REPORTS COMMISSIONER BOLTON. GOOD EVENING. FIRST I'D LIKE TO. OF COURSE THEY THANK STAFF FOR WORKING ON THE PROCLAMATION FOR. OUR FATHERS AND MY FATHERS AND MY A FIRST CAME TO OUR CITY BECAUSE OF COMMISSIONER VICE MAYOR ROCCO.

THE. GOOD VICE MAYOR MET A JOURNALIST AND HIS PARTNER AT AN EVENT AND THOUGHT IT WOULD BE GREAT IF FATHERS AND I BECAME A PART OF OUR CITY. AND WHEN I THINK WE ALL HEARD THE REPORT THAT THEY GAVE THE DISCUSSION THAT WE HAD IN THAT WORKSHOP I THINK EVERYBODY WAS FLOORED BY WHAT THEY DO. AND SO EVER SINCE THEN I'VE KEPT IN CONTACT WITH THEM AND BEEN TO THEIR EVENTS AND OUR COMMISSIONERS DO THE SAME. SO IT'S THE STAFF FOR MAKING SURE THAT THAT PROCLAMATION WENT FORWARD. THANK YOU SO VERY MUCH. AND TO THE PROCLAMATION THAT WENT FORWARD TO FOUR DOMINOES AS WELL. TWO YEARS AGO MAYOR HAZEL ROGERS APPROACHED ME WITH THIS IDEA. AND YOU KNOW WE WE WE TALKED ABOUT IT. WE TALKED ABOUT HOW WE ARE A TEAM HERE IN TAMARACK. AND I ENCOURAGED HER TO FIRST CALL YOU KNOW OUR CITY MANAGER TO MAKE SURE THAT SPONSORSHIP WENT FORWARD. AND SO EVER SINCE THEN TAMARACK HAS BEEN A PART OF THIS. THIS DOES GREAT. INITIATIVE AND SO I THANK THE MAYOR FOR BEING SUCH A GOOD SPORT ATTENDING THE EVENT IN TAMARACK AND LOSING AGAINST THE MAYOR FOR A LOT OF THESE LEAKS. I CAN'T SAY I PLANNED IT BUT. IT WAS AN AWESOME EVENT. LOTS OF PEOPLE WERE THERE AND LOTS OF OUR OUR RESIDENTS YOU KNOW ASK ABOUT THAT. SO AT THE APPROPRIATE TIME YOU KNOW SOME TIME NEXT YEAR WE NEED TO UPGRADE SPONSORSHIP TO THE GAMES. I THINK IT IS AN AWESOME SPORT FOR. OUR FOR OUR RESIDENTS AND I LOOK FORWARD TO SEEING IT HAPPEN AGAIN IN OUR CITY. AWESOME. ALL RIGHT. SO WITH THAT SAID THERE ARE SEVERAL OTHER THINGS THAT I'D LIKE TO DISCUSS. HOWEVER YOU CAN FIND ALL OF THOSE THINGS ON FACEBOOK. IF YOU JUST GO TO FACEBOOK NOT COME FORWARD SLASH COMMISSIONER MARLIN BOLTON YOU'RE ABLE TO FIND ME THERE. YOU DON'T HAVE TO TYPE IN THAT LINK. YOU CAN JUST GO ON FACEBOOK AND SEARCH FOR COMMISSIONER MARLIN BOLTON ADD ME I'LL BE YOUR FRIEND AND I'LL SHARE SOME UPDATES WITH YOU AS WELL. MY CELL PHONE NUMBER FOR THOSE PEOPLE WHO DON'T HAVE IT AND YOU'D LIKE TO HAVE IT CONTACT ME AFTER THE MEETING FOR WHATEVER REASON MY CELL PHONE NUMBER IS 9 5 4 2 7 5 3 8 5 0 THAT'S 9 5 4

[00:30:03]

2 7 5 3 8 5 0. AND WITH THAT I YIELD. THANK YOU MADAM MAYOR. THANK YOU COMMISSIONER AGAIN. THANKS MAYOR GOMEZ. BEFORE I GET INTO MY PRESENTATION I JUST

[b. Commissioner Gelin]

WANT TO READ AN E-MAIL I RECEIVED FROM A RESIDENT AND HOMEOWNER THIS MORNING AT 942 THIS MORNING I WANTED TO READ IT AT THE EMPLOYEE MEETING WE HAD TODAY BUT DIDN'T HAVE A CHANCE TO. SO JUST RECOGNIZING THREE EMPLOYEES WHO IMPRESSED THIS HOMEOWNER'S ASSOCIATION. SO THIS EMAIL CAME FROM JIM MACY. DEAR COMMISSIONER GILLEN ON BEHALF OF THE LANDINGS ON CYPRUS GREETING HOMEOWNERS ASSOCIATION I WOULD LIKE TO COMMEND THE FOLLOWING CITY EMPLOYEES FIRE INSPECTOR ESCOBEDO CODE ENFORCEMENT OFFICER TODD COOPER ENGINEERING CONSTRUCTION INSPECTOR SHANE MAIN HEART. OVER THE LAST TWO WEEKS EACH OF THESE INDIVIDUALS HAS DEALT WITH A VARIETY OF ISSUES WHILE THEY WERE ALL FROM DIFFERENT DEPARTMENTS. THEY WERE ALL VERY COURTEOUS HELPFUL AND PROFESSIONAL. THEY SHOULD BE COMMENDED BY THEIR SUPERVISORS.

SO I THINK THEY'LL BE GREAT TO SHARE AND HOPEFULLY THE SUPERVISOR WILL SHARE THAT WITH EACH OF THE EMPLOYEES. IT'S ALWAYS GREAT TO HEAR OUR EMPLOYEES IMPRESSING OUR RESIDENTS. SO THIS IS JUST GOING TO COVER MY ACTIVITIES FOR THE LAST TWO WEEKS. I MET WITH THIS RESIDENT KHALIFA GOPAL I ACTUALLY MET HER AT DURING EARLY VOTING.

SHE INVITED ME TO HER CHURCH. I WENT BUT PRIOR TO THAT HER AND HER MOM CAME IN MY OFFICE GAVE ME A GIFT FROM THE CHURCH SO I THOUGHT THAT WAS VERY NICE. THEN THAT WAS ON FRIDAY ON SATURDAY THE CITY OF TAMARA SPONSORED A SWIM A THON WITH THIS NICHOLAS DAUGHTER WHO UNFORTUNATELY PASSED AWAY AT THE STONEMAN DOUGLAS SHOOTING AND THE STATE OF TAMARACK HAD DEDICATED. I DON'T KNOW WHAT THIS IS CALLED BUT ONE OF THOSE JUMP OFF BOARDS IN HIS HONOR WAS STARTING BLOCK. SO HE WAS A MEMBER OF THE TAMARACK SWIM TEAM RECEIVED A FOUR YEAR SCHOLARSHIP TO GO TO COLLEGE AND UNFORTUNATELY THE PATHWAY IN THIS UNFORTUNATE SHOOTING THERE'S JUST SOME HIGHLIGHTS FROM THE MULTICULTURAL CHURCH EVENT THAT I WAS INVITED TO. I ACTUALLY ENDED UP MEETING A TAMARACK RESIDENT AND SOMEONE I BOUGHT IT FOR ME WHILE I WAS THERE. SO THEY JUST HIGHLIGHTED A LOT OF THE DIFFERENT NATIONS OVER THERE. FROM THE MEMBER PARTICIPANTS OF THEIR CHURCH. IT WAS A GREAT EVENT AND I JUST TRIED TO HONOR A PROMISE THAT I GAVE TO A VOTER WHEN I MET HER DURING THE ELECTION CYCLE AND SHE SENT ME AN EMAIL THANKING ME FOR MY PARTICIPATION AND ACTUALLY STATED FORTY FIVE MINUTES AWAY FROM HOME. THIS MEETING WAS AT A CHURCH IN LAKE WORTH SO I DROVE TO LAKE WORTH TWO TO KEEP A PROMISE THAT I MADE. THEN I WENT TO A CONFERENCE NATIONAL FROM A BLACK PUBLIC ADMINISTRATORS IN ORLANDO. THERE WERE SOME LOCAL ELECTED OFFICIALS IN SOUTH FLORIDA THAT WERE AT THAT MEETING AS WELL. UNFORTUNATELY I WAS SICK. I GOT NO FOOD POISONING OR SOMETHING. SO I SPENT MOST OF THE TIME IN THE HOTEL THROWING UP INSTEAD OF LEARNING AT THE CONFERENCE BUT I DID GO TO A COUPLE OF EVENTS AND THERE WERE SOME GREAT SPEAKERS GREAT TOPICS COVERED AND IN THE NEXT MONTH OR SO THEY ALSO GAVE FIVE THOUSAND DOLLARS IN SCHOLARSHIPS TO SOME VERY WELL AND DESERVING STUDENTS. SO THAT'S ALWAYS GREAT. THESE WERE SOME OF THE WORKSHOPS THAT WERE COVERED SO ALWAYS GREAT TOPICS. SO ANYTIME I'M TRAVELING ON TAXPAYER DOLLARS I WANT TO MAKE SURE I LET THE TAXPAYERS NOWHERE. WHAT I'M GETTING FOR THAT VALUE I'M ACTUALLY A MEMBER OF THE SOUTH FLORIDA CHAPTER OF THIS ORGANIZATION. WE'RE HOSTING A CITY MANAGER LEADERSHIP FORUM MAY 9TH IMPLANTATION. I JUST WANT TO CAVEAT. I DID INVITE MIKE TO SERVE ON THE PANEL. HE DID AGREE TO SERVE ON THE PANEL. UNFORTUNATELY WE HAD TO CHANGE A DATE AND THE DATE DID NOT FIT HIS SCHEDULE. WE HOPE TO HAVE HIM NEXT YEAR HOWEVER AND YOU KNOW YOU GUYS GO TO A LOT OF NETWORKING FUNCTIONS SOMETIMES IT'S JUST A CITY MANAGER FUNCTION OR GOVERNMENT FINANCE OFFICE A FUNCTION BUT THERE'S VERY REAL RARELY EVENTS WHERE PROFESSIONALS FROM A VARIETY OF PROFESSIONS GET TOGETHER. THIS WILL BE A GREAT OPPORTUNITY FOR OUR EMPLOYEES TO GO OVER THEIR NETWORK SO I'M INVITING OUR EMPLOYEES THERE AND THEN ON MONDAY THE BLACK CHAMBER OF COMMERCE HAD AN EVENT IN TAMARACK AT THE TAMARACK LIBRARY. I WANT TO THANK MAYOR GOMEZ VICE MAYOR FLACCO COMMISSIONER FISHMAN KEITH GLAD AND THE GREAT PRESENTATION. ANDREW ROSS WHAT DYLESKI WAS THERE AND OF COURSE LAURIE FUNDER WHITE.

WE HAD A GREAT TURNOUT. WE WERE ABLE TO GET BUSINESS OWNERS REGISTERED ONLINE ON THE SPOT TO OUR BID SYSTEM. PROBABLY HAD ABOUT 40 PEOPLE SHOW UP AND YOU KNOW KEEP GAVE A GREAT PRESENTATION AS TO WHY IT'S IMPORTANT AND IT MAKES SENSE FOR BUSINESS OWNERS TO TRYING TO DO BUSINESS WITH LOCAL GOVERNMENT. JUST SOME IMAGES OF OUR GREAT

[00:35:03]

ELECTED OFFICIALS WHO SHOWED UP. MICHELLE DOESN'T LIKE HER PICTURE AND THESE EVENTS HAPPEN ALL THE TIME FROM OTHER CITIES. JUST SOME FLYERS THAT I RECEIVE FROM OTHER AGENCIES THAT DO SIMILAR SIMILAR THINGS. AND THEN I ALSO LIKE TO COVER A LITTLE BIT OF NEWS WHEN IT WHEN I HAVE MY FIVE MINUTES. AND SOMETIMES WE WONDER WHY THE COST OF HEALTH CARE IS SO SO HIGH. AND SO THIS WAS A NEWS ARTICLE I GOT AN EMAIL. SO SOME FLORIDA HOSPITAL EXECUTIVE WHO WAS CHARGED WITH A ONE BILLION DOLLAR MEDICARE SCREEN SCHEME AND THEN SOME OTHER NEWS WITH OTHER HIGH LEVEL EXECUTIVES INVOLVED IN SCHEMES TO TAKE A LOT OF MONEY. SO I THINK SOMEONE LIKE MARK OUR CITY MANAGER OR H.R. DIRECTOR YOU KNOW WE HAVE A BETTER UNDERSTANDING OF WHY HEALTH INSURANCE COSTS ARE SO HIGH. THERE'S A LOT OF FRAUD IN THE SYSTEM UNFORTUNATELY AND IT'S GOOD THAT THE GOVERNMENT DOES THEIR BEST TO TRY TO CAP CAPTURE THESE THINGS AND THEN JUST TO MY FELLOW COMMISSIONERS WE HAD A GREAT WORKSHOP ON MONDAY ABOUT LOCAL AND SMALL BUSINESSES AND IT SEEMED LIKE WE HAD SOME CONSENSUS. SO I'D LIKE TO ASK THE MAYOR TO TO TO FORMALLY MAKE SURE WE HAVE SOME CONSENSUS TO GIVE OUR CITY ATTORNEY DIRECTION TO FORMALLY ADOPT OR DRAFT A RESOLUTION OR AN ORDINANCE TO FORMALLY HAVE A LOCAL AND SMALL BUSINESS PROGRAM. AND THAT CONCLUDES MY PRESENTATION. THANK YOU. THAT AMERICA FEMA QUICKLY. YES. TO THE EXTENT THAT THE COMMISSIONER HAS OFFERED UP A POTENTIAL MOTION BEFORE THE COMMISSION YOU MAY DO SO NOW THEORETICALLY UNDER YOUR REPORT WHICH WOULD BE A MOTION TO DIRECT THE CITY ATTORNEY'S OFFICE TO DRAFT AN ORDINANCE WITH REGARD TO I ASSUME A LOCAL BUSINESS PREFERENCE OR A LOCAL VENDOR PREFERENCE WHICH WAS CONSISTENT WITH THE CONVERSATION OF THE MONDAY WORKSHOP. IF THAT BE THE WISH OF THE MAKER OF THE MOTION. THIS WOULD BE THE TIME TO DO SO. IF THE CONDITION SUPPORTS DOING SOMETHING OF THAT TYPE THE EXTENT POSSIBLE I WOULD THEN BE DIRECTED TO DRAFT IT AS A FORMAL MOTION POINT OF ORDER JUST TO MAKE SURE AS THIS ONE THAT HAS DISCRETION IT DOES NOT HAVE DISCRETION. IT CAN BE DISCUSSED. ABSOLUTELY. AND TO THE EXTENT THE STAFF NEEDS TO RESPOND THEY CAN THEY CAN OFFER THEIR THEIR INFORMATION AS WELL. COMMISSIONER WALTON YOU LIKE WHAT IS IT IT IS OKAY. NEVER MIND. CURRENTLY NOT HEARING A MOTION ON THE FLOOR. MOTION TO DIRECT THE ATTORNEY TO ADOPT A RESOLUTION TO AN ORDINANCE IF I MAY. COMMISSIONER GLOBAL ORDINANCE AND ORDINANCE ON A SHOOTING INCIDENT ON A LOCAL VENDOR PREFERENCE. CHORUS. YES YES. CONSISTENT WITH OTHER CITIES ACTIVITIES IN BROWARD.

CORRECT. FOR BOTH THE BROWARD COUNTY PREFERENCE AND THE LOCAL CITY PREFERENCE.

YES. SO LET ME RESTATE SO MOTION TO DIRECT THE CITY ATTORNEY TO DRAFT A LOCAL PREFERENCE IN SMALL BUSINESS PREFERENCE CONSISTENT WITH WHAT WE DISCUSSED AT THE WORKSHOP ON MONDAY. I HAVE A MOTION AND A SECOND. SECOND THE VICE MAYOR AND I HAVE COMMISSIONER FISHMAN BUT CITY MANAGERS LIGHT IS BLINKING. OKAY SORRY. LADIES AND GENTLEMEN THERE'S A PARLIAMENTARY SYSTEM UP HERE SO I KNOW WHO TO CALL WHEN THEY WANT TO SPEAK. AND I THINK IT'S HAVING ONE OF THOSE DAYS. SO ALL RIGHT. SEEING THAT NOBODY WANTS HAS ANY COMMENTS TO MAKE ON THE RECORD. CAN WE HAVE THE ROLL CALL POLICE COMMISSIONER BOLDEN. YES COMMISSIONER FLACCO. COMMISSIONER GALEN YES COMMISSIONER FISHMAN. YES THEY ARE HOME. YES. SO FOR THE RECORD THEY MADE THEIR OWN COMMISSION. THANK YOU COMMISSIONER. AT THE DIRECTION OF THE COMMISSION I WILL DRAFT LEGISLATION BY ORDINANCE THAT WILL REFLECT THIS MOTION AND BRING IT BACK AS SOON AS POSSIBLE FOR REVIEW BY THE COMMISSION CONSISTENT WITH THE PRESENTATION ON MONDAY AT THE WORKSHOP WHERE THERE WAS EVIDENCE PRESENTED BY THE COUNTY STAFF ET CETERA REGARDING THE TWO PREFERENCES AND THE SUGGESTION THAT THERE WERE OTHER CITIES WE COULD LOOK AT AND BENCHMARK FROM WHICH I APPRECIATE. THANK YOU. THANK YOU. OK. WE ARE NOW MOVING TO COMMISSIONER FISHMAN. GOOD EVENING. THIS

[c. Commissioner Fishman]

PAST MONTH I WAS HONORED TO REPRESENT THE CITY OF TAMARACK DURING TWO SEPARATE WEEKS IN TALLAHASSEE. AS MANY OF YOU KNOW AS MANY OF YOU KNOW I SPENT TWELVE YEARS AS A LEGISLATIVE AIDE AND ANALYST. SO ANYTIME I GO BACK TO TALLAHASSEE IS LIKE GOING HOME THE FIRST WEEK I WAS IN TALLAHASSEE AS PART OF BROWARD DAYS. FOR THOSE OF YOU WHO ARE NOT FAMILIAR WITH BROWARD DAYS THIS IS WHEN BUSINESSES AND LOCAL ELECTED OFFICIALS TRAVEL TO OUR STATE CAPITAL TO MEET WITH STATE OFFICIALS AND EDUCATE THEM ON WHAT'S IMPORTANT TO THOSE OF US WHO CALL BROWARD HOME BROWARD DAYS THE BROWARD DAYS ORGANIZERS HAD A GREAT LIST OF SPEAKERS COME IN AND SPEAK TO US ON

[00:40:04]

DIFFERENT DEPARTMENTS OF STATE GOVERNMENT I WAS THRILLED TO SEE THAT KEVIN T BALL SOMEONE I HAD WORKED WITH ON NUMEROUS BILLS GOING THROUGH THE TRANSPORTATION COMMITTEE IS NOW THE SECRETARY OF TRANSPORTATION FOR THE STATE OF FLORIDA. I WAS ABLE TO CONGRATULATE HIM AFTER HE SPOKE TO THE GROUP I WAS ALSO ABLE TO MEET WITH THE NEW ATTORNEY GENERAL FOR THE STATE. ASHLEY MOODY I SPOKE TO HER ABOUT THE HORRORS OF HUMAN TRAFFICKING AND MY DESIRE TO MAKE TAMARACK A SEALED CITY.

THIS IS SOMETHING THAT I HOPE YOU WILL BE HEARING MORE ABOUT IN THE MONTHS TO COME.

I ALSO INFORMED A.G. MOODY ABOUT THE CORRELATION BETWEEN HUMAN TRAFFICKING AND VACATION RENTALS. THIS IS SOMETHING THAT NO ONE ELSE WAS TALKING ABOUT. THERE ARE CURRENTLY TWO BILLS MOVING THROUGH THE LEGISLATURE THAT WOULD NOT ONLY TAKE AWAY ANY RIGHTS OF ANY CITY IN THE STATE TO REGULATE VACATION RENTALS. IT WOULD ALSO DO WITH ANY EXISTING ORDINANCES SUCH AS OUR OWN VACATION RENTAL REGISTRATION THE A.G. WAS NOT THE ONLY PERSON TO HEAR ME SPEAK REGARDING VACATION RENTALS AND HUMAN TRAFFICKING. TY I SPOKE TO AND LEFT COPIES OF A REPORT ON VACATION RENTALS AND HUMAN TRAFFICKING FROM POLARIS AN INTERNATIONALLY RECOGNIZED ORGANIZATION WHICH COMPILES DATA ON HUMAN TRAFFICKING THIS REPORT STATES THAT TRAFFICKERS USE VACATION RENTALS BECAUSE THE RENTALS ARE LESS LIKELY TO BE SCRUTINIZED BY LAW ENFORCEMENT ADDITIONALLY. I WAS ABLE TO SUPPORT SEVERAL OF OUR CITIES APPROPRIATIONS ITEMS WHEN THEY WERE HEARD IN COMMITTEE AND I MET WITH THE CHAIR OF THE AGRICULTURE AND NATURAL RESOURCE APPROPRIATIONS SUBCOMMITTEE REPRESENTATIVE HOLLY RAY SHINE THE REPRESENTATIVE AND I HAD MET YEARS AGO WHEN WE WERE BOTH LEGISLATIVE AIDES. I WAS ALSO ABLE TO MEET WITH SENATOR THURSTON SENATOR BOOK AND REPRESENTATIVE UM ON OUR APPROPRIATIONS ALONG WITH COMMISSIONER BOLTON AND ASSISTANT CITY MANAGER KATHLEEN GUNN. WE ORIGINALLY HAD FOUR PROJECTS BUT THROUGH OUR DISCUSSIONS WITH THE PROJECT'S SPONSORS WE UNDERSTOOD THAT NOT ALL OF THOSE PROJECTS COULD BE FUNDED BECAUSE A LOT OF THE BUDGET THIS YEAR WILL BE GOING TO HELP THE PANHANDLE WHO'S STILL TRYING TO RECOVER FROM THE LAST HURRICANE.

FORTUNATELY WE STILL HAVE TWO PROJECTS THAT ARE WORKING THEIR WAY THROUGH THE BUDGET PROCESS. FINALLY WE WERE ABLE TO MEET WITH MARK CREWS FROM THE DEPARTMENT OF ECONOMIC OPPORTUNITY TO DISCUSS INTO ADDITIONAL INFORMATION ON OPPORTUNITIES ZONES THAT WE HAVE IN TAMARACK. THE SECOND WEEK I WAS IN TALLAHASSEE WAS FOR AS PART OF THE FLORIDA LEAGUE OF CITIES WITH THIS GROUP. THE FOCUS CHANGED FROM TAMARACK SPECIFIC TO THE SHARED NEEDS OF THE MAJORITY OF CITIES IN FLORIDA YOU HAVE HEARD US TALK HERE ON THE DAY AS ABOUT THE NEED FOR MANY OF THE LEGISLATORS IN OUR STATE CAPITAL TO ALLOW CITIES TO SEE TO THE NEEDS OF OUR RESIDENTS MORE AND MORE.

THOSE IN TALLAHASSEE ARE TRYING TO TAKE AWAY THE RIGHTS OF CITIES TO DO TO CHART THEIR OWN COURSE AND TO ALLOW THE PEOPLE YOU VOTED FOR THE MAYOR AND THE TAMARACK COMMISSION TO PROTECT OUR CITY BY PASSING ORDINANCES ON A VARIETY OF ISSUES. THIS IS HOME RULE. THERE ARE MORE AND MORE BILLS EACH YEAR TO PREEMPT MORE ISSUES TO THE STATE. IN ADDITION TO VACATION RENTAL BILLS THERE ARE BILLS THAT WOULD NOT ALLOW LOCAL GOVERNMENTS TO REGULATE VEGETABLE GARDENS THE COMMUNICATIONS SERVICES BILL WOULD PLACE SMALL WIRELESS INFRASTRUCTURE SHOT CLOCK'S ON ALL OTHER COMMUNICATIONS INFRASTRUCTURE IN THE PUBLIC RIGHT AWAY. IT WOULD REDUCE LOCAL CONTROL ON THE PLACEMENT OF NEW POLLS IN THE RIGHT AWAY AND REMOVE LANGUAGE FROM 2017 THAT REQUIRED WIRELESS PROVIDERS TO COMPLY WITH LOCAL GOVERNMENT NONDISCRIMINATORY UTILITY UNDER GROUNDING REQUIREMENTS. THAT WAS A MOUTHFUL THE SCHOOL CHOICE BILL WOULD ALLOW ENTITIES SUCH AS HOUSES OF WORSHIP COLLEGES OR UNIVERSITIES AND COMMUNITY SERVICE ORGANIZATIONS THE ABILITY TO PROVIDE SPACE OR LAND TO A CHARTER SCHOOL WITHIN THEIR PROPERTY OR FACILITIES UNDER THEIR PRE-EXISTING ZONING AND LAND USE DESIGNATIONS WITHOUT OBTAINING ANY LOCAL APPROVAL. AND FINALLY HOUSE BILL 9 BY REPRESENTATIVE LA MANCHA HAS A PROVISION THAT WOULD REQUIRE COUNTY WHY A COUNTY WIDE VOTE. IF A CITY CHOSE TO START A COMMUNITY REDEVELOPMENT AGENCY THAT MEANS

[00:45:02]

IF TAMARACK WANTED TO TAKE ADVANTAGE OF THE BENEFITS OF ICRA PEOPLE ACROSS BROWARD COUNTY WOULD HAVE TO HAVE A SAY ON THIS AT THE POLLS AND IT WOULD HAVE TO PASS BY TWO THIRDS MAJORITY THAT IS HIGHER. THAT IS A HIGHER PERCENTAGE THAN NEEDED TO PASS A STATE CONSTITUTIONAL AMENDMENT. THERE ARE TWO OTHER BILLS I WOULD LIKE TO BRING TO THE ATTENTION OF THE RESIDENTS. THERE IS A PREEMPTION OF OCCUPATIONAL LICENSING BILL THIS BILL PREEMPTS TO THE STATE. ANY ACTION OCCUPATIONAL LICENSING REQUIREMENTS FOR JOB SCOPE FOR WHICH A LOCAL GOVERNMENT MAY NOT REQUIRE A LICENSE AND THOSE WOULD INCLUDE BUT ARE NOT LIMITED TO PAINTING FLOORING CABINET TREE INTERIOR REMODELING DRIVEWAY OR TENNIS COURT INSTALLATION AND DECORATIVE STONE TILE MARBLE GRANITE OR TRESTLE INSTALLATION PLASTERING SUFFERING STUCK GOING STUCK GOING CAULKING CANVAS AWNING INSTALLATION AN ORNAMENTAL IRON INSTALLATION. GOOD LUCK GOING TO TALLAHASSEE FOR HELP IF SOMETHING GOES WRONG WHEN THOSE JOBS GET DONE. WHILE ONLY SOME OF THE AFOREMENTIONED BILLS WERE HEARD WHILE I WAS IN TALLAHASSEE THE MESSAGE GIVEN TO ALL LEGISLATORS WE MET THAT WEEK WAS FOR CITY OFFICIALS TO BE ALLOWED TO DO THE JOB WE WERE ELECTED TO DO. LET US HAVE OUR HOME RULE. THANK YOU.

THANK YOU COMMISSIONER FISHMAN. AND NOW VICE MAYOR PARKER. I. CAN'T HEAR YOU. OOPS

[d. Vice Mayor Placko]

WRONG WAY. SORRY ABOUT THAT. GOOD EVENING. I'D FIRST LIKE TO SAY WELCOME. WE HAVE SOME NEWBIES HERE TONIGHT IT'S NICE TO SEE WELL. THANK YOU FOR COMING OUT. WE HOPE YOU'LL COME AGAIN. I'D LIKE TO JUST TAKE A MINUTE TO TALK ABOUT FATHERS IN I.

THIS ORGANIZATION IS REALLY REALLY INCREDIBLE. THEY FIRST OF ALL TRIED TO BRING FAMILIES BACK TOGETHER. THERE ARE FATHERS WHO ARE IN JAIL WHEN THEY GET OUT. THEY TRY TO BRING THE FATHER BACK INTO THE GROUP. IT IS NOT THEIR INTENTION TO SPLIT THE FAMILIES UP. THEY HAVE FULL COURSES FOR FATHERS TO TAKE. SO THEY KNOW HOW TO BE A FATHER AND HOW TO GET BACK INTO THE FAMILY. AS WE HEARD THEY HAVE A PROM FOR THE YOUNG LADIES WHO DON'T HAVE FATHERS TO TAKE THEM AND THEY HAVE ESCORTS AND THEY HAVE A REALLY REALLY WONDERFUL NIGHT. IT'S A GREAT ORGANIZATION. IF YOU HAVE SOME TIME AND WOULD LIKE TO GET INVOLVED I ENCOURAGE YOU TO LOOK UP FATHERS AT MY AGE AT WORK. I HAVE BEEN STAYING RATHER CLOSE TO HOME. BY THAT I MEAN IN MY DISTRICT THERE IS A LOT GOING ON IN DISTRICT 4 AND I WOULD LIKE TO SAY TO EVERYONE I APPRECIATE YOUR CALLS YOUR E-MAILS AND COMING IN TO SEE ME. THAT'S WHAT I'M HERE FOR. I WANT TO HEAR WHAT YOU THINK ABOUT THE PROJECTS CURRENTLY BEING PROPOSED FUTURE PROJECTS. I DON'T EVER WANT TO HEAR. I'M SORRY TO BOTHER YOU.

YOU'RE NOT BOTHERING ME. THAT'S WHAT I'M HERE FOR AND I LOVE TO HEAR FROM YOU. YOU ALL HAVE DIFFERENT IDEAS YOU ALL HAVE DIFFERENT CONCERNS. I HAVE BEEN TO A LOT OF HSA MEETINGS AND THANK YOU FOR INVITING ME TO ALL OF THEM. IT'S ALWAYS NICE TO GET OUT. I LIKE THE ONE ON ONE. I LIKE MEETING WITH PEOPLE ONE ON ONE AND SITTING DOWN AND CHATTING WITH THEM. SO PLEASE CONTINUE TO DO SO. WE HAD OUR TAMARACK UNIVERSITY CLASS OF 60 THAT'S THE LARGEST CLASS WE HAVE HAD. IT'S REALLY REALLY INCREDIBLE.

IF YOU HAVEN'T ALREADY GONE TO TAMARACK UNIVERSITY I ENCOURAGE YOU TO SIGN UP FOR THE NEXT ONE YOU WILL FIND OUT. THERE ARE MANY SPOKES TO THE WHEEL HERE IN CITY HALL. THERE'S SO MUCH GOING ON AND YOU WILL LEARN ABOUT EACH AND EVERY ONE OF THEM. SO TAKE ADVANTAGE OF THAT NEXT TIME AROUND. WE HAD OUR RUN REACHING FOR THE STARS EMPLOYEE LUNCH TODAY. I'M NOT SURE I KNOW WHAT TO SAY ABOUT THAT. IT WAS IT WAS EXCELLENT. WE HAVE SOME REAL HAMS WITHIN OUR GROUP BUT WE CANNOT POSSIBLY SAY THANK YOU ENOUGH TO OUR EMPLOYEES. THEY ARE THE BEST. THEY WORK TREMENDOUSLY HARD AND YOU ARE SO APPRECIATED. SO THANK YOU VERY VERY MUCH APPLAUSE. COMMISSIONER GALEN LIKES TO DO A LITTLE BIT OF NEWS. WELL I DON'T KNOW WHY BUT SOMETHING ABOUT TODAY IN HISTORY A FEW THINGS JUST KIND OF CAUGHT MY EYE. AND THE FIRST ONE IN 1866 THE ASPCA AMERICAN

[00:50:08]

SOCIETY FOR PRESERVATION OF CRUELTY TO ANIMALS WAS FORMED AND I KNOW WE'RE ALL ANIMAL LOVERS UP HERE. SO THAT CAUGHT MY EYE. THE SECOND ONE IN 1912 THE TITANIC BEGAN HER MAIDEN VOYAGE THAT THE TITANIC KIND OF HAS A SPECIAL PLACE FOR ME. OUR HISTORICAL SOCIETY HAD A TITANIC LUNCH AND ODDLY ENOUGH WE GOT TO PICK OUT OF A FISHBOWL WHO WE WERE GOING TO PORTRAY. AND I WAS MRS. MACY'S SO I WENT DOWN WITH THE SHIP. I'LL HAVE YOU KNOW BUT IT WAS IT WAS A GREAT FUN. AND THE LAST ONE IN 1947 JACKIE ROBINSON BECAME THE FIRST BLACK TO PLAY MAJOR LEAGUE BASEBALL AS HE TOOK THE FIELD FOR THE BROOKLYN DODGERS. WE ALSO HAVE COMING UP OVER THE NEXT WEEK OR SO THE HOLIDAYS OF EASTERN PASSOVER. I'D LIKE TO WISH EVERYONE A HAPPY HOLIDAY WHICHEVER ONE YOU'RE CELEBRATING IT. ENJOY IT WITH YOUR FAMILY AND FRIENDS. THANKS VERY MUCH. THANK YOU GUYS. AND NOW IT'S MY TURN AND ACTUALLY I ECHO THE SENTIMENTS OF MY

[e. Mayor Gomez]

VOTE VICE MAYOR REGARDING HAPPY HOLIDAYS. AND IN TRIBUTE TO THE BROOKLYN DODGERS I WORE TODAY THE THEME FOR OUR AWARDS FOR BOY LUNCHEON WAS JEANS AND JERSEYS TAILGATING. SO I HAVE A THROWBACK JERSEY FOR THE BROOKLYN DODGERS THAT I WORE. SO.

MY MOTHER ACTUALLY MET MRS. ROBINSON AND WAS VERY BLUNT WITH HER. SHE SAID IF YOUR HUSBAND WAS STILL ALIVE I WOULD BE TRYING TO TAKE HIM AWAY FROM YOU. SHE LOVED JACKIE ROBINSON SO WE HAD A GREAT REACHING FOR THE STARS. AND I'M GOING TO JUST SHARE AS WELL. WE HAVE EMPLOYEES HERE THAT HAVE NOT TAKEN A DAY OFF IN NINE YEARS EIGHT YEARS SOME OF THEM WERE SIX AND SOME A LOT OF FIVE YEARS. THEY'RE VERY DEDICATED TO OUR CITY AND WE OWE THEM EVERYTHING. SO AGAIN THANK YOU TO ALL OF OUR EMPLOYEES.

THEY HAVE THEIR INNOVATIVE. THEY COME UP WITH THINGS THAT ARE NOT JUST FOR OUR CITY BUT THEY SHARE IT ACROSS THE STATE OR ACROSS THE NATION TO MAKE OTHER THINGS BETTER FOR OTHER PEOPLE. ONE OF OUR FIREFIGHTERS CAME UP WITH A MENTAL HEALTH WEBSITE ESPECIALLY AFTER THE TRAUMA THAT HAPPENED LAST MARCH. I'M SORRY LAST FEBRUARY. AND IT WAS VERY HELPFUL FOR THE FIRST RESPONDERS AS WELL. AND WE HAD OUR PUBLIC SERVICES AND MANY PEOPLE IN OUR CITY WHO CAME OUT TO HELP AND THEY WERE RECOGNIZED AS WELL SO THAT IS ALWAYS VERY WONDERFUL AND VERY MUCH APPRECIATED ON SOME OF THE OTHER ITEMS. I WON'T REPEAT I WAS IN ATTENDANCE AS WELL. I HAD THE PLEASURE OF MEETING WITH SHERIFF TONY AND THE MAYORS IN BROWARD COUNTY TO DISCUSS HIS TERM IN OFFICE AND SOME OF THE THINGS THAT WE'RE SEEING IN SOME OF THE NEEDS THAT WE HAVE. AND ONE OF THE BIGGEST PROBLEMS WE HAVE IS WE DO NOT HAVE ENOUGH OF OUR DEPUTIES. WE NEED MORE DEPUTIES AND HE WAS EXPLAINING TO US HOW THEY ARE TRYING TO SOLVE THE RECRUITMENT PROCESS. WE ALSO WERE DISCUSSING OUR ROADS. THESE ARE FIRST SCHOOL RESOURCE OFFICERS FOR OUR CHILDREN WHEN THEY GO TO SCHOOL SO THAT THERE IS AN OFFICER THERE AND THEY'RE FEELING SAFE AT SCHOOL AND DEALING WITH THE FACT THAT UNFORTUNATE WHO PAYS FOR IT. AND AT THIS TIME THE CITIES ARE PAYING FOR IT. WHOSE RESPONSIBILITY TO PAY FOR IT. IT IS BELIEVED IT IS ANOTHER ORGANIZATION BUT THE CITIES ARE DOING WHAT THEY NEED TO DO BECAUSE WE NEED TO HAVE OUR SCHOOLS SAFE AND THE COMMUNICATION TOWERS ONE OF THE THINGS THAT WE LEFT THAT MEETING WITH IS KNOWING THAT WE WILL HAVE A SEAT AT THE TABLE TO SPEAK WITH HIM EVERY QUARTER. SO THERE ARE ISSUES IN OUR CITY WE GET TO BRING IT UP AND WE GET TO DISCUSS THEM AND I THINK THAT LINE OF COMMUNICATION IS VERY IMPORTANT FOR US. I HAD THE PLEASURE OF GOING TO A SYMPOSIUM COLLECTIVE IMPACT SUPPORTING GIRLS AND YOUTH AND IT WAS A COLLABORATIVE EFFORT BETWEEN THE CHILDREN'S SERVICES COUNCIL THE GIRLS COORDINATING COUNCIL OF BROWARD AND PACE CENTER FOR GIRLS AND THEY CAME UP WITH A REPORT AND THE REPORT BASICALLY LOOKS AT THE COMMUNITY CONDITIONS THAT SUPPORT OR HURTS GIRLS AND BROWARD GIRLS ARE SUPPORTED BY HAVING CARING ADULT RELATIONSHIPS ROLE MODELS ACCESS TO AFFORDABLE HOUSING AND ACCESS TO SAFE ENVIRONMENTS AND HEALTHY FOOD COMMUNITY CONDITIONS THAT NEGATIVELY IMPACT THE LIVES OF GIRLS INCLUDE RACISM HOMELESSNESS INADEQUATE HEALTH INSURANCE TRAUMA ABUSE LIVING IN POVERTY AND GENDER BIASES. THE REPORT HIGHLIGHTS SEVEN AREAS SPECIFIC TO GIRLS DEVELOPMENT HEALTHY RELATIONSHIPS SOCIAL EMOTIONAL WELL-BEING JUVENILE JUSTICE INVOLVEMENT PHYSICAL HEALTH SEXUAL HEALTH EDUCATIONAL AND VOCATIONAL AND SPIRITUAL WELL-BEING. THERE WAS A LOT OF STATISTICS THAT I'M NOT GOING TO GO THROUGH ALL THE STATISTICS BUT THE GIRLS CORNING COUNCIL OF BROWARD COUNTY IS A NEW

[00:55:01]

STRATEGIC PLANNING COMMITTEE THAT I'M PROUD TO NOW BE A PART OF THAT PROMOTES HOLISTIC GENDER RESPONSIVE TRAUMA INFORMED AND STRAIGHT BASED APPROACHES FOR SUPPORTING GIRLS AND ENCOURAGING COLLABORATION WITHIN THE COMMUNITY AND SYSTEM OF CARE TO ALIGN INITIATIVES AND ENDORSE BEST PRACTICES FOR WORKING WITH GIRLS AND PROVIDE OPPORTUNITIES FOR GIRLS TO SUCCEED. AND ON THE PANEL WE HAD THREE YOUNG LADIES ONE YOUNG LADY WHO HAS SOME HEALTH CHALLENGES AND ONE YOUNG LADY WHO IS IN THE JUVENILE JUSTICE SYSTEM SEVERAL TIMES. AND SO HOW TO ACCLIMATE BACK INTO THE COMMUNITY AFTER YOU'VE BEEN IN THE SYSTEM AND THEN ANOTHER YOUNG LADY WHO IS HERE FROM HAITI AND WHO WAS EXPERIENCED SOME POVERTY AND BEING ABLE TO ACCLIMATE AND GET THE SUPPORT AND RESOURCES THAT SHE NEEDED. SHE IS DOING WONDERFULLY NOW SHE IS IN COLLEGE AND SHE HAS STARTED HER OWN WEB DESIGN. THERE WAS A FOURTH YOUNG LADY WHO IS. LESBIAN LADY WHO BASICALLY GOT IN TOUCH WITH HER TEACHERS TO HAVE SUPPORT FOR HER BEING NOT OF THE QUOTE NORM AND GETTING PEOPLE TO UNDERSTAND THAT CHILDREN ARE CHILDREN. LADIES AND BOYS ALL NEED TO HAVE HELP AND ASSISTANCE ALONG THE LINE.

SO IT WAS VERY INFORMATIVE AND VERY INSPIRING TO SEE THE STRENGTH AND ENCOURAGEMENT THAT THEY HAVE WITHIN THEMSELVES AND THAT JUST NEEDS TO BE FOSTERED AND SUPPORTED. AND I'M GOING TO LOOK FORWARD TO BRINGING BACK MORE INFORMATION AND SEEING SOME EVENTS THAT WE COULD DO THERE. THE SWIM FOR NICK SMITH ON AS COMMISSIONER GALEN HAS SHARED WAS VERY TOUCHING AS WELL. THE TAMARACK AQUATIC CENTER HAS HIS HOME TO WEAR NECK WITH PRACTICE AND THE OTHER TEAMMATES WITH PRACTICE AND WE ALSO HAD THE TAMARACK OR THE PARKLAND BUDDIES THERE AND IT WAS IT'S A GOOD WARM. AFTERNOON SPENT WITH THE FAMILY AND THEM FOR THAT I WILL END MY REPORT AND JUST SAY THANK YOU FOR EVERYBODY HAS REMAINED HERE. IT'S WONDERFUL TO HAVE PEOPLE IN OUR AUDIENCE WE KNOW WE HAVE PEOPLE IN THE SKY. BUT THANK YOU VERY MUCH FOR STAYING HERE THIS EVENING. AND WITH THIS I WILL NOW MOVE TO

[3. CITY ATTORNEY REPORT]

OUR CITY ATTORNEY'S REPORT PLEASE. THANK YOU MADAM MAYOR AND COMMISSIONER. GOOD EVENING. ON MONDAY AT THE WORKSHOP OF THE COMMISSION THERE WAS A DISCUSSION FROM THE CITY CLERK REGARDING THE POSITION OF DIRECTOR FIRST ALTERNATE AND SECOND ALTERNATE FOR THE BROWARD LEAGUE OF CITIES. AT THE TIME OF THE DISCUSSION THE REQUEST WAS MADE FOR THE COMMISSIONERS TO SET BY CONSENSUS APPOINTMENTS FROM AMONG YOUR MEMBERSHIP FOR THAT PARTICULAR BOARD. BOARD OF DIRECTORS OF THE LEAGUE OF CITIES. AT THE TIME OF THE CONVERSATION THERE WAS NOT CONSENSUS REACHED ON THE FIRST ALTERNATE OR THE SECOND ALTERNATE ALTHOUGH THERE WAS APPARENTLY CONSENSUS ON THE PRIMARY WHICH WAS MAYOR GOMEZ. HAVING SAID THAT IT WAS SUGGESTED AT THE WORKSHOP THAT I WOULD BRING UP DURING MY REPORT THE NECESSITY OF HAVING THE COMMISSION CONSIDER THE APPOINTMENTS TO BOTH THE FIRST ALTERNATE AND THE SECOND ALTERNATE AND THE ONLY MANNER BY WHICH TO DO SO IS BY ELECTION. AND THAT WOULD BE BY OPEN NOMINATION AND BY A VOTE. NOMINATIONS ARE TAKEN AND THE ORDER THAT THEY'RE GIVEN AND THE VOTES TAKEN IN THE ORDER IN WHICH THE NOMINATIONS ARE OFFERED. SO IN THE CONTEXT OF IF THERE'S NO OBJECTION FROM THE MONDAY DISCUSSION REGARDING THE PRIMARY DIRECTOR WOULD YOU BE YOURSELF. MADAM MAYOR THE OPEN ISSUE RELATES TO BOTH THE FIRST AND SECOND ALTERNATE WHICH WERE NOT BY CONSENSUS FILLED BY CONSENSUS ON MONDAY.

SO IT WOULD BE APPROPRIATE GIVEN THE CARRY FORWARD FROM THE MONDAY MEETING TO DO SO THIS EVENING. AND THAT WOULD BE THE APPROPRIATE TIME TO OPEN NOMINATIONS FOR THE TWO POSITIONS THAT ARE CURRENTLY OPEN. I WILL OPEN THE NOMINATIONS FOR THE ALTERNATE POSITION FOR THE BROWN LEAGUE OF CITIES AND I WOULD APPRECIATE IN YOUR PARLIAMENTARY PARLIAMENTARIAN SYSTEM PLEASE NEED TO OPEN NOMINATIONS FOR THE POSITION. YOU DIDN'T NAME NAMES WHO DO AMONGST YOURSELVES. I HAVE. COMMISSIONER FISHERMAN BUT THEN IT'S ALSO THIS WAS COMMISSIONER GALLANT. SO I WILL GO WITH COMMISSIONER GARLAND SINCE YOU'RE SITTING THERE WITH YOUR FINGER ON THE BUTTON. SO I PRESUME THAT'S FOR YOU THIS AFTERNOON TO NOMINATE. YES PLEASE. SO I'LL NOMINATE COMMISSIONER BOLTON. MR. BOLTON DO YOU ACCEPT THE NOMINATION FOR FIRST ALTERNATE. YES. ANY OTHER NOMINATIONS. MARY YOU TO ASK FOR OTHER OTHER NOMINATIONS FROM THE FLOOR. I'M NOT HAVE ANYTHING LEFT BUT CONSIDERING I BELIEVE THAT COMMISSIONER FISHER WILL SPEAK THERE WE GO. COMMISSIONER EFFICIENT I THOUGHT I WAS LATE BEFORE I WOULD LIKE TO NOMINATE MYSELF FOR FIRST ALTERNATE WHICH IS LEGALLY ALLOWED MADAM MARY YOU CAN NOMINATE YOURSELF FOR THE POSITION ALL RIGHT. WE HAVE GOT A NOMINATION FOR COMMISSIONER BOLTON A NOMINATION FOR COMMISSIONER FISHERMEN AND PRESUMABLY SINCE SHE'S NOMINATED SHE ACCEPTS THAT NOMINATION. SO I HAVE. TO ON THE FLOOR STILL OPEN FOR THE NOMINATION ANY OTHER NOMINATION YOU NEED TO MOVE TO CLOSE NOMINATIONS MADAM MAYOR. I AM CLOSING

[01:00:01]

NOMINATIONS AND SO WE HAVE COMMISSIONER BOLTON AND COMMISSIONER FISHMAN IN THAT SEQUENCE IN THAT ORDER. THAT'S CORRECT. SO YOU TAKE A VOTE ON COMMISSIONER BOLTON FIRST BY BY APPROPRIATE VOICE VOTE BY THE COMMISSION MEMBERS. AND LADIES GENTLEMEN FORGIVE US. THIS IS NOT A NORMAL PROCESS HERE. SO I WILL TAKE A MOTION FOR A CALL FOR A VOTE ON COMMISSIONER BOLTON MADAM CLERK DO I HAVE A MOTION IN A SECOND. I HAVE A MOTION BUT DID I GET IT. YOU DON'T YOU REALLY NEED THEIR NOMINATIONS. SO YOU WOULDN'T NEED A SECOND SO THE END RESULT IS YOU HAVE NOMINATIONS FOR BOTH BUT COMMISSIONER BOLTON'S NOMINATION IS UNDER THE VOTE. THAT'S RIGHT. I'M SORRY. THANK YOU MA'AM. COMMISSIONER BOLTON WHAT AM I. I'M FROM ME. YOU VOTED FOR YOURSELF. YES.

VICE MAYOR FLACCO. YES COMMISSIONER GALEN. YES. YES. COMMISSIONER FISHMAN. NO MAYOR GOMEZ NOW FOR THE RECORD. COMMISSIONER BOLTON IS THE FIRST ALTERNATE ON A VOTE OF 3 TO 2. THERE IS NOW THE POSITION MADAM MAYOR OF THE SECOND ALTERNATE WHICH ALSO NEEDS TO BE FILLED AS REQUESTED BY THE BROWARD LEAGUE OF CITIES. THE SECOND ALTERNATE COMMISSIONER GORDON'S LIGHT IS LIT. I'D LIKE TO NOMINATE COMMISSIONER FISHMAN MR. FISHMAN DO YOU ACCEPT. YES. AND THE OTHER NOMINATIONS CALL A SECOND TIME AT AMEREN AND A SECOND FOR NOMINATIONS. WE HAVE ASKED A SECOND TIME FOR THE RECORD. WE HAVE A SECOND ON THE FLOOR. SORRY. SAY THAT ONE MORE TIME. I'M HAVING TROUBLE HEARING THE OPEN THE OPEN THE FLOOR FOR OTHER NOMINATIONS BEFORE YOU CLOSE NOMINATIONS ONE MORE TIME. OK. IS THERE ANYBODY ELSE WHO WISHES TO NOMINATE ANYONE ELSE SEEING NONE. I'D LIKE TO CALL ABOUT COMMISSIONER FISHMAN. YES COMMISSIONER GALEN. YES. VICE MAYOR FLACCO. YES COMMISSIONER BOLTON. YES. MAYOR GOMEZ. YES. ONLY SEE ONE RESIDENTS HAVE SIGNED UP. SO AFTER WE GO THROUGH THEM COME NEXT RONALD J. WASSERMAN. YOU DIDN'T WRITE IT IN. I WROTE IT IN FOR YOU. GOOD EVENING TAMARACK. MY NAME IS RONALD J WASSERMAN DELIVERED 8 5 7 7 J DRIVE TAMARACK 3 3 3 2 1. SHOUT OUT TO VINCENT HELL FOR MILITARY U.S. NAVY SAN DIEGO THE STABILITY SIDE OF THE FAMILY. HE WAS SO PROUD OF YOU. I'M HERE FOR THE THIRD AND LAST TIME TO SPEAK PUBLICLY BEFORE THIS COMMISSION ON THE FOLLOWING ISSUE. THE PIED E ON CLAVE WITH PULTE MADAM COMMISSIONER I HAVE A LETTER I'D LIKE TO READ PUBLICLY. I'M SORRY MADAM MAYOR GARAN. WOULD MIND. GOLF COURSE IS CONTAMINATED WITH ARSENIC FROM YEARS OF ARSENIC BASED HERBICIDES AS ARE ALMOST ALL GOLF COURSES AND FORMAL GOLF COURSES IN FLORIDA THE GOLF COURSE AT LARGE WOOD MONT WILL BE DEEMED RESTRICTED FOR EXCLUSIVE CONTINUED AND FUTURE GOLF USE AS THE CONCENTRATIONS ARE TYPICAL AND SAFE FOR PLAYING GOLF CONTAMINATED SOIL IS BEING MOVED OUT OF AREAS ON THE COURSE TERM DEVELOPMENT PAUSED FOR FUTURE RESIDENTIAL USE AND THE EXCAVATED SOIL IS BEING MANAGED ON THE REST OF THE COURSE. IT IS NOT. PHASE THE MCL IS THE SITE MANAGER WHO IS COPIED. THIS IS FROM DAVID BROWER. DEPARTMENT OF ENVIRONMENT AND AIR QUALITY. THIS IS FROM AID AND ENVIRONMENTAL. ONE OF THE THINGS THAT THEY SAID THEY WILL HAVE SOIL MANAGEMENT HAS IT AWARENESS. IT HAS NOT HAPPENED IN PRIDE A HASN'T HAPPENED IN FIVE MONTHS SIX MONTHS SEVEN MONTHS FUGITIVE SIX POINT SIX THREE FUGITIVE DUST CONTROL THE PROPOSED SOIL MANAGEMENT ACTIVITIES WILL BE DESIGNED TO MINIMIZE THE IMPACT OF FUTURE DUST FROM THE SITE. AT THIS POINT. THERE ARE TWO COMPANIES THERE AND A WAY OF ANYTHING HAPPENING FOR ME I HAVE AN HOUR MINUTE AND 14 SECONDS TO GET IT DONE. PULTE WHITMONT GOLF COURSE AND NOW THERE'S A SUBCONTRACTOR H AND J CONTRACTING. ALL OF YOU SHOULD BE CONCERNED. THERE'S ARSENIC BLOWING INTO OUR COMMUNITY. CANCER. CANCER ARSENIC. YOU SHOULD ALL BE INVOLVED. AND FOR YOU TO SAY THAT YOU'VE BEEN DOING SOMETHING YOU'VE SAY YOU'RE WORKING ON IT YOU'RE LOOKING INTO IT. THERE IS SOMETHING VERY WRONG HERE. OUR NEIGHBORS WANT TO KNOW WHAT'S GOING ON WHERE NEIGHBORHOOD. YOU'VE HEARD ME SPEAK SO MANY TIMES I'VE CRIED BEFORE YOU AND LETTERS HAVE BEEN SENT TO PEOPLE IN THE BACK. NOTHING HAS HAPPENED. YOU SAY WE'RE LOOKING INTO IT. THERE IS NO COMMUNICATION BETWEEN ANY OF THESE PEOPLE. THEY HIDE FROM US. THE COMMUNITY I ASKED WHO'S IN CHARGE OUT

[01:10:03]

THERE. I FOUND OUT. DON'T YOU THINK I WOULD FIND OUT. SHAME ON TAMARACK. FOR LETTING THIS HAPPEN TO US. DUST BLOWING. I HAVE PICTURES OF ME WATERING DOWN THE CAR PATH. SHAME ON YOU. A DEPUTY HAS TO GET A NO TRESPASSING SIGN. FOR ME IT WOULD MEAN A SHERIFF'S DEPUTY. A SHERIFF'S DEPUTY GETS A NO TRESPASSING SIGN. THANK YOU FOR RAISING THE ISSUE FOR US BROUGHT YOU. YOU LEFT YOUR PAPER. YOUR NAME AND ADDRESS FOR THE RECORD PLEASE. THANK YOU. GOOD EVENING. MY NAME IS DIANE BALLIN. MY ADDRESS IS SEVENTY SIX TWENTY FIVE NW SEVENTY NINTH AVENUE IN TAMARACK I AM A RESIDENT OF BONN AIR AND WOULD MONT. I LIVE IN VICE MAYOR PLATEAUS DISTRICT NUMBER 4 AND SHE'S RIGHT THERE'S A LOT GOING ON IN OUR DISTRICT. I HAVE WORKED FOR THE SAME COMPANY FOR 35 YEARS AND AMERICAN EXPRESS. I HAVE LIVED I I'VE LIVED IN THIS AREA SINCE 1972 SO I'M SHARING THESE PERSONAL FACTS TO ILLUSTRATE THAT I HAVE DEEP TIES TO THE COMMUNITY AND I LOVE IT HERE. AND THE LAST SIX YEARS I'VE LIVED IN BONN AIR WHICH IS RIGHT ACROSS THE STREET FROM THE PIECE OF LAND THAT THE WOODMAN COUNTRY CLUB WOULD LIKE TO SELL TO I GUESS BLACKSTONE AND HILTON WORLDWIDE INTERNATIONAL TO BUILD A FIVE STOREY SUITES HOTEL CALLED HOME TO ON MARCH THE 14TH LAST MONTH THE DEVELOPER AND HIS LEGAL COUNSEL PRESENTED TO THE COMMUNITY. THERE WAS ABOUT ONE HUNDRED AND FIFTY PEOPLE THERE. THE MEETING LASTED UNTIL 9 P.M. I DON'T THINK THAT THERE WAS ANY REPRESENTATION FROM CITY COUNCIL MAYBE THERE'S A REASON THAT YOU'RE NOT EVEN SUPPOSED TO BE THERE. BUT THROUGHOUT THE COURSE OF THE EVENING WE KEPT ASKING. I RECORDED IT ON MY IPHONE I PLAYED IT BACK TODAY WE WERE ASKING THEM TO SHARE LIKE ONE SINGLE REASON OR ONE SINGLE BENEFIT THAT MIGHT BE A POSITIVE FOR OUR NEIGHBORHOOD AND THERE WAS ABSOLUTELY NOTHING OTHER THAN I GUESS MAYBE SOME SMALL TAX BASE FOR THE CITY. THERE WAS NOTHING FOR THE RESIDENTS. WE'RE NOT GETTING ANYTHING OUT OF PUTTING A FIVE STOREY HUNDRED AND SEVENTEEN ROOM HOTEL IN THE MIDDLE OF A REALLY NICE QUIET RESIDENTIAL NEIGHBORHOOD THAT I LOVE SO I WOULD LIKE TO SHARE THAT ARE THE CHIEF CONCERNS OF MY NEIGHBORS AND I ARE. AN INCREASE IN TRAFFIC. THERE IS A SCHOOL ZONE LOCATED RIGHT OUTSIDE OF THE PROPERTY WHERE THE HOTEL WOULD BE BUILT WHICH I FIND DANGEROUS FOR THE ELEMENTARY SCHOOL CHILDREN THAT WOULD BE GOING THROUGH THE SCHOOL ZONE. THERE'S ACTUALLY A CROSSING GUARD THERE WHICH IS GOOD BUT BECAUSE THE HOTEL WOULD BE SITUATED ON THE STREET PRETTY MUCH ON EIGHTH AVENUE THERE THERE WILL PROBABLY BE FOOT TRAFFIC THAT CUTS DIRECTLY THROUGH BONN AIR. POSSIBLY THERE'S GOING TO BE NOISE. THE HOTEL IS GOING TO OBVIOUSLY BE OPERATING 24 HOURS A DAY SO THERE'S GOING TO DEFINITELY BE AN INCREASE IN NOISE WHEN WE KNOW THAT PEOPLE WHO ARE ON VACATIONS VISITING ARE NOT ESPECIALLY NOISE SENSITIVE. SO IN CLOSING I WANT TO THANK YOU FOR YOUR TIME AND I WANT TO STATE THAT I AM ABSOLUTELY OPPOSED TO PUTTING A HILTON HOTEL IN THE MIDDLE OF OUR LOVELY QUIET PEACEFUL NEIGHBORHOOD AND I'LL BE BACK AT YOUR NEXT MEETING. THANK YOU. THANK YOU. APPLAUSE THANK YOU VERY MUCH. ANY OTHER COMMENTS SAYING THAT THERE'S NO OTHER COMMENTS PUBLIC PARTICIPANT. OKAY. NO IT'S OKAY. I THOUGHT YOU WERE JUST SITTING THERE. JOIN US. GOOD EVENING COMMISSIONER. GOOD EVENING CAN YOU HEAR ME. HI. MY NAME IS DEBBIE TAYLOR AND

[01:15:04]

MY ADDRESS IS 7 8 5 0 W MCNAB ROAD TAMARACK FLORIDA 3 3 3 2 1. I WOULD FIRST LIKE TO JUST BEGIN BY THANKING THE TAMARA FIRE DEPARTMENT WHO SHOWED UP AT OUR CONDO. IT WAS LIKE I BELIEVE TWO WEEKS AGO SUNDAY MORNING THERE WAS A CAR FIRE IN THE ACTUAL PARKING LOT. SO THEY WERE VERY QUICK TO ACT AND TO EXTINGUISH THE FIRE AND THEY DID A VERY GOOD JOB SO HATS OFF. HATS OFF TO THE FIRE DEPARTMENT AND ALSO TO OUR CITY POLICE WHO ARE OUT THERE EVERY DAY YOU CAN HEAR IT IN THE STREETS YOU SEE THEM. I MEAN IT'S LIKE THEY'RE VERY ACTIVE AND THEY ARE VERY HELPFUL AND THEY'RE A TRUE ASSET TO THE CITY. OKAY. SO NOW I WOULD JUST LIKE TO TALK ABOUT THE ISSUE REGARDING THE AMOUNT OR THE NUMBER OF TREES. AND I DID SEND AN EMAIL. THERE'S GONNA BE A MEETING A MEETING ON THE 14TH AT THE. COMMUNITY CENTER I BELIEVE IT IS.

SO I DID SEND MY QUESTION OVER. THERE IS A BIG CONCERN NOT ONLY WITH MYSELF BUT WITH OTHER PEOPLE WITH THE NUMBER OF TREES THAT ARE BEING REMOVED AND IT'S CAUSING LIKE. I MEAN IT IS REALLY. WHEN YOU LOOK AT IT IT'S VERY SHOCKING. SO MY CONCERN IS WHAT IS THE CITY GOING TO DO TO EITHER REPLACE THE TREES OR YOU KNOW WHAT ACTION ARE THEY GOING TO TAKE. BECAUSE WE NEED I MEAN THE TREES YOU KNOW WE NEED THEM. THEY'RE NOT ONLY THEY NOT ONLY ARE HELPFUL IN PROVIDING SHADE DURING THE HOT SUMMER MONTHS BUT THEY'RE HOME TO MANY WILDLIFE SPECIES AND WE NEED TO ALL WORK TOGETHER EVEN WITH OUR WILDLIFE FRIENDS TOO TO WHERE WE CAN WE CAN WORK TOGETHER WITH THEM. SO. SO I'LL BE I'LL BE. ATTENDING THAT MEETING SO HOPEFULLY WE'LL HEAR GOOD THINGS OUT OF IT. THANK YOU. VERY MUCH. AND TYPICALLY IF TREES ARE REMOVED THERE'S ALWAYS A PROCEDURE FOR REPLACING AND REPLANTING SO DEPENDING ON WHAT YOU'RE TALKING ABOUT AND CERTAIN THINGS MORE DETAILS CAN BE GIVEN AT THAT TIME. IS THERE ANYBODY ELSE WHO WISHES TO SPEAK. BUTTON 73 21. I'M SORRY I DIDN'T UNDERSTAND YOU. DID YOU SAY YOUR NAME MY NAME IS VENUS BUTTON AND THEN LEVINSON'S POINT. I JUST HAD A QUESTION ABOUT SOMETHING THAT WAS STATED BY HIS FISHERMAN EARLIER REGARDING THE VACATION RENTALS. CAN I ASK AS IT RELATES TO THE US NOT BEING RANKED BEING ABLE TO REGULATE THEM. I MEAN ARE WE GOING TO GET A CHANCE TO VOTE ON THAT AND HAVE A SAY. I GET ANXIOUS ABOUT THAT. THERE'S NO WAY WE CAN NOT BE ABLE TO SAY YOU KNOW WHO GOES INTO THESE RENTALS AND REGULATE THE HAPPENINGS THERE. I HAVE A DAUGHTER. NO. THEY'RE SERIOUS. THERE WAS SOMETHING THAT ALSO PASSED TODAY UNFORTUNATELY. BUT I WILL DEFER TO COMMISSIONER FISHMAN TO RESPOND.

CURRENTLY THE CITY IS ALLOWED TO CREATE A REGISTRY SO THAT WE ARE WE KNOW WHO IS RENTING THEIR HOME THROUGH THE VACATION RENTAL PROCESS SUCH AS AIR B AND B AND OTHER SITES SO WE CAN REGISTER THOSE SITES. WE CAN KNOW WHO TO CONTACT IF THERE IS A PROBLEM BUT THE STATE IS VERY VERY CLEAR THAT THEY WANT THE REGULATION OF THOSE VACATION RENTALS TO BE WITH THE STATE NOT WITH THE LOCAL GOVERNMENT SO THAT THE LOCAL GOVERNMENT CAN'T. THE BILL THAT MAYOR GOMEZ JUST REFERRED TO IS THE ONE THAT WOULD PRE-EMPT EVERYTHING DEALING WITH THE VACATION RENTALS TO THE STATE OF FLORIDA. SO YOU WOULD HAVE TO GO TO TALLAHASSEE IF YOU HAVE A PROBLEM WITH A VACATION RENTAL IN YOUR NAME. TELL US THE DATE AND TIME WILL SOUND THE WAR CRY.

UNFORTUNATELY YOU HAVE TO GET IN TOUCH WITH YOUR STATE LEGISLATORS. I'M HAPPY TO GIVE YOU THAT LIST AND THE PHONE NUMBERS AND WE'LL WORK TOGETHER ON THAT. THANK YOU. LOOKING FORWARD MISS FISHING AND DEFINITELY WE NEED ALL THE HELP WE CAN GET. BECAUSE TODAY IT PASSED THE COMMERCE COMMITTEE FOR 13 YAY AND ELEVEN DAYS WHICH BASICALLY PREEMPTS TO THIS DAY VACATION RENTALS. IT REVISES THE APPLICATION

[01:20:04]

REQUIREMENTS FOR VACATION RENTAL LICENSURE AS REQUIRES THE DIVISION OF HOTELS AND RESTAURANTS THROUGH THE DEPARTMENT OF BUSINESS AND PROFESSIONAL REGULATIONS TO MAKE CERTAIN THAT THE ROADS THE LICENSES ARE PROPER AND ON THE WEBSITE AND TRYING TO PREEMPT ANY CITY WHO'S ALREADY HAD RULES IN PLACE AND TAKE IT AWAY FROM THE CITIES THAT ALREADY HAD IT SO SOMETHING THAT WE'VE BEEN EXPRESSING FOR A WHILE IS IF YOU HAVE AN ASSOCIATION IN YOUR COMMUNITY WORK WITH YOUR ASSOCIATION TO GET YOUR RULES IN PLACE BEFORE THEY TRY TO TAKE THOSE RULES AWAY FROM YOU AS WELL.

THE YOUNG LADY SITTING RIGHT NEXT TO YOU WOULD LIKE TO COME UP AND SAY SOMETHING SO YOU ARE MORE THAN WELCOME TO COME TO THE MIKE. COME ON UP. IT'S OK. SHE DOESN'T HAVE TO LIVE IN TAMARACK YET BUT THAT'S OK. IF SHE WISHES TO SAY A. OK SO IF THERE IS NO ONE ELSE WHO WISHES. ANY TIME YOU'RE WELCOME HERE AND TO SPEAK IS THERE ANYONE ELSE WHO WISHES TO SPEAK. SEEING NO ONE ELSE DOES PUBLIC PARTICIPATION IS NOW CLOSE. AND COMMISSIONER BOLTON DO YOU HAVE YOUR LIGHT LIT TO SPEAK. YES I I. REALLY.

JULIE I JUST WANT TO SAY HOW REFRESHING IT IS TO ACTUALLY HAVE PEOPLE HOLDING THE AUDIENCE THAT ARE SO EXCITED ABOUT THE PROCESS. AND YOU KNOW PLEASE COME BACK.

YOU MAY COME ME THINGS EXPECTING YOU KNOW I SAW THAT YOU WROTE DOWN MY PHONE NUMBER AS YOU WERE AS I WAS MENTIONING THAT SO PLEASE KEEP IN TOUCH AND. WE WELCOME YOU HERE IN THE CITY OF TALOQAN ANY TIME AND PERSONAL PRIVILEGE. MAYOR MY WIFE IS HERE MY SON IS HERE. AND A MEMBER OF MY CHURCH. THANK YOU GUYS FOR COMING OUT AS WELL. APPLAUSE. GOOD TO SEE YOU. ALL RIGHT SO NOW WE MOVE TO OUR CONSENT AGENDA. IS

[6. CONSENT AGENDA]

OUR ARE THERE ANY ADDITIONS OR CHANGES TO OUR CONSENT AGENDA. NOT THIS EVENING MADAM I'M SAYING THAT THERE ARE NO ADDITIONS OR CHANGES. YOU HAVE BROUGHT UP A WORKSHOP AND MADE A MOTION IN A SECOND PLACE. SECOND CITY CLERK WOULD YOU PLEASE CALL THE ROLL VICE MAYOR FLACCO CONDITION A GALLON. YES COMMISSIONER FISHERMAN. YES.

OF SECONDS TO MOVE THIS ONTO THE FLOOR FOR DISCUSSION SO MOVED. THANK YOU. THANK YOU. JUST AS A RECAP OF THE CONSENSUS THAT WE CAME UPON AT THE END OF OUR WORKSHOP FOR THIS WAS THAT WE WOULD HAVE THREE ITEMS THAT WOULD BE PROVIDED A WEEK IN ADVANCE TOWARDS OR BASICALLY IT WAS COMING DOWN TO E2. WE WERE NOT GOING FORTH WITH THE AMENDING OF THAT PARAGRAPH. WE WERE KEEPING THREE ITEMS PER. WE WERE MOVING THE COMMISSION REPORTS TO THE END OF THE MEETING BUT THERE WAS NO TIME FRAME OTHER THAN RESPECT FOR THE AUDIENCE. AT THAT TIME FOR IT NOT TO BE AN UNREASONABLE AMOUNT OF TIME FOR REPORTS AND I BELIEVE. THAT WAS A CONSENSUS FOR SO H1 B WOULD JUST BE REASONABLE TIME FOR SPEAKING. ANY OTHER ANY DISCUSSION. YEAH. SO I'M NOT IN FAVOR OF MOVING THE COMMISSION REPORTS. I THINK THE COMMISSION REPORT SHOULD REMAIN WHERE IT IS. HOWEVER WE CAN JUST LIMITED TO A AGREED UPON TIMEFRAME. SO PUT A CAP ON ON THE TIME LIMIT AND EACH COMMISSIONER SPEAKS. COMMISSIONER NELSON I SEE YOUR LIGHT IS LIT. THANK YOU MADAM MA'AM. YEAH I MEAN I. I'M NOT IN AGREEMENT WITH MOVING THE COMMISSION REPORTS TO THE END OF THE MEETING. I THINK TONIGHT IS A TESTAMENT OF HOW RESIDENTS COULD BE INVOLVED IN OUR PROCESS. SOMETIMES WE DON'T HAVE RESIDENTS COME OUT. SOMETIMES WE DO. AND I LISTENED TO HOW COMMISSIONER FISHMAN ELOQUENTLY SPOKE ABOUT HOW SHE WENT TO TALLAHASSEE AND BROUGHT BACK VALUABLE INFORMATION AND THAT INFORMATION WAS IMPORTANT ENOUGH THAT A RESIDENT WOULD COME AND DISCUSS IT AT THE MIKE. THAT WAS IMPORTANT TO HER. THINK ABOUT IF WE HAVE A DEVELOPER IN FRONT OF US DISCUSSING WHAT MONT OR WOODLANDS. AND IT IS CONTENTIOUS AND IT LASTS FOR FIVE HOURS AT THE END OF THAT MEETING. THE RESIDENTS WOULD NOT BE ABLE PROBABLY TO HEAR WHAT THE COMMISSIONERS HAVE TO SAY. SO I THINK YOU KNOW WHOEVER DRAFTED HOW THE HOW WE DO BUSINESS HERE THE THE AGENDA YOU KNOW DID A FINE JOB AT THAT TIME AND I DON'T THINK THAT WE SHOULD BE CHANGING THAT AT THIS TIME. I COULD HAVE SENTIMENTS OF COMMISSIONER GLEN THAT PERHAPS YOU KNOW WHAT WE WHAT WE CAN DO IS JUST BE RESPECTFUL OF OTHER PEOPLE'S TIME. YOU KNOW I'M I'M I'M VERY MUCH RESPECTFUL OF MY COLLEAGUES TIME TO MAKE SURE THAT I DON'T. I DON'T SPEND A LOT OF TIME TALKING ABOUT YOU KNOW WHERE I'VE GONE AND THAT'S THE STUFF BECAUSE SOMETIMES IT BECOMES YOU KNOW JUST REPETITIVE TO HERE. SO YOU KNOW FOR INSTANCE I WENT TO TALLAHASSEE TO LOBBY LAWMAKERS AS WELL. AND I COULD HAVE COME WITH A LENGTHY REPORT BUT MOST OF THE PLACES THAT I WENT TO COMMISSIONER FISHMAN WENT THERE. SO WITH OUT OF COURTESY TO HER I I MADE SURE THAT THAT HER REPORT WAS HEARD AND NOT GIVE A REPORT ON UNTIL A HASSLE BECAUSE SOME OF THE MEETINGS WE WENT TO TOGETHER. SO I THINK YOU KNOW IT'S JUST COMMON COURTESY BETWEEN OR AMONG COLLEAGUES TO JUST MAKE SURE THAT WE ARE RESPECTFUL OF EACH OTHER'S TIMES. AND SO MOVING IT TO THE END I THINK COULD BE COUNTERPRODUCTIVE AND LEAVING OUT WHAT OUR RESIDENTS SOMETIMES WOULD WE WOULD LOVE TO TO HEAR THAT THERE ARE OTHER CHANGES THAT WERE BEING PROPOSED AND SO ON. WHEN I FIRST GOT ELECTED I ACTUALLY LOOKED AT THIS THIS ORDINANCE AND I HAD NO CONCERNS WITH THIS ORDINANCE. AT THAT TIME AS WELL. AND I STILL DO. SO THIS IS NOT SOMETHING THAT I I'M I WOULD BE INCLINED TO VOTE ON. ONE OF THE ISSUES IS FAN

[01:30:08]

VERSUS LAST MONTH'S SUPREME COURT CASE FAN FINAL HUSBAND VS. ON THE CITY OF RIVIERA BEACH. HOW THE CITY IS ABRIDGED HIS FIRST AMENDMENT RIGHTS. AND HE WON THAT SUPREME COURT CASE IN JUNE 2000 AND 18. AND I SEE LANGUAGE IN THIS ORDINANCE THAT WOULD BE A BRIDGING OUR RESIDENTS RIGHTS TO DO TO SPEAK AND COMING TO OUR COMMISSION MEETINGS AND FEELING COMFORTABLE IN THAT SORT OF STUFF. THESE ARE DISCUSSIONS THAT I WOULD LIKE TO HAVE WITH THE CITY ATTORNEY BEFORE WE WE VOTE ON ON THIS.

OBVIOUSLY I WOULD STILL HAVE THE ABILITY TO TALK TO THE CITY ATTORNEY ABOUT SOME OF THE ISSUES THAT I HAVE BUT IT WOULD BE COUNTERPRODUCTIVE TO VOTE ON SOMETHING AND THEN GO TALK TO HIM ON SOMETHING THAT WE ALREADY VOTED ON. AND THEN AGAIN TO MAKE A CHANGE IF IT WOULD BE THE DESIRE OF THE COMMISSIONER AT THAT TIME. SO I'D JUST LIKE TO TABLE THIS FRONT FOR NOW. LET US GO BACK. LET'S TALK ABOUT THE ISSUES AT HAND. THOSE ARE THE WHETHER WE CAN MOVE WHETHER WE SHOULD MOVE THE COMMISSION REPORTS TO THE END OF THE MEETING AND THE TIME CONSTRAINTS AND THAT'S THE STUFF. AND THAT OPENS THE DOOR TO TO DISCUSS YOU KNOW SOME OTHER QUALMS THAT THEY HAVE ABOUT THE THE ORDINANCE. THERE IS NOTHING ELSE FOR NOW. BUT IF THERE'S SOMETHING ELSE THAT COMES TO MIND I WILL CIRCLE BACK. MADAM MAYOR THAT IN THERE IF I MAY. AS A CONDITION CONDITIONS PARLIAMENTARIAN COMMISSIONER BOLTON IS MAKING A MOTION TO TABLE IT'S NOT A DEBATABLE MOTION BUT IF IT'S SECONDED IT NEEDS TO BE VOTED UPON WHICH WOULD TABLE THE ITEM TO AN UNCERTAIN TIME. SO THAT'S MADE BUT MY MOTION AND THE SECOND ON THE TABLING IF IT PASSES IT'LL BE TABLED IF IT DOESN'T PASS. YOU'RE BACK ON THE TABLE WITH THIS DISCUSSION. SO COMMISSIONER BOLTON ARE YOU ASKING FOR A MOTION TO TABLE AT THIS TIME. THANK YOU MADAM CHAIR. I'D LIKE TO MAKE A MOTION TO TABLE. 23 91. I'D LIKE TO MAKE A MOTION TO TABLE EIGHT B AS APPEARS ON THE CONTENT AS IT APPEARS ON THE AGENDA. COMMISSIONER YOU'LL BE TABLED IN THE ENTIRE ORDINANCE.

I'M TABLING THE TIME HONORED CORRECT AND MAKE A MOTION TO TABLE WOULD NOT BE I'M TIRED OR TAKE THEIR SHARE OF THE COMMISSIONER BY NOW. YOU DID NOT SPECIFY THE SUBSECTION IT'S JUST THE AUDIENCE AS PROPOSED SO THAT IT'S LEGALLY POSSIBLE.

THANK YOU. ON A CLARIFICATION FOR THE MOTION. ARE YOU TABLING IT TO A TIME CERTAIN. AND IF SO WHAT TIME CERTAIN WOULD THAT BE. AT LEAST UNTIL TWO MEETINGS FROM TONIGHT TO COMMISSION MEETINGS FROM TONIGHT TO WORKSHOPS FOR TONIGHT BEFORE A COMMISSION MEETING TO COMMISSION MEETINGS FROM TONIGHT. SO THE NEXT EVENING MEETING IS WHAT YOU'RE SEEKING THIS TO BE YES THAT THAT THAT WOULD BE ENOUGH TIME TO PERHAPS TALK TO THE CITY ATTORNEY ABOUT MY CONCERNS WITH THE THE ORDINANCE AND PERHAPS FOR HIM TO CIRCLE BACK TO THE COMMISSION PERHAPS IN A WORKSHOP TO TALK ABOUT SOME OF THOSE CONCERNS AND TALK TO YOU AS WELL. BECAUSE I CANNOT APPROACH YOU BECAUSE OF OUR SUNSHINE LAW LIMITATIONS AND THEN YOU KNOW HOPEFULLY THOSE CONCERNS WOULD BE ADDRESSED AND THEN WE COULD DISCUSS TO THEM AT A LATER TIME. CAN I ASK A FURTHER POINT OF CLARIFICATION I KNOW THERE'S NO DISCUSSION ON THIS MATTER BUT I NEED TO UNDERSTAND AN ITEM FAMILY OF ORDER TO PLEASE. SO COMMISSIONER BOLTON THE ITEMS THAT ARE BEING HERE BEFORE US FOR AMENDING ARE THE ONLY ITEMS THAT ARE FOR DISCUSSION. AND THOSE ARE THE ONES THAT YOU HAVE CONCERNS OR THE CONCERNS YOU HAVE ARE REGARDING THINGS THAT HAVE NOT HAD THE TOPICS FOR A MINUTE THAT WERE BEING AMENDED OR AFTER BEING AMENDED. BOTH PRIMARILY WITH THE ISSUES THAT ARE AT HAND AUTOMATE. THANK YOU FOR THE PLANET FOR CLARIFYING. IS THERE A SECOND FOR THE MOTION. SECOND ROLL CALL PLEASE. ON THE MOTION TO TABLE MADAM CLERK COMMISSIONER FISHERMEN. NO I'M SORRY NO COMMISSION TO GET TO YOU FOR A SECOND. THE VICE MAYOR ASKED WHAT ARE WE VOTING ON. SO I'M JUST GOING TO CLARIFY FOR THE RECORD. MADAM CHAIR MADAM MAYOR THAT THE MOTION IS TO MOTION TO TABLE THIS ORDINANCE FOR A FURTHER FOR FURTHER REVIEW THE ENTIRE PROPOSAL. IT'S THE COMPREHENSIVE PROCEDURES ORDINANCE AS AMENDED WOULD BE TABLED TO A TIME CERTAIN WHICH IS THE SECOND MEETING TO TWO MINUTES FROM NOW. AND FOR FURTHER CLARIFICATION THAT THAT IS NOT TO SAY THAT WE WOULD NOT COME BACK WITH THE SAME THING. IT JUST GIVES THOSE OF US WHO HAVE SOME ISSUES WITH WITH THESE MATTERS AT HAND TO TALK ABOUT IT SOME MORE

[01:35:09]

HAVE SOME MORE ONE ON ONE DIALOGUE WITH THE CITY ATTORNEY AND THEN WE CAN COME BACK AT ANOTHER TIME. SO IT'S NOT LIKE WE ARE DELETING THE ORDINANCE ALTOGETHER. I THINK WHAT WE'RE DOING. WHILE I KNOW WHAT WE'RE DOING IS JUST TAKING MORE TIME. ALL I NEED IS A MONTH. SO IF IF IF IN HINDSIGHT I VICE MAYOR PARKER IF YOU VOTED YES YOU'D BE AFFORDING ME THAT ONE MONTH THAT I NEED TO DISCUSS THIS A LITTLE BIT MORE WITH THE CITY ATTORNEY. THANK YOU. BACK TO ROLL CALL PLEASE. COMMISSIONER GALEN YEAH. YES. VICE MAYOR FLACCO YES. I'M SORRY I DIDN'T HEAR WHAT YOU SAID AS A COURTESY. COMMISSIONER BOLTON YES. MAYOR GOMEZ I HAVE TROUBLE WITH THIS ONE BECAUSE I'M NOT SURE WHY WE DIDN'T HAVE THIS BEFORE SINCE IT'S BEEN SOMETHING FOR DISCUSSION AND. YES. WHICH IS WHY IT'S CONFUSING TO DO THIS BECAUSE THIS HAS BEEN A TOPIC THROUGH STRATEGIC PLANNING AND MEETINGS AND WORKSHOP AND WHY THIS WASN'T DISCUSSED FURTHER BUT I WILL. SAY YES MOTION PASSED THE. I'M SORRY. I'M SORRY.

TABLE 2 THE MAY 8TH CORRECT 19 MEETING. YES. MARY CONDITION I CAN'T CREDIBLY FOR THE RECORD AND AT THE MAY 8TH MEETING THIS WILL BE A SECOND FIRST READING THE CODE IS STILL IN EFFECT. IT'S NOT BEEN MODIFIED BY DISABLING ALL MANNER OF ITEMS WITHIN THE COMPREHENSIVE CODE REMAIN IN FULL FORCE AND EFFECT LEGALLY. THE AUDIENCE HAS PROPOSED WHICH HAS SEVERAL DIFFERENT SUB AMENDMENTS IS CONTINUED TO THE MEETING OF THE 8TH OF MAY FOR A SECOND FIRST READING AND FOR THE RECORD THE ADVERTISING WOULD THEN REFLECT THAT. SPECIFICALLY I'M HAPPY TO ANSWER QUESTIONS BUT FROM A PARLIAMENTARY PERSPECTIVE THAT'S WHAT YOU JUST DID. I CAN ANSWER QUESTIONS OR ENTERTAIN ANY FURTHER COMMENTS AS APPROPRIATE ON THE DOCUMENT THAT'S YOU TAKING LEGAL ACTION THAT'S APPROPRIATE. I HAVE. COMMISSIONER FISHMAN LET YES I WOULD LIKE THE RECORD TO REFLECT A YES VOTE FOR ME. ONCE THE CLARIFICATION WAS MADE I WOULD HAVE CHANGED MY VOTE. THANK YOU COMMISSIONER FISHMAN. I HAD COMMISSION ON VICE MAYOR AND FLACCO. THANK YOU. IF WE ARE GOING TO REVISIT THIS THEN I WOULD STRONGLY SUGGEST WE HAVE A WORKSHOP. SO WE DON'T GET TO THIS POINT AND WE'RE ALL CONFUSED ABOUT WHAT IT IS WE'RE CHANGING OR WHAT WE HAVE ISSUES WITH. SO PRIOR TO THE COMMISSION MEETING I WOULD LIKE A WORKSHOP. COMMISSIONER BOLTON. THAT THAT IS EXACTLY WHAT IT WAS GOING TO ASK THAT WE HAVE A WORKSHOP BETWEEN NOW AND THE MAY 8TH MEETING TO DISCUSS THE MATTERS AT HAND. AND I WILL CIRCLE BACK WITH THE CITY ATTORNEY AT THE APPROPRIATE TIME. MADAM IF I CAN BRIEFLY. YES PLEASE. AND FOR THE RECORD TO THE EXTENT THAT ANYONE HAS AN INDEPENDENT QUESTIONS OF ME BETWEEN NOW AND THE WORKSHOP OR THE REGULAR MEETING I'M HAPPY TO RESPOND TO THEM. AND IF I MAY JUST TAKE A MOMENT OF PERSONAL PRIVILEGE I'D LIKE TO INTRODUCE TO YOU FOR THE RECORD QUINTIN MORGAN QUINT WHEN YOU RISE TO THE OCCASION BRIEFLY QUITTING IS ONE OF OUR NEWER ASSOCIATES WHO'S WORKING WITH OUR LAW FIRM. HE HAS A MANY YEARS OF EXPERIENCE IN THE AREA OF GOOD LUCK GOVERNMENT PRACTICE. HE AND I WERE THE DRAFTERS OF THE PROPOSAL AND WELCOME COMMENTS TO HIM AS WELL. BUT THANK YOU VERY MUCH FOR THAT OPPORTUNITY. THANK YOU. THANK YOU AND WELCOME ABOARD. I'M JUST GOING TO ALSO JUST PUT A POINT OF CLARIFICATION THAT AS IT WAS SAID EVERYTHING STILL STAYS IN PLACE THREE AND FOUR FOR ANY MEETING. AND I'M JUST GONNA ASK OUT OF CONSIDERATION FROM OUR COMMISSION PLEASE. ANY PROCLAMATIONS THAT NEED TO BE REQUESTED PLEASE REQUEST THEM AT LEAST A WEEK IN ADVANCE BUSINESS DAYS.

SO PAT HAS ENOUGH TIME TO GET THINGS PREPARED. THANK YOU VERY MUCH LADIES AND GENTLEMEN. SEEING THAT THERE'S NO OTHER BUSINESS. ENJOY THE WEEKEND. SEE YOU HERE IN TWO WEEKS.
