[INAUDIBLE] THE CITY OF TAMARAC, WAS ONE OF THE FIRST RECIPIENTS TO THE FIRST CYCLE TO BE FUNDED UNDER THIS PROGRAM, WHICH ESSENTIALLY THE FUNDS OR THE TECHNICAL ASSISTANCE WILL BE GEARED TOWARDS HELPING THE CITY TO ASSESS OUR PEDESTRIAN AND TRANSIT FACILITIES, PARTICULARLY TO ALLOW US TO PROVIDE BETTER ACCESS FOR RESIDENTS AND OUR VISITORS THAT CONNECT DIRECTLY TO PUBLIC TRANSPORTATION.
AND SO THE STUDY WILL ULTIMATELY CULMINATE INTO AN ADA TRANSIT ACCESS AND SIDEWALK GAP ANALYSIS PLAN.

I AM A SENIOR CITY TRANSPORTATION PLANNER WITH THE BROWARD METROPOLITAN PLANNING ORGANIZATION. I'M HERE TO GIVE AN UPDATE ON THE CITY'S ADA TRANSIT ACCESS AND SIDEWALK GAP ANALYSIS PLAN.
SO THE BROWARD MPO IS A FEDERALLY MANDATED AGENCY THAT PROVIDES FUNDING FOR TRANSPORTATION PROJECTS IN THE COUNTY.
AND I WANT TO ACKNOWLEDGE COMMISSIONER PLACKO FOR BEING A MEMBER OF THE MPO BOARD.
THANK YOU, MAXINE. SO THE CITY OF TAMARAC AND THE BROWARD MPO THIS IS A PARTNERSHIP PROJECT, AND THIS WAS A COMPETITIVE GRANT PROGRAM TO FUND AND IMPLEMENT MOBILITY PLANNING PROJECTS. AND LIKE MAXINE INDICATED, THIS WAS OUR FIRST ROUND.
SO REALLY EXCITED TO WORK WITH THE CITY.
AND THE CITY SUBMITTED THE GRANT APPLICATION LAST YEAR AND THE BROWARD MPO BOARD APPROVED THE GRANT AND WE KICKED OFF IN EARLY MARCH OF THIS YEAR.
SO THE STUDY COMPONENTS ARE GOING TO INCLUDE AN EVALUATION OF ACCESS TO TRANSIT IN A QUARTER MILE RADIUS OF ALL THE CITY'S COMMUNITY SHUTTLE STOPS.
SO THAT'S GOING TO INCLUDE THE RED ROUTE AND RED EXTENSION ROUTE, AND THAT IS 21 STOPS IN TOTAL AND 10 BROWARD COUNTY TRANSIT OR BCT STOPS.
THE STUDY IS ALSO GOING TO PROVIDE A DETERMINATION OF ADA COMPLIANCE AT THE COMMUNITY SHUTTLE STOPS. IF A STOP IS NOT ADA COMPLIANT, A COST ESTIMATE OF IMPROVEMENTS ARE GOING TO BE PROVIDED. NEXT SLIDE, PLEASE.

SO AS A PART OF THE STUDY, WE'RE GOING TO ANALYZE THE MOVEMENT OF PEOPLE THROUGH THIS BLUE AREA. WE'RE GOING TO IDENTIFY ANY NEEDS OR DEFICIENCIES AND POTENTIAL IMPROVEMENTS FOR ALL USERS, INCLUDING PEDESTRIANS, CYCLISTS AND PEOPLE WITH DISABILITIES.SO THE CITY OF TAMARAC IS LEADING THIS PROJECT AND THE MPO IS GOING TO PROVIDE TECHNICAL SUPPORT. WE INTEND ON DOING AN EXTENSIVE COMMUNITY OUTREACH, WHICH IS GOING TO INCLUDE UPDATES TO THE CITY COMMISSION, ATTENDANCE AT HOA MEETINGS ALONG THE COMMUNITY SHUTTLE ROUTES. AND A COMMUNITY TRANSIT SURVEY HAS ALSO BEEN PREPARED.

AND IT'S ALREADY BEEN POSTED ON THE CITY'S WEBSITE AND SOCIAL MEDIA PAGES.
THE PLAN ALSO INCLUDES INTRAGOVERNMENTAL COORDINATION.
AS A PART OF THIS INITIATIVE, MEETINGS AND ONGOING COMMUNICATION WILL OCCUR WITH BCT, NEIGHBORING CITIES, ROADWAY FACILITY OWNERS AND CITY DEPARTMENTS.

TONIGHT AT OUR COMMISSION MEETING WILL BE THE FIRST READING AND THE SECOND READING WILL BE ON JUNE 9TH, 2021.
NEXT SLIDE, PLEASE. OUR BUDGET AMENDMENT IS GOVERNED BY FLORIDA STATUTE 166.241, SUBSECTION THREE, WHICH ALLOWS FOR BUDGET AMENDMENTS DURING THE YEAR AND UP TO 60 DAYS FOLLOWING THE END OF THE FISCAL YEAR.
THE AMENDMENT MUST BE ADOPTED IN THE SAME MANNER AS THE ORIGINAL BUDGET, AND IT INVOLVES ANY INCREASES OR DECREASES IN BUDGETED FUNDS OR DECISIONS TRANSFERRED BETWEEN FUNDS OR DEPARTMENTS IN THE GENERAL FUND.

THE 2ND PREVIOUSLY APPROVED ITEM IS RESOLUTION 2020-100 THEY APPROVED AN AGREEMENT BETWEEN THE CITY OF TAMARAC AND CARRIER CORPORATION FOR THE PURCHASE AND INSTALLATION OF BIPOLAR IONIZATION PLASMA EQUIPMENT THAT WOULD BE [INAUDIBLE] FOR COVID AND THE EXISTING HVAC EQUIPMENT FOR SPECIFIC CITY FACILITIES.
AND THAT'S AN INCREASE TO THE BUDGET OF ONE FIFTY NINE THOUSAND EIGHT HUNDRED AND FORTY SEVEN. THE THIRD PREVIOUSLY APPROVED ITEM WAS RESOLUTION 2020-110 APPROVING AN AGREEMENT WITH SUPERIOR LANDSCAPING AND LAWN SERVICES FOR CITYWIDE TREE TRIMMING AND THAT ITEM IS AN AMENDMENT TO THE BUDGET OF TWO HUNDRED EIGHTY EIGHT THOUSAND FOUR HUNDRED AND SIXTY THREE DOLLARS. THE FOURTH ITEM IS RESOLUTION 2020-116, APPROVING AN AGREEMENT WITH SHENANDOAH GENERAL CONSTRUCTION COMPANY FOR THE REPAIR AND SLIP LINING OF STORMWATER PIPE AND OUTFALL LOCATED IN CANAL ZONE SIX.

THE LAST THREE PREVIOUSLY APPROVED ITEM WAS APPROVED AT THE LAST COMMISSION MEETING, IT'S R 2021-050 AND THAT AUTHORIZED AN APPROPRIATION OF FOURTEEN THOUSAND FIVE HUNDRED AND SIXTY NINE DOLLARS FROM THE STATE LAW ENFORCEMENT TRUST FUND FOR THE PROVISION OF FUNDING A CYCLING EVENT AND CRIME PREVENTION INITIATIVE, AUTHORIZING A DONATION TO TAMARAC PARKS AND REC FOUNDATION [INAUDIBLE] IN THE AMOUNT OF FOURTEEN THOUSAND FIVE SIXTY NINE, THIS WAS FOR THE DONATION OF THE 50 BIKES AND HELMETS THAT WERE USED IN THE BIKE WITH MIKE EVENT THAT WAS HELD THIS PAST SATURDAY.
THE FIRST ITEM IN THE MISCELLANEOUS THAT'S INCLUDED IN THE FIRST BUDGET AMENDMENT IS THE ENCUMBRANCE ROLL FORWARD FROM THE PREVIOUS YEAR.
THIS IS WHAT THE PRIOR YEAR ENCUMBRANCES RELATED TO APPROPRIATIONS FOR SPECIFIC PURPOSES ARE BROUGHT FORWARD INTO THE CURRENT CALENDAR YEAR.
THE GENERAL FUND ENCUMBRANCE ROLL FORWARD IS FIVE HUNDRED TWENTY TWO THOUSAND EIGHT HUNDRED FIFTY EIGHT DOLLARS.
THIS IS NOT A BUDGET INCREASE THIS IS A REALLOCATION FROM NON-DEPARTMENTAL RESERVE TO THE VARIOUS DEPARTMENTS THAT HAVE THESE ENCUMBRANCES THAT HAVE TO BE FUNDED.
SO THIS IS DONE WITH NO IMPACT TO THE GENERAL FUND TOTAL BUDGET.
THE NEXT MISCELLANEOUS ITEM IS A TRANSFER OF ONE MILLION DOLLARS OF THE RESULTING FUND BALANCE BACK TO THE GENERAL FUND AFTER RECEIVING ALL ANTICIPATED REIMBURSEMENTS FROM FEMA, FROM THE HURRICANE DISASTER FUND.
THE NEXT ITEM RE-APPROPRIATES FUNDING FROM THE GENERAL FUND RESIDENTIAL ASSISTANCE PROGRAM THAT WERE INITIALLY FUNDED IN 2020.
SO WE MOVED TO RE-APPROPRIATE THAT IN 2021 SO WE CAN EXPEND THE TWO HUNDRED FIFTY THOUSAND FOR THE GENERAL FUND RESIDENTIAL ASSISTANCE PROGRAM.
THE NEXT MISCELLANEOUS ITEM IS TO APPROPRIATE FUNDING FOR DESIGN AND RENOVATION OF CITY HALL COMMISSIONERS OFFICE SPACE.
THIS IS TO ACCOMMODATE THE COMMUNITY LIAISONS OR LEGISLATIVE AIDES.
THE NEXT ITEM IS TO APPROPRIATE FUNDING FOR THE MAYOR AND COMMISSION, MULTIMEDIA OUTREACH AND COLLATERAL INITIATIVE [INAUDIBLE] 50,000 DOLLAR ITEM AND THIS WOULD BE ADDED TO THE PIO'S BUDGET. NEXT ITEM IS TO RE-APPROPRIATE THE ORIGINAL FUNDING INTENDED FOR THE CURB APPEAL PROGRAM, WHICH TO DATE HAS NOT BEEN SPENT.
THIS IS AGAIN WAS INITIALLY FUNDED IN 2020.
THE FUNDS WERE NOT EXPENDED SO THEY NEED TO BE RE-APPROPRIATED IN FY 2021.
THE NEXT ITEM IS TO APPROPRIATE FUNDING FOR THE PURCHASE OF FURNITURE FOR CITY HALL COMMISSIONERS OFFICE SPACE OF 15 THOUSAND DOLLARS.
THE NEXT ITEM IS TO APPROPRIATE FUNDING NEEDED TO PROVIDE PARKS AND RECREATIONS AND OTHER DEPARTMENTS STAFF SUPPORT FOR CITY COMMISSION INITIATIVES.
THIS IS SO THAT CITY PARKS DEPARTMENT STAFF AND OTHER DEPARTMENT STAFF CAN HELP [INAUDIBLE] INITIATIVES THAT THEY HOLD IN THEIR INDIVIDUAL DISTRICTS.
THE NEXT ITEM APPROPRIATE, THE FUNDING NEEDED TO RESTART THE RESIDENTIAL PAINT PROGRAM.
THIS PROGRAM WAS PUT ON HOLD FOR A WHILE.
IT WAS FUNDED IN THE PAST AND PUBLIC SERVICES.
THIS WAS ALWAYS FUNDED IN COMMUNITY DEVELOPMENT AND WE'RE GOING TO RESTART IT WITH THIRTY THOUSAND DOLLARS. AND I BELIEVE THAT IT WILL BE AN ONGOING EXPENSE.
AND WE'LL BE LOOKING TO DO THIS AGAIN IN FY 2022 BUDGET.
AND FOR 2021 WE'RE INCREASING ABOVE THE THIRTY THOUSAND.
AND THAT'S BEING ADDED TO THE NIP IT PROGRAM IN CODE ENFORCEMENT.

THIS IS THE RESULT OF RESOLUTION 2021-011 APPROVE THE AMENDMENT TO THE AGREEMENT WITH BROWARD COUNTY FOR THAT ADDS BUS STOP IMPROVEMENTS AT 79 LOCATIONS.
IN ORDER TO MAINTAIN THOSE BUS STOP IMPROVEMENTS, PUBLIC SERVICES NEEDS ANOTHER OF GROUNDKEEPER, ONE POSITION.
AND THAT WAS OUTLINED IN THE RESOLUTION.
IN THE MEMO, IT TALKED ABOUT THE GROUNDSKEEPER ONE POSITION PLUS A VEHICLE FOR THE GROUNDKEEPER. SO IN 2021 PUBLIC SERVICES CAN ADD THIS POSITION WITH NO BUDGETARY IMPACT BECAUSE IT APPEARS THAT THEIR BUDGET WILL BE ABLE TO ABSORB THIS DURING 2021.
SO WE DON'T HAVE TO INCREASE THE BUDGET FOR THIS.
THE NEXT PERSONNEL ADJUSTMENT OCCURRED IN THE FIRE RESCUE DEPARTMENT, THE RETIREMENT OF JEFF MORAL IN DECEMBER OF 2020 [INAUDIBLE] ASSISTANT FIRE CHIEF, TO A FIRE DIVISION MARSHAL POSITION AND THERE IS NO BUDGETARY IMPACT.
FIRE RESCUE FUND WILL BE ABLE TO ABSORB THE INCREMENTAL DIFFERENCE BETWEEN ANY OF THE TWO POSITION. THE NEXT PERSONNEL ADJUSTMENT WAS IN THE CITY COMMISSION DEPARTMENT.
ONE EXECUTIVE ASSISTANT POSITION WAS MOVED OUT AND THAT PLACED [INAUDIBLE] ON ADMINISTRATIVE COORDINATOR POSITION.

SO TO RECAP, THE BUDGET AMENDMENT, THE TOTAL BUDGET AMENDMENT OF 3.9 MILLION AFFECTS THREE [INAUDIBLE], IT AFFECTS THE GENERAL FUND, THE SPECIAL REVENUE FUND AND THE CAPITAL PROJECT FUNDS. TWO ITEMS ALONE ACCOUNT FOR THREE POINT THREE MILLION OF THE THREE POINT NINE MILLION BUDGET AMENDMENT.

AS YOU RECALL AT THE LAST MEETING, AND A MARCH MEETING STAFF WAS GIVEN A DIRECTIVE TO GO OUT AND TO VISIT THE COMMERCIAL PROPERTIES, PRIMARILY GIVEN THE CONDITION OF THE PROPERTIES. AND DURING THAT MEETING STAFF HAD TALKED ABOUT THE FACT THAT BECAUSE OF COVID, WE HAVE INSTITUTED A STAY ON VIOLATIONS ON THESE PROPERTIES.
AND SO WE WERE ASKED TO GO OUT AND TO CONDUCT A VISIT.
AND SO WE DID THAT IN EARLY APRIL AND WE WENT OUT TO A TOTAL OVER THIRTY FOUR OR SO PROPERTIES IN TOTAL THAT WE VISITED FOR COMPLIANCE VISITED, AND WE ISSUED VIOLATIONS FOR THOSE THIRTY FOUR PROPERTIES WITH AN APPEARANCE DATE OF JULY 7TH.
I JUST WANT TO NOTE FOR THE RECORD THAT NO PROPERTY WAS FINED DURING THAT PROCESS.
THEY WERE GIVEN 60 DAYS TO COMPLY WITH THE JULY 7TH APPEARANCE DATE.

THE EXTERIOR BUILDING PAINTED AND THE COLOR CURBS AND LANDSCAPING AND DISCOLORATION OF THE PARKING LOT AND SO ON, SO THOSE ARE JUST SOME OF THE VIOLATIONS AND I'M JUST GOING SLOWLY SO YOU CAN JUST SEE THE DIFFERENT PLAZAS AND WHAT WAS ISSUED.
IN ADDITION TO THAT OF THE MAJOR PLAZAS WE VISITED 11 TOTAL MAJOR PLAZA.
ELEVEN TOTAL MAJOR PLAZAS, AND THOSE ARE OUR LARGE PLAZAS IN THE CITY.
WE HAVE HAD SOME DIFFICULTIES CONTACTING THE PROPERTY OWNERS OF THE 11 PLAZAS THAT WE VISITED, ONLY FOUR PROPERTY OWNERS WERE IN CONTACT WITH AND THEN THE SMALLER PLAZAS WE VISITED A TOTAL OF TWENTY THREE OF THOSE.
AND WE HAVE BEEN IN CONTACT WITH 18 OF THOSE PROPERTY OWNERS.
SO WE'RE HAVING MORE SUCCESS WITH THE SMALLER PLAZAS THAN WE'RE HAVING WITH THE LARGER PLAZAS. AND THEN ONCE AGAIN, JUST GOING THROUGH SOME OF THE VIOLATIONS THAT WERE ISSUED, PRIMARILY LANDSCAPING, BUILDING, EXTERIOR COLOR PAINTING AND SO ON.
AND THIS IS JUST ANOTHER SLIDE, JUST ALSO SHOWING SOME OF THE SAME VIOLATION, JUST IN THE INTEREST OF TIME, NOT GOING THROUGH THEM SPECIFICALLY.

PERSONALLY, WHILE I UNDERSTAND THAT MONDAY MORNINGS, 9:30 A.M.
EVERY TWO WEEKS. HAVE NOT NECESSARILY BEEN ENJOYABLE FOR EVERYBODY.
I FOUND THEM VERY EFFECTIVE, MAYBE ONCE A MONTH OR WHATEVER IT IS, I DON'T LIKE THIS TWO HOURS BEFORE A MEETING, WE CAN'T GET THINGS DONE, WE DON'T HAVE TIME TO ASK THE QUESTIONS THAT WE NEED. AND I KNOW WE GO THROUGH OUR AGENDA REVIEW AND WE GET OUR BOOKS.
BUT PART OF THE IMPORTANT STUFF THAT WE CAN'T DO IS TALK.
SO THE ONLY WAY TO BE ABLE TO KNOW WHAT PEOPLE ARE THINKING AND HEAR GOOD IDEAS AND BE ABLE TO MAYBE MODIFY THINGS AND WORK THEM TOGETHER IS TO BE ABLE TO BE TOGETHER TO DO IT.
SO AS FAR AS ONLINE PRESENTATIONS, WE CAN BE HERE.

AND IT WOULD MAKE WEDNESDAY NIGHTS OR WEDNESDAY MORNINGS WHICHEVER MEETING WE WERE HAVING A LOT SMOOTHER. CITY MANAGER, HOW EFFECTIVE IS THAT VERSUS US HAVING AN HOUR AND A HALF PRIOR TO EACH COMMISSION MEETING OR HOW EFFECTIVE WOULD IT BE VERSUS US HAVING IT PRIOR TO THE ACTUAL MEETING? I THINK THE ISSUE OF EFFECTIVENESS IS MORE ABOUT HOW YOU USE THE TIME THAT YOU ALLOT WHENEVER YOU GUYS DECIDE TO DO IT, YOU KNOW, I THINK THAT THERE'S A CONSENSUS THAT THERE'S A LOT TO TALK ABOUT AND THERE'S A LIMITED AMOUNT OF TIME AND THEN EVERYONE IS BUSY.
