THIS IS FOR THE [INAUDIBLE] STATION THAT WE ISSUED RECENTLY FOR THE CONSTRUCTION OF SABAL PALM PARK.
WE HAVE PRESENTATIONS FROM VENDORS, SO WE'RE GOING TO DO TWO THIS MORNING AND TWO IN THE AFTERNOON.
BUT I'M GOING TO TURN IT OVER TO OUR PURSING AND CONTRACTS MANAGER.

THE CITY RECENTLY ISSUED AN RFP FOR THE SABAL PALM PARK PROJECT.
WE ISSUED AN RFP TO GET A DESIGN BUILD IN WHICH WE PRESENTED THAT.
WE HAD THIS EIGHT ACRE LOT, AND WE WANTED CERTAIN THINGS ON THIS LOT, THINGS SUCH AS A SPLASH PAD, A DOG PARK, ON SITE PARKING, A MULTI PURPOSE FEEL FOR SOCCER FOOTBALL, ETC.
LANDSCAPING, WALK IN PATHS, ETC.
ESSENTIALLY JUST DICTATED FOR THIS EIGHT ACRE LOT THAT WE WANTED VARIOUS THINGS ON THE LOT, AND SO WE ISSUED THIS RP AND WE GOT A TOTAL OF FOUR PROPOSALS IN RESPONSE TO THE RP.
THE RP WERE REVIEWED AND SCORED BY A SELECTION COMMITTEE COMPRISED OF SEVEN CAPABLE EMPLOYEES.
THOSE EMPLOYEES SCORED ALL FOUR PROPOSALS AND IN GENERAL, THE SCORE OF FOUR FIRMS RANGE FROM 78-85 ON AVERAGE.
ESSENTIALLY, THERE WAS A BIT OF A SEVEN POINT DIFFERENTIAL BETWEEN ALL THE FIRMS THEY'RE PRETTY MUCH CLOSE, AND THE COSTS FOR EACH OF THE FOUR FIRMS RANGED FROM 8-14 MILL.
BIG DIFFERENCE IN THE PRICE THERE, BUT THE SCORES WERE ESSENTIALLY VERY CLOSE, WHICH DEMONSTRATED THAT ALL OF THE FIRMS ARE CAPABLE OF PROVIDING OR COMPLETE THIS PROJECT.
WHY ARE WE HERE TODAY? WE'RE HERE TO HAVE THESE FOUR FIRMS PRESENT THEIR PROPOSALS TO THE CITY COMMISSION IN ORDER FOR THE CITY COMMISSION JUST TO SEE WHAT IS BEING PROPOSED.
I THINK WE DID ASK YOU FIRM TO COME READY WITH ANY IMAGES, RENDERINGS, CONCEPTUAL, DESIGNS ETC TO HELP DEMONSTRATE WHAT YOU WOULD DO WITH THIS SPACE.
AS THESE PRESENTATIONS ARE PRESENTED TO THE PROPOSAL, WHAT WE'RE LOOKING FOR IS GUIDANCE FROM THE CITY COMMISSION ON THESE DIFFERENT PROPOSALS.

AS YOU CAN SEE, OUR DESIGN BUILD TEAM HAS BEEN WORKING TOGETHER SINCE 1999, AND SINCE OUR FIRST DESIGN BILL JOB, WHICH WE DID FOR YOU GUYS IN 2008, WHICH WAS A PUBLIC WORKS FACILITY WHEN LEVENT WAS A YILMAZ IT MANAGER.
WE HAVE EXTENSIVE EXPERIENCE IN PARK AND RECREATIONAL FACILITY, AND WE HAVE A SUCCESSFUL HISTORY OF COMPLETING DESIGN BUILD PROJECTS.
WE'VE BEEN IN BUSINESS SINCE 1927.
WE STARTED IN FLORIDA IN 1992.
THE CHISHOLM FIRM HAS BEEN IN FLORIDA SINCE 1982.
AS YOU CAN SEE, MOST OF ALL THE PERSONNEL, ARCHITECTS, ENGINEERS THAT ARE NAMED ON THAT CHART ARE ALL SITTING BEHIND US, AND WE CAN TALK TO THEM IF YOU WISH LATER.
JUST TO GIVE YOU A LITTLE QUICK HISTORY, THIS SOLICITATION CAME OUT IN FEBRUARY OF 2024, AND IT WAS A TWO STEP PROCESS.
FIRST STEP WAS WHO YOU ARE, HOW GREAT YOU ARE, AND THEN YOU GET SHORTLISTED TO THE SECOND STEP THREE PEOPLE WERE PICKED.
WE WERE ONE OF THE THREE, MBR WAS ANOTHER ONE, AND WAYPOINT WAS ANOTHER ONE.
THERE'S ONLY ONE TEAM THAT SUBMITTED. OUR TEAM.
MBR AND WAYPOINT DID NOT SUBMIT.
IN MARCH OF 2025, WE HAD A MEETING WITH CITY STAFF, AND WE LOWERED OUR PRICE FROM 11,000,797-10,000,677, AS YOU CAN SEE ON THE SLIDE THERE.
BECAUSE WE HAD BASED UPON ALL THE YEARS OF WORKING WITH THE CITY, WE HAD THROW IN A BUNCH OF ENHANCEMENTS THAT WE FELT NECESSARY FOR THIS TYPE OF PROJECT.
HOWEVER, THE CITY SAID, JOHN, TAKE OUT ALL YOUR ENHANCEMENTS, GIVE US WHAT'S ON THE RFP, SO WE DROPPED OUR NUMBER TO 10,000,677.
THE CITY LATER THEN REJECTED OUR BID,

PUT IT OUT FOR RE ADVERTISEMENT.HOWEVER, THE NEXT SOLICITATION WAS NOT A TWO-STEP PRE-QUALIFICATION.
IT WAS DESIGNS, WHO YOU ARE, HOW GREAT YOU ARE, AND A PRICE ALL ON ONE PACKAGE.
UNFORTUNATELY, OUR PROPOSAL, OUR DESIGNS, OUR PRICING WAS ON THE STREET.
WHOEVER WANTED TO SUBMIT IT ON THE SECOND TIME, THEY SAW OUR DESIGNS AND THEY SAW OUR NUMBERS.
IT WAS DISENCHANTING FOR US THAT WE SPENT SEVEN MONTHS DESIGNING THIS PERFECT FACILITY ONLY TO HAVE OUR BID THROWN OUT, AND NOW OTHER PEOPLE CAME IN TO SEE OUR DESIGN AND SAW OUR PRICE.
IT IS WHAT IT IS. WELL WE MOVE ON.
ON THIS E MAIL IN MARCH 24, THIS WAS PREDICATED ON A MEETING WHERE WE HAD GIVEN THE CITY $900,000 WORTH OF ALLOWANCES TO DROP OUR NUMBER TO 106, WHICH WAS ORIGINALLY 11, AS I SAID BEFORE.
WE INCLUDED THE MILLION DOLLAR ALLOWANCE THAT THE CITY ASKED US TO INCLUDE BECAUSE AT THE BEGINNING OF THE RFP SOLICITATION, JOHN DOHERTY WANTED TO HAVE SOMEBODY MEANING YOURSELVES, THE CITY STAFF, WE'RE GOING TO DO ALL THE REMOVAL OF THE DIRTY SOIL AND THE ARSENIC AND GET RID OF IT SO THAT WAY A CONTRACTOR CAN START AFTER THAT.
HOWEVER, HE THEN SAID, NOPE, I'M NOT GOING TO DO IT.
I WANT THE CONTRACTORS TO DO IT, SO HE INCLUDED AN ALLOWANCE OF $1,026,000, WHICH EVERYBODY SHOULD HAVE.
AS YOU CAN SEE, IN PREVIOUS TRACK RECORD, THESE ARE FIVE JOBS WE'VE COMPLETED FOR THE CITY, ON TIME, ON BUDGET, AND MOST IMPORTANTLY, MAINLANDS PARK, WHICH WAS A ARSENIC, BAD SOIL, SAME IDENTICAL CONDITIONS OF THIS PROJECT THAT WE CONTENDED WITH ON THAT PROJECT AS WELL.
WE HAVE THE EXPERTISE AND WE KNOW HOW TO HANDLE TYPE OF FACILITIES THAT HAVE ARSENIC AND BAD SOIL CONTAMINATION.

WE ALSO DESIGN THIS SO THAT CENTRAL PLAZA AREA CAN RECEIVE A EMERGENCY VEHICLE, SO YOU HAVE ACCESS TO THE PARK OR AN EMERGENCY VEHICLE TO GET ALL THE WAY TO THE SOCCER FIELD AND INTO THE KEY AREAS, WHICH WOULD BE THE SPLASH PAD AND THE PLAYGROUND AREA AS WELL.

THAT'S LARGELY TO AVOID ANY UNDERGROUND PASSAGE OF WATER THAT WILL MOVE THE CONTAMINATION AND SO THIS IS SOMETHING THAT WE WILL WORK WITH BROWARD COUNTY AND JEFF ON AS PART OF THE REMEDIATION PLAN TO ENSURE THAT WE ARE NOT MAKING THE CONTAMINATION ISSUES WORSE.
WE'LL BE COORDINATING CLOSELY WITH THE ENVIRONMENTAL MITIGATION PLAN, AND THE ELEVATIONS THAT WE USE AS PART OF THIS PROCESS, WE WILL ADAPT THEM AS WE GO TO MINIMIZE THE AMOUNT OF SOIL CONTAMINATION THAT'S MOVING OFF SITE AS WELL AS THE AMOUNT OF FILL THAT WOULD BE NEEDED TO BRING IN TO THE SITE.

WE HAVE WATER SERVICE BEING BROUGHT INTO THE PARK FOR BOTH A NEW FIRE HYDRANT AT THE PARKING LOT AND THE FIRE SERVICE ALL THE WAY UP TO THE RESTROOM CONCESSION BUILDING AND A SEPARATE TWO INCH DOMESTIC SERVICE TO COME UP TO THE BUILDING.
THE SANITARY SERVICE, THERE IS CURRENTLY A MANHOLE WITH A STUB THAT REACHES OUT TOWARDS THE PARK PROPERTY, SO WE'RE ABLE TO CONNECT TO THAT.
THE SANITARY MAIN IN THIS AREA IS VERY VERY DEEP, SO TO AVOID DISRUPTION TO THE EXISTING ROAD, WE'RE GOING TO USE THAT STUB BECAUSE IT'S AT A SHOWER ELEVATION AND DOESN'T REQUIRE CONSTRUCTION OUT INTO THE ROADWAY.
THEN WE'LL CONNECT TO THAT, BRING A SANITARY MAIN INTO THE SITE, CONNECT BOTH THE BUILDING AND THE DISCHARGE FROM THE AQUATICS FACILITY INTO IT.
MORE EXCITING THAN THAT, I WANT TO TALK A LITTLE BIT ABOUT THE MULTIPURPOSE FIELDS.

DURING THAT PROCESS SEVERAL ITERATIONS OF ST PALM PARK WERE CREATED THAT ARE SHOWN ON THE SCREEN AND WHAT WE WANT TO JUST CONTINUE TO REITERATE IS THAT THROUGHOUT THE RFQ PROCESS, THERE WERE SOME SUGGESTIONS THAT SOME DESIGNS WERE BROUGHT FORWARD.
WHILE WE DID GO THROUGH THAT PROCESS AND WE DID PUT A DESIGN FORWARD.
WE FEEL LIKE FOR WHAT WORKED FOR THE CITY AND WHAT WORKED FOR THAT PARK AND WHAT WORKED FOR THE STAKEHOLDERS THREE YEARS AGO HAS MORE THAN LIKELY CHANGED, AND SO WE WANT TO JUST CONTINUE TO FOCUS ON THE PROCESS THAT WE'RE EXCITED TO BRING FORWARD FOR YOU.
THERE WERE INHERENT VARIANCES IN THE AESTHETIC FUNCTION AND PROGRAMMING OF SOME OF THE PARK DESIGNS THAT WERE SUGGESTED PREVIOUSLY, AND I'M SURE THAT HAVE BEEN SUGGESTED BY SOME OF THE OTHER TEAMS, BUT WE ARE VERY ADAMANT ABOUT WORKING THROUGH THIS PROCESS TOGETHER FROM THE VERY BEGINNING. WE WILL USE THE INFORMATION FROM THE SET ASSESSMENT REPORTS AND THE AGENDA TO DEVELOP A REMEDIAL ACTION PLAN AND THE SOIL MANAGEMENT PLAN.

IT COULD ALSO INCLUDE THE BLENDING OF THE LESS IMPACTED SAWS WITH OFF CYCLING SAW TO BRING THE CONCENTRATIONS DOWN TO REMEDIAL OBJECTIVE, AS WE UNDERSTAND IT IS TO GET THE SITE CLOSURE WITH ALTERNATIVE [INAUDIBLE] LEVELS OF 5.5 MILLIGRAMS/KILOGRAM.
WE WOULD ALSO CONSIDER THE RELOCATION OF SOME OF THE HEAVILY IMPACTED SAW AND TO AREAS THAT ARE PROPOSED TO HAVE IMPERVIOUS SURFACES, SO THAT THOSE CAN SERVE AS ENGINEERING CONTROLS TO PROTECT THE HUMAN HEALTH AND THE ENVIRONMENT.
TO ADDRESS THE GROUNDWATER IMPACT, WE WILL MONITOR THE GROUNDWATER QUALITY ON A QUARTERLY BASIS.
