AND THEN AND THEN WE HAVE ITEM 4 B THAT'S THE THE FIRST AMENDMENT TO THE CONTRACT FOR SALE AND PURCHASE OF PROPERTY.

[4.b TR14251 - A Resolution of the City Commission of the City of Tamarac, Florida, approving the First Amendment to the Contract for Sale and Purchase of Real Property between Matt Rosenbaum, Co-Trustee of the Tamarac Land Trust dated July 10, 2013, and EU International, LLC, to permanently remove folio number 4941-08-27-0040 from the contract and replace it with property bearing folio number 4941-08-27-0060 for a reduced purchase price of five million nine hundred sixty-six thousand seven hundred fourteen dollars and seventy cents ($5,966,714.70); authorizing the City Manager and City Attorney to take all necessary action to effectuate the disposition; providing for conflicts; providing for severability; and providing for an effective date.]

AND WE HAVE OUR AMPHITHEATER ON THE NORTHWEST CORNER OF THAT LARGE PIECE OF PROPERTY.

SO THIS PROPOSAL IS ESSENTIALLY SWAPPING THE THE CORNER PIECE WITH THE WITH THE PROPERTY THAT'S JUST OUTSIDE OF THE SPLASH PAD ON THE, ON THE WEST SIDE OF THAT.

AND SO THE ESSENCE OR THE PURPOSE OF THIS IS TO PROVIDE A MORE UNIFIED, PROPERTY FOR DEVELOPMENT PURPOSES AND THEN PROVIDE MORE GREEN SPACE ON THE ON THE ADJACENT

LOT TO THE EXISTING RESIDENTIAL PROPERTY. SO THIS IS A SITE PLAN.

SO THIS WAS THE ORIGINAL TAMARAC VILLAGE PLAN.

SO IT TAKES IT FROM HERE TO ALL THIS GREEN SPACE RIGHT NEXT TO THE EXISTING TAMARAC VILLAGE DEVELOPMENT, WHICH IS AN INCREDIBLE IMPROVEMENT, ACTUALLY, TO TO THE QUALITY OF LIFE FOR FOR THE EXISTING RESIDENTIAL AREAS AND FOR THE ENTIRE TAMARAC VILLAGE PROPERTY.

SO THIS IS A THESE ARE A COUPLE RENDERINGS OF WHAT THE NEW PLACE WOULD LOOK LIKE.

AND I THINK IT WOULD BRING A LITTLE BIT MORE COHESIVELY TO THAT GREEN SPACE WITH THE SPLASH PAD AND THE AMPHITHEATER AND OPEN SPACE. AND I THINK IT PROVIDES A LOT MORE GREEN SPACE.

I BELIEVE RIGHT WHEN THEY RECEIVED THE PERMIT WITH A PROJECT, THEY HAVE TO FINISH THE AMPHITHEATER IN THE PARK, THAT'S ONE OF THE CONDITIONS. AND IN TERMS OF THE PRICE THERE WAS A SLIGHT REDUCTION IN THE PRICE BASED ON THE ACREAGE REDUCTION BETWEEN THE SITE. AND I BELIEVE IT'S AROUND $76,000 I'M GOING OFF THE TOP OF MY HEAD.

SO THAT'S SOMETHING THAT THE BUSINESS TERM WILL WE WILL DISCUSS MORE AT THE THE COMMISSION MEETING.

THAT'S CORRECT. THE THE RELOCATION IS COMPLETELY FUNDED BY THE BY THE DEVELOPER OR DEVELOPER.

AND I THINK IT ALSO PROVIDES SOME, SOME CONSOLIDATION OF THE RESTROOMS FROM WHERE THEY ARE TO THE TO THE BACK OF THE AMPHITHEATER, WHICH OPENS UP A WHOLE LOT MORE SPACE, GREEN SPACE FOR THE AREA.

[5.a TO2585 - An Ordinance of the City Commission of the City of Tamarac, Florida, adopting the First (1st) Budget Amendment to the City of Tamarac operating budget, revenues and expenditures, the capital budget, and the financial policies for the Fiscal Year 2025, by increasing the total revenues and expenditures by a total of $2,895,924 as detailed in Attachment “A” attached hereto and summarized in Attachment “B” attached hereto and incorporated herein; providing that the 1st Amendment is being adopted in the same manner as the original budget and serves as the new adopted budget: providing for conflicts; providing for severability; and providing for an effective date.]

THAT'S THE FIRST AMENDMENT OF THE FISCAL YEAR 2025.

PRISCILLA, CAN YOU GIVE US JUST THE HIGHLIGHTS IN TERMS OF WHAT'S YOU KNOW WHAT'S IN THAT? OKAY. SO THE FIRST AMENDMENT TO THE FY 25 BUDGET IS FOR APPROXIMATELY $2.8

MILLION OR $2.9. IT'S INCREASING THE BUDGET FROM $237,000 OR $4,300 TO MILLIONS. SORRY. THE AMENDMENT WILL BE PRESENTED FOR THE FIRST READING ON APRIL 9TH AND THE SECOND READING AND ADOPTION ON APRIL 23RD 2025. IT'S BASICALLY THE ITEMS THAT ARE BEING APPROVED IS PROJECT DOCS E PLAN RESOLUTION. IT'S A SOFTWARE UPGRADE FOR $200,318.37. GENERAL FUND INCREASE OF $151,119.

ALSO THERE IS ADVANCED METERING INFRASTRUCTURE SYSTEM, IT'S A CITYWIDE PROGRAM FOR $9.2 MILLION AND IT WILL BE TO THE UTILITIES FUND. THERE ARE A FEW RECOMMENDED ADJUSTMENTS TO THE GENERAL FUND, A TRANSFER OF $486,187 FOR ENCUMBRANCES THAT ROLL FROM THE PRIOR YEAR.

SO THERE'S A REVENUE AND EXPENSE ADJUSTMENT RELATED TO THE CONTRIBUTIONS FROM THE WOODLAND DEVELOPMENT AND WASTE MANAGEMENT CONTRACTS.

THERE'S ALSO NEW POSITIONS AND INITIATIVES THAT WOULD INCREASE BY $170,848 FOR TWO NEW COMMISSION AIDES POSITION AND $30,000 FOR COMMISSIONER BOLTON'S FIT ZONE PROPOSAL.

RIGHT. OKAY. OKAY. AND THERE'S ANOTHER FUND ADJUSTMENT, AN INCREASE TO APPROPRIATIONS FOR THE LAW ENFORCEMENT TRUST. THERE'S ALSO STORMWATER MANAGEMENT FUNDS AND COLONY WEST FUNDS THAT HAS A CARRYFORWARD ENCUMBRANCE, THAT'S A PART OF THE OVERALL ADJUSTMENT. AND THERE ARE FOR NEW FULL TIME EVENT SPECIALISTS IN PARKS AND RECS, BUT THAT HAS NO FISCAL IMPACT FOR FY 25.

AND THERE'S SOME RECLASSIFICATION OF POSITIONS TO HUMAN RESOURCES AND IT, IT ALSO HAS NO FINANCIAL IMPACT.

[7.a TR14248 - A Resolution of the City Commission of the City of Tamarac, Florida approving the local housing assistance plan (LHAP) as required by the State Housing Initiatives Partnership Program Act, Subsections 420.907-420.9079, Florida Statutes; and rule Chapter 67-37, Florida Administrative Code; authorizing and directing the Mayor to execute any necessary documents and certifications needed by the state; authorizing the submission of the Local Housing Assistance Plan for review and approval by the Florida Housing Finance Corporation (FHFC); authorizing the appropriate City Officials to accept the State of Florida’s State Housing Initiatives Partnership (ship) program budget by accepting the Fiscal Year 2025, 2026, and 2027 allocations of the program funds to be utilized according to the city’s Local Housing Assistance Plan and housing delivery goals chart; that the appropriate City Officials are hereby authorized to appropriate said funds including any and all subsequent budgetary transfers to be in accordance with proper accounting standards; providing for conflict; providing for severability; and providing an effective date.]

THE PURPOSE OF THE OF THIS ITEM IS TO OUTLINE THE STRATEGY AND BUDGET FOR UTILIZING SHIP FUNDS TO SUPPORT AFFORDABLE HOUSING INITIATIVE TARGETING VERY LOW, LOW AND MODERATE INCOME MARKET CONDITIONS. THE PRIOR [INAUDIBLE], ADOPTED IN 2022 AND AMENDED IN 2023, IS SET TO EXPIRE IN JUNE 2025. IT'S A THREE YEAR PROGRAM.

THE NEW PLAN CONTINUES SIMILAR STRATEGIES WITH UPDATES BASED ON CURRENT MARKET CONDITIONS.

THE PROPOSED HOUSING STRATEGIES IS PURCHASE ASSISTANCE WITH OR WITHOUT REHABILITATION, OWNER OCCUPIED REHABILITATION, EMERGENCY REPAIR, DISASTER REPAIR, MITIGATION TRIGGERED BY GUBERNATORIAL DECLARATION AND RENTAL ASSISTANCE AND RAPID REHOUSING.

THE NOTABLE CHANGES FROM LAST TIME, INCREASE IN MAXIMUM PURCHASE PRICE FROM $382,000 TO $450,000, TO REFLECT THE MARKET REALITIES. ASSET CAP ADJUSTMENT.

PREVIOUSLY, IT WAS A FLAT $25,000 AND NOW A TIERED RANGE FROM $25 TO $100,000, WITH ONE THIRD OF THE AMOUNT TO BE CONTRIBUTED BY THE APPLICANT.

SO ANYTHING ABOVE $25,000 ONE THIRD WILL BE CONTRIBUTED BY THE APPLICANT AND THE REST BY THE PROGRAM.

APPLICANTS WITH ASSETS OVER $100,000 REMAIN INELIGIBLE.

THESE CHANGES REFLECT RISING HOME PRICES, CONSTRUCTION COSTS AND AFFORDABILITY NEEDS.

I BELIEVE. NO, NO, THIS IS FOR THE MUNICIPAL DEVELOPMENT MUNICIPAL COMPLEX DEVELOPMENT.

SO THAT'S THE THE COLLIER THAT WILL BE BRINGING THEIR PLAN.

AND THEN AND THEN WE'LL TALK ABOUT THE TAMARAC PARK RENOVATION AND DESIGN DISCUSSION BASED ON THE THE FEEDBACK FROM THE COMMISSION THE LAST TIME.

SO WE'RE BRINGING THIS ITEM BACK FOR DISCUSSION. THIS IS TAMARAC PARK IMPROVEMENTS, WHICH WAS DISCUSSED AT THE LAST COMMISSION MEETING.

SO A LITTLE BIT OF BACKGROUND ON THE PROJECT. WE HAVE SOME GRANT FUNDING.

THAT'S PART OF IT. THERE WAS SOME THERE WAS DIRECTION FROM THE COMMISSION AT LAST YEAR'S STRATEGIC PLANNING TO LOOK AT A TRACK.

AND BASED OFF THE DISCUSSION FROM THE LAST MEETING THERE WAS ONE OPTION THAT THE COMMISSION SHOWED INTEREST IN.

WITH A SMALLER TRACK, BUT ALSO A DESIRE FOR A LARGER TRACK, WHICH WAS THE 400 METER TRACK.

SO WE NOW HAVE THOSE THOSE TWO OPTIONS FOR DISCUSSION.

AND THE 200 METER TRACK AND LIGHTING, ALL OF THE SAFETY FEATURES IS $3.1 MILLION.

THE 400 METER TRACK IS A COST OF $5 MILLION. AND THE SURVEY WE WENT OVER AT THE LAST MEETING.

SO THIS WAS 130 PARTICIPANTS THAT UTILIZED THE PARK TO SEE WHAT THEIR INTERESTS WERE IN FIELD USAGE.

AND THE UPDATED DESIGNS WE HAVE THIS IS THE CURRENT CONDITIONS OF TAMARAC PARK.

THIS ITEM WAS THIS DESIGN WAS PRESENTED AT THE LAST COMMISSION MEETING, WHICH INCLUDES A WALKING PATH, A 200 METER TRACK, MULTI-PURPOSE FIELDS, UPGRADED LIGHTING, UPGRADED FENCING AND A BLUE LIGHT SECURITY SYSTEM AND THE OPTION THAT WAS ADDED THIS IS FOR THE 400 METER TRACK. SO THIS INCLUDES ALL OF THE SAFETY FEATURES, THE FENCING UPGRADED LIGHTING AND AS WELL AS THE, THE TRACK AND THE BLUE LIGHT SECURITY SYSTEM.

SO WE LOOKED AT SORT OF AN EXPANSION OF THE PROPERTY LINE, HAVING ALL THE BLEACHERS ON ONE SIDE TO BE ABLE TO FIT THIS WITHIN, WITHIN THE PARK. THERE'S SOME USE FOR MULTI-PURPOSE FIELD THAT'S IN THE MIDDLE OF THE TRACK.

SO THIS PROJECT COST IS $5 MILLION. AGAIN, INCLUDES ALL THE SAFETY FEATURES AS WELL AS THE 400 METER TRACK.

AND THESE TWO OPTIONS WILL BE BROUGHT FOR THE COMMISSION'S DISCUSSION ON WEDNESDAY.

SO, RUDY ON THAT. SO THERE'S STILL A BASEBALL DIAMOND INSIDE THE TRACK.

THERE'S NO BASEBALL DIAMOND, ONLY A MULTI-PURPOSE FIELD THAT'S IN THE MIDDLE.

IT COULD BE USED FOR FOOTBALL OR FOR SOCCER. FOR SOCCER.

AND WHAT'S THE PROXIMITY TO THE EXISTING FACILITIES? THE CELL FACILITIES AND THE BUILDING ON THE EAST SIDE OF THE TRACK? FROM THE BUILDING TO THE TRACK? I MEAN, IT SEEMS PRETTY CLOSE TO THE FACILITIES THAT WE HAVE THERE.

YOU KNOW, WITH THE CELL TOWERS. OKAY. SO IT'S RIGHT ON THE.

YEAH. RIGHT THERE.

SO IT DOESN'T EXCEED THAT FENCE LINE, BUT IT IS CLOSE TO THE CENTER ITSELF, BUT IT FALLS WITHIN THE CURRENT PARK OUTLINE THAT'S THERE.

THE SEATING IS A SIGNIFICANT REDUCTION IN NORMAL OR TYPICAL 400 METER TRACK, USUALLY THEY'LL PROVIDE 3,000 SEATS HERE, OR JUST ABOUT 1,500 SEATS, BECAUSE WE COULDN'T FIT ANY MORE IN THERE.

SO THERE'S SOME LIMITATIONS TO THIS SITE. OBVIOUSLY, THE PARKING LOT IS ALSO A LIMITATION HERE.

THE PROGRAM MUST BE ADOPTED BY AN ORDINANCE, AND THE GOAL IS BASICALLY TO IMPROVE TRAFFIC SAFETY.

SO THE INITIAL DISCUSSION CAME IN JUNE OF 28, 2023, AND THE COMMISSION GAVE CONSENSUS TO IDENTIFY A COMPANY TO CONDUCT A FREE TRAFFIC STUDY. THE VENDOR THAT WAS SELECTED WAS REDS PEED AND THE ITEM WAS PRESENTED IN OCTOBER OF 23.

THE STUDY SHOWED OVER 100 VIOLATIONS FOR FOUR LOCATIONS IN SEPTEMBER OF 23, AND THE CONSENSUS HERE WAS TO GO BACK AND GATHER AN ACCIDENT REPORT, AS WELL AS TO GET COMMUNITY FEEDBACK.

SINCE THEN, THE DATA COLLECTION EFFORTS FROM STAFF INCLUDED A FOLLOW UP TRAFFIC STUDY BSO ACCIDENT REPORT WAS REQUESTED, AND WE ALSO CONDUCTED A COMMUNITY SURVEY. AND ALL FOOTAGE MUST BE DELETED WITHIN 90 DAYS.

AND THE SYSTEM REQUIRES AN INDEPENDENT PERFORMANCE VERIFICATION TO TEST FOR ACCURACY.

AND FINALLY, VIOLATIONS MUST BE REVIEWED BY LAW ENFORCEMENT.

TO IMPLEMENT THIS PROGRAM, THERE ARE THREE KEY STEPS.

AS MENTIONED BEFORE, IT MUST BE PASSED BY LOCAL ORDINANCE, AND THERE HAS TO BE A PUBLIC HEARING TO JUSTIFY THE NEED.

AND YOU'LL SEE HERE RENAISSANCE LOCATED ON 82ND STREET HIGHLIGHTED IN BLUE MOST VIOLATIONS OCCURRED IN THE AFTERNOON.

TAMARAC ELEMENTARY ON EIGHTH AVENUE, AS WELL AS CHALLENGER WEST COMMERCIAL BOULEVARD.

FOR TAMARAC ELEMENTARY, ALTHOUGH IT'S A SMALL SCHOOL ZONE WHICH EXTENDS ABOUT 50FT EACH DIRECTION IT WAS INDICATED THAT SPEED VIOLATIONS MAY STILL MEET THE REQUIRED STATUTORY STANDARDS.

NOW WE MOVE TO CHALLENGER MILLENNIUM. THE STUDY INDICATES NO SIGNIFICANT SPEEDING ISSUES ON 94TH AVENUE, WHICH IS LIKELY DUE TO NORMAL SCHOOL TRAFFIC CONGESTION AND ROUTINE BSO PRESENCE.

FOR CHALLENGER AND WEST COMMERCIAL THE STUDY REPORTS NO VIOLATIONS, BUT THIS AREA POSES A HIGH RISK.

AND PROBABLY BECAUSE PARENTS AND CHILDREN AS WELL AS PEDESTRIANS USE WEST COMMERCIAL BOULEVARD TO CROSS. AS SUCH, DUE TO SPEED AND TRAFFIC VOLUMES, THIS LOCATION POSES A HEIGHTENED SAFETY RISK.
