WHEREAS ON AUGUST 12TH, 2023, THE PASSING OF THE CITY MANAGER, CITY OF TAMARAC'S, FORMER MAYOR HARRY DRESSLER WAS ANNOUNCED.

AND. WHEREAS, MAYOR DRESSLER FAITHFULLY SERVED AS TAMARAC'S DISTRICT FOUR COMMISSIONER FROM MARCH 2006 UNTIL JANUARY 2014, BEFORE SERVING AS MAYOR OF TAMARAC FROM JANUARY 2014 UNTIL NOVEMBER 2018.

AND. WHEREAS, DURING HIS TENURE ON THE TAMARAC CITY COMMISSION, MAYOR DRESSLER TOOK GREAT PRIDE IN HIS WORK WITH RESIDENTS, COMMUNITY GROUPS, PROFESSIONAL STAFF AND EMPLOYEES. AND.

WHEREAS, MAYOR DRESSLER WAS COMMITTED IN HIS EFFORTS TOWARDS STRENGTHENING THE CITY'S FINANCIAL STABILITY, PROVIDING ESSENTIAL SERVICES FOR ALL RESIDENTS AND ESTABLISHING RELATIONSHIPS WITH OTHER GOVERNMENTAL AGENCIES, INCLUDING BROWARD COUNTY COMMISSION AND BROWARD SHERIFF'S OFFICE.

WHEREAS MAYOR DRESSLER REPRESENTED TAMARAC FOR SEVERAL YEARS ON MANY BOARDS AND COMMITTEES, INCLUDING SERVING AS BROWARD METROPOLITAN PLANNING ORGANIZATION DELEGATE AND AS BROWARD LEAGUE OF CITIES BOARD MEMBER.

AND. WHEREAS, MAYOR DRESSLER'S COMMITMENT TO THE CITY OF TAMARAC WAS UNWAVERING, AND WE ARE ALL VERY GRATEFUL FOR HIS LEADERSHIP CONTRIBUTIONS AND DEDICATION TO PUBLIC SERVICE.

AND. WHEREAS, MAYOR DRESSLER WAS A LOVING HUSBAND, FATHER, GRANDFATHER AND LOCAL GOVERNMENT LEADER WHO WILL BE MISSED BY THE CITY OF TAMARAC.

WE HAVE BEEN DOING THIS AND TAMARAC IS ONE OF OUR ORIGINAL SPONSORS BACK IN 1990.

SO OVER 30 YEARS WE'VE BEEN DOING THIS.

THE PROGRAM ORIGINALLY STARTED WITH 30 KIDS AND WE'RE NOW UP TO 200 PLUS.

AND WE GO FROM PARKLAND, CORAL SPRINGS, TAMARAC, SUNRISE WEST IN PEMBROKE PINES, AND OUR PROGRAM INCLUDES ALL KIDS WITH ANY SPECIAL NEEDS.

SO WE AS WE'VE GROWN, WE HAVE NOW OUR JUNIOR DIVISION, WHICH ARE KIDS 5 TO 15 AND SOMETIMES 15 AND THEN 16 UP.

MY SON'S BEEN PLAYING SINCE THE BEGINNING, SO AND HE'S IN HIS MID 40S.

BUT THE PROGRAM ONLY EXISTS BECAUSE WE CAN GET PRIVATE SPONSORS LIKE THE CITY OF TAMARAC TO HELP US AND FUND US SO WE CAN PROVIDE THE KIDS WITH UNIFORMS, EQUIPMENT, PICTURES, TROPHIES.

DAY AT THE MARLINS GAME USUALLY, AND OPENING DAY AND CLOSING DAY PICNICS.

SO KIDS HAVE A GREAT TIME.

NANCY HAS SERVED THE COMMUNITY BY COLLECTING MONIES FOR THE MARCH OF DIMES, COORDINATING FLU SHOTS FOR RESIDENTS THROUGH THE CITY'S FLU SHOT PROGRAM.

BRINGING BACK MEMORIES, HUH? ORGANIZING RESOURCES FOR THE VITA PROGRAM TO ASSIST RESIDENTS WITH TAX PREPARATION AND SERVED ON THE CITY'S SOCIAL COMMITTEE TO SUPPORT EMPLOYEE RECOGNITION AND SOCIAL INTERACTION. AND.

WHEREAS, IN 2001, NANCY WAS INSTRUMENTAL IN THE SUCCESSFUL OPENING OF THE TAMARAC COMMUNITY CENTER AND THE TAMARAC BRANCH OF THE BROWARD COUNTY LIBRARY.

DUE TO HER DILIGENCE TO DETAIL AND THE RELOCATION OF RESOURCES FOR RESIDENTS AND THE MOVEMENT OF EMPLOYEES INTO THE BUILDINGS.

AND. WHEREAS, SINCE 2018, NANCY HAS ASSISTED WITH THE CREATION, PROMOTION AND ONGOING MANAGEMENT OF TAMARAC'S VETERAN WALL, LOCATED AT THE CITY'S VETERAN PARK, WHICH HONORS OUR MEN AND WOMEN OF THE UNITED STATES ARMED FORCES.

THE CITY WILL HOST A PUBLIC MEETING TO GATHER COMMUNITY FEEDBACK AND INVITE THE PUBLIC, ELECTED OFFICIALS AND TRANSPORTATION STAKEHOLDERS TO BE PART OF THIS EFFORT.

IN DECEMBER OF 2011, THE CITY PURCHASED THE COUNTY WEST COUNTRY CLUB FROM THE EDWARD RAT CORPORATION AS A MEANS TO PRESERVE GREEN SPACE AND TO CONTROL THE PROPERTY.

AT THAT POINT, THE CITY LEASED THE FACILITY TO SANDTRAP MANAGEMENT INC.

FOR A PERIOD OF THREE YEARS.

IN AUGUST OF 2013, SANDTRAP MANAGEMENT CLOSED COLONY WEST AND ABANDONED THE LEASE.

AT THAT TIME, THE CITY COMMISSION MOVED FORWARD.

THE CITY MOVED FORWARD WITH THE OPPORTUNITY TO PLACE AN RFP OUT FOR GOLF COURSE MANAGEMENT SERVICES.

AND IN OCTOBER OF 2013, THE CITY COMMISSION APPROVED A RESOLUTION AWARDING MANAGEMENT AGREEMENT TO BILLY CASPER GOLF, LLC FOR A PERIOD OF FIVE YEARS, WITH ONE OPTION FOR A FIVE YEAR RENEWAL.

IN 2018, THE CITY COMMISSION APPROVED THE RESOLUTION TO EXERCISE THAT FIVE YEAR RENEWAL OF THE AGREEMENT, BRINGING US UP TO 2023. SO SOME OF THE CONSIDERATIONS FOR EXTENSION OF THIS AGREEMENT, AGAIN, THE ORIGINAL AGREEMENT PROVIDED FOR A SINGLE FIVE YEAR RENEWAL, WHICH EXPIRES ON OCTOBER 23RD OF THIS YEAR, 2023.

STAFF IS RECOMMENDING A THREE YEAR EXTENSION AT THE SAME TERMS AND CONDITIONS DUE TO THE CONTINUITY OF SUCCESSFUL OPERATIONS BEING IN THE BEST INTEREST OF THE CITY. AND SOME HIGHLIGHTS OF OF THE SUCCESS AT THE GOLF COURSE.

TROON GOLF HAS BUILT UPON A NET INCOME EACH OF THE PAST THREE YEARS WITH $140,000.

ON THE POSITIVE SIDE, IN 2019, 2270 9000 PLUS IN 20 2021, AND IN 20 2122. OVER $500,000 ON THE ON THE POSITIVE SIDE IN OPERATIONAL NET REVENUES.

THROUGH THIS PERIOD OF THREE YEARS.

TROON GOLF HAS SHOWN THE SUCCESS DURING A LOT OF CHALLENGES THAT I'M SURE THE COMMISSION IS ALL AWARE OF.

CHALLENGES SUCH AS GOING THROUGH COVID, HAVING TO SHUT DOWN FOR A CERTAIN PERIOD OF TIME AND THEN REOPENING TO THE PUBLIC.

THE DELAYS IN THE CLUBHOUSE CONSTRUCTION.

SO TROON WAS OPERATING THAT FACILITY DURING THE TIME WHEN WE DID NOT HAVE A CLUBHOUSE TO OPERATE.

AND THE DELAY IN THE THE OPENING OF THE PLANT HOTEL, WHICH WE'RE KEEPING OUR FINGERS CROSSED AND LOOKING LIKE IT'S GOING TO BE OPENING THIS FALL, BUT THAT THOSE IN THE PLANNING FOR FOR TROON GOLF AS THEY WERE OPENING THE THE NEW.

NEW CLUBHOUSE WAS PLANNED FOR THAT HOTEL TO BE THERE TO MARKET WEDDINGS, THOSE TYPES OF THINGS, AND BENEFIT FROM THOSE.

SO THEY HAVE HAD SOME CHALLENGES OVER THE PAST THREE YEARS.

AND THIS YEAR AND OPERATING YEAR, 2023 THROUGH JUNE OF 2023.

TROON GOLF IS SHOWING AN INCREASE OF $156,559 IN NET REVENUE AND AN INCREASE OF MORE THAN 5000 ROUNDS OF GOLF PLAYED OVER THE SAME TIME LAST YEAR.

SO THEY'RE CONTINUING THAT SUCCESS.

CURRENT PROJECTIONS FOR FOR THIS YEAR TO END THIS FISCAL YEAR WITH A NET INCOME OF OVER $600,000.

SO THEY DO CONTINUE TO TO BE SUCCESSFUL.

AND JUST AS A REMINDER, THIS PAST YEAR CAME BEFORE THE COMMISSION TO APPROVE IMPROVEMENTS TO THE GOLF COURSE, IMPROVEMENTS TO THE TEE BOXES AND THE BUNKERS OF THE COURSE, AND AT A COST OF A LITTLE BIT MORE THAN $600,000.

AND JUST AS A REMINDER, WE WERE ABLE TO FUND THOSE IMPROVEMENTS THROUGH GOLF COURSE REVENUE.

SO THE GOLF COURSE IS PROVIDING A LOT OF SUCCESS TO PAY A LOT OF THE ITEMS FOR THEMSELF.

AND THE SUCCESS IN OPERATIONS HAS ALLOWED FOR THOSE MAJOR GOLF COURSE RENOVATIONS.

I GOT REALLY LUCKY THIS TIME BECAUSE NOT ONLY DO I HAVE A WONDERFUL CLIENT, BUT THEY'RE WONDERFUL PEOPLE AND TO SEE WHAT THEY'VE DONE IN THIS COMMUNITY IS REALLY INCREDIBLE.

THEY AUDRIE'S MOM, FOR THOSE OF YOU WHO HAVEN'T MET HER YET, ACTUALLY WORKED AT A PUBLIC SCHOOL AND WAS TEACHING VERY YOUNG KIDS, ELEMENTARY KIDS HOW TO READ AND WRITE AND ACTUALLY GOT IN TROUBLE FOR IT.

IF YOU ASK HER AND HEAR THE STORY, THEY SAID THEY'RE TOO YOUNG.

THEY SHOULDN'T BE LEARNING HOW TO READ AND WRITE AT THIS AGE.

AND SHE SAID, WHAT ARE YOU TALKING ABOUT? I'M FROM THE ENGLISH SYSTEM.

AND SO SHE ENDED UP LEAVING THAT SCHOOL AND ACTUALLY STARTED TUTORING AT HER OWN HOUSE.

AND THEN SHE REALIZED THAT THERE WAS SUCH A DEMAND IN THE COMMUNITY FOR THIS EDUCATIONAL SYSTEM THAT SHE STARTED HER FIRST SCHOOL IN TAMARAC, WHICH HAS GROWN AND PROSPER. IT'S A PRIVATE SCHOOL THAT IS 100% MINORITY, ATTENDED.

THE STUDENTS IN THIS SCHOOL HAVE INCREDIBLE TESTING RESULTS.

I'LL GET THERE IN A MINUTE.

GRADES. I'VE MET SOME OF HER STUDENTS AND SPOKEN TO THEM.

SHE HAS A 16 YEAR OLD STUDENT WHO ACTUALLY GOT INTO SCHOLARSHIP AT UNIVERSITY OF MIAMI.

WHAT SHE HAS DONE WITH THIS STUDENT POPULATION SHOULD BE EMULATED THROUGHOUT THE ENTIRE STATE OF FLORIDA, IF NOT THE COUNTRY.

AND IT'S REALLY EXCITING THAT SHE'S IN THE CITY OF TAMARAC.

SO, SO, SO I KNOW THIS THIS SCHOOL WHERE WE'RE GOING IS IN VICE MAYOR BOLTON'S DISTRICT.

SO HE'S VERY WELL OF THIS AREA AND AUDREY SCHOOL.

SO I'M GOING TO GO BACK TO GO FORWARD.

WHY WE'RE HERE TODAY IS A LITTLE BIT STRANGE.

THIS SCHOOL AT 2900 WEST PROSPECT HAS BEEN THERE SINCE THE 1980S, ACTUALLY STARTED WORKING ON SCHOOL ISSUES HERE PROBABLY 20 YEARS AGO. SO THE SCHOOL HAS BEEN HERE AN INCREDIBLY LONG TIME.

IT'S REALLY ON THE OUTSKIRTS OF TAMARAC.

IT'S ONE OF THE LAST PROPERTIES DIRECTLY IN THE CITY OF TAMARAC.

FOR THOSE IN THE AUDIENCE WHO DON'T KNOW WHERE IT IS, IT'S EXACTLY WHERE THE NEW SUPERVISOR OF ELECTIONS BUILDING IS BEING BUILT.

THE BIG BUILDING RIGHT NEXT DOOR TO IT IS WHERE THIS SCHOOL IS LOCATED.

IT'S ALWAYS BEEN FUNCTIONING AS A SCHOOL.

IN 2018, THE CITY TOTALLY REVAMPED ITS LAND DEVELOPMENT CODE, AND FOR SOME REASON, WHEN IT DID SO, IT CHANGED THIS PROPERTY'S ZONING TO A DISTRICT THAT DOES NOT ALLOW SCHOOLS.

IT'S STRANGE. NO ONE KNOWS WHY THIS HAPPENED.

WE LOOK BACK IN THE RECORDS AND THERE'S NO REASON WHY THIS HAPPENED.

BUT A SCHOOL, WHICH HAS ALWAYS BEEN A SCHOOL, WAS REZONED TO A LOW DENSITY RESIDENTIAL THAT DOESN'T ALLOW SCHOOLS.

THE PRIOR SCHOOL THAT WAS THERE WAS GOOD.

IT WAS ACTUALLY SUCCESSFUL FOR SOME TIME, BUT IT WENT OUT OF BUSINESS DURING COVID.

THEY DIDN'T HAVE THE MONEY OR RESOURCES TO REVAMP THAT SCHOOL, TO HAVE ONLINE EDUCATION AND THE LIKE, AND THEY WENT OUT OF BUSINESS BECAUSE THEY WENT OUT OF BUSINESS.

THEY ACTUALLY LOST THEIR CONFORMING STATUS.

SO WHEN AUDREY FOUND THIS PROPERTY AND MADE AN OFFER TO BUY IT, THE BANK WAS EXCITED.

SHE THOUGHT THAT SHE WAS GOING TO MOVE IN IMMEDIATELY AND THEN QUICKLY FOUND OUT, WAIT A MINUTE HERE.

THIS COULD NO LONGER BE A SCHOOL.

YOU HAVE TO NOW GO BACK TO THE CITY TO GO THROUGH AN ENTIRE PROCESS TO ALLOW IT TO BE UTILIZED AS A SCHOOL, WHICH IS WHAT IT'S BUILT FOR.

FORTUNATELY, YOU ALL HAVE MAXINE CALLOWAY AND ROB JOHNSON, WHO WERE ABLE TO FIGURE OUT A VERY CREATIVE WAY OF GETTING THIS RECTIFIED WITHIN A MUCH SHORTER TIME FRAME THAN WE ORIGINALLY THOUGHT IT WAS GOING TO BE.

SO WHAT DO WE HAVE TO DO TO MAKE THIS SCHOOL BACK AS SCHOOL? ESSENTIALLY, WE HAVE TO REZONE IT TO R3, WHICH IS THE LEAST INTENSIVE RESIDENTIAL DISTRICT THAT ALLOWS SCHOOLS IN TAMARAC.

THE LAND USE PLAN AMENDMENT HAS TO CHANGE FROM LOW MEDIUM TEN RESIDENTIAL TO ENABLE THE REZONING.

AND UNDER THE COUNTY RULES, WE ACTUALLY HAVE TO ADD ONE FLEX UNIT TO THIS SITE IN ORDER TO ALLOW IT TO QUALIFY TO BE A SCHOOL.

ALL THIS TO RECTIFY SOMETHING THAT INADVERTENTLY OCCURRED IN 2018.

TO SHOW YOU HOW STRANGE THIS IS.

AND THE CITY HAS A WONDERFUL PRESENTATION.

SHE WANTS TO PUT THEM UNDER ONE PROPERTY SO SHE'D HAVE 300 K THROUGH EIGHTH GRADE STUDENTS, 150 PRE K STUDENTS.

SCHOOL HOURS ARE TYPICAL 8 TO 3 P.M.

WITH AFTERCARE THAT GOES TO 6 P.M.

SHE STAGGERS HER DROP OFF AND PICKUPS TO ENSURE THAT NO ROADWAY ISSUES WILL BE AFFECTED.

BUT EVEN IN THE PAST, WHEN THEY DIDN'T STAGGER, THERE WAS NEVER A BACKUP ON THAT ROADWAY.

BUT SHE'S GOING TO STAGGER IT ANYWAY TO ENSURE SAFE AND EFFICIENT TRAFFIC.

I KNOW. NICE TITLE, RIGHT? TROY GUYS, OUR ASSISTANT DIRECTOR OF PUBLIC SERVICES IS HERE TO SUMMARIZE THE ITEM.

AND THERE GOES AT LEAST ONE OF OUR REMAINING PUBLIC PEOPLE.

JUST REALLY QUICKLY BACKGROUND ON THIS IS IN MAY OF 2023, YOU THE COMMISSION APPROVED THE INTERLOCAL AGREEMENT AUTHORIZING THE BROWARD COUNTY SOLID WASTE AUTHORITY.

IN THAT ERA, WE ARE NOW REQUIRED TO NAME A REPRESENTATIVE AND AN ALTERNATE TO THE GOVERNING BOARD.

AND BY THE WAY, AS OF AUGUST 7TH, WE HAD 28 OF THE 31 MUNICIPALITIES APPROVED THE ILHA, WHICH IS FANTASTIC.

THAT REPRESENTS 83% OF THE COUNTY'S POPULATION EXCEEDING THE 75% REQUIRED.

NOW IN THIS REQUIREMENT OF NAMING A REPRESENTATIVE AND AN ALTERNATE, THESE WOULD BE OUR REPRESENTATIVES TO THE GOVERNING BOARD, WHICH YOU CAN CONSIDER AS THE COMMITTEE OF THE WHOLE FOR THE SOLID WASTE AUTHORITY.

THAT COMMITTEE WOULD BE REQUIRED TO MEET AT LEAST TWICE, TWICE EACH FISCAL YEAR.

AND THE MAIN REPRESENTATIVE WOULD OBVIOUSLY BE REQUIRED TO ATTEND ALL THOSE MEETINGS.

ALTERNATE WOULD ATTEND IN THEIR PLACE.

SOME OF THE BUSINESS THAT THE GOVERNING BOARD IS GOING TO BE TAKING ON IS GOING TO BE APPROVING A THE MASTER PLAN, THE ANNUAL BUDGET, THE TIPPING FEES.

THEY'LL BE THE ONES THAT WILL BE ENTERING INTO AGREEMENTS DOING THE SALE, LEASING, PURCHASING OF OF ASSETS, ETCETERA.

AND ALSO THAT GOVERNING BOARD WILL ULTIMATELY BE ASSIGNING AN EXECUTIVE COMMITTEE THAT THAT EXECUTIVE COMMITTEE WOULD BE MADE UP OF 11 MEMBERS OF THAT GOVERNING BOARD.

AND IF SO, CHOSEN, THAT MEMBER WOULD OBVIOUSLY HAVE TO ATTEND THOSE EXECUTIVE TEAM MEETINGS.

AND THOSE ARE BROKEN UP TO REPRESENT THE OBVIOUSLY THE COUNTY, THE LARGE COMMUNITIES, THE MEDIUM SIZED COMMUNITY OF WHICH TAMARAC IS IN THAT GROUP, AND THEN SMALL COMMUNITIES. AND JUST AS SORT OF A PARALLEL TO THIS, THE SOLID WASTE WORKING GROUP WAS THE BODY THAT HELPED DEVELOP THIS.

I KNOW MAYOR GOMEZ HAS SERVED ON THERE REPRESENTING THE CITY OF TAMARAC IN THE MEDIUM SIZED GROUP SINCE ALMOST THE VERY BEGINNING OF THAT PROCESS.

AND SO NOW IT'S UP TO YOU GUYS TO SIMPLY IDENTIFY THE MAIN REPRESENTATIVE AND AN ALTERNATE TO THAT GOVERNING BOARD.
