ITEM 9B IS TEMPORARY BOARD ORDER 73 BOARD ORDER APPROVING VARIANCE APPLICATION FOR MCDONALD'S PINE ISLAND FROM SECTION 10-4.3 SUBSECTION D SUBSECTION 2.

WE'RE GOING TO PUT THIS THROUGH A MAJOR REMODEL.

THIS MCDONALD'S BEEN HERE FOR 25 YEARS.

IT'S CURRENTLY A 31 SQUARE SQUARE FOOT, 3,100 SQUARE FOOT RESTAURANT WITH A SINGLE DRIVE THRU LANE.

WE'RE PROPOSING TO ADD A SECOND DRIVE THRU LANE, WHICH IS A SPECIAL EXCEPTION THAT WE'RE REQUESTING HERE.

THE SECOND REQUEST IS FOR A PARKING VARIANCE.

THE CODE OF THE YEAR IS CHANGED.

WE ONLY HAVE 24 PARKING SPACES TODAY ON THE SITE.

WE DON'T HAVE ANY ROOM TO ADD ADDITIONAL SPACES, SO WE'RE REQUESTING A VARIANCE FOR THE CODE REQUIRED 28 SO FOUR SPACE VARIANCE.

I'LL RUN THROUGH A QUICK PRESENTATION HERE.

THE SPECIAL EXCEPTION TO ON APPROVALS FOR THE SECOND DRIVE THRU LANE PARK VARIANTS FOR FOUR PARKING SPACES FROM THE REQUIRED 28 AND WE'RE GOING TO REQUEST A MINOR SITE PLAN APPROVAL TO MODIFY THE EXTERIOR BUILDING ELEVATIONS AND ADD A SMALL ADDITION TO THE DRIVE THRU BOOTH.

THIS IS THE CURRENT SITE YOU SEE THE SINGLE DRIVE THRU LINE AND YOU HAVE A LOADING ZONE BEHIND THE BUILDING AND A SINGLE DRIVE THRU LANE TODAY.

ALL THE SITE ACCESS AND CIRCULATION WILL REMAIN EXACTLY THE SAME TODAY.

THE PARKING CONFIGURATION WILL BE THE SAME.

THIS IS JUST THE SURVEY SHOWING YOU WHAT'S EXISTING TODAY.

HERE'S THE PROPOSED SITE PLAN.

AS YOU CAN SEE, WE'RE ADDING THE TWO THE SECOND DRIVE THRU LANE.

SO WE HAVE TWO IN THE REAR.

SO IT ALLOWS CUSTOMERS TO MOVE THROUGH THE DRIVE THRU WITH GREATER EFFICIENCY AND SPEED.

THERE'S ALSO A SMALL DRIVE THRU ADDITION.

WHAT THAT DOES, IT SEPARATES THE PAY BOOTH FROM WHERE YOU PICK UP YOUR FOOD AND ALLOWS FOR BETTER COORDINATION WITH THE KITCHEN.

RIGHT NOW, THE SITE IS LEGALLY NON-CONFORMING WITH REGARDS TO PARKING, BUT OVER THE YEARS SINCE THIS WAS ORIGINALLY DEVELOPED, THE CODE HAS CHANGED.

WE'RE REQUESTING THE VARIANCE TO BRING THE SITE INTO COMPLIANCE.

ALMOST 70% OF OUR BUSINESS IS DONE THROUGH THE DRIVE THRU TODAY, THE PROPOSED 24 PARKING SPACES ARE MORE THAN SUFFICIENT TO OPERATE.

WE ALSO HAVE CROSS PARKING WITH THE SHOPPING CENTER.

NOT A SPECIFIC AMOUNT, BUT WE DO HAVE THAT CROSS PARKING AVAILABLE.

HERE'S THE SMALL 85 SQUARE FOOT ADDITION.

THERE'S NO INCREASE IN CUSTOMER SERVICE AREA.

IT'S JUST THE DRIVE THRU BOOTH AREA WHERE THE YOU WOULD PAY FOR YOUR FOOD AND THAT FIRST WINDOW, IT SPACES OUT THE PAY FROM PICKUP, LIKE I MENTIONED BEFORE, AND CREATES BETTER COORDINATION WITH THE KITCHEN SO CUSTOMERS CAN MOVE THROUGH THE DRIVE THRU WITH GREATER EFFICIENCY AND SPEED.

THIS IS THE COLLEGE SITE PLAN HERE.

WE'RE ADDING TREES, GROUND COVER AND SOD THROUGHOUT THE SITE, WHEREVER WE COULD COULD FIT IT.

SO WE'RE PRETTY DENSELY PACKED WITH LANDSCAPING WITH THIS REQUEST.

HERE'S JUST THE COLORED ELEVATIONS, YOU KNOW, TODAY IT'S GOT THAT DOUBLE MANSARD, THE OLD TIRED LOOK OF THE MCDONALD'S OF THE PAST.

SO WE'LL HAVE A NEW, NEW, INVIGORATED, MODERN LOOK TO THE BUILDING.

THERE'S A DRIVE THRU SITE. AND WITH THAT, I'D BE HAPPY TO ANSWER ANY QUESTIONS THE BOARD MIGHT HAVE.

SO I THINK IN THE STAFF REPORT, THE PROPERTY APPRAISER WAS LISTING THE SQUARE FOOTAGE INCORRECTLY.

SO AT 3,185 WITH THE PARKING CALCULATION, THE REQUIREMENT WOULD BE ACTUALLY 26 SPACES THAT WOULD BE REQUIRED AT ONE PER 125. NOT 28.

ALL RIGHT. SO HERE'S THE DIFFERENCE IN A CALCULATION.

IF YOU GOT 3,100 OF THE BUILDING THERE WHEN THIS WAS BUILT, THEY DIDN'T CALCULATE THE COOLER FREEZER.

SO WE HAVE 226FT² TO BASICALLY 227.

SO WITH THAT PLUS THE 85 SQUARE FOOT ADDITION TO BRING IT TO 3,411.

AND WHEN YOU DO PER PER 125, IT'S 27.3.

IN THIS SHOPPING CENTER IN GENERAL.

AND THE MCDONALD'S SPECIFICALLY PARKING IS OTHER THAN THE DAY BEFORE THANKSGIVING, PROBABLY PARKING IS NEVER AN ISSUE.

SO I'M NOT CONCERNED ABOUT THE PARKING SPACE.

THE ONE ISSUE I WOULD SAY THIS MCDONALD'S DOES HAVE IS THE DRIVE THRU LANE BACKS UP A LOT DURING THE BUSY HOURS.

SO I THINK ADDING THE SECOND DRIVE THRU LANE WOULD ALLEVIATE THE ONLY ISSUE I SEE WITH THIS MCDONALD'S.

UM, ITEM TEMPORARY ORDINANCE 2525, WHICH WAS AN ORDINANCE BANNING OR PROHIBITING SELF-STORAGE FACILITIES THAT WAS HEARD BY THE CITY COMMISSION ON FIRST READING AND IS GOING ON MAY 10TH FOR ADOPTION ON SECOND READING.

AS WELL AS A TEMPORARY BOARD ORDER 70, WHICH IS THE BOARD ORDER FOR WORTHY MOMENTS BANQUET HALL.

THAT ITEM WAS APPROVED BY THE CITY COMMISSION.

THE APPLICANT PROFFERED TWO ADDITIONAL CONDITIONS, ONE BEING TO IMPROVE THE LIGHTING ON THE SITE AND THE NEXT BEING TO ADD SECURITY AT EACH EVENT.

AND THAT WAS APPROVED BY THE CITY COMMISSION AS WELL.
