[00:25:02]

AGENDA. MAYOR HAS THE PROPERTIES TO MOVE THE AGENDA AROUND WHAT YOU'VE DONE AND TO THAT EXTENT I'M HAPPY TO RESPOND BRIEFLY. A COUPLE OF OBSERVATIONS. THERE ARE SEVERAL BILLS WHICH WHICH WHICH WE HAVE WE'RE TRACKING IN TALLAHASSEE I'M SURE THAT THE COMMISSIONER FISHERMAN IS ALSO KEEPING OUR EYE ON THEM SEVERAL A JUMP OFF THE PAGE AND I'M SURE WE'LL BE UPDATING YOU ON AT THE NEXT MEETING WHEN WE KNOW MORE ABOUT THIS SESSION WHICH ENDS ON MAY THE 5TH BEGAN. I MADE THE THIRD. IT BEGAN IN MARCH THE FIFTH IS THE HOUSE BILL SENATE BILL 15 THE LOCAL GOVERNMENT FISCAL TRANSPARENCY ACT WHICH WILL OPEN UP SOME UNIQUE DOORS TO LOCAL GOVERNMENT BY THE PUBLIC IN THE CONTEXT OF VOTING OPPORTUNITIES AND VOTING RECORDS AND INFORMATION REGARDING HOW THE CITY'S MONEY IS SPENT. PUBLICLY THE BILL REGARDING VACATION RENTALS IS IN FACT A PREEMPTION BILL AS WE DISCUSSED DURING OUR PRIOR CONVERSATION. IT IS MOVING AHEAD QUITE FRANKLY THERE'S SOME RUB WITH AIR B AND B IN THE CONTEXT OF THE LAWSUIT WHICH WE DESCRIBED TO SOME NUMBER OF WEEKS AGO. BUT IT APPEARS TO BE AS WRITTEN A TOTAL PREEMPTION OF VACATION RENTAL LEGISLATION EVEN INCLUDING REGISTRATION TO THE STATE GOVERNMENT NOT MUCH UNLIKE HOUSE BILL 3 WHICH IS STILL ALIVE IN THE CONTEXT OF GRANTING LOCAL GOVERNMENTS CONTROL AND REGULATION AND INVESTIGATORY POWERS AND SUCH WITH REGARD TO BUSINESS LICENSURE AND BUSINESS LICENSE TAXES. THAT IS ALSO STILL ALIVE AND I'M SURE A COMMERCIAL FISHERMAN WILL WILL OPEN THAT DOOR IF NEEDED AS WELL. AND LASTLY THERE ARE SEVERAL ETHICS BILLS WHICH ARE STILL WATCHING FOR YOU WHICH ARE WHICH RELATE TO PUBLIC RECORD SUNSHINE AND THE AMENDMENT TO CHAPTER 286. WE TALKED ABOUT THAT AS WELL IN CONNECTION WITH THE POTENTIAL OF PLACING EITHER CIVIL OR CRIMINAL LIABILITY ON PUBLIC OFFICIALS WHO DO NOT CONDUCT THEIR PUBLIC MEETINGS CONSISTENT WITH THE REQUIREMENTS OF THE PROPOSED BILL WHICH WE CAN TALK ABOUT IN MORE DETAIL AT SOME FUTURE. BUT THOSE ARE THE HIGHLIGHTS OF A COUPLE OF PENDING BILLS THAT YOU'VE BEEN PAYING ATTENTION TO AND I'M SURE THAT COMMISSIONER FISHERMEN AND OTHERS ARE PAYING ATTENTION TO IN TALLAHASSEE AS WELL. THE SESSION IS ABOUT TO MAKE THE TURN TO THE LAST THE LAST LAP SO TO SPEAK GOING INTO THE LAST MONTH OF SESSION WHERE THINGS BEGIN TO GET A LITTLE BIT HEATED. HAPPY TO RESPOND TO QUESTIONS THERE'S NO LITIGATION REPORT TO THE MAYOR OF COMMISSION THIS MORNING THAT THAT HAPPENED ANSWER QUESTIONS OR TO RESPOND AS APPROPRIATE. THANK YOU FOR THE OPPORTUNITY. THANK YOU MAYOR. SENIOR MANAGERS REPORT GOOD MORNING MADAM MAYOR.

[00:30:07]

MORNING. HELLO I'M MICHAEL DE GREGORIO. MY ADDRESS IS 8 1 2 2 PRISTINA COMMONS DRIVE. I'M PRESIDENT OF PROCEDURE COMMONS HLA. YOU MAY REMEMBER ME SPEAKING LAST MAY ON BEHALF OF PRESTIGE COMMONS TOWNHOUSES ABOUT HAVING A WALL BUILT AROUND OUR PROPERTY. I'VE TOUCHED BASE WITH COMMISSIONER FISHMAN OVER THE LAST YEAR ON THE STATUS OF HAVING A BUFFER WALL INSTALLED AROUND THE PROPERTY. JULIE RECENTLY INFORMED ME THAT THE WALL WAS GOING TO BE CONSTRUCTED SOMETIME IN 2021.

I WAS ECSTATIC TO HEAR THIS NEWS AND I'M HERE TODAY TO HOPEFULLY RECEIVE A FORMAL CONFIRMATION THAT THIS WALL WILL BE CONSTRUCTED. ALSO OUR TOWNHOUSE IS ON THE NORTH AND SOUTH END OF THE PROPERTY ARE EXPOSED TO THE STREET AND OWNERS OF THESE UNITS DO NOT FEEL SAFE. ONE HOMEOWNER WHO RECENTLY SOLD HER PROPERTY ON THE SOUTH END HAD ABOUT 20 BUYERS WHO WERE NOT INTERESTED DUE TO THE FENCE MISSING. SHE FINALLY SOLD THE PLACE BUT HAD TO ACCEPT A LOWER OFFER. CURRENTLY OUR HLA BOARD HAS BEEN SEEKING BIDS FOR THE NORTH AND SOUTH PORTIONS OF THE FENCE. OUR PLAN IS TO GET A LESS EXPENSIVE WOODEN FENCE TO TIDE US OVER UNTIL THE WALL IS BUILT AND WE WOULD FILL IN THE AREA WITHOUT THE FENCE WITH PLANTS. WHEN I MOVED TO PRESTIGE COMMONS FIVE YEARS AGO I WAS TOLD BY OUR MANAGEMENT COMPANY AT THE TIME THAT WHILE I WAS GOING TO BE BUILT BUT WITH NO IDEA EXACTLY WHEN A COUPLE YEARS LATER AFTER DOING SOME INVESTIGATING I FOUND OUT THAT WE WERE NOT GOING TO BE GETTING THE WALL.

THIS IS A SCENARIO THAT PRESTIGE COMMONS RESIDENTS OBVIOUSLY DON'T WANT REPEATED.

THANK YOU FOR YOUR TIME. THANK YOU VERY MUCH. MARY MAGUIRE GOOD MORNING. MY NAME IS MARY MAGUIRE. I MEAN 57 23 NW 68 TERRORISTS IN TAMPA FLORIDA. I'M THE PRESIDENT OF THE 324 H O A SENIOR COMMUNITY THERE. AND WE ALSO HAVE BEEN PROMISED AND WAITING FOR A WALL SIX YEARS. AND WE WERE TOLD WE WOULD HAVE THAT WALL IN THE SPRING OF THIS YEAR. NOW WE'RE BEING INFORMED THAT SOMEONE HAS DECIDED TO SEND THIS OUT FOR REBUILDS. WE HAVE AN ACTIVE COMMUNITY WITH PEOPLE COMING THROUGH. WE HAVE THE SAME ISSUES THAT ALL THE OTHER COMMUNITIES HAVE. TIMES HAVE CHANGED. WE WERE PROMISED THIS WALL WE DON'T SEE ANY REASON TO SEND THIS OUT AND DELAY IT FOR ANOTHER COUPLE OF YEARS. WE'RE ASKING AND PLEADING WITH THE COMMISSIONER TO APPROVE THE WALL WITH THE BIDS THAT YOU CURRENTLY HAVE. SO THAT WE CAN GET THIS WALL UP AND PROTECT THE SENIORS THAT ARE LIVING IN THAT AREA.

THANK YOU MADAM MAYOR PARTLY INTERRUPT MY CITY ATTORNEY IF YOU'RE WILLING TO PRE-EMPT THE COMMISSIONERS TO UNDER THE PROCEDURES OF THIS CITY COMMISSION IF AN ITEM IS ON THE AGENDA ALREADY MEMBERS OF THE PUBLIC AND SPEAK TO THE ITEM WHEN IT COMES UP FOR CONSIDERATION. THE ONLY DIFFERENCE HERE IS THE FACT THAT THE ITEM PERHAPS WHICH THE TWO SPEAKERS ARE ADDRESSING THEMSELVES TO IS AN ITEM WHICH IS ON THE CONSENT AGENDA. SO IF IT BE THE WISH OF THE COMMISSION TO PULL THE ITEM OFF CONSENT TO ALLOW FOR CONVERSATION BY AFFECTED PARTIES THEN THE PUBLIC HAS A RIGHT TO BE HEARD. AT THE TIME THE ITEM IS PULLED. I RAISED THAT ISSUE ONLY BECAUSE THE FACT THE RULES THAT UNLESS OTHERWISE REQUIRED ITEMS ON THE AGENDA ARE TO BE ADDRESSED WHEN THAT ITEM COMES UP. SO MY QUESTION IS THIS PROCEDURALLY WE GO TO PUBLIC HEARING AND THEN WE GO TO CONSENT. AT THIS TIME I'M NOT YET CERTAIN IF THERE IS GOING TO BE NO IF NO ONE NO ONE PULLS IT. THAT'S CORRECT. MAY I ASK BECAUSE IT'S KIND OF PERFUNCTORY. SO OK SO SEEING THAT THIS ITEM WILL BE PULLED AND THAT ITEM IS GIVE ME A MOMENT TO ARE 1 3 2 4 2. IT IS ITEM 6 C ON THE CONSENT. 6 D SUING ON A CONSENT TR 1 3 2 4 2 AWARD FORBID FOR BUFFALO WHILE PHASE 4 WILL BE PULLED TO BE DISCUSSED SEPARATELY. SO I WILL CONTINUE WITH PUBLIC COMMENTS BUT I'M AND ASK IF ANYBODY'S HERE TO SPEAK ON THAT ITEM THAT I READ THROUGH YOUR NAME PLEASE JUST SAY DEFER FOR LATER AND THEN I'LL CALL YOU BACK. MADAM MAYOR ALSO JUST ADD TO THE RECORD IF YOU WILL IS A STATUTE THAT GOVERNS THIS CONVERSATION IS REFERRED TO A SECTION TO EIGHTY SIX POINT 0 1 1 4 OF THE STATUTES GOVERNING THE SUNSHINE LAW WHICH SAYS THAT BEFORE AN ITEM IS FINALLY DECIDED BY THE COMMISSION OR AN ITEM OF FINAL DISCUSSION AND FINAL DECISION THE PUBLIC HAS A RIGHT TO BE HEARD. YOU ARE PROVIDING THAT OPTION BY HAVING PULL THE ITEM AND ALLOW THE PUBLIC TO SPEAK. THANK YOU. THANK YOU VERY MUCH. SO I WILL NOW GO TO RON WASSERMAN AND I KNOW HE'S NOT HERE ABOUT THE BILL. GIVE ME. IT'S ACTUALLY RONALD J. OF IT. BUT YOU LEFT OUT THE J HERE. YES. GOOD MORNING. GOOD MORNING IT'S RONALD J WASSERMAN 8 5 7 7 J DRIVE

IT IS A RESOLUTION OF THE CITY COMMISSION THE CITY TAMARACK FLORIDA AWARDING BID NUMBER 19 DASH 0 5 B AS IN BOB TO AN APPROVING AN AGREEMENT WITH NPR. THAT'S M B R CONSTRUCTION INC. FOR THE CONSTRUCTION OF THE CITY WIDE BUFFER WALL PROJECT PHASE 4 IN ACCORDANCE WITH BID NUMBER NINETEEN DASH 0 5 B FOR A CONTRACT AMOUNT OF THREE MILLION TWO HUNDRED TEN THOUSAND ONE EIGHTY EIGHT POINT ZERO ONE A CONTINGENCY IN AN AMOUNT OF THIRTY THREE HUNDRED TWENTY ONE THOUSAND ZERO EIGHTEEN POINT EIGHTY WILL BE ADDED TO THE PROJECT ACCOUNT FOR A TOTAL PROJECT BUDGET OF THREE MILLION FIVE THIRTY ONE TO ZERO SIX POINT EIGHTY ONE AUTHORIZING AN ADDITIONAL APPROPRIATION IN THE AMOUNT NOT TO EXCEED TWO AND IT'S ONLY FOUR THOUSAND FIVE SEVENTEEN FLAT TO BE INCLUDED IN A FUTURE BUDGET AMENDMENT PURSUANT TO FLORIDA STATUTE SECTION ONE SIXTY SIX POINT 241 SUBSECTION 2 AUTHORIZING AN EXPENDITURE FROM THE APPROPRIATE ACCOUNTS PROVIDING FOR A CONFLICT OF INTEREST EVER BUILDING AND FINALLY PROVIDING FOR AN EFFECTIVE DATE THE MATTER IS NOW BEFORE THE MAYOR AND COMMISSION. THANK YOU MAYOR NOW IN THIS ITEM I WILL NOW OPEN THIS ITEM FOR DISCUSSION BY THE COMMISSION AND THEN OPEN IT UP FOR DISCUSSION BY THE PUBLIC AT A MERE FEW EMOTIONS TO GET THAT CONVERSATION. THE MOTION TO APPROVE WOULD GET YOU INTO THE DISCUSSION MODE. I'VE READ THE MOTION AND KNOWN IN A MOTION IN SECOND PLACE. SECOND OK. NOW LEGALLY DISCOVERABLE BY THE COMMISSION. OK. AND I HAVE NO LIGHTS LIT SO I WOULD LIKE TO START THEM. I'LL GET STARTED. OK SO COMMISSIONER BALTIMORE COMMISSIONER. ACTUALLY COMMISSIONER GARLOW FIRST AND COMMISSIONER BOLTON CAME JUST AFTERWARDS. LET'S LISTEN. FIRST I WANT TO THANK ALL THE RESIDENTS WHO ARE HERE TODAY AND TO TALK ABOUT THIS ITEM SHOWS THAT YOU GUYS DIDN'T WATCH THE WORKSHOP OR OR HEARD FROM SOMEONE THAT WANTS TO WORKSHOP. SO IT'S GREAT TO HAVE YOU HERE TODAY. I THINK YOUR FEEDBACK IS IMPORTANT AND WE'LL DEFINITELY BE CONSIDERED AS PART OF MY VOTE. SO I JUST WANT TO ASK THE PROCUREMENT DIRECTOR TO COME UP IF THAT'S OK. MARY GOMEZ BECAUSE I GOT SOME EMAILS AND SOME PHONE CALLS FROM RESIDENTS YESTERDAY ABOUT THE TIMING OF THE BUFFER WALLS IF THERE WAS A REBID. SO IF MR. GLASS CAN YOU CAN YOU SHARE WITH ALL OF US WHAT THE TIMING WOULD BE IF WE WERE TO REJECT ALL BIDS AND REISSUE AN RFP. WHAT WOULD BE THE TIMING IF YOU REISSUED THE RFP. NO CHANGES MADE. WHAT'S THE TIMING IN TERMS OF HOW LONG IT HAS TO BE IN THE STREET. HOW LONG HAS TO COME BACK FOR QUESTIONS. AND WHAT'S THE WHAT'S THE CURRENT PROJECT TIMELINE AND WHAT WILL BE THE FUTURE PROJECT TIMELINE BASED ON A REISSUE. OKAY. GOOD MORNING. COMMISSIONER MY NAME IS KEITH GLASS I'M HERE PURCHASING CONTRACTS MANAGER OF THE IF WE WORK TO REACH THE COMMISSION WE'RE DEVOTE TODAY TO REBID THIS PROJECT AND THERE ARE ABSOLUTELY NO CHANGES MADE. WE WOULD PROBABLY BE ABLE TO ISSUE THE BID WITHIN WITHIN A WEEK. MOST LIKELY WE NORMALLY LIKE TO KEEP THOSE BECAUSE THE DOLLAR AMOUNT WE WOULD PROBABLY HAVE TO KEEP IT ON THE STREET FOR ABOUT 30 DAYS AND WE WOULD THEN HAVE TO OPEN THOSE BIDS AGAIN REREVIEW THEM. THAT PROBABLY TAKES ABOUT TWO TO THREE WEEKS SO I WOULD SAY IF WE MADE ABSOLUTELY NO CHANGES AT ALL IT WOULD BE ABOUT A 60 DAY TIMEFRAME 60 TO 90 DAYS. AND THEN ONCE IT GETS TO A COMMISSION WHAT'S THE CURRENT IMPLEMENTATION TIMELINE FOR. IF WE WERE IF WE WERE TO APPROVE IT TODAY WAS THE IMPLEMENTATION TIME LINE OF THE BUFFER WALLS AND THEN SO DOES THE IMPLEMENTATION TIMELINE ONLY CHANGE BY THE 60 DAY OR 90 DAY PERIOD. IF WE WERE TO REBID AND TAKE TAKE ADDITIONAL BIDS THAT MIGHT BITE. YOU MEAN THE TIME TO CONSTRUCT THE WALL.

CORRECT. OKAY ALL RIGHT. CHECK IT OUT TO REVIEW THE CONTRACT ON THAT ONE. IF YOU BEAR WITH ME JUST THE REASON WHY I ASK. BECAUSE YOU KNOW I KNOW SOME RESIDENTS ARE CONCERNED ABOUT THE TIMING OF THE CERTAIN CONSTRUCTION OF THE WALLS AND IF THERE'S NOT GONNA BE A MAJOR IMPACT. YOU KNOW THEY NEED TO KNOW YOU SEE HERE IF YOU BEAR WITH ME A MOMENT. I DO THINK A CHECK ON THAT. FILL IN THE CONTRACT. EVERYONE SHOULD USE THIS AS A SOCIAL MEDIA BREAK. YEAH. THIS PROJECT IS SCHEDULED FOR APPROXIMATELY THREE HUNDRED AND FORTY FIVE CALENDAR DAYS BEFORE CONSTRUCTION WILL BE THE START DATE. I WOULD HAVE TO IF YOU DON'T MIND I'D HAVE TO CONSULT WITH PUBLIC SERVICES

[00:45:05]

SURE ON THAT. JACK STRAIN PUBLIC SERVICE DIRECTOR. IT'D BE APPROXIMATELY THREE TO FOUR WEEKS BEFORE ONCE THIS IS APPROVED THAT THEY COULD ACTUALLY START CONSTRUCTION AND THAT WOULD BE THE SAME WHETHER WE AWARD IT TODAY OR YOU AWARD IT IN ONE AND 60 DAYS. AND ALSO YOU'D HAVE TO ADD ANOTHER MONTH ON TOP OF THAT FOR THE START CARD OF IT'S PART OF THAT IS A TWO WEEK PERIOD FOR BONDING TO THEN BE EFFECTUATED. AND WHAT'S THE WHAT'S THE TIMELINE FROM START DATE TO COMPLETION WHAT'S THE COMPLETION TIME. THE THREE FORTY FIVE THAT I MENTIONED EARLIER.

OKAY. SO IT'S ALMOST A YEAR. YEAH. YES. OKAY. SO MANY QUESTIONS I HAVE. THANK YOU VERY MUCH. GOOD MORNING. SO FROM THE EMAILS THAT THAT I GOT FROM RESIDENTS AND WHAT WAS DISCUSSED ON MONDAY CLEARLY THE CONVERSATION HAS BEEN CHANGED AND THE TONE OF THE CONVERSATION HAS BEEN CHANGED. WE ALL KNOW THAT I LOVE THIS CITY AND I LOVE THE RESIDENTS OF DISTRICT 2. AS A MATTER OF FACT I RECOGNIZE FACES OF MANY OF YOU THAT I VISITED AND TALKED TO ON THE STREET ABOUT THIS VERY SAME ISSUE. MANY OF YOU ARE MY FRIENDS MANY OF YOU INVITED ME INTO YOUR HOMES TO TALK ABOUT THIS VERY ISSUE SO YOU KNOW MY HEART AND YOU KNOW THAT I AM VERY RESPECTFUL OF YOU AND RESPECTFUL OF YOUR TIME AND RESPECTFUL OF THE FACT THAT WE NEED THE WALLS IN YOUR COMMUNITY.

THIS IS NOT ABOUT ELIMINATING YOUR WALL. THIS IS ABOUT THE CITY SAVING MONEY. IF IT PERHAPS YOU DON'T KNOW THAT THE WARS ARE COSTING THE CITY FROM START TO FINISH. ALL OF THE PHASES 30 MILLION DOLLARS 3 0 30 MILLION DOLLARS. THIS IS NOT ONE HUNDRED THOUSAND DOLLARS THIS IS NOT FIFTY THOUSAND DOLLARS. THIS IS 30 MILLION DOLLARS FROM START TO FINISH AND THIS IS YOUR TAXPAYERS MONEY GOING INTO MAKING THESE WALLS. NOW STAFF HAS ALREADY SAID THAT THESE WALLS ARE COSTING TOO MUCH.

THEY HAVE AGREED WITH US AS THE COMMISSION THAT THE WALLS ARE COSTING TOO MUCH. THEY KNOW. AND SO ALL I'M SAYING IS THAT WE SHOULD REJECT THE BID AND SAVE MORE MONEY. IF NOBODY IS TRYING TO TAKE AWAY THE WALL FROM FROM ANY COMMUNITY THE WALLS HAVE THEIR PURPOSE IN THE COMMUNITY. THE WALLS CREATE A BARRIER FOR FROM THE ROAD FOR A SINGLE FAMILY RESIDENCE BEING ENCROACHED UPON BY YEARS OF EXPANDING ROADWAYS. WE KNOW THAT WE KNOW THAT IT PROVIDES FOR BEAUTIFICATION IMPROVING AESTHETICS WITHIN THE RIGHTS OF WAY OF TAMARACK. WE KNOW THAT CONTRIBUTING TO THE DEVELOPMENT OF THE CITY'S IDENTITY AND SENSE OF PLACE WE EXACTLY KNOW THAT WE KNOW THAT AND THAT IS WHY WE HAVE BEEN CHAMPIONING THE WALLS BEING BUILT IN THE COMMUNITY. THE WALLS ARE BEAUTIFUL. I'M NOT SAYING THAT WE SHOULD NOT HAVE WANTS TO WALLS ARE INDEED BEAUTIFUL AND IT COMES WITH ITS BENEFITS AND THESE BENEFITS I DESCRIBED. IT DOES NOT. IT IS NOT A MATTER OF WHERE THE WALL IS GOING. IT IS NOT A MATTER OF WHO THE CONTRACT IS GOING TO. I WANT TO MAKE THAT CLEAR. IT IS NOT ABOUT GREEN HAVEN IT'S NOT ABOUT ANY ANY COMMUNITY IN DISTRICT 2. IT'S NOT ABOUT THE COMPANY THAT IS BEING AWARDED THE WALL. THIS ALL COMES DOWN WITH FIST BEING FISCALLY RESPONSIBLE. IT ALL COMES DOWN TO SAVING MONEY. EVERYONE TALKS ABOUT PUBLIC SAFETY AND HOW THE CITY SHOULD SAVE MONEY. EVERYONE TALKS ABOUT HOW THE POLICE DOES NOT GOING TO THEIR COMMUNITY AND PATROL FAST ENOUGH. TO RESPOND TO CALLS FAST ENOUGH OR FIRE. THIS IS 30 MILLION DOLLARS THAT WE'RE TALKING ABOUT. IT IS NOT 30 DOLLARS. IT'S NOT A TRIP TO THE SUPERMARKET. SO WHILE YOU WANT YOUR WALL TO BE BUILT IN A IN A CONSIDERABLE A CONSIDERABLE CONSIDERABLE AMOUNT OF TIME UNDERSTAND THAT IT WILL STILL BE BUILT IN THIS CONSIDERABLE AMOUNT OF TIME THE AMOUNT OF MONEY BEING SPENT ON THE WAR ON THE WAR IS TOO MUCH AND ALL. ALL WE'RE ASKING IS THAT WE SEND THIS FOR REBID. IT IS NOT PUSHING THE WALL SIXTY SIX MONTHS OR SIX MONTHS. IT'S 60 DAYS AS STAFF HAS SAID TO YOU WHETHER OR NOT WE SAW IT. SO WE NEED TO EXERCISE OUR FIDUCIARY DUTY TO OUR RESIDENTS AND MAKING SURE THAT WE GET

[00:50:01]

VALUE FOR OUR MONEY. LET'S LET'S TALK ABOUT LET'S TALK ABOUT THIS DUTY. LET'S TALK ABOUT THIS DUTY. THE CITY MANAGER WILL AGREE WITH ME THAT THE MATERIALS OF THE WALLS IS WHAT IS COSTING THE AMOUNT OF MONEY THAT WHAT FOR WHAT THE WALL IS IS WORTH. SO. SO LET'S TALK ABOUT THAT. IF WE CHANGE THE MATERIAL IF WE CHANGE THE MATERIAL THEN THEN THE WANDS ARE GOING TO LOOK DIFFERENT SLIGHTLY AND IN SOME OTHER PLACES. WHY BUILD THE WALL NOW WHEN WE CAN LOOK AT THAT PROCESS FIND CHEAPER MATERIAL WHILE NOT COMPROMISING THE QUALITY OF THE WALL. MAKING SURE THAT ALL THE COMMUNITIES THAT GOES IN FROM TODAY LOOKS THE SAME WAY. THAT IS ALL THAT I AM SAYING. SO STUFF HAS ALREADY HAS ALREADY ACKNOWLEDGED THAT. SO RE-EVALUATE RE-EVALUATE RE EVALUATING THE LOOK WHILE MOVING FORWARD WITH THIS PHASE WOULD NOT ALLOW FOR FOR FOR FOR FOR JUST A GOOD VOTE. IT IS NOT BECAUSE IF WE IF WE BUILD THE WALLS AS IT IS WITH THE MATERIAL AND THAT SORT OF STUFF AND THEN LATER ON WE FIND NEW MATERIAL THAT LOOKS DIFFERENT. SOME OF THE WHY IT DOESN'T PRESENT FOR UNIFORMITY. SO I HOPE THAT PEOPLE YOU KNOW UNDERSTAND WHAT WE'RE WHAT. WHAT I'M TRYING TO SAY SO. SO YES THE RESIDENCE HAS BEEN WAITING SIX YEARS. MY DISTRICT HAS BEEN WAITING FOR A WHILE FOR A PERIOD OF TIME AS WELL. NOBODY IS DISPUTING THAT THE WALLS SHOULD NOT BE BUILT. WHAT I'M DISPUTING IS THE COST OF BUILDING THE WALL. AND IF IN GOOD CONSCIENCE YOU YOU WOULD ALLOW THE CITY TODAY TO BUILD THE WALL FOR WHATEVER IT FOR WHATEVER THIS PHASE COSTS FROM YOUR TAXPAYERS MONEY FOR SO MANY YEARS THAT YOU HAVE WORKED MONEY THAT COULD GO IN PUBLIC SAFETY. IF IF IF YOU IN GOOD CONSCIENCE CAN COME HERE AND DEFEND THAT TODAY THEN SO BE IT. I VOTE WITH YOU. I'VE BEEN KNOWN HERE AS THE PEOPLE'S COMMISSIONER OUT I'LL VOTE WITH YOU. BUT IF YOU WANT TO SAVE MONEY THEN YOU HAVE TO STAND DOWN. THIS IS ABOUT SAVING MONEY IS NOT ABOUT IT'S NOT ABOUT SCHEDULING. THIS IS 30 MILLION DOLLARS OF THE CITY'S MONEY. HOW MANY SERVICES WOULD WE WOULD WE FOR SAKE BECAUSE OF. OF SPENDING THIS THIS AMOUNT OF MONEY. SO I'LL STAND DOWN FOR NOW BUT BUT I'D LIKE TO I'D LIKE TO HEAR FROM FROM FROM Y'ALL WHAT WHAT YOU WANT TO WANT TO DO. AS A MATTER OF FACT I GOT A LETTER FROM ONE OF MY RESIDENTS IN DISTRICT 1 JUST THIS MORNING SHOWING UP ON MY DESK.

AND MADAM CLERK ALLOW ME TO READ THIS IN THE RECORD AND I'LL PROVIDE THIS TO YOU LATER ON. IT WAS ADDRESSED TO MAYOR GOMEZ AND CCD WITH WITH MY NAME IT SAYS WE THANK YOU FOR YOUR ONGOING SUPPORT TO THE CITY OF RAQQA AND ITS RESIDENTS LAKES OF CARRIAGE HILLS ARE DESPERATELY IN NEED OF YOUR ASSISTANCE AND FOLLOWING CONCERNS.

ANY ASSISTANCE OR DIRECTION PROVIDE IS GREATLY APPRECIATED. WE ARE EXPOSED TO THE BAILEY ROAD HIGH LEVEL TRAFFIC NOISE FEE FREQUENT DRAG RACING ACCIDENTS AND LACK OF PRIVACY. WE EMPLOY THE CITY TO PLEASE ASSIST US WITH INSTALLATION OF A WALL AND BAILEY ROAD WHICH WILL ACT AS A BUFFER BETWEEN A BUSY BAILEY ROAD AND LAKES OF CARRIAGE HILLS. WE ARE ALSO REQUESTING THAT THE CITY EXPLORE THE POSSIBILITY OF GRANTING LINKS OF CARRIAGE WHEELS THE OPPORTUNITY TO BECOME A GATED COMMUNITY.

WE CONTINUE TO EXPERIENCE MAILBOX VANDALISM AND CARS BEING STORE BEING STOLEN AND BROKEN INTO. FINALLY DRIVERS CONTINUE TO CUT THROUGH LEGS OF CARRIAGE HILLS AS A SHORTCUT DURING RUSH HOURS. WE ARE ASKING THE CITY TO CONSIDER INSTALLING SPEED BUMPS YES SPEED BUMPS. HERB SPEED BUMPS AND STOP SIGNS TO SLOW DOWN. IT'S TO SLOW SPEEDERS NOW THEY'RE THEREBY REDUCING THE RISK OF DANGER AND POLICE AND PLACED AND PLACED ON RESIDENTS OF LAKES OF CARRIAGE HILLS. EVERYBODY WANTS THIS WALL. THERE'S THERE'S NOT ONE PERSON THAT I'VE MET THAT DOES NOT NEED THIS WALL. THE CONVERSATION IS NOT WHETHER OR NOT WE SHOULD BUILD A WALL. THAT'S NOT THE CONVERSATION. THE BENEFITS OF THE WALL FAR OUTWEIGHS ANYTHING. ALL I'M SAYING THE COST OF THE WALL IS TOO MUCH THE CITY DOES NOT HAVE SO MUCH MONEY TO BE SPENDING 30 MILLION DOLLARS ON THIS WALL. I'VE NEVER SEEN 30 MILLION DOLLARS IN MY LIFE. NOT

[00:55:05]

YET. BUT I HOPE TO. THIS IS A LOT OF MONEY. THIS IS YEARS OF YOUR WORK PAYING TAXPAYERS MONEY PAYING MONEY INTO THE CITY'S COFFERS FOR FOR YOUR TAXES. SO IF YOU WANT THE WALL AND YOU AND WE CAN'T WAIT 60 DAYS TO REBID THIS TO SEE IF. WE WOULD BE ABLE TO GET A BETTER DEAL BECAUSE THAT'S WHAT WE WANT A BETTER DEAL LESS MONEY TO BE PAID FROM YOUR MONEY. IF WE CAN'T WAIT 60 DAYS SO BE IT. WE'LL VOTE.

WE'LL VOTE YES FOR IT. BUT IF YOU CAN WAIT 60 DAYS ALLOW US TO REBUILD IT. ALLOW US TO REBUILD IT. ALLOW US TO SAVE YOUR MONEY. EVERYBODY TALKS ABOUT SAVING MONEY COMMISSION GETS TOO MUCH MONEY. WE SPENT TOO MUCH MONEY ON CAR ALLOWANCES. WE CAN'T GET ASSISTANCE. LEGISLATIVE AIDES. EVERYBODY TALKS ABOUT TRAVELING AND SPENDING TEN THOUSAND DOLLARS TEN THOUSAND DOLLARS ON TRAVELLING OR 19 OR MAYBE FIVE THOUSAND OR TWO THOUSAND IN DEBORAH'S CASE TALKING ABOUT 30 MILLION DOLLARS 30 MILLION DOLLARS AND SOME OF YOUR TAMARACK UNIVERSITY GRADUATES. SO YOU SHOULD UNDERSTAND HOW THIS MONEY IS SPENT AND UNDERSTAND THAT THIS MONEY IS IS HARD TO COME BY. SO WE WE ARE BEING HAMMERED BECAUSE WE'RE TRYING TO SAVE YOUR MONEY.

BECAUSE I DON'T KNOW WHAT THE RESIDENTS HEARD BUT YOU'RE HEARING IT FROM THE HORSE'S MOUTH. WELL I'M NOT REALLY A HORSE BUT YOU'RE HEARING IT FROM THE HORSE'S MOUTH. THIS IS ABOUT SAVING YOUR MONEY. AND IF YOU CAN WAIT SIX DAYS TO SEE IF WE CAN SAVE YOUR MONEY THEN THAT'S WHAT WE'RE SAYING. WE SHOULD WAIT FOR THIS REBID IF YOU CAN'T WAIT 60 DAYS. BY ALL MEANS LET'S GO AHEAD AND SPEND YOUR TAXPAYERS MONEY AND LET'S WAIT UNTIL THE MILLAGE RATE COMES AROUND AND THEN WHEN THE CITY CAN'T. AFFORD TO PAY FOR OTHER STUFF LET'S RAISE YOUR MILLAGE RATE AND THEN THAT IS GONNA BE ANOTHER CONVERSATION. WHY IS MY TAXES SO HIGH. THERE'S YOUR MONEY. KEEP THAT IN MIND AS YOU MAKE AS YOU COME HERE AND TALK TO US ABOUT THIS. IT'S NOT BEING ADVERSARIAL. IT'S NOT. IT IS NOT. IS NOTHING ABOUT YOUR COMMUNITY. I SAW YOUR E-MAILS. IT'S NOTHING ABOUT YOUR COMMUNITY IS NOTHING ABOUT STALLING YOUR WALLS OR TAKING IT AWAY FROM YOU. THAT'S NOT IT. IT'S ABOUT SAVING YOUR MONEY. AND I'M FISCALLY AND I'M FISCALLY CONSERVATIVE THAT WAY. SO LET'S TALK ABOUT YOUR MONEY.

LET'S TALK ABOUT 30 MILLION DOLLARS AND KEEP THAT IN MIND. I YIELD FOR NOW BEFORE I TURN THE MIKE OVER TO VICE MAYOR FLACCO. I'M JUST GOING TO CLARIFY SOMETHING PLEASE. THE WALL THAT IS IN QUESTION IS THREE POINT TWO THREE POINT TWO MILLION DOLLARS WITH A CONTINGENCY OF THREE POINT FIVE MILLION DOLLARS AND IT IS A CAPITAL DOLLARS ITEM VERSUS AN OPERATIONAL DOLLARS ITEM. THIS IS NOT TAKING AWAY FROM THE OPERATIONS OF OUR CITY AND ABILITY TO DO WHAT WE DO EVERYDAY FOR OUR CITY FOR OUR RESIDENTS AND FOR OUR BUSINESSES. SO I WOULD LIKE TO JUST MAKE SURE THAT THAT IS UNDERSTOOD WHILE THE TOTAL PROGRAM MIGHT BE OF 30 MILLION DOLLARS. THE TOTAL PROGRAM HAS BEEN WON OVER YEARS THAT WE HAVE BEEN BUDGETING FOR AND IN DISTRICT ONE THOSE MONEYS CAME OUT OF CERTAIN COFFERS. BUT AS WE HAVE DISCUSSED OVER THE PAST COUPLE OF YEARS AS WE HAVE BEEN DOING OUR FINANCIAL PLANNING WE HAVE IT COMING THROUGH BONDS AND THESE ITEMS HAVE BEEN BONDED FOR AND WE ARE AS TRIPLE M SORRY. WE ARE A DOUBLE A RATED CITY. WE ARE VERY WELL RATED WITH OUR FINANCIAL PLANNING. SO I JUST WANTED TO PUT THAT OUT TO THE AUDIENCE FIRST AND ANYBODY WHO MIGHT BE LISTENING AND I WILL NOW TURN THE FLOOR BACK OVER TO VICE MAYOR. THANK YOU. IT APPEARS TO ME WE HAVE. SORRY. TWO ISSUES HERE. ONE IS PULLING THE ITEM AND SENDING IT OUT FOR REBID AS IS IN MY MIND. IF YOU DO THE SAME THING WHY WOULD YOU EXPECT A DIFFERENT RESULT. THAT IN MY MIND IS ONE ITEM. THEN WE HAVE THE SECOND ITEM OF THE COST OF THE WALLS. I WOULD FULLY SUPPORT FOR THE NEXT PHASE TAKING A STEP BACK AND REVISITING THE DESIGN THE CONSTRUCTION TO SEE IF WE CANNOT REDUCE THE PRICE. I WOULD DEFINITELY SUPPORT THAT. I WOULD AT THIS POINT NOT LIKE TO SEE US POSTPONE THE CURRENT PHASE FOR A NUMBER OF REASONS. THE CITY HAS ALREADY INCURRED EXPENSES ON THIS AND SHOULD WE THROW IT OUT AND START

[01:00:07]

OVER. THOSE WILL BE EXPENSIVE THE CITY WOULD NOT RECOUP. I ALSO KNOW PEOPLE HAVE WAITED A VERY LONG TIME FOR THESE WALLS AND I KNOW WE'RE TALKING ABOUT 60 TO 90 DAYS AND DELAY AND THEN THREE OR FOUR WEEKS TO START. OK. IT'S NOT A TREMENDOUS AMOUNT OF TIME BUT I JUST DON'T KNOW. BASED ON THE SAME CRITERIA THAT WE'RE GOING TO GET A DIFFERENT RESULT IF WE LOWER THE PRICE FOR FUTURE PROJECTS THEN YES I DEFINITELY THINK THERE COULD BE A CHANGE THERE. SO AS I SAY IN MY MIND THERE'S TWO SEPARATE ISSUES HERE. THANK YOU. THANK YOU VERY MUCH VICE MAYOR COMMISSIONER FISHMAN WOULD YOU LIKE TO SAY ANYTHING. WE DON'T HAVE A BUTTON SO I CAN'T TELL IF SHE WANTS TO SPEAK. GO AHEAD. ONE MORE TIME PLEASE. NOT THIS TIME. THANK YOU. THANK YOU VERY MUCH. BEFORE I SPEAK I SEE THAT. COMMISSIONER GALEN WOULD LIKE TO SPEAK AGAIN. YES. SO FIRST TO ADDRESS VICE MAYOR PLACARDS COMMENT ON WHY WE MET WITH THE SAME BID. IT'S BECAUSE THE PROCUREMENT DIRECTOR STATED THAT THIS DID NOT GO TO A BROAD MARKET WHICH IS WHY WE ONLY GOT TWO RESPONSES. AND IF YOU LOOK AT ITEM NUMBER SIX B WHICH ARE THE CONSTRUCTION OF THE SIDEWALKS THAT RFP WENT OUT TO A BROADER MARKET THROUGH DEMAND STAR. SO WE GOT SIX RESPONSES THAT RANGE IN PRICE FROM SEVENTY EIGHT THOUSAND DOLLARS TO ONE HUNDRED AND SEVENTY SIX OR SEVEN TO EIGHT THOUSAND DOLLARS. SO THAT WAS A BROAD SPECTRUM OF CONSTRUCTION COMPANIES THAT BID AND WE WENT WITH THE LOWEST COST. SO ON THIS RFP IT ONLY WENT TO A LIMITED NUMBER OF VENDORS AND WE ONLY GOT TWO RESPONSES. HOW MANY RESIDENTS BOUGHT YOUR HOUSE AFTER LOOKING AT TWO HOMES. HOW MANY RESIDENTS BOUGHT YOUR CAR AFTER LOOKING AT ONLY TWO CARS. SO THE REASON WHY I'M SAYING TO CANCEL THIS BID AND REISSUE A BID IS TO HAVE A BROADER MARKET OF CONSTRUCTION COMPANIES REVIEW THE BID AND WE MAY GET A RANGE OF PRICES THAT FALL BELOW THE THREE POINT FIVE MILLION DOLLARS. SO THAT'S WHY I'M SAYING REBID AS IS. BUT TO A BROADER MARKET. SO THERE ARE MORE CONSTRUCTION COMPANIES HAVE AN OPPORTUNITY TO BID. AND I'M GOING TO READ A COMMENT FROM THE PRESIDENT OF A CONSTRUCTION COMPANY AND THIS IS IN REGARDS TO THE RFP THAT WAS ISSUED OR THAT WE VOTED ON LAST WEEK RFP 18 DASH SIX ARE THE DESIGN BUILD OF THE SPORTS COMPLEX. SO I SENT THIS TO I WASN'T COMFORTABLE VOTING ON THE ITEM BUT I VOTED YES SO THAT WE CAN MOVE FORWARD BUT I DIDN'T FEEL THAT WE GOT A BROAD RANGE OF PARTICIPANTS FROM THE MARKET SO I SENT IT TO A PRESIDENT OF A CONSTRUCTION COMPANY THAT I KNOW ASKED IF HE RECEIVED THIS RFP OR IF ANYONE AT HIS FIRM RESPONDED TO IT. AND HE SAID MIKE I'VE NEVER HEARD OF BIDS AND TENDERS AND THAT'S THE PLATFORM THAT WE USE TO SEND OUR RFP IS OUT TO THE MARKET. I HAD TO LOOK THEM UP I'VE BEEN DOING THIS FOR OVER 30 YEARS AND THIS IS THE FIRST TIME I'VE HEARD OF THAT COMPANY. SO THEY NEVER GOT THE RFP TO RESPOND TO. WE DO SOME DESIGN BUILD BUT IT'S NOT OUR PREFERENCE. DOING A TWO STEP PROCESS IS DEFINITELY THE BETTER WAY TO GO. WHICH I BELIEVE IS WHAT WE DID. AND THIS IS IN REGARD TO THAT LAST BIT IF WE WENT AFTER THIS I'M SURE WE COULD HAVE BEEN COMPETITIVE. OUR GOAL ISN'T NECESSARILY TO BE THE LOWEST BIDDER BUT TO PROVIDE OUR CLIENTS WITH THE BEST VALUE. IT TAKES AN EDUCATED ELECTED OFFICIAL TO UNDERSTAND THE DIFFERENCE AND BE WILLING TO PAY A LITTLE MORE FOR BETTER SERVICE AND A BETTER END PRODUCT. MOST ARE NOT WILLING TO DEFEND THAT POSITION WITH PUBLIC OR THE PRESS EVEN WHEN THEY KNOW THE PROBLEMS OF DEALING WITH LOW BIDDERS.

AND THAT'S WHY SOMETIMES WHEN WHEN STAFF SAYS WE WON'T WITH THE LOWEST BIDDER. THAT MAY NOT ALWAYS BE THE BEST THING BECAUSE I WANT TO KNOW WHAT QUALITY ARE WE LOSING BY GOING WITH THE LOWEST BIDDER. SO IT'S ALWAYS IT'S NOT ALWAYS BEST TO GO AT THE LOWEST BIDDER UNLESS WE'RE GETTING THE SAME EXACT PRODUCT. SO MY ISSUE HERE I WANT THE WALLS. AND IF YOU WANT THE WALLS I'LL VOTE FOR THE WALLS. THERE'S A LOT OF ISSUES GOING ON THROUGHOUT TAMARACK. AND PEOPLE ASKED ME MY OPINIONS ON 13TH FLOOR INVESTMENTS AND OTHER THINGS GOING ON AND I TELL THEM MY OPINION DOESN'T MATTER. I'M HERE TO REPRESENT THE WILL OF THE PEOPLE. SO IF THE MAJORITY OF YOU WANT THIS WALL AT THREE AND A HALF MILLION DOLLARS FOUR MILLION DOLLARS FIVE MILLION DOLLARS I'LL VOTE FOR IT AS LONG AS YOU KNOW WHAT YOU'RE GETTING INTO. AND SO THAT'S MY ONLY CONCERN IS THAT WE DIDN'T HAVE ENOUGH CONSTRUCTION COMPANIES THAT BID ON THIS PROJECT. SO JUST LIKE THAT FIRST ITEM HAD A RANGE OF COSTS FROM 78 TO 178. THIS COULD HAVE HAD A RANGE OF COSTS OF 3 MILLION TO 4 MILLION OR TWO AND A HALF MILLION TO 4 MILLION. OUR GOAL IS TO GET THE BEST QUALITY PRODUCT AT THE BEST COSTS. BUT IF YOU WANT THE WALL NOW. I'LL VOTE YES FOR THE WALL NOW. COMMISSIONER GALEN WILL YOU PLEASE TELL US WHO THE CONSTRUCTION COMPANY HAS PLAYED SO I'LL THE E-MAIL TO THE CITY CLERK IT WAS THE PRESIDENT THE COMPANY IS GIO SANCHEZ THE

[01:05:01]

NAME OF THE COMPANY IS THESE DEMONS IN CONSTRUCTION. THANK YOU VERY MUCH COMMISSIONER FISHMAN DO YOU HAVE ANYTHING AT THIS TIME. I DO NOT. THANK YOU. THANK YOU. OK. I WILL GO AROUND A LITTLE BIT KEITH. KEITH DID YOU HAVE ANYTHING YOU WANT TO SHARE. PARDON. ME. OH SORRY I DON'T. BUT VERY GOOD. THANK YOU. SORRY. NO IT'S ALL GOOD. THANK YOU. THE CONVERSATION ABOUT A BROAD MARKET ISSUE. SIR WE'VE GOT TO FINISH OUR PROCESS HERE. I APPRECIATE. AND THEN. I APPRECIATE. BUT I'M DOES A FEW MORE MINUTES PLEASE. THANK YOU. THE PROCESS THE BIDDING PROCESS TO WHICH WE HAD A VERY IN-DEPTH DISCUSSION AND A WORKSHOP ABOUT A MONTH AGO OF OUR PROCESSES. TECHNOLOGY IS A WONDERFUL THING. AND THROUGH TECHNOLOGY WE'VE ADVANCED AND WE'VE BEEN ABLE TO GET OUR MESSAGE OUT TO MORE COMPANIES THAT WANT TO BID. ONE OF THE PROGRAMS THAT WE'RE USING IS BUSINESS TENDERS BUT THERE'S ALSO THE OLD FASHIONED WAY WHERE BUSINESS CALLS US CITY AND SAYS PUT ME ON YOUR LIST. AND THAT'S WHAT BUSINESS PEOPLE DO WHEN WE'RE IN BUSINESS AND WE NEED TO GO OUT AND GET BUSINESS. WE MAKE SURE THAT WE'RE NOT WAITING FOR BUSINESS TO DROP OUT AT OUR DOOR. WE HAVE TO GO OUT AND SEEK IT. WE MARKET OURSELVES AND WE CONTACT THE CITY AND WE GET ASKED TO PUT ON THIS LIST. SO RECENTLY AND I'M NOT SAYING IT'S LIKE A MONTH OR SO MAYBE A COUPLE OF MONTHS BECAUSE WE'VE HAD A NEW BID PROCESS. WE WERE ABLE TO ADD THE NEW TECHNOLOGY OF TO ADD FOUR MORE PEOPLE AND I FORGET AT THE MOMENT I WOULD DEMAND STORE. THANK YOU. SO WE NOW HAVE DEMAND STAR BUT IT DOESN'T MEAN THAT THE BID PROCESS WAS FLAWED. THE BID PROCESS WENT OUT. ALSO WHEN YOU DO A BID PROCESS YOUR DESIGN IS SPECIFIC WHAT WE ASKED FOR SPECIFIC. WE HAVE SPECIFIC TIMELINES. NOT EVERYBODY WANTS TO PARTICIPATE. A DOCTOR IS NOT GOING TO GO JUMP INTO SOMETHING FOR AN INSURANCE AGENT. A LAWYER IS NOT GOING TO JUMP INTO SOMETHING FOR A TEACHER. WELL MAYBE I DON'T KNOW MAYBE I SHOULD USE THAT AS AN EXAMPLE BUT PEOPLE ARE PROFESSIONALS IN THEIR REALM. AND SO THEY WILL BID ON WHAT THEY BELIEVE IS BEST BEST TO BID FOR THEM. OUR BID PROCESS WAS FAIR AND PROPS PROPER. IT WAS ALSO WHAT WE CALL A SEALED BID. NOBODY KNEW WHAT THE PRICE AMOUNT WAS FOR THE OTHER PERSON THAT WAS BIDDING OR OTHER COMPANY BIDDING. WE GO OUT TO REBID THIS NOW WITHOUT ANY RHYME OR REASON OTHER THAN WE WANT TO SEE IF WE CAN GET A LOWER PRICE WHICH WE ARE NOT GUARANTEED WE WILL GET A LOWER PRICE. AND AS WE KNOW MARKET MATERIALS ARE GOING UP AND UP AND UP AND CONSTRUCTION THANKFULLY IS BOOMING. SO THE ABILITY TO PAY FOR THE PEOPLE WHO ARE DOING THE CONSTRUCTION MIGHT GO UP AS WELL. WE MIGHT HAVE TROUBLE WITH TIMING SO THINGS MIGHT GO UP THE COSTS MIGHT GO FROM THREE POINT TWO WITH A CONTINGENCY TO THREE POINT EQUALING THREE POINT FIVE. IT MIGHT GO UP TO 4 MILLION. IT MIGHT GO UP TO 5. WHO KNOWS. WE HAVE A GUARANTEED PRICE RIGHT NOW. AND ANY COMPANY THAT WOULD COME IN AND BID AND OBVIOUSLY THIS IS MY OPINION WOULD KNOW WHAT THE LOWEST BID IS MAY NOT COME IN AT THE LOWEST BID AND WE MAY NOT BE ABLE TO GET THE SAME SERVICES THAT WE ARE SEEKING I THINK IT LOOKS IMPROPER ON BEHALF OF OUR CITY. I THINK IT GIVES AN UNFAIR COMPETITIVE ADVANTAGE TO ANYBODY WHO WOULD BID AT THIS TIME. AND I DO BELIEVE THAT IT COULD POTENTIALLY OPEN UP THE CITY TO A LAWSUIT. SO THE PEOPLE THAT WERE CURRENTLY BIDDING AT THIS TIME IF WE SHOULD GO WITH ANOTHER COMPANY WOULD THEN POTENTIALLY SUE US. WHAT HAPPENS IS THAT WHILE AT THAT TIME CAN THE WALL BE BUILT. I WOULD THINK IT WOULD BE AN UNDUE RISK ON THE CITY IF WE DARE TO BUILD THAT WALL WHILE THE LAWSUITS GOING ON. WELL ALL IN ALL WHAT DOES THAT MEAN. THE RESIDENTS OF THESE FOUR COMMUNITIES WHICH THEN AFFECT THE OTHER COMMUNITIES WON'T HAVE A WALL FOR AT LEAST A YEAR POSSIBLY TWO BECAUSE LET'S BE REALISTIC. LITIGATION DOESN'T TAKE TWO DAYS WHAT DOES THAT MEAN ALSO PRICES WILL CONTINUE TO GO UP. SO I THINK WE'RE DEFEATING THE PURPOSE OF ATTEMPTING TO GET A LOWER BID WE HAVE A PLAN THAT WE DISCUSSED AT OUR WORKSHOP OF POSSIBLY REDESIGNING THE WALL NOT TO MAKE IT LOOK ANY LESS BEAUTIFUL THAN IT CURRENTLY IS BUT WE'RE FINDING IN SOME OF THE LOCATIONS THAT THE WALLS BEING PLACE ON UTILITY LINES BECAUSE UTILITY LINES REPLACE WHERE THEY SHOULD NOT BE PLACED. THAT IS LAY THE WALL AND IT'S ONE OF THE REASONS WHY WE HAVE A 300 DAY MOST COMPLETION WITH ANOTHER 45 DAYS AND WE'RE SAYING THREE HUNDRED AND FORTY FIVE DAYS FOR COMPLETION BECAUSE WE'RE NOT SURE. SO WE NEED TO BE CAREFUL. SO WE ACKNOWLEDGE THAT OUR NEXT DESIGN PHASE WE MIGHT NEED TO FIX THE FOOTER. SO WE DON'T HAVE TO DEAL WITH THIS PROBLEM HAVE MORE DELAYS HAVE MORE EXPENSES WHICH MIGHT HELP OUR PROCESS AND OUR BUDGETING IN THE FUTURE. SO AS I

[01:10:03]

MENTIONED EARLIER WE HAVE BEEN BUDGETING THIS FOR YEARS WE'VE BEEN PLANNING THIS FOR YEARS AND I KNOW THESE COMMUNITIES THAT I'VE GONE TO FROM MANY MANY MEETINGS AND SPOKE WITH THEM INDIVIDUALLY. AND EVEN AT FUNDRAISERS WHERE THE BOWLING BALL HELD ENHANCING WHEREAS OUR WALL. I PERSONALLY THINK THAT A DELAY OF 60 DAYS TO 90 DAYS IS GOING TO BE MORE THAN THAT. IT WILL NOT. RESULT IN THE DESIRED EFFECT. AND I THINK THAT IF WE WOULD LIKE TO CHANGE OUR PROCEDURES FOR THE FUTURE I THINK WE SHOULD CONTINUE TO DO THAT AT THIS TIME. I AM GOING TO CALL THE VOTE. EVERYBODY'S HAD THEIR CHANCE TO SPEAK. COMMISSIONER GOLLAND YOU'VE HAD YOUR TWO YEAR ROUND. I KNOW YOU MADE AN INCORRECT. YOU MADE AN INCORRECT STATEMENT AND I'D LIKE OUR CITY ATTORNEY HERE AND THAT'S CORRECT THAT YOU TALKED ABOUT A LAWSUIT A POTENTIAL OF A LOSS BUT THERE IS NO POTENTIAL FOR A LAWSUIT NOW. AND I'LL ASK THE CITY ATTORNEY TO CORRECT THAT BECAUSE A GALLON. I'VE GOT THE MIGRAINES THEN I WILL I WILL YOU NEED TO BE CORRECTED BECAUSE AS AS THERE ARE FEE STATES THE CITY ATTORNEY AND OUR PROCUREMENT DIRECTOR CAN MAKE IT CLEAR FROM THE RECORD THAT THE CITY COMMISSION CAN REJECT ANY BID FOR ANY REASON. THAT'S THE RFP. SO THERE'S NO BASIS FOR THE LAWSUIT. WE AS A CITY COMMISSION CAN REJECT ANY BID FOR ANY REASON AND EVERY POTENTIAL BIDDER UNDERSTANDS THAT WHEN THEY GO INTO THE PROCESS THERE IS NO BASIS FOR A LAWSUIT. AND COMMISSIONER GALEN YOU ARE CORRECT THAT THAT'S WHAT IT SAYS. AS A LAWYER YOU SUED. AND AS A LAWYER AS WHY I KNOW THAT WHILE WE HAVE THAT DISCLAIMER AT THE BOTTOM OF THOSE WE HAVE THE ABILITY TO REJECT THE REALITY IS THAT ANY BIDDER WHO HAS PUT THIS STUFF TO BID WHO DEEMS THIS PROCESS HAS NOT BEEN FAIR AND THERE HAS NOT BEEN A TRUE LEGITIMATE REASON OR AN OVERWHELMING AND I'LL ACTUALLY HAVE SAM BECAUSE HE GAVE US THE WORDING EARLIER FOR THE REASON OF WHY IT COULD LEAD TO A POTENTIAL LITIGATION. SAM WHAT IS THE WORDING. THANK YOU MADAM MAYOR IF I CAN QUICKLY RESPOND WHAT I SAID AT THE WORKSHOP ON MONDAY WAS THE FOLLOWING COMMISSIONER GELINAS HUNDRED PERCENT ACCURATE THE BID DOCUMENTS FOR THIS PARTICULAR VENDOR REQUESTED PRODUCT. HAS THE APPROPRIATE DISCLAIMER LANGUAGE WHICH SAYS AND RESERVES THE RIGHT TO ENTER THE CITY COMMISSION AS THE FINAL AUTHORITY RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS. BUT I ALSO FURTHER LIKE TOBE TOLD THE COMMISSION ON MONDAY WAS THAT DECISIONS TO REJECT BIDS CANNOT BE DONE ARBITRARILY OR CAPRICIOUSLY WHICH MEANS THAT THERE'S SOME SUB ROSA AGENDA IF THERE'S SOME HIDDEN AGENDA OF ANY COMMISSIONER OR OF STAFF TO ESSENTIALLY SECRETE THAT INFORMATION FROM THE PUBLIC AND AWARD A BIT OR NOT AWARD A BID SO YOU CAN TRY TO ENGINEER ANOTHER CONTRACT INTO THE MIX THAT'S LEGALLY IMPROPER. WHEN ASKED THAT QUESTION TWICE ON MONDAY EACH COMMISSIONER THAT I ASKED THE QUESTION OF PUBLICLY RESPONDED BY EITHER SAYING THAT'S NOT ME AND THAT'S NOT MY AGENDA AT ALL. IT'S ABOUT OTHER REASONINGS THAT'S THAT'S THAT'S LEGALLY SUPPORTABLE ARGUMENT. I CAN'T PREDICT THAT I WON'T GET SUED FOR DIVORCE TOMORROW GOD FORBID IT SHOULD HAPPEN BUT BUT I CAN SUE THE MAYOR FOR DIVORCE WHEN I EVEN MARRIED YOU CAN YOU PAY YOUR FILING FEE YOU CAN SUE ANYBODY FOR ANYTHING IN FLORIDA. HAVING SAID THAT I CAN'T SPECULATE AS TO WHETHER OR NOT SOMEONE WOULD CHALLENGE THIS DECISION BY THE COMMISSION. BUT THERE ARE SEVERAL THINGS THAT I DO KNOW. AH AH AH AH AH HELPFULLY VERY DIFFERENT DEFENSIBLE OUR DOCUMENT SPEAKS FOR ITSELF. THE ACTUAL BID DOCUMENT THE BID SPECIFICATIONS AND THE BID NOTICE IS CLEAR AND UNEQUIVOCAL. NUMBER TWO SO LONG AS THERE'S NO CAPRICIOUS AND ARBITRARY DECISION BEING MADE BY THE COMMISSION JUST TO DO THIS JUST TO REJECT IT FOR NO REASON BECAUSE THERE REALLY IS NO REASON IT IS A SUSPICIOUS ISSUE. HOWEVER THERE IS BASIS AT LEAST IN THE CONDITIONS OPINION WHEN YOU MAKE THAT DECISION. AND LASTLY AS LONG AS THERE'S NO HIDDEN AGENDA TO TRY TO ENGINEER OR DESIGN OR REDIRECT THIS PARTICULAR VENDOR OFFERED PROPOSAL TO SOME OTHER THIRD PARTY THAT'S NOT BEING DISCUSSED TODAY AND NO ONE SAID THAT THEY HAVE A BROTHER LAW OR A FRIEND OR A COLLEAGUE WHATEVER IT MAY BE THEN THAT'S THAT'S THE BOX THAT YOU'RE IN. SO YOU HAVE LEGAL ABILITY TO MAKE THE DECISION. I CAN'T KNOW WHAT THE SPECULATING SPECULATION MIGHT BE ABOUT A CHALLENGE BUT AT LEAST YOU HAVE THE BOX OF RIGHTS IN YOUR BUNDLE OF RIGHTS TO MAKE A DECISION THIS MORNING. ONE MORE THING MARY COMMISSION YOU PULL IT OFF THE KIDS CONSENT AGENDA THIS PARTICULAR ITEM. THE PUBLIC HAS AN ABSOLUTE RIGHT TO BE HEARD DEPENDING UPON BEFORE YOU MAKE YOUR DECISION. SO YOUR EMOTIONS ON THE FLOOR IT'S BEEN SECONDED. IT'S NOT BEEN CARRIED IN ANY MEMBER OF THE PUBLIC WHO WOULD CHOOSE TO BE HEARD HAS A LEGAL RIGHT BY THE STATUTE I CITED TO BE HEARD THIS MORNING. THANK YOU. THANK YOU AND THEY WILL AFTER COMMISSIONER BOLTON AND I. BUT BEFORE I TURN THE FLOOR OVER PRECISELY WHAT I SAID. WE HAD THE RIGHT BUT SO DOES ANYBODY WHO WISH TO SUE US HAVE THE RIGHT TO SUE US AS WELL AND MAKE THAT DETERMINATION. MIKE THIS IS NOT A. FORUM. COMMISSIONER BOLTON. I'D LIKE TO ASK A QUESTION OF THESE CITY MANAGER THROUGH THE CHAIR. MR. MANAGER IF IT PLEASES THE CHAIR WOULD YOU AGREE THAT THE COST OF THE MATERIALS OFF THE WALL OF THE WALLS THAT

[01:15:04]

WE'RE BUILDING IS IS PROBABLY TOO HIGH AND WE COULD PROBABLY GET A LOWER A LOWER COST FOR THE MATERIALS THAT GOES TO WALL. COMMISSIONER BOLTON AS I SAID IN THE WORKSHOP I WOULD AGREE AND AS I'VE TOLD ALL OF YOU STAFF IS IS LOOKING AT AND WE'LL BE MEETING INTERNALLY TO ATTEMPT TO COME UP WITH SOME WAYS TO REDUCE THE COST OF THE MATERIALS THAT THESE WALLS ARE BEING CONSTRUCTED WITH THE COURT YOU KNOW THE WALLS ARE IMPRESSIVE IN THEIR CONSTRUCTION. THEY ARE BUILT TO LAST. THEY WILL BE WITH US FOR A LONG LONG TIME. THAT SAID AS WE'VE DISCUSSED ON ANY NUMBER OF CONSTRUCTION PROJECTS SPECIFICALLY THE COST OF CONCRETE HAS ESCALATED OVER THE LAST THREE YEARS. THESE WALLS ARE BUILT ENTIRELY OF CONCRETE. SO THE COST OF THESE WALLS HAS ESCALATED AS WELL OVER THE LAST THREE YEARS SINCE WE BEGAN THIS PROCESS.

AND SO YES YOU KNOW OUR OUR DESIRE IS TO LOOK AT THE DESIGN OF THE WALL AND TO ATTEMPT TO WORK WITH THE COMPANIES THAT DESIGN AND CONSTRUCT THESE WALLS TO TRY TO FIND AN ALTERNATIVE WHICH IS WHICH IS LESS EXPENSIVE. YES. SO SO YOU AGREE WITH ME THAT THE THAT WE COULD PERHAPS FIND A LESS EXPENSIVE WAY TO CONSTRUCT THE WALL BUT NOT. BUT AT THE SAME TIME NOT COMPROMISING QUALITY. YES. COMMISSION ON THAT AND THAT WILL BE OUR GOAL IS TO DESIGN A LESS EXPENSIVE WALL THAT IS SIMILAR LOOKS VERY SIMILAR TO THE WALLS THAT WE'VE CONSTRUCTED UP TO THIS POINT SO AS TO NOT COMPROMISE THE AESTHETIC THAT YOU'VE CREATED UP TO THIS POINT. AND WOULD YOU AGREE THAT FROM START TO FINISH AS IT IS NOW THE WALLS WOULD COST SOMEWHERE AROUND TWENTY FOUR MILLION UP TO PERHAPS 30 MILLION DOLLARS. YES. THE THE MAYOR TALKED ABOUT PROPER PLANNING YEARS OF BUDGETING WOULD IT WOULD IT WOULD IT THEN BE IN YOUR PREROGATIVE TO SAY THAT AT THIS JUNCTURE LOOKING AT THE PRICE OF THE WALL. KNOWING THAT THE PRICE OF THE WALL IS IS IS IS THAT IS A COST THAT IT IS YOU ARE LOOKING FOR A CHEAPER WAY TO BUILD A WALL AFTER SO MANY YEARS OF GREAT PLANNING. WOULD YOU THEN SAY AT THE TIME THAT THE CITY COMMISSION AND THE ONLY COMMISSIONER THAT IS THAT IS HERE WHEN WHEN THIS CAME FORWARD IS IS MAYOR GOVERNMENTS WOULD YOU SAY AT THAT TIME IT WAS IT WAS PROPER PLANNING BECAUSE IT IS AS IT IS NOW WE ARE RUNNING FOR COVER TRYING TO FIND A CHEAPER WAY TO BUILD THE WALL. SO HOW IS THAT PROPER PLANNING FROM 2012. HOW IS THAT PROPER BUDGETING FROM 2012. IF WE ARE TRYING TO FIND WAYS TO SAVE MONEY AS IT IS NOW DO WE NOT ADD THAT DID WE NOT IN 2012 FORECAST HOW THE PRICE OF MATERIALS WOULD GO UP. FORECAST THAT IT WOULD PROBABLY COST 30 MILLION DOLLARS. YOU KNOW FORECASTS THAT PERHAPS IN TODAY'S AGE THAT IT WOULD NOT BE ABLE TO AFFORD THAT KIND OF MONEY AND WANT TO SAVE MONEY FROM 30 MILLION DOLLARS. WHY DID WE NOT PUT PROPER PLANNING AND PROPER BUDGETING YEARS AGO SO THAT WE DON'T HAVE TO RUN FOR COVER TO SAVE MONEY NOW. WAS ZERO. I'M NOT I'M NOT SURE DO YOU THINK IT'S NOT SURE WHAT THE QUESTION. WELL OK LET ME LET ME LET ME CLARIFY IT LET ME LET ME JUST GET IT RIGHT. I THINK I THINK I KNOW THAT I DON'T WANT YOU TO ANSWER WHAT YOU THINK I ASKED. I WANTED TO. AND SO WHAT. YOU KNOW I ASKED. SO PLEASE LET ME QUOTE CLARIFY THE QUESTIONS THROUGH THE CHAIR. DO YOU THINK IT IS PROPER PLANNING PROPER BUDGETING. YEARS OF BUDGETING AND PLANNING. DO YOU THINK IT WAS PROPER AT THE TIME. DO YOU THINK IT WAS PROPER PLANNING AND PRETTY MUCH SETTING AT THE TIME. I THINK IT'S BECAUSE YOU HAVE TESTIFIED THAT SAY OK YOU'RE GOING TO LET ME ASK A QUESTION. LET ME SPEAK. YES I'M GOING TO LET THEM SPEAK IF YOU'LL LET ME ASK THE QUESTION PROPERLY. DO YOU THINK IT WAS PROPER. DO YOU THINK IT WAS PROPER PLANNING AND PROPER BUDGETING IN 2012 WHEN WE FIRST PROPOSED THIS GIVING THE FACT THAT WE ARE NOW TRYING TO REVISIT THAT PLAN. DO YOU THINK IT WAS PROPER PLANNING. WELL YOU KNOW COMMISSIONER

[01:20:06]

WE'VE. I MEAN YES THE SHORT ANSWER IS YES. WE'VE WE BEGAN THIS PROCESS IN 2012 WITH A CONCEPT THE CONCEPT HAS EVOLVED OVER THE LAST SEVEN YEARS TO THE POINT WHERE WE ARE TODAY THAT THAT PLAN STILL REMAINS IN PLACE AND AS FAR AS I KNOW THE COMMISSION IS STILL COMMITTED TO THAT PLAN. NOW AS THE STAFF AS I'VE TOLD YOU OUR JOB IS TO LOOK CONTINUE TO LOOK INTO THE FUTURE TO UNDERSTAND THE ESCALATING COSTS OF THINGS AND TO TRY TO TAKE STEPS THAT WILL CONTINUE TO MAKE THE THINGS THAT WE'RE DOING AFFORDABLE. TAKING INTO CONSIDERATION ALL OF THE OTHER THINGS THAT THE COMMISSION WANTS TO DO BECAUSE IT ISN'T JUST ABOUT WALLS IT'S ALSO ABOUT SIGNS AND IT'S ABOUT SIDEWALK IMPROVEMENTS AND IT'S ABOUT NEW FACILITIES IT'S ABOUT ALL OF THOSE THINGS THAT GO INTO THAT PLANNING. THAT'S WHY THAT'S WHY WE DO IT OVER AND OVER AGAIN AS I THINK WAS EVIDENCED BY THE POWERPOINT PRESENTATIONS THAT WE SENT TO THE COMMISSION ABOUT THIS PROCESS. SO YOU KNOW YES I THINK THAT THE PLANNING HAS BEEN PROPER. I THINK THAT THE BUDGETING HAS BEEN PROPER. I THINK THAT THE COMMISSION QUESTIONING THE COSTS OF THE WALLS IS PROPER. I TOLD YOU THAT THE OTHER DAY I AGREE WITH YOU THAT QUESTIONING THE COST OF THE WALLS IS PROPER AND THAT THE MATERIAL COST HAS ESCALATED AND THAT WE ARE IN THE PROCESS OF EVALUATING THE MATERIAL COSTS TO BRING THAT COST DOWN. WE ARE ALSO IN THE PROCESS OF EVALUATING THE MATERIAL COST FOR THE NEIGHBORHOOD GATEWAY AND ENTRY WAY SIGNS THAT WE ARE INSTALLING BECAUSE THE COSTS OF THOSE MATERIALS HAS ESCALATED AS WELL.

SO WE ARE IN THE PROCESS OF INTERNALLY REVIEWING THAT AND LOOKING FOR ALTERNATIVES THAT WILL PROVIDE THE SAME LEVEL OF LOOK AND THE SAME LEVEL OF QUALITY BUT POTENTIALLY AT A LOWER PRICE BECAUSE AS WE'VE GONE THROUGH THE STRATEGIC PLANNING PROCESS WITH YOU FOR THE LAST SEVERAL MONTHS IT'S EVIDENT THAT THE COMMISSION HAS DESIRES ABOVE AND BEYOND WHAT WE ARE DOING NOW. AND AS THE STAFF IT IS OUR JOB TO FIGURE OUT HOW TO PUT A PLAN IN PLACE WHICH WILL ACCOMPLISH WHAT YOU WANT TO ACCOMPLISH. SO YES I THINK THAT THE PLANNING AND I THINK THAT THE BUDGETING HAS BEEN PROPER AND I THINK THAT YOU KNOW THERE'S THERE'S TWO ISSUES HERE AND I THINK THAT THE VICE MAYOR POINTED THIS OUT. THE FIRST ISSUE IS DO WE REBID THE PROPER YOU KNOW DO WE REBUILD THE PROJECT AND EXPECT A DIFFERENT RESULT. THE SECOND YOU KNOW WHICH WHICH I AGREE WITH. YOU KNOW MR. GLASS CAN BE DONE RELATIVELY QUICKLY AND IN YOU KNOW 60 TO 90 DAYS IS AS HE SAID. THE OTHER THING THOUGH IS THAT IF WE WANT TO REBUILD THE PROJECT WITH A DIFFERENT PRODUCT AND A DIFFERENT SPECIFICATION THAT IS AN ENTIRELY DIFFERENT TIMELINE AND THAT IS A DECISION THAT THE COMMISSION WOULD HAVE TO TO MAKE THAT IS NOT A 60 OR A 90 DAY TIMELINE THAT WILL REQUIRE US TO GO THROUGH THE PROCESS OF TRYING TO REDESIGN THE WALL TO COME UP WITH A DIFFERENT PRODUCT THAT WOULD BE LESS EXPENSIVE AT WHICH POINT THEN YOU COULD REBID IT. SO I UNDERSTAND THAT THIS IS A DIFFICULT DECISION AND AS I TOLD YOU ON MONDAY I AGREE WITH THE COMMISSION REVIEWING THIS ITEM AND BEING CONCERNED ABOUT THE COSTS. TRULY IT'S A LOT OF MONEY TO SPEND. WE'VE DISCUSSED THIS. IT'S A BIG INVESTMENT IN THE COMMUNITY AND IN THE CORRIDORS AND IF YOU REVIEW THE CORRIDOR STUDY FROM 2012 THAT'S WHAT THE CORRIDOR STUDY SAYS THAT THAT THIS IS AN INVESTMENT IN OUR CORRIDORS AND IT'S IT'S GETTING BACK TO WHAT THE ORIGINAL INTENT OF THE PROGRAM WAS WHICH WAS TO PLACE BUFFER WALLS FOR AESTHETICS FOR SAFETY AND TO IMPROVE QUALITY OF LIFE FOR THE NEIGHBORHOODS SPECIFICALLY SINGLE FAMILY NEIGHBORHOODS WHEN WE DID THE CORRIDOR STUDY THAT ARE IMPACTED BY THE ROADWAYS WHICH OVER THE YEARS HAVE ENCROACHED INTO THEIR NEIGHBORHOODS. AND SO THE WALL PROGRAM UP TO THIS POINT HAS ACCOMPLISHED THAT GOING FORWARD EACH AND EVERY ONE OF YOU HAS BEEN ASKED FOR ADDITIONAL SEGMENTS OF WALLS FOR MULTIFAMILY FOR CONDOMINIUMS AND ANY NUMBER OF PEOPLE HAVE SAID HEY THOSE WALLS LOOK REALLY NICE. WE'D LIKE TO SEE THOSE AROUND OUR NEIGHBORHOOD AS WELL. AND YOU KNOW WE'VE GONE THROUGH THE PROCESS OF EVALUATING SOME OF THOSE REQUESTS AND ADDING THOSE REQUESTS INTO FUTURE PHASES WHICH IS ADDED TO THE COST OF THE PROGRAM. BUT YOU KNOW THE PROGRAM IS WHAT IT IS. AND IF WE'RE GOING TO CHANGE DIRECTION THE STAFF SIMPLY NEEDS TO HEAR THAT FROM THE COMMISSION WE JUST NEED TO KNOW AND WE WILL PIVOT OR WE WILL CHANGE DIRECTION. HOWEVER YOU DIRECT US TO OUT I'LL END MY TIME WITH SAYING WE'RE SAYING THIS THAT IT'S NOT ABOUT DELIVERY OF PROMISE WE PROMISE THE COMMUNITY SOMETHING WE WILL MAKE GOOD ON THAT PROMISE WE WILL

[01:25:08]

BUILD YOUR WALL ALL I'M SAYING IS LET US DELIVER THAT PROMISE AT A MORE AFFORDABLE PRICE. SO THAT WE CAN SAVE YOUR MONEY THREE POINT FIVE MILLION DOLLARS INCLUSIVE OF THE CONTINGENCY FOR THIS PHASE AND UP TO 30 MILLION DOLLARS FOR THE ENTIRE PROJECT IN MY ESTIMATION AND MY CONSCIENCE IS WASTEFUL SPENDING ALL I'M SAYING WE HAVE SEVERAL COMMISSIONERS AND I DON'T KNOW HOW THEIR MINDS OPERATE BUT I CAN TELL YOU HOW I OPERATE. I OPERATE FISCALLY CONSERVATIVE. THAT'S ME WHEN IT COMES TO SPENDING YOUR MONEY. YOU ELECTED US TO BALANCE A BUDGET AND SET POLICIES THAT AFFECTS YOUR QUALITY OF LIFE. THIS IS NOT ABOUT. HOW THIS IS NOT ABOUT THE PROMISE OF DELIVERY THIS THIS IS ALL ABOUT HOW WE DELIVER A QUALITY PRODUCT TO. THIS IS ABOUT A 60 DAY DELAY TO SEE IF WE CAN FIND A CHEAPER COST. THANK YOU COMMISSIONER BOLTON. I'M GOING TO ADD A COUPLE OF THINGS. ASK COMMISSIONER FISHMAN IF SHE WANTS TO SAY ANYTHING AND THEN BRING IT BACK TO THE PUBLIC JUST TO MAKE SURE IT'S UNDERSTOOD. WE DO STRATEGIC PLANNING EVERY TWO YEARS AND THESE WALLS ARE ALWAYS TALKED ABOUT AND WE DO OUR BUDGETING EVERY YEAR. WE HAVE ABOUT FOUR DIFFERENT MEETINGS WHERE WE DISCUSS BUDGETING AND THROUGH THE YEARS THROUGH 2012 AND ON. UP UNTIL OUR NEXT MEETING WILL BE IN APRIL. WE DISCUSS BUDGETING. SO WE'VE BEEN DOING IT NOT JUST 2012 AND NEVER SEEING IT AGAIN. THESE WALLS HAVE BEEN DISCUSSED EVERY SINGLE YEAR IN THE PROCESS. WHICH IS WHY LAST YEAR'S BUDGET WE DISCUSSED AND WE WENT OUT FOR BONDS TO TAKE CARE OF SOME OF THE THINGS THAT THE CITY MANAGER HAS ALREADY DISCUSSED WHICH INCLUDED THESE WALLS BECAUSE WE KNEW THE WALL PROGRAM WAS NOT BEING INSTALLED QUICKLY ENOUGH. SOME OF THE WALLS THAT WENT UP TO DISTRICT 1 VERY QUICKLY. AGAIN AS WE KNOW THINGS TAKE TIME AND CAPITAL AND INCREASES IN CONSTRUCTION COSTS WENT UP. SO THAT'S WHY WE DID WHAT WE BELIEVE WAS FISCALLY RESPONSIBLE. COMMISSIONER FISHMAN I WANT ACTUALLY ONE OTHER THING. THE TIMING FOR REDESIGN TO SEE IF WE GET CHEAPER MATERIALS IS SOMETHING THAT WOULD BE AS THE CITY MANAGER ALSO SAID MONTHS MAYBE EIGHT MONTHS MAYBE TWO A YEAR WHICH WHAT WAS DISCUSSED AND THEN OUT TO BID. SO IT'S NOT JUST A DELAY OF A COUPLE OF MONTHS. WE CANNOT PROMISE THE SAME DESIGN SAME STYLE EVERYTHING AS IS IS GOING TO COME BACK WITH A DIFFERENT PRICE IN 60 DAYS. COMMISSIONER FISHMAN DO YOU HAVE ANYTHING YOU WOULD LIKE TO SHARE. NOT AT THIS TIME. OKAY. THANK YOU. I'M GOING TO BRING THIS BACK OUT TO THE PUBLIC NOW THAT THE COMMISSIONERS FINISHED THEIR COMMENTS AND ASKED DIANA. WOULD YOU LIKE TO SPEAK AS A REMINDER FULL NAME ADDRESS FOR THE RECORD PLACE AND MET A MAN AS YOU KNOW THE CASE LAW TELLS US THAT YOU CAN ASK OF PEOPLE GIVE THEIR ADDRESS IT'S NOT REQUIRED AS A MATTER OF LAW AT THE MOMENT THERE'S SOME PENDING LITIGATION AS YOU KNOW IN THE SOUTHERN DISTRICT OF FLORIDA BUT BECAUSE OF THE FACT THAT THE BUFFER WALL HAS SOME IMPLICATIONS TO THEIR RESIDENCES GIVING THEIR ADDRESS WOULD BE VERY USEFUL TO KNOW FOR THE RECORD. THANK YOU VERY MUCH. GOOD MORNING. I'M DIANA TAXMAN FIFTY SEVEN TWENTY FIVE NORTHWEST EIGHTY FIFTH AVENUE TAMARACK I'M REPRESENTING GREEN HAVEN TWELFTH BOTH OF OUR BOARDS ARE HERE AND WE STRONGLY OBJECT TO THE DELAY ALTHOUGH YOU SAY 60 DAYS THERE'S NO GUARANTEE THAT THAT WOULD HAPPEN I AGREE WITH THE VICE MAYOR THAT THERE'S NO POINT IN REBUILDING THIS AND EXPECTING A DIFFERENT RESULT WITH THE SAME SPECS IT IS GROSSLY UNFAIR TO THE CONTRACTOR THAT HAS BEEN DOING THIS WORK SUCCESSFULLY AND IS EXPECTING TO CONTINUE HIS BUDGET DID HE STAY UP AND HE'S PLANNED FOR THIS PUTTING OUT A REBID WOULD PUT HIM

[01:30:01]

AT A SEVERE DISADVANTAGE HE IS THAT IS KNOWN. SO HE'S HE'S AT A DISADVANTAGE I THINK IT'S UNSOUND BUSINESS PRACTICE I THINK IT'S ON ETHICAL AND WE NEED THIS WALL FOR SAFETY REASONS WE HAVE PEOPLE COMING THROUGH THE RESIDENTS PROPERTY FROM THE COMMUNITY CENTER AND THE LIBRARY VANDALIZING SLEEPING ON THEIR PROPERTY IT JUST NEEDS TO GO ALSO FROM AN AESTHETIC POINT OF VIEW TAMARACK HAS SPENT A LOT OF MONEY. BEAUTIFYING THE STRETCH OF 57 STREET BY THE COMMUNITY CENTER AND THE LIBRARY IS APPALLING THIS WALL NEEDS TO GO IN FOR THAT REASON JUST FOR BEAUTIFICATION. SO I JUST STRONGLY ASK THAT YOU NOT VOTE TO APPROVE A DELAY.

THANK YOU. THANK YOU VERY MUCH STEVE NEIGHBORS. WOULD YOU LIKE TO SPEAK TO SO MUCH HE SAID. ALL RIGHT WE'VE GOT TO GO. THANK YOU VERY MUCH RUDY DELGADO WOULD YOU LIKE TO SPEAK. THANKS I'M RUDY FROM SECTION ELEVEN. I'M NOT GOING TO TALK ABOUT THE WALL RUDY IF YOU WILL TELL US YOUR LAST NAME. JUST IT'S ME. THE CITY ATTORNEY NICE TO SEE YOU. THE CLERK NEEDS TO WRITE DOWN YOUR NAME. SO WE HAVE A LAST NAME WOULD BE VERY USEFUL. I DON'T I DON'T GET IT. YOUR LAST NAME PLEASE FOR THE RECORD. SPELL IT YOUR LAST NAME FOR THE RECORD DELGADO I'M SO THEY'LL GATHER FOR LGA DEAL. I'M GONNA TALK ABOUT ATTICUS BECAUSE I DON'T CALL IT THE WALL BUT THERE IS A LINE OF ATTACK US IT. THIS IS SECTION ELEVEN AND SECTION TWELVE. AND MR. JOHN THE PRESIDENT OF SECTOR OF SECTION TWELVE IS HERE. HE WANTS TO TALK ABOUT IT BUT THIS LINE OVER ACRES IS JUST VERY TALL AND IT COULD BE REMOVED. THEY BELIEVE THE LIKE US COULD BE REMOVED AT THIS TIME AND THEY CANNOT BE REMOVED. THEY CAN. THEY COULD BE LOWERED. AND THE REASON THEY DO THIS IS BECAUSE I ACTUALLY CLEAN UP HOMES AND THERE ARE MANY ELDERLY AND HANDICAPPED PEOPLE WHO OWN THOSE HOMES HOUSES AND THEY GET THE THAT DEBRIS IS JUST GETTING OUT OF CONTROL AND THOSE OTHER HANDICAPPED PEOPLE WHO ACTUALLY CANNOT EVEN MORE. THE GARBAGE BINS OR THE RECYCLE BINS THEY ACTUALLY HAVE TO DO FOR SOME OF THEM. SO IF WE COULD JUST REMOVE THE CARS AT THIS TIME OR CUT THEM DOWN VERY LOW THAT WOULD BE A TREMENDOUS HELP. THANK YOU VERY MUCH.

ROBERTSON. WE'RE GOING TO SPEAK AND. MARIE-CLAIRE. ROBERT YOU'RE YIELDING YOUR TIME ARE YOU YIELDING YOUR TIME. OK. OK. COME ON ABOUT. GOOD MORNING. MY NAME IS MALIK WOULD I SAY I LIVE IN SIX OR EIGHT SINCE 2001. OK. SO 57 EXCUSE ME EXCUSE IN THIS EVENT SUITE. YES. EXCUSE ME COULD YOU PLEASE SPEAK INTO THE MICROPHONE BECAUSE I CAN'T HEAR ANYTHING THROUGH THEY START AGAIN. IF YOU WOULDN'T MIND RESTARTING.

OKAY. GOOD MORNING. MY NAME IS MALIK INCLUDE. I SAID I LIVE IN TOMORROW AT SIX OR EIGHT SINCE 2000 OR ONE. ON 57 STREET IS NOT THE LEAST SWEET. WHY. WHEN COMMERCIAL IS BUSY SAY A 57 STREET YOU GET ALL THE ROAD. OH YES. BECOME A WEE. A PASSING TOUR TO GET TO UNIVERSAL UNIVERSITY OR TAKE THAT'S BEEN TOTALLY A STUDY IN DUTY YARD. SO WE REALLY NEED THE WALL. I UNDERSTAND YOU HAVE TALKING ABOUT SAVING. I KNOW WHAT SAVING MEAN SO I THINK WE HAVE WITH ENOUGH TO UP THE STREET.

THANK YOU. THANK YOU VERY MUCH. I BELIEVE THERE ROBERT. WOULD YOU LIKE TO COME DOWN MINING HARBORS FOR MONS 67 12. NOT WEST 58. COURT. I'M JUST KIND OF CONFLICTED HERE. YOU'RE GOING BACK TO THE BUILDING WHICH I UNDERSTAND WAS YOU PUT IN A BID.

IF YOU GO. THEY SAY 10 PEOPLE PUT IN A BID NOBODY ELSE PUTS IN A BID. HOW COULD YOU SEND THAT BID. YOU HAVE TO ORDER THESE PEOPLE WENT TO AN ALL AND EVERYTHING. THAT PROCESS OF SPENDING MONEY TO GET THE PAPERWORK IN ALL THAT BUT YOU GO BACK TO 2012 WHEN HE SAYS HE WANTS TO MAKE IT CHEAPER. 2012 OF COURSE IT WAS CHEAPER.

NOW YOU IN 2019. IS CHEAPER HERE. EVERYTHING WENT UP CONSTRUCTION AND CEMENT

[01:35:03]

WOOD EVERYTHING. SO HOW ARE WE GOING TO GET IT ANY CHEAPER WHICH I DON'T LIKE TO SAY CHEAP. HOW WE HERE TO GET THE COURSE LOAD. YOU KNOW I WANT QUALITY BUT SURE I WANT LOWER. BUT HOW ARE YOU GOING TO GET THAT LOWER FROM 2012. WHAT WAS IT IN 2012. WHAT WAS IT IN 2012. DO YOU WANT TO SEE AND TRYING TO SAY SO NOW WE'RE GOING SEVEN YEARS DOWN THE ROAD. HOW IS IT THE SAME PRICE EVERYTHING WENT UP. SURE. WELL THEY'RE NOT GOING TO IT GO DOWN. SO THAT'S MY QUESTION AND I THANK YOU FOR YOUR TIME. THANK YOU VERY MUCH. APPRECIATE IT. I KNOW THAT THERE'S SOME OTHERS IN THE AUDIENCE WHO WOULD LIKE TO SPEAK IF YOU WOULD LIKE TO MAKE A ROW RIGHT HERE.

PLEASE DO SO AND THEN COME ON UP AND WE WILL ASK YOU AGAIN FOR YOUR NAME AND ADDRESS. IF YOU DON'T MIND MR. DALE GEORGIA I LIKE TO LET EVERYBODY SPEAK AND I'LL BE HAPPY TO HAVE YOU COME BACK AROUND. OK. THANK YOU. SIR. YOU'RE READY.

GIVE US YOUR NAME AND ADDRESS FOR THE ADDRESS IF YOU WISH. FOR THE RECORD MY NAME IS ANDREW BASS AT SIXTY SEVEN HUNDRED FIFTY SEVEN. CAUGHT ON THE GO OF THE DRIVE. I REMEMBER YOU. WELL THANK YOU. THERE IS A EASY WAY TO GET THIS SORTED OUT. I JUST SAW THE WALL ON FIFTH MCNABB AND ON THE TOP OF EACH COLUMN IS A TWO FOOT SIX BY TWO FOOT SIX DUNN FINISHING OFF THE COLUMN. WE CAN DO AWAY WITH THOSE COLUMNS. I MEAN THE DONE THAT WOULD BRING THE PRICE DOWN BUT I GUESS AT ABOUT 10 PERCENT EASILY BECAUSE IT QUITE A HEFTY COLUMN. SO WE DON'T WANT CHEAP WHEELS. WE DO WANT QUALITY. SO I DON'T WANT PAYING FOR QUALITY. SO THAT'S THE WAY TO GET THIS WHOLE THING SORTED OUT. JUST TAKE THAT TOP OFF AND IT'LL SAVE QUITE A LOT OF MONEY.

THANK YOU VERY MUCH. THIS IS OUR GUY. MY NAME IS JOHN ZENGER. I LIVE AT 58 0 FOR NORTHWEST EIGHTY SEVEN TERRORISTS IN TAMARACK. I'M THE PRESIDENT OF GREEN HAVEN. WELL WE'VE BEEN SUFFERING WITH THIS WALL NOW FOR A WHILE YOU SAY SINCE 2012.

WE'RE ON THE LIST RIGHT EARLY IN THE BEGINNING WHEN WE BUILT THE CENTER ON COMMERCIAL BOULEVARD ONE OF OUR OTHER PROBLEMS BESIDES NOT HAVING A WALL IS THE PALM TREES THAT THE CITY HAD APPROVED WITH FPL NOW IS NOTHING BUT AN ANIMAL CATCHER.

I WALKED THOSE STREETS. I SEE THEM I SEE RATS RUNNING OUT OF THEM. WE NEED. THESE RATS IN OUR NEIGHBORHOOD. WE COULD GET RID OF THEM AS FAR AS MR. BURTON. YOU ARE NOT FLUSH WITH COMMISSIONER. YOU ARE SEASON COMMISSIONER. HOW COME. NOW WITH AND LET'S REBID IT. WHY DIDN'T YOU THINK ABOUT THIS TWO YEARS AGO OR LAST YEAR AND HAVE IT CONTINUE TO GO. I KNOW WHEN I'M DOING A CONTRACT THIS I ALWAYS GET OVER IT. IF I'M NOT HAPPY I'LL GET A BID. AND HERE WE COMING NOW. WE'RE GOING TO STOP ALL THE PROGRESS LET'S START GETTING NEW BIDS. WE COULD HAVE DONE THAT OR YOU CAN DO IT NOW FOR SOMETHING THAT'S GOING TO COME UP SIX MONTHS FROM NOW NOT TODAY. THANK YOU.

THANK YOU VERY MUCH. GOOD MORNING. MY NAME IS MADGE BROWN I LIVE BY THE TIME THE CORNER 57 AND 81 ON THE EAST SIDE OF 81. I TOO LIKE COMMISSIONER BOLTON IS VERY FISCALLY CONSERVATIVE. HOWEVER I AM A LITTLE CONCERNED HERE THAT WE MIGHT BE PENNY WISE AND POUND FOOLISH FOR THOSE OF YOU WHO'VE NEVER HEARD THAT EXPRESSION A POUND USED TO BE TWO HUNDRED AND FORTY PENNIES NOW IT'S ONE HUNDRED PETE WE SAVE ONE PENNY WE LOSE TWO HUNDRED AND FORTY BACK BEFORE NINETEEN EIGHTY NOW WE LOSE. A POUND A HUNDRED P OK I WOULD LIKE TO ASK THAT WE VOTE FOR THIS PHASE OF THE WALL AS IT IS AND GO BACK TO THE BUILDING FOR THE PHASE IS GOING FORWARD PROVIDED OF COURSE THAT. THE BIDDING THAT WENT OUT WAS FOLLOWING STANDARD PRACTICE WAS LEGAL AND EVERYTHING WAS DONE BY THE BOOK IF WE PUT THIS OUT FOR REBID NOW EVERYBODY KNOWS WHAT THE MONEY IS OF COURSE WE WILL GET THE BIDS THAT WE HOPE TO SEE PERHAPS LESS MONEY BUT THEN ARE WE GOING TO GET THE SAME QUALITY OR ARE WE GOING TO BE COMPROMISING THEIR SETTLING HOWEVER YOU WANT TO PUT IT FOR SOMETHING LESS SO WE

[01:40:06]

COULD SAVE ONE PENNY LOSE ONE POUND THANK YOU VERY MUCH AND I HOPE YOU VOTE FOR THE WALL TODAY. THANK YOU VERY MUCH GOOD MORNING EVERYONE. I'M VALERIE LEWIN. I LIVE AT 5 7 1 2 NORTH WEST SIXTY FOURTH TERRACE IN TAMARACK. I WOULD LIKE US TO CONTINUE AND GO FORWARD WITH THE WALL THAT HAS BEEN PROPOSED. I HAVE BEEN TO MANY MEETINGS I'VE BEEN TO A MEETING IN THE TAMARACK COMMUNITY CENTER. I'VE BEEN TO MEETINGS IN OUR HOME OWNERSHIP CENTER ALSO. AND WE WERE TOLD THE WALL WOULD BE BUILT THAT THERE WERE MONEY SET ASIDE. THERE WAS BOND AND ALL OF A SUDDEN NOW WE'RE HEARING THAT THE BIDS THAT WERE PUT OUT ARE NOT THE ONES THAT ARE ACCEPTABLE IN THE MEANTIME. WE HAVE PEOPLE WALKING THROUGH OUR GARDENS PICKING OUR FRUITS. WE HAVE THE CHILDREN THAT ARE OVER ON THE OTHER SIDE COMING IN SO OUR AREA. AND IT'S NOT FAIR THAT WE SHOULD WAIT ANOTHER 60 DAYS TO PUT OUT ANOTHER BID AND THEN TWO YEARS FROM NOW WE WILL BE TOLD THAT PRICE OF THINGS HAVE INCREASE. YES PRICES WILL INCREASE. BUT LET'S GO WITH WHAT WE HAVE NOW WHAT THE PRICE WE HAVE NOW LET'S GO WITH IT. DO NOT TURN BACK. IF WE TURN BACK WE MIGHT BECOME A PILLAR OF SALT. THAT'S ALL I HAVE TO SAY. THANK YOU VERY MUCH. ANYONE ELSE WHO HAS NOT YET SPOKEN WISHES SPEAK. OK. THESE WILL BE OUR LAST TWO PEOPLE UNLESS THERE IS ANY. OK. SORRY. I THINK OF WHAT I'VE BEEN WANTING TO SAY SOME PEOPLE HAVE ALREADY BEEN SAYING BUT I'M JUST GOING TO REITERATE I APPRECIATE COMMISSIONER BOLTON'S DEDICATION TO BEING FISCALLY RESPONSIBLE WITH THE STATE HE SAID. I CERTAINLY DO IT'S ME SAFARI. YOU DON'T HAVE TO RESTATE YOUR NAME AND I JUST FOR THE RECORD MY APOLOGIES. THAT'S MY QUOTE I GLORIA 0 8 1 TO 2 PRESTIGE COMMONS DRIVE TAMARACK. THANK YOU. YES I REALLY DO APPRECIATE THAT. WE WANT SOMEONE FISCALLY RESPONSIBLE WITH THE CITY'S MONEY. BUT WHY THEN ARE COMMUNITIES BEING PROMISED WALLS IF THERE IS NOT ENOUGH MONEY TO BUILD THEM. WE HAVE BEEN WAITING ALSO YEARS FOR THESE WALLS TO BE BUILT. ANY POSSIBLE WAY TO REDUCE THE AMOUNT OF THE PROJECT SHOULD HAVE ALREADY BEEN EXPLORED. I MEAN THIS IS THIS. AND I'M SURE WE ALL HEARD THE DEFINITION OF INSANITY DOING THE SAME THING OVER AND OVER EXPECTING A DIFFERENT RESULT. IS THERE GOING TO BE ANY REALLY ANY SIGNIFICANT CHANGE IN THE NUMBERS FOR THIS REBATE. I KNOW YOU SAY ALSO 60 OR 90 DAYS. WELL IT'S SEVEN EIGHT YEARS FOR SOME PEOPLE. THIS IS YOU KNOW THIS IS RIDICULOUS IN MY OPINION. THERE ARE OTHER PROJECTS THAT ARE HAPPENING IN TAMARACK THAT APPEAR THERE APPEARS TO BE MONEY FOR THOSE PROJECTS BUT SHOULDN'T SAFETY ISSUES TAKE PRECEDENCE OVER THESE PROJECTS. I THINK SO. I UNDERSTAND EVERYONE WANTS THEIR WALL AND NO ONE WANTS TO WAIT YEARS FOR IT. WE LITERALLY AND I SAID THIS LAST YEAR WHEN I SPOKE AND I'M GOING TO SAY IT AGAIN. WE LITERALLY HAD A TRUCK DRIVE OFF THE ROAD INTO OUR POOL. THIS IS NO JOKE. JOIN US. SHE'S STILL IN LINE. SHE'S SEEN THE PICTURES. IMAGINE IF YOUR CHILD OR FAMILY WAS IN THE POOL WHEN IT HAPPENED.

WE'VE HAD SEVERAL OTHER LESS SERIOUS ACCIDENTS ALSO OCCUR. WE'RE AT AN INTERSECTION OF 81 AND NOB HILL AND JULIE'S BEEN THERE TOO. AND I THANK HER FOR ALL THAT SHE'S BEEN HELPING US WITH THIS. YOU CAN SEE WHAT YOU HAVE TO DO A U-TURN TO GO INTO CHRISTIE'S COMMENTS. PEOPLE MISCALCULATE HOW FAR THE CARS COMING NORTH ARE FAR AWAY. SO WE'VE HAD PEOPLE THAT DO THEIR YOU TRYING TO GET SLAMMED IN. AND GUESS WHERE THOSE CARS GO INTO OUR PROPERTY. THANK THE LORD. WE'VE HAD TREES THAT STOP THEM. BUT IF THEY HAVE TO FLIP MORE FEET OVER SOMEWHERE KIND OF GOT HURT. SO YOU KNOW AGAIN EVERYONE WANTS THEIR WELL BUT I FEEL LIKE YOU KNOW PRESTIGE COMES WE SHOULD TAKE IT SOMEHOW. AND I REALLY WOULD LIKE TO STAY HERE BEFORE I STEP AWAY. ARE WE PART OF THIS PHASE FOR ITS PRESTIGE COMMONS. YES. SO WE'RE NOT EVEN. ARE WE EVEN BEING CONSIDERED FOR A WHILE JULIE SAID WE WERE GOING TO. IT WAS SO 20 21. IT WAS GOING TO BE BUILT. IS THIS HAPPENING OR NOT. I WOULD LIKE TO GUESS WITH THIS VINDICTIVE ANSWER NOW IF YOU WILL WAIT AFTER THE MEETING I WILL FIND OUT A LITTLE BIT MORE FOR YOU. OK. AT THE END OF THE MEETING.

YES. OK. THANK YOU. THANK YOU MR. ROSMAN. ACTUALLY IF YOU DON'T MIND I'LL LET MR. HELLER GO FIRST AND STEER A SECOND ROUND. ALL RIGHT. ALL RIGHT. THE GENTLEMAN DEFERS TO YOU REYNOLDS. JAY OSTERMAN PLEASE COMES WITH THAT. NAME AND I'M RONALD J WASSERMAN A 5 7 7 J DRIVE TAMARACK 3 3 3 2 1. YOU NEVER FAIL TO HEAR MY VOICE. THANK YOU.

[01:45:05]

YOU KNOW THERE'S A LOT OF CONVERSATION ABOUT THESE WALLS. EVERYONE THAT'S HERE HAS BEEN PROMISED WALLS. AND THANK YOU BY THE WAY FOR THE PEOPLE WHO REPRESENT YOUR HOMEOWNERS ASSOCIATION AND COME HERE AND SPEND TIME. I REPRESENT MY HOMEOWNERS ASSOCIATION I REPRESENT MYSELF. WE WERE ALSO I WAS AT THE MEETING ON MONDAY WHERE THERE WERE A NUMBER OF GROUPS THAT WERE PROMISED WALLS. AND ONE OF THE GROUPS THAT'S BEEN PROMISED A WALL IS ON SOUTHGATE ADJACENT TO SHANGRI-LA. IT LOOKS LIKE THAT MIGHT BE 2021 2022. WE'RE LOOKING FOR THAT WALL PROBABLY SEVEN EIGHT 10 YEARS ALSO. SO THANKS A LOT. MR. PELTON PLEASE KEEP ON LOOKING OUT FOR OUR CITY.

THE MONEY THAT WE SPEND. I KNOW THIS IS A CONTENTIOUS ISSUE. YOU KNOW IN SOUTHGATE ALL OF YOU SPEED DOWN THAT STREET WHEN YOU'RE UP THERE IT'S 40 MILES AN HOUR AND WE GET 60 70 MILES AN HOUR WE GET TERRIBLE STUDENTS THAT NEED TO WALK DOWN THAT STREET. NO ONE IN OUR COMMUNITY WANTS TO WALK DOWN THAT STREET. WE CAN'T. WE'RE SCARED TO DEATH. AND THERE'S ALSO SEEMS TO BE WITH PULTE WOULD MOUNT. A DISPUTE OVER WHERE THE SIDEWALK IS AND WHERE THE SIDEWALK IS IN AND WHO BELONGS TO THAT. SO I ALWAYS RAISE THESE ISSUES. I VERY RARELY FIND OUT EXACTLY WHAT'S GOING ON. I KEEP ON ASKING WHY THE PEOPLE HERE KEEP ON ASKING WHY THIS HAPPENS. WELL SO WE'VE BEEN TALKING ABOUT FOR EIGHT YEARS NINE YEARS I DON'T EVEN KNOW SOMETIMES HOW LONG WE'VE BEEN TALKING ABOUT IT. WE'VE BEEN DEALING WITH PULTE ISSUES AND WALLS. 13 YEARS NOW. THANK YOU FOR LISTENING TO ME. THANK YOU VERY MUCH. HELEN O TELLER 7 7 2 7 SOUTHAMPTON TERRACE. NUMBER ONE I LIKE TO THANK MR. BALL COMMISSIONER BOWEN AND COMMISSIONER GALEN FOR THEIR POINT OF VIEW AND FOR THE WAY THEY'VE EXPRESSED IT VERY PROFESSIONALLY TODAY. I APPRECIATE THAT AND BOTH YOUR. THANK YOU. I THINK WE HAVE APPLES AND ORANGES HERE. I HAVE 60 YEARS OF ENGINEERING EXPERIENCE AT NINE DIFFERENT COMPANIES. I'VE GIVEN BIDS. I'VE ACCEPTED BIDS AND IT TURNS OUT I AGREE WITH OUR MAYOR COMMISSION COMMISSIONER PLAQUE. GO. AHEAD. I PROBABLY AGREE WITH THE MAYOR MICHAEL TURNER OUR MANAGER AS WELL. I THINK THAT HE MADE HIS POINT VERY VERY CLEAR. THE POINT IS THAT IF YOU GO OUT FOR A REBUILD YOU DON'T KNOW WHAT YOU'RE GOING TO GET. MY EXPERIENCE WOULD SAY WE'D GET A BIT PROBABLY AT LEAST THE SAME OR HIGHER. I DO THINK THERE'S LEGAL PROBLEM HERE BECAUSE IT LOOKS TO ME FROM THE OUTSIDE THAT THE ONLY REASON THAT YOU WOULD DO A DIFFERENT BID WOULD BE ONLY TO IMPROVE THE COST AND ALL THE INFORMATION IS OUT THERE. I CAN'T IMAGINE HOW THAT WOULD BE A FAIR SITUATION AS COMPARED TO THE PEOPLE THAT ARE ALREADY BID AND LOOKED AT THIS FOR A LONG PERIOD OF TIME. SO MY OPINION JUST FROM A PROFESSIONAL POINT OF VIEW I WOULD DEFINITELY CONTINUE ON THIS ONE AND GO FOR A CHEAPER SOLUTION IN THE FUTURE. THANK YOU. THANK YOU VERY MUCH. AND SEEING THAT THERE ARE NO OTHER COMMENTS FROM THE FLOOR WE'RE GOING TO NOW CALL THE QUESTION. PLEASE CALL THE ROLL. I WANT TO MAKE A COMMENT. ACTUALLY COMMISSIONER. WHERE ARE WE. I'M I'M GOING TO MAKE MY MY COME OUT BEFORE YOU CAN ASK. OKAY. MAY I MAKE A COMMENT MADAM CHAIR IF YOU WOULD KEEP IT PLEASE WITHIN A SUFFICIENT TIMEFRAME. THANK YOU OUR RESIDENTS HAVE THE RIGHT TO SPEAK AND SO DOES A COMMISSIONER THAT REPRESENTS 65000 RESIDENTS SO MY COMMENT IS SEVERAL YEARS AGO. I BOUGHT. A BAG. FROM A FRIEND BAG WAS BEAUTIFUL. LOVED IT THE COST OF THE BAG. LET'S JUST SAY IT WAS A HUNDRED DOLLARS. I WAS EXCITED. SOME THOUGHT THAT IT WAS GETTING A GOOD DEAL THEN I FOUND ANOTHER FRIEND THAT WAS SELLING ME THE SAME BAG. FOR 80 BUCKS. I ASKED MYSELF.

[01:50:06]

HOW COULD ONE FRIEND. SELL ME THE SAME BAG FOR 100. AND ANOTHER FRIEND. SELL ME THE SAME BAG FOR 80 BUCKS WELL TURNS OUT THAT THE REAL COST OF THE BAG. WAS ABOUT 30 DOLLARS. THE REAL COST ALONG THE WAY. THERE ARE MARKUPS. A LOT OF OUR RESIDENTS DON'T UNDERSTAND THAT SOMETIMES THERE ARE INVISIBLE PEOPLE GETTING MONEY. TAKE THAT HOWEVER YOU WANT TO TAKE IT. BUT I WANT TO LET YOU KNOW THAT IF THIS WENT OUT FOR A REBID TO PEOPLE THAT PROBABLY WOULD BE ABLE TO. LOOK AT THE PROPOSAL AND GIVE US THEIR COST PERHAPS WOULD COME OUT WITH A LOWER BID. PERHAPS WE WOULDN'T. AND AND AND AND PERHAPS PERHAPS WE WOULDN'T. PERHAPS WE WOULDN'T. AND I AND I STILL RESPECT YOU AND I'LL STILL COME TO YOUR HOUSE FOR WATER SO SO. SO I SEE. I MEAN YOU LAUGHED AT ME I LAUGH AT YOU. KNOCK KNOCK KNOCK ON YOUR DOOR AGAIN AND ASK FOR A BOTTLE OF WATER. I WILL. DONATION. SO IF SOMETHING IS SOMETHING ACTUALLY COST 50 DOLLARS. SOMEBODY WILL SELL THAT VERY PRODUCT FOR 100 DOLLARS. I GUARANTEE YOU SOMEBODY WILL BE ABLE TO SELL THAT PRODUCT IF WE FIND THEM FOR 60 70 DOLLARS. SOLEMN SAYING. NOW TO THE FINE LADY THAT THAT THAT THAT HAD THE BRITISH ACCENT THAT KNOWS HER BIBLE WELL AND TALKED ABOUT YOU KNOW A LOT AND HIS WIFE I PREACHED THAT SERMON ALL THE TIME. WELL WE'RE NOT GOING TO TO LOOK BACK. WE'RE GOING TO LOOK FORWARD AND WE'RE NOT GOING TO BE A PILLAR OF SALT. ALL I'M SAYING IS THAT THE COST OF SOMETHING COULD VERY WELL BE CHEAPER IF WE FIND THE RIGHT PERSON THAT WILL BE ABLE TO SELL IT. SO CARL THE QUESTION I AM GOING TO CALL THE QUESTION COMMISSIONER FISHMAN. COMMISSION A GALLON VOTE YES. YES. THANK YOU VICE MAYOR FLACCO. YES.

COMMISSIONER BOLTON. FOR MY BOTTLE OF WATER YES. MARIO GOMEZ. YES.

CONGRATULATIONS. WE WILL SEE A WALL VERY SOON. THANK YOU VERY MUCH EVERYBODY FOR YOUR ATTENDANCE TODAY. THANK YOU FOR PARTICIPATING. IN SHOULD REPORT. I UNDERSTAND IT. BUT THE PEOPLE IN THE AUDIENCE IN CASE THEY WISH TO LEAVE THEY'RE WELCOME TO. BUT WE ARE GOING TO MOVE ON. WE ARE GOING TO WATCH THE COMMISSIONER GO ON. I ACTUALLY HAVE THIS BUT THANK YOU VERY MUCH. YOUR RESULTS DON'T APPEAR TO HAVE ACTUALLY. WELL THAT'S YOUR OPINION ANYWAY. ANYWAY. LADIES AND GENTLEMEN I APPRECIATE THAT YOU ARE HERE. AND WE WILL NOW BE MOVING ON TO OUR COMMISSION REPORT. THANK YOU VERY MUCH. NOW WE WILL GO TO OUR FIRST COMMISSIONER

[a. Commissioner Bolton]

REPORTS. DISTRICT 1 COMMISSIONER BOLTON. OK. AT THIS TIME IF YOU DON'T MIND WE'RE GOING TO MOVE THIS ALONG. COMMISSIONER GALEN WOULD YOU LIKE TO GO IN THAT PLACE.

AND TO YOUR HUSBAND. THANK YOU FOR YOUR SERVICE. YOU'RE WELCOME. WHERE WOULD YOU.

OH YOU'RE WAITING ON ME. I APOLOGIZE. THAT'S THAT'S. THANK YOU FOR FOR FOR BEING KIND. OF. MADAM CHAIR. I KNOW I WILL DEFER MY MY REPORTS BECAUSE I'M A SOCIAL MEDIA TYPE OF GUY AND I'M AN EMAIL TYPE OF GUY AND I AND PEOPLE I HAVE AN AUDIENCE THERE. WHAT I WHAT I DO TAKE ISSUE WITH IS THE MOVING OF THE REPORTS FROM THE

BEGINNING OF THE MEETING TO THE END OF THE MEETING. I UNDERSTAND THAT WE'RE TRYING TO BE EFFICIENT AND WE'RE TRYING TO RESPECT PEOPLE'S TIMES. AND THAT'S THE STUFF.

HOWEVER IF WE'RE GOING TO MOVE THE REPORT THE COMMISSION REPORTS TO THE END OF THE MEETING THEN WE SHOULD REPORT REMOVE OR MOVE THE CITY MANAGER'S REPORT HIS ADVERTISEMENTS TO THE END OF THE MEETING AS WELL. AND THE CITY ATTORNEY'S REPORTS TO THE END OF THE MEETING. THOSE ARE ALSO CONSIDERED REPORTS. SO SO. SO I TAKE ISSUE WITH MOVING OUR VOICE TO THE END OF THE END OF THE AGENDA WHILE THE CITY ATTORNEY AND CITY MANAGER GETS TO TALK AT THE BEGINNING OF THE AGENDA WHAT THEY HAVE TO SAY IS NOT ALWAYS MORE IMPORTANT THAT THAN WHAT WE HAVE TO SAY. I MEAN COME ON. THE CITY MANAGER TALKS ABOUT GARAGE SALES AND YOU KNOW COME OUT TO CAPITAL A PARK TO ENJOY PAUSE WITH THE CLAUSE. I MEAN DO PEOPLE REALLY NEED TO HEAR THOSE THOSE THINGS AT THE START OF OF A MEETING. SO IN YOUR MOVING AROUND THE AGENDA. I WOULD HOPE THAT. YOU CONSIDER THAT ALL REPORTS IF WE'RE GOING TO MOVE THE COMMISSION REPORTS TO THE END OF THE AGENDA CONSIDER ALL REPORTS BE MOVED TO THE TO THE END OF THE AGENDA AS WELL. I ALSO TAKE ISSUE WITH THE PROCLAMATIONS EVEN THOUGH SOMEBODY IS NOT HERE TO. ACCEPT THOSE PROCLAMATIONS. PERHAPS IT IS IMPORTANT TO THE PERSON REQUESTING THE PROCLAMATION FOR THE BOOK THE PROCLAMATION TO BE READ PUBLICLY.

THERE IS THERE IS SOME SENTIMENTS TO READING PROCLAMATIONS ALOUD. AND I THINK THAT IS NECESSARY. FOR INSTANCE I UNDERSTAND THAT THE BROWARD COUNTY PROCLAMATION REGARDING WOMEN'S HISTORY MONTH WAS READ AND WE ACCEPTED YOU KNOW THE READING OF THAT. BUT TO ME WOMEN ARE SPECIAL OBVIOUSLY. I WOULDN'T BE HERE WITHOUT MY MOTHER AND I DON'T KNOW HOW MY WIFE PUTS UP WITH ME. AND SO I MEAN EVERYDAY I THANK GOD FOR WOMEN. I DON'T KNOW HOW DEBRA PUTS UP WITH ME. SO I WOULD HAVE APPRECIATED THAT PROCLAMATION BEING READ POETRY MONTH. WHAT'S ALSO POETRY MONTH WAS ALSO ANOTHER PROCLAMATION THAT WAS IMPORTANT. IT WAS NOT GEARED TO BOYD ANDERSON HIGH SCHOOL BUT IT WAS GEARED TO PORTRAY A MONTH ON A WHOLE. SO WITH THAT SAID I INVITE PEOPLE TO LIKE MY FACEBOOK PAGE OR BECOME A FRIEND ON FACEBOOK. IT IS FACEBOOK DOT COM FORWARD SLASH. COMMISSIONER MARLIN BOLTON AND MY CELL PHONE NUMBER IS 9 5 4 2 7 5 3 8 5 0. ALSO HAVE A QUESTION FOR THE CITY CLERK THROUGH THE CHAIR. I WAS TOLD THAT WE WERE GOING TO MAKE APPOINTMENTS FOR THESE SEVERAL BOARDS THAT HAVE VACANCIES AT TODAY'S MEETING BUT NOTHING CAME FORWARD WITH THAT. AND I DO NOT SEE ANY PLACE ON THE AGENDA THAT WE KNOW. THAT WE ARE GOING TO MAKE THOSE PRESENT THOSE APPOINTMENTS TODAY. I THINK THE CONSENT AGENDA ENDS WITH THE TR 1 3 2 2 7 AND SO. SO THAT'S THE QUESTION I'LL END WITH SAYING I DO FOLLOW SOCIAL MEDIA AND MAKING SURE THAT I TAKE THE COMMENTS OF THOSE PEOPLE LISTENING ON SOCIAL MEDIA SERIOUSLY. SO SHOUT OUT TO ZIGGY D Z ON FACEBOOK WHO IS WATCHING OUR COMMISSION MEETING HAMMERING ME ALL MORNING. I RESPECT YOU AND I'M GLAD THAT YOU ARE WATCHING. AND TO YVONNE HOPE FOR LOVING THE MAYOR THE WAY YOU DO. GOOD

[02:00:05]

MORNING YVONNE HOPE AND FAITH RAMSEY. I AM INTRIGUING THANK YOU SO VERY MUCH FOR THAT. THE AGENDA IS INTRIGUING AND SORRY IF I'M CONFUSING YOU. IT'S NOT ALWAYS GOOD ON SOCIAL MEDIA SO I JUST WANT YOU TO KNOW THAT I'M WATCHING YOU WHILE YOU'RE WATCHING ME. THANK YOU SO VERY MUCH AND MADAM CLERK IF YOU'D ANSWER THE QUESTION AND THROUGH THE CHAIR IF YOU WILL. COMMISSIONER BOLTON IN FACT I DO HAVE THE BOOKS TOGETHER FOR EVERYBODY. I'M JUST FINISHING UP ON THE MEMORANDUM MEMORANDA TO ALL OF YOU GIVING YOU INSTRUCTIONS ON WHAT YOU NEED TO DO THAT WILL YOU WILL GET THOSE BOOKS BY THE END OF TODAY. IT LOOKS LIKE WE ARE GONNA HAVE THOSE ON THE AGENDA FOR APPOINTMENTS ON THE SECOND MEETING IN APRIL. OK WITH WITH THAT NEW INFORMATION I DID GO AROUND MY COMMUNITY TO TRY TO FIND PEOPLE FOR TO FIT SEVERAL OF THE OF THE TWO TO FIT ONE OF THE POSITION. AND SO I KNOW THAT YOU PROBABLY NEED SOME TIME TO ADVERTISE SINCE THAT IS COMING UP FOR THIS SEC FROM FOR THE SECOND MEETING AND IN APRIL. I WOULD LIKE TO SEE THE PARKS AND RECREATION. APPLICATION BE REOPENED SO THAT PEOPLE CAN CAN CAN APPLY. COMMISSIONER CAN I ASK YOU TO TAKE A LOOK AT THE APPLICATIONS THAT WE HAVE ALREADY COLLECTED. I DID AND I'VE CALLED YOU SEVERAL TIMES AND I'VE ASKED YOU WE'VE HAD SEVERAL CONVERSATIONS. I'VE ASKED YOU WHO HAS APPLIED WHAT I'M WHAT THEY HAVE APPLIED FOR AND AND AND SO I WANT TO BE ABLE TO MAKE SURE THAT I GIVE EVERYBODY THE OPPORTUNITY TO APPLY AND. EVERYBODY HAS A SAY SO IN. EVERYBODY HAS AN OPPORTUNITY TO TO APPLY. SO FOR THE PARKS AND RECREATION BOARD IF YOU CAN REOPEN THE APPLICATION WINDOW SO MORE APPLICATION APPLICATIONS CAN COME IN. I WILL. I'LL BE ABLE TO. I MEAN I SEE THE MAYOR WHISPERING SOMETHING TO THE CLERK IS THAT SOMETHING THAT YOU WANT TO SAY PUBLICLY. CITY MANAGER WHEN YOU'RE DONE WHEN YOU'RE DONE. OK. ALL RIGHT. GOT IT. THANK YOU SO MUCH. SO BASED ON THAT CITY MANAGER IT'S MY UNDERSTANDING THAT WE DISCUSSED AT OUR STRATEGIC PLANNING THAT WE WERE TALKING ABOUT THE REDESIGN OF OUR BOARDS AND DISCUSSIONS OF WHAT WE NEEDED TO DO SOME OF THE CONCERNS WE HAVE WAS JUST THIS ABOUT HAVING PEOPLE APPLY FOR THE BOARDS AND WHETHER THE BOARDS ARE FILLING THE NEEDS OF OUR CITY AND BEING ABLE TO GET ENOUGH PEOPLE TO PARTICIPATE. IS THAT SOMETHING WE WERE GOING TO CONTINUE OUR DISCUSSION BEFORE DOING THE CALL FOR THE BOOK FOR THE BOARDS AS IS SEEING THAT COMMISSIONER BOLTON IS LOOKING TO HAVE IT WE PUBLISHED AGAIN SHOULD WE WAIT A LITTLE BIT SO WE CAN RECONVENE AND FINISH THIS AT A WORKSHOP. MADAM MAYOR. YOU ARE CORRECT AT THE STRATEGIC PLANNING EXERCISE YOU DID EXPRESS A DESIRE TO EVALUATE THE CURRENT BOARDS AND COMMITTEES AND TO POTENTIALLY MAKE CHANGES TO THE BOARD AND COMMITTEE STRUCTURE. HOWEVER YOU KNOW AT THIS TIME WE'VE ADVERTISED FOR BOARD AND COMMITTEE APPOINTMENTS WE'VE RECEIVED APPLICATIONS IT I BELIEVE IT IS OUR INTENTION TO BRING THOSE TO YOU. IF THERE IS A DISCUSSION TO BE HAD ABOUT WHETHER OR NOT IT IS APPROPRIATE TO APPOINT PEOPLE AT THIS TIME THEN YOU KNOW WE WILL CERTAINLY SET AN ITEM. EITHER AT THE NEXT ONE OF THE NEXT WORKSHOPS TO DISCUSS THE BOARDS AND COMMITTEE STRUCTURE IN ORDER THAT YOU CAN GIVE US SOME DIRECTION AS TO COMMISSIONER BOLTON'S REQUEST. I'M GOING TO ASK THE CITY CLERK JUST IN TERMS OF WHAT WAS ADVERTISED AND WHAT THE DEADLINES AND THINGS WERE. AND IF IT'S THE PLEASURE OF THE COMMISSION TO REOPEN THAT PROCESS I BELIEVE WE'RE HAPPY TO DO SO IN ORDER TO TRY TO GET THE PEOPLE ON THESE BOARDS AND COMMITTEES THAT WE HAVE NOW THAT YOU WOULD LIKE TO SERVE. SO CITY CLERK WILL YOU PLEASE ADVISE ON THE TIMES AND JASON IF WE'VE ALSO RECEIVED ANY APPLICANTS FOR ALL POSITIONS WE INITIALLY ADVERTISED IT THREE TIMES IN JANUARY. I'M NOT SURE THERE WERE THREE SUNDAYS IN JANUARY WITH A DEADLINE TO GET THE APPLICATION SENT TO US BY FEBRUARY 22ND. WITH THE ANTICIPATION OF HAVING THEM ON TODAY'S AGENDA FOR. YOU KNOW TO AT FOR APPOINTMENT. WERE THERE ANY MORE THERE APPLICATIONS IN FROM EVERY DISTRICT FOR EVERY BOARD. NO THERE WERE I THINK TWO OF THEM THAT DIDN'T HAVE IT. I DON'T HAVE THAT INFORMATION AVAILABLE RIGHT NOW. I HAVE IT IN MY OFFICE. I

[02:05:03]

DIDN'T THINK I'D NEED TO BRING IT WITH ME. SO FOR THE ITEM MY CONCERN FOR REPUBLISHING IS IF WE NEED TO REPUBLISH NOT JUST FOR ONE WE MAY NEED TO REPUBLISH FOR MORE THAN ONE. SO IF WE MAY AS A COMMISSION JUST DEFER AND HAVE. THIS MORE INFORMATION GIVEN BACK TO US IN OUR NEXT WORKSHOP ALSO MAYBE DETERMINE WHETHER OR NOT WE NEED TO HOLD THE PROCESS WHILE WE REVAMP IT OR IF WE MOVE FORWARD WITH REPUBLISHING ALL THE SPOTS THAT ACTUALLY NEED IT. I'M SORRY IT WAS HARD TO REPUBLISH ALL OF THEM. I'M NOT SURE THAT'S WHAT WE NEED TO DISCUSS. I BELIEVE THIS IS A WORKSHOP ITEM VERSUS AN ITEM AT THIS TIME. THAT WE DON'T HAVE ALL THE INFORMATION AVAILABLE FOR US TO MAKE AN EDUCATED DECISION ON CITY MANAGER ONE JUST TO BE CLEAR MADAM MAYOR WE'RE HAPPY TO RE ADVERTISE AND EXTEND THAT IN ORDER FOR PEOPLE TO GET YOU KNOW OTHER APPLICATIONS IN IF WE HAVE PEOPLE WHO WANT TO SERVE WHO WHO HAVEN'T. AND AT THE SAME TIME WHILE THAT IS GOING ON WE'LL SCHEDULE A WORKSHOP ITEM TO DISCUSS WHATEVER CONCERNS YOU HAVE WITH THE COMMITTEE STRUCTURE BUT IF IT'S THE COMMISSION'S DESIRE TO RE ADVERTISE BY ALL MEANS LET'S RE ADVERTISE AND EXTEND THE DEADLINE AND ALLOW FOR MORE APPLICATIONS IF THAT'S YOUR PLEASURE. SO THEN SHOULD WE ACTUALLY INSTEAD OF JUST LIMITING IT TO THE PARK AND REC IF YOU HAVE. A BOARD THAT DOES NOT HAVE SPOTS FILLED YOUR APPLICATIONS WITHIN IT.

COMPLETED AND FILED FOR IT. PLEASE WE ARE TIRED THOSE AS WELL. YES. THANK YOU VERY MUCH. MY MY MY REQUEST IS IS ONLY FOR THE PARKS AND RECREATION BOARD. AND IF. I'M HAPPY WITH THE THE PEOPLE THAT HAVE APPLIED FOR THE PLANNING BOARD. I DON'T WANT TO WASTE TIME AND MONEY BECAUSE WE HAVE AND MONEY BECAUSE THE CITY HAS TO PAY FOR THESE ADVERTISEMENTS AND RUN THEM A COUPLE OF TIMES. AND I ALSO DON'T WANT TO WASTE THE CITY'S TIME IN MAKING SURE THAT THE PLANNING BOARD HAS THE AMOUNT OF APPOINTMENTS TO HAVE A QUORUM. SO THAT WOULD BE COUNTERPRODUCTIVE. SO IF IF IF IT'S THE PLEASURE OF THE COMMISSION TO JUST MOVE FORWARD WITH PARKS AND RECREATION BOARD I'M FINE WITH THAT. AND WE CAN LEAVE THE PLANNING BOARD CLOSED COMMISSIONER BOLTON I BELIEVE WHAT I REQUESTED WAS THAT IF THERE'S ANY OPEN POSITIONS FOR ANY OF THE BOARDS THAT HAVE NOT HAD APPLICANT SUPPLY JUST AS YOU ARE REQUESTING FOR PARK AND REC ALL THE OTHER BOARDS BE GIVEN THE SAME TREATMENT. SO SO SO YOU ARE REQUESTING CORRECT ACCOUNT. OK GO WITHOUT THAT COUNTER. IN ADDITION IF THERE IS ANY OPEN APPLICATIONS PEOPLE HAVE NOT APPLIED IN THEIR OPEN SPOTS JUST AS YOU'RE REQUESTING FOR PARK AND REC. WILL YOU ADVERTISE FOR ALL OF THEM THAT ARE OPEN SO WE CAN HAVE EVERYBODY. HAVE ALL THE BOARDS FILLED IN. OK THANK YOU VERY MUCH. COMMISSIONER ELLEN I JUST HAVE A QUESTION FOR YOU. WHY. WHY IS IT YOUR

[b. Commissioner Gelin]

DESIRE TO MOVE THE COMMISSION REPORTS TO THE END OF THE MEETING WHEN THE RESIDENTS ARE NO LONGER HERE. ACTUALLY WE WOULD DISCUSS THIS AT A WORKSHOP. SO BEFORE EVERYBODY PUTS IT THAT IT'S ONLY ME THAT HAD THIS DISCUSSION AND I AM UNILATERALLY DOING SOMETHING WE CAME OUT ON IT WE HAD A CONSENSUS AND THAT'S WHAT I WAS GOING WITH. WE WILL HAVE A WORKSHOP ON THIS MATTER THAT WILL COME UP THEN AT THE NEXT AMI MOMENTUM. WE HAVE AN ART OF THE NORTH. I DRAFTED ORDINANCE BASED UPON THE CONVERSATION WHICH I WOULD CALL CONSENSUS BECAUSE THAT'S WHAT IS DESCRIBED FOR THE NEXT MEETING AND YOU CAN THEN DEBATE DISCUSS AND DECIDE HOW YOU LIKE TO APPROACH THAT. I SPECIFICALLY TO ADDRESS TWO ISSUES THAT WERE ADDRESSED BY THE COMMISSION AT THE AT THE PLANNING SESSION ONE OF WHICH RELATES TO THE CHANGING OF THE ORDER OF BUSINESS FOR THE COMMISSION AS WELL AS THE READING AND NOT READING OF PROCLAMATIONS AND THE COUNTING OF THE TIME AGAINST THE NUMBER OF MINUTES THAT YOU'D HAVE TO ALLOCATE FOR REPORTS THAT THAT AUDIENCE HAS BEEN DRAFTED IT'LL BE ON THE NEXT AGENDA FOR DISCUSSION. EXACTLY. SO THIS WAS NOT A UNILATERAL DECISION AND THE DECISION WHEN WE DISCUSSED IT WAS DUE TO THE FACT THAT WE HAD REPORTS THAT WERE GOING A LITTLE LONG WE HAD A LOT MORE PROCLAMATIONS THAN NORMAL THAT OUR COMMISSION AND USUALLY HAD AND WE WERE NOT GOING INTO THE BUSINESS OF THE CITY AND WE HAD APPLICANTS HERE WHO NEEDED TO DISCUSS ITEMS WE HAD RESIDENTS HERE WHO WANTED TO DISCUSS ITEMS AND THAT WAS THE PURPOSE FOR MOVING OUR REPORTS TO THE END. I HEAR THAT NOW THAT MAYBE YOU WANT TO CHANGE IT HERE NOW THAT MAYBE YOU WANT TO INCLUDE THE CITY MANAGER AND CITY ATTORNEYS REPORTS TO THE END AND THAT'S SOMETHING WE CAN ALL DISCUSS AT THE WORKSHOP. I JUST THINK THAT YOU'VE BEEN ON THIS COMMISSION FOR A LONG TIME. YOU BROUGHT IT UP. AND I FEEL LIKE BECAUSE I'M THE ONE THAT'S HAVING A VISUAL PRESENTATION THAT'S REALLY DESIGNED FOR THE PEOPLE. NOW ALL OF A SUDDEN AFTER NINE YEARS ON DAYS YOU WANT TO BRING IT TO THE END WE'LL ADDRESS THAT LATER AT THE VATICAN. THAT'S GOING TO ACTUALLY ASK YOU FOR A MOMENT SINCE YOU JUST WANTED TO GO HIS WORDS IN MY MOUTH. ACTUALLY THIS IS THE FIRST TIME WHERE I AM ACTUALLY BEING THE CHAIR AND I LISTEN TO PARDON UNTIL IT WHEN I PAY ATTENTION WHEN YOU SPEAK IT

[02:10:03]

KIND OF YOU DO THE SAME COURTESY FOR ME. SO BASICALLY IT WAS NOT DONE. JUST BECAUSE YOU'RE HERE AND YOUR PRESENTATION IS STILL BEING ALLOWED IN THERE'S NOBODY STOPPING YOUR PRESENTATION. AND MIKE YOU'RE ENTITLED TO YOUR FEELINGS AND YES I'M NOT THE WORKSHOP. THERE'S FOUR RESIDENTS IN THE ROOM. MY MY MY PRESENTATION IS NOT FOR THE. FOR THE STAFF. I MUST WAIT FOR THEM TO SEE YOU. I THINK IT'S IMPORTANT SEEING BUT IT'S MORE IMPORTANT FOR THE RESIDENTS. YOU KNOW WHEN I RAN I RAN ON TRANSPARENCY AND BEING HONEST AND OPEN WITH THE RESIDENTS AND THE VOTERS. AND YOU JUST DISMISSED THEM. I DIDN'T ASK FOR THE REPORTS IF THEY WERE TO VENT. CAN I HAVE THE REMOTE PLEASE. AND BASICALLY WHAT WE DEFINITELY HAVE RESIDENTS THAT OUR MEETING WE RARELY DO. WE HAVE OUR KEY ONES ARE ALWAYS HERE IN WHICH WE APPRECIATE. AND PEOPLE DO WATCH OUR MEETINGS AS YOU CAN TELL. THEY WATCH IT FROM THE SKY SEVEN OF THEM IS WATCHING ON FACEBOOK THE SOCIAL MEDIA MR.. SO JUST MY ACTIVITIES FROM THE LAST COMMISSION MEETING ON THE TWENTY SEVENTH. KIWANIS CLUB MEETING WITH. JOEL DAVIDSON AND THE REST OF THE QUANTAS CLUB AS I SAID THE LAST MEETING PARTICIPATING.

MAYOR MY SIMS 5 K MAY OR MAY SOME IS ALSO CONSIDERING A RUN FOR PRESIDENT AND HE'S GOING TO ANNOUNCE ON MARCH 30TH. SOME SCENES FROM THE AREA THAT SAME EVENING I ATTENDED THE BROWARD DEMOCRATIC OBAMA ROOSEVELT DINNER. AH AH. 100 PERCENT ATTENDANCE RESIDENT JOEL DAVIDSON WAS THERE. AND YOU KNOW JOEL DAVID SAID I HAVE A HAVE A PRETTY GOOD RELATIONSHIP DESPITE THE FACT THAT HE CAMPAIGNED AGAINST ME SUPPORTED MY OPPONENT FINANCIALLY AND OTHERWISE I DON'T TAKE IT PERSONAL JUST MORE SEEING STATE REPRESENTATIVE JOE GALLO WAS THERE AS WELL. JUST SOME OTHER FOLKS.

MITCH CAESAR LONGTIME PRESIDENT OF THE BROWARD DEMOCRATIC PARTY TERRY RIZZO PRESIDENT OF THE FLORIDA DEMOCRATIC PARTY. AND I FORGET THIS GUY'S NAME BUT HE'S ALWAYS ON MSNBC. HE WAS THE KEYNOTE SPEAKER. HE'S ALSO CONSIDERING A RUN FOR PRESIDENT. DEBBIE WASSERMAN SCHULTZ WAS THERE AND SHE GAVE AN UPDATE AND AS FAR AS WHAT THEIR AGENDA IS COMING UP AT 19 AND 20 THE PARENTS OF THE ONE OF THE SONS THAT WAS KILLED IN STONEMAN DOUGLAS WAS THERE AND HE SPOKE AND HE TALKED ABOUT HOW DIFFICULT IT WAS TO LOSE A SON. THEY CAME FROM ANOTHER COUNTRY AND THOUGH THEY DID ALL THE RIGHT THINGS MOVING IN THEIR RIGHT COMMUNITY PUT THEIR SON IN THE RIGHT SCHOOL AND ALL OF A SUDDEN HE WAS KILLED. SO HE'S VERY PASSIONATE AND AND WORKING WITH TED DEUTCH TO GET SOME SOME GUN LAWS CHANGES TO MAKE THE COMMUNITY SAFER. THEN SOME OF US ATTENDED THE PURO CLEAN CELEBRATION PURE CLEAN AS A SMALL BUSINESS HERE IN TAMARACK AND THEY CELEBRATED THEIR ONE HUNDREDTH FLOOD OF A HOUSE THAT THEY HAVE IN THERE TO DEMONSTRATE HOW HOW WELL THEIR SERVICES ARE. LATER ON THAT EVENING I ATTENDED A COMMUNITY MEETING AT THE LANDINGS AND THEY COMPLAIN ABOUT THE PARKING SITUATION UNFORTUNATELY IS NOT MUCH WE CAN DO ABOUT IT BECAUSE THAT SPACE IS JUST LIMITED SO THERE'S NOTHING WE CAN DO ABOUT IT. BUT IT'S FUNNY I SPOKE TO SOME OF THOSE RESIDENTS IN THE FRONT ROW AND I WAS TELLING THEM HOW OLD I AM FORTY FIVE YEAR OLD THEY CALL ME A BABY BECAUSE THEY WERE TWICE MY AGE AND I CAN IMAGINE BEING FORTY FIVE AND CONSERVATIVE BABY WENT TO WASHINGTON D.C. WITH COMMISSIONER BOLTON AND VICE MAYOR FLACCO TO MEET WITH US REPRESENTATIVES INCLUDING MARCO RUBIO GOVERNOR SANTOS HIS OFFICE AND WHO WAS ALCEE HASTINGS. ALSO WHAT JUST WANT TO TALK ABOUT RED LINING I DIDN'T GO TO THIS SEMINAR AND I LIKE THE FACT THAT THE FLORIDA LEAGUE OF CITIES ALWAYS ADDRESSES TOPICS THAT PEOPLE DON'T WANT TO TALK ABOUT AND DISCUSS BUT HAS EFFECTS ON US INCLUDING RED LINING. SO AGAIN I DIDN'T ATTEND THIS SESSION YET BUT I LIKE THE FACT THAT THE LEAGUE ATTACKS SOME DIFFICULT ITEMS TO DISCUSS. SO I PARTICIPATED IN AN URBAN PLAN FOR ELECTED OFFICIALS WHERE I ACTUALLY HAD TO ACT IN THE ROLE AS A DEVELOPER AND TALK ABOUT DEVELOPMENT FROM A DEVELOPER PERSPECTIVE AND NOT A I'M NOT AN ELECTED OFFICIAL PERSPECTIVE. SO I THOUGHT ABOUT NOT SHOWING THIS CAN I WANT PEOPLE TO THINK THAT I WENT TO D.C. TO PLAY WITH LEGOS. BUT IT WAS A VERY INTERESTING TOPIC. WE HAD A RFP THAT WE HAD TO REVIEW AND RESPOND TO AND DECIDE HOW WE WANTED TO TO DEVELOP A CITY AND MY TEAM THERE ON THE BOTTOM. WE ENDED UP WINNING COMING IN FIRST PLACE. WE WERE ALL JUDGED AND WE ENDED UP WINNING. THESE ARE SOME OF THE FACTORS THAT HAD TO BE CONSIDERED. WE HAD TO PUT IN A HOMELESS SHELTER. Q MARTIN GROCERY STORE WE HAD A FACTORING BUSINESS NEEDS VERSUS RESIDENTIAL NEEDS. AND THE CITY NEEDED TO MAKE ONE POINT FIVE MILLION DOLLARS THE DEVELOPERS NEEDED TO MAKE A

[02:15:03]

RETURN ON INVESTMENT OF THIRTEEN POINT FOUR PERCENT. AND WE ACHIEVED THOSE THINGS AND WE ENDED UP WINNING. AND THEN ONE OF THE SPEAKERS TALKED ABOUT PLANNING AND DEVELOPMENT WHICH WHICH IS WHAT WE'RE GOING THROUGH HERE IN TAMARACK. AND SO THIS IS A PROJECT THAT'S HAPPENING IN D.C. AND WHERE YOU SEE THE GREEN SPACES IS WHERE THE PROJECT EVOLVED. SO INITIALLY THERE WERE SUPPOSED TO HAVE ONLY SIX ACRES OF OPEN AND GREEN SPACE. THEY ENDED UP WITH 12 ACRES OF GREEN SPACE. AND AFTER HAVING A LOT OF DISCUSSIONS WITH THE RESIDENTS THE BUSINESS COMMUNITY RESPONDED. AND THIS WAS A 10 YEAR PROJECT. AND AND THIS DEVELOPER BELIEVES THAT THIS WILL BE A BETTER PROJECT BECAUSE OF THE GREEN SPACE THIS IS JUST A SAMPLE OF SOME OF THE SEMINARS THAT WE HAD TO CHOOSE FROM. SO I WENT TO THE ONE SEMINAR AT TEN FORTY FIVE ON OPPORTUNITY ZONES. BUT I ALSO WANTED TO GO TO THE ONE IN THE SECOND COLUMN THAT FOCUS ON JUVENILE JUSTICE POLICIES BUT UNFORTUNATELY CAN'T GET EVERYTHING AT THE SAME TIME. YOU GUYS HAVE GONE TO CONFERENCES AND KNOW HOW DIFFICULT IT IS TO CHOOSE BETWEEN SOME GREAT TOPICS TO LEARN FROM SO JUST A PICTURE OF OF THE TAMARACK ELECTED OFFICIALS WITH OUR REPRESENTATIVE CONGRESSMAN ALCEE HASTINGS AND SOME OTHER PLACES THAT WE WENT TO IT WAS A GREAT TRIP. MY TEAM WAS FEATURED IN THE SUN-SENTINEL OUR BASKETBALL TEAM. THEY DO THIS ALMOST EVERY SEASON I KNOW OF. GREG I DON'T KNOW IF IT'S SOMETHING YOU SET UP BUT EVERY SEASON A SUNSET COMES OUT AND HIGHLIGHTS DIFFERENT BASKETBALL TEAMS AND THEN I JUST WANT TO DISCUSS THE MASS SHOOTING IN NEW ZEALAND AND IN THAT COUNTRY'S REACTION TO THE MASS SHOOTING. SO IN FLORIDA WE GOT RID OF OUR SHERIFF SCOTT ISRAEL. WE'RE TRYING. SOME PEOPLE WANT TO GET RID OF THE SUPERINTENDENT BUT I DON'T BELIEVE WE'RE ADDRESSING THE TRUE ISSUE WHICH WHICH IS YOU KNOW THE MASS ASSAULT RIFLES. THAT'S WHAT'S CAUSING ALL THE MASS KILLINGS. AND SO WE LOOK AT THE REACTION OF THE PRIME MINISTER OF NEW ZEALAND AND COMPARE THAT TO WHAT WE'RE DOING IN THE US. AND I JUST WANT TO SHARE A QUOTE FROM JOHN WOODEN THE FAMOUS UCLA BASKETBALL COACH HE SAID FAILURE IS NOT FATAL BY FAILURE TO CHANGE MIGHT BE. AND IN FACT THAT'S WHAT IT IS BECAUSE WE HAVEN'T CHANGED. WE'VE JUST HAD MORE FATAL INSTANCES THROUGHOUT THE COUNTRY AND IN THE U.S. SO THESE ARE ALL THE MASS SHOOTINGS JUST THIS YEAR ALONE 61 MASS SHOOTINGS 18 OF THEM IN FLORIDA AND 19 OF ALL I DON'T KNOW HOW MANY FLORIDA LOOKS LIKE A LOT. AND THEN ALL THE MASS SHOOTINGS IN THE U.S. BECAUSE WE REFUSE TO CHANGE OUR OUR GUN LAWS. AND SO 50 PEOPLE IN TWENTY SEVENTEEN STONEMAN DOUGLAS IS THERE. SEVENTEEN AND TWENTY EIGHTEEN. SO BECAUSE WE REFUSE TO CHANGE THESE LAWS THESE THINGS JUST CONTINUE TO HAPPEN. AND YOU KNOW UNFORTUNATELY BECAUSE OF THE MASS SHOOTING ALL STONEMAN DOUGLAS IS KNOWN FOR IS THE MASS SHOOTING. SO I JUST WANT TO SHOW A QUOTE FROM MY LADY MAJORITY STATEMENT SOMEONE DOUGLAS AND WE NEED TO HONOR HER NAME INSTEAD OF AFFILIATING HER NAME EXCUSE ME WITH THE SHOOTING AND JUST SOME QUOTES JUST IN HONOR OF WOMEN'S HISTORY MONTH. DEMOCRATIC PARTY HONORS ALL THE DEMOCRATS SAID THE WOMEN THAT ARE ELECTED AND IN OFFICE JUST SOME QUOTES FROM RUTH BADER GINSBURG AND ALSO WANT TO RECOGNIZE MIKE CERTAIN AGE AND TAMARA H.R. DIRECTOR I THINK THE CITY OF TAMARA HAS A GREAT JOB JUST VISUALLY I HAVEN'T SEEN THE NUMBERS BUT IT LOOKS LIKE WE DO A GREAT JOB OF PROMOTING WOMEN AND HAVING WOMEN IN LEADERSHIP POSITION OR IN SECONDARY LEADERSHIP POSITION. SO WE HAVE THREE WOMEN ON THE CITY COMMISSION. AT ONE POINT I THINK WE HAD A SUPER MAJORITY OF THE WOMEN ON THE CITY COMMISSION AND JUST A QUOTE THAT I REALLY DIDN'T THINK ABOUT UNTIL JUSTICE GINSBURG SAID IT. SHE SAID THE SUPREME COURT WILL HAVE ENOUGH WOMEN WHEN THERE ARE NINE AND LATER ON IN THIS ARTICLE THAT I READ SHE SAID THERE'S BEEN NINE MEN ON THE SUPREME COURT SINCE FOREVER. AND SO WHY SHOULD THERE BE A PROBLEM IF THEY'RE ALL NINE WOMEN ON THE SAME SUPREME COURT. SO THE MAN THAT'S SOMETHING I NEVER THOUGHT ABOUT BUT I JUST THOUGHT THAT WAS INTERESTING. SO AS YOU GUYS KNOW I DID I DID A FUNDRAISER FOR BROWARD HEALTH AND THE WOMEN'S TOO ON THIS FIVE K IN CELEBRATION OF BREAST CANCER AWARENESS RAISED TWO THOUSAND DOLLARS. ONE OF SAM'S COLLEAGUES DAVID TULSA'S HE WAS THERE. THANKFUL FOR HIS SUPPORT AND ALSO I RAN INTO THE DOCTOR I DELIVERED MY BABY SO SHE WAS THERE AS WELL. SO AGAIN RAISING MONEY FOR CANCER. AND DID IT IN SUPPORT OR IN IN THE SPIRIT OF OUR MAN MICHELLE GOMEZ AND OUR FAMOUS TARYN WRIGHT BLOGGER SHARON BARING. A VERY VERY FAMOUS. SO I HOPE THAT THEY BOTH DO WELL IN THEIR FIGHT AGAINST

[02:20:02]

BREAST CANCER THINK WE ALL APPLAUD THEM AND SUPPORT THEM. AND THAT CONCLUDES MY REPORT. THANK YOU VERY MUCH AND THANK YOU FOR YOUR FUNDRAISING EFFORTS AND IT WAS VERY WELL ACKNOWLEDGED AT THE END OF THE RACE. SO I HOPE YOU RECEIVED THE THE INFORMATION FROM THE BOOK OUR FOUNDATION. SO THANK YOU AGAIN. VICE MAYOR. WELL ACTUALLY I'M SORRY MR. FISHMAN MAYOR AMERICAN GOMES COMMISSIONER FISHERMEN ASK

[c. Commissioner Fishman]

THAT IT BE STATED THAT SHE HAS LEFT OUR MEETING TO GO TO THE CAPITAL AND SHE WILL REPORT ON HER ACTIVITIES AT OUR NEXT MEETING. GREAT. THANK YOU VERY MUCH. AS MAYOR. THANK YOU. AS COMMISSIONER GALEN SAID WE WERE IN WASHINGTON. COMMISSIONER

[d. Vice Mayor Placko]

GALEN. COMMISSIONER BOLTON AND I ALONG WITH OUR CITY MANAGER SOME OF THE OFFICES WE DID VISIT WAS THE OFFICE OF GOVERNOR RON DE SANTIS. WE DID VISIT THE JUSTICE DEPARTMENT ECONOMIC DEVELOPMENT AND ADMINISTRATION THE OFFICE OF SENATOR RICK SCOTT AND THE OFFICE OF SENATOR MARCO RUBIO AS WELL AS CONGRESSMAN ALCEE HASTINGS WE WERE SURPRISED WHEN HE JOINED THE MEETING. IT WAS WONDERFUL TO SEE HIM AND SPEAK WITH HIM. AND ONE OF THE THINGS HE SHARED WITH US IS THAT HE BELIEVES THE INFRASTRUCTURE LEGISLATION IS ONE OF THE FEW MAJOR ISSUES THAT CONGRESS SHOULD BE ABLE TO FUND. SO WE'RE KEEPING OUR FINGERS CROSSED. HE ALSO SHARED WITH US THAT HE'S MOVING HIS OFFICE TO TAMARACK SO HE HAS ALWAYS BEEN A STRONG SUPPORTER OF TAMARACK AND NOW HE DEFINITELY HAS A VESTED INTEREST BECAUSE HE IS HERE. WE WERE VERY CONSISTENT. ALL OF US IN MEETING WITH WITH EVERY SINGLE GROUP WE WERE CONSISTENT WITH WHAT OUR MESSAGE IS FROM TAMARACK. WE HAVE TREMENDOUS REDEVELOPMENT OPPORTUNITIES HERE WE ARE. BLESS YOU. WE ARE LOOKING TO REDEVELOP. WE ARE IN NEED OF INFRASTRUCTURE DOLLARS. WE ARE PROPONENTS OF OUR OPPORTUNITY ZONES. THE TWO OF THEM AND WE ARE LOOKING FOR BUSINESSES TO TAKE ADVANTAGE OF THAT TRANSPORTATION. I KNOW BOTH GENTLEMEN KEPT ROLLING THEIR EYES BACK IN THEIR HEAD BECAUSE I WAS CONSTANTLY TALKING ABOUT OUR TRANSPORTATION ISSUES. WE ARE IN DIRE NEED OF FIBER OPTICS AND WE VEHEMENTLY OPPOSE THE EVER GREAT EVERGLADES DRILLING. WE WERE CONSISTENT IN EVERYWHERE WE WENT WE ALSO TALKED TO THEM ABOUT FEMA REIMBURSEMENT WHICH IS SLOW IN COMING. AND SEVERAL OF THE PEOPLE WE SPOKE TO ACTUALLY MADE NOTE OF THAT. SO WE'RE HOPING MAYBE WE WILL FIND A WAY TO MOVE THAT ALONG. IT WAS A VERY VERY VALUABLE TRIP IN MEETING WITH THE ECONOMIC DEVELOPMENT ADMINISTRATOR WE FOUND OUT THAT OUR AREA IS ACTUALLY ON THE ATLANTA REGIONAL AREA.

AND WHEN THEY SPOKE TO THE GENTLEMAN THAT RUNS THAT HE WOULD BE MORE THAN HAPPY TO COME DOWN HERE FOR A VISIT. SO WE ARE OFFERING HIM A TOUR OF OUR CITY TO SEE WHAT IT IS WE HAVE TO OFFER BECAUSE THERE ARE GRANTS AVAILABLE THROUGH THEM THAT WE DON'T KNOW ABOUT BUT WE'D LIKE TO TAKE ADVANTAGE OF THAT WE'RE GOING TO DEFINITELY FOLLOW UP ON THAT ISSUE. WE ALSO FOUND OUT THAT THERE ARE COPD PROBABLY COPD PROGRAM WHICH IS COMMUNITY ORIENTED POLICING SERVICES OFFICE NOT ARE COPD PROGRAM. THERE IS A GRANT AVAILABLE THERE. SO WE'RE DEFINITELY GOING TO LOOK INTO TAKING ADVANTAGE OF THAT. SO IT WAS A VALUABLE TRIP FOR ALL OF US. I WANT TO THANK MY COLLEAGUES. WE HAD A GREAT TRIP. I APPRECIATE ALL THE SUPPORT WE HAD THERE. THANK YOU. THANK YOU VERY MUCH. IT HAS BEEN VERY BUSY MONTH SINCE OUR LAST

[e. Mayor Gomez]

REPORTS PLANNING COUNCIL WAS HELD. I WENT TO AN CHARITY EVENT BY BIT BY BIT WHICH IS ALSO DUE AS SUPPORTING OF EQUINE THERAPY AND THEY ARE DOING SOME EQUINE THERAPY FOR ANYBODY WHO'S BEEN INVOLVED IN THE M.D. SITUATION AND YES COMMISSIONER GALEN YOU ALL RIGHT. MARTIN SILLMAN DOUGLAS SHOULD NOT BE KNOWN ONLY FOR A TRAGEDY BUT IT SHOULD BE KNOWN FOR SUPPORT. IT SHOULD BE KNOWN FOR STRENGTH. AS THIS WOMAN WAS HAD THE PLEASURE OF ATTENDING JUNIOR ACHIEVEMENTS WOMEN CUTTING AND UNVEILING YESTERDAY WITH TO CONGRATULATE AND THANK THE LILLIAN S. WELLS FOUNDATION. FLORIDA PANTHERS JAM FAMILY ENTERPRISES AND SANDRA AND BOB MORRIS LOSS FOR THEIR DEDICATION AND THEIR COMMITMENT TO JUNIOR ACHIEVEMENT JUNIOR ACHIEVEMENT IS A EXCELLENT PROGRAM. IT IS IN OUR FIFTH AND OUR EIGHTH GRADES AND WHERE IT GOES INTO OUR SCHOOLS. BUT THERE IS ALSO THE ABILITY FOR KIDS TO GO THROUGH THE PROGRAM AND LEARN FINANCES LEARN HOW TO OPERATE A BUSINESS. THEY ACTUALLY HAVE A BEAUTIFUL PLAQUE THEY

[02:25:01]

HAVE OF CITY GOVERNMENT THERE ARE THEY MOSTLY WITH BROWARD COUNTY GOVERNMENT BUT THERE'S A PLAQUE THERE THAT SAYS LOCAL CITIES THAT SUPPORT JUNIOR ACHIEVEMENT OF SOUTH FLORIDA AND I AM VERY PROUD THAT THE CITY OF TAMARACK IS LISTED THERE. HAD THE PLEASURE AS I MENTIONED EARLIER OF ATTENDING AND PARTICIPATING IN THE MARCH.

MEALS ON WHEELS AND WE HAVE MANY RESIDENTS IN OUR CITY WHO BENEFIT FROM THIS WONDERFUL PROGRAM AND THEY WERE PLEASED TO HAVE ME COME BY SOMEWHERE ADMITTEDLY WISHED WANTED TO BE DRESSED UP WHICH I THOUGHT WAS VERY LOVELY BECAUSE THERE WAS ABSOLUTELY NO NEED TO DRESS UP FOR FOR MY APPEARANCE. THEY'RE VERY APPRECIATIVE OF THE VOLUNTEERS WHO COME AND DELIVER THE MEALS AND SO THANK YOU AGAIN TO EVERYBODY WHO HELPS PARTICIPATE WHETHER THEY'RE VOLUNTEERING THEIR TIME DONATING MONEY HELPING WITH FOOD AND ALSO THERE'S A PROGRAM THAT THEY'VE ESTABLISHED FOR PETS AS WELL BECAUSE MANY OF US WHO LOVE OUR LITTLE FOUR BABIES WILL SOME WE'LL DEFINITELY GIVE THEM A COOKED MEAL AND THEN MAYBE NOT EAT THEIR OWN. AND SO WE NEED TO MAKE SURE THAT OUR SENIORS ARE EATING THEIR MEALS FOR THEMSELVES AND THEIR PETS OR EATING THEIR MEALS HAD THE PLEASURE OF REPRESENTING OUR CITY BY ATTENDING THE SWEARING IN FOR SCOTT BROOK OUR NEW MAYOR IN CORAL SPRINGS AND WE WISH HIM GREAT SUCCESS APPRECIATE ALL THE EFFORTS GOING INTO OUR FOURTH STRATEGIC PLANNING BY EVERYBODY ON STAFF AND THE TWO GENTLEMEN WHO CAME IN TO FACILITATE OUR PROGRAM. ONE OF THINK VSO FOR WORKING WITH ROB'S BAGEL LAND FOR THEIR FUNDRAISING PROGRAM FOR SPECIAL OLYMPICS AND OUR COPS WHO PARTICIPATED AND WERE WAITSTAFF AND WERE VERY HELPFUL AND THEY WERE AMAZING. THANK YOU. IT WAS GREAT. I HAD THE PLEASURE. I WAS NOT ABLE TO TRAVEL OUT OF TOWN. I'M KIND OF ON A BAN RIGHT NOW UNTIL. ABOUT LONG AND LONGER POSSIBLY JUNE WOULD BE NICE BUT MIGHT BE SEPTEMBER ANYHOW. BUT WHILE EVERYBODY WAS AWAY DOING THE BUSY BUSINESS OF THE CITY I HAD THE PLEASURE OF WELCOMING THE TAMARACK UNIVERSITY STUDENTS. WE HAVE 60 OF THEM HERE AND IT WAS WONDERFUL TO BE ABLE TO SEE THEM. THEY REPRESENT THROUGHOUT THE WHOLE ENTIRE CITY AND THANK OUR CITY STAFF FOR BEING SO DEDICATED THAT EVERYBODY WHO WAS HERE WHO HAS AN INTEREST IN IT IS ABLE TO PARTICIPATE AND YOU HAVE BEEN ABLE TO ASSIST THEM AND IT'S GOING TO BE A GREAT PROGRAM. AND I KNOW THAT WE WILL DO INTRODUCTIONS AGAIN THIS COMING WEEK. I BELIEVE WITH THE REST OF THE COMMISSION AS WE KNOW WE HAD THE WOMEN'S HISTORY MONTH AND EVENTS AND BY NO MEANS DID I MEAN TO BELITTLE ANYBODY THINKING THAT WOMEN ARE NOT IMPORTANT OR READING THE PROCLAMATIONS IT WAS MY UNDERSTANDING FROM OUR MEETING AND OUR CONSENSUS THAT ONE WAS SUFFICIENT AND THAT IF THERE WAS NOBODY HERE TO SPECIFICALLY ACKNOWLEDGE OR RECEIVE THEIR AWARDS IT WAS NOT TO BE READ. AND AGAIN WE WILL DEAL WITH THAT AT A WORKSHOP. THANK YOU VERY MUCH THE CHAMBER OF COMMERCE FOR HAVING THE STATE OF THE CITY DURING ITS MEETING OUR LAST MEETING. AND I ALSO WANT TO SAY THANK YOU TO PURE ACCLAIM FOR BEING AN EXCELLENT BUSINESS IN OUR CITY. AND THEY DID DO THE HUNDREDTH FLOOD IT WAS A PLEASURE TO ATTEND. AND I AM HONORED TO HAVE RECEIVED A KEY TO THE FLAT HOUSE ALSO HAD THE OPPORTUNITY OF ATTENDING MILLENNIUM COLLEGIATE ACADEMIES CHINESE NEW YEAR OUR STUDENTS THERE ARE LEARNING ALL ABOUT CHINA LEARNING AND THEY HAD THE WHOLE PERFORMANCE AND THEY SAYING THEY DID POETRY THEY DANCE ALL THE SPEAKING WAS DONE IN CHINESE AND THEY DID AN EXCELLENT JOB AND WE WILL HAVE A PROCLAMATION FOR A WINNER OF AN EVENT IN A COMPETITION THAT WAS HELD IN VEGAS AT OUR APRIL MEETING.

LOOK FORWARD TO GIVING YOU MORE INFORMATION ABOUT THAT. SO LADIES AND GENTLEMEN THANK YOU VERY MUCH FOR YOUR TIME. ENJOY THE WEEK TAKE YOUR.
