IT GOVERNS WHAT TOPICS SHOULD BE COVERED AND ALSO WHAT NEEDS TO BE ADDRESSED UNDER EACH TOPIC. SO THIS IS REALLY COMING FROM THE STATE LEVEL AS TO WHAT NEEDS TO BE INCLUDED IN IN THIS DOCUMENT. WHICH ONES ARE OPTIONAL AND WHICH ONES ARE ARE REQUIRED? AND THIS IS MOSTLY TO COMPLY WITH STATE LAW. IN ADDITION THEY REQUIRE THIS TO BE DONE EVERY SEVEN YEARS, AND THE STATE SETS THE SCHEDULE FOR THIS EVALUATION AND UPDATE AND CITIES ARE REQUIRED TO COMPLY WITH THAT SCHEDULE. THIS UPDATED PLAN REPRESENTS A CAREFUL EVALUATION BASED ON ALL CHANGES IN THE STATE LAW SINCE IT WAS LAST UPDATED, AS WELL AS ADDRESSING MODERN ISSUES AND CONCERNS AND MOSTLY, IT'S A FORWARD LOOKING DOCUMENT TO PROVIDE A PATH FORWARD IN HOW THE CITY WILL GROW AND CHANGE AND IT'S BEEN BASED ON EXTENSIVE COMMUNITY OUTPUT, INPUT AND VALUES OF THE COMMUNITY. THE FIRST STEP WAS A PUBLIC WORKSHOP AND KICKOFF MEETING. FROM THERE, WE WENT INTO EXTENSIVE DATA COLLECTION AND ASSESSMENT. WE REVIEWED EXISTING PLANNING DOCUMENTS, REGULATIONS, POLICIES, CITY GOALS, AND INITIATIVES, INCLUDING YOUR VISIONING STATEMENTS. THEN WE CONDUCTED COMMUNITY VISIONING PROCESS. WE MADE AN ASSESSMENT OF FUTURE DEMANDS AND OPPORTUNITIES, INCLUDING POPULATION PROJECTIONS AND WHAT THE CITY COULD LOOK LIKE IN THE FUTURE. AND WE DEVELOPED THE COMPREHENSIVE PLAN GOALS AND OBJECTIVES AND POLICIES. THE DRAFTING OF THIS DOCUMENT, WHICH YOU HAD BEFORE YOU TODAY AND NOW WE'RE IN THE COMPREHENSIVE PLAN UPDATE PROCESS, WHICH BEGINS TODAY WITH THIS IS OUR FIRST PUBLIC HEARING. FROM HERE WE'LL GO TO THE CITY COMMISSION WITH THE PUBLIC HEARING. THEN WE'LL DISCUSS HOW WE GO INTO ADOPTING THE PROCESS. ADOPTING THE PLAN. HERE, I'M GOING TO STOP. EACH OF THESE FORMATS ALLOWED US TO CONNECT WITH RESIDENTS AND STAKEHOLDERS AND CITY STAFF TO BETTER UNDERSTAND THE PRIORITIES AND CHALLENGES FOR THE VISION OF THE CITY'S FUTURE. OKAY, AS PART OF OUR COMMUNITY OUTREACH EFFORTS, WE HEARD A WIDE RANGE OF FEEDBACK FROM RESIDENTS AND STAKEHOLDERS. AMONG THE TOP PRIORITIES, THE COMMUNITY EXPRESSED A STRONG DESIRE TO ATTRACT MORE JOB AND BUSINESS OPPORTUNITIES, TO LEVERAGE TAMARAC'S DESIRABLE LOCATION, AND TO EXPAND SHOPPING AND DINING OPTIONS. WHILE THERE WAS ALSO CONSISTENT SUPPORT FOR PRESERVING THE CHARACTER OF SINGLE FAMILY NEIGHBORHOODS AND ALSO BEING OPEN TO URBAN DEVELOPMENT IN APPROPRIATE AREAS. MANY ALSO EMPHASIZE THE NEED FOR FACADE IMPROVEMENT PROGRAMS ALONG MAJOR CORRIDORS AND THEN ON THE OTHER HAND, WE ALSO HEARD SEVERAL COMMON CONCERNS WERE EMERGING, INCLUDING TRAFFIC CONGESTION, FLOODING AND INFRASTRUCTURE NEEDS, AS WELL AS MAINTAINING NEIGHBORHOOD CHARACTER THAT WAS VERY IMPORTANT AND IMPROVING PEDESTRIAN SAFETY AND ACCESSIBILITY. SO THESE HAVE ALL HELPED US UNDERSTAND COMMUNITY VALUES AND HAVE GUIDED OUR RECOMMENDATIONS THROUGHOUT THIS PROCESS. OKAY. THE VISIONING PROCESS IS AN ESSENTIAL TO A COMPONENT TO THE COMPREHENSIVE PLAN, BECAUSE IT ENSURES THAT LONG TERM POLICIES AND INVESTMENTS ARE GROUNDED IN THE COMMUNITY'S VALUES AND ASPIRATIONS. IT CREATES A SHARED ROADMAP FOR THE FUTURE RATHER THAN A PLAN BUILT SOLELY ON DATA AND TRENDS. IN TAMARAC'S CASE, THIS PROCESS LED TO THE IDENTIFICATION OF SIX INTERLOCKING GOALS FOCUSED THE THEMATIC. THE THEMES OF THESE FOCUSED ON SAFETY, PROSPERITY, INNOVATION, ACTIVITY, HARD WORK, AND ULTIMATELY COMMUNITY PRIDE. THESE GOALS HELP SHAPE THE DIRECTION OF THE PLAN, ENSURING IT REFLECTS NOT WHERE TAMARAC IS TODAY, BUT WHERE IT WANTS TO GO. OKAY. ALL RIGHT. FOCUS AREAS THROUGHOUT THIS PLAN WERE REVISED TO [00:15:05] BETTER REFLECT WHAT RESIDENTS AND STAKEHOLDERS TOLD US WAS MOST IMPORTANT TO THEM. WE'VE ALSO INCLUDED. WE'VE ALSO INCLUDED INCREASED HOUSING AFFORDABILITY INITIATIVES, ALONG WITH A NEW FRAMEWORK TO SUPPORT HIGH DENSITY URBAN CENTERS IN STRATEGIC AREAS. THAT INCLUDED INCLUDING POLICIES THAT ALLOW FOR HIGHER DENSITIES NEAR TRANSIT CORRIDORS AND MAJOR THOROUGHFARES [00:20:15] AND THEN THROUGH TRANSPORTATION BASICALLY, THE TRANSPORTATION ELEMENT IS TO HELP MAINTAIN THE EXISTING ROADWAY FACILITIES WHILE ALSO PLANNING FOR FUTURE ONES, WHILE ESPECIALLY WHEN IT COMES TO REDEVELOPMENT AND NEW CONSTRUCTION. WANT TO MAKE SURE THAT THE TRANSPORTATION FACILITIES MEET CERTAIN LEVELS OF SERVICE AND ARE ADEQUATE FOR FUTURE DEVELOPMENT. BUT WE ALSO WANTED TO INCLUDE A LOT OF BIKE PED SAFETY ADDITIONS THAT ARE IN LINE WITH VISION ZERO PRINCIPLES. SO WE INCLUDED MULTIPLE POLICIES FOR THAT AND AS WELL AS IMPROVING SAFETY ALONG COMMERCIAL BOULEVARD AND UNIVERSITY DRIVE, WHICH IS SOMETHING WE SAW IN THE PUBLIC WORKSHOPS AS BEING OF HIGH CONCERN AND WE ALSO WANTED TO ENCOURAGE THE USE OF TRANSIT ORIENTED DEVELOPMENTS, ESPECIALLY WITH THE PROPOSED POSSIBLE LIGHT RAIL EXPANSION, THE BRT COMING OUT WEST WITH IT BEING POTENTIALLY WITHIN THIS AREA AS WELL. AND THEN WITH THE HOUSING ELEMENT TAMARAC IS LARGELY A SINGLE FAMILY CITY. BUT THE PUBLIC, YOU KNOW, OBVIOUSLY IDENTIFIED THAT THEY WANTED TO EXPAND TO MORE VIBRANT, ACTIVE NEIGHBORHOODS. BUT THEY WANT TO MAINTAIN THAT SINGLE FAMILY ESTHETIC THAT THEY HAVE COME TO KNOW AND LOVE. BUT WE HAVE INCLUDED NEW POLICIES THAT ENCOURAGE THE PRESERVATION OF THOSE OLD AND ESTABLISHED NEIGHBORHOODS, WHILE ALSO IDENTIFYING AREAS THAT CAN BE MORE ACTIVE, VIBRANT, WALKABLE, PEDESTRIAN FRIENDLY NEIGHBORHOODS AS WELL. WE ALSO ENCOURAGE NEW POLICIES THAT ENCOURAGE THE USE OF HOA'S. ALTHOUGH, I MEAN, SORRY, NOT HOA'S ADUS, BUT WE WERE TOLD BY CITY STAFF THAT HOA'S ARE USUALLY AGAINST THEM HERE AND THAT ADUS HAVE BEEN ALLOWED FOR SOME TIME. BUT THERE'S ONLY BEEN A FEW APPLICATIONS BECAUSE HOA'S ARE SO AGAINST. SO WE INCLUDED POLICIES TO KIND OF HELP WITH EDUCATION OF THE PUBLIC, TO LET THEM KNOW, YOU KNOW, THE QUALITY AND THE, YOU KNOW, THE BENEFITS THAT ADUS CAN PROVIDE FOR THESE SINGLE FAMILY NEIGHBORHOODS. GUIDELINES TO MERGE THE EASTERN AND WESTERN SERVICE AREAS FOR POTABLE WATER AND INCREASE EMPHASIS ON PUBLIC EDUCATION ON WATER SAVING MEASURES. THAT SEGUES INTO THE CONSERVATION ELEMENT AND THE PRINCIPLES AND GUIDELINES AND STANDARDS FOR CONSERVATION OF RESOURCES ARE PROVIDED IN THIS ELEMENT. THIS NEW ELEMENT REFLECTS INPUT RECEIVED FROM THE PUBLIC AND CITY STAFF, AND IS MORE ALIGNED WITH CURRENT NEEDS AND ASPIRATIONS. THIS PRESENTS A COMPREHENSIVE APPROACH TO BUILDING A RESILIENT AND BUSINESS FRIENDLY COMMUNITY. SO I WILL USE LPA MOVING FORWARD FOR SURE. SO THE COMPREHENSIVE PLAN, AS YOU'VE HEARD IT, PROVIDES THE PRINCIPLES, GUIDELINES, STANDARDS AND STRATEGIES FOR THE ORDERLY AND BALANCED FUTURE ECONOMIC, SOCIAL, PHYSICAL, ENVIRONMENTAL AND FISCAL DEVELOPMENT OF THE CITY. IT ALSO ESTABLISHES PRINCIPLES AND GUIDELINES REGARDING THE FUTURE DEVELOPMENT WHILE PRESERVING THE ENVIRONMENTAL FEATURES AND ALSO THE COMMUNITY CHARACTER. IT TYPICALLY CONSISTS OF TEN ELEMENTS WHICH YOU ALL HAVE HEARD, BUT THE CITY HAS TAKEN THE PLAN A STEP FURTHER AND HAS ALSO INCLUDED THOSE TWO OPTIONAL ELEMENTS, WHICH WAS THE IMPLEMENTATION AND ADMINISTRATION ELEMENT. SO I WANT TO DIRECT YOUR ATTENTION TO THE POPULATION CHART, PARTICULARLY THE YEARS THAT HAVE THE RED CIRCLE. THOSE ARE CENSUS YEARS. AND SO WHAT WE CAN SEE FROM THE YEAR 2000, WITH THE POPULATION BEING JUST OVER 55,000 TO THE YEAR 2010, WHERE THE POPULATION IS JUST OVER 60,000. TAMARAC HAD A POPULATION INCREASE OF APPROXIMATELY 5000 RESIDENTS, BUT IS. WHAT IS MORE INTERESTING IS THAT FROM 2010 TO 2020, TAMARAC POPULATION GREW ALMOST DOUBLE THE AMOUNT. SO IN THAT SAME TIME PERIOD OF TEN YEARS, WE WENT FROM HAVING PREVIOUSLY A 5000 POPULATION INCREASE TO A LITTLE BIT MORE THAN 10,000 RESIDENTS. AND SO HOW DO WE ACCOMMODATE THIS CONTINUED GROWTH THAT WE KNOW THAT WE ARE GOING TO CONTINUE TO EXPERIENCE, ALONG WITH THE REST OF SOUTH FLORIDA? NOT ONLY THAT, THE WAY THAT OUR POPULATION IS GROWING IS ALSO CHANGING. OUR DEMOGRAPHIC IS ALSO SHIFTING. SO TAMARAC'S MEETING AGE IS ALSO GETTING YOUNGER, AND WE ARE NOW AT A POINT WHERE THE BULK OF OUR POPULATION IS UNDER THE AGE 65. AND SO WE HAVE TO DETERMINE HOW DO WE ACCOMMODATE THESE NEW FAMILIES THAT ARE MOVING TO TAMARAC. AND THEN ALSO, HOW DO WE ENSURE THAT THE INFRASTRUCTURE AND PUBLIC SERVICES ARE IN PLACE TO MAKE SURE THAT WE REMAIN THE COMPETITIVE CITY IN WHICH PEOPLE WANT TO RESIDE? SO HERE ARE MORE OF THE KEY REASONS WHY WE ARE UPDATING THE COMPREHENSIVE PLAN. [01:00:08] AS THE CORE TEAM SHARED, IT IS REQUIRED BY THE STATE. AND SO WE MUST UNDERTAKE THIS PROCESS EVERY SEVEN YEARS. AND THEN WITH THAT PROCESS, THE STATUTORY COMPLIANCE REQUIRES THAT THE PLAN MUST LOOK FORWARD AT A MINIMUM TEN YEARS. AND SO THIS PARTICULAR ITERATION OF THE PLAN LOOKS FORWARD ABOUT 15 YEARS, BUT WILL BE EFFECTIVE CLOSE TO THE YEAR 2040 AND SOMEWHAT THEREAFTER. TAMARAC'S POPULATION IS EXPECTED TO GROW BY AN ADDITIONAL 15 TO 20% IN OVER THE NEXT 20 YEARS. SO WE'RE LOOKING AT A POPULATION CLOSER TO 90,000 IN THE YEAR 2040. AND SO WE HAVE TO STRATEGICALLY PLAN FOR THAT GROWTH. AND WITH THAT, ANOTHER KEY REASON THAT WE ARE ALSO UPDATING THE PLAN IS BECAUSE BROWARD COUNTY, AS A RESULT OF THEIR GROWTH, IS ALSO UPDATING THEIR PLAN. AND SO THAT WE ARE CONSISTENT WITH BROWARD COUNTY'S POLICIES, AS WE ARE ALSO REQUIRED TO DO, BECAUSE WE ARE A CHARTER CITY. WE WANT TO ENSURE THAT OUR POLICIES ARE CONSISTENT WITH WHAT THEY CALL THEIR BROWARD NEXT PLAN, WHICH IS THEIR VERSION OF THEIR FUTURE LAND USE DOCUMENT. IN ADDITION TO THAT, WE WANT TO MAKE SURE THAT THE CITY IS ALSO COMPETITIVE WHEN IT COMES TO GRANT FUNDING. A LOT OF GRANT FUNDING OPPORTUNITIES THAT THE CITY PURSUES WITH THE MPO FOR TRANSPORTATION FOR DIFFERENT FEDERAL FUNDING PROGRAMS. HAVING THESE POLICIES ALREADY IN PLACE, THIS IS OUR OPPORTUNITY TO DEMONSTRATE TO THESE AGENCIES THAT TAMARAC IS WELL POSITIONED TO RECEIVE THAT FUNDING. NOT ONLY THAT, HAVING AN UPDATED, COMPREHENSIVE PLAN ALSO ESTABLISHES THE LONG TERM GROWTH AND DEVELOPMENT OF THE CITY AND PROVIDES GUIDANCE ON WHERE TO DIRECT THAT DEVELOPMENT. THE REDEVELOPMENT AND ALSO HOW TO PRESERVE THE INVESTMENT IN OUR PUBLIC INFRASTRUCTURE. SO WHAT'S DIFFERENT ABOUT THIS PARTICULAR PLAN? UPDATE THE 2040 COMPREHENSIVE PLAN IS UNDERSCORED BY THE GOALS OUTLINED IN THE CITY'S STRATEGIC PLAN, WHICH IS SOMETHING THAT WAS NOT DONE IN THE 2008 VERSION, AND WAS NOT DONE WHEN WE UPDATED THE FUTURE LAND USE ELEMENT IN 2019. AND SO AGAIN, THIS PLANNING HORIZON, WE'RE GOING TO ADDRESS THOSE ISSUES THROUGH GOALS AND POLICIES, LOOKING FORWARD OVER THE NEXT 15 OR 20 YEARS. AND SO WITH THAT, I WILL SAY THIS DOCUMENT WAS DRAFTED TO BE MORE THAN JUST A POLICY DOCUMENT. IT WAS DRAFTED TO BE A COLLABORATIVE VISION FOR THE COMMUNITY. AND THAT BRINGS ME TO WHAT WE LEARN. SO AS YOU LEARNED FROM THE CORE TEAM, WE WANTED TO MAKE SURE THIS PARTICULAR DOCUMENT WAS SUPPORTED BY THE COMMUNITY. AND SO WE HAD A ROBUST PUBLIC ENGAGEMENT ELEMENT. AS SOME OF YOU MAY HAVE ATTENDED THE WORKSHOPS, WE DID A FUN FINANCE ACTIVITY WHERE WE GAVE EACH MEMBER WHO ATTENDED $100 AND WE ASKED THEM, WHERE WOULD YOU WANT TO INVEST IF YOU WERE TO PLACE THIS MONEY INTO SPECIFIC CATEGORIES OF THE CITY? AND SO WHAT WE LEARNED IS THAT THE MAJORITY OF OUR RESIDENTS WOULD LIKE TO SEE AN IMPROVEMENT IN ECONOMIC DEVELOPMENT. THEY WANT TO SEE THE REVITALIZATION OF OUR PLAZAS. THEY WANT MORE PLACES TO DINE, MORE PLACES TO SHOP, AND THEY DON'T NECESSARILY WANT TO HAVE TO GET IN THEIR CAR TO DO THAT AS WELL. AND SO HAVING A WALKABLE, CONNECTED NEIGHBORHOOD WITH SMART TECHNOLOGY THAT IS CLEAN, THAT IS SAFE, THOSE ARE A NUMBER OF RECURRING THEMES THAT YOU'RE GOING TO SEE THROUGHOUT THIS PRESENTATION, AND HOW WE PLAN TO HOPEFULLY FACILITATE THOSE GOALS AND POLICIES THROUGH OUR COMPREHENSIVE PLAN. WE ALSO CONDUCTED AN ONLINE SURVEY, AND THAT'S WHY YOU SEE THE VIERA VOICE. A STICKER THERE ON THE SLIDE AND ONLINE. WE ALSO HAD AN OPPORTUNITY TO LEARN FROM OUR RESIDENTS. WHAT DO THEY VALUE THE MOST? THEY VALUE THEIR HOMES. THEY VALUE HAVING PARKS AND OPEN SPACES, HAVING TRAILS, HAVING BIKE PATHS AND OTHER RECREATIONAL OPPORTUNITIES AND SO THIS WAS A GREAT LEARNING EXERCISE FOR STAFF AND ALSO AN OPPORTUNITY FOR THE CITY TO REALLY UNDERSTAND HOW WE WANT TO ENGAGE THIS PROCESS MOVING FORWARD. SO THE RESIDENTS DESIRE WALKABLE AND CONNECTED NEIGHBORHOODS. [01:05:02] WE UNDERSTAND THAT. AND WE KNOW THAT HAVING IMPROVED MOBILITY OPTIONS WITH THE ANTICIPATED TRAFFIC CONGESTION, WHICH IS JUST IMMINENT, WHENEVER YOU HAVE A CITY THAT IS UNDERGOING GROWTH, WE HAVE AN OPPORTUNITY TO GET AHEAD OF THAT. WE HAVE AN OPPORTUNITY TO PLAN FOR THAT AND WE CAN ADDRESS THAT IN REAL TIME BY UNDERSTANDING WHERE IS THE GROWTH GOING TO OCCUR. AND MAKING SURE THAT THERE ARE APPROPRIATE AMENITIES IN PLACE TO BE ABLE TO FACILITATE THAT THE BEST THAT WE CAN, WE UNDERSTAND. [INAUDIBLE]. WE CONTINUE TO MOVE FORWARD AND FINE TUNE THE POLICIES IN THE COMPREHENSIVE PLAN. SO HOW DO WE ACHIEVE THIS COLLABORATIVE VISION? WELL, THE CITY IS GOING TO UTILIZE SMART GROWTH STRATEGIES. WE'RE GOING TO DIRECT GROWTH NEAR CONVENIENT TRANSIT HUBS AND EXISTING MAJOR TRANSPORTATION NETWORKS. AS YOU HEARD FROM THE CORRADINO TEAM AND ALSO FROM THE DEPARTMENT DIRECTOR. SO UNIVERSITY DRIVE, COMMERCIAL BOULEVARD, WHERE THERE'S ANTICIPATED EXPANSION IN THE FUTURE OF THE BUS RAPID TRANSIT SYSTEM. THOSE ARE ALL MAJOR TRANSPORTATION IMPROVEMENTS THAT WILL HELP FACILITATE THE DISTRIBUTION OF THE CONGESTION THAT IS ANTICIPATED WITH THIS GROWTH, PROMOTING MULTIMODAL TRANSPORTATION OPTIONS. SO AGAIN, IN THE FUTURE, I KNOW THAT WE WILL LOOK AT OUR PERSONALLY PROVIDED TRANSPORTATION SYSTEMS, THE SHUTTLES THAT ARE PROVIDED BY THE CITY. HOW DO WE ADDRESS THAT? HOW DO WE EXPAND THOSE NETWORKS SO THAT WE CAN MAKE SURE THAT WE ARE ALSO PROVIDING A SERVICE TO OUR RESIDENTS THAT WILL HELP THEM TO TAKE THEIR. MAYBE THEY DON'T HAVE TO DRIVE TO THE LOCAL GROCERY STORE. THEY CAN TAKE THE SHUTTLE TO THE LOCAL GROCERY STORE, WHICH I KNOW THAT SOME OF THEM ARE DOING NOW. WE'RE GOING TO PRIORITIZE THE PLACEMENT OF ATTAINABLE AFFORDABLE HOUSING NEAR THESE PUBLIC TRANSIT AMENITIES AS WELL, BECAUSE WE UNDERSTAND THAT IN ORDER TO FACILITATE AFFORDABLE HOUSING, WE'RE GOING TO HAVE TO ALLOW FOR SOME DENSITY. DENSITY IS ENTICING TO ALLOW DEVELOPERS TO OBTAIN THOSE UNITS, AND THOSE ADDITIONAL UNITS ARE WHAT WE CAN USE TO INCENTIVIZE THE DEVELOPER TO PROVIDE THOSE AFFORDABLE HOUSING UNITS. WE ARE INTENTIONALLY WITH THESE POLICIES LOOKING TO PRESERVE THE CHARACTER AND THE STABILITY OF EXISTING SINGLE FAMILY HOME NEIGHBORHOODS AND ALSO THE ESTATE COMMUNITIES STRATEGICALLY FOCUSING ON THE CREATION OF VIBRANT JOB CENTERS AND SUPPORTING A BROADER MIX OF USE OF HOUSING TYPES CONTINUE TO PROMOTE THE VITALITY OF TAMARAC COMMERCIAL CORRIDORS AND ALSO ENHANCE THE WALKABILITY AND CONNECTIVITY WHILE SAFEGUARDING THESE KEY RESIDENTIAL AREAS FROM INCOMPATIBLE INTENSIFICATION. AND WE HOPE TO DO THAT WITH THESE POLICIES THAT ARE BEING ADOPTED IN THE ECONOMIC DEVELOPMENT ELEMENT. SO IMPROVING HOUSING AFFORDABILITY THROUGH POLICY. THIS IS ALSO CONTAINED WITHIN THE HOUSING ELEMENT OF THE COMPREHENSIVE PLAN AND THIS IS SOMETHING THAT WE KNOW IS A HOT TOPIC IN SOUTH FLORIDA AND REALLY MOST OF THE SOUTHERN PART OF THE STATE AND SO WHAT THESE POLICIES AIM TO DO IS DIVERSIFY THE HOUSING SUPPLY BY [01:15:08] UTILIZING THE APPROPRIATE LAND DEVELOPMENT MECHANISMS THAT I JUST PREVIOUSLY DISCUSSED, ALLOWING SOME DENSITY ALONG THOSE CORRIDORS, INCENTIVIZING DEVELOPERS TO BUILD AFFORDABLE HOUSING BY ALLOWING THAT ADDITIONAL DENSITY WHERE APPROPRIATE. CONTINUE TO PURSUE THE FEDERAL FUNDING FOR FIRST TIME HOME BUYERS, REHABILITATION AND EMERGENCY HOUSING ASSISTANCE PROGRAMS, AND NOT ONLY THAT, EDUCATE RESIDENTS ON LOCAL FUNDING AND OTHER PROGRAMS THAT ARE AVAILABLE TO ASSIST THEM WITH HOME OWNERSHIP, LIKE HOMETOWN HEROES. WE WANT TO CONTINUE TO WORK COLLABORATIVELY WITH BROWARD COUNTY SO THAT WE CAN IMPLEMENT AFFORDABLE HOUSING PROGRAMS IN THE CITY AS WELL, AND ENCOURAGE THE USE OF ENERGY EFFICIENT MATERIALS IN HOUSING, BECAUSE THAT WILL LEAD INTO REDUCING THE OVERALL COST TO MAINTAIN THE HOME, AND THEN CONTINUE TO PROVIDE SUPPORT THROUGH LOCAL AND FEDERALLY FUNDED PROGRAMS TO ASSIST OUR SENIOR HOMEOWNERS AGE IN PLACE. SO AGAIN, ONE OF THE CITY'S PROGRAMS THAT ALLOWS FOR RETROFITTING OF THEIR EXISTING RESIDENCE IS ALSO MEANT TO HELP SENIORS AGE IN PLACE SHOULD THEY NEED ADDITIONAL FEATURES INSTALLED IN THEIR HOME, LIKE A RAMP MAYBE LOWERING THEIR SINK. SO THINGS LIKE THAT ARE ALL GOING TO CONTRIBUTE TO HELPING SENIORS BEING ABLE TO AGE IN PLACE IN THEIR HOME. ANOTHER PART AND ANOTHER BIG ELEMENT IS GOING TO BE THE CONSERVATION ELEMENT. SO AGAIN, THE CORRADINO TEAM TOUCHED ON THIS EARLIER. WE REALLY WANT TO MAKE SURE THAT WE ARE BUILDING A GREEN AND SUSTAINABLE TAMARAC AS WE CONTINUE TO EXPERIENCE THE POPULATION INFLUX AND AS WE CONTINUE TO GROW AND WE NEED TO BUILD, YOU KNOW, MORE BUILDINGS AND MORE INFRASTRUCTURE. SO THAT LEADS INTO OUR STORMWATER MANAGEMENT ENERGY EFFICIENT BUILDING STANDARDS, THE SMART CONSERVATION TECHNOLOGIES, HAVING THOSE SENSORS THAT TURN OFF AT A CERTAIN TIME TO CONSERVE WATER ALTERNATIVE AND MULTI-MODAL TRANSPORTATION. SO AGAIN, TRYING TO TAKE AS MANY VEHICLE TRIPS AS WE CAN OFF THE ROAD THROUGH OTHER MEASURES URBAN HEAT ISLAND MITIGATION. THIS IS REALLY BIG IN FLORIDA. AS WE ALL KNOW, IT GETS VERY HOT HERE. AND SO BY PLANTING NATIVE SHADE TREES, IT INCREASES REFLECTIVE SURFACES. I'M SORRY. EXCUSE ME? SURFACES AND ENCOURAGE ROOFTOP GARDENS. ALL OF THESE THINGS HELP TO COOL OFF. THE ASPHALT AND ALSO THE CONCRETE THAT IS USED FOR SOME OF THE SOME OF THE LARGER BUILDINGS ENCOURAGE THE USE OF SOLAR, WHICH WE'VE ALREADY HAVE DONE A COUPLE YEARS AGO. THE CITY ACTUALLY RECEIVED THE GOLD SOLSMART DESIGNATION. WE DO PRIORITIZE SOLAR PERMITTING IN THE BUILDING DEPARTMENT, AND WE CONTINUE TO ENCOURAGE RESILIENT LAND USE AND ZONING ABOUT ATTRACTING THOSE JOBS AND THOSE INDUSTRIES. AGAIN, GREEN JOB DEVELOPMENT AND WORKFORCE TRAINING. WE KNOW AS NEWER TECHNOLOGIES COME ONLINE THERE IS GOING TO BE A NEED FOR PEOPLE TO WORK IN THOSE INDUSTRIES, AND WE HOPE TO ATTRACT SOME OF THOSE JOBS TO THE CITY OF TAMARAC. WE KNOW THAT WE ALSO LIVE IN A HURRICANE PRONE AREA. AND SO WE HAVE TO BE RESILIENT BOTH TO NOT JUST WEATHER, BUT BOTH ECONOMICALLY AS WELL AND SO WE WANT TO ENSURE THAT WE HAD POLICIES IN THE COMPREHENSIVE PLAN TO ADDRESS THAT AS WELL AND THEN THE CIRCULAR AND ZERO WASTE INITIATIVES. WE UNDERSTAND THAT BROWARD COUNTY IS ALREADY UNDERTAKING THIS. THERE IS A DESIRE TO REDUCE WASTE IF POSSIBLE. OUR CARBON FOOTPRINT TO ZERO. SO AGAIN, BEING ABLE TO RECYCLE, REUSE, READAPT. THOSE ARE ALL TERMS THAT ARE CONTAINED WITHIN THE COMPREHENSIVE PLAN. SO AS THE CORRADINO TEAM ALLUDED TO, THERE ARE TEN ELEMENTS THAT ARE REQUIRED TO BE CONTAINED WITHIN THE PLAN. AND THE CITY TOOK IT A STEP FURTHER WITH OUR IMPLEMENTATION AND ADMINISTRATION ELEMENT AND THEN THE URBAN DESIGN ELEMENT. SO I'M GOING TO TALK A LITTLE BIT ABOUT BOTH OF THOSE. SPECIFICALLY, THE IMPLEMENTATION AND ADMINISTRATION ELEMENT WAS IS BEING ADOPTED INTO THE CITY'S COMPREHENSIVE PLAN BECAUSE IT ESTABLISHES CLEAR RESPONSIBILITIES FOR CERTAIN DEPARTMENTS, ROLES AND BOARDS. [01:20:06] AND WHAT THIS DOES, ESSENTIALLY, IT KEEPS US ACCOUNTABLE WITH THE PLAN. SO WE HAVE ESTABLISHED GOALS, WE HAVE SET ESTABLISHED TIMELINES FOR SOME OF THOSE GOALS. AND SO ESSENTIALLY WHAT THIS ELEMENT DOES IS IT HELPS US TO REMAIN ACCOUNTABLE TO THOSE GOALS, TO MONITOR OUR PROGRESS TOWARDS THOSE GOALS, AND THEN TO ALSO EVALUATE IF MAYBE IF SOME OF THE GOALS MAY NEED TO BE AMENDED FROM TIME TO TIME DUE TO LEGISLATIVE CHANGES, OR MAYBE JUST THE NATURAL EVOLUTION OF THE CITY. THE URBAN DESIGN ELEMENT IS MEANT TO STRENGTHEN THE OVERALL EFFECTIVENESS BY SHAPING THE PHYSICAL FORM AND CHARACTER AND ESTHETIC DEVELOPMENT OF THE CITY. SO THIS IS ACTUALLY A NEW ELEMENT, BUT WE'VE ALREADY ADOPTED DESIGN STANDARDS IN THE CITY'S LAND DEVELOPMENT CODE BACK IN 2018. SO WHEN THE CITY ADOPTED ITS LAND DEVELOPMENT CODE BACK IN 2018, WE SPECIFIED THAT CERTAIN FEATURES FROM AN ARCHITECTURAL STANDPOINT HAD TO BE INCLUDED ON THE BUILDING. AND SO THAT'S PREVENTING US FROM HAVING THOSE MID-RISE HIGH RISE BUILDINGS THAT JUST HAVE A BLANK FACADE. WE WANT TO MAKE SURE THAT THERE IS SOME CHARACTER THERE, THAT THERE ARE RECESSES IN THE WALL, THAT THERE ARE ELEVATION CHANGES IN THE HEIGHT THAT THERE ARE ORNAMENTS ORNAMENTAL FEATURES ON THE BUILDING. AND SO THOSE ARE CERTAIN THINGS THAT WE WANTED TO INCORPORATE INTO THE CODE TO MAKE SURE THAT THE DEVELOPMENTS THAT ARE COMING INTO THE CITY AND THE DEVELOPERS THAT ARE PROPOSING THESE PROJECTS, THEY UNDERSTAND THAT THERE IS A STANDARD OF QUALITY TO MEET IN THE CITY, AND THERE IS A CERTAIN ESTHETIC THAT THE CITY WANTS TO PURSUE AS IT MOVES FORWARD AND WITH THAT, I'M GOING TO GO OVER OUR NEXT STEPS FOR ADOPTING THE COMPREHENSIVE PLAN. SO AS THE CORE TEAM SHARED UPON YOUR RECOMMENDATION, THIS PLAN WILL MOVE FORWARD TO THE CITY COMMISSION MEETING ON MAY 14TH, 2025. THAT WILL UPON AUTHORIZATION BY THE COMMISSION, ALLOW STAFF TO TRANSMIT THE PLAN TO THE DEPARTMENT OF COMMERCE, BROWARD COUNTY, THE REGIONAL PLANNING COUNCIL. THERE ARE A NUMBER OF AGENCIES THAT WE HAVE TO FORWARD THIS PLAN TO, INCLUDING OTHER SURROUNDING MUNICIPALITIES AND THEY HAVE 30 DAYS TO GIVE US COMMENTS. SO ONCE WE RECEIVE THOSE COMMENTS, WE HAVE TO REVIEW THOSE COMMENTS. AND NOT ONLY THAT, WE HAVE TO MAKE SURE THAT THEY ARE SATISFIED. SO THIS IS A PROCESS THAT IS STILL VERY MUCH IN THE MAKING AND THE CITY WILL LOOK TO ADOPT THE PLAN ONCE THE COMMENTS HAVE BEEN REVIEWED AND HAVE BEEN SATISFIED AT A SECOND MEETING WHICH WILL BE HELD BY THE CITY COMMISSION HOPEFULLY SOMETIME IN JULY AND LOOKING TO IMPLEMENT THESE POLICIES IN AUGUST. SO IN CONCLUSION UPDATING THE CITY'S COMPREHENSIVE PLAN IS CONSISTENT WITH ALL OF THE GOALS OUTLINED IN THE CITY STRATEGIC PLAN. AS THE CITY WILL HAVE AN OPPORTUNITY TO PREPARE FOR IMMINENT POPULATION GROWTH IN THE ASSOCIATED DEVELOPMENT.
