THE MOST IMPORTANT THING THAT WE DO IS WE DETERMINE THE VALUE OF EVERY PIECE OF PROPERTY IN BROWARD COUNTY FOR TAX PURPOSES.

WHERE THERE'S RESIDENTIAL, COMMERCIAL, TANGIBLE PERSONAL PROPERTY ARE ESSENTIALLY ASSESS PROPERTY WHICH ARE RAILROADS.

EVEN THOUGH THE PEOPLE ON OUR OFFICE DO A VERY GOOD JOB AND THEIR ASSESSMENTS ARE VERY ACCURATE, MISTAKES CAN OCCUR OR MAYBE A RESIDENT OF TAMARAC HAS INFORMATION THAT WE DON'T HAVE THAT CAN HELP US ADJUST THEIR MARKET VALUE, WHICH COULD BRING DOWN THEIR ASSESSED VALUE, WHICH COULD BRING DOWN THEIR PROPERTY TAXES.

IF THEY DON'T VOTE, WHERE THE DECLARATION OF DOMICILED, WHERE THEIR CARS REGISTERED TO, THEY GET A HOMESTEAD EXEMPTION.

WHAT THAT DOES IS IT TAKES 50,000 DOLLARS OF VALUE OFF THE TACTUALLY NO LONGER PAY TAXES ON.

IT CAN SAVE THEM AT THE BEGINNING, 800, 900 MAYBE A 1,000 BUCKS A YEAR.

BUT MOST IMPORTANTLY, IT REALLY PROTECTS THEM GOING FORWARD BECAUSE EVERY YEAR THEREAFTER, THE VALUE OF THEIR TAXING CANNOT GO MORE THAN A MAXIMUM OF 3 PERCENT.

YOU HAVE 21,567 HOMESTEAD EXEMPTIONS HERE IN TAMARAC.

YOU HAVE 3,040 LOW-INCOME SENIORS WHO RECEIVE A PRETTY LARGE EXEMPTION.

SOMETHING I WANT TO THANK YOU ALL FOR IS YOU ALSO HAVE 370 LONG-TERM SENIORS WHO PAY NO PROPERTY TAXES OF TAMARAC OR THE COUNTY COMMISSION.

THAT IS REALLY WONDERFUL.

I WANT TO THANK YOU-ALL FOR ADOPTING THAT BECAUSE THAT'S SOMETHING THE CITY ITSELF HAD TO ADOPT.

NOT EVERY CITY IN BROWARD COUNTY HAS ADOPTED THE LONG-TERM SENIOR EXEMPTION.

WHEN I TRIED TO EXPLAIN TO THOSE CITIES, IS THAT IF YOU ADOPT THAT EXEMPTION, NOT A WHOLE LOT OF SENIORS QUALIFIED FOR THIS.

IT'S A DROP IN THE BUCKET WHEN IT COMES TO THE LOSS OF REVENUE.

BUT THOSE SENIORS WHO STRUGGLED TO MAKE ENDS MEET EVERY SINGLE DAY YOU GET TO SAVE A LOT OF MONEY AND PUT THAT MONEY IN THEIR POCKET AND HAVE A BETTER LIFE.

TAMARAC WAS ONE OF THE LEADERS WHEN IT CAME TO ADOPTING THAT.

I HOPE EVERY SINGLE CITY FOLLOW YOUR LEAD AND DOES THAT.

YOU ALSO HAVE TWO FIRST RESPONDERS WHO ARE TOTALLY PERMANENTLY DISABLED THAT PAY NO PROPERTY TAXES.

YOU HAVE FIVE CURRENTLY DEPLOYED MILITARY MEMBERS OF THE MILITARY WHO GET A TAX DISCOUNT AS A RESULT OF THEIR SERVICE IN THE MILITARY AND BEING RESIDENTS OF TAMARAC.

THE AVERAGE ASSESSED VALUE FOR A SINGLE-FAMILY HOME IN THE CITY OF TAMARAC IS RIGHT ABOUT 195,160 DOLLARS.

THE AVERAGE TAXABLE VALUE IS ABOUT 152,453.

BUT IF YOU LOOK AT THIS SALES PRICE FOR AN AVERAGE HOME IN THE CITY OF TAMARAC, THE AVERAGE SALES PRICE FOR A SINGLE-FAMILY HOME IS $530,035.

THAT'S A PRETTY SIGNIFICANT NUMBER AND A BIG INCREASE FROM LAST YEAR.

THERE ARE 14,017 CONDOMINIUM PARCELS HERE IN THE CITY OF TAMARAC.

THE AVERAGE ASSESS VALUE IS ABOUT $96,216.

THE AVERAGE TAXABLE VALUE IS $69,733, BUT THE AVERAGE SALE PRICE FOR A CONDOMINIUM PARCEL IS ABOUT A $180,571, ALSO A SIGNIFICANT INCREASE FROM LAST YEAR AS WELL.

WITH THAT SAID, THE LAST THING I WANTED TO QUICKLY BRING UP, MADAM MAYOR, IS SOMETHING THAT'S NEAR AND DEAR TO MY HEART.

I THINK IT'S VERY IMPORTANT FOR THE REDNESS OF TAMARAC TO HEAR ABOUT SOMETHING THAT CAN AFFECT THEM AND WHERE SOMEBODY CAN STEAL THEIR PROPERTY.

UNFORTUNATELY, SOUTH FLORIDA IS THE TITLE FRAUD CAPITAL OF THE WORLD.

YOU HAVE JUST SOME TERRIBLE PEOPLE THERE.

I THINK THEY'RE CRIMINALS AND WHAT THEY DO IS THEY WALK INTO THE RECORD AND DIVISIONS FOR EVERY COUNTY, THEY FALL FATE DEEDS ON PEOPLE'S PROPERTIES, AND THEY TAKE THOSE DEEDS AND THEY TRY TO EXTORT PEOPLE FOR MONEY OR MORTGAGE, RENT, OR SELL THEIR PROPERTY.

THE REASON IT'S SO EASY FOR THEM TO DO IT IS BECAUSE THE RECORD AND DIVISION FOR EVERY SINGLE COUNTY HAS A MINISTERIAL DUTY.

THEY HAVE TO ACCEPT WHATEVER DOCUMENT IS FILED WITH THEM.

YOU HAVE THESE FRAUDSTERS, THEY WALK INTO THE RECORD AND DIVISIONS, THEY FILE THE FAKE DEEDS AND THEY DO SOMETHING NEFARIOUS WITH IT.

WE WANTED TO GIVE THE PEOPLE AT BROWARD COUNTY TO FIGHT THE FRAUD BEFORE THE FRAUD OCCURS.

IN ABOUT A YEAR AGO, WE CAME UP WITH A GREAT PROGRAM.

WE SPENT NO TAXPAYER DOLLARS DOING IT AND WE'VE HAD ABOUT A 180,000 PROPERTY SIGNED UP SO FAR, AND IT'S FREE TO THE PUBLIC AND IT'S CALLED OWNER ALERT.

IT'S A NOTIFICATION SYSTEM TO LET YOU KNOW IF SOMEBODY HAS FILED A DOCUMENT, CHANGING OWNERSHIP OF YOUR PROPERTY.

WHAT THEY DO IS THEY TRY TO PICK ON OUR MOST VULNERABLE PEOPLE, PEOPLE THEY THINK THEY CAN EASILY GET AWAY WITH IT, AND IT'S DISGUSTING AND TERRIBLE AND I WANT TO PUT AN END TO IT.

WE'VE ACTUALLY RECENTLY BEEN WORKING WITH LAW ENFORCEMENT AND WE'VE BEEN BUILDING CRIMINAL CASES AGAINST PEOPLE WHO ARE DOING THIS ON A BIG SCALE.

I'LL GIVE YOU A COUPLE OF EXAMPLES.

WE WORKED WITH THE US ATTORNEY'S OFFICE FOR THE SOUTHERN [INAUDIBLE] FLORIDA TO PROSECUTE AND CONVICT TWO PEOPLE WHO STOLE MILLIONS OF DOLLARS OF PROPERTIES HERE IN BROWARD COUNTY.

THE WAY THAT THEY DID IT IS ONE SPOUSE WORKED FOR ONE OF THE HOSPITAL DISTRICTS AND THE OTHER SPOUSE WAS IN THE REAL ESTATE INDUSTRY.

THE SPOUSE WHO WORKED AT A HOSPITAL DISTRICT, WOULD FIND OUT WHEN PEOPLE WOULD PASS ON.

SHE WOULD THEN GIVE THAT INFORMATION TO HER SPOUSE THAT WORKED IN THE REAL ESTATE INDUSTRY.

HER SPOUSE WOULD THEN TAKE THAT INFORMATION, FIND OUT IF THEY OWN PROPERTY HERE AND IF THEY HAD ERRORS HERE, IF THEY OWN PROPERTY HERE WITH NO ERRORS HERE, THEY WOULD FILE A FAKE DEED AND THEY WOULD STEAL THE PROPERTY.

FORTUNATELY, THEY'RE BOTH GOING TO JAIL FOR A VERY LONG TIME.

I THINK THAT'S A GREAT THING.

ONE OTHER EXAMPLE IS RECENTLY, WE WERE ABLE TO HELP THE BROWARD SHERIFF'S OFFICE, THE US SECRET SERVICE, AND THE [INAUDIBLE] POLICE DEPARTMENT ARREST A MAN WHO DECIDED THAT HE WANTED TO STEAL A SENIORS PROPERTY AND TAKE A LARGE MORTGAGE ADD ON IT IN SOUTHWEST RANCHES.

THE WAY THAT HE OPERATED WAS HE FOUND OUT THAT THERE WAS A MAN THAT OWNED ABOUT FIVE ACRES OF PROPERTY AND SOUTHWEST RANCHES. IT WAS ALL PAID OFF.

WHAT HE DID WAS HE FILED A FAKE CORPORATION AND PUT HIMSELF AS THE DIRECTOR OF THE CORPORATION.

BUT FORTUNATELY, HE WAS ALSO CALLED AS WELL AND HE IS NOW GOING TO BE STANDING TRIAL FOR WHAT HE'S BEEN ALLEGED TO DO.

I WANTED TO BRING THAT UP BECAUSE I WANT EVERY SINGLE PERSON WHO IS A POTENTIAL FRAUDSTER AND THINKING ABOUT DOING THIS TO KNOW THAT THEY'RE NOT WELCOME IN BROWARD COUNTY, AND IF THEY DO IT HERE, WE'RE GOING TO WORK VERY HARD TO PUT THEM IN JAIL FOR A VERY LONG TIME.

I WANTED TO LET THE PUBLIC KNOW BECAUSE WE HAVE A VERY AGGRESSIVE FRAUD DIVISION THAT IS WORKING ON THIS, IF ANYBODY THINKS THAT SOMEBODY HAS FILED SOMETHING CHANGING OWNERSHIP OF THEIR PROPERTY, THAT'S NOT LEGIT, IF THEY KNOW SOMEBODY TRYING TO DEFRAUD SOMEONE OUT OF THE PROPERTY, PLEASE CALL US, LET US LOOK INTO IT.

AS SUCH, THE SPECIAL CONDITIONS AND LITERAL ENFORCEMENT OF THIS PROVISION WOULD EFFECTIVELY DEPRIVED THE LANDOWNER RIGHTS COMMONLY ENJOYED BY OTHER PROPERTIES AND WOULD RESULT IN UNNECESSARY AND UNDUE HARDSHIP.

THE VARIANCE WOULD NOT CONFER ANY SPECIAL PRIVILEGES TO THE LANDOWNER THAT IS DENIED BY LAW TO OTHER SIMILARLY SITUATED PROPERTY SUBJECT TO THE STANDARD FROM WHICH THE VARIANCE IS SOUGHT.

THE UNITED STATES DOES HAVE A SIGNIFICANT INVESTMENT IN HONDURAS, WHERE A BUSINESS PARTNER WITH THE NATION SPENDING $246 MILLION A YEAR ON COFFEE, $216 MILLION ON BANANAS AND PLANTINGS, $161 MILLION ON FRESH FRUIT, $57 MILLION ON PROCESS FROM VEGETABLES, AND $54 MILLION ON FRESH VEGETABLES.

ONE OF THE PURPOSES OF HAVING A CONNECTION WITH LOCAL GOVERNMENT IS BECAUSE WE HAVE A DIRECT LINE WITH OUR STATE AND FEDERAL GOVERNMENT, OR STATE AND FEDERAL LOBBYISTS.

OR HAVE DIRECT LINES TO OUR CONGRESS PEOPLE, OR SENATORS, WHO CAN THEN INTERACT WITH THE PRESIDENT AND MOVE ACTION FORWARD AND SO WHAT THEY'RE ASKING FOR IS FOR US TO JUST SIMPLY MAKE A STATEMENT THAT WE SUPPORT THE CONTINUATION OF TPS, OTHERWISE KNOWN AS TEMPORARY PROTECTED STATUS FOR HONDURAN.

THE STATUS WAS FIRST GRANTED AND THIS IS ALL ON YOUR INFORMATION.

IN 1999 AS A RESULT OF A HURRICANE THAT KILLED 10,000 PEOPLE AND CAUSE OVER $5 BILLION IN DAMAGES.

THEN THAT WAS SET TO END, I BELIEVE, IN 2017.

BUT THEN IT WAS ALSO EXTENDED AGAIN THROUGH JANUARY 5TH OF 2022.

IT WAS SUPPOSED TO END EARLY THIS YEAR, BUT IT DID NOT END BECAUSE OF SOME LEGAL CHALLENGES.

MOST RECENTLY IT WAS ANNOUNCED THAT IT WOULD END IN DECEMBER 31ST OF THIS YEAR.

THE ASK IS TO EXTEND IT BEYOND THAT POINT BECAUSE NUMBER 1 COVID-19 IN THE PANDEMIC, THERE WAS SOME RAMIFICATIONS THERE.

THEY HAD TWO CATEGORY FOR HURRICANES [INAUDIBLE], WHICH CAUSE SIGNIFICANT DAMAGE, DESTROYING ROADS, HOMES, HOSPITALS AND CRITICAL INFRASTRUCTURE.

THE LOSS WAS 80 PERCENT OF THE AGRICULTURE AND $1.86 BILLION IN DAMAGES.

CURRENTLY, THERE'S ABOUT 57,000 HONDURANS IN THE UNITED STATES.

MOST OF THEM OR SOME OF THEM HAVE US BORN CHILDREN.

IF WE SENT THOSE PEOPLE BACK HOME, THEY WOULD BE IN UNFAMILIAR LAND AND TERRITORY AND NO INFRASTRUCTURE TO PROVIDE FOR THEMSELVES.

WHEN THERE'S A NATIONAL DISCUSSION ABOUT IMMIGRATION AND STOPPING PEOPLE FROM COMING HERE, PEOPLE WON'T COME HERE IF THERE'S STABILITY AND STRUCTURE AND INFRASTRUCTURE IN THEIR HOME COUNTRIES.

MOST IMPORTANTLY, 22 PERCENT OF THE GROSS DOMESTIC PRODUCT.

THE FINANCIALS OF HONDURAS COME FROM HONDURAS AND THE UNITED STATES THAT SENDS MONEY BACK HOME.

REGARDLESS OF WHAT COUNTRY PEOPLE COME FROM, JAMAICA, HAITI, AFRICA, OTHER COUNTRIES IN LATIN AMERICA, MOST PEOPLE FEEL A KINSHIP WITH THEIR RELATIVES BACK HOME AND THEY SENT A PORTION OF THEIR INCOME BACK HOME AND FOR HONDURANS THAT REPRESENTS $5.7 BILLION.

IF WE SENT THOSE PEOPLE BACK HOME, THAT WOULD HAVE AN ECONOMIC IMPACT HERE IN THE UNITED STATES WITH THOSE PEOPLE LEAVING IN THEIR US SHOPS AND THEN GOING BACK HOME AND THEN THOSE $57 BILLION IN FUNDING WOULD NO LONGER GO BACK HOME.

GIVEN THE ENVIRONMENTAL CHALLENGES, THE DISRUPTIVE LIVING CONDITIONS THAT ARE IN HONDURAS, MR. JUAN FLORES AND HIS ORGANIZATION IS ASKING THAT THIS COMMISSION JOIN THE CITY OF MIAMI, JOIN BROWARD COUNTY GOVERNMENT, JOIN, WAS IT THE CITY OF MIAMI, MIAMI-DADE COUNTY.

OTHER CITIES AND COUNTY AGENCIES THAT JUST SIMPLY EXPRESS SUPPORT TO THE BIDEN ADMINISTRATION AND EXTEND IT TO TPS HONDURAS.

THERE'S SIGNIFICANT ECONOMIC IMPACT, NOT JUST FOR THE UNITED STATES, BUT ALSO FOR THE NATION OF HONDURAS.

THERE'S ACTUALLY 200 UNITED STATES COMPANIES THAT OPERATE IN THE COUNTRY OF HONDURAS.

AS THE RESIDENTS STATED EARLIER, MS. MICHELSON, THE WAY THIS WAS DRAFTED, IT HAD THE RIGHT INTENT BUT IT'S NOT CLEAR IN TERMS OF SOME OF THE LANGUAGE.

AS MS. LIEBERMAN STATED, IT'S IMPORTANT TO BE ABLE TO CLEARLY IDENTIFY THE HOMES AND IN PARTICULAR COMMUNITY.

I'VE SEEN THIS ISSUE NOT JUST IN THE WOODLANDS BUT IN OTHER COMMUNITIES SO OBVIOUSLY I'M ON THE BALLOT IN NOVEMBER AND AS I WALK THROUGH DIFFERENT NEIGHBORHOODS AND COMMUNITIES THERE ARE SOME HOMES WHERE I CAN CLEARLY IDENTIFY THE ADDRESS THAT I'M LOOKING FOR TO MEET WITH A RESIDENT AND THEN OTHERS WHERE IT'S NOT QUITE CLEAR.

FOR THIS PARTICULAR INCIDENT WE HAVE THE LANGUAGE AND EVERYONE HAS LANGUAGE IN FRONT OF THEM.

JIM, I DON'T KNOW IF YOU CAN PULL IT UP SO THE AUDIENCE CAN SEE.

YES I KNOW ALL ABOUT THE SIGN THE HANGING FROM THE POLE, OR THE TREE AND I WOULD HAVE NO ISSUE WITH THE CHANGE OF THE NO SIGN SHALL BE A FIX TO OR HUNG TO FROM TREES, UTILITY POLES, TRAFFIC SIGNS, OR OTHER PUBLIC INFRASTRUCTURE.

WHAT I HAVE ISSUE WITH ON BEHALF OF RESIDENTS I HAVE SPOKEN WITH OVER THE PAST FIVE DAYS SINCE THIS CAME OUT WAS THAT OUR HOUSES DON'T ALWAYS FACE THE SAME WAY, THEY'RE NOT ROW HOUSES.

SOME ARE FACING EAST, SOME ARE FACING WEST.

SOME HOUSES ARE ON A HILL LIKE 4911 WOODLANDS BOULEVARD.

IF WE MANDATE THAT IT HAS TO BE ON THE SIDE OF THE HOUSE THEN YOU'RE NOT GOING TO SEE IT BECAUSE THE HOUSE IS ON A HILL AND FOREVER THEY'VE HAD A LITTLE SIGN AT THE BOTTOM OF THE HILL WITH 4911 ON A LIGHT.

ALSO THIS COMMUNITY DOES NOT HAVE MAILBOXES ON THE STREET LIKE OTHER COMMUNITIES MAY HAVE IT'S AN OLDER COMMUNITY.

MAILBOXES ARE ALL UP AGAINST THE HOUSE.

WE HAVE NOT ACTUALLY DISCUSSED THIS WITH SOME OF THE RESIDENTS TO SEE IF THIS WOULD BE A HARDSHIP ON SOME OF THEM.

SOME OF THEM MAY NOT WANT CERTAIN THINGS LIT AT NIGHT.

PLUS THE IDEA OF BEING HARD TO FIND IT MIGHT'VE BEEN TRUE IN THE PAST BUT TODAY'S DAY AND AGE WITH ALL OF OUR GPS AND I'VE ASKED OUR PUBLIC SAFETY, OUR FIREFIGHTERS AND OUR POLICE, THEY HAVE GPS IN THEIR CARS, THEY ALSO HAVE A REALLY BIG MAP OF THE CITY AND THEY KNOW WHERE THEY'RE GOING.

IT USED TO BE A CONCERN YES.

BECAUSE PEOPLE DID HAVE A HARD TIME FINDING SOME OF THE PLACES ESPECIALLY IN THE WOODLANDS BUT THERE HAVE BEEN SOME THINGS CHANGED.

I'M CURIOUS ABOUT HOW THE EFFECT ON THIS COMMUNITY WOULD BE IF WE'RE NOW ASKING FOR CERTAIN CHANGES THAT THEY HAVE NOT EXPRESSED A MAJOR ISSUE ABOUT AND THERE'S BEEN NO FEEDBACK FROM THE COMMUNITY ON THIS.

IT'S BEEN NOTHING AT THE WHOA MAIN MEETINGS, SECTION 4 MEETING THAT I'M AWARE OF AND I DON'T KNOW OF ANY MEETINGS WITH SECTION 3.

ALSO THE CURIOSITY FACTOR OF HOW MANY HOMES ARE AT ISSUE HERE THAT WOULD HAVE A PROBLEM BEING SEEN.
