I'M WITH THE FLORIDA LEAGUE OF MAYORS, AND I'M GETTING SIGNALED FOR SOMETHING.

I'M THE EXECUTIVE DIRECTOR OF THE FLORIDA LEAGUE OF MAYORS.

SO I'M THE EXECUTIVE DIRECTOR OF THE FLORIDA LEAGUE OF MAYORS.

AND TWO YEARS AGO, THE FLORIDA LEAGUE OF MAYORS, WHICH IS AN ORGANIZATION WE BRING MAYORS TOGETHER TO SHARE BEST PRACTICES AND TO KIND OF JUST GET TOGETHER AND TALK ABOUT IF IT'S HAPPENED IN YOUR CITY, IT MIGHT BE HAPPENING IN ANOTHER CITY TO JUST KIND OF SHARE IDEAS AND TO ADDRESS ISSUES THAT ARE FACING AND TO NETWORK AND, AND THE LEAGUE OF MAYORS A COUPLE OF YEARS AGO CREATED A PROGRAM CALLED THE MAYOR'S MUNICIPAL INNOVATION AWARDS PROGRAM.

IT'S A MOUTHFUL, BUT THE IDEA BEHIND IT IS TO THE INNOVATION AWARDS PROGRAM.

SO IT'S ABOUT TRYING TO FIND CITIES THAT ARE DOING CREATIVE THINGS THAT ARE BREAKING OUTSIDE THE BOX, THAT ARE LOOKING FORWARD AND DOING THINGS DIFFERENTLY.

AND THE IDEA IS TO YOU SUBMIT APPLICATIONS.

THIS YEAR WE HAD ABOUT 15 APPLICATIONS FOR MAYORS THAT SUBMITTED PROGRAMS, AND WE BREAK IT DOWN BY BUDGET AND BY THREE DIFFERENT CATEGORIES.

IT'S A QUALITY OF LIFE CATEGORY.

IT'S AN INNOVATION IN TECHNOLOGY CATEGORY.

SO DIFFERENT CATEGORIES AND FOR DIFFERENT SIZED CITIES, BECAUSE OBVIOUSLY THE CITY OF TAMARAC BUDGET IS DIFFERENT THAN SAY SOUTH BAY'S OR SOMETHING LIKE THAT.

SO WE TRY TO MAKE IT PRETTY FAIR ON THAT.

AND YOU ALL HAVE CREATED A PROGRAM HERE THAT IS INNOVATIVE AND WAS WORTHY OF MAYORS MUNICIPAL INNOVATION AWARD THIS YEAR.

AND I WANTED TO PRESENT THIS TO YOU AND TO YOUR COUNCIL MAYOR, FOR THE INNOVATION THAT YOU'RE DOING.

AND YOUR CITY SHOULD BE VERY PROUD OF THE IDEA THAT YOU ALL ARE LEADING THE WAY IN THINGS THAT ARE EXCITING AND BRING A DIFFERENT WAY TO DO THINGS TO SO THAT NOW OTHER CITIES CAN COPY THEM.

AND THAT'S THE BEST FORM OF FLATTERY, AS YOU KNOW.

AND SO, MAYOR, I'M HAPPY TO PRESENT THIS TO YOU.

BUT ON A PERSONAL NOTE, FOR SCOTT, HE HAS SERVED THE FLORIDA LEAGUE OF CITIES AS THE EXECUTIVE DIRECTOR, AND BEFORE THAT, SEVERAL OTHER POSITIONS.

AND HE'S DONE A REALLY GREAT JOB AT IT.

AND HE IS RETIRING IN SEPTEMBER, SO WE WANT TO WISH HIM ALL THE BEST IN HIS RETIREMENT PLEASE.

AND SO, WE ASKED OUR COMMUNITIES TO BE ENGAGED AND BE PARTNERS WITH US IN THIS EFFORT.

AND WE ADDED SOME TECHNOLOGY COMPONENT TO IT.

AND WE'RE ALSO ADDING A GRANT COMPONENT TO IT SO THAT, YOU KNOW, IF YOU FIND SOME NEIGHBORHOODS THAT ARE IN NEED OF SOME SPRUCING UP, WE CAN ALSO PARTNER WITH THEM AND HELP THEM OUT WITH THAT.

FINANCIAL ELEMENT OF THAT TOO, BECAUSE THE ECONOMY IS, AS YOU KNOW, WHAT IT IS.

SO, WE'RE HAPPY.

WE'RE PROUD OF THIS PROGRAM, AND WE'RE LOOKING FORWARD TO EXPANDING AND GROWING AND IMPROVING OUR PARTNERSHIP WITH OUR COMMUNITIES, WITH OUR RESIDENTS.

AND SO, YOU KNOW, I HATE TO COPY THE BSO SLOGAN BUT SEE SOMETHING, SAY SOMETHING.

IT IS A WONDERFUL PLACE TO LIVE, AND I CAN TELL YOU WITH THE PROPERTY VALUES INCREASING AGAIN, IT SHOWS THAT PEOPLE ARE LOVING LIVING HERE AND THEY'RE MOVING IN HERE AND THEY'RE PAYING A LOT OF MONEY FOR PROPERTIES.

AND BEFORE I QUICKLY TALK ABOUT BASICALLY HOW OUR OFFICE CAN HELP THE TAMARAC PUBLIC, I ALSO WANT TO THANK YOUR STAFF.

YOU KNOW, EVERY SINGLE WEEK YOUR STAFF WORKS WITH OUR OFFICE AND PROVIDES US ALL THE PERMITS THAT WE NEED TO MAKE SURE WE CAN CAPTURE ALL VALUE SO WE CAN PUT IT ON THE TAX ROLL SO WE CAN MAKE SURE THAT PEOPLE PAY THEIR FAIR SHARE OF PROPERTY TAXES.

THE FIRST THING I WANTED TO QUICKLY TALK ABOUT IS HOW OUR OFFICE CAN HELP THE TAMARAC COMMUNITY.

I ALSO WANT TO TALK ABOUT PROPERTY VALUES AND AS I STATED JUST BEFORE, PROPERTY VALUES HAVE INCREASED ONCE AGAIN BECAUSE A LOT OF PEOPLE ARE MOVING IN AND PAYING TOP DOLLAR FOR PROPERTIES. AND THE OTHER THING I WANTED TO TALK ABOUT, WHICH I TALK ABOUT EVERYWHERE, IS TITLE FRAUD, BECAUSE IT'S A VERY, VERY BIG DEAL IN SOUTH FLORIDA.

AND THERE ARE A LOT OF CRIMINALS TRYING TO RIP PEOPLE OFF.

BUT WITH REGARD TO WHAT OUR OFFICE CAN DO, THERE ARE THREE MAIN FUNCTIONS TO OUR OFFICE.

THE FIRST FUNCTION IS WE DETERMINE THE VALUE OF EVERY PIECE OF PROPERTY IN BROWARD COUNTY FOR TAX PURPOSES, WHETHER IT'S RESIDENTIAL OR COMMERCIAL, TANGIBLE PERSONAL PROPERTY OR CENTRALLY ASSESSED PROPERTY, WHICH ARE RAILROADS.

AND THE REASON THAT'S IMPORTANT IS BECAUSE WHEN SOMEBODY FROM TAMARAC PAYS THEIR PROPERTY TAXES, THE AMOUNT OF TAXES THEY PAY IS A RELATIONSHIP BETWEEN THE VALUE OF THE PROPERTY THAT WE SET AND THE TAX RATE SET BY TAMARAC, THE COUNTY COMMISSION, THE SCHOOL BOARD AND ALL OTHER TAXING AUTHORITIES.

SO THE MOST IMPORTANT THING WE WANT TO DO IS MAKE SURE WE GET IT RIGHT.

AND AS YOU KNOW, BROWARD COUNTY IS A VERY BIG PLACE.

MORE PEOPLE LIVE HERE THAN 13 STATES, THE DISTRICT OF COLUMBIA AND ALL U.S.

TERRITORIES, EXCEPT PUERTO RICO. THAT'S HOW BIG IT IS.

AND WE APPRAISE MORE PARCELS THAN EXIST IN MANY STATES.

AND EVEN THOUGH THE PEOPLE OF OUR OFFICE DO A VERY GOOD JOB, AND THEIR ASSESSMENTS ARE VERY ACCURATE, MISTAKES CAN OCCUR OR MAYBE PEOPLE HAVE INFORMATION ABOUT THEIR PROPERTY THAT WE DON'T HAVE THAT COULD HELP US BRING DOWN THEIR ASSESSED VALUE, WHICH COULD BRING DOWN THE AMOUNT OF PROPERTY TAXES THEY PAY.

AND RIGHT NOW IS A GREAT TIME FOR ME TO COME AND SPEAK, BECAUSE EVERY SINGLE RESIDENT OF TAMARAC THAT OWNS PROPERTY GOT A LETTER FROM ME IN THE MAIL RECENTLY.

THE TRIM NOTICE, THE TRUTH IN MILLAGE NOTICE, IT'S NOT A TAX BILL.

IT'S BASICALLY A DOCUMENT THAT PEOPLE CAN MAKE, CAN USE TO MAKE SURE THEY DON'T OVERLY PAY IN THEIR PROPERTY TAXES.

AND HERE'S WHAT THE TRIM NOTICE SHOWS.

IT SHOWS THE VALUE OF YOUR PROPERTY FOR TAX PURPOSES.

IT SHOWS ALL THE TAX SAVING EXEMPTIONS YOU'RE CURRENTLY GETTING.

IT SHOWS THE DATES AND TIMES THAT YOU ALL AND ALL OTHER TAXING AUTHORITIES ARE DISCUSSING YOUR TAX RATES, AND IT SHOWS THE PROPOSED AMOUNT OF PROPERTY TAXES PEOPLE ARE GOING TO BE ASKED TO PAY FOR THIS YEAR.

AND I ALWAYS TELL EVERYBODY, WHEN YOU GOT THAT DOCUMENT, TAKE A LOOK AT IT.

IF YOU HAVE ANY CONCERNS WHATSOEVER WITH THE VALUE OF YOUR PROPERTY OR YOU'RE NOT GETTING EVERY EXEMPTION YOU'RE ENTITLED TO UNDER THE LAW, JUST CONTACT ME BY SEPTEMBER 18TH SO WE CAN MAKE SURE YOU ONLY PAY YOUR FAIR SHARE OF PROPERTY TAXES AND NOT TOO MUCH.

THE SECOND THING THAT WE DO, AND THIS IS WHAT I LOVE MOST ABOUT MY JOB IS WE GIVE TAX SAVING EXEMPTIONS TO PEOPLE THAT QUALIFY, AND THERE ARE A LOT OF EXEMPTIONS UNDER FLORIDA LAW THAT PEOPLE QUALIFY FOR.

THE MOST IMPORTANT ONE BY FAR IS THE HOMESTEAD EXEMPTION.

IF SOMEBODY LIVES HERE IN TAMARAC AND IT'S WHERE THEY REGISTER TO VOTE, IF THAT'S IF IT'S NOT, IF THEY DON'T VOTE WHERE THEIR DECLARATIONS ARE DOMICILED, WHERE THEIR CAR IS REGISTERED TO, IF THIS IS THEIR PRIMARY RESIDENCE, THEN THEY GET THAT VERY IMPORTANT EXEMPTION CALLED A HOMESTEAD EXEMPTION.

AND IT DOES TWO THINGS.

THE FIRST THING IT DOES IS IT TAKES $50,000 OF VALUE OFF THE TAX ROLL THEY NO LONGER PAY TAXES ON.

IT CAN SAVE THEM MAYBE 1000 BUCKS A YEAR AT THE BEGINNING, BUT IT REALLY PROTECTS THEM GOING FORWARD BECAUSE EVERY YEAR YOU HAVE TO HAVE A HOMESTEAD EXEMPTION.

THE VALUE YOUR TAX THEN CANNOT GO UP MORE THAN A MAXIMUM OF 3%.

AND THAT IS SO IMPORTANT RIGHT NOW BECAUSE AS I SAID BEFORE, PROPERTY VALUES ONCE AGAIN HAVE RISEN HERE IN TAMARAC.

AND THE REASON BEING IS BECAUSE PEOPLE ARE COMING FROM ALL OVER THE WORLD, THEY'RE COMING TO TAMARAC, THEY'RE PAYING A LOT OF MONEY FOR PROPERTIES.

SO IF THERE'S ANYBODY IN TAMARAC THAT HAS NOT FILED FOR HOMESTEAD EXEMPTION, PLEASE DO IT.

IT WILL MAKE SURE THE VALUE OF YOUR TAX WON'T GO UP MORE THAN 3%, AND IT WON'T SKYROCKET WITH YOUR MARKET VALUE.

ONCE YOU GET THAT, THERE ARE SO MANY OTHER EXEMPTIONS THAT CAN SAVE YOU MONEY.

THERE ARE EXEMPTIONS FOR SENIORS, FOR VETERANS, FOR WIDOWS, FOR PEOPLE WHO ARE VISUALLY IMPAIRED.

AND TO GIVE YOU AN IDEA, IN 2023, LAST YEAR, IF WE TOOK ALL THE RESIDENTIAL AND COMMERCIAL PROPERTY IN TAMARAC AND SOLD IT ON THE OPEN MARKET, YOU WOULD HAVE GOT RIGHT ABOUT $10.22 BILLION.

THAT'S A BIG NUMBER.

WELL, FAST FORWARD JUST ONE YEAR TO NOW, YOU HAVE HAD ABOUT 9.27% INCREASE TO RIGHT ABOUT $11.2 BILLION.

THAT'S A BIG JUMP BECAUSE OF WHAT PEOPLE ARE PAYING FOR PROPERTIES.

THE TAXABLE VALUE IS THE VALUE THAT YOU'RE GOING TO UTILIZE, THAT YOU'RE GOING TO SET YOUR MILLAGE RATE ON TO DETERMINE THE AMOUNT OF MONEY THAT YOU NEED TO PROVIDE GREAT SERVICES TO THE PEOPLE OF TAMARAC.

AND IN 2023, THE TAXABLE VALUE WAS RIGHT ABOUT $5.88 BILLION.

IT'S A BIG NUMBER. FAST FORWARD JUST ONE YEAR, THERE HAS BEEN A 11.6% INCREASE IN TAXABLE VALUE TO RIGHT ABOUT $6.565 BILLION.

THAT'S ACTUALLY HIGHER THAN THE COUNTY ON AVERAGE.

AND TO GIVE YOU AN IDEA, IF YOU KEEP YOUR MILLAGE RATE THE SAME, YOUR OPERATING MILLAGE RATE WAS RIGHT ABOUT 7.000.

THE ADDITIONAL REVENUE YOU'LL GET THIS YEAR IS RIGHT ABOUT $5 MILLION MORE THIS YEAR THAN LAST YEAR THAT YOU CAN UTILIZE TO PROVIDE GREAT SERVICES TO THE PEOPLE OF TAMARAC.

AND IT'S SOMETHING THAT'S VERY IMPORTANT TO NOTE, IS THE MAJORITY OF THAT REVENUE INCREASE IS NOT BEING PAID FOR BY YOUR EXISTING PROPERTY OWNERS BECAUSE THEY'RE HOMESTEADED PROPERTY OWNERS. THE VALUE OF THEIR TAXING CAN'T GO UP MORE THAN 3%.

IT'S REALLY NEW PEOPLE COMING INTO TAMARAC PAYING TOP DOLLAR FOR PROPERTIES, AND IT'S A SIGNIFICANT AMOUNT OF NEW CONSTRUCTION THAT'S BEEN ADDED TO THE TAX ROLL.

THAT'S REALLY DRIVING THAT UP.

TO GIVE YOU AN IDEA, THIS YEAR, WE PUT ABOUT $123 MILLION OF NEW CONSTRUCTION ON THE TAX ROLL THAT WASN'T THERE LAST YEAR.

THE LARGEST IS THE ARCADIA 212 UNIT RENTAL COMMUNITY THAT WE PUT ON FOR ALMOST $48 MILLION.

YOU HAVE 22,133 HOMESTEAD EXEMPTIONS HERE IN THE CITY OF TAMARAC.

YOU HAVE 3289 SENIORS WHO RECEIVE A LOW INCOME SENIOR EXEMPTION.

YOU ALSO HAVE 343 LONG TERM SENIORS WHO PAY NO PROPERTY TAXES TO THE CITY OF TAMARAC OR THE COUNTY COMMISSION.

AND I JUST WANT TO THANK YOU ONCE AGAIN FOR THAT, BECAUSE NOT EVERY CITY IN BROWARD COUNTY HAS ADOPTED THE LONG TERM SENIOR EXEMPTION.

I TRY TO GET EVERYBODY TO, BUT NOT EVERYBODY HAS.

AND HERE'S WHY IT'S SO IMPORTANT.

AS YOU CAN SEE, YOU ARE A VERY LARGE CITY, BUT ONLY 343 SENIORS ACTUALLY QUALIFY FOR IT, BECAUSE YOU HAVE TO HAVE BEEN IN YOUR HOME FOR 25 YEARS OR MORE.

YOU HAD TO MADE UNDER 36,000 BUCKS, AND YOU HAD TO BE OVER 65 YEARS OF AGE AS OF JANUARY 1ST.

AND THE VALUE OF YOUR HOME HAS TO BE UNDER $250,000.

SO NOT A LOT OF PEOPLE QUALIFY.

SO THE LOSS OF REVENUE TO YOU ALL IS A DROP IN THE BUCKET.

YOU DON'T EVEN FEEL IT. BUT TO THOSE SENIORS WHO ARE STRUGGLING TO MAKE ENDS MEET, THAT'S A LOT OF MONEY THEY CAN PUT BACK IN THEIR POCKET AND HAVE A BETTER LIFE.

AND I THINK IT'S A GREAT THING.

I HOPE EVERY SINGLE CITY IN BROWARD COUNTY FOLLOWS YOUR LEAD BECAUSE IT'S THE RIGHT THING TO DO.

YOU ALSO HAVE 2865 WIDOWS AND WIDOWERS WHO RECEIVE AN EXEMPTION.

THEY PROFITED THE AMOUNT OF MILLIONS OF DOLLARS, BUT I'M VERY HAPPY ABOUT IS THEY WERE BOTH FOUND GUILTY, SENTENCED TO PRISON IN DIFFERENT PRISONS, WHICH I THINK IS A GREAT THING, BUT SOMETHING I'M ALSO VERY, VERY HAPPY ABOUT.

THEY WERE ALSO ASKED TO PAY RESTITUTION, AND THEY HAD TO PAY RESTITUTION TO A NUMBER OF VICTIMS, INCLUDING AN ELDERLY HEIR HERE IN TAMARAC THAT I BELIEVE GOT ALMOST $200,000.

HE SOMEHOW FOUND OUT THAT THERE WAS A SENIOR WHO OWNED A VACANT PARCEL IN SOUTHWEST RANCHES THAT WAS FIVE ACRES, FREE AND CLEAR OF A MORTGAGE.

HE DECIDED HE WANTED TO STEAL IT AND TAKE OUT A MORTGAGE.

SO WHAT HE DID WAS HE FILED A FAKE CORPORATION WITH TALLAHASSEE.

HE MADE THE OFFICER AND DIRECTOR OF THE CORPORATION THAT SICK MAN.

HE THEN MADE A FAKE ID SAYING HE WAS THAT MAN.

HE THEN FILED A FAKE DEED SAYING THAT THE CORPORATION OWNED THE PROPERTY.

HE THEN WALKED INTO A SMALL BUSINESS IN THE CITY OF SUNRISE AND SAID, YOU KNOW WHAT? I'VE FALLEN ON SOME HARD TIMES, MADE SOME BAD FINANCIAL DECISIONS.

BUT THERE'S ONE THING A FIVE ACRE PARCEL IN SOUTHWEST FRANCE, CAN I PLEASE HAVE A $500,000 MORTGAGE? AND THE MORTGAGE COMPANY SAID, SURE, WE'LL GIVE IT TO YOU.

AND THIS IS AND THE NOTARY WHO WAS THERE REALIZED THERE WAS SOMETHING VERY FISHY GOING ON.

SO, SHE ASKED FOR THE GUY'S THUMBPRINT AND SHE PROVIDED THAT TO OUR OFFICE.

WE THEN CONTACTED THE POLICE DEPARTMENT BECAUSE THEY POLICE SOUTHWEST RANCHES AND THE US SECRET SERVICE BECAUSE THEY HANDLE A LOT OF THE IDENTITY THEFT CASES IN AMERICA.

FORTUNATELY, THE MAN WAS ARRESTED.

HE WAS CONVICTED, SENTENCED TO FEDERAL PRISON FOR THREE YEARS.

UNFORTUNATELY, HE WAS GIVEN THE FULL $500,000 MORTGAGE, SPENT ABOUT $80,000, WE RECOVERED THE REST.

ANOTHER CONVICTION HAPPENED JUST A COUPLE OF MONTHS AGO, AND THIS IS ONE OF OUR LARGER CASES INVOLVING A MULTITUDE OF PEOPLE.

AND THE PEOPLE THAT DID THIS CAME UP WITH A VERY SMART SCHEME.

IT'S DEVIOUS, BUT SMART.

THEY FIGURED OUT HOW TO USE THE COURT SYSTEM TO STEAL PEOPLE'S PROPERTIES.

SO THE RINGLEADER WOULD FILE QUIET TITLE ACTIONS IN CIRCUIT COURT, BASICALLY LAWSUITS IN CIRCUIT COURT SAYING THIS SENIOR THIS BANK OR THIS PERSON NO LONGER WANTED THE PROPERTY.

THE RETURN OF SERVICE WOULD GO TO THE GUY'S BUDDY WHO WAS IN A MOBILE HOME IN HILLSBOROUGH COUNTY, AND HE WOULD SAY, OH YEAH, I REPRESENT THAT SENIOR, THAT BANK, THAT PERSON. THEY DON'T WANT THE PROPERTY ANYMORE.

PUT IT IN THIS GUY'S NAME OR HIS COMPANY'S NAME.

THEY STOLE DOZENS AND DOZENS OF PROPERTIES ALL THROUGHOUT BROWARD COUNTY.

FORTUNATELY, THE RINGLEADER WAS FOUND GUILTY TWO MONTHS AGO.

HE WAS SENTENCED TO EIGHT YEARS IN PRISON, FOLLOWED BY TEN YEARS PROBATION, 370,000 RESTITUTION.

AND IF HE VIOLATES HIS PROBATION, HE GOES TO JAIL FOR LIFE.

ANOTHER COCONSPIRATOR THAT WAS ALSO FOUND GUILTY RECEIVED FIVE YEARS PROBATION, BUT SHE WAS ALSO ORDERED DEPORTED TO HER HOME COUNTRY OF MOLDOVA, AN EASTERN EUROPEAN COUNTRY, AND IS NOT ALLOWED TO RETURN TO THE UNITED STATES.

A COUPLE OTHER EXAMPLES THAT ARE JUST NEW RECENT CASES THAT I WANTED TO QUICKLY BRING UP, BECAUSE I REALLY THINK THEY SHOW THE EXTENT PEOPLE WILL GO TO TRY TO DEFRAUD PEOPLE'S PROPERTIES. SO IT'S IMPORTANT TO NOTE, THOUGH, THESE ARE ARRESTS.

THEY'RE NOT CONVICTIONS. AND YOU'RE INNOCENT UNTIL PROVEN GUILTY.

THE FIRST ONE INVOLVED A LAWYER IN COOPER CITY, AND THE LAWYER WAS ARRESTED FOR HELPING ANOTHER PERSON STEAL A PROPERTY IN COOPER CITY.

SHE'S GOING TO HAVE HER DAY IN COURT.

BUT I WANTED TO BRING THAT UP BECAUSE PEOPLE ASK ME ALL THE TIME, MARTY, WHO ARE THE PEOPLE THAT DO THIS? WELL, WHAT I FOUND IS IT'S PRETTY MUCH EVERYBODY.

THEY COME FROM ALL DIFFERENT PROFESSIONS, ALL DIFFERENT EDUCATIONAL BACKGROUNDS, EVERYBODY.

THE ONE THING THEY ALL HAVE IN COMMON IS THEY'RE ALL VERY SMART PEOPLE, AND THEY'LL WORK VERY HARD TO TRY TO DEFRAUD PEOPLE OUT OF THEIR PROPERTIES.

ANOTHER ONE I WANTED TO TALK ABOUT WAS AN ARREST THAT HAPPENED ABOUT TWO MONTHS AGO, AND THE TWO VICTIMS WERE WALTER AND VIVIAN AND I'D LIKE TO BRING THIS ONE UP BECAUSE IT KIND OF TUGS AT MY HEARTSTRINGS A LITTLE BIT.

WALTER IS AN AMERICAN HERO, WAS AN AMERICAN HERO.

HE SERVED IN THE US ARMY FOR A LONG TIME AND WAS AN 18 YEAR MEMBER OF THE BROWARD SHERIFF'S OFFICE.

HIS EX-WIFE, VIVIAN, IS THE OTHER VICTIM.

AND IN THE 1970S, WALTER AND VIVIAN GOT MARRIED.

THEY THEN BOUGHT A HOME IN PEMBROKE PINES TOGETHER, AND FOR SOME REASON, ABOUT A YEAR LATER THEY DIVORCED, AND WALTER THEN BOUGHT A HOME, A TOWNHOUSE ABOUT A MILE AWAY, BUT THEY CONTINUED TO LIVE IN THE HOME THAT THEY WERE LIVING IN WHEN THEY WERE MARRIED FOREVER.

ABOUT A WEEK LATER, ALL THE BELONGINGS OF BOTH THE TOWNHOUSE AND THE SINGLE FAMILY HOME WERE CLEANED OUT.

THERE WERE TWO ALLEGED FAKE DEEDS FILED ON BOTH PROPERTIES.

THERE WERE ATTEMPTED SALES OF THOSE PROPERTIES, AND THERE WAS EVEN A ALLEGED PROBATE ESTATE OPENED UP BECAUSE WALTER APPARENTLY HAD $1 MILLION IN THE BANK THAT HE ACCUMULATED THROUGHOUT HIS LIFE.

FORTUNATELY, THERE WERE HEIRS TO THE MILLION DOLLARS AND THOSE HOMES.

THEY CONTACTED OUR OFFICE, WE DID AN INVESTIGATION, AND BOTH THE FORMER CAREGIVER AND THE NOTARY WERE ARRESTED.

THEY'LL HAVE THEIR DAY IN COURT.

THE LAST ONE I WANT TO TALK ABOUT IS ONE THAT INVOLVES TAMARAC.

AND I WANTED TO BRING THIS UP BECAUSE IT'S RIGHT HERE IN THIS CITY.

AND A LOT OF THESE HOMES, AGAIN, ARE TARGETED IN THIS CITY.

AND ONE REASON BEING IS BECAUSE YOU ALL HAVE A SENIOR COMMUNITY HERE.

SO THE NEXT DAY HE SENT US A FAKE DEED AND A FAKE WILL, AND WE KNEW IT WAS FAKE RIGHT OFF THE TOP BECAUSE WE WERE, FOR EXAMPLE, THE NOTARY WILL SAY COUNTY OF BROWARD SAID COUNTY OF FLORIDA, THINGS OF THAT NATURE.

AND WHAT WE DID WAS WE OPENED UP AN INVESTIGATION AND WE FOUND OUT THAT HE WAS SQUATTING IN THE PROPERTY.

AND WE ALSO FOUND THAT HE ACTUALLY FOUND A LEGITIMATE BUYER FOR THAT PROPERTY.

AND WE CONTACTED THE LAWYER THAT WAS ACTUALLY GOING TO HANDLE THE CLOSING FOR THE LEGITIMATE BUYER.

BUT WHEN THEY ARRESTED HIM, THEY SEARCHED HIS CAR.

AND WHEN THEY SEARCHED HIS CAR, THEY FOUND A TREASURE TROVE OF INFORMATION ABOUT HOW HE WAS TRYING TO DEFRAUD THE BROWARD COUNTY PUBLIC.

THIS GUY WAS SO SMART THAT HE EVEN FOUND A FAKE CHECKBOOK DRAWN ON A LEGITIMATE BROWARD COUNTY BUSINESS, WHERE HE WAS PRETENDING HE WAS AN EMPLOYEE AND CASHING THOSE CHECKS IN THE AMOUNT OF THOUSANDS OF DOLLARS.

I WANTED TO BRING THOSE STORIES UP, AND I CAN BRING UP SO MANY MORE, BECAUSE I HOPE THAT THE PEOPLE HERE IN TAMARAC THAT HAVEN'T SIGNED UP FOR OUR OWNER ALERT PROGRAM, PLEASE SIGN UP. IT'S A FREE PROGRAM DESIGNED TO REALLY PROTECT YOUR MOST IMPORTANT ASSET, YOUR HOME.

TODAY, WE ARE TAKING A SIGNIFICANT STEP TO ENSURE THAT DOESN'T HAPPEN.

WITH THIS FUNDING, WE ARE ASSISTING HOUSEHOLDS WAITING FOR EMERGENCY ROOF REPLACEMENT AND OTHER SAFETY RELATED REPAIRS.

AND IN THAT PROPOSED TAX BILL HAD A COMPLETE, THOROUGH BREAKDOWN OF ALL THE SERVICES, AS THE OTHER GENTLEMAN HAD DESCRIBED ANYWAY. AND FOR THE RESIDENTS THAT I RESIDE AT THE PROPERTY TAXES WENT UP AND ARE GOING TO GO UP AND MAINLY BECAUSE OF CITY COSTS GOING UP, YOU KNOW, YEAR AFTER YEAR.

AND BESIDES THAT, FOR THIS PAST YEAR, THE ASSESSED VALUE OF MY HOME ON THE HOME HAS GONE DOWN.

YET OVERALL, MY TAX BILL HAS GONE UP.

AND IN THIS TAX BILL WE SHOULD BE GETTING CODE ENFORCEMENT AND REGULAR POLICE PATROLS.

THE COMMUNITY IS NOT GOING TO PAY AN INDEPENDENT PARTY TO COME POLICING THE COMMUNITY THAT'S DONE WITH THAT'S OVER.

THAT'S NOT HAPPENING AND CODE ENFORCEMENT WITH A LOT OF THESE NEW HOMEOWNERS, THEY JUST COME AND DO WHAT THEY WANT.
