AND THEN WE'LL HAVE THE COMMISSION AGENDA. SO OH, WE HAVE THE COMMISSION REPORTS, AND THEN WE'LL MOVE ON TO THE CONSENT AGENDA. SO WITH THAT ITEM FIVE A IS THE REPLACEMENT UP TO MICROPHONE VOLUME A LITTLE BIT. YEAH. THEY'RE GOOD.

ROUTINE VEHICLE REPLACEMENT PROGRAM. YOU WANT TO SAY A FEW THINGS ABOUT THAT, MUSTAFA? SURE. GOOD MORNING. FOR THE RECORD, MUSTAFA AL-BASSAM, DIRECTOR, PUBLIC SERVICES.

WE HAVE FEW VEHICLES OR SCHEDULED FOR REPLACEMENTS BASED ON THE AGE, MAINTENANCE AND THE MILEAGE.

IT'S ALL LAID OUT IN THE PACKET THERE. A TOTAL OF TEN VEHICLES FROM THE PUBLIC SERVICES GENERAL FUNDS.

WE HAVE SEEN AN INCREASED COST IN THE VEHICLES OVER THE YEARS.

SO THE UNFORTUNATELY, THE ALLOCATED FUNDS FOR THIS PARTICULAR PROJECT IS NOT ENOUGH TO PAY FOR THE INCREASED COST OF THE UTILITY FOR THE VEHICLE PLACEMENTS.

AS I SAID, IT'S ALL OUTLINED IN THE PACKETS HERE.

SO WE ARE ASKING FOR CONSENSUS FOR BUDGET AMENDMENTS AS WELL ON THIS ONE.

OKAY. THANK YOU FOR THAT AND THEN WE HAVE APPOINTMENT OF ONE MEMBER TO THE CITIES COMMISSION ON THE STATUS OF WOMEN AND THAT'S AN APPOINTMENT BY OUR COMMISSIONER AND THEN WE HAVE 1, 2, 3 RESOLUTIONS.

CITY ATTORNEY THOSE ARE IN SUPPORT OF A NUMBER OF LOCAL AND STATE INITIATIVES.

YOU WANT TO GIVE US A LITTLE UPDATE ON THOSE SPEAKS FOR ITSELF.

OBVIOUSLY. THE LEGISLATORS IS STILL IN SESSION.

THERE ARE A COUPLE BILLS, ONE TO SUPPORT SENIORS, ONE TO SUPPORT VETERANS, ALSO TO ENSURE THAT MUNICIPAL BONDS REMAIN TAX EXEMPT AND OUR ELECTED OFFICIALS DOCTOR, VICE MAYOR DOCTOR KEISHA DANIEL AND ALSO COMMISSIONER CHRISTOPHER PATTERSON HOUSE

SO NOW WE HAVE ON THE REGULAR AGENDA ITEM SIX A, WHICH IS THE INTRODUCTION OF THE CITY'S NEW ECONOMIC DEVELOPMENT INCENTIVE

[4.a TR14265 - A Resolution of the City Commission of the City of Tamarac, Florida, reauthorizing and adopting new economic development incentives through Fiscal Year 2027 in an amount not to exceed three million dollars ($3,000,000) for the implementation and administration of four economic development incentive programs; providing for conflicts; providing for severability; and providing for an effective date. ]

PROGRAM AND THAT ONE. COMES WITH $3 MILLION FOR THE NEXT TWO YEARS, THREE YEARS AND SO WE HAVE OUR ECONOMIC DEVELOPMENT DIRECTOR, COORDINATOR, ADMINISTRATOR, ADMINISTRATOR. MR. KENNETH LOPEZ YOU WANT TO GIVE US A LITTLE INFORMATION ABOUT THE CONTENTS OF THIS INCENTIVE PROGRAM? YES, OF COURSE KENNETH LOPEZ ECONOMIC DEVELOPMENT OFFICE AND VERY PROUD AND EXCITED TO BE PRESENTING TO YOU ALL THE TAMARAC ECONOMIC DEVELOPMENT INCENTIVES PROGRAM.

SO THE MISSION OF THE ECONOMIC DEVELOPMENT OFFICE IS TO FOSTER THE ECONOMIC RESILIENCE, SUSTAINABILITY, AND COMPREHENSIVE REVITALIZATION OF THE CITY OF TAMARAC THROUGH EFFECTIVE, PRO-GROWTH, BUSINESS FRIENDLY DEVELOPMENT POLICIES AND PROGRAMS. WE BELIEVE THAT THROUGH THESE INCENTIVES, WE'LL WORK TO REVITALIZE AND IMPROVE THE COMMERCIAL PLAZAS, IMPROVE CODE COMPLIANCE, ATTRACT DESTINATION TYPE BUSINESSES, AND STRENGTHEN AND DEVELOP LOCAL MINORITY WOMEN AND SMALL OWNED BUSINESSES.

AND THE FIRST PROGRAM WE'D LIKE TO PRESENT IS THE COMMERCIAL PLAZA RECOVERY PROGRAM.

THIS PROGRAM WAS ACTUALLY BROUGHT ABOUT BY RECEIVING SEVERAL COMPLAINTS FROM PLAZA OWNERS.

JUST LETTING US KNOW ABOUT THE HEAVY HANDED APPROACH THAT WE'VE TAKEN TOWARDS COMPLIANCE AND SO IN ORDER TO ADDRESS THAT WE CAME UP WITH A STRUCTURED, PROGRAM DRIVEN APPROACH THAT PROVIDES COLLABORATION AND HELPS SOME OF THESE PLAZA OWNERS GET THEIR PROPERTIES BACK INTO COMPLIANCE.

AND WE'VE ALSO TIED THIS PROGRAM TO A TIERED BASED REWARD SYSTEM TO ENSURE TIMELY COMPLIANCE AND ALSO UTILIZATION OF LOCAL MINORITY WOMEN AND SMALL OWNED BUSINESSES. WITH THIS PROGRAM, SOME OF THE KEY OBJECTIVES IS TO RESTORE PROPERTIES BACK INTO COMPLIANCE.

SHIFT FROM A PUNITIVE APPROACH TO A MORE COLLABORATIVE DRIVEN APPROACH.

STRENGTHEN THE RELATIONSHIPS WE HAVE WITH THE PLAZA OWNERS AND ALSO SUPPORT OUR LOCAL BUSINESSES HERE IN THE CITY.

SO HOW DOES THIS PROGRAM WORK? IT BEGINS WITH A CONSULTATION.

SO WE WILL MEET WITH THE PLAZA OWNER. WE WILL INTRODUCE THEM TO STAFF THAT THEY WILL BE INTERACTING WITH IN ORDER TO RESOLVE THOSE VIOLATIONS.

WE WILL INTRODUCE THEM TO THE CITY PROCESSES INVOLVED IN DOING SO AND WE'LL GO OVER THE PROGRAM GUIDELINES.

AFTER THAT, THEY WILL PROVIDE TO US A PLAN OF ACTION THAT WILL INCLUDE A TIMELINE, A SCOPE OF WORK, AND ALSO THREE VENDOR QUOTES. THE REASON WHY WE ARE REQUESTING THEM TO PROVIDE THOSE VENDOR QUOTES IS SO THAT WE KNOW THAT THEY'RE SERIOUS ABOUT GETTING THEIR PROPERTIES BACK INTO COMPLIANCE. ONCE THEY SUBMIT THE PLAN BACK TO US AND THE TIMELINE IS APPROVED, WE WILL GO AHEAD AND ADMIT THEM INTO THE PROGRAM AND THAT'S WHEN THE TIMER STARTS.

SO WHAT I MEAN BY TIMER IS THAT THEIR TIMELINE WILL BE REVIEWED OR THEIR TIMELINE WILL BE VIEWED, AND THEY WILL BE SUBJECT TO BIWEEKLY CALLS AND CHECK INS TO MAKE.

SORRY TO MAKE SURE THAT THE PROJECT IS GOING ACCORDING TO PLAN AND PROGRESSING ACCORDINGLY.

DURING THIS TIME, FINES WILL ALSO BE PAUSED SO THAT ANY VIOLATIONS THAT THEY WOULD INCUR ON THE ACTUAL I'VE THAT THEY ARE COVERING WITHIN THEIR PLAN, THEY WILL BE THOSE WILL BE PAUSED SO THEY DON'T ACCRUE ANY FURTHER FINES GOING FORWARD FOR THOSE THINGS.

APART FROM THE BIWEEKLY CHECK INS, ONCE THE PROJECT IS COMPLETE AND ALL INSPECTIONS HAVE BEEN PASSED, THEY'LL BE THEY CAN QUALIFY FOR ANY OF THE TIERED BASED INCENTIVE PROGRAMS, TIER ONE BEING FINE REDUCTIONS THROUGH A COMPLETING THEIR PROJECT ACCORDING TO THE TIMELINE.

SO IF THEY COMPLETE THE PROJECT ACCORDING TO THE TIMELINE THAT THEY'VE SUBMITTED THE CITY WILL WORK WITH THEM TO HELP REDUCE ANY OF THE FINES THAT THEY'VE ACCRUED OVER THAT TIME AND THEN ALSO TIER TWO IS A REIMBURSEMENT OF THEIR PROJECT COSTS FOR UTILIZATION OF SMALL BUSINESSES AND MINORITY AND WOMEN OWNED BUSINESSES IN THE CITY.

AND TIER THREE IS AN ADDITIONAL GRANT THROUGH THE COMMUNITY DEVELOPMENT DEPARTMENT FOR MINOR ESTHETIC IMPROVEMENTS THAT THEY'VE MADE TO THE PROPERTY.

NEXT. YES. CAN IT BEFORE YOU MOVE FORWARD? SURE.

IS THIS A PROACTIVE PLAN OR IS THIS REACTIVE? ARE WE GOING TO REACH OUT TO THE PLAZAS, OR ARE THEY GOING TO SEEK FOR US? SO WE ENVISION THIS TO BE A VERY PROACTIVE PLAN.

WE WANT TO TARGET PLAZAS THAT ARE GOING THROUGH GOING THROUGH IT IN TERMS OF VIOLATIONS.

BUT WE ALSO WANT TO WORK WITH THE PLAZAS THAT HAVE SHOWN THAT THAT EFFORT AND THAT WANT AND DESIRE TO GET THEIR PLAZA BACK TO, YOU KNOW, NET ZERO, LIKE, NO COMPLIANCE ISSUES, NO VIOLATIONS.

THEY WANT TO START FROM SCRATCH AND DEVELOP A POSITIVE RELATIONSHIP WITH THE CITY AND SO THOSE ARE THE PLAZAS THAT WE WANT TO REALLY BE PROACTIVE ABOUT REACHING OUT AS WELL AS THE OTHER PLAZAS IN THE CITY, BUT WE WANT TO START WITH THOSE.

OKAY. SO THIS SLIDE KIND OF BREAKS DOWN HOW THE TIERED INCENTIVE PROGRAMS WORK, WITH THE FIRST ONE BEING THAT THE CITY WILL WORK WITH THE PLAZA OWNER TO HELP REDUCE OR SETTLE ANY OF THE FINES BASED ON THEIR COMPLETION OF THE PROJECT, ACCORDING TO THE TIMELINE THAT THEY SUBMITTED 2A IS A LOCAL BUSINESS USE INCENTIVE.

THAT BASICALLY MEANS IF THEY'VE USED 20% OF THEIR PROJECT COST, IF IT'S SPENT WITH SMALL OR LOCAL BUSINESSES HERE IN THE CITY, 20% OF A REIMBURSE THEY WILL BE REIMBURSED. 20% OF THEIR PROJECT COST UP TO A MAXIMUM OF 5000.

SO THIS IS FOR MINORITY WOMEN OWNED BUSINESSES, LOCAL FIRMS HERE IN THE CITY.

THE NEXT ONE IS 2B, WHICH IS A FULL UTILIZATION OF THOSE QUALIFIED FIRMS. SO 100% OF THEIR PROJECT COSTS MUST GO TO THOSE FIRMS AND THEY WILL BE AVAILABLE.

THEY'LL BE ELIGIBLE FOR A 50% REIMBURSEMENT UP TO A MAXIMUM OF 10,000 AND THEN THE LAST TIER IS TIER THREE, WHICH IS THE COMMERCIAL PROPERTY IMPROVEMENT PROGRAM GRANT THROUGH THE COMMUNITY DEVELOPMENT.

THIS IS AN ADDITIONAL 5000 THAT THEY CAN RECEIVE FOR MINOR ESTHETIC IMPROVEMENTS.

THIS IS SOMETHING THAT WE HAVE ALREADY, BUT WE ARE GOING TO ALSO ATTACH IT TO THIS PROGRAM TO GIVE THEM AN ADDED INCENTIVE TO GET THEIR PROPERTIES BACK INTO COMPLIANCE.

SOME ADDITIONAL DETAILS ABOUT THIS PROGRAM IS THAT ONE PLAZA OWNER CAN ONLY UTILIZE THE REIMBURSEMENT ONCE PER CALENDAR YEAR PER PLAZA.

SO IF ONE PLAZA OWNER OWNS MULTIPLE PLAZAS, THEY CAN USE IT FOR MULTIPLE PLAZAS.

HOWEVER WE WANT TO MAKE SURE THAT ONCE THEY GO THROUGH THIS PROGRAM, THEY CONTINUE TO MAINTAIN THEIR PLAZA.

SO IT'S DESIGNED TO MOTIVATE THEM TO CONTINUE TO MAINTAIN THEIR PROPERTY GOING FORWARD AND IT CANNOT BE USED IN TANDEM OR IN CONJUNCTION WITH THE COMMERCIAL FACADE GRANT PROGRAM.

ONE WAY THAT THEY CAN LOCATE THESE QUALIFIED FIRMS IS THROUGH BROWARD COUNTY SMALL BUSINESS DIRECTORY.

BUT GOING FORWARD, WE'LL WE WANT TO CREATE OUR OWN DIRECTORY WITH OUR OWN FIRMS THAT THEY CAN UTILIZE.

BUT FOR NOW, THEY CAN LOCATE TAMARAC BASED FIRMS AS WELL THROUGH THE SMALL BUSINESS DIRECTORY THAT BROWARD COUNTY OFFERS.

THE NEXT PROGRAM WE'D LIKE TO PRESENT IS A SMALL BUSINESS MICROGRANT.

THIS IS A SMALL BUSINESS GRANT DESIGNED TO PROVIDE FINANCIAL SUPPORT TO SMALL BUSINESSES AND IT'S ACTUALLY BASED OFF OF BROWARD COUNTY'S SMALL BUSINESS MICRO GRANT PILOT PROGRAM THAT RECEIVED ABOUT 300 APPLICATIONS LAST YEAR.

AND THEY'RE EXPECTED TO RECEIVE EVEN MORE THIS YEAR.

THIS IS A MAXIMUM GRANT AMOUNT OF ABOUT 2500.

ACTUALLY NOT ABOUT, 2500. REIMBURSEMENT FOR ELIGIBLE EXPENSES INCURRED WITHIN 120 DAYS PRIOR TO THE APPLICATION. ELIGIBLE BUSINESSES MUST HOLD A TAMARAC BUSINESS TAX RECEIPT.

UNLIKE BROWARD COUNTY'S SMALL BUSINESS MICRO GRANT, WE'VE EXPANDED OURS TO ALSO QUALIFY STARTUPS AS WELL.

SO STARTUPS ARE ABLE TO BE ELIGIBLE FOR THIS PROGRAM AS LONG AS THEY HOLD A TAMARAC BUSINESS TAX RECEIPT, THEY MEET THE PROGRAM REQUIREMENTS, AS WELL AS SOME ADDITIONAL REQUIREMENTS, SUCH AS SUBMITTING A BUSINESS PLAN AND ALSO UNDERGOING AND COMPLETING AN ENTREPRENEURSHIP PROGRAM OR SMALL BUSINESS BOOT CAMP OF THE SORT.

IT'S ONE APPLICATION PER BUSINESS. APPLICATIONS ARE REVIEWED AS THEY ARE RECEIVED AND THE ORDER THAT THEY ARE RECEIVED AND THIS WILL BE A ONLINE PORTAL. SO EVERYTHING WILL BE ONLINE, THEY'LL UPLOAD THEIR DOCUMENTS AND APPLY ONLINE@WW.COM AND I'M VERY EXCITED FOR THIS PROGRAM IN GENERAL, BECAUSE I KNOW A LOT OF OUR SMALL BUSINESSES HAVE BEEN ASKING FOR THIS, ESPECIALLY TO THE CHAMBER. SO SOME INELIGIBLE BUSINESSES. THIS LIST HAS BEEN TAKEN FROM BROWARD COUNTY'S LIST.

BASICALLY, WE DON'T WANT TO REALLY INVEST IN SOME OF THESE USES THAT, YOU KNOW, MASSAGE PARLORS, ADULT ENTERTAINMENT BUSINESSES THAT HAVE THE PRIMARY SALE OF ALCOHOLIC BEVERAGES OR TOBACCO OR OTHER DRUGS.

WE WANT TO REALLY MAKE SURE THAT WE INVEST IN THE TYPES OF BUSINESSES THAT WE WANT TO SEE,

GROW AND REPRESENT OUR COMMUNITY. SOME OF THE ELIGIBLE EXPENSES, AS THIS GRANT IS GOING TO BE ABLE TO COVER OUR INVENTORY AND SUPPLIES, BUSINESS EQUIPMENT, COMMERCIAL RENT PAYMENTS, COMMERCIAL LIABILITY INSURANCE PREMIUMS, PROFESSIONAL SERVICES, AND THEN ALL OF THESE PURCHASES MUST BE MADE UNDER THE BUSINESS NAME TO QUALIFY.

SO NO PURCHASES UNDER THE PERSONAL NAME WILL BE ELIGIBLE.

BASED ON THE DISCUSSIONS THAT WE'VE HAD WITH THE COMMUNITY AND THE DESIRE THAT THEY'VE EXPRESSED TO SEE RESTAURANTS COME IN.

WE DECIDED TO GIVE PRIORITY IF FUNDS ARE LIMITED TO RESTAURANTS AND ALSO BUSINESSES IN KEY TARGETED INDUSTRIES.

SO THESE KEY TARGETED INDUSTRIES COME FROM BROWARD COUNTY'S GREATER FORT LAUDERDALE ALLIANCE THAT HAVE DETERMINED THESE SECTORS AS HIGH PAYING SECTORS.

IN BROWARD COUNTY. SO THESE ARE THE TYPES OF AREAS OR INDUSTRIES THAT WILL CREATE HIGH PAYING JOBS, SUCH AS AVIATION AND AEROSPACE, FINANCIAL SERVICES, GLOBAL LOGISTICS, HEADQUARTERS, LIFE SCIENCES, MANUFACTURING, MARINE AND TECHNOLOGY. THE NEXT PROGRAM WE'D LIKE TO PRESENT IS THE COMMERCIAL FACADE GRANT PROGRAM. THIS IS A 50, SORRY, 50% REIMBURSEMENT GRANT FOR ELIGIBLE CAPITAL EXTERIOR IMPROVEMENTS.

THIS IS DESIGNED TO REALLY TRANSFORM THE EXTERIOR OF PLAZAS THROUGHOUT OUR CITY.

WE HAVE A NUMBER OF OUTDATED PLAZAS THAT NEED RENOVATIONS AND THEY NEED, FRANKLY, A LOT OF TLC.

SO WITH THIS PROGRAM IT'S DESIGNED TO INCENTIVIZE THE TRANSFORMATION OF THESE BLIGHTED PLAZAS AND ALSO ATTRACT NEW TENANTS, AS WELL AS BRING VISIBILITY TO CURRENT ONES. STRENGTHEN THE PARTNERSHIPS THAT WE HAVE WITH THESE PLAZA OWNERS, AND ALSO SUPPORT OUR LOCAL FIRMS HERE IN THE CITY.

THE GRANT AWARDS HAVE INCREASED FROM THE ORIGINAL 250,000 THAT WE'VE HAD FOR THIS PROGRAM, SO NOW IT'S UP TO A MAXIMUM OF 350,000 FOR PROPERTIES THAT ARE FOUR ACRES OR LESS AND UP TO A MAXIMUM OF 550,000 FOR PROPERTIES THAT ARE BETWEEN 4 TO 9 ACRES AND UP TO A MAXIMUM OF 750,000 OVER NINE ACRES.

BECAUSE THIS IS A 50% REIMBURSEMENT, THE PLAZA OWNER WILL HAVE TO PUT IN THE OTHER 50% TO RECEIVE THAT MAX.

SO FOR EXAMPLE, FOR THE 350,000, THE WHOLE TOTAL PROJECT COST WOULD BE 700,000 OR OR HIGHER TO RECEIVE THAT 350,000.

CAN IT, DO WE HAVE PLAZAS THAT FIT INTO EACH ONE OF THESE CATEGORIES? YES, WE DO AND I COULD PROVIDE A LIST WITH THOSE.

MOST OF THE PLAZAS WE HAVE WILL FALL AROUND THAT 4 TO 4 NINE ACRE RANGE.

BUT WE HAVE A FEW OF THOSE PLAZAS THAT ARE OVER NINE ACRES AND THOSE ARE PROPERTIES THAT IF THEY'RE GOING TO DO A BIG TRANSFORMATION THIS WOULD HELP THEM IN THAT SIGNIFICANTLY. SOME OF THE ELIGIBLE EXPENSES FOR THIS PROGRAM ARE EXTERIOR IMPROVEMENTS.

THERE IS A TIMELINE THAT PROJECTS UNDER THIS PROGRAM ARE TIED TO.

FOR EXAMPLE, CONSTRUCTION NEEDS TO START WITHIN 12 MONTHS OF THE GRANT APPROVAL FOR THIS PROGRAM AND COMPLETION WITHIN 24 MONTHS OF THE GRANT APPROVAL AND THEN THE REQUEST FOR REIMBURSEMENT WITHIN THOSE 23 MONTHS OF THE GRANT APPROVAL.

SOME RESTRICTIONS FOR THIS PROGRAM INCLUDE THAT THE PROPERTY CANNOT BE SOLD WITHIN TWO YEARS OF RECEIVING THAT GRANT, SO THEY CANNOT SELL IT WITHIN THOSE TWO YEARS, OR THE GRANT MUST BE PAID BACK IN FULL AND THE PROPERTY MUST BE MAINTAINED FREE OF VIOLATIONS OR LIENS FOR FIVE YEARS. NOW, THAT'S NOT TO SAY THAT IF THEY RECEIVE A VIOLATION, THE CITY IS GOING TO BE A STICKLER AND TELL THEM, HEY, YOU NEED TO PAY ALL THAT BACK.

BUT IT'S JUST SO THAT WE KNOW THAT THEY CONTINUE TO MAINTAIN THE PROPERTY.

IF WE SEE CONTINUED NONCOMPLIANCE VIOLATIONS CONTINUE TO ACCRUE, FINES CONTINUE TO ACCRUE, THEN THEY'LL BE SUBJECT TO PAY THAT BACK, EITHER PARTIALLY OR IN FULL, AT THE DISCRETION OF THE CITY MANAGER.

THERE IS A SMALL BUSINESS UTILIZATION REQUIREMENT FOR THIS PROGRAM, MEANING THAT THERE IS AVAILABILITY AND ELIGIBILITY OF FIRMS. ABOUT 20 TO 30% OF THAT PROJECT COSTS MUST BE SPENT WITH MINORITY WOMEN AND SMALL OWNED BUSINESSES THAT ARE LOCAL HERE AND FAILURE TO MEET THAT SMALL BUSINESS GOAL OR SHOW PROOF OF GOOD FAITH EFFORTS CAN RESULT IN THAT PARTIAL OR FULL REPAYMENT OF THE GRANT FUNDS.

NOW, GOOD FAITH EFFORTS. IT'S REALLY THE DOCUMENTED EFFORTS THAT THEY'VE PUT INTO OFFERING OR PROVIDING THOSE SUBCONTRACTING OPPORTUNITIES TO OUR FIRMS. THIS IS NOT MEANT TO BE SOMETHING THAT'S PUNITIVE, BUT IT'S MEANT TO ENCOURAGE THEM TO DO EVERYTHING THEY CAN TO IF THERE IS OPPORTUNITY OUT THERE TO EXTEND THAT TO OUR FIRMS IN THE CITY.

THERE IS A PUBLIC ART INCENTIVE. SO PROJECTS THAT ARE INCORPORATING PUBLIC PLACEMAKING ELEMENTS SUCH AS LIKE EVENTS OR JUST AREAS THAT ARE DESIGNED TO BRING PEOPLE THERE AND

WE CAN PUT THAT IN THERE TO HELP ALSO IMPROVE THE AREA AND BRING MORE PEOPLE OUT AND REALLY GIVE IT A UNIQUE DEFINING ASPECT OR ELEMENT TO IT.

HOW THE APPLICATION PROCESS WORKS IS THAT IT'S REVIEWED BY THE ECONOMIC DEVELOPMENT OFFICE, AND THEN IT'S REVIEWED BY THE TAMARAC GRANT REVIEW COMMITTEE THAT'S MADE UP OF DEPARTMENT STAFF.

AFTER THAT'S REVIEWED BY THEM, IT WILL BE RECOMMENDED TO THE COMMISSION AND THE COMMISSION WILL ULTIMATELY HAVE THE FINAL APPROVAL FOR THE PROJECT.

THE LAST PROGRAM I'D LIKE TO PRESENT IS THE TENANT IMPROVEMENT INTERIOR BUILD OUT GRANT.

WE'RE VERY EXCITED ABOUT THIS PROGRAM AS WELL, BECAUSE WE BELIEVE THAT A LOT OF THE PLAZAS ARE OUTDATED AND NEED THAT EXTERIOR IMPROVEMENTS, BUT ALSO INTERIOR AS WELL. SO THE TENANT IMPROVEMENT SLASH INTERIOR BUILD OUT GRANT IS A 1 TO 1 MATCHING GRANT.

IT'S A REIMBURSEMENT FOR UP TO 100,000 FOR PERMANENT INTERIOR IMPROVEMENTS.

SO THESE IMPROVEMENTS STAY WITH THE PLAZA AND STAY WITH THE BUILDING AND IT'S DESIGNED TO REALLY HELP ATTRACT AND INCENTIVIZE BUSINESSES IN CERTAIN SECTORS OR INDUSTRIES, SUCH AS DINING, SHOPPING, ENTERTAINMENT AND LIFESTYLE SECTORS.

WHY THESE SECTORS IS BECAUSE WE BELIEVE THAT THESE SECTORS CAN BREATHE LIFE BACK INTO THESE PLAZAS.

THESE ARE DESTINATION TYPE BUSINESSES THAT WILL DRIVE FOOT TRAFFIC AND INCREASE SPENDING IN THE PLAZA, AND ALSO GET PEOPLE TO WANT TO INVITE THEIR FRIENDS AND ALSO SPEND MORE TIME THERE.

THESE THIS PROGRAM SPECIFICALLY WAS INSPIRED AND BASED OFF OF THE CITY OF TAMPA'S RESTAURANT GRANT, AS WELL AS THE DOWNTOWN ORLANDO'S RETAIL PROGRAM.

I TOOK LITTLE BITS AND PIECES OF EACH PROGRAM AND REALLY CATERED IT TO WHAT TAMARAC NEEDS AND EXPANDED THE ELIGIBILITY FOR THESE TYPES OF BUSINESSES.

THE GOALS OF THIS PROGRAM ARE TO ENCOURAGE CAPITAL REINVESTMENT, ATTRACT BUSINESSES, DIVERSIFY THE OFFERINGS THAT WE HAVE WITHIN OUR CITY, AND, OF COURSE, STRENGTHEN THE RELATIONSHIPS THAT WE HAVE WITH OUR PLAZA OWNERS.

SOME OF THE HIGHLIGHTS OF THIS PROGRAM IS IT'S A 1 TO 1 REIMBURSEMENT UP TO 100,000.

SO THE TENANT OR THE PLAZA OWNER CAN APPLY FOR THIS PROGRAM AND THEY CAN BASICALLY, FOR EVERY DOLLAR THEY PUT IN, THE CITY WILL PUT IN UP TO 100,000, BUT THEY CAN PUT UP MORE THAN 100,000 IF THEY WISH THAT THE CITY CAN WILL ONLY PUT UP 100,000 AT THE END OF THE DAY.

THIS IS FOR PERMANENT CAPITAL IMPROVEMENTS AGAIN INCLUDING HVAC, PLUMBING, ELECTRICAL AND INTERIOR FINISHES.

THIS ISN'T ANYTHING DECORATIVE OR ANYTHING THAT IS TEMPORARY OR TOO SPECIFIC TO THE BUSINESS.

THIS IS SOMETHING THAT WILL STAY WITH THE BUILDING AND THE BEST PART OF THIS PROGRAM IS THAT LET'S SAY A RESTAURANT COMES IN AND DOES A $200,000 BUILD OUT.

IT REALLY THEN CREATES A SPACE FOR FUTURE TENANTS TO COME IN.

SO IF THAT RESTAURANT, YOU KNOW, GOD FORBID, GOES OUT OF BUSINESS WITHIN TWO YEARS OR WHATEVER IT IS THE NEXT TENANT WILL HAVE LESS OF A BURDEN TO COME IN AND IT'S A MORE OF AN OPPORTUNITY FOR US TO LEVERAGE AND ATTRACT BUSINESSES TO COME TO THE CITY BECAUSE IT'S LESS OF A SPACE, A LESS OF AN EXPENSE THAT THEY ALL HAVE TO MAKE. SO IT'S OPEN TO BOTH NEW CONSTRUCTION AS WELL AS EXISTING BUSINESSES.

AND LIKE I SAID BEFORE, TENANTS CAN APPLY WITH AUTHORIZATION FROM THE PROPERTY OWNER, AND PROPERTY OWNERS CAN ALSO APPLY IF THEY HAVE A QUALIFIED TENANT IN MIND, AND THEY JUST HAVE TO PROVIDE PROOF THAT THEY HAVE THAT QUALIFYING TENANT AND THEN MOVE INTO THE SPACE, AND THEY CAN WORK WITH US TO GO THROUGH THIS PROGRAM AS WELL.

SOME ELIGIBILITY REQUIREMENTS INCLUDE THAT THE BUSINESS MUST FALL WITHIN THESE SECTORS AND THEN ALSO THEY MUST MEET WITH THEY MUST MEET ALL THE OTHER PROGRAM REQUIREMENTS.

THIS IS A PROGRAM THAT PROVIDES NO MORE THAN THREE GRANTS PER PLAZA PER YEAR.

THIS IS TO PREVENT ANY CLUSTERING WITHIN SPECIFIC AREAS OF THE CITY.

WE WANT TO TRY TO EXTEND THIS OUT AS MUCH AS WE CAN TO PLAZAS THAT ARE IN NEED AND FUNDS ARE SUBJECT TO AVAILABILITY FOR THIS PROGRAM.

SO, AS I MENTIONED BEFORE, SOME OF THE ELIGIBLE IMPROVEMENTS INCLUDE PERMANENT THINGS LIKE ELECTRICAL, PLUMBING, LIGHTING, ADA COMPLIANCE, APPLIANCE LIFE, SAFETY SYSTEMS, BATHROOMS, AND OTHER TYPES OF IMPROVEMENTS THAT THE CITY RECOGNIZES AS INTERIOR IMPROVEMENTS AND PERMANENT TO THE BUILDING.

ONE EXAMPLE THAT I HAVE IS A RESTAURANT THAT I VISITED THE OTHER DAY, THAT BECAUSE THE PROPERTY OR THE COMMERCIAL SPACE WAS OUTDATED, THEY DIDN'T HAVE UP TO DATE SPRINKLERS AND THE SPRINKLERS PREVENTED THEM FROM HAVING DECORATIVE GRASS.

THIS GRASS PANEL ON THE WALL THAT REALLY MODERNIZES AND BEAUTIFIES THE SPACE.

SO BECAUSE THE SPRINKLERS WEREN'T UP TO DATE FIRE, IT BECAME A FIRE HAZARD AND BECAUSE OF THAT,

THEY HAD TO TAKE IT DOWN. SO THAT PREVENTS BUSINESSES FROM HAVING THIS UNIQUE APPEAL TO REALLY ATTRACT RESIDENTS AND VISITORS TO THEIR SPACE.

SO THIS WILL BE A WAY FOR THEM TO CREATE THOSE IMPROVEMENTS, AND TO DO IT WITHOUT HAVING TO SPEND EVEN MORE MONEY THAN THEY HAVE AND SO WITHIN 2021 TO 2023, WE ALLOCATED 3.5 MILLION FOR TWO ECONOMIC DEVELOPMENT INCENTIVE PROGRAMS THE COMMERCIAL REAL ESTATE DEVELOPMENT ACCELERATOR GRANT, WHICH WAS A GRANT DESIGNED TO INCENTIVIZE AND ATTRACT MIXED USE DEVELOPMENT WITHIN THE CITY.

2 MILLION WAS ALLOCATED FOR THIS, WITH FOUR PROJECTS AT 500,000 EACH.

THIS PROGRAM RESULTED IN ZERO PROJECTS. THE NEXT PROGRAM WAS THE COMMERCIAL FACADE GRANT PROGRAM WHICH WE ALLOCATED 1.5 MILLION WITH A TARGETED GOAL OF SIX PROJECTS AT 250,000 EACH, WHICH RESULTED IN TWO PROJECTS AT 250,000 EACH.

BECAUSE THE COMMERCIAL REAL ESTATE DEVELOPMENT ACCELERATOR GRANT DID NOT HAVE ANY PROJECTS, WE DECIDED TO PIVOT AND GO A DIFFERENT DIRECTION THAT SPEAKS TO THE CURRENT NEEDS OF OUR PLAZAS AND OUR COMMUNITY.

WHY DO YOU THINK THAT WE DIDN'T SUCCEED WITH THESE YOU KNOW AVAILABLE GRANTS FOR THESE BUSINESSES.

WELL, WHAT CAN WE DO TO IMPROVE? YOU KNOW THE PARTICIPATION, RIGHT? PART OF IT, I BELIEVE FALLS IN LINE WITH THE TIMING.

SO, FOR EXAMPLE THIS YEAR WE'VE RECEIVED SO MUCH MORE INTEREST FOR THE COMMERCIAL FACADE GRANT AS OPPOSED TO WHAT I HEARD ABOUT OUR PREVIOUS EFFORTS AND ADVERTISING AND MARKETING THE PROGRAM IN THE IN THE LAST YEARS BEFORE I STARTED AND I THINK IT WAS A LOT OF HESITANCY IN TRYING TO DIVE INTO A PROGRAM WITHOUT KNOWING IF IT'S GOING TO SUCCEED OR NOT, OR HOW THE CITY IS GOING TO REACT. I THINK SEEING SOME APPLICANTS GO THROUGH THE PROGRAM AND SEEING HOW A LOT OF ECONOMIC DEVELOPMENT AND A LOT OF NEW BUSINESSES COMING IN, IT'S ACTUALLY MOTIVATING A LOT OF THESE PLAZA OWNERS TO WANT THAT SAME TYPE OF SUCCESS.

SO I THINK THAT'S CAUSING PART OF THE SHIFT AND THEN ANOTHER THING IS JUST BEING MORE AGGRESSIVE IN ADVERTISING AND MARKETING THESE PROGRAMS OUT.

I THINK FROM THE LAST CONFERENCE THAT I WENT TO THE PRIOR BUSINESS AND BEYOND THIS PAST WEEKEND THERE WAS A LOT OF INTEREST IN NOT ONLY PROGRAMS THAT HELP SMALL BUSINESSES, BUT THESE LARGER COMPANIES AS WELL, BECAUSE YOU HAVE INVESTORS AND DEVELOPERS THAT MIGHT BE IN DEALS, AND THEY MIGHT SEE IT AS AN ADDED BENEFIT TO MOVING IN OR PURCHASING A PROPERTY.

[INAUDIBLE]. SURE. OH, I HAVE ONE MORE SLIDE.

YEAH. SO FOR 2025 AND 2027 WE'RE PROPOSING A TOTAL ALLOCATION OF 3 MILLION WITH AN ESTIMATED ECONOMIC IMPACT OF 1.1 TO 1.29 MILLION FOR THE COMMERCIAL PLAZA RECOVERY PROGRAM, WE ARE ALLOCATING $100,000. THIS IS GOING TO BE FOR 10 PROJECTS.

SO TEN PLAZAS. WE'RE GOING TO TAKE THEM FROM BEING NONCOMPLIANT, HAVING LOADS OF VIOLATIONS AND BRINGING THEM TO UP TO CITY STANDARDS IF THEY TAKE ADVANTAGE OF THE 50% REIMBURSEMENT. THAT MEANS, THOUGH, THEIR CONTRIBUTION WILL BE $20,000 AND THE CITY'S CONTRIBUTION WILL BE 10,000 AND THROUGH THAT MAXIMUM REIMBURSEMENT, THEY ARE COMMITTING TO UTILIZING 100% OF THEIR PROJECT COSTS FOR LOCAL SMALL BUSINESS UTILIZATION.

SO THAT MEANS 200,000 WILL BE INJECTED BACK INTO THE LOCAL ECONOMY FROM OUR 100,000 ALLOCATION.

THE NEXT ONE IS THE SMALL BUSINESS MICRO GRANT THAT IS ALLOCATED 250,000 FOR 100 BUSINESSES.

100 BUSINESSES WILL HAVE $2,500 FOR THEIR COSTS, FOR THEIR EXPENSES AND TO BE ABLE TO SURVIVE ANOTHER MONTH, IF THAT'S WHAT THE CASE IS. BUT HOPEFULLY TO SEE LONGEVITY IN THE CITY, AND THAT'S 250,000 BACK INTO THE LOCAL ECONOMY.

THE COMMERCIAL FACADE GRANT, WE'RE ALLOCATING 1.5 MILLION FOR 4 PROJECTS AT 350,000 EACH.

THAT'S WHAT WE ESTIMATE. BUT IT COULD VARY DEPENDING ON WHAT PROJECT COMES OUR WAY AND WHAT'S APPROVED? THIS IS A 50% REIMBURSEMENT. SO JUST TAKING THE FIGURES OF 350,000 FOR PROJECTS AT 350 WILL WILL BE 700,000 PER PROJECT BECAUSE IT'S A 50% REIMBURSEMENT.

SO THE APPLICANT WILL BE AT LEAST PUTTING IN 700,000, IF NOT MORE, FOR THE TRANSFORMATION OF THEIR PLAZA.

WITH THESE TYPES OF PROJECTS, WE'RE ESTIMATING ABOUT 20 TO 30% THAT WILL GO TO LOCAL FIRMS. AND SO THAT LEADS TO ABOUT 560,000 TO $840,000.

THAT WILL GO BACK INTO THE LOCAL ECONOMY AND DRIVE JOBS THROUGH THIS INCENTIVE PROGRAM.

THE LAST ONE IS THE TENANT IMPROVEMENT INTERIOR BUILD OUT GRANT THAT WE ARE ALLOCATING 01,000,100,

BUT WE'RE ESTIMATING BETWEEN 11 TO 13 PROJECTS 11 TO BE SAFE AND THAT'S 11 COMMERCIAL SPACES THAT WE WILL WORK TO MODERNIZE, TO IMPROVE, TO RENOVATE AND HOPEFULLY THAT'S 11 NEW BUSINESSES THAT FIT INTO THIS CRITERIA TO REALLY BRING LIFE BACK INTO THESE PLAZAS AND THAT'S A 50/50 MATCH UP TO 100,000. THERE IS NO SMALL BUSINESS REQUIREMENT FOR THIS BECAUSE THE INVESTMENT IS BACK INTO OUR PLAZAS.

SO THAT TERM IS JUST A WAY FOR US TO MEASURE WHETHER IT'S TANGIBLE THROUGH JOB CREATION OR IT'S INDIRECT COSTS.

IT'S A WAY TO MEASURE THE ECONOMIC HOW MUCH MONEY IS COMING BACK INTO THE ECONOMY, STIMULATING THE ECONOMY TO CONTINUE GOING AND USUALLY IT'S TRACKED THROUGH DOLLARS. BUT THERE ARE SOME INDIRECT WAYS THAT CONTRIBUTE BACK THROUGH, FOR EXAMPLE, THE CREATION OF JOBS. SO IF WE CREATE A PROGRAM THAT CREATES JOBS, THAT EVENTUALLY CREATES A WAY FOR THAT VENDOR TO GET PAID, AND THEN THAT MONEY GETS THROWN BACK INTO THE ECONOMY IF THERE ARE TAMARAC BASED VENDORS.

SO SOME OF THE WAYS THAT WE BENEFIT AS A LOCAL ECONOMY IS THROUGH A LOT OF DIFFERENT DRIVERS.

AND SO ONE OF THE DRIVERS, THROUGH BUSINESS ATTRACTION, THAT BUSINESS PAYS TAXES THROUGH OUR RESIDENTS AND VISITORS THAT COME INTO THE CITY WHO PAY PROPERTY TAXES. SO ALL OF THAT PAYS INTO OUR ECONOMIC FOOTPRINT OR HOW PROSPEROUS WE ARE ECONOMICALLY IN THE CITY.

IF THAT MAKES ANY SENSE. OKAY, NOW, THE VERY LAST QUESTION I HAVE WAS BASED ON YOUR LAST FINANCIAL PAGE WHERE IT SAID THE ECONOMIC IMPACT WOULD BE FROM 1.01 TO 1.29 MILLION, AND MAYBE I DIDN'T COUNT MY ZEROS CORRECTLY, BUT WHEN I ADDED IT UP ON THE LAST TWO BOXES, IT ADDED TO 1.6 MILLION.

SO I THINK THE TENANT IMPROVEMENT AND THE INTERIOR BUILD OUT WILL SPEAK MORE TO THESE NEW BUSINESSES THAT ARE BEING ATTRACTED THROUGH THESE DEVELOPMENTS, SUCH AS THE RESTAURANT YOU'RE SPEAKING OF. THEY CAN UTILIZE THIS TENANT IMPROVEMENT PROGRAM SINCE THEY'RE FALLING UNDER THE SHOPPING, DINING, LIFESTYLE, ENTERTAINMENT SECTORS IN ORDER TO HELP OUT AND HELP REDUCE THE COST OF OPENING UP AND DOING THE RESTAURANT BUILD OUT, WHICH CAN BE UP TO 200,000, MAYBE EVEN MORE, DEPENDING ON THE COMPLEXITY OF THEIR DESIGN.

SO LET'S SAY, FOR INSTANCE, THE APARTMENT COMPLEX THAT IF I'VE GOT THIS CORRECT ON EITHER COMMERCIAL AND UNIVERSITY OR MCNAB IN UNIVERSITY, THE ONE WHERE THE DUD AMPHITHEATER IS THEY WERE GOING TO PUT IN SOME STORES IN THERE ORIGINALLY.

SO IF THEY'RE ELIGIBLE ACCORDING TO THE PROGRAM GUIDELINES THEY CAN ALWAYS APPLY.

IT'S NOT SOMETHING THAT'S PIGEON TOED OR SPECIFIC TOWARDS A SPECIFIC PLAZA OR A SPECIFIC AREA.

WE WANT TO TRY THE INTENT OF THESE PROGRAMS IS TO TRY TO HELP AS MANY PLAZAS AS WE CAN.

IT'S MADE UP OF ITEMS THAT WERE HAD PRIOR APPROVAL FROM THE COMMISSION, WITH THE EXCEPTION OF SOME STAFF ADJUSTMENT. MEANT EVERYTHING HAD APPROVAL FROM THE CITY COMMISSION.

WE ACTED ON THOSE, SO WE STARTED PAYING ON THOSE.

HOWEVER, FLORIDA STATUTE SAYS THE CITY COMMISSION MUST APPROVE THE APPROPRIATION IN THE SAME FORM THAT THE BUDGET WAS APPROVED.

SO HENCE, YOU KNOW, IT'S LIKE A BIT LIKE HOUSEKEEPING, BUT IT HAS TO COME TO THE COMMISSION FOR IT TO BE LEGAL.

SO THIS CONSISTS OF WHAT WE CALL PREVIOUSLY APPROVED ITEM, MISCELLANEOUS ITEM AND THERE'S ONE ITEM THAT'S NOT DEEMED PREVIOUSLY APPROVED BECAUSE EVEN THOUGH THE RESOLUTION ITSELF WAS APPROVED, THE DOLLARS WEREN'T APPROPRIATED.

IN ADDITION, ON WEDNESDAY, CORDILLERA GROUP, WHICH IS OUR CONSULTANT THAT WAS RETAINED BY THE CITY, WILL BE DELIVERING A PRESENTATION. IT WON'T INCLUDE THE CONTENT THAT I'M DELIVERING.

NOW I'M JUST GIVING YOU SOME BACKGROUND WHY WE ARE AT AND SPECIFICALLY THE CHANGES.

AND THE CORDILLERA GROUP ON WEDNESDAY WILL DELIVER A PRESENTATION TO THE COMMISSION.

SO JUST SOME BACKGROUND ON WHY A COMPREHENSIVE PLAN IS NECESSARY.

BUT FOR EVERY MUNICIPALITY IN FLORIDA, IT IS REQUIRED TO GUIDE FUTURE DEVELOPMENT TO ADDRESS EXISTING AND FUTURE PROBLEMS, AND TO PROTECT PUBLIC HEALTH, SAFETY AND RESOURCES.

IN THE 1985 GROWTH MANAGEMENT ACT THAT MADE IT A REQUIREMENT FOR ALL MUNICIPALITIES TO ADOPT A COMPREHENSIVE PLAN, AND THAT PLAN MUST BE IN ALIGNMENT WITH THE COUNTY AS WELL AS WITH THE REGIONAL AUTHORITIES AND THE STATE OF FLORIDA.

IN 2011, THE COMMUNITY PLANNING ACT, CALLED HOME RULE, JUST WENT AHEAD AND JUST REITERATED THAT REQUIREMENT.

IT STRENGTHENED THE ROLE OF LOCAL GOVERNMENT IN COMPREHENSIVE PLANNING, AND IT PROVIDES MUNICIPALITIES WITH MORE DISCRETION IN APPROVING COMPREHENSIVE PLAN.

AND IN THAT ACT, THAT'S WHERE THEY CREATED THE LOCAL PLANNING AGENCY AND FOR OUR PURPOSES, THE CITY OF TAMARAC'S LOCAL PLANNING AGENCY IS THE PLANNING BOARD.

SO WHAT DOES A COMPREHENSIVE PLAN DO IT REALLY PROVIDES GUIDELINES AND THE PRINCIPLES AND THE STANDARDS AND STRATEGIES FOR ORDERLY AND BALANCED GROWTH IN A CITY.AND THIS IS FOR THE ECONOMIC, THE SOCIAL, THE PHYSICAL, THE ENVIRONMENTAL, THE PHYSICAL DEVELOPMENT OF YOUR CITY.

IT COMPRISES OF TEN ELEMENTS AND WHEN I SAY ELEMENTS, PEOPLE GET THROWN OFF.

BUT THOSE ARE ESSENTIALLY CHAPTERS THAT IS IN THIS DOCUMENT AND THOSE ELEMENTS ARE CRITICAL BECAUSE IT PLANS, IT PROVIDES FOR THE FUTURE INFRASTRUCTURE FOR GROWTH.

IT SHOWS THAT THERE'S CAPACITY FOR THE POPULATION GROWTH THAT EACH LOCAL GOVERNMENT IS EXPECTED TO HAVE.

FOR THE CITY OF TAMARAC, THERE ARE REQUIRED ELEMENTS FOR ALL CITIES.

THERE ARE REQUIRED ELEMENTS. IT'S A FUTURE LAND USE, TRANSPORTATION, HOUSING, INFRASTRUCTURE, CONSERVATION, RECREATION AND OPEN SPACE. THERE'S EVEN AN INTERGOVERNMENTAL COORDINATION ELEMENT, WHICH TELLS US THAT WE HAVE TO MAKE SURE THAT WE'RE COLLABORATIVE WITH OUR PARTNERS AND OUR NEIGHBORS.

THERE'S A CAPITAL IMPROVEMENT ELEMENT. SO EACH TIME THE BUDGET GOES THROUGH ITS CYCLE AND THERE'S A CAPITAL IMPROVEMENT PLAN THAT IS INCORPORATED INTO THE COMPREHENSIVE PLAN, JUST TO MAKE SURE THAT THE CITY HAS FUNDING FOR THE CAPACITY AND THE INFRASTRUCTURE TO ACCOMMODATE GROWTH.

THERE'S A PUBLIC SCHOOL FACILITIES ELEMENT AND AN ECONOMIC DEVELOPMENT ELEMENT, WHICH THE CITY ADDED TO OUR PLAN IN 2018.

YOU CAN ALSO HAVE A FEW OPTIONAL ELEMENTS. AND TOWARDS THE END OF THIS PRESENTATION, I'LL TALK TO YOU ABOUT THE TWO OPTIONAL ELEMENTS THAT WE HAVE INCLUDED IN THIS DRAFT.

THE FORMAT OF THE ELEMENTS IS IN TWO VOLUMES.

SO YOU HAVE VOLUME ONE. AND FOR THE MAYOR AND THE COMMISSION, YOU SHOULD HAVE HAD DELIVERED TO YOUR OFFICE ON FRIDAY THE FULL PACKET OF THE COMPREHENSIVE PLAN THAT INCLUDES BOTH VOLUMES.

VOLUME ONE IS THE POLICIES AND GOALS AND OBJECTIVES.

THAT'S OUR POLICIES. THIS IS WHAT WE USE TO INFORM GROWTH IN THE CITY AND THEN VOLUME TWO IS A DATA INVENTORY AND ANALYSIS.

WE HAVE TO DEMONSTRATE THAT THIS GROWTH IS POSSIBLE BY DATA AND ANALYSIS.

AND THAT'S VOLUME TWO AND NORMALLY WHEN WE PUBLISH OUR COMPREHENSIVE PLAN, WE PUBLISH JUST THE VOLUME ONE BECAUSE IT INCLUDES THE POLICIES.

SO WHY DO WE UPDATE THE COMPREHENSIVE PLAN AND WHY NOW? THIS CHART ESSENTIALLY SHOWS THAT THE CITY HAS CONSISTENTLY BEEN GROWING SINCE THE 2000 CENSUS.

WHILE WE'RE GROWING, WE'RE GETTING SIGNIFICANTLY YOUNGER.

WE WERE ONCE KNOWN AS A RETIREMENT COMMUNITY.

THAT HAS COMPLETELY CHANGED FROM THE 2000 CENSUS TO 2010 CENSUS, THE CITY GREW BY OVER 5000 PEOPLE AND THEN FROM THE 2010 CENSUS TO THE 2020 CENSUS, WE JUMPED. WE GREW BY OVER ALMOST 11,000.

AND IN ALL THIS GROWTH, AS YOU CAN SEE FROM THE CHART, WE'RE GETTING YOUNGER.

SO TO CONTINUE WITH THE REASONS WHY THE CITY IS UPDATING THE COMPREHENSIVE PLAN, WE'RE EXPECTED TO GROW AGAIN BECAUSE WE'VE BEEN CONSISTENTLY GROWING IN THE NEXT 10 TO 20 YEARS BY ANOTHER 15 TO 20% IN POPULATION. SO THIS PLAN PROVIDES FOR THE ABILITY TO GROW AS OUR POPULATION GROWS AND TO OUTLINE HOW WE'RE GOING TO ACCOMMODATE THAT GROWTH. IN ADDITION TO THAT, BROWARD NEXT IS ALSO OUR BROWARD COUNTY'S UPDATING THEIR LAND USE PLAN AND SO A PART OF OUR REQUIREMENT IS TO MAKE SURE THAT OUR PLAN UPDATE IS IN COMPLIANCE AND CONSISTENT WITH BROWARD COUNTY UPDATING THE COMPREHENSIVE PLAN ALSO HELPS US TO MAKE SURE THAT WE ARE IN ALIGNMENT AND READY FOR GRANT OPPORTUNITIES, AND THAT SPECIFICALLY WITH OUR CAPITAL IMPROVEMENT ELEMENT THAT IS OUTLINED IN THE CERTAIN INFRASTRUCTURE GROWTH AND MAKING SURE THAT WHEN GRANT OPPORTUNITIES BECOME AVAILABLE, OUR PLAN CAN SPEAK TO THAT AND HELP US RELATIVE TO THOSE APPLICATIONS.

SO WHAT IS THE BIG DIFFERENCE WITH OUR 2040 COMPREHENSIVE PLAN? ONE OF THE BIGGEST DIFFERENCE IS THE PLAN UNDERSCORES THE CITY'S STRATEGIC PRIORITIES AND PLAN.

SO ABOUT FOUR YEARS AGO OR SO, WE DID OUR STRATEGIC EGYPT PLANNING PROCESS THAT CULMINATED WITH 6 STRATEGIC GOALS.

AND YOU CAN SEE IT ON THIS SLIDE AND WE WANTED TO MAKE SURE THAT OUR 2040 PLAN WAS IN ALIGNMENT WITH THAT.

SO IT SPOKE TO THAT. ANOTHER MAJOR CHANGE IS THAT AND I'LL SPEAK TO THIS A LITTLE BIT MORE AS WE GO THROUGH THE FUTURE LAND USE ELEMENT, IS THAT WE WANT TO MAKE SURE THAT WE TARGET WHERE OUR GROWTH WILL OCCUR.

WE'RE A BUILT OUT COMMUNITY, AND WE WANT TO MAKE SURE THAT WE ARE GROWING IN A SMART WAY AND SO WE WANT TO PRESERVE OUR NEIGHBORHOODS, BUT WE WANT TO TARGET GROWTH ON MAJOR CORRIDORS.

SO THAT'S THE BIGGEST CHANGE YOU'LL SEE IN THE PLAN IS WHERE WE'RE TARGETING AND FOCUSING FUTURE GROWTH IN THE CITY.

IN ADDITION, THE PLAN SPEAKS TO THE NEXT 15 TO 20 YEARS.

SO IT GOES OUT FURTHER JUST TO MAKE SURE WE'RE PLANNING FOR THAT TIME FRAME AND THE PLAN WAS DRAFTED TO BE MORE THAN A POLICY DOCUMENT.

IT WAS DESIGNED TO BE COLLABORATIVE WITH THE VISION OF THE COMMUNITY AND SO THE NEXT FEW SLIDES WILL SHOW WHAT WE DID BACK IN 2023 WHEN THIS PROCESS STARTED, AND I KNOW THAT WE HAD SOME ROBUST PUBLIC MEETINGS, WE WENT OUT TO THE COMMUNITY.

WE WANTED TO HEAR FROM THEM. IT WAS ONE OF THE, WELL, MOST ATTENDED MEETINGS THE CITY EVER HAD BECAUSE WE DID IT KIND OF LIKE A DISTRICT MEETING. WE SENT OUT POSTCARDS, WE INVITED EVERYONE, AND IT WAS REALLY WELL ATTENDED AND THIS SLIDE SHOWS YOU WHAT WE HEARD BACK FROM THE COMMUNITY. A LOT OF THINGS REGARDING THE CONDITION OF HER CORRIDORS, ECONOMIC DEVELOPMENT WITH A FOCUS ON THAT.

AND THIS IS WHY ONE OF THE REASONS WE'RE BRINGING FORWARD THESE GRANT OPPORTUNITIES.

BUT WE ALSO HEARD FROM THE COMMUNITY THAT BEAUTIFICATION IS IMPORTANT, THAT PARKS AND OPEN SPACE IS IMPORTANT, THAT PRESERVATION OF THEIR SINGLE FAMILY NEIGHBORHOODS IS IMPORTANT AND WE ALSO HEARD THAT THEY WANTED ATTAINABLE HOUSING AS WELL.

AND SO THIS SLIDE JUST ESSENTIALLY SHOWS WHAT WE LEARNED FROM THE COMMUNITY THAT SUSTAINABILITY WAS IMPORTANT.

THEY WANTED TO SEE ECONOMIC RESILIENCE. THEY WANTED TO HAVE WALKABLE AND CONNECTED NEIGHBORHOODS.

THEY WANTED TO HAVE SMART INFRASTRUCTURE. THEY WANTED TO PRESERVE THEIR NEIGHBORHOOD CHARACTER.

SO THOSE SINGLE FAMILY COMMUNITIES AND NEIGHBORHOODS, THEY WANT THOSE ZONING DESIGNATIONS TO BE RETAINED.

THEY DON'T WANT TO SEE A LOT OF CONSTRUCTION AND HIGH RISE THERE.

BUT WE ALSO HEARD THAT THEY WANTED TO SEE ATTAINABLE HOUSING.

THEY WANTED TO MAKE SURE THAT HOUSING THAT WAS COMING INTO THE CITY COULD BE ATTAINED BECAUSE THEY HAVE SMALL CHILDREN.

THEY HAVE PROFESSIONALS THAT ARE MOVING BACK, THAT IS FINDING HOUSING IN BROWARD COUNTY AND SPECIFICALLY IN TAMARAC TO BE UNAFFORDABLE.

SO HOW DO WE ACHIEVE THE COLLABORATIVE VISION? SO AGAIN, WE WANT TO DIRECT GROWTH NEAR CONVENIENT TRANSIT HUBS AND EXISTING MAJOR TRANSPORTATION CORRIDORS.

WANT TO INCORPORATE A DEVELOPMENT GROWTH ALONG MAJOR CORRIDORS, AS I'VE SAID, PROVIDE FOR MULTIMODAL TRANSPORTATION OPTIONS, AND THAT WAY THAT WILL SUPPORT THE GROWTH THAT WILL BE ON THE MAJOR CORRIDOR.

WE WANT TO IMPLEMENT ECONOMIC DEVELOPMENT INITIATIVES, WHICH WE'RE DOING CONTINUE TO PROVIDE FOR THE CONSERVATION AND PRESERVATION OF OPEN SPACE AND BUILD SUSTAINABLE DEVELOPMENTS WITHIN OUR COMMUNITIES.

SO OUR TAMARAC 2040 COMPREHENSIVE PLAN. THIS IS WHAT ALL OF THIS IS CULMINATE INTO.

IT IS VIBRANT. IF YOU HAVE LOOKED THROUGH YOUR DOCUMENT FOR THE COMMISSIONERS AND EVEN FOR THE MANAGER AND WHOEVER IS RECEIVING THE DRAFT, YOU WILL SEE THAT IT'S A COMPLETE CONTRAST FOR FROM OUR EXISTING PLAN.

THE MAJOR ELEMENT IN OUR COMPREHENSIVE PLAN IS THE FUTURE LAND USE ELEMENT.

THAT'S THE ELEMENT THAT INFORMS DEVELOPMENT IN THE CITY.

IT ALSO INFORMS HOW WE IMPLEMENT THROUGH THE LAND DEVELOPMENT CODE AND THAT'S THE ELEMENT WHERE WE WANT TO MAKE SURE THAT WE ARE FOCUSING DENSITY AND INTENSITY ON UNIVERSITY COMMERCIAL BOULEVARD.

441 BECAUSE, AS WE SAID, THE CITY IS EXPECTED TO GROW.

WE HAVE TO FIGURE OUT WHERE WE ARE GOING TO TARGET AND PUT THIS GROWTH.

AND WE HAVE DETERMINED THAT OUR MAJOR CORRIDOR IS CONSISTENT WITH WHAT BROWARD COUNTY IS PUTTING IN PLACE, IS WHERE GROWTH NEEDS TO BE CONCENTRATED. AND THIS IS JUST AN IMAGE OF THE FUTURE LAND USE MAP, WHERE THERE'S NO CHANGES SPECIFICALLY THAT'S BEING PROPOSED FOR THE MAP ITSELF, BECAUSE WE'RE EXPECTING THAT BASED ON THE POLICIES, GOALS AND OBJECTIVES, THE CHANGES TO THE MAP WILL BE DRIVEN BY MARKET CONDITIONS.

THE ECONOMIC DEVELOPMENT ELEMENT WAS ALSO ENHANCED, MAKING SURE THAT WE PRESERVED OUR MIXED USE CORRIDORS THAT WE PROVIDED FOR ADAPTIVE REUSE OF COMMERCIAL SPACES THAT WE WERE ATTRACTING AND RETAINING AND EXPANDING NEW INDUSTRIES, AND THAT WE WERE INCLUDING SOME OF THOSE INCENTIVES THAT KENNY SPOKE OF EARLIER.

WE ALSO IMPROVED THE HOUSING ELEMENT TO MAKE SURE IT WAS CONSISTENT WITH BROWARD COUNTY NEXT PLAN, BECAUSE THE CITY HAVE A DEFICIT IN MARKET RATE AS IT RELATES TO HOUSING, ATTAINABLE HOUSING.

WE HAVE A DEFICIT BOTH IN OWNER OCCUPIED HOMES AS WELL AS RENTAL PRODUCTS.

SO WE WANTED TO MAKE SURE THAT ELEMENT WAS INFUSED WITH SOME OF THE POLICIES THAT ARE IN BROWARD COUNTY, AND THAT IT REALLY PROVIDED OPPORTUNITIES TO BRING THAT PRODUCT HERE IN THE CITY.

WE ALSO MADE CHANGES TO OUR CONSERVATION ELEMENT, AND THIS SLIDE JUST SHOWS SOME OF THE THINGS WE WANTED TO BE FOCUSED ON RESILIENT LAND USE AND ZONING ON GREEN INFRASTRUCTURE AND STORMWATER MANAGEMENT, ENERGY EFFICIENT BUILDING STANDARDS, AND SO ON. SO AGAIN, THIS CHART SHOWS ALL THE ELEMENTS THAT ARE IN THE CITY'S COMPREHENSIVE PLAN.

BUT WHAT'S NEW TO THIS PLAN IS AN IMPLEMENTATION ELEMENT AND AN URBAN DESIGN ELEMENT AND SO FOR THE FIRST TIME, WE'RE INTRODUCING THESE TWO NEW CHAPTERS IN THE PLAN.

THE IMPLEMENTATION ELEMENT ENHANCES THE EFFECTIVENESS OF ITS GOALS, OBJECTIVES AND POLICIES BY PROVIDING A STRUCTURED ROADMAP FOR ACTION AND ACTIVITY.

SO WE WANT TO MAKE SURE THAT WE ESTABLISH CLEAR RESPONSIBILITIES, THAT WE SET TIMELINES AND PRIORITIES IN THIS ELEMENT, THAT IT ALIGNS WITH OUR BUDGETING AND OUR CAPITAL IMPROVEMENT, AND THAT WE CONSISTENTLY MONITOR OUR PROGRESS.

FOR THE NEXT PLANNING PERIOD, FOR THE NEXT 10 TO 20 YEARS AND THE URBAN DESIGN ELEMENT IS PUT INTO THE PLAN BECAUSE WE WANT TO MAKE SURE THAT TAMARAC BECOMES A DESTINATION. SO IT HELPS TO INFORM THE URBAN DESIGN, THE SHAPING OF THE PHYSICAL FORM OF OUR COMMUNITY, THE CHARACTER AND THE ESTHETIC DEVELOPMENT OF OUR COMMUNITY.

SO THAT ELEMENT ENHANCES VISUAL IDENTITY AND A SENSE OF PLACE, AND IT GUIDES FUTURE DEVELOPMENT FORM, SUPPORTS WALKABILITY AND CONNECTIVITY, AND FOSTER SAFE AND INCLUSIVE SPACES.

SO FINALLY, THE NEXT STEP. SO THIS HAS BEEN A MAMMOTH OF A PROJECT WE STARTED IN 2023.

AND SO BASED ON STATE STATUTE, IT'S HEARD BY THE COMMISSION ON THE 14TH.

ON WEDNESDAY, CORDILLERA GROUP WOULD DELIVER A PRESENTATION THAT'S A TRANSMITTAL HEARING, MEANING THAT'S WHEN WE SOLICIT SOLICIT COMMENTS.

AGAIN, THE BINDERS WERE DELIVERED TO MEMBERS OF THE COMMISSION. AND SO ONCE YOU GO THROUGH, IF THERE ARE ANY COMMENTS, YOU HAVE ANY CHANGES.

THE PLAN IS TRANSMITTED TO THEM TO SOLICIT COMMENTS AS WELL, IS TRANSMITTED TO BROWARD COUNTY TO THE WATER MANAGEMENT DISTRICT, DEPARTMENT OF ENVIRONMENTAL PROTECTION, DEPARTMENT OF STATE.

AS SAID BEFORE, TRANSPORTATION AND THE SURROUNDING MUNICIPALITIES I SPOKE ABOUT, THE STATUTE IS CLEAR THAT THEY ONLY HAVE 30 DAYS IN WHICH TO PROVIDE COMMENTS TO THE CITY AND THE STATUTE IS ALSO CLEAR IN TERMS OF THE TYPE OF COMMENTS THAT EACH REVIEWING AGENCY IS ALLOWED TO PROVIDE AFTER THE 30 DAYS, THEN THOSE COMMENTS ARE ADDRESSED BY OUR CONSULTANT, AND THEN IT'S PLACED ON THE CITY COMMISSION AGENDA FOR ADOPTION.

AND WE EXPECT THAT TO BE EITHER BEFORE THE RECESS IN JULY OR SHORTLY AFTER THE COMMISSION GETS BACK FROM RECESS IN AUGUST.
