TONIGHT, THE CITY COMMISSION HELD WORKSHOPS THROUGHOUT THE YEAR AS WELL AS BUDGET WORKSHOP ON JUNE 20TH, 2024 TO PROVIDE DIRECTION TO THE STAFF ON THE SUBMITTAL. AS THE CITY COMMISSION IS AWARE, THE FIRE RESCUE ASSESSMENT HAS BEEN DETERMINED TO BE AN EQUITABLE AND EFFICIENT METHODOLOGY TO USE IN APPORTIONING THE COST OF FIRE RESCUE SERVICES TO IMPROVE PROPERTIES, THUS REDUCING THE OVERALL BURDEN ON THE AD VALOREM TAX RATE.
THE RESIDENTIAL RATE FOR FY FISCAL YEAR 2024 OR 2025 WILL REMAIN AT $420 PER DWELLING, WITH NO CHANGE FROM LAST YEAR.

HOW MUCH OF THOSE FUNDS WERE USED TO MOVE TO THE BSO BUDGET? 10 MILLION. $10 MILLION.
SO NOW WE TOOK $10 MILLION OUT OF OUR BUDGET.
WE SAVED $10 MILLION OUT OF OUR BUDGET, AND WE MOVED TEN.
$10 MILLION THAT WE GOT FROM FEDERAL GRANTS THAT WE NEVER HAD THE PREVIOUS YEARS.
WHAT DID WE DO WITH THE EXTRA $10 MILLION THAT WE THAT WE BUDGETED? PART OF THE REASON WHY WE WERE ABLE TO DO THAT WAS THAT THE FEDERAL GOVERNMENT ASSESSED THAT WE HAD LOST REVENUE BECAUSE WE HAD LOST REVENUE FROM VARIOUS AREAS BECAUSE OF COVID-19.
SO BECAUSE WE HAD LOST REVENUE, WE HAD LESS REVENUE COMING IN TO PAY OUR BILLS.
SO THEY GAVE US THAT GRANT AND THEY GAVE US $10 MILLION TO JUST PAY ANY BILLS THAT WE WANT TO PAY.
SO WE CHOSE THE BSO BILL TO PAY WITH THAT $10 MILLION.
OKAY, AND SO NOW YOU'RE SAYING THAT WE'LL GET $2.6 MILLION EXTRA THIS YEAR.
AS AS A RESULT OF THE TAX INCREASE? YES. HOW MUCH MONEY DO WE HAVE? IN OUR FUND BALANCE, WE HAVE APPROXIMATELY 52 MILLION IN UNASSIGNED FUND BALANCE.
SO $52 MILLION IN OUR FUND BALANCE WILL GET 2.6 MORE.
SO IF WE LOST $2.6 MILLION, WOULD PROBABLY HAVE $50 MILLION IN OUR FUND BALANCE.
NO, I JUST WANT TO POINT OUT THAT WE'RE GETTING $2.6 MILLION MORE IN REVENUE FROM PROPERTY TAXES.
HOWEVER, OUR EXPENSES HAS ALSO GONE UP EXPONENTIALLY.
SO AT PRESENT WE HAVE A BALANCED BUDGET, BUT OUR BALANCE, OUR BUDGET IS BALANCED WITH ABOUT 16 MILLION, AND IF YOU IF YOU PASS THIS, THIS THIS BUDGET AT 7.0 MILLS, WE WILL HAVE TO USE 19 MILLION OF APPROPRIATED FUND BALANCE IN ORDER TO BALANCE THE BUDGET.
SO WE ARE USING SAVINGS THIS YEAR TO BALANCE THE BUDGET TO FOR SOURCE OF REVENUE.
OKAY. IN PREVIOUS YEARS, WHEN WE REDUCED THE MILLAGE RATE, WE HEARD THE SAME SONG AND DANCE THAT WE ARE GOING TO LOSE SERVICES, WE'RE GOING TO LOSE THIS, WE'RE GOING TO LOSE THAT, AND ACTUALLY NEVER DID.

I AGREE WITH DOCTOR KATE JOHNSON THAT WE SHOULD LOOK AT AREAS IN OUR BUDGET THAT WE SHOULD CUT SO THAT WE LIVE BELOW OUR MEANS OR AT OUR MEANS.
SO I'M NOT GOING TO SUPPORT THIS 7.00 MILLS BUDGET, MILLAGE RATE, I REALLY BELIEVE THAT WE SHOULD REDUCE IT, AND THAT HAS ALWAYS BEEN MY STANCE FOR A COUPLE OF YEARS NOW.

SO THESE CAPITAL PROJECTS THAT WE HAVE, WE HAVE SEEN INCREASES IN EXCESS OF 50% CAPITAL PROJECTS.

I'M GOING TO BE READING A LOT OF LONG NUMBERS, BUT THE TENTATIVE OPERATING AND CAPITAL BUDGET FOR FISCAL YEAR 2025 IS $237,440,300, WHICH IS $21,983,649 LESS THAN THE AMENDED BUDGET OF $259,423,949 FOR FISCAL YEAR 2024.
THE TENTATIVE GENERAL FUND BUDGET, WHICH IS THE PRIMARY FUND FOR PROVIDING GOVERNMENTAL SERVICES SUCH AS OUR CONTRACT WITH BSO, GENERAL AND ADMINISTRATIVE SERVICES, PUBLIC SERVICES AND PARKS AND RECREATION, IS $100,567,590, WHICH IS $9,841,524 MORE THAN THE AMENDED BUDGET OF $90,726,066 FOR FISCAL YEAR 2024.
IN ADDITION, THE FINANCIAL POLICIES ARE INCLUDED AS PART OF THE ADOPTION OF THE ANNUAL BUDGET.
