THE RFP WAS ISSUED FOR DESIGN BUILD SERVICES ON MAY 5TH, 2025, AND THE SOLICITATION CLOSED ON JUNE 6TH, 2025. AN EVALUATION COMMITTEE WAS FORMED AND EVALUATED ON THE QUALITY OF RESPONSE, PROPOSED SERVICES, QUALIFICATIONS OF THE RESPONDER AND PRICE. THE EVALUATION COMMITTEE DID THE INITIAL SCORING AND THEN SHORTLISTED TWO PROPOSALS, WHICH THE EVALUATION COMMITTEE LISTENED TO TWO ORAL PRESENTATIONS AND RANKED NUMBER ONE WAS WAYPOINT CONTRACTING BY THE EVALUATION COMMITTEE. SO WAYPOINT CONTRACTING WAS A MINORITY OWNED BUSINESS. THEY OPERATING SINCE 2016. THEY HAD MULTIPLE PROJECTS IN TAMARAC AND ACROSS BROWARD MUNICIPALITIES. AND THEY DO DESIGN BUILD CONSTRUCTION MANAGEMENT AT RISK AND BID BUILD WITHIN THEIR CORPORATION. THEY ALSO WORK WITH THEIR DESIGN BUILD TEAM OF MILLER LEGG ARCHITECTS AND DELTA ENGINEERING FOR THEIR ENGINEERING FIRM. SO THE PROPOSED ELEMENTS FOR THE DOG PARK. WE HAVE A LARGE DOG AREA AND A SMALL DOG AREA. ALSO WATER FOUNTAINS FOR THE DOGS. A FIVE FOOT WIDE MULTI-PURPOSE PATH. PET WASTE DISPOSAL STATIONS. SHADED BENCHES, TRASH RECEPTACLES, LANDSCAPING, FENCING, MAINTENANCE ACCESS GATES AND THEN THERE ALSO INCLUDING A CENTRAL SOCIAL SEATING AREA IN THE PARK. HERE IS A TENTATIVE DESIGN THAT WAS SUBMITTED IN THE PROPOSAL. TO GIVE YOU AN IDEA OF WHAT IT COULD LOOK LIKE WITH THE LARGE DOG AREA ON THE LEFT, IN THE SMALL DOG AREA ON THE RIGHT, AND THE CENTRAL MEETING AREA IN THE CENTER. SO WE ALSO ADDRESS THOSE DIFFERENCES AND. WHAT'S CHANGED? I'M GOING TO GO OVER QUICKLY WITH WHAT WE NEED TO DO. WE DO HAVE CHANGE. WE ADD THE DEFINITIONS THAT WE DISMISSED IN OUR ORDINANCE TO WHAT IS THE HAZARDOUS TREE. NUISANCE TREE IS PROPERTY OWNER AND PUBLIC RIGHT OF WAY. NOW, PROPERTY ON A PUBLIC RIGHT OF WAY WERE IDENTIFIED IN OTHER PARTS OF THE CODE, BUT WE BROUGHT IT ALL IN ONE PLACE UNDER THE TREE PRESERVATION. WE ALSO ADDED A FEW ITEMS THAT WE WERE MISSING. FOR INSTANCE, THERE ARE PREEMPTIONS FROM THE STATES ON SINGLE FAMILY HOMES REQUIRING A TREE REMOVAL PERMIT IF THE TREES ARE LESS THAN 18IN. THAT IS TRUE. WE STILL DON'T REQUIRE A PERMIT FOR THAT. HOWEVER, IF A SINGLE FAMILY HOME OWNER REMOVES A TREE AND BRING THE TREE COUNT TO LESS THAN WHAT THE CODE REQUIRES, THEN WE NEED TO HAVE THEM, WE HAVE TO RECOGNIZE THAT AND ASK THEM THERE WILL BE NO ASSOCIATED FEE, IT JUST TO BE NOTED, THAT WILL MAKE SURE THAT THE TREE COUNT IS STILL CORRECT. HERE'S THE, ONE OF THE MAIN ISSUES, MAIN THINGS WE CHANGE AS WELL. HOW WE CAN EXPAND THE TREE TRUST FUND. ORIGINALLY IT WAS ONLY FOR PUBLIC REPLACEMENT OF TREES LIKE ON BY THE CITY. AND NOW WE HAVE INCLUDED WE. WE DID RESEARCH ON OTHER MUNICIPALITIES IN THE STATE OF FLORIDA AND BROWARD COUNTY, AND WE FOUND MANY OF THEM THAT UTILIZE THESE FUNDS FOR TO ACCOMMODATE SINGLE FAMILY HOMES AND RESIDENTS WHEN THEY ARE IN NEED OF REMOVING OR PLANTING TREES. SO WE ADDED THAT AS WELL. WE ADJUSTED A BIT WHAT CONSTITUTE A NUISANCE TREES, BY CLEARLY STATING THAT ALL NUISANCES CONSIDERED BY THE STATE OF FLORIDA ARE INCLUDED. AND FINALLY, THIS IS PROBABLY ONE OF THE MAJOR CHANGES WE HAD. THERE WAS SOME AMBIGUITY ABOUT RESPONSIBILITY OF PROPERTY OWNERS AS FAR AS ADJACENT TO PUBLIC RIGHTS OF WAY. IT WAS IDENTIFIED BEFORE IN SECTION 20-112 UNDER HEIGHT OF GRASS, SO IT WAS VERY, I WOULD SAY DIFFICULT TO INTERPRET BECAUSE IT SAID OTHER VEGETATION.
