THIS YEAR'S AGENDA IS SIMILAR TO THE 2025 AGENDA, BUT FOR A FEW CHANGES THAT WERE MADE.
AND SO I'M JUST BASICALLY GOING TO GO OVER THE NOTABLE CHANGES THAT WE HAVE, WHICH ALSO INCLUDES THE REORGANIZATION, RENUMBERING TO ALIGN WITH THE MOST PRESSING ISSUES, CURRENT LEGISLATIVE TRENDS AND TO IMPROVE CLARITY.
SO THE FIRST LEGISLATIVE PRIORITY IS OUR PROPERTY TAX.
AND IT'S A NEW WE ADDED A NEW SECTION FOR PROPERTY TAX BECAUSE IT'S BEEN GROWING IN IMPORTANCE, BOTH ON THE STATEWIDE LEVEL AND ON THE LOCAL LEVEL.
FOR THE CITY OF TAMARAC, OUR PROPERTY TAXES ARE THE SINGLE LARGEST SOURCE OF REVENUE FOR THE CITY, MAKING UP APPROXIMATELY 40.4% OF OUR GENERAL FUND REVENUE.

SO OBVIOUSLY, WE'RE ADVOCATING FOR STATEWIDE REVIEW OF THE PROPERTY TAX COLLECTION PROCESSES AND REVENUE ALLOCATION TO ENSURE THAT THE CITY CONTINUES TO HAVE FLEXIBILITY, AS WELL AS THE FISCAL CAPACITY TO MEET OUR COMMUNITY NEEDS.FOR PROPERTY AND CASUALTY INSURANCE RELIEF. THERE WERE NO CHANGES.
IT REMAINS THE SAME AS ON OUR 2025 LEGISLATIVE AGENDA.
FOR MUNICIPAL REVENUE PROTECTION. NO CHANGE. THE ONLY THING I WOULD POINT OUT AGAIN, THIS WE'RE SUPPORTING OUR LOCAL AUTHORITY TO WHICH PROTECTS TAMARAC DIVERSIFIED AND RELIABLE REVENUE SOURCE OF WHICH PROPERTY TAX.
AS YOU CAN SEE, AGAIN, THAT'S 40.4%. INTERGOVERNMENTAL REVENUE $12.1 MILLION.
ALL OF THIS MAKES UP OUR PROJECTED FISCAL YEAR 2026 GENERAL FUND, WHERE THE PROJECTION OR ESTIMATE IS APPROXIMATELY $114.4 MILLION IN REVENUES FROM THIS DIVERSE REVENUE SOURCE.
AND SO, OBVIOUSLY, WE'RE ADVOCATING TO PROTECT THAT.
SOVEREIGN IMMUNITY. THE ONLY CHANGE TO THIS PRIORITY WAS REALLY A CHANGE TO CLARIFY THE TITLE TO MAKE SURE THAT, YOU KNOW, WE UNDERSTAND WHAT THAT LEGALLY IS SOVEREIGN IMMUNITY MEANS IT'S LAWSUIT AGAINST GOVERNMENT.
WE CONTINUE TO SUPPORT MAINTAINING THE CURRENT STATUTORY LIMITS, AS SHOWN THERE, 200,000 PER PERSON, 300,000 PER PER INCIDENT FOR ANY CLAIMS AGAINST A GOVERNMENT ENTITY.

SO OUR WE'RE LOOKING TO OUTSOURCE OUR DAILY OPERATIONS FOR THE COMMUNITY SHUTTLE TO PROKEL THROUGH THE PIGGYBACK AGREEMENT WITH CITY OF CORAL SPRINGS, PROKEL WILL PROVIDE OUR CURRENT SHUTTLE PROGRAM, BUT ALSO LOOK INTO EXPANDING OUR OPERATIONS, FOR EXAMPLE, EXPANDING OUR SERVICES INTO THE WEEKENDS AS LONG AS BROWARD COUNTY APPROVES IT.
THEY PROVIDE THE CITY AND BROWARD COUNTY TRANSIT WITH THE MONTHLY AND ANNUAL REPORTS.
AND THEY'RE ALSO RESPONSIBLE FOR HIRING THE DRIVERS, BUS OPERATOR, CERTIFICATIONS AND TRAINING.
AND THEY'LL ALSO BE RESPONSIBLE FOR MAINTAINING THE BUSSES.
A LITTLE BIT ABOUT PROKEL MOBILITY. THEY'RE A SOUTH FLORIDA BASED, MINORITY OWNED BUSINESS, 14 YEARS OF EXPERIENCE OPERATING COMMUNITY SHUTTLES, COMMUTER, PARATRANSIT AND MICRO TRANSIT SYSTEMS,

AND DELIVERING NEARLY 3 MILLION ANNUAL PASSENGER TRIPS FOCUSED ON SAFETY, RELIABILITY AND RIDER SATISFACTION.AND JUST A LITTLE NOTE, THERE IS A TOTAL OF 18 BROWARD MUNICIPALITIES THAT PARTNER WITH BROWARD COUNTY FOR COMMUNITY SHUTTLE SERVICE PROGRAM, AND 13 OF THESE MUNICIPALITIES OPERATE WITH A SIMILAR CONTRACTED SERVICE.
AND THEY ALSO OFFER A COMMUNITY BENEFIT PLAN, WHICH INVESTS DIRECTLY WITH TAMARAC COMMUNITY BY SUPPORTING LOCAL, NONPROFIT AND COMMUNITY BASED ORGANIZATIONS. SO THE COST EFFICIENCIES THAT PROVIDED THE CITY, IT WILL SAVE THE CITY $150,000 THROUGH SALARIES, MAINTENANCE, FUEL AND INSURANCE.
SO WE GET A REDUCTION IN FLEET STAFFING TIME AND EXPENSES AS THE CITY'S FLEET DEPARTMENT WILL HAVE 3 LESS VEHICLES TO MAINTAIN, WHICH INCLUDES THE REPAIRS OF FUEL INSURANCE, YEARLY INSPECTION OF ALL BUSSES, AND MAINTENANCE MAINTENANCE OF RECORDS.
IT WOULD ALSO BE REDUCTION IN PARKS AND RECREATION, SUPERVISORY STAFF, TIME SPENT ON COMPILING RIDERSHIP, OPERATING HOURS, REVENUE HOURS, ACCIDENTS AND SO ON.
IT WILL ALSO ELIMINATE PART TIME DRIVER STAFFING EXPENSES AND ASSOCIATED EXPENSES, AS VENDORS ARE RESPONSIBLE FOR THE BUS OPERATOR HIRING AND TRAINING, AND THE VENDOR ALSO WILL HAVE A LARGER ACCESS TO POOL DRIVERS, SO THE CITY WILL NO LONGER HAVE TO PULL STAFF FROM OUR PARATRANSIT PROGRAM TO RIDE WHEN WE'RE SHORT ON SHUTTLE DRIVERS.
