ATTORNEY GENERAL JENNIFER LEVIN IS AVAILABLE BY TELEPHONE.
I HAVE PROVIDED THE CITY COMMISSION WITH A WRITTEN STATUS REPORT AND THAT STAFF'S REPORT.
I ADVISE THE CITY COMMISSION THAT THE LAWSUIT, WHICH CHALLENGED THE SHAKER VILLAGE CONDO ASSOCIATION AUTHORITY TO SELL THE CLUBHOUSE TO THE CITY, WAS RESOLVED FAVORABLY ON BEHALF OF THE ASSOCIATION.
THE ASSOCIATION NOT ONLY WON THE LAWSUIT, THEY ALSO CONDUCTED THE ELECTION WHERE THE UNIT OWNERS VOTED IN FAVOR OF SELLING THE PROPERTY TO THE CITY THAT ELECTION.
THE UNIT OWNERS VOTED OVERWHELMINGLY IN FAVOR OF SELLING THE PROPERTY TO THE CITY.
OBVIOUSLY, THE LAWSUIT, AS I INDICATED PREVIOUSLY, WAS THE BASIS FOR THE CITY TITLE INSURANCE COMPANY TO CANCEL OUR TITLE POLICY AS A RESULT OF THE RESOLUTION OF THE LAWSUIT.
THE CITY IS NOW ABLE TO OBTAIN A TITLE POLICY TO PROCEED WITH CLOSING.
OBVIOUSLY, WE HAD A LONG DUE DILIGENCE PERIOD.
LET ME ADVISE THE COMMISSION WHAT HAVE BEEN ACCOMPLISHED DURING THAT PERIOD.
FIRST OF ALL, WE HAD CONDUCTED AN ENVIRONMENTAL ASSESSMENT OF THE PROPERTY TO DETERMINE IF THERE WAS ANY ENVIRONMENTAL PROBLEMS. WE THE REPORT FROM THE ENVIRONMENTAL FIRM CONFIRMED THERE IS NO ENVIRONMENTAL PROBLEMS WITH THE PROPERTY.
ADDITIONALLY, WE COMMISSIONED APPROVE A JOINT USE AGREEMENT WITH SHAKER VILLAGE.
BASICALLY THE JOINT USE AGREEMENT PROVIDE THE CITY WITH FULL AUTHORITY OVER THE OBVIOUSLY THE COMMUNITY CENTER IF IT'S BUILT WITH A VERY LIMITED USE PROVIDED TO THE SHAKER VILLAGE UNIT OWNERS.
WE ALSO HAVE NEGOTIATED AN EASEMENT AGREEMENT WITH SHAKER VILLAGE ATTORNEY, WHICH WILL ALLOW THE PUBLIC TO OBVIOUSLY HAVE ACCESS TO THE COMMUNITY CENTER.
ADDITIONALLY, THE SHAKER VILLAGE ATTORNEY AND I ARE WORKING ON AN ESCROW AGREEMENT, WHICH THE COMMISSION MAY RECALL THE TOTAL SALE PRICE OF $1.9 MILLION.
AND ESCROW AGREEMENT WILL BE DRAFTED AND FINALIZED BETWEEN MYSELF AND THE SHAKER VILLAGE ATTORNEY, WHICH BASICALLY WILL SET ASIDE THAT AMOUNT FOR, OBVIOUSLY, DRAINAGE IMPROVEMENT FOR SHAKER VILLAGE.
THE CITY MANAGER GRANT COORDINATOR HAS BEEN ABLE TO OBTAIN OVER A MILLION.

DOLLARS FOR THE ACQUISITION OF SHAKER VILLAGE PROPERTY AND THAT'S A WIN-WIN FOR THE CITY.SO FROM MY STANDPOINT, YOU KNOW, TYPICALLY AFTER THE COMMISSION APPROVED A PURCHASE AGREEMENT.
THE MANAGER AND I TO CLOSE ON THE PROPERTY.
WE GENERALLY DO NOT COME BACK.

RIGHT. I'M SORRY. KNOWS BETTER THAN I CONSTRUCTION COSTS BECAUSE HE SEEMS TO KNOW ALL THAT STUFF.
BUT LAST I LOOKED, THEY'RE UP AT LEAST 14% FROM LAST YEAR.
MAINTAINING AND PROGRAMING IT.
WHAT IS THE FINANCIAL COST TO THE TAXPAYERS? THAT WAS A QUESTION THAT WAS ASKED THAT I'LL TALK ABOUT LATER.
THAT WAS ASKED AT THE WORKSHOP ON MONDAY.
WHAT IS THE FINANCIAL BURDEN TO THE TAXPAYERS? WHILE THE 2 MILLION FOR THE LAND MIGHT BE COVERED THROUGH A GRANT? THE 12 TO 15 MILLION OR MORE WILL NOT.
AGAIN AND AGAIN, YOU WERE GIVEN A WAY OUT OF THIS HORRIBLY WRITTEN AND UNFAIR CONTRACT TO SAVE US MONEY AND AT THE SAME TIME ASSIST THE RESIDENTS OF SHAKER VILLAGE.
ALLOWING THEM TO ACTUALLY KEEP THEIR LAND AND THE INCREASED VALUE IT ADDS TO EACH CONDO WHILE BEING ABLE TO PAY FOR THE CLEARING AND INFRASTRUCTURE NEEDS.
IT NEGATES THE POSSIBILITY OF LAWSUITS WHICH, IF THIS CITY DOES NOT BUILD A COMMUNITY CENTER, WOULD OPEN THE CITY UP TO THEM, THE CITY ATTORNEY JUST SAID IN HIS STATEMENT.
THIS WAS AGAINST, AGAIN, EVIDENT AT THE WORKSHOP MONDAY, WHEN THE MAYOR SUGGESTED A WAY TO FUNNEL $1 MILLION TO SHAKER VILLAGE SO THEY CAN GET A LOAN FOR THE REST NEEDED, BUT YOU REFUSE TO DISCUSS IT.
INSTEAD, YOU KEPT TALKING ABOUT HOW TO DISPERSE THE MONEY WITHOUT TAKING THAT INTO ACCOUNT AND BY THE WAY, THAT'S A WHOLE NOTHER ISSUE THE COMMISSIONERS SHOULD NOT CONTROL.
AGAIN, YOU HAVE A FIDUCIARY RESPONSIBILITY TO EVERY RESIDENT OF THIS CITY.
PRICES AND TAXES ARE TOO HIGH.
INSURANCE IS UNAFFORDABLE, BUT YOU'RE WILLING TO SACRIFICE 72,000 RESIDENTS FOR 400.

THE COMMISSION DETERMINED THAT WHILE THERE WAS NO NEED TO PLACE A COMMUNITY CENTER THERE, AS IT WAS CLOSE TO TCC, AND IT WAS APPROXIMATELY TWO MILES FURTHER EAST OF THE PROPOSED SHAKER VILLAGE SITE.
THE COMMUNITY RECEIVED APPROXIMATELY 980,000 $398,000 FROM INSURANCE, AND HAD A CONTRACT IN PLACE IN 2020 THAT WOULD HAVE BUILT THEM THEIR OWN PRIVATE CLUBHOUSE. THE COMMUNITY COULD HAVE SAVED A LOT OF MONEY IF IT HAD JUST TAKEN DOWN THE WALLS OF THE DILAPIDATED CLUBHOUSE, INSTEAD SPENDING APPROXIMATELY $700 A MONTH FOR THE LAST 88 MONTHS AND SAVED MONEY ON INSURING THE PREMISES THROUGH THE 13 FLOOR PROJECT WITH THE WOODLANDS, THERE WAS A WAY FOR SHAKER VILLAGE TO RECEIVE $1 MILLION, OR POSSIBLY $1.25 MILLION, TO REPAIR THEIR OWN PROPERTY, TAKE DOWN THE CURRENT CLUBHOUSE AND SHAKER VILLAGE WOULD GET TO KEEP ITS OWN CLUBHOUSE, ITS OWN PROPERTY.
UNFORTUNATELY, THIS DID NOT RECEIVE CONSENSUS ON MONDAY AND SAID EACH OF THE COMMISSIONERS WILL BE USING $331,500 TO ASSIST COMMUNITIES AS THEY DEEM NECESSARY. INSTEAD, WE ARE PURCHASING ONE PARCEL OF LAND FOR THE PURCHASE PRICE OF THREE PARCELS THAT WERE VALUED AT THE HIGHEST AND BEST USE.
THAT MEANS APPROXIMATELY 40 ADDITIONAL UNITS BUILT IN THE COMMUNITY.
THE CITY IS NOT USING THE PROPERTY FOR THE HIGHEST AND BEST USE.
THEN WHY ARE WE PAYING 1,940,000? IF THIS IS TO PROCEED, WHY ISN'T THE PRICE FOR THE APPRAISED VALUE OF ONE PARCEL? USE OF THE CITY'S RESOURCES TO OBTAIN A GRANT? DOESN'T CHANGE THE FACT THAT EXPENSES FOR THE CITY WILL COME IN THE FUTURE.
WE SHOULD HAVE LET THE COMMUNITY KEEP ITS PROPERTY.
OVER THE YEARS, THE COMMUNITY DID NOT WANT THE CITY'S INVOLVEMENT, BUT UNDER DURESS, WITH THE FINANCIAL PRESSURES TO FIX INFRASTRUCTURE OF THE PRIVATE ROAD AND WATER SYSTEM, INSURANCE PREMIUMS CLIMBING AND INFLATION.

SO THE REASON THAT WE SAY THAT WE DON'T KNOW WHAT THE FISCAL IMPACT OF THIS ON THE COMMUNITY IS, BECAUSE WE DO NOT EXACTLY KNOW WHAT THE NEXT WHAT THE FINAL PLANS ARE GOING TO BE.
WE HAVE A LONG WAY TO GO, INCLUDING WHAT MR. WEBSTER IS RECOMMENDING, A NUMBER OF CONVERSATIONS WITH OUR COMMUNITY, WITH OUR STAKEHOLDERS, WITH THE COMMISSION AND EVERYBODY ELSE.

I BELIEVE IT MAY HAVE BEEN I RECEIVED AN EMAIL THAT THERE WAS AN INCIDENT AT THE COMMUNITY CENTER, AND ONE OF OUR STAFF MEMBERS WAS IDENTIFIED AS HAVING PROVIDED A HEROIC ACT AND I WAS EXTREMELY GRATEFUL THAT WE HAD STAFF THAT WAS, YOU KNOW, I THINK IT WAS A LIFE SAVING ACT, ACTUALLY.AND IF I MAY, I JUST WANT TO READ INTO THE RECORD.
THE EMPLOYEE IS NOT HERE, AND I ASK THAT THEY NOT BE HERE, BUT I DID WANT TO JUST ACKNOWLEDGE THEM, BECAUSE I DO BELIEVE THAT EARLIER I DID MAKE COMMENTS ABOUT HOW AMAZING THE STAFF IS HERE IN THE CITY OF TAMARAC, AND I BELIEVE THAT IT'S IMPORTANT THAT AS A COMMUNITY, WE REALLY UNDERSTAND WHAT'S HAPPENING WHEN WE'RE NOT NECESSARILY ALWAYS PAYING ATTENTION AND SO IF I MAY, THE EMAIL READS, I WOULD LIKE TO HIGHLIGHT THE HEROIC EFFORTS OF ANTHONY KING, A PARKS AND RECS EMPLOYEE WHO PLAYED A PIVOTAL ROLE IN SAVING A LIFE DURING A STABBING INCIDENT AT TAMARAC COMMUNITY CENTER EARLIER TODAY, WHICH WAS LAST SATURDAY.
AT APPROXIMATELY 3:30, TWO INDIVIDUALS WERE INVOLVED IN A VIOLENT ALTERCATION THAT LED TO ONE PERSON BEING SERIOUSLY INJURED WITH A STAB WOUND TO THE TORSO IN THE MIDST OF THE CHAOS. ANTHONY ACTED QUICKLY BY RETRIEVING A STOP THE BLEED KIT FROM INSIDE THE BUILDING.
THANKS TO ANTHONY'S PROMPT RESPONSE AND CLEAR HEADED ACTIONS, THE VICTIM'S CONDITION WAS STABILIZED AND THERE IS NO DOUBT THAT WITHOUT HIS INTERVENTION, THE SITUATION COULD HAVE TURNED FAR MORE CRITICAL BEFORE HELP ARRIVED.
HIS ACTIONS WERE TRULY LIFE SAVING.

I BELIEVE MANAGER, AND BY MY REQUEST, AND I JUST WANTED TO PUBLICLY ACKNOWLEDGE THIS EMPLOYEE.

I MEAN, PARKS AND RECS, YOU DON'T EXPECT THAT THEY WOULD KNOW HOW TO SAVE A LIFE.
