ADDITIONALLY, WE HELD FIVE CITYWIDE COMPREHENSIVE PLAN MEETINGS TO COLLECT INPUT FROM THOSE WHO CALL TAMARAC HOME.

RESIDENTS SHARE VALUABLE FEEDBACK, WHICH HELPED SET OUR TOP PRIORITIES ECONOMIC DEVELOPMENT, SAFETY, AND ROAD IMPROVEMENTS.

THE CITY'S LATEST ADDITION TO THE TAMARAC ECOSYSTEM IS A FAIRFIELD BY MARRIOT.

FAIRFIELD BY MARRIOT OFFICIALLY OPENED ITS DOORS LAST NOVEMBER AT COLONY WEST.

THE 62,000 SQUARE FOOT HOTEL BOASTS 120 ROOMS AND STRETCHES FIVE STORIES HIGH.

THE HOTEL INCLUDES A POOL, BUSINESS CENTER, ON SITE PARKING AND A 24 HOUR FITNESS CENTER.

REGARDING THE MINI GOLF COURSE, I KNOW THERE'S A BIG CONTROVERSY OVER WHAT SHOULD BE DONE NEXT TO THE GOLF COURSE, WHAT'S KNOWN AS THE GLADES OR THE EXECUTIVE OR WHATEVER IT'S CALLED. PEOPLE BUY THEIR PROPERTY BECAUSE THEY WANT TO VIEW THE LAND.

WHILE THE CITY IS STRENGTHENING ITS ETHICS CODES TO BE MORE TRANSPARENT AND ETHICAL, ONE THING TO CONSIDER IS HOW TO DETER FUNDS FROM BEING USED TO BOLSTER VOTE GETTING.

HOW CAN THIS BE INCORPORATED INTO THE ETHICS CODE FOR CITY OFFICIALS? I'M NOT SURE, BUT THIS COMMISSION SHOULD CONSIDER VOTING A MORATORIUM ON GIVING OUT GIFT CARDS THREE MONTHS BEFORE AN ELECTION TO DETER ANY IMPROPRIETIES OR BUYING VOTES, OR THE APPEARANCE OF BUYING VOTES.

AS HAS BEEN THE CASE, IF THESE GIFT CARDS AND INITIATIVE FUNDS ARE TRULY FOR THE BENEFIT OF THE RESIDENTS, AND NOT AS CAMPAIGN ENTICEMENTS FOR VOTES, GIVING GIFT CARDS CAN BE DONE MONTHS PRIOR TO ANY ELECTION.

IF A RESIDENT TRULY HAS A NEED IN THOSE FINAL THREE MONTHS, MAYBE THERE CAN BE A SEPARATE FUND AT CITY HALL TO WHICH THEY CAN APPLY AND NO COMMISSIONER GETS THE CREDIT.

TAKE $5,000 FROM EACH COMMISSIONER AND OF THEIR FUND, AND PUT IT INTO A $25,000 GENERAL FUND AND ASSIGN.

A CITY EMPLOYEE TO OVERSEE IT.

THIS WOULD BE THE MOST ETHICAL AND HONEST WAY TO HANDLE THIS MONEY.

EVENTUALLY, THE CITY IS GOING TO GIVE UP MAINTAINING THAT, AND IT'S GOING TO BE THE SECTION NINE TO MAINTAIN THAT, TO KEEP THE BALANCE AND MAKE SURE THAT EVERYTHING'S MAINTAINED WITHOUT THE EXISTING HOMEOWNERS HAVING A LAWSUIT PUT AGAINST THEM JUST A COUPLE OF YEARS FROM NOW BECAUSE OF AN IMBALANCE OF THE MAINTENANCE.

MANY NEW DEVELOPMENTS GOING UP.

ACTUALLY A FEW THOUSAND IN FLORIDA ARE IMPLEMENTING CD'S NOW.

HOA'S RELY ON A BOARD OF DIRECTORS TO OVERSEE THE UPKEEP OF THE PROPERTIES, BUT THEIR ONLY POWER IS SENDING OUT FINES AND THAT IS MINIMAL AT BEST.

THE OTHER TWO SECTIONS, WHICH WE CALL THE RICH SECTIONS, CHOOSE NOT TO BE PART OF OUR HOA AND THEY CANNOT AGREE ON HIRING BSO PATROL, GETTING LANDSCAPE DONE, OR CONTROLLING SOME OF THE HOMES RIGHT ON WOODLANDS BOULEVARD THAT ARE RUN DOWN WITH WEEDS AND JUNK CARS AND DRIVEWAYS.

SO A CD IS A WAY OF KEEPING PROPERTY VALUES IN CITIES FOR THE BENEFIT OF TAMARAC.

A CD IS A STATUTORY ORGANIZATION THAT HAS STRICT RULES TO BE FOLLOWED.

THE FORMATION OF THIS ORGANIZATION WILL ENSURE THAT THE ITEMS TO BE PAID BY THE SECTION NINE THAT RANDY TOLD YOU ABOUT, THAT WERE PROMISED TO THE OTHER EIGHT SECTIONS.

THAT'S US IN WOODLANDS WILL BE PAID.

THE MONEY IS GUARANTEED THROUGH THE CD PROCESS.

THE SECTION NINE HOMEOWNER WILL BE INFORMED AT CLOSING.

AND THE CITY TOLD THE RESIDENTS THAT THEY'RE GOING TO MAINTAIN IT.

INTERESTINGLY, ON MONDAY, I SAW A NEW PROPOSAL FOR BUILDING A QUOTE UNQUOTE TOP GOLF LIKE STRUCTURE BEHIND THIS COMMUNITY.

AND I'M LOOKING AT THE RESTRICTIVE COVENANT AND CITY ATTORNEY.

MY QUESTION TO YOU IS DOES THIS COVENANT PREVENT US FROM BUILDING THAT TYPE OF STRUCTURE AND ON THE GOLF COURSE? THANK YOU FOR THE QUESTION.

IF OBVIOUSLY THIS COVENANT WILL MAINTAIN THE GREEN SPACE AS GOLF COURSE USE TOP GOLF FACILITY IS GENERALLY DEEMED A GOLF COURSE USE.

SO THIS COVENANT DOESN'T ADDRESS THAT ISSUE IN TERMS OF PRECLUDING FACILITY LIKE TOP GOLF FROM FROM BEING BECAUSE THE ISSUE IS GOLF COURSE USE.

IF THE USE IS GOLF COURSE, THEN IT WOULD FALL INTO THAT USE.

WITH THIS COVENANT, IT WILL INFORM THE RESIDENTS IF THERE'S ANY DEVELOPMENT IN THE FUTURE THIS COVENANT WILL BE RECORDED AND THE PUBLIC RECORDS OF BROWARD COUNTY, IF ANY COMMISSION SEEK TO RESCIND OR TERMINATE THIS COVENANT THE RESIDENTS WHO LIVE WITHIN THE 400FT RADIUS OF THE CHAMPIONSHIP GOLF COURSE OR GLADES GOLF COURSE SHALL RECEIVE INDIVIDUAL NOTICE OF ANY PUBLIC HEARING, IF ANY CURRENT COMMISSION OR FUTURE COMMISSION SEEK TO TERMINATE THIS COVENANT.

WHAT YOU SEE ON THE SCREEN BEFORE YOU IS A CONCEPTUAL OR NOT CONCEPTUAL, BUT KIND OF A GENERAL HIGHLIGHT OF THE BOUNDARIES OF THE PROPERTY THAT 13TH FLOOR IS ACQUIRING FOR WHAT IS BEING CALLED SECTION NINE WITHIN THE WOODLANDS COMMUNITY.

THAT IS ALL OF THE GOLF COURSE PROPERTY, SOME OF WHICH WILL BE REDEVELOPED WITH APPROXIMATELY 335 HOMES.

THE BALANCE OF WHICH WHICH IS, I THINK I HEARD ONE OF THE RESIDENTS SAY EARLIER, 160 ACRES.

I THINK IT'S CLOSER TO 180 PLUS ACRES OF OPEN SPACE WITHIN THE COMMUNITY.

AND AS YOU CAN SEE, ALL OF THE HOMES THAT ARE NOT WITHIN THE ORANGE AND YELLOW HIGHLIGHT, THERE ARE 892 HOMES THAT EXIST WITHIN THE WOODLANDS COMMUNITY TODAY.

AND THE GOAL, ONE OF THE MAIN CONCEPTS OF THIS CD IS TO ENSURE THAT THAT 180 PLUS ACRES THAT IS THERE AND USABLE AND AVAILABLE FOR THE 335 NEW HOMES THAT WILL BE BUILT.

BUT THE EXISTING RESIDENTS THAT ARE CURRENTLY OCCUPY THE 892 HOMES WILL HAVE THE CORRECT MAINTENANCE AND THE FUNDS NECESSARY TO ENSURE THAT THE PROTECTIONS FOR THE ENTIRETY OF THE WOODLANDS COMMUNITY ARE THERE TODAY AS THIS PROPERTY IS DEVELOPED AND IN PERPETUITY.

AND THAT IS A VERY, VERY BIG COMPONENT OF ALL OF THIS THAT I KNOW WE TOUCHED ON LAST TIME, AND I JUST WANTED TO FOCUS ON IN A LITTLE MORE DETAIL TODAY.

AGAIN, THESE ARE GENERAL IDEAS, BUT A LOT OF THE THE INFRASTRUCTURE AND IMPROVEMENTS THAT ARE GOING TO BE FINANCED THROUGH THE CDD, MAINTAINED THROUGH THE CDD.

AGAIN, THE VAST MAJORITY OF THESE ITEMS AND THE LONG TERM, I JUST USED THE WORD PERPETUITY, THE LONG TERM MAINTENANCE OF NEW ENTRANCE FEATURES AND GATES AND PERIMETER BUFFERS AND 180 PLUS ACRES OF OPEN SPACE WILL BE AT THE PROTECTION OF EFFECTIVELY THIS THIS COMMUNITY DEVELOPMENT DISTRICT THAT IS HELD TO SUCH A HIGHER STANDARD THAN A THAN A TYPICAL HOA.

IT IS THESE ARE AMENITIES AND OPEN SPACE THAT AFFECT THE ENTIRETY OF THIS COMMUNITY.

AND AN HOA SIMPLY WOULD NOT PROVIDE THAT SAME LEVEL OF PROTECTION TO THE BALANCE OF THE WOODLANDS COMMUNITY.

SO JUST A FEW POINTS.

I DON'T THINK THESE WERE PART OF THE PRESENTATION PREVIOUSLY, BUT WE'VE GONE OUT, WE'VE DONE A LITTLE BIT MORE HOMEWORK AND A LITTLE BIT MORE RESEARCH.

I THINK ONE OF THE THE BIG COMPONENTS, THE REALLY BIG SELLING POINTS HERE IS THE NATURE OF THE WOODLANDS COMMUNITY AND THE FACT THAT THERE IS NOW AN APPROVED REDEVELOPMENT WITHIN THAT COMMUNITY THAT HAS SUCH A SIGNIFICANT AMOUNT OF ADDITIONAL OPEN SPACE.

AND SO IT JUST CONTINUES TO CREATE THAT STRUCTURE THAT WILL OFFER SOME COHESIVENESS WITHIN THIS COMMUNITY FOR EVERY RESIDENT BOTH, BOTH EXISTING AND NEW.

AND THEN AGAIN, SAME THING WITH WATER MANAGEMENT, ACTUALLY.

AND THIS IS A STATEMENT FROM SOMEONE WITH THE SAINT JOHNS WATER CONTROL DISTRICT.

BUT IN TERMS OF MANAGEMENT AND MAINTENANCE FOR WATER CONTROL AREAS, THE CD IS ACTUALLY A PREFERRED METHOD AS WELL, GIVEN THE STATUTORY REQUIREMENTS FOR ALWAYS HAVING A DISTRICT ENGINEER AND A DISTRICT ATTORNEY ON HAND IN ORDER TO ADDRESS ANY SIGNIFICANT ISSUES THAT MAY POP UP.

WHEN YOU BUY YOUR HOME, YOU ARE PAYING FOR WHATEVER WENT IN TO THAT PURCHASE, WHATEVER WENT IN TO BUILD THAT HOME, YOU WERE PAYING FOR IT.

SO WITH A CD, IT GIVES THE DEVELOPER AN OPPORTUNITY TO TAKE CERTAIN ITEMS LIKE INFRASTRUCTURE.

AND BECAUSE IT DEALS WITH SERVICES THAT ARE MUNICIPAL SERVICES, IT GIVES THEM A BETTER INTEREST RATE.

THAT BETTER INTEREST RATE GETS PASSED ON TO THE NEW SECTION NINE HOMEOWNER, INSTEAD OF IF THEY DO NOT HAVE THE OPPORTUNITY TO HAVE A LOWER INTEREST RATE ON THIS PORTION OF THE LOANS THAT THEY'RE GOING TO TAKE, GUESS WHAT? YOU'RE GOING TO BE PAYING MORE FOR YOUR HOME.

SO IT IS A BENEFIT FOR THE NEW HOMEOWNER.

THE NEW HOMEOWNER IS FULLY AWARE OF WHAT'S GOING TO HAPPEN.

MOST NEW HOMEOWNERS, WHEN THEY ARE AWARE OF THIS, ARE GOING TO BE VERY HAPPY BECAUSE THEY KNOW THAT IF WE HAVE ANOTHER DOWNTURN IN THE ECONOMY AND HOMES VALUES GO SOUTH, THEY WON'T HAVE TO WORRY ABOUT HAVING TO PAY FOR THEIR NEIGHBOR'S BILL BECAUSE IT WILL ALREADY BE PAID BY THEMSELVES ON THEIR OWN TAX BILL, WHEREAS THE REST OF THE HOA

AND WHILE WE ALL WISH TO HELP EACH OTHER OUT, THERE ARE SOME TIMES WHEN MONEY IS ACTUALLY FINITE FOR EVERYONE AND IT IS NOT ALWAYS POSSIBLE.

SO WHILE THE STRUCTURE COULD BE DEEMED SCARY, IT'S BUYER BEWARE.

THERE WAS A LOT OF CONVERSATION LAST TIME YOU WERE HERE THROWING AROUND THAT CHURCH ON THE CORNER OF HIATUS BR CLAUSE, NOB HILL AND THAT PROPERTY, THAT COMMUNITY TOOK A LONG TIME TO DEVELOP THAT PROPERTY.

IT WAS GIVEN DONATIONS AND I CALLED THE CHURCH.

I CALLED THE PASTOR AND I SPECIFICALLY ASKED THE PASTOR, WHAT IS THE.

BREAKDOWN OF THE DEMOGRAPHICS.

COMMUNITY CHRISTIAN CHURCH IS AVERAGING 4500 ATTENDEES THIS YEAR, BOTH IN PERSON AND IN PUBLIC.
