WHEREAS EACH YEAR, THE MEMBERS OF THE TAMARAC FIRE RESCUE NOMINATE THEIR PEERS FOR TAMARAC FIRE RESCUE FIREFIGHTER OF THE YEAR AWARD AND THE SELECTION COMMITTEE REVIEWS ALL NOMINATIONS SUBMITTED.

AND WHEREAS DRIVER ENGINEER SCOTT HUDANICH'S NOMINATION WAS UNANIMOUSLY SELECTED AS THE 2023 TAMARAC FIREFIGHTER OF THE YEAR.

HIS CONTINUOUS IMPROVEMENT ATTENTION TO DETAIL HAS PLAYED A VITAL ROLE OVER THE PAST FEW YEARS IN THE RESEARCH AND PURCHASING OF NEW FIRE APPARATUS AND FIRE EQUIPMENT FOR THE DEPARTMENT.

AND WHEREAS DRIVER ENGINEER SCOTT HUDANICH ALWAYS GOES ABOVE AND BEYOND WHEN ON CALLS, AND IS A TEAM PLAYER WHO WORKS WITH HIS FELLOW FIREFIGHTERS ON ANY PROJECT. HE IS ONE WHO HAS SET THE BAR FAR FOR THOSE PROMOTED TO THE POSITION OF DRIVER ENGINEER AND SERVES AS A MENTOR TO MANY OF HIS COWORKERS, HAS A STRONG WORK ETHIC, LEADING BY EXAMPLE, AND IS ONE WHO PROMOTES A HIGHER LEVEL OF ACCOUNTABILITY.

AND WHEREAS DRIVER ENGINEER SCOTT HUDANICH WAS ALSO APPOINTED TO COCHAIRMAN OF THE TAMARAC FIRE RESCUE BENEVOLENT ASSOCIATION AND WAS INSTRUMENTAL IN, ALONG WITH OTHER MEMBERS, IN CHALLENGING AND CHANGING THE BENEVOLENT FUND TO A 501C3 TAX EXEMPT STATUS, WHICH ALLOWS FOR TAX DEDUCTIBLE CONTRIBUTIONS FROM CORPORATIONS AND INDIVIDUALS.

AND WHEREAS DRIVER ENGINEER HUDANICH ALWAYS HAS A GREAT ATTITUDE AND A SMILE ON HIS FACE, HE EXEMPLIFIES ALL THE GOOD QUALITIES AND TRAITS THAT EVERY FIREFIGHTER, DRIVER, ENGINEER AND FIRE OFFICER SHOULD ASPIRE TO BE.

I MEAN, ANY NUMBER OF THESE FOLKS COULD HAVE BEEN CHOSEN, BUT SCOTT ALWAYS DOES COME IN EAGER TO TO MAKE THE JOB BETTER, THE DEPARTMENT BETTER.

HE STRIVES TO BE THE BEST HIMSELF, AND HE EXPECTS THAT OF OTHERS.

AND IT'S AN HONOR TO WORK WITH HIM.

ONE OF THE COMMISSIONERS HAS SUGGESTED THAT OUR COMMUNITY, SHAKER VILLAGE, POSSESS FIVE UNITS THAT COULD BE SOLD FOR A TOTAL OF $1.5 MILLION.

DESPITE RESIDENTS FROM SHAKER VILLAGE PRESENTING ACCURATE INFORMATION IN VARIOUS MEETINGS, THE COMMISSIONER FELT THE NEED TO REITERATE THESE UNTRUE CLAIMS DURING THE DECEMBER 13TH, 2023 COMMISSION MEETING.

I WOULD LIKE TO SHARE SOME DETAILS ON ONE OF THESE UNITS.

THE UNIT IS 44 ANDY LANE.

UM, SO JUST TO MAKE SURE EVERYBODY'S FAMILIAR WITH THE PROPERTY, I MEAN, IT'S ALONG A FAIRLY PROMINENT INTERSECTION IN THE CITY, SO I'M SURE EVERYBODY IS FAIRLY FAMILIAR WITH IT. BUT WE ARE TALKING ABOUT THE PARCEL THAT'S LOCATED ON THE NORTHEAST CORNER OF COMMERCIAL BOULEVARD AND UNIVERSITY DRIVE.

UM, IT IS ABOUT 1.21 ACRES IN SIZE.

IT'S ADJACENT TO THE ADVANCED AUTO PARTS.

UM, AND THEN THERE'S A DENNY'S KIND OF BEHIND IT ALONG UNIVERSITY AND ANOTHER FAST FOOD RESTAURANT ACROSS UNIVERSITY DRIVE.

UM, THE EXISTING LAND USE IS COMMERCIAL.

THE EXISTING ZONING IS MIXED USE, GENERAL, AND IT'S CURRENTLY DEVELOPED WITH A BANK THAT'S A LITTLE BIT OVER 4,500FT² IN SIZE WITH, I BELIEVE, THREE DRIVE THRU LANES.

UM, THE BANK USE WAS DEVELOPED AT SOME POINT IN THE 70S, UM, AND HAS BEEN A COUPLE DIFFERENT BANKS OVER TIME, UNTIL MOST RECENTLY 2022 WHEN IT CEASED OPERATIONS.

AND SO THAT BUILDING IN THE PROPERTY HAS BEEN VACANT SINCE THAT POINT IN TIME.

WE ARE HERE BEFORE YOU FOR TWO REQUESTS THIS EVENING.

A SPECIAL EXCEPTION TO ALLOW FOR THE PROPOSED RESTAURANT FAST FOOD WITH DRIVE THRU WITHIN THE MU-G ZONING DISTRICT, AND A SITE PLAN APPROVAL TO ALLOW FOR THE FAST FOOD RESTAURANT.

AGAIN, JUST GOING BACK TO SOME OF THE EXISTING CONDITIONS TO FAMILIARIZE YOURSELF WITH THE APPEARANCE OF THE PROPERTY.

YOU SEE, THEY DO HAVE THOSE AT LEAST TWO DRIVE THRU LANES POSSIBLY, I THINK A THIRD LANE WHERE AN ATM WAS LOCATED.

UM, AND THE AERIAL ON THE RIGHT HAND SIDE OF THE SCREEN SHOWS A FEW DIFFERENT ARROWS AS TO HOW THE SITE HAS BEEN ACCESSED HISTORICALLY.

UM, AND THAT'S A LITTLE BIT IMPORTANT AS WE WALK THROUGH OUR PROPOSED SITE PLAN.

UM, THERE IS AN EXISTING ACCESS POINT OFF COMMERCIAL BOULEVARD.

UH, YOU CAN SEE IT IN THE BLUE ARROWS THERE.

IT IS IMMEDIATELY ADJACENT TO THE ACCESS POINT, ONE OF THE ACCESS POINTS FOR THE ADVANCED AUTO PARTS STORE.

UM, SIMILARLY, ON THE NORTH HAND SIDE OF THE SITE, THERE'S AN EXISTING ACCESS POINT ON OFF OF 57TH STREET, WHICH IS AGAIN ADJACENT TO AN EXISTING ACCESS POINT FOR THE PROPERTY NEXT DOOR.

UM, WHEN WE HAD MET WITH FDOT RELATED TO THE SITE ACCESS, UM, YOU KNOW, THEY HAD DETERMINED ESSENTIALLY THAT ALONG COMMERCIAL BOULEVARD, THOSE TWO ACCESS POINTS WERE IN VERY CLOSE PROXIMITY AND REQUESTED WE CLOSE THE ACCESS OFF COMMERCIAL BOULEVARD, WHICH WE AGREED TO.

UM, SO THEN ACCESS DIRECTLY OFF COMMERCIAL BOULEVARD IS BEING CLOSED INTO THIS PROPERTY.

THERE IS AN EXISTING ACCESS POINT ON UNIVERSITY DRIVE.

UM, FDOT HAS JURISDICTION OVER THAT ROADWAY AND AGREED THAT WE CAN KEEP THAT ACCESS POINT.

UM, AND SO THAT'S IN LINE WITH WHERE WE'RE PROPOSING ACCESS WITH THIS PLAN.

AND THEN AS WE GO BACK TO 57TH STREET AGAIN, WE HAVE TWO KIND OF ACCESS POINTS FOR NEIGHBORING PROPERTIES IN VERY CLOSE PROXIMITY.

UM, SO WE ARE GOING TO BE PROPOSING TO CLOSE THE ACCESS POINT TO THIS PROPERTY THROUGH 57TH AND UTILIZE A SHARED ACCESS CONNECTION.

UM, THAT SHARED ACCESS CONNECTION IS NOT SO VISIBLE ON THE AERIAL, BUT IT DOES EXIST TODAY.

AND WE'LL GET INTO THAT IN A LITTLE BIT MORE DETAIL AS WE MOVE FORWARD.

UM, SO RELATED TO THE SPECIAL EXCEPTION REQUEST, THE CODE DEFINES A RESTAURANT FAST FOOD AS AN ESTABLISHMENT THAT DISPENSES FOOD FOR CONSUMPTION ON OR OFF THE PREMISES, AND THAT HAS THE FOLLOWING CHARACTERISTICS.

A LIMITED MENU, ITEMS PREPARED IN ADVANCE OR PREPARED OR HEATED QUICKLY.

NO TABLE ORDERS AND FOOD SERVED IN DISPOSABLE, UNWRAPPED CONTAINERS.

UM, SO THEY ARE QUICKLY LOOKING TO EXPAND IN SOUTH FLORIDA AND WANT TO CALL TAMARAC HOME.

UM, RAISING CANE'S SERVES CHICKEN FINGERS.

UH, THAT IS ESSENTIALLY THEIR MENU.

IT IS QUITE LIMITED, AS OPPOSED TO OTHER FAST FOOD RESTAURANTS THAT MIGHT HAVE, YOU KNOW, A VARIETY OF SANDWICH OPTIONS, SALAD OPTIONS, WRAPS, CHICKEN FINGERS UM, AND KIND OF A MORE FULL MENU.

AT RAISING CANE'S YOUR ORDER IS DO YOU WANT 3, 4 OR 6 CHICKEN FINGERS ESSENTIALLY.

ALL OF THE SIDES ARE THE SAME.

YOU GET IT WITH TEXAS TOAST, YOU GET IT WITH COLESLAW, AND YOU GET IT WITH FRENCH FRIES.

SO YOU CAN SEE THERE'S KIND OF A BUBBLED AREA AT THE SOUTHEAST CORNER OF THE SITE WHERE ACCESS WAS PREVIOUSLY THAT HAS BEEN CLOSED FROM COMMERCIAL BOULEVARD. THE ACCESS OFF UNIVERSITY DRIVE IS IN THE SAME LOCATION AS WHAT'S EXISTING, AND IT'S ESSENTIALLY HALFWAY BETWEEN THE TWO INTERSECTIONS, WHICH WAS DEEMED A SAFE LOCATION.

AND THEN WE ARE CLOSING THE ACCESS OFF 57TH AND CONNECTING THROUGH AN EXISTING CROSS ACCESS POINT.

NOW, AS THE SITE WAS DEVELOPED BACK IN THE 70S, UM, YOU KNOW THAT THAT CROSS ACCESS HAS BEEN THERE FOR QUITE SOME TIME, BUT UNFORTUNATELY IT WAS NEVER APPROPRIATELY DOCUMENTED. AND SO WE ARE CURRENTLY IN THE PROCESS OF WORKING WITH THE ADJACENT PROPERTY OWNER TO FORMALIZE THAT CROSS ACCESS.

WE'VE PROVIDED THEM WITH DRAFT DOCUMENTS THAT HAVE GONE THROUGH, UH, SEVERAL LAYERS OF REVIEW.

UM, AND WE ARE EXPECTING THAT AGREEMENT TO BE SIGNED AND FORMALIZED AND RECORDED, UM, WITHIN THE NEAR FUTURE.

SO THAT IS A CONDITION OF APPROVAL THAT'S NOTED IN YOUR STAFF REPORT FOR THE SITE PLAN.

AND WE ARE ACTIVELY PURSUING THAT TO RESOLVE THAT ISSUE.

WE ALSO HAVE INCREASED PEDESTRIAN CONNECTIONS TO THE SITE.

WE HAVE PEDESTRIAN CONNECTIONS THAT WE'RE PROVIDING FROM UNIVERSITY DRIVE AND FROM COMMERCIAL BOULEVARD.

UM, ONE THING TO NOTE, YOU KNOW, COMMERCIAL BOULEVARD AND UNIVERSITY DRIVE ARE BOTH, UH, HEAVILY TRAFFICKED AREAS.

THERE'S LOTS OF ALTERNATE MODES OF TRANSPORTATION, LOTS OF BUSINESSES IN THE AREA.

SO PROVIDING THAT PEDESTRIAN CONNECTION PROVIDES ANOTHER OPPORTUNITY TO HELP SERVE CUSTOMERS IN THE AREA.

UM, AND WE'RE GOING TO GET INTO THE TRAFFIC AND STACKING A LITTLE BIT AS WE GO INTO THE PRESENTATION.

UM, ONE OTHER THING THAT'S VERY UNIQUE ABOUT THIS PROPERTY.

OBVIOUSLY, WITH FDOT HAVING JURISDICTION OF THE NEIGHBORING ROADWAYS, WE WENT TO THEM VERY EARLY ON IN OUR, UM, REVIEW OF THIS SITE, AND THEY ACTUALLY REQUIRED DEDICATION OF A 40 FOOT WIDE EASEMENT ALONG UNIVERSITY DRIVE.

THAT IS THE AREA THAT'S HIGHLIGHTED BY THE GREEN BOX.

UM, SO, YOU KNOW, IN THE EVENT FDOT DECIDES IN THE FUTURE TO EXPAND THE ROADWAY, THEY HAVE SUFFICIENT, UH, AVAILABILITY TO DO SO. UM, A SIMILAR EASEMENT WAS PREVIOUSLY DEDICATED ALONG COMMERCIAL BOULEVARD, AND THAT'S WHAT'S SHOWN IN BLUE.

THIS PLAN ESSENTIALLY SHOWS ACCESS IN A ONE DIRECTIONAL KIND OF COUNTERCLOCKWISE MANNER.

SO YOU WOULD ENTER FROM, AGAIN, THE SHARED ACCESS POINT FROM 57TH OR FROM UNIVERSITY DRIVE.

YOU'D HEAD TO THE SOUTH END OF THE SITE AND ENTER THE DRIVE THRU AREA, ESSENTIALLY IN THE SAME AREA WHERE THE EXISTING BANK HAS THEIR DRIVE THRU, UM, KIND OF TOWARDS THAT SOUTHEAST CORNER AND THEN HEAD NORTH.

UH, THE TWO DRIVE THRU LANES PROVIDES QUEUING FOR 25 VEHICLES.

I'LL GET INTO THAT A LITTLE BIT MORE AS WE MOVE FORWARD, BUT WE DID SUBMIT A QUEUING ANALYSIS AS PART OF OUR TRAFFIC STUDY THAT DEMONSTRATED THAT WAS SUFFICIENT AS WELL.

AND HERE'S OUR PROPOSED LANDSCAPE PLAN.

SO ALONG UNIVERSITY DRIVE WE HAVE QUITE A BIT OF LANDSCAPE AREA.

AGAIN, BY WAY OF THAT 40 FOOT EASEMENT.

WE WEREN'T ABLE TO PUT MAJOR IMPROVEMENTS IN THERE, BUT LANDSCAPING WAS ACCEPTABLE.

SO WE WANTED TO MAKE SURE THAT AREA, IT WAS STILL A VERY ATTRACTIVE IN APPEARANCE.

I THINK ONE THING THAT'S IMPORTANT TO NOTE IN TERMS OF THE LANDSCAPING IS THROUGH THIS PLAN, WE'RE ACTUALLY ABLE TO, UH, KEEP 30 EXISTING SHADE TREES, LARGE SHADE TREES ON THE PROPERTY.

I FEEL LIKE THAT'S A FAIRLY SIGNIFICANT NUMBER, AND THAT'S AN ADDITION TO PALM TREES THAT ARE ALSO BEING MAINTAINED ON THE SITE.

UM, IN ADDITION, WE ARE PLANTING NUMEROUS TREES, LIVE OAKS, CRAPE MYRTLES, GUMBO LIMBOS, SO IT WILL PROVIDE AN ATTRACTIVE APPEARANCE OF THE PROPERTY.

ALL RIGHT. NOW GETTING INTO KIND OF THE DETAILS RELATED TO PARKING, QUEUING TRAFFIC, THE HOT TICKET ITEMS, I SHOULD SAY.

UM, SO WE DID PROVIDE A PARKING STUDY FOR RAISING CANE'S.

WE LOOKED AT FOUR DIFFERENT LOCATIONS.

UM, THAT RAISING CANE'S IS CURRENTLY OPERATING BECAUSE THEIR BUSINESS MODEL IS A LITTLE BIT DIFFERENT.

I MEAN, SOME OF THE COMPETITORS ALSO FOCUS HEAVILY ON THE DRIVE THRU FUNCTION, BUT THAT'S REALLY WHERE THEY'RE CONSTANTLY TURNING OVER THEIR PROPERTY OR THEIR, THEIR CUSTOMERS. UM, THERE IS INDOOR SEATING PROVIDING FOR ABOUT 50 SEATS.

UM, BUT MOST OF THEIR MODEL IS THROUGH THEIR DRIVE THRU AND TURNING OVER THOSE ORDERS FAIRLY QUICKLY.

SO WE DID LOOK AT EXISTING RAISING CANE'S LOCATIONS TO SEE WHAT WAS REQUIRED IN TERMS OF PARKING.

THE ANALYSIS WAS DONE AT PEAK HOURS FROM THURSDAY THROUGH SATURDAY FROM 10 A.M.

TO MIDNIGHT.

AND ESSENTIALLY, UM, WE DETERMINED, YOU KNOW, THE MAXIMUM NUMBER OF CARS THAT WOULD BE PARKED AT ANY GIVEN TIME.

AND THAT WAS DETERMINED TO BE 24 PARKING SPACES, WHICH IS WHAT IS PROVIDED.

WE'RE ABLE TO PROVIDE THOSE 24 PARKING SPACES BY WAY OF CERTAIN CODE REDUCTIONS.

THERE'S A REDUCTION FOR BEING ALONG THE, UH, MORE TRANSIT ORIENTED CORRIDORS, UH, ADJACENT TO BUS ROUTES AND WHERE THOSE ALTERNATE MODES OF TRANSPORTATIONS ARE AVAILABLE.

UM, AND THEN AGAIN, ALSO THROUGH DEMONSTRATING THAT WE HAVE SUFFICIENT PARKING THROUGH A PARKING STUDY.

IN TERMS OF THE TRAFFIC IMPACT ANALYSIS, WE DID SUBMIT A STUDY THAT WAS REVIEWED BY THE CITY'S TRAFFIC CONSULTANT.

ESSENTIALLY, THE ANALYSIS COMPARED THE EXISTING USE ON THE SITE, WHICH IS THE BANK USE TO THE PROPOSED RESTAURANT USE.

UM, THE RESTAURANT USE DID HAVE AN INCREASE IN AM PEAK HOUR TRIPS, BUT ACTUALLY A DECREASE IN PM PEAK HOUR TRIPS AS OPPOSED TO OR I GUESS IN A YEAH, AS OPPOSED TO THE DRIVE THRU BANK USE THAT HAS HISTORICALLY BEEN IN OPERATION ON THE SITE. UM, THE STUDY ALSO CONCLUDED THAT THE CHANGE OF USE IS NOT GOING TO RESULT IN ANY CHANGE TO THE BACKGROUND LEVEL OF SERVICE AT THE INTERSECTION OF COMMERCIAL BOULEVARD OR UNIVERSITY DRIVE.

SO OBVIOUSLY, YOU KNOW, THE BANK USE HAS BEEN VACANT.

WE HAVEN'T BEEN SEEING TRIPS AT THAT SITE WITHIN THE LAST YEAR OR SO, BUT COMPARED TO THE HISTORICAL USE ON THE PROPERTY, THERE REALLY IS NO IMPACT WITH THIS CHANGE OF USE.

AND THEN EXCUSE ME, IN TERMS OF QUEUING, UM, AGAIN, WE DID CONDUCT QUEUING ANALYSIS FOR RAISING CANE'S, STUDYING VARIOUS LOCATIONS THAT ARE IN OPERATION TODAY, UM, THAT ARE COMPARABLE IN SIZE AND TRAFFIC.

AND AT THE 95TH PERCENTILE, SIMILAR RESTAURANT SIZES SHOWED 21 VEHICLES WITHIN THEIR DRIVE THRU.

THE PROPOSED SITE PLAN PROVIDES A QUEUING CONFIGURATION FOR 25 VEHICLES, UM, BEFORE CONFLICTING WITH ANY ON STREET PARKING SPACES.

SO ESSENTIALLY WITHIN THE DRIVE THRU LANES THEMSELVES, WE ARE ABLE TO ACCOMMODATE 25 VEHICLES, WHICH IS IN EXCESS OF KIND OF THE PEAK DEMAND THAT'S SEEN AT ANY OTHER RESTAURANT UM, THAT WAS STUDIED.

NOW EXCUSE ME.

UM, WE DO HAVE AN EVENT MANAGEMENT PLAN IN PLACE IN THE EVENT THAT THE VEHICLES EXCEED 25 STACKING POSITIONS. UM, SO, FOR EXAMPLE, WHEN THE RESTAURANT FIRST OPENS UP AND THERE'S QUITE A BIT OF EXCITEMENT ABOUT THIS USE, AND WE SEE KIND OF MORE CUSTOMERS THAN WOULD NORMALLY BE SEEN AS, AS THE USE IS KIND OF OPEN AND OPERATIONAL FOR A WHILE.

UM, WE UNDERSTAND THAT POTENTIALLY THERE MIGHT BE MORE THAN 25 VEHICLES.

SO WE HAVE THIS PLAN IN PLACE.

IT WAS INCORPORATED INTO THE TRAFFIC STUDY AND AGAIN REVIEWED BY THE CITY AND THE CITY'S TRAFFIC CONSULTANT, UM, DEMONSTRATING HOW WE CAN ACCOMMODATE UP TO 100 VEHICLES. AND SO, UM, IT'S IT'S A LITTLE COMPLICATED WITH THIS GRAPHIC, BUT ESSENTIALLY WE'RE LOOKING AT THE GREEN ARROW THAT STARTS AT THE ENTRANCE TO THE DRIVE THRU AND WORKING BACKWARDS.

SO YOU HAVE THE TRAFFIC CREW, WHICH IS RAISING CANE'S EMPLOYEE.

AND IT WOULD GO BACK TO WHERE YOU SEE THAT 25, THAT 25 REPRESENTS AN ADDITIONAL 25 VEHICLES THAT CAN BE ACCOMMODATED WITHIN THE PROPERTY ITSELF. IN THOSE EVENTS, WITH INCREASED DEMAND, WE WOULD CLOSE OFF THE ACCESS POINT ON UNIVERSITY SO THAT ALL OF THE CUSTOMERS ARE ACCESSING FROM 57TH OR FROM THE ADJACENT PROPERTY, UH, CONTINUING ALONG WITH THE GREEN ARROWS, UM, ALONG THE NORTH PORTION OF THE PROPERTY.

AND THEN WE WOULD ENTER INTO THE ADJACENT PARCEL.

AND AGAIN, THIS IS SOMETHING THAT IS CONTEMPLATED AS PART OF THE CROSS ACCESS AGREEMENT.

UM, BUT YOU'D HEAD SOUTH TO WHERE YOU HAVE THAT OFFICER WITH THE NUMBER 50.

AND SO THAT SHOWS HOW WE CAN DEMONSTRATE OR HOW WE CAN ACCOMMODATE 50 VEHICLES WITHIN THE STACKING POSITION.

GOING EASTWARD ALONG COMMERCIAL, YOU CAN ACCOMMODATE ANOTHER 25 VEHICLES THERE, UM, AND THEN NORTH TOWARDS 57TH THAT'S HOW YOU CAN ACCOMMODATE 100 VEHICLES.

THE RED SHOWS HOW CUSTOMERS WOULD LEAVE THE SITE IN THOSE EVENTS.

SO THIS WOULD BE A COMBINATION OF UTILIZING RAISING CANE'S TEAM MEMBERS AS WELL AS, UH, OFF DUTY OFFICERS AND SOLICITING THEIR ASSISTANCE IN THOSE KIND OF PEAK HOUR DEMANDS.

AND RAISING CANE'S JUST TO KIND OF ELABORATE ON THAT, HAS A LOT OF SECURITY PROTOCOLS IN PLACE.

THEY WANT TO ENSURE THAT, UM, NOT ONLY THEIR CUSTOMERS ARE SAFE AND NOT ONLY IN THESE, YOU KNOW, PEAK DEMAND INSTANCES, BUT OVERALL, UM, SO OBVIOUSLY WITH THE SITE PLAN, WE'RE GOING TO BE UPGRADING THE SITE LIGHTING, UM, TO COME INTO COMPLIANCE WITH CURRENT CODE AS OPPOSED TO WHAT'S OUT THERE THAT WAS PROBABLY IN EXISTENCE IN THE 1970S.

I BELIEVE THERE WERE ALSO SOME UTILITY ISSUES THAT PREVENTED US TO HAVE THAT ACCESS.
