TH FOR A BIT OF WORK AND AGREEMENT.

EXECUTIVE EXECUTION OF THE AGREEMENT WITH ALEXANDER & JOHNSON ON DECEMBER 10TH.

IF THIS PASSED, WE'LL HAVE WE'LL HAVE A KICKOFF MEETING, WILL BE ISSUING A NOTICE TO PROCEED TO THE CONTRACTOR ON MID-JANUARY.

FROM THAT NOTICE TO PROCEED, THE CONTRACTOR HAS 180 DAYS TO FROM THE START OF CONSTRUCTION TO SUBSTANTIAL COMPLETION, WHICH WOULD PUT THAT PUT US IN MID-JULY ON 2026.

IN ADDITION, THE CONTRACTOR HAS AN ADDITIONAL 30 DAYS FROM SUBSTANTIAL COMPLETION INTO FINAL COMPLETION, WITH HAVING A TOTAL DURATION OF THE PROJECT OF 210 DAYS.

SO AS FOR THE CONSTRUCTION IMPACTS GIVEN THAT WE'LL BE WORKING ON THAT ROADWAY, THERE WILL BE TEMPORARY LANE CLOSURES, WILL BE COORDINATING CLOSER WITH THE CONTRACTOR TO MAKE SURE THAT ALL RESIDENTS HAVE ACCESS TO THEIR RESIDENCES.

IN ADDITION, THE RESIDENTS WILL BE PART OF THIS PROJECT FOR COMPLETION.

DETOURS WILL BE PROVIDED FOR BOTH VEHICULAR AND PEDESTRIAN ACCESS AS NECESSARY, GIVEN THAT THERE WILL BE SIDEWALK CLOSURES AND SIDEWALK REMOVALS AND RELOCATION AS PART OF THIS PROJECT. SO AS IN AS PREVIOUSLY STATED, THE RESIDENTS WILL HAVE ACCESS THROUGHOUT THE WHOLE PROJECT AND MAKE SURE THAT THAT IT'S A PRIORITY.

AND THERE WILL BE DOOR TACKED AS PART OF THAT EXPLANATION.

PART OF THE ROADWAY, PART OF THE WORK IS HAPPENED WITHIN THE LYME BAY COMMUNITY.

SO WE HAVE HAD AND SIGN OFF ON AGREEMENT WITH THE COMMUNITY.

AND THIS IS THE PICTURE SHOWN THERE. SO AND THERE WHERE THE PROJECT COMING IN AND HAPPENING.

SO, IF YOU HAVE ANY QUESTIONS, PLEASE LET ME KNOW.

CORRECT. WHERE IS THAT CURRENTLY LOCATED? IT'S IN THE NORTHEAST CORNER OF THE PROJECT.

SO IT IS CURRENTLY THE SIDEWALK. THAT'S PART OF THE ADA IMPROVEMENT. THE CURRENT SIDEWALK IS NOT AN ADA COMPATIBLE AND IT IS IN THE PRIVATE PROPERTY.

SO PART OF THIS PROJECT IS TO REMOVE THAT SIDEWALK FROM THE PRIVATE PROPERTY AND RELOCATE TO THE CITY RIGHT AWAY.

THE PICTURE YOU SAW IN THE LAST SLIDE THAT DANIELLE HAD SHOWN IS THE ACCESS AGREEMENT BETWEEN US, AND THEY HAVE SIGNED IT GIVING US ACCESS TO THEIR PROPERTY TO DEMOLISH AND REMOVE A SIDEWALK.

SO THAT HAS BEEN COORDINATED WITH THE HOA. OKAY.

SINCE THE LAST MEETING, ONE EDIT WAS MADE IN SECTION 10.

THE CONTRACT NOW ADDS THAT THE SHERIFF SHALL PROVIDE A 30 DAY NOTICE TO THE CITY MANAGER FOR REMOVAL PURSUANT TO SECTION A, D AND E. NO OTHER CHANGES HAVE BEEN MADE AND THE AGREEMENT REMAINS CONSISTENT WITH THE NEGOTIATED EDITS PRESENTED IN OCTOBER.

THE REVISED CONTRACT IS BEING BROUGHT FORWARD FOR CONSIDERATION AT THE DECEMBER 10TH MEETING.

ITEM 7.A TO2618 IS AN ORDINANCE AMENDING CHAPTER 5, BUILDINGS AND BUILDING REGULATIONS, ARTICLE IV ON SAFE STRUCTURES TO CREATE A NEW SECTION OF THE CODE OF ORDINANCES.

THIS IS COMING FROM THE BUILDING DEPARTMENT. TONY HAS A PRESENTATION.

THE STATE OF FLORIDA HAS REQUESTED CITIES TO ADOPT AN ORDINANCE REGARDING MILESTONE INSPECTIONS.

THE PURPOSE OF THIS IS FOR TAMARAC TO ADOPT A CITY BUILDING SAFETY INSPECTION PROGRAM, CONSISTENT WITH THE STATE OF FLORIDA AND BROWARD COUNTY BOARDS OF RULES AND APPEALS, POLICY 05-05. TO ENSURE THE STRUCTURAL AND ELECTRICAL INTEGRITY OF BUILDINGS.

I'M SORRY. IT REFERENCES THE FLORIDA STATUTES.

553.899 THE FLORIDA BUILDING CODE OF EXISTING BUILDING, CHAPTER 18.

AND THE BROWARD COUNTY ADMINISTRATIVE PROVISIONS OF 110.15.

AND THE INTENT IS TO PROTECT PUBLIC SAFETY, LIFE AND PROPERTY, AND QUALIFYING BUILDINGS THROUGH PERIODIC INSPECTIONS AND MANDATORY REPORTING AND ENFORCEMENT CONSISTENT WITH THE STATE AND COUNTY POLICIES.

AND THERE ARE SOME EXCEPTIONS TO THE ACTUAL POLICY ITSELF.

A FORMAL LIST WILL BE ISSUED TO THE BUILDING DEPARTMENTS BY THE BROWARD COUNTY BOARD OF RULES AND APPEALS FOR THE YEAR.

THE LISTS ARE DELIVERED TO US, USUALLY IN THE LAST WEEK OF MAY FIRST WEEK OF JUNE.

AND AGAIN, THE INITIAL INSPECTIONS ARE 25 YEARS AND EVERY TEN YEARS THEREAFTER.

THE BUILDING OFFICIAL ISSUES NOTICE REQUIRED INSPECTION BY CERTIFIED MAIL TO THE OWNER OR THE REGISTERED AGENT.

AND THOSE ARE USUALLY DONE BETWEEN THE MONTH OF JUNE AND AUGUST.

THE INSPECTIONS ARE DONE BY A FLORIDA LICENSED PROFESSIONAL ENGINEER OR ARCHITECT.

ALSO, WITH THE ELECTRICAL PORTION OF IT IS DONE BY A PROFESSIONAL ENGINEER OR ARCHITECT.

THE OWNER ASSOCIATION MUST SUBMIT A SIGNED AND SEALED REPORT WITHIN 180 DAYS OF THE RECEIPT OF THE CERTIFIED MAIL STATING THAT THEIR BUILDING IS DUE FOR INSPECTION. IF AN IF AN EXTENSION IS REQUESTED BECAUSE IT MIGHT TAKE SO MUCH TIME TO DO THE ACTUAL EVALUATION THEY NEED TO SUBMIT A SAFE TO OCCUPY LETTER.

AND, AND BEFORE DECEMBER 31ST OF EACH YEAR, THE CITY OF TAMARAC WILL REPORT TO THE FLORIDA DEPARTMENT OF BUSINESS AND PROFESSIONAL REGULATIONS, THE STRUCTURAL INTEGRITY OF THE ACTUAL BUILDINGS.

SO MOST OF THE BUILDINGS ALREADY HAVE BEEN NOTIFIED OF THESE INSPECTIONS.
