WE KICKED OFF THE HOLIDAY SEASON CELEBRATING OUR 40TH ANNUAL TURKEY TROT 5K RACE AND WE HAD A SOLD OUT EVENT WITH SEVENTEEN HUNDRED AND FIFTY RUNNERS AND WALKERS FROM ALL OVER THE AREA.
THIS IS TRULY A GREAT SHOWCASE EVENT FOR OUR CITY, AND I WANT TO SAY A BIG THANK YOU TO EVERYONE WHO MADE OUR TURKEY TROT A TREMENDOUS SUCCESS ON THANKSGIVING MORNING.

AND THE QUESTION HERE IS, DO WE WANT THAT PARTICULAR COMMISSIONER TO REPRESENT US AS VICE MAYOR WHEN THAT COMMISSIONER HAS ALSO BEEN ARRESTED? TRADITIONALLY, AND I'VE BEEN HERE TOO LONG EVERY TIME I WALK BY, I SEE AND I'M CONCERNED ABOUT HOW MANY PEOPLE ON THAT WALL I KNOW.

AS FAR BACK AS I CAN REMEMBER, THIS WAS ONE OF THE CITY'S ANNUAL PREMIER EVENTS TO THANK NOT ONLY THE VOLUNTEERS, BUT TO SHOW SOME RESPECT TO THE VOTERS AND THE TAXPAYERS IN THIS CITY.
ONLY THE MAYOR YESTERDAY, ONLY THE MAYOR AND ONE OF THE COMMISSION, NOT ONLY WERE THE PRESENT, BUT THEY WERE INCREDIBLY INVOLVED.
IT WAS REALLY WONDERFUL AND MEMORABLE.

THE OTHER HAND, I WILL ASK THE QUESTION BECAUSE I WOULD LIKE EVERYONE TO KNOW WHEN MS. GUNN, I GUESS I'M ASKING OUR CITY ATTORNEY WHEN MS. GUNN WAS APPOINTED INTERIM CITY MANAGER, WAS HER SALARY CHANGED AT THAT POINT? NO, NO, MA'AM.
IT WAS ANTICIPATED THAT AS WE PRESENTED AT THE LAST MEETING IN OCTOBER, A PROPOSED AGREEMENT TO OFFICIALLY RECOGNIZE HER AND TO ENTER INTO AN EMPLOYMENT AGREEMENT AS THE ACTING CITY MANAGER, AND IT WOULD HAVE PROVIDED THAT HER SALARY WOULD HAVE BEEN RETROACTIVE TO THE INITIAL APPOINTMENT OF HER BACK IN I BELIEVE IT WAS AUGUST.
SO TO THE EXTENT THAT YOU ALL COLLECTIVELY DECIDE NOT TO APPROVE THE AGREEMENT TONIGHT, SHE HAS BEEN WORKING FOR THIS ENTIRE PERIOD OF TIME WITHOUT ANY ADDITIONAL COMPENSATION.
IT CERTAINLY IS WITHIN YOUR YOUR PURVIEW TO, YOU KNOW, PAY HER FOR THIS WORK THAT SHE'S PERFORMED, CONSISTENT WITH THE PROPOSAL.
WHILE THIS LAST ASPECT, OR ONE OF THE ASPECTS THAT THAT YOU HAVE IN PARTICULAR HAVE MENTIONED REGARDING THE PERFORMANCE EVALUATION HAS WORKED OUT.
THAT REALLY IS NOT ACCEPTABLE THAT HER SALARY HAS NOT BEEN CHANGED TO DATE.
IT DOES SAY IN THE AGREEMENT THAT THE PERFORMANCE STANDARDS WOULD BE SET AT STRATEGIC PLANNING, WHICH IS THE FIRST WEEK OF JANUARY.
SO WHAT I'M SUGGESTING IS WE LEAVE THE CONTRACT AND THE PERFORMANCE EVALUATION AS ONE PACKAGE DEAL, AT LEAST IN MY MIND.
HOWEVER, I DO BELIEVE THAT HER SALARY SHOULD BE RETROACTIVE BACK TO WHEN WE APPOINTED HER, AND SHE CONTINUES TO RECEIVE THAT SALARY UNTIL WE CAN FINALIZE THE CONTRACT.
AS MY COLLEAGUE SAID, WE DID RECEIVE A LOT OF INFORMATION AT 4:20 THIS AFTERNOON.
I DID NOT EVEN GET TO LOOK AT IT TILL SIX, SO WE REALLY CAN'T EVALUATED IT PROPERLY AT THIS POINT.
IT WILL GIVE US AN OPPORTUNITY TO DO THAT, TO STRUCTURE IT AT STRATEGIC PLANNING.
BUT IN THE MEANTIME, MS. GUNN SHOULD BE GIVEN THE SALARY THAT WAS AGREED UPON AND HER BECOMING INTERIM CITY MANAGER.

AND SO STATE LAW REQUIREMENT IS THAT THE REVENUE BE USED TO OFFSET THE COST OF PROVIDING SERVICES, IN THIS CASE ENFORCING THE BUILDING CODES.
SO THE PURPOSE OF THE FEE STUDY IS DETERMINING WHAT THAT REASONABLE FULL COST IS.
WE USE FULLY BURDENED HOURLY RATES TO GET TO THAT FULL COST, WHICH IS SALARY AND BENEFITS DIVIDED BY BILLABLE HOURS, INCLUDING DIRECT DEPARTMENTAL AS WELL AS INDIRECT CENTRAL SERVICE OR A GENERAL FUND SUPPORT COSTS.
SO TO GET TO THAT FULL COST RECOVERY, WE NEED TO DEVELOP A RATIONAL BASIS FOR EACH FEE UNDERSTANDING WHAT THE TOTAL COSTS ARE OF ALL THE SERVICES TO IDENTIFY WHAT YOUR EXISTING SUBSIDIES ARE, AS WELL AS FUTURE SUBSIDIES THAT WOULD REMAIN IF YOU DON'T RECOVER YOUR FULL COST.

SO DEPARTMENT BUDGETS, SALARY AND BENEFIT INFORMATION, AS WELL AS ANY OTHER COSTS THAT ARE INVOLVED WITH PROVIDING SERVICE OR IS PART OF THE STAFF IN ORDER TO DO THEIR JOB TO PROVIDE STAFFING STRUCTURES FOR WHO IS PROVIDING THOSE SERVICES, AS WELL AS CENTRAL SERVICE OR INDIRECT OVERHEAD, WHICH IS GENERAL FUND SUPPORT COSTS.

SO IF YOU HAVE 80000 SQUARE FOOT PROJECT, YOU'RE STILL CHARGED TO TWENTY THOUSAND RATES ON THERE.
SO IT'S KIND OF SUMMATION OF THOSE LIMITATIONS, VARIATIONS BETWEEN SAME SQUARE FOOT PROJECTS ARE NOT ACCOUNTED FOR SMALL PROJECTS.
THEY RECEIVE LARGER FEES DUE TO THAT FIRST TIER SIZE AND LARGE PROJECTS ARE CAPPED.
AND SO THE STAFF, THE CITY'S UNDER RECOVERING THE COST OF THOSE SERVICES AND JUST KIND OF JUST GREAT.
YOU KNOW, IN GENERAL, CITY'S NOT ACCOUNTING FOR PROJECT VARIABILITY FOR THESE TYPES OF PROJECTS.
SO WHEN WE DID THE COST ANALYSIS USING THE FULL [INAUDIBLE] HOURLY RATES, ALONG WITH THE TIME DATA, WE FOUND THAT THE CURRENT COST RECOVERY OVERALL IS AROUND 47 PERCENT.
NOW I'M GOING TO SHOW YOU NOW THESE ARE SUGGESTED NEW CONSTRUCTION FEES, AND THEY INCORPORATE A FEW THINGS.
ONE IS THESE ARE SHOWING FULL COST RECOVERY FOR SERVICES, BUT THEN ALSO TAKE TAKES CARE OF SOME OF THOSE LIMITATIONS YOU HAVE.

AND THEN THE LARGEST DISCREPANCY IN HERE WOULD BE EDEN WEST, WHERE THE FIFTEEN THOUSAND EIGHT HUNDRED SEVENTY IS FOUR AND A HALF PERCENT OF WHAT LAUDERHILL WOULD CHARGE FOR THAT PROJECT.

WHAT KIND OF INFORMATION, RIGHT, THE COMPARATIVE ANALYSIS SHOWS THAT THE CITY WOULD STILL BE FAR BELOW NEIGHBORING CITIES, BUT THEN RECOVERING FULL COST.
WE WOULD RECOMMEND THAT THE CITY INCLUDE AN ANNUAL INFLATION FACTOR IN ALL FEES TO MAKE SURE THAT YOU KEEP UP WITH COSTS INFLATION SO YOU DON'T HAVE BIGGER JUMPS IN BETWEEN YEARS IN WHICH YOU DO A COST OF SERVICE ANALYSIS.

THE TREATMENT PLANT WAS CONSTRUCTED IN 1969, AND THEN IT WAS ADDED TO IN 1986

WITH THE INTENTIONS, OF COURSE, TO SERVE THE COMMUNITY.AND THEN OVER THE LAST 20 YEARS, THERE HAVE BEEN SOME UPGRADES AND CHANGES TO THE FACILITIES, SPECIFICALLY $2 MILLION GALLON WATER TANK AND SCHEMATIC PIPING IN 2004.
THEN SOME WORK WAS DONE IN 2010 TO ADD GALLON CLEARWELL.
AND THEN IN 2010, SOME BACK WASH FACILITY WAS ADDED.
THEN IN 2012, THE CITY CONDUCTED AN ENGINEERING ASSESSMENT, AND THAT ASSESSMENT DETERMINED THAT THE FACILITY WAS NOT BUILT TO HURRICANE STANDARD.
AND SO THE PROJECT WAS LISTED AND APPROVED IN YOUR BUDGET IN 2019, SPECIFICALLY IN THE CIP UTILITIES BUDGET TO BE RENOVATED AND FOR NEW FACILITIES TO BE ADDED.
IN JUNE OF 2020 THE CITY COMMISSION AWARDED KPI'S ARCHITECTS, AND I BELIEVE THEY'RE HERE THIS EVENING.
YOU'RE AWARDED THEM THE CONTRACT TO DESIGN THE FACILITY IN 2020.
I JUST WANT TO BRING TO YOUR ATTENTION THAT BECAUSE OF THE ADDITION OF THE SQUARE FOOTAGE THAT WILL BE GOING ONTO THIS PROPERTY, IT DOES NOT RISE TO THE OCCASION OF A MAJOR SITE PLAN.
SO YOU'RE NOT GOING TO BE SEEING A SITE PLAN BROUGHT BEFORE YOU.
IT WILL BE REVIEWED ADMINISTRATIVELY.

THE ENTIRE FACILITY WILL BE FENCED WITH A COMBINATION OF SECURITY FENCING, AS WELL AS DECORATIVE FENCING THAT ONE AND I'LL SHOW YOU ON A SIDE PLAN WHERE THOSE WOULD BE LOCATED, BECAUSE I KNOW JUST RECENTLY, COMMISSIONER GELIN HAD RECEIVED AN EMAIL FROM A PROPERTY OWNER THAT IS IMMEDIATELY WEST OF THE FACILITY, AND SHE WANTED, SHE WAS CONCERNED ABOUT THE BUFFERING, AND SO I WANT TO SHARE THAT WITH YOU THIS EVENING, AND THERE'S GOING TO BE SIGNIFICANT IMPROVEMENTS IN THE LANDSCAPING ON THE SITE AS WELL.
SO THIS SLIDE IS SHOWING YOU SOME OF THE EXISTING FACILITIES, WHAT'S BEING PROPOSED, THE FENCING THAT WILL GO AROUND THE ENTIRE FACILITY, INCLUDING THE LANDSCAPING THAT'S BEING PROPOSED AS A PART OF THESE IMPROVEMENTS.
AND ON THE WEST COMMISSIONER GELIN, YOU'RE SEEING WHERE THE 10 FOOT WALL IS BEING PROPOSED.
THERE WOULD BE SIGNIFICANT LANDSCAPING THAT IN THIS CASE WILL BE ON THE OUTSIDE OF THE WALL.
SO ON THE WEST, IT WILL BE LANDSCAPE THAN THE WALL WILL BE BUILT ON THE INSIDE OF THAT LANDSCAPE.
AND THAT WILL BE A 10 FOOT WALL COMPOSED OF SIX FOOT WILL BE A CBS SOLID WALL.
AND THEN ON TOP OF THAT, A FOUR FOOT DECORATIVE WALL WILL GO ON TOP OF THAT CONCRETE WALL.
AND THEN IN THE BACK WHERE YOU HAVE CALLING YOUR WEST GOLF COURSE, YOU WILL HAVE A SECURITY FENCE, 10 FOOT GOING AROUND THE PERIMETER OF THE PROPERTY.
IN THE VERY BOTTOM OF THE SLIDE, YOU'RE SEEING WHERE THE PROPOSED BUILDING WILL BE LOCATED AND YOU'RE SEEING THE 13 FOOT FOUR INCH SETBACK.
THAT'S A FRONT SET BACK THAT THIS VARIANCE WILL COVER.
THAT IS NECESSARY BECAUSE THE INTENT IS FOR THE CONSTRUCTION TO OCCUR WHILE THE FACILITY IS STILL OPERATING.
SO IT'S GOING TO BE A PHASE CONSTRUCTION WITH THE EXISTING BUILDING REMAINING WHILE THE NEW BUILDING IS BEING BUILT AND THE NEW BUILDING IS BEING PROPOSED TO BE CONSTRUCTED IMMEDIATELY IN FRONT OF THE EXISTING BUILDING, WHICH IS WHY THE SETBACK VARIANCE IS REQUIRED THIS EVENING.
AND JUST WANTED TO SHARE WITH YOU SOME MORE RENDERINGS OF THE NEW FACILITY, THE TOP SLIDE, OF COURSE, IS THE FRONT ELEVATION.
IT'S GOING TO BE BROUGHT FORWARD CLOSER TO THE SIDEWALK, 13 FEET, APPROXIMATELY 14 FEET FROM THE FRONT PROPERTY LINE.
AND THAT'S THE SIDE ELEVATION OR THE EAST ELEVATION OF THE BUILDING.
AND JUST SOME MORE RENDERINGS JUST TO SHOW WHAT IT WILL LOOK LIKE.
IT'S REALLY A NEW DESIGN TO BE COMPATIBLE WITH THE RESIDENTIAL EXISTING ENVIRONMENT THAT'S THERE.

IN ADDITION TO THAT, THE COLOR SCHEME AND THE VENEER AND SOME OF THE TREATMENT THAT YOU SEE WE HAVE ADDED REALLY IS TO MAKE SURE THAT IT IS COMPATIBLE WITH THE EXISTING ENVIRONMENT.AND JUST SOME INFORMATION ON THE VARIANTS, THIS IS FROM OUR CODE.
THE VARIANTS, OF COURSE, IS A MODIFICATION OF OUR EXISTING CODE REQUIREMENT, PROVIDED THAT IT'S NOT CONTRARY TO THE PUBLIC INTEREST AND THAT THE ORDINANCE WOULD NOT RESULT IN UNNECESSARY AND UNDUE HARDSHIP.
IN YOUR STAFF MEMORANDUM, THERE IS EIGHT STANDARDS THAT WE HAVE TO LOOK AT IN ORDER TO GRANT A VARIANCE.
STAFF HAS DETERMINED THAT THE APPLICANT HAS MET ALL THE REQUIREMENTS FOR THE AID STANDARDS.
AND JUST SOME ADDITIONAL INFORMATION FROM THE CODE ON THE VARIANCE REQUEST AS WELL, STAFF HAS DETERMINED THAT THE APPLICATION HAS MET THE STANDARDS IN ADDITION TO THAT, THAT IT HAS MET THE REQUIREMENTS OF THE GOALS AND POLICIES OF THE CITY COMPREHENSIVE PLANNED PLAN AND IS RECOMMENDING APPROVAL THIS EVENING.
THE PLANNING BOARD ALSO SAW THIS ITEM AND RECOMMENDS APPROVAL OF THE VARIANCE.

YEAH, I WILL SAY THAT A LOT OF COMMENTS USED TO BE THAT IT WAS THAT AREA WAS TERRIBLE AND LOOKING AT THESE SITE PLANS.
