AND WHILE OUR NATION HAS MADE PROGRESS IN SUPPORTING THOSE WITH ASD, WE'RE ONLY BEGINNING TO UNDERSTAND THE FACTORS BEHIND THE CHALLENGES THEY FACE. AND WHEREAS, DURING AUTISM AWARENESS MONTH, WE RECOMMIT TO HELPING INDIVIDUALS ON THE AUTISM SPECTRUM REACH THEIR FULL POTENTIAL. AND THEN I'LL TALK A LITTLE BIT ABOUT SOME OF THE MORE CONTROVERSIAL BILLS AND THOSE IN PARTICULAR THAT IMPACTED CITIES AND WHAT WE WERE DOING FOR THOSE. SO LET ME LET ME START WITH THE OVERARCHING THEME, WHICH IS AND I KNOW YOU'RE PROBABLY NOT VERY SURPRISED TO HEAR THIS, BUT IT'S A VERY IT WAS A VERY DIFFICULT SESSION AGAIN THIS YEAR. AND WHY DO I SAY THAT? I THINK THOSE OF YOU WHO KNOW ME VERY WELL AND MOST OF YOU DO, MANY OF YOU DO. I TRY NOT TO GET HELD UP ON THE ON THE PARTISAN POLITICAL ISSUES. I REALLY TRY TO FOCUS IN ON WHAT WE CAN DO FOR OUR STATE. AND SO, TO BE HONEST, IT WAS A TROUBLING SESSION BECAUSE WE WASTED SO MUCH TIME ON ISSUES THAT WE'RE ONLY IMPORTANT IF I'M BEING CANDID TO TO TO TO ONE POLITICAL GROUP AND NOT A KITCHEN TABLE ISSUE. RIGHT. WHAT I CONSIDER A KITCHEN TABLE ISSUE, IF YOU IF YOU TALK TO YOUR RESIDENTS, AS I'M SURE MANY OF YOU HAVE PROPERTY INSURANCE AND THE SKYROCKETING COST OF PROPERTY INSURANCE, THAT'S A KITCHEN TABLE ISSUE. THAT'S WHAT FOLKS ARE SITTING AROUND THEIR DINING ROOM TABLE TONIGHT DISCUSSING AND WHAT WE'RE GOING TO DO TO ADDRESS THAT. RIGHT. THE RENTAL MARKET THAT IS COMPLETELY OUT OF WHACK, THE HOUSING MARKET IN GENERAL, THAT IS OUT OF WHACK AND WHAT WE'RE DOING TO ADDRESS ANY OF THOSE THINGS. AND THERE WAS ALMOST NO CONVERSATION WHATSOEVER. AND I'LL TOUCH ON THAT AGAIN A LITTLE BIT LATER. BUT LET ME LET ME START OFF BY TALKING ABOUT A COUPLE OF THINGS WE WERE ABLE TO ACCOMPLISH. AND I'LL START WITH WITH ONE OF MY ONE OF MY BILLS HOUSE MEMORIAL 505 RELATES TO THE FLORIDA NATIONAL GUARD. SO IF YOU'RE FAMILIAR WITH THE NATIONAL GUARD, IT'S SEPARATE FROM THE ACTIVE DUTY MILITARY AND THE RESERVE MILITARY IN THAT IT RESPONDS TO STATEWIDE EMERGENCIES AND STATE EMERGENCIES AT THE DIRECTION OF THE GOVERNOR, BUT ALSO CAN BE FEDERALIZED AND SENT ON A ON A FEDERAL MISSION AS WELL UNDER THE PRESIDENT OF THE UNITED STATES. SO WE ARE THE THIRD LARGEST STATE IN THE NATION. WE HAVE THE 53RD LARGEST NATIONAL GUARD. 53RD INCLUDES ALL THE STATES AND TERRITORIES THAT HAVE A GUARD COMPONENT. WE HAVE 12,000 SOLDIERS AND AIRMEN AND AIR WOMEN WHO WHO SERVE US IN OUR NATIONAL GUARD. THAT IS WHOLLY INADEQUATE FOR THE SIZE OF OUR STATE AND THE PROPENSITY FOR NATURAL DISASTER THAT WE FACE. TO PUT IT IN PERSPECTIVE, THESE SAME 12,000 MEN AND WOMEN HAVE RESPONDED AND CONDUCTED MORE WORK HOURS IN THE LAST 18 MONTHS, GIVEN COVID AND EVERYTHING ELSE WE'VE BEEN THROUGH. THEY'VE DONE MORE WORK IN THE LAST 18 MONTHS THAN THEY HAVE IN THE LAST 20 YEARS. RIGHT. KIND OF KIND OF INSANE, AND SO WHAT THAT'S LEADING TO IS BURNOUT. FOLKS WHO AREN'T RE-UPPING, RECOMMITTING WHEN THEIR TIME IS UP, AREN'T CHOOSING TO JOIN THE GUARD. THEY'RE CHOOSING TO GO IN A DIFFERENT DIRECTION, WHICH IS PUTTING OUR STATE AND OUR READINESS AND CANDIDLY, OUR NATION AT RISK. AND SO HOUSE MEMORIAL 505 PASSED BIPARTISAN ALONG BIPARTISAN LINES WITH BIPARTISAN SUPPORT RATHER, UNANIMOUSLY THROUGH THE HOUSE AND ITS SENATE COMPANION PASSES AS WELL. BASICALLY, THAT SENDS A LETTER TO CONGRESS URGING THEM TO DO SOMETHING, BASICALLY SAYING, HEY, WE CAN'T BE AS LARGE AS WE ARE POPULATION WISE. AND WITH ALL THE COASTLINE AND EVERYTHING WE HAVE, THE PROPENSITY FOR NATURAL DISASTER AND EVERYTHING ELSE, WE CAN'T CONTINUE TO FUNCTION ON JUST THESE 12,000 MEN AND WOMEN. [00:10:01] IT'S NOT FAIR TO THEM. AND IT'S NOT IT'S IT'S A SAFETY ISSUE, CANDIDLY, FOR FOR OUR STATE AND NATION. SO PROUD TO PROUD TO SAY THAT CROSSED THE FINISH LINE AND IS HEADED UP TO CONGRESS. WE'VE ALREADY RECEIVED A RESPONSE FROM THE NATIONAL GUARD BUREAU AND THE SECRETARY OF DEFENSE THAT THEY ARE WORKING ON IT AND LOOKING TO INCREASE THAT TROOP COUNT FROM THOSE 12,000 MEN AND WOMEN. SECONDLY, I WANTED TO TOUCH ON HOUSE BILL 201. THIS WAS MY PROPOSAL THAT WOULD HAVE PROVIDED A TAX REBATE FOR ENERGY STAR PRODUCTS AND WATER CENTS PROJECTS PRODUCTS, RATHER, TRYING TO INCENTIVIZE FOLKS TO UPDATE THOSE APPLIANCES. RIGHT. GIVING THEM GIVING THEM AN INCENTIVE TO DO SO BE MORE ENVIRONMENTALLY CONSCIOUS AND KIND OF GET RID OF THAT OUTDATED APPLIANCE AND GIVING A LOCAL BUSINESS MAYBE SOME ADDITIONAL REVENUE. THAT BILL WAS MORPHED INTO THIS YEAR'S TAX PACKAGE. I'M PROUD TO SAY IT ACTUALLY WENT FROM ONE WEEKEND OF A TAX CREDIT TO AN ENTIRE YEAR. SO FROM JULY 1ST OF 2022 TO JULY 1ST OF 2023, REFRIGERATORS AND FREEZERS THAT ARE $3,000 AND UNDER AND WATER HEATERS AND CLOTHES WASHERS AND DRYERS UNDER $1,500 WILL ALL BE TAX EXEMPT. SO YOU CAN PUT THAT OUT TO YOUR RESIDENTS AS WELL. AGAIN, KIND OF HELPING THEM BE A LITTLE BIT MORE ENVIRONMENTALLY MINDFUL AND SPURRING THE LOCAL ECONOMY. IT'S NOT ALWAYS WHAT YOU CAN DO IN TALLAHASSEE. SOMETIMES IT'S WHAT YOU CAN STOP. AND SO HOUSE BILL 325 IS, AS WE KNOW, TALLAHASSEE LOVES THE IDEA OF PREEMPTION. WE FORGET THAT THERE'S AN ENTIRE HOME RULE PROVISION IN THE FLORIDA CONSTITUTION THAT ALLOWS YOU, AS A LOCAL DECISION MAKERS, TO MAKE LOCAL DECISIONS. WHAT A NOVEL CONCEPT, RIGHT? HOUSE BILL 325 WOULD HAVE DONE JUST THAT. WOULD HAVE TIED YOUR HANDS EVEN FURTHER WHEN IT COMES TO THE ISSUE OF VACATION RENTALS. AND IF I'M BEING HONEST, I KNOW I'VE KNOWN MANY OF YOU A LONG TIME FROM WHEN I SERVED ON THE CORAL SPRINGS CITY COMMISSION, AND I'VE WORKED ON THE VACATION RENTAL ISSUE FOR YEARS WITH NOT MUCH INTEREST IN MY OWN COMMUNITY. THERE'S NOT REALLY BEEN A VACATION RENTAL ISSUE IN CORAL SPRINGS OR THIS FAR WEST IN BROWARD. IT'S GENERALLY OUT BY THE COAST, AS YOU CAN IMAGINE. RIGHT. AND SO I'VE ALWAYS WORKED ON IT BECAUSE OF MY WORK WITH THE LEAGUE OF CITIES AND WHATNOT. BUT THIS LAST YEAR, WITHIN THE LAST THREE OR FOUR MONTHS, I DON'T KNOW ABOUT HERE AND I'D LOVE TO HEAR MORE ABOUT IT IF IT'S BECOME AN ISSUE IN TAMARAC, CERTAINLY IN THE CITY OF CORAL SPRINGS, IT HAS. AND YOU HAVE RESIDENTIAL NEIGHBORHOODS THAT ARE TURNING INTO HAVENS FOR VACATION RENTALS. LISTEN, I LIKE AIRBNB. I USE AIRBNB. THAT'S FINE. BUT I'M A REASONABLE USER. AND THE FINAL BILL THAT I'LL TOUCH ON THAT WAS ABLE TO WORK ON IS HOUSE BILL 1421, THIS RELATED TO SCHOOL SAFETY. AND SO THIS YEAR, LOOK, I THINK THERE SHOULD BE A SCHOOL SAFETY BILL EVERY SINGLE YEAR, RIGHT? BECAUSE THERE IS ALWAYS SOMETHING THAT WE CAN DO TO ENHANCE SCHOOL SAFETY MEASURES. AND AS A GRADUATE OF DOUGLAS AND SOMEBODY WHO WAS WHO WAS THERE THE DAY OF THE SHOOTING, IT'S A LOT OF WHAT I WORK ON UP THERE. AND THIS BILL WOULD PUNISH ADDS PROVISIONS TO PUNISH FOR FALSE REPORTING AND UPDATES THE THREAT ASSESSMENT PROCESSES THAT THAT SCHOOLS GO THROUGH. AGAIN, I THINK IT'S AN ISSUE THAT WE NEED TO COME UP WITH SOMETHING NEW ON IT EVERY YEAR BECAUSE IT SHOULD ALWAYS CHANGE AND ADAPT GIVEN GIVEN THE SITUATION AROUND US TO PREVENT SOMETHING LIKE THE TRAGEDY AT STONEMAN DOUGLAS FROM HAPPENING AGAIN. A COUPLE OF BILLS THAT I'D LIKE TO TOUCH ON THE RELATED SPECIFICALLY TO CITIES. THE FIRST IS SENATE BILL 620. THIS IS WHAT I CALL EMINENT DOMAIN FOR BUSINESSES. THIS IS ACTUALLY SITTING ON THE GOVERNOR'S DESK WAITING FOR HIS EITHER SIGNATURE OR VETO. I'M HOPEFUL THAT IT'LL BE VETOED, BUT I'M NOT TERRIBLY OPTIMISTIC. THIS BASICALLY SAYS THAT IF A BUSINESS HAS BEEN IN BUSINESS IN YOUR COMMUNITY FOR THREE YEARS AND YOU PASS AN ORDINANCE AND THEY CAN SHOW THAT THAT ORDINANCE IN SOME WAY, SHAPE OR FORM CAUSED DAMAGE TO THEM AND THEIR BUSINESS. THEY CAN NOW COME AFTER YOU FOR DAMAGES. I WILL TELL YOU, WHILE WE RAILED AGAINST THAT BILL AND DID ALL WE COULD TO TRY AND STOP IT, THERE WERE ACTUALLY, BELIEVE IT OR NOT, WORSE MEASURES THAT WE'RE MOVING THROUGH THE PROCESS AND WE WERE ABLE TO STOP THOSE. SO THE EXAMPLE THAT I GIVE THERE WAS SENATE BILL 280. THIS WAS NAMED LOCAL ORDINANCES. AND AS LONG AS THEY CAN COBBLE TOGETHER THE WHATEVER IT IS, WHATEVER THE FILING MAY, YOU PROBABLY KNOW BETTER THAN ME $350, $400, WHATEVER IT IS TO TO FILE A LAWSUIT, THEY CAN GO AHEAD AND DO THAT. BUT, YOU KNOW, AS WITH A LOT OF THESE, YOU HAVE TO BE CAREFUL THAT IT'S NOT COMING BACK THE FOLLOWING YEAR. HOUSE BILL 101 WAS A VICTORY FOR CITIES. IF YOU'RE NOT FAMILIAR, THAT IS THE SMOKING BILL THAT PROVIDES THAT CITIES WITH THAT THAT OWN BEACHES, NOT NECESSARILY IN THE CASE IN TAMARAC, BUT PARKS IN YOUR CITY, YOU CAN REGULATE SMOKING AND YOU CAN ALSO REGULATE SMOKING IN COUNTY PARKS THAT ARE CONTAINED WITHIN YOUR CITY AS LONG AS IT DOESN'T, AS LONG AS IT ISN'T CONTRARY TO COUNTY POLICY AS WELL. BUT FOR THE BENEFIT OF THE PUBLIC, EVERY TEN YEARS WE DO THE CENSUS AND THEN FOLLOWING THAT, WE DO THE REDISTRICTING PROCESS. SO THE STATE IS RESPONSIBLE FOR THE STATE LEGISLATIVE MAPS, HOUSE MAPS AND SENATE MAPS, WHICH IS THE COMMITTEE THAT I WAS HONORED TO BE THE RANKING MEMBER ON, AND THEN THE CONGRESSIONAL DISTRICTS AS WELL, WHICH WE DID PASS DURING SESSION. UNFORTUNATELY, THERE HASN'T BEEN MUCH MOVEMENT ON THEM. SENATOR BRANDIS OUT OF THE TAMPA AREA MADE A CALL FOR A SPECIAL SESSION ON PROPERTY INSURANCE. I PUT OUT A LETTER ALSO JOINING THAT CALL ON PROPERTY INSURANCE. I THINK WE'VE GOT TO GET ALL OF THE DIFFERENT STAKEHOLDERS TO THE TABLE. WHEN YOU'VE GOT THREE INSURERS LEAVING THE STATE OF FLORIDA IN A WEEK, DROPPING ALL OF THEIR CUSTOMERS AND LEAVING THE STATE ALL IN A WEEK IS TO ME, THAT'S A CRISIS AND SOMETHING THAT WE NEED TO DO SOMETHING ABOUT, PARTICULARLY BEFORE HURRICANE SEASON. AS MENTIONED BY THE CITY ATTORNEY IN THE READING, THIS IS A REQUIREMENT BY FOR LOCAL GOVERNMENTS TO TO ADOPT EVERY THREE YEARS IT'S REQUIRED BY FLORIDA STATUTE, AS WELL AS THE FLORIDA ADMINISTRATIVE CODE, THAT EVERY 1 TO 3 YEAR LOCAL HOUSING ASSISTANCE PLAN HAS TO BE ADOPTED. THAT ESTABLISHES OR OUTLINED WHAT OUR STRATEGIES ARE BETWEEN 1 TO 3 YEARS. SO IT'S TIME FOR US TO ADOPT OR LHAP AND WE ARE RECOMMENDING SOME CHANGES THIS TIME GIVEN WHAT'S OCCURRING IN THE HOUSING MARKET. OF COURSE THE PURPOSE OF THE PLAN AS OUTLINED IS TO MAKE SURE THAT WE ARE MEETING THE HOUSING NEEDS OF THE EXTREMELY LOW, THE VERY LOW AND MODERATE INCOME HOUSEHOLDS. AND WE WANT TO DO THAT BY EXPANDING AFFORDABLE HOUSING AND PRESERVING WHAT WE HAVE AS WELL IN THE CURRENT FOR CURRENT AND FUTURE RESIDENTS OF THE CITY OF TAMARAC. SO THESE ARE THE FOUR STRATEGIES THAT WE HAVE IN OUR EXISTING LHAP AND STAFF HAS NOT RECOMMENDED ADDING ANY NEW STRATEGIES, BUT WE ARE RECOMMENDING SOME CHANGES TO THE WAY THE PROGRAM IS ADMINISTERED UNDER THESE FOUR STRATEGIES. WE HAVE THE PURCHASE ASSISTANCE WITH OR WITHOUT REHAB STRATEGY, AND OWNER OCCUPIED REHABILITATION PROGRAM, THE EMERGENCY REPAIR PROGRAM AND A DISASTER REPAIR MITIGATION PROGRAM, WHICH I'LL TOUCH ON EACH AND GO OVER THE CHANGES THAT'S BEEN RECOMMENDED AS A PART OF THIS LHAP. JUST TO AID IN TONIGHT'S DISCUSSION, I WANT TO SHARE WITH YOU THE LIMITS CHART THAT'S BEFORE YOU THAT REALLY ESTABLISHES WHAT THE HOUSEHOLD LIMITS ARE RELATIVE TO INCOME. THIS IS THE CHART THAT IS RELIED UPON BY MY OFFICE WHEN APPLICANTS OR APPLICATIONS ARE MADE TO OUR OFFICE AND IT OUTLINES THE INCOME CATEGORY AS WELL AS THE HOUSEHOLD SIZE AND THE MEDIAN INCOME. SO THE EXTREMELY LOW CATEGORY IS HOUSEHOLDS THAT ARE MAKING 30% OR LESS OF THE AREA MEDIAN INCOME AND THE VERY LOW CATEGORY IS 50% OR LESS OF THE AREA MEDIAN INCOME, SO ON AND SO FORTH. AND YOU SEE THE LOWEST 80% AND THE MODERATE IS 120%. SO JUST WANT TO KEEP THAT IN MIND BECAUSE WE'LL TOUCH ON THAT AS WE GO THROUGH THE PRESENTATION. THE LHAP HALF ALSO PROVIDES THAT WE TAKE INTO ACCOUNT A RANKING PRIORITY. SO WHEN FUNDS ARE SPENT, THE SHIP FUNDS ARE SPENT, STAFF HAS TO FIRST ACKNOWLEDGE AND SPEND THOSE FUNDS. 20% SET ASIDE ON YOUR SPECIAL NEEDS. AND THESE ARE HOUSEHOLD THAT HAVE PERSONS THAT ARE ELDERLY, PHYSICALLY DISABLED OR AT RISK OF BEING OR ARE HOMELESS OR HAVE EXTREMELY LOW INCOME. SO THAT'S WHAT SPECIAL NEEDS. AND SO WE HAVE TO SET ASIDE 20% OF THE FUNDS FOR THEM FIRST. THEN WE HAVE TO SERVE THE VERY LOW UNTIL 30% OF THE FUNDS ARE MET AND THEN WE MOVE TO THE LOW AND 60% OF OUR FUNDS HAVE TO BE SET ASIDE FOR THEM AND THEN WHATEVER IS REMAINING THEN WOULD GO TO THE MODERATE INCOME. THE GOOD NEWS IS THAT THE SPECIAL NEEDS CAN ALSO FALL INTO THE VERY LOW OR THE LOW CATEGORY. SO YOU CAN BE A SPECIAL NEED PERSON AND ALSO VERY LOW OR LOW AND THAT SET ASIDE WOULD BE MET. SO THE FIRST STRATEGY IS THE PURCHASE ASSISTANCE STRATEGY AND THE STRATEGY WE HAVE BEEN MARKETING. WE JUST HAD A VERY SUCCESSFUL WORKSHOP AND IT OPENS ON MONDAY, APRIL 18TH, AND THIS ALLOWS THE CITY TO HELP ELIGIBLE FIRST TIME HOMEBUYERS WITH A DEFERRED LOAN. WE PROVIDE DOWN PAYMENT AND CLOSING COST ASSISTANCE, AND UNDER THE OLD OR LHAP THE FUNDS WERE $40,000 UP TO $40,000 THAT WE WERE PROVIDING, GIVEN THE HOUSING MARKET AND THE FACT THAT AFFORDABLE HOUSE HOUSING IS DIFFICULT TO FIND. AND WE'RE HAVING REALLY A CHALLENGE WITH THE APPLICANTS THAT THAT'S BEEN APPLYING. WE ARE PROPOSING TO INCREASE THE $40,000 TO $60,000 FOR EXTREMELY LOW AND VERY LOW. THESE ARE PEOPLE THAT ARE MAKING 50% OF AMI AND UP TO $50,000 FOR THE LOW. AND THESE ARE HOUSEHOLDS THAT ARE MAKING 80% OF AMI AND THEN WE'RE KEEPING THE $40,000 FOR THE MODERATE INCOME. AND THESE ARE HOUSEHOLDS THAT ARE MAKING 120% OF THE AREA MEDIAN INCOME. THE OWNER OCCUPIER REHAB STRATEGIES. OUR NEXT STRATEGY. ONCE AGAIN, WE'RE GOING TO RETAIN THE STRATEGY. IT REALLY ALLOWS US TO PROVIDE REPAIRS AND IMPROVEMENTS TO ADDRESS SAFE AND SANITARY HABITATION. WE ONLY ADDRESS SUBSTANDARD OWNER OCCUPIED UNITS. WE CORRECT CODE VIOLATIONS, HEALTH AND SAFETY ISSUES, ELECTRICAL AND PLUMBING ISSUES, ROOFS AND WINDOWS AND OTHER STRUCTURAL ITEMS. THE OLD OR EXISTING LHAP HAD A $40,000 MAX. WE'RE PROPOSING TO INCREASE THAT UP TO $60,000, AND THAT WOULD BE FOR THE VERY LOW AND THE EXTREMELY LOW. THESE ARE HOUSEHOLD MAKE IN 50% OF AMI AND THEN INCREASE IT UP TO $50,000 FOR THE LOW. AND THIS IS HOUSEHOLD WITH 80% AMI. [01:20:03] AND THEN TO RETAIN IT AT THE $40,000 AND THIS IS PRIMARILY DUE TO THE INCREASE THAT WE'RE SEEING RELATIVE TO THE COST TO BUY MATERIALS. AND THIS REALLY STARTED DUE TO COVID, AND SOME MATERIALS HAVE GONE UP IN EXCESS OF 30%. AND SO THAT'S THE PRIMARY REASON WHY STAFF IS PROPOSING TO INCREASE THIS. THE EMERGENCY REPAIR STRATEGY. THIS IS LOANS THAT WE PROVIDE TO RESIDENTS IN NEED OF EMERGENCY REHAB OF THEIR OWN OUT OF THEIR HOMES. AND THIS IS FOR DIRE SITUATION THAT NEEDS TO BE MITIGATED IMMEDIATELY AS DETERMINED BY AN INSPECTION DONE BY THE HOUSING ADMINISTRATOR OR OUR DESIGNEE. AND A LOT OF THE IMPROVEMENTS HAVE TO DO WITH DAMAGED ROOFING THAT IS EXCESSIVELY LEAKING DAMAGED WINDOWS. ELECTRICAL AND PLUMBING WORK ARE THINGS THAT CAUSE AN IMMEDIATE HEALTH HAZARD TO THE OCCUPANTS. AGAIN, BECAUSE OF THE INCREASE IN MATERIALS, WE'RE PROPOSING TO INCREASE THIS FROM $15,000 TO $25,000. THE DISASTER RELIEF STRATEGY. THIS MITIGATES THIS IS A LOAN PROGRAM THAT PROVIDES EMERGENCY REPAIRS THAT MAY BE CAUSED BY DISASTER TO A RESIDENCE. A DISASTER MUST BE DECLARED BY EITHER THE FEDERAL GOVERNMENT OR THE GOVERNOR OF THE STATE OF FLORIDA. AND ALL THE FUNDS THAT ARE ENCUMBERED THAT ARE IMMEDIATELY ARE REDIRECTED TO THIS STRATEGY. CURRENTLY, WE SPEND $25,000 NOT TO EXCEED $25,000. WE'RE PROPOSING TO INCREASE THAT TO $30,000. AND FOR THE SAME REASON, WE HAVE SEEN AN INCREASE IN THE COST OF MATERIALS AND CONSTRUCTION, AND THAT STARTED DURING THE PANDEMIC. AND IN SOME INSTANCES WE HAVE SEEN AN INCREASE OVER 30%. TWO MORE CHANGES THAT WE'RE MAKING TO THE LHAP. ONE IS THE AFFORDABILITY PERIOD. WE ARE INCREASING THAT OR WE ARE ADJUSTING IT SOMEWHAT. CURRENTLY IT'S A 15 YEAR TERM AND AT TERM AT YEAR 11, THEN THE LOAN STARTS REDUCING AT 20% PER YEAR. WE'RE PROPOSING TO CHANGE THAT AND AT YEAR 14, 50% OF THE LOAN WOULD BE DEFERRED. AND THEN AT YEAR 15, 100% OF THE LOAN WOULD BE REMOVED. AND THIS IS REALLY TO MAINTAIN THAT AFFORDABILITY PERIOD. WE'RE FINDING THAT MUCH MOST OF OUR RECIPIENTS ARE CASHING OUT BEFORE THE AFFORDABLE AFFORDABILITY PERIOD ENDS, AND WE HAVE OVER $361,000 IN PROGRAM INCOME THAT IS COME BACK INTO THE PROGRAM BECAUSE THE RECIPIENTS ARE SELLING THEIR HOMES BEFORE THE AFFORDABILITY PERIOD EXPIRES. AND SO WE WANT TO MAKE SURE THAT'S MAINTAINED AND THOSE UNITS ARE NOT LOST IN THE MARKET. SO WE'RE CHANGING THAT. AND THE LAST CHANGE THAT WE'RE MAKING IS ON THE ASSET CAP CURRENTLY UNDER A PROGRAM, IF ARE OF $20,000 IN LIQUID ASSET IN YOUR ACCOUNT, YOU'RE NOT ELIGIBLE TO BE ASSISTED. AND WE FIND THAT SOMETIMES WE HAVE LOW INCOME, VERY LOW INCOME PEOPLE THAT MAY HAVE THE AFFORD, HAVE THE OPPORTUNITY OR THE ABILITY TO SAVE SOME FUNDS IN THEIR ACCOUNT. CURRENTLY WE DON'T YOU'RE NOT ELIGIBLE IF YOU HAVE SOME MONEY SAVED UP. AND SO WE WANT TO BE CONSISTENT WITH WHAT WE SEE OTHER CITIES ARE DOING WHERE IF YOU HAVE SOME FUN SAVED UP IN YOUR ACCOUNT, YOU'RE ALLOWED TO STILL PARTICIPATE, BUT YOU HAVE TO PROVIDE SOME OF THOSE FUNDS AS A PART OF YOUR APPLICATION. AND WE'RE PROPOSING TO INCREASE THE ASSET CAP FROM $20,000 TO $25,000. AND SO JUST TO FINISH UP THE LOAN TERM AGAIN IS 15 YEARS. IT'S AN INTEREST RATE OF 0%. THE FORGIVENESS PERIOD THAT WE'RE PROPOSING IS 50% AT YEAR 14 AND THE ENTIRE LOAN WOULD BE FORGIVEN AT YEAR 15. AND JUST WANT TO PROVIDE SOME FUNDING TRENDS JUST TO SHOW HOW THE CITY HAS RECEIVED THESE FUNDS FROM 2015 TO 2016. IN 2020, 2021, AS YOU RECALL, THERE WAS NO FUNDING THROUGH THE SHIP PROGRAM. AND THEN OUR BIGGEST ALLOCATION CAME IN 2021, 2022, AND THEN IN 2022, 2023. THAT'S WHAT'S BEING PROJECTED.
