ONE WAS WITH A RETURNING COLLEAGUE WHO WORKED WITH OUR CITY VERY WELL CHARLES BASS AND SOMEONE MUCH CLOSER TO HOME FOR ALL OF US WAS PUBLIC SERVICES OPERATION MANAGER JOHN AND I WAS TWENTY THREE YEARS WITH OUR CITY. THERE WERE MORE SAID AND WONDERFUL MAN PUT ON DURING THE WEEK BEFORE RIGHT NOW JUST AFTER WE DO OUR PLEDGE OF WE STAND AND THEN HAD A MOMENT OF SILENCE. I WOULD REALLY APPRECIATE IT. THANK YOU. RESOURCE OFFICERS MEET AND GREET WITH THE MAYOR AND COMMISSION. COME ON UP GENTLEMEN. THAT I WANTED TO DIE SUDDENLY I CAN'T GET IT MORNING. ABOUT A MONTH AND A HALF AGO I GOT A CALL FROM SOMEBODY WHO SAID HE'S INTERVIEWING HE IS A GUY WE WANT TO TALK TO. WE BROUGHT HIM IN. WE TALKED RON. HE MADE A BIG IMPRESSION ON US. AND YOU SAID TAMARACK ELEMENTARY AND HE'S GOING TO INTRODUCE HIMSELF AND TELL YOU A LITTLE BIT ABOUT HIM RIGHT. THE FIRST WEEK AND A HALF. THANK YOU AUNTIE. AS HE SAID I HEARD THAT PARENTS HE SAW ALL THE KIDS AT THE SCHOOL CALL ME DEPUTY TO SIGN BEING A TAMARACK ELEMENTARY ROUGHLY AROUND 750 KIDS. AS OF RIGHT NOW I ALREADY HAD GREAT CONVERSATIONS WITH THEM THEIR PARENTS. I SPENT THE WHOLE FIRST WEEK JUST REALLY GETTING TO KNOW THE KIDS BECAUSE IT'S ULTIMATELY IMPORTANT LIKE YOU SAID OUT OF THE SEVEN THOUSAND KIDS THAT ARE IN TOWN LIKE FOR SCHOOL. WE WANT TO PUT A FACE TO THE UNIFORM. WE WANT TO PUT A NAME TO THE UNIFORM. AND WHEN THEY SEE US BEING KNOW THAT WE'RE NOT ONLY HERE TO PROTECT THEM BUT WE'RE ALSO THERE TO BUILD THAT RELATIONSHIP. AND THE PARENTS ARE IDENTIFYING THAT MORE AND MORE. I'VE ALSO SPENT A LOT OF TIME JUST WALKING THE PERIMETER OF THE SCHOOL MAKING SURE SAFETY IS OUR MAIN CONCERN. THE TRAINING THAT WE TOOK FROM ACTIVE SHOOTER TO TRAUMA THREAT ASSESSMENTS OVER THE SUMMER OR LAST YEAR OVERALL I'M JUST ENSURING THAT WE WERE PREPARED FOR THIS. IT WAS MORE THAN JUST A SHAKE HANDS KISS BABIES AT THE SCHOOL. BUT IT'S HONESTLY SETTING UP A PLAN TO ENSURE EVERYTHING FUNCTIONS THE WAY IT'S SUPPOSED TO. IN CASE OF AN EMERGENCY. SO I WAS ABLE TO GET WITH PRINCIPAL GARRETT ASSISTANT PRINCIPAL MISS THOMPSON AND ALL OF THE TEACHERS AS WE WENT THROUGH OUR FIRST CODE RED DRILL. WE WENT THROUGH TWO FIRE DRILLS ARE TELLING THE TRUTH AND JUST IDENTIFYING AREAS OF THE PROCESS RIGHT NOW SO JUST FINE TUNING TO MAKE SURE THAT IN CASE OF AN EMERGENCY WE'RE PREPARED AND EQUIPPED.

I THINK I'VE GOT ONE OF THE BEST SPOTS IN THE AGENCY. MOST OF YOU HAVE COME OUT TO MY SCHOOL AT DIFFERENT TIMES LAST YEAR IN THE BEGINNING AND THIS YEAR THE KIDS AT MY SCHOOL ARE AWESOME. ALL THE KIDS IN TAMARA ARE AWESOME. I HAVE MY OWN LITTLE HOME THERE AND I ENJOY A LOT. THE KIDS ENJOY IT WHEN THEY COME TO VISIT. YOU SEE EVERYONE'S HAPPY. WE ARE STILL WORKING THROUGH THE BUMPS OF THE TRAFFIC WITH THE NEW CONSTRUCTION. THE CITY. YOU GUYS ARE DOING A GREAT JOB HELPING US GET THE PARKS IN AND OUT IN THE FIRST COUPLE WEEKS WAS A LITTLE ROUGH BUT IT'S GETTING BETTER EVERY DAY IT'S TAKING LESS TIME THE KIDS ARE ENJOYING. WE'RE CURRENTLY AT NINE HUNDRED AND FIFTY TWO STUDENTS THIS MORNING. BY OCTOBER 1ST WHEN THEY RELEASED THE NEW REASSIGNMENTS APPROXIMATELY 80 MORE CHILDREN FROM QUESTIONS. SHE HAS A CAMERA SYSTEM HAS BEEN UPDATED. WE HAVE AN ADDITIONAL 10 NEW CAMERAS. WHICH BRINGS US UP TO APPROXIMATELY 43 WHEN THE MARKET COMES OUT. 43. WE HAVE CHILDREN FROM A LOT OF THE HILL BUT LAKES MARDI GRAS REAL SUNRISE TAMARACK AND COLD SPRINGS ALL IN ONE SCHOOL. WE HAVE KIDS THAT COME FROM ALL THE WAY FROM HOLLYWOOD FOR THE HIGH SCHOOL TO PARKLAND FOR THE HIGH SCHOOL. SO VERY DIVERSE COMMUNITY. DIFFERENT DIFFERENT CITIES ATTEND THAT SCHOOL. SEVENTEEN HUNDRED PERSONALITIES OF PARENTS TO DEAL WITH IT SO IT'S NOT AN EASY GIG. BUT THE FIRST TWO WEEKS NOW HAVE BEEN A VERY PLEASANT I SHOULD SAY NOT A WORD. NOW WE HAVE TWO OR SIX OR CAMPUS MONITORS AND TWO SECURITY SPECIALISTS. SHE WAS IN THE PROCESS OF HIRING ANOTHER ONE JUST BECAUSE THE SCHOOL COVERS FOUR DIFFERENT BUILDINGS. AND LIKE I SAID 17 HUNDRED KIDS AND EVERY DAY IT'S GETTING BIGGER. MY JOB WITH TWO KIDS I INTERACT WITH THEM AND DON'T GET TOO INVOLVED WITH THEM UNLESS ARE NEW TO THE SCHOOL CALLS ME FOR PROBLEMS. MOST OF TIME IT'S REFERRED BACK TO THE SCHOOL BECAUSE IT'S NOT A LAW ENFORCEMENT MATTER. IF ANYONE HAS TEENAGE KIDS THEN YOU KNOW WHAT WE DEAL WITH AT A DAILY BASIS I DEAL WITH KIDS GOING THROUGH PUBERTY FROM 12 YEARS OLD TO 18 YEARS OLD. SO YOU BUILD UP DIFFERENT PERSONALITIES DEPRESSION ANXIETY YOU NAME IT. ALL MY KIDS HAVE A SOME GUYS THEY MAY SEE ME AROUND THE CITY. SO COLLECTIVELY THERE IS A DECISION THAT WE NEEDED TO CREATE A INTEGRATED SOLID WASTE SYSTEM WHICH WOULD FOCUS ON OTHER AREAS RATHER THAN LANDFALLING AND NAMELY THEY LOOKED AT RECYCLING AND WASTE ENERGY PLANT SO THE MATERIAL RECOVERY AND THEN CONVERTING SOLID WASTE INTO INTO ELECTRICITY. AND SO IN 1986 THE RESOURCE RECOVERY SYSTEM WAS CREATED IN NINETEEN EIGHTY SEVEN THE CITY OF TAMARACK JOINED. AND IN THE IN 2013 WHEN THE SYSTEM SUNSET IT ONLY INCLUDED 26 OF THE 30 BROWARD COUNTY CITIES. AND SO IT HAD VERY GOOD REPRESENTATION EARLY FOR CITIES AT THE END OF IT THAT THAT THAT WERE NEVER PART OF IT. AND AS I STATED IN 2013 THE RESOURCE RECOVERY SYSTEM WAS ALLOWED TO EXPIRE. WE WERE. AS OF 2011 THERE WAS REALLY STRONG MOMENTUM TO REDO THE RESOURCE RECOVERY SYSTEM. AND UNFORTUNATELY THAT JUST IT COLLAPSED. AND SO WHAT HAPPENED IS THAT WE REVERTED BACK TO SORT OF THIS PRE 1986 WORLD. OBVIOUSLY WE STILL HAVE THE WASTE ENERGY PLANT THAT OPERATES AND THERE STILL IS A FOCUS ON RECYCLING VERSUS JUST LANDFILL LINK BUT IT'S RESULTED IN ALL THESE INDIVIDUAL CITIES HAVING TO SORT OF FEND FOR OURSELVES AS FAR AS GETTING DISPOSAL CONTRACTS FOR GARBAGE AND PROCESSING CONTRACTS FOR RECYCLING. AND UNFORTUNATELY AT THE EXACT SAME TIME WE'VE SEEN A CONSOLIDATION IN THE SOLID WASTE INDUSTRY. SO I REALLY FEEL LIKE IT PUTS THE CITIES AT A STRONG DISADVANTAGE WHEN WE'RE HAVING TO TO NEGOTIATE DIRECTLY WITH ONLY ONE OR TWO PLAYERS AND NOT HAVING THAT COLLECTIVE VOICE THAT WE HAD INTO THE RESOURCE RECOVERY SYSTEM. ALL RIGHT. AND SO THAT TO ME THAT'S THE THE NUMBER ONE KEY BENEFIT THAT THAT THE SOLID WASTE SYSTEM PROVIDED THE ANCILLARY SERVICES WERE GREAT. NEVERTHELESS THEY PROVIDE INTERNET SERVICE SO THERE ARE SOME DIFFERENCES BETWEEN INTERNET SERVICE THAT YOU GET HOME AND YOU GET THAT BUSINESS.

AND THERE ARE SOME DIFFERENCES IN THE TYPE OF INTERNET SERVICES YOU GET FROM A BUSINESS INTERNET VERSUS ENTERPRISE INTERNET SERVICE. AND YOU KNOW ALL OF THESE THINGS WE EXPERIENCE. ONLINE PAYMENTS IN A TIME OF CLOUD BASED SERVICES INCLUDING THE BEST ORE BODY CAMERA FOOTAGE THAT DRIVES OVER OUR EXISTING FIBER NET.

FIBER WITH FIBER NET OR CASTLE. SO IT'S BEEN EXTREMELY RELIABLE UNLESS WE HAD A YOU KNOW UNFORTUNATE INCIDENT OF FIBER CUT DUE TO SOME CONSTRUCTION ACTIVITY. SO THIS IS OUR SERVICE HISTORY WITH CROWN CASTLE. WE START IN MARCH AND CONSISTENTLY IS OUR CLOUD APPLICATIONS INCREASE. WE HAD TO INCREASE THE SPEED OF OUR INTERNET SERVICE CONNECTION AND WITH THIS UPCOMING CLOUD BASED APPLICATIONS THAT WE'RE PLANNING TO IMPLEMENT WE ALSO NEED SOME ADDITIONAL IP ADDRESSES. SO THIS THIS WOULD BE THE THIRD RENEWAL OF THE PRESENT SERVICE BUT CASTLE AND THIS WOULD TAKE OUR INTERNET SPEEDS FROM 300 MEGABITS PER SECOND TO 1 GIGABIT PER SECOND WHICH IS A SIGNIFICANT IMPROVEMENT. BUT ALL THESE NEW APPLICATIONS ARE PRETTY SPEED HUNGRY. AND SO IT WILL BE UTILIZED AND MOST LIKELY BY THE END OF THOSE THREE YEARS WILL COME BACK FOR MORE OR HIGHER SPEEDS OR FOR THE TIME BEING THE COST OF THIS SERVICE IS ABOUT NINETEEN HUNDRED SIXTY DOLLARS PER MONTH AND IN THREE YEAR CONTRACT WOULD PUT THAT IN JUST A LITTLE OVER SEVENTY THOUSAND DOLLARS. THIS IS A GSA CONTRACT AND IT'S A FAIRLY COMPETITIVE NUMBER WHEN COMPARED TO SOME OF THE OTHER SERVICES AVAILABLE FROM COMCAST OR. FROM COMCAST OR ITSELF. RECENTLY SARASOTA COUNTY WENT THROUGH AN RFP PROCESS A COMPETITIVE PROCESS AND THIS WAS THE RATE FROM EARLIER THIS YEAR. I BELIEVE MARCH APRIL MAY FROM FROM THAT TIMEFRAME AND WE MANAGED SOUTHWEST INFORMATION TECHNOLOGY SERVICES. THIS WAS THE MOST AFFORDABLE. OR APPROPRIATE SERVICE LEVEL FOR THEM. AND WHEN YOU LOOK AT THE RATE IT'S IT'S IT'S QUITE A BIT AS WELL BUT THAT'S THE THE MARKET FOR SUCH SERVICES. SO WE'RE HERE ASKING FOR YOUR APPROVAL TO GO FOR ANOTHER THREE YEARS.
