>> GOOD EVENING. FOR THE RECORD, JOHN DOHERTY, ASSISTANT DIRECTOR OF PUBLIC SERVICES, THE PURPOSE OF THIS PRESENTATION IS TO PROVIDE THE CITY COMMISSION WITH A CITYWIDE BUFFER WALL PROGRAM UPDATE.

AS YOU SAID, MR. JEFF CREWS, THE PRINCIPAL STANTEC ENGINEERING LEADS THE DESIGN TEAM RESPONSIBLE FOR DESIGN IN PERMITTING OF OUR BUFFER WALL PROGRAM, AND HE IS HERE WITH US TONIGHT TO PROVIDE YOU WITH AN OVERVIEW PRESENTATION OF OUR BUFFER WALL PROGRAM.

MAXINE CALLOWAY, JACK STRAIN, AND I WILL ALSO BE AVAILABLE TO ASSIST AS NECESSARY TO ANSWER ANY QUESTIONS FOLLOWING THE COMPLETION OF THE PRESENTATION.

>> THANK YOU, JOHN. THIS IS JEFF CREWS WITH STANTEC, WE'VE BEEN HONORED TO WORK WITH CITY STAFF TO IMPLEMENT THE BUFFER WALL PROGRAM OVER THE LAST FEW YEARS AND THEY ASKED ME TO PRESENT AND I'M HONORED TO DO SO.

AS I SAID, WE'VE BEEN WORKING ON THIS PROGRAM FOR A FEW YEARS, SO WE WANTED TO GIVE YOU AN UPDATE ON WHERE WE'RE AT, AND TONIGHT [NOISE] WE'RE GOING TO TALK A LITTLE BIT ABOUT OUR PROGRAM OVERVIEW, THE DESIGN AESTHETICS THAT WENT INTO THE WALL AND SOME OF THE [NOISE] THINGS THAT WE'VE RUN INTO WITH THAT, SOME OF THE CONFLICTS THAT WE'VE RUN INTO THAT HAVE MADE IT A CHALLENGING PROGRAM TO IMPLEMENT, [NOISE] ALONG WITH THE UTILITY COORDINATION, [NOISE] SOME OF THE PROPERTY RIGHT ISSUES THAT WE HAVE BEEN ADDRESSING, AND SOME OF THE PERMITTING CHALLENGES THAT WE'VE RUN INTO.

THEN WE'LL WRAP UP WITH AN OVERVIEW OF ALL OF IT.

JUST [NOISE] TO REVISIT THE WHOLE PROGRAM, WE STARTED WITH PHASE 1, WAY OUT ON THE EAST END OF THE CITY ON COMMERCIAL BOULEVARD, AND THEN MOVE TO A PHASE 2 JUST WEST OF THE TURNPIKE, PHASE 3 FURTHER WEST ON COMMERCIAL, AND 4 AND 5 SHORTLY THEREAFTER.

WE'RE CURRENTLY WORKING ON PHASE 6 ON PROSPECT ROAD, PHASE 7 ON SOUTH BOULEVARD, AND [NOISE] BOTH OF THOSE SHOULD BE COMING UP WITHIN THE NEXT COUPLE OF MONTHS OUT TO BID.

[NOISE] JUST A LITTLE BIT ABOUT THE PROGRAM.

GOING BACK TO THE BEGINNING, ONE OF THE THINGS THAT HAS BEEN INTERESTING ABOUT THIS PROJECT IS, IT IS A UNIQUE DESIGN.

IT WAS ORIGINALLY PUT TOGETHER SPECIFICALLY FOR THE CITY, AS PART OF A UNIQUE AESTHETIC DESIGN.

ONE OF THE CHALLENGES THAT IT HAS PRESENTED IS THAT THE WALL IS NOT AN OFF THE SHELF UNIT, IT'S CUSTOM-DESIGNED BY ONE OF THE WALL MANUFACTURERS, THAT HAS CREATED SOME CHALLENGES TO GET EXACTLY THE LOOK THAT THE CITY WAS LOOKING FOR, AND IN FACT, WE ENDED UP REJECTING THE FIRST WALL MANUFACTURER THAT CAME TO THE TABLE TO DO IT, BECAUSE THEY COULDN'T MEET CITY STANDARDS, AND IT'S SINCE FOUND ADDITIONAL WALL MANUFACTURERS TO DO IT, BUT IT HAS LIMITED THE AVAILABILITY OF THE WALL AND STRETCHED OUT PRODUCTION TO SOME DEGREE BECAUSE WE HAVE MANY MANUFACTURERS THAT ARE WILLING TO UNDERTAKE THIS PARTICULAR AESTHETIC DESIGN.

BUT IT IS AN ATTRACTIVE WALL.

WE'VE GOTTEN GREAT FEEDBACK ON IT FROM PEOPLE WITHIN THE COMMUNITY.

SORRY. ONE OF THE THINGS THAT WE WANTED TO TALK ABOUT IS SOME OF THE CONFLICTS THAT WE'VE RUN INTO ON THE COURT OR CONSISTENTLY.

[NOISE] THE EDGE OF THE RIGHT-OF-WAY IS A BUSY PLACE FOR A LOT OF THINGS HAPPENING.

WE ALL THINK OF ROADS BEING BUSY OUT IN THE ACTUAL TRAFFIC, BUT THERE'S A LOT HAPPENING AT THE RIGHT-OF-WAY WHERE WE'RE TRYING TO PUT THESE WALLS AND IT'S EASY TO OVERLOOK.

WE WANTED TO DRILL DOWN AND HAVE A CLOSER LOOK AT THE THINGS THAT WE'RE RUNNING INTO AND THE CHALLENGES THAT WE'RE SEEING AT THE RIGHT-OF-WAY LINE.

ONE OF THE CONSISTENT THINGS THAT WE SEE ALL THE TIME IS OVERHEAD UTILITY LINES, ESSENTIALLY, IN LINE WITH WHERE WE WOULD WANT TO PUT THE WALL IN MOST PLACES, AND THIS CREATES CHALLENGE WITH BEING ABLE TO LIFT THE WALLS INTO PLACE AND WORK THEM AROUND THE UTILITIES THAT ARE THERE.

[NOISE] IN ADDITION TO THAT, THERE ARE MANY OTHER UTILITIES AT THE RIGHT-OF-WAY LINE, INCLUDING ELECTRICAL BOX, TELEPHONE BOXES, CABLE JUNCTION BOXES.

WE SEE THIS CONSISTENTLY THROUGHOUT, AND THEY'RE THINGS THAT ARE GETTING IN THE WAY OF WHERE OUR IDEAL WALL QUARTER ALIGNMENT WOULD GO.

ONE OF THE THINGS ABOUT THESE BOXES THAT WE HAVE TO KEEP IN MIND IS, IT'S NOT ONLY THE IMMEDIATE IMPACT OF WHETHER THEY'RE IN THE WAY OF THE WALL, IS, MOST OF THESE BOXES ARE OPEN, SO THERE HAS TO BE ACCESS TO THEM, AND CLEARANCE FROM THEM SO THAT PEOPLE CAN GET TO AND WORK ON THE EQUIPMENT THAT'S INSIDE.

IT'S MANY TIMES CO-MANDATED TO HAVE A CERTAIN AMOUNT OF CLEARANCE SO THAT IT CAN BE A SAFE WORKING ENVIRONMENT.

[NOISE] UTILITY CONFLICT AGAIN AT THE RIGHT OF WAY LINE, ONE OF THE THINGS THAT WE CONSISTENTLY RUN INTO ARE THE UTILITY POLES THAT ARE ASSOCIATED WITH THOSE UTILITY WIRES.

NOT ONLY DO WE RUN INTO THEM ON A REGULAR BASIS, THEY'RE VERY INCONSISTENT IN THEIR ALIGNMENT, SO AS YOU GO DOWN THE WALL, A POLE MIGHT BE TWO FEET INSIDE THE LINE, IT MIGHT BE A FLUID OUTSIDE THE LINE AND IT MAKES IT DIFFICULT TO GET A CLEAN ALIGNMENT FOR THE WALL THAT DOESN'T ZIGZAG IN AND OUT [NOISE] AND GIVE YOU A BAD LOOK.

THEY COME IN VARIOUS SHAPES AND SIZES THAT ARE PROBLEMATIC TO WORK AROUND IN MANY WAYS.

ASSOCIATED WITH THAT POLE EQUIPMENT, THERE'S OTHER THINGS THAT ARE OFTEN THERE IN THE WAY INCLUDING GUIDE WIRES, UTILITY BOXES, CABLE CHASES THAT COME DOWN THE POLES, UNDERGROUND CABLES THAT ARE IN THE IMMEDIATE VICINITY OF THOSE POLES AND METER SERVICES AND YOU CAN SEE IN THE PICTURE THAT WE RUN INTO A LOT OF THESE KINDS OF THINGS.

[NOISE] ONE OF THE THINGS THAT WE'VE RUN INTO IT IN THE LAST COUPLE OF YEARS, IT HAS BEEN A LITTLE UNIQUE IS FORTUNATELY FOR THE CITY, FPL IS A HARDENING PROGRAMS SO THAT IT WILL MAKE YOUR CITY MORE RESILIENT, YOU'RE LESS LIKELY TO LOSE POWER OR A STORM, THEY ARE UPGRADING ALL OF OTHER POLES, UNFORTUNATELY, THE TIMING HAS BEEN REALLY BAD FOR OUR PROJECT BECAUSE WE OFTEN END UP WITH CASES LIKE YOU SEE IN THE PICTURES HERE, DUPLICATED POLES WHERE WE HAVE THE OLD POLE LINE AND THEY HAVE COME ALONG AND PUT NEW POLE LINES.

THEY ARE OFTEN OFFSET FROM EACH OTHER SO THAT THEY COULD RUN THE NEW WIRING IN THE NEW LOCATION, SO THEY BOTH INTERFERE WITH POTENTIAL WALL CORD OR THEY ARE OFTEN BOTH THERE FOR AN EXTENDED PERIOD OF TIME AS THEY GET ALL OF THE UTILITIES TO MOVE FROM ONE SET OF POLES TO THE OTHER AND THEY DON'T COMMUNICATE WITH THE CITY AS TO WHEN THIS IS HAPPENING.

WE'VE HAD SEVERAL OF THESE PROJECTS WHERE WE'VE DONE THE INITIAL SURVEY, ONLY TO FIND OUT THAT THEY'VE COME IN AFTER THE SURVEY AND PUT IN THE NEW POLES AND WE'VE HAD TO GO BACK AND RELOCATE THOSE NEW POLES AND WORK IN COMPLETELY DIFFERENT CONDITIONS THAN WE INITIALLY THOUGHT WE HAD.

THIS IS BEEN ONE OF THE ONGOING CHALLENGES AND IT'S

HAPPENED MORE THAN HALF OF OUR PROJECT.

[NOISE] ALL OF THAT LEADS TO ALSO HAVING UNDERGROUND UTILITIES AND YOU CAN SEE FROM THE MARKS ON THE GROUND HERE AND THE DIGGING THAT MANY OF THE UNDERGROUND UTILITIES ARE AT THE RAILWAY LINE, SOMETIMES JUST BEHIND THE RAILWAY LINE AND EASEMENTS.

THEY ARE OFTEN IN THE WAY AND IN MANY CASES DIFFICULT TO LOCATE AT A TIME PARTLY BECAUSE IN SOME CASES THEY'VE BEEN OVERGROWN WITH VEGETATION THAT ARE HARD TO EXACTLY FIND.

SOME OF THESE CAN BE WORKED AROUND, SOME OF THEM CAN BE MOVED BUT IT'S DIFFICULT TO GET THE AGENCIES TO MOVE AND THAT'S REALLY, THE UTILITY SMOOTHING OUT IS REALLY ONLY POSSIBLE WHEN IT'S CITY RIGHT OF WAY.

WE HAVE SEVERAL CASES WHERE WE'RE NOT ON CITY RIGHT OF WAY AND THAT'S NOT ALWAYS POSSIBLE FOR THE CITY TO DICTATE THAT THE UTILITY MOVES IF IT'S NOT YOUR RIGHT OF WAY.

THE CITY STAFF HAS DONE A GREAT JOB WORKING WITH UTILITIES TO GET THEM TO MOVE IN MANY PLACES BUT IT DOES TAKE TIME TO WORK WITH THEM AND OFTENTIMES WE'RE NOT ABLE TO FIND THESE CONFLICTS UNTIL WE'RE OUT IN THE FIELD.

ONE IN PARTICULAR, I'D LIKE TO POINT OUT THAT WE'VE HAD TROUBLE WITH BROWARD COUNTY FIBER OPTIC CABLES.

MANY OF THESE PROJECTS ARE NEAR THE BROWARD COUNTY TRAFFIC OFFICES, SO IT'S A HUB FOR ALL OF THESE TRAFFIC COMMUNICATION CABLES THAT COME IN FROM ALL OVER THE COUNTY SO WE END UP WITH A LOTS OF THE CABLES AND THEIR HIGH VOLUME CABLES.

THEY REQUIRE A SETBACK FROM THEM AND THE COUNTY WON'T LET YOU GET NEAR THEM EVEN WHEN YOU'RE NEARBY, THEY WANT YOU TO PAY EXTRAORDINARY HIGH DOWN PAYMENTS IN POTENTIAL DAMAGE COST UP FRONT JUST IN CASE YOU GET NEAR THEM.

THEY HAVE BEEN IN SOME CRITICAL LOCATIONS THAT HAVE BEEN PROBLEMATIC FOR US IN SEVERAL OF THE PROJECTS.

JUST TO UNDERSTAND HOW THAT FITS WITH THE WALL, THIS IS A PICTURE OF A TYPICAL FOUNDATION THAT EVEN THOUGH THE WALL IS FAIRLY SLIM ABOVE GROUND, THAT FOUNDATIONS ARE THREE FEET IN DIAMETER, SO THEIR IMPACTS EXTEND BEYOND THE ACTUAL FACE OF THE WALL AND IT'S LARGER UNDERGROUND THAN IT IS ABOVE GROUND.

IN ADDITION TO THOSE, WE HAVE TYPICAL CITY UTILITIES, THE WAY OF WATER, SEWER, AND DRAINAGE, SO WE OFTEN HAVE FIRE HYDRANTS THAT WE HAVE TO DEAL WITH CATCH BASINS, WE OFTEN RELOCATE THOSE AS PART OF THE PROJECT WHERE WE CAN AND THE FIRE HYDRANTS ESPECIALLY, HAVE CLEARANCE REQUIREMENTS AROUND THEM AND THERE HAS TO BE SOME SPACE ON EITHER SIDE AND BEHIND SO THE FIRE DEPARTMENT CAN WORK WITH IT AND WE HAVE TO MAKE SURE THAT EVEN WITH THE DRAINAGE THAT WE'RE NOT IMPACTING SURFACE FLOWS OR CHANGING WHERE WATER CAN FLOW FROM FRONT TO BACK OF THE WALL.

MANY OF THESE PROJECTS, WE'VE HAD SIGNIFICANT VEGETATION THAT IS IN THE CORRIDOR WHERE WE WOULD WANT TO PUT THE WALL BECOMES PROBLEMATIC IN A NUMBER OF WAYS.

PRIMARILY UP FRONT IN THE PLANNING STAGE, IT BECOMES DIFFICULT TO REALLY PLAN WHERE WE WANT TO PUT THESE WALLS BECAUSE THERE'S SO MUCH VEGETATION IN THE WAY WE CAN'T FIND THE UTILITIES AND IT'S DIFFICULT TO GET GOOD SURVEY INFORMATION WITH THE VEGETATION IN PLACE.

SOME OF THE TREES THAT WE TRY AND KEEP CAN ALSO IMPEDE INSTALLATION, ESPECIALLY WHERE THEY'RE LEANING OVER FROM PRIVATE PROPERTY OVER ONTO THE RIGHT OF WAY.

REMOVING THE TREES REQUIRES EXTENSIVE PERMITTING WITH THE COUNTY, I'LL TALK ABOUT THAT IN A FEW MINUTES.

LIKE I SAID, SOMETIMES THEY'RE PRIVATE TREES THAT ARE IMPACTING, LEANING OVER THE RIGHT OF WAY, SO IT'S NOT ALWAYS WITHIN OUR RIGHT TO REMOVE THEM SO WE HAVE TO WORK CLOSELY WITH THE RESIDENTS, WE'VE TO MAKE SURE THAT WE CAN MAKE ROOM FOR THE TREES AS NECESSARY.

GETTING RID OF TREES IN THAT CASE, CAN OFTEN AFFECT RESIDENTS FEELING OF PRIVACY AND SHADE, SO THAT'S SOMETHING THAT THE CITY HAS TO WORK WITH THE RESIDENTS CLOSELY SO THEY DON'T FEEL LIKE TOO MUCH IS BEING TAKEN AWAY FROM THEM AT THAT TIME.

ONE OTHER THINGS THAT WE'VE RUN IN TO CONSISTENTLY IS SOME SECONDARY ACCESS ON SOME OF THESE ROADWAYS, ESPECIALLY, ON TO THE MAJOR ROADWAYS WHERE WE'VE HAD DRIVEWAYS OUT ONTO THE ROAD THAT AREN'T THEIR PRIMARY DRIVEWAYS, THEY'RE OUT IN THE BACKYARD OFTEN FOR A BOAT OR A CAMPER OR IN SOME CASES, JUST PEDESTRIAN.

IT'S NOT ALWAYS CLEAR WHETHER THOSE ARE PRE PERMITTED AND GRANDFATHERED INTO THE PROPERTIES RIGHTS OR WHETHER THEY ARE ILLEGAL AND SHOULD BE CUTOFF BUT THOSE ARE ISSUES THAT WE'VE HAD TO ADDRESS.

WE'VE HAD A NUMBER OF SPACE CONSTRAINTS WHERE IN CASES ON THE UPPER RIGHT AND COMMERCIAL AND IN THE LOWER LEFT ON PROSPECT, WHERE THERE IS PHYSICALLY NOT ENOUGH SPACE TO PUT A WALL AND MAINTAIN EITHER THE DISTANCE FROM THE ROADWAY AS NECESSARY OR THE SIDEWALK WIDTH THAT'S REQUIRED AND IN SOME CASES THAT'S PUSHED US OFF INTO PRIVATE PROPERTY WHERE WE CAN'T ACTUALLY FIT ON THE RIGHT OF WAY LINE.

ANOTHER ISSUE THAT WE RUN INTO IS IN VERTICAL ELEVATION VARIATIONS, IN SOME CASES, ON THE RIGHT SIDE IS COMMERCIAL BOULEVARD, ONE OF THE VERY FIRST PROJECT WE DID, WE END UP HAVING A DIFFERENTIATION BETWEEN ELEVATION AT THE RIGHT OF WAY AND ELEVATION ON THE PRIVATE PROPERTY AND IN PLACES THAT CAN BE IN EXCESS OF SEVERAL FEET SO WE'VE HAD TO PUT IN RETAINING WALL PANEL SO THAT THE WALL CAN BE FILLED ON ONE SIDE AND ACTUALLY BE TALLER ON THE OTHER SIDE.

SOME OF THOSE WALLS WILL END UP BEING SIX FOOT ON ONE SIDE AND EIGHT FOOT ON THE OTHER.

[NOISE] WE'VE HAD TO DO TRAFFIC RECONFIGURATIONS IN SEVERAL OTHER PROJECTS BECAUSE OF WHERE THE WALL GOES, WE'VE HAD TO NARROW CERTAIN ROADS AND MAKE THEM ONE WAY AND COMPLETELY RECONFIGURE THE TRAFFIC IN THE NEIGHBORHOOD.

BY ITSELF, THIS IS A FAIRLY STRAIGHTFORWARD ENGINEERING PROBLEM BUT WHERE IT REALLY BECOMES A CHALLENGE IS THAT BROWARD COUNTY TRAFFIC, IS ONE OF THE MOST CHALLENGING AGENCIES TO WORK WITH AND IT TAKES A LONG TIME TO GET ANYTHING APPROVED AND IT TAKES A LONG TIME TO GET ANYTHING CERTIFIED AFTER IT'S CONSTRUCTED.

THAT HAS BEEN A CHALLENGE FROM DAY ONE IN SOME OF THESE PROJECTS.

TRAFFIC SAFETY IS SOMETHING WE'RE CONSTANTLY ON THE LOOKOUT FOR AND IT AFFECTS THE VISIBILITY TRIANGLES OF WHERE WE CAN PUT THESE WALLS TO MAKE SURE THAT THE INTERSECTING STREETS STILL HAVE GOOD VISIBILITY AND MAKE SURE THAT WE HAVE TO CRASH SETBACKS FROM THE TRAVELING VEHICULAR TRAFFIC AND TO MAKE SURE THAT THEY'RE STILL GOOD PEDESTRIAN SAFETY BECAUSE WE DON'T WANT TO BLOCK A VEHICLE'S VIEW OF A CROSSING PEDESTRIAN.

THIS IS SOMETHING WE'VE HAD TO CHECK ON EVERY PROJECT AND WE'VE HAD TO MAKE [NOISE] SOME CODE OR CHANGES BECAUSE OF THESE JUST TO MAKE SURE THAT WE CAN MAINTAIN SAFETY.

ONE OF THE CONFLICTS THAT WE RUN INTO ON A REGULAR BASIS IS WITH THINGS ON THE PRIVATE PROPERTY VERY CLOSE TO THE RIGHT OF WAY LINE THAT CAN IMPACT HOW CLOSE WE CAN BUILD THE WALL, THINGS LIKE FENCES AND POOL DECKS AND SHEDS AND HEDGES AND SO THAT TAKES CLOSE WORKING WITH CITY STAFF AND WORKING WITH THE RESIDENTS TO MAKE SURE THAT WE CAN BUILD SOMETHING SAFELY AND WITHOUT IMPACTING THE PRIVATE PROPERTIES TOO MUCH.

FOR ALL THE UTILITY CONFLICTS YOU'VE SEEN, WE'VE HAD TO DO SOME EXTENSIVE COORDINATION WITH THOSE UTILITIES, BOTH TO FIND THEM UPFRONT TO SEE IF THEY CAN BE MOVED.

THE GOAL IS TO PUT THESE AT THE RIGHT-OF-WAY LINE WHERE WE CAN OBVIOUSLY ON PUBLIC RIGHT AWAY AS THE BEST.

IN SOME CASES THEY'VE HAD TO GO ON THE PRIVATE SIDE OF RIGHT AWAY.

THAT REQUIRES EXTENSIVE PUBLIC OUTREACH TO WORK WITH ALL OF THE HOMEOWNERS, TO NOTIFY THEM TO HAVE PUBLIC MEETINGS AND TO WORK WITH THEM INDIVIDUALLY.

IN SOME CASES, WE HAVE EXISTING EASEMENTS, BUT THOSE EASEMENTS VARY A LOT FROM LOCATION TO LOCATION.

SOME OF THEM ARE SPECIFICALLY WALLS AND FENCES, MEANS THAT HAVE VERY CLEAR DESIGNATIONS THAT WE CAN PUT A WALL ON, BUT SOME ARE LESS SURE ABOUT THAT AND HAVE REQUIRED SOME LEGAL PERMISSION TO SEE WHICH EASEMENTS CAN BE USED AND WHICH CAN'T.

IN CASES WHERE THOSE EASEMENTS ARE NOT CLEAR CUT, WE'VE OFTEN HAD TO GET LEGAL PERMISSION DOCUMENTS SIGNED BY EVERY SINGLE RESIDENT ON THE CORRIDOR AND WHAT HAPPENS THERE IS THE LAST RESIDENT TO SIGN DRIVES THE ENTIRE SCHEDULE.

IT ALWAYS HAPPENS ON

EVERY PUBLIC OUTREACH PROJECT WHERE YOU GET 75 PERCENT OF THE PEOPLE TO SIGN RIGHT AWAY AND OTHER 20 PERCENT OF THE PEOPLE TO LINGER SIGNING AND IN THE LAST FEW ARE ALWAYS DIFFICULT TO GET SIGNED UP.

THAT'S BEEN A LENGTHY CHALLENGE IN THE BEGINNING AND OF SEVERAL OF THE PROJECTS.

THEN EVEN ON THE PUBLIC SIDE WE ARE NOT ALWAYS DEALING WITH CITY RIGHT AWAY.

WE'VE HAD SOME PROJECTS ON DOT, WE HAVE PROJECTS ON BROWARD COUNTY AND REQUIRES EXTENSIVE PERMITTING FROM THEM TO GET PERMISSION TO DO THE WORK ON THOSE RIGHT OF WAYS.

WHEN THE WALL IS ACTUALLY ON THOSE RUNAWAYS, THEY REQUIRE A LONG-TERM MAINTENANCE AGREEMENTS THAT CAN BE LENGTHY LEGAL AGREEMENT PROCESSES OF THEMSELVES.

OF COURSE, THE CITY HAS A LOT LESS CONTROL OF WHAT THEY CAN BUILD WHEN IT'S NOT THERE RIGHT AWAY THAT THEY'RE WORKING WITH.

THE PERMANENT I MENTIONED BEFORE, TREE REMOVAL IS ALWAYS A CHALLENGE BECAUSE WE HAVE TO GO THROUGH BROWARD COUNTY AND GET PERMISSION TO REMOVE ALL THE TREES.

WHENEVER WE REMOVE TREES WITH COUNTY, WE HAD MITIGATION, WE HAD TO PLANT TREES BACK.

THERE'S GENERALLY NOT ENOUGH ROOM ON THESE RIGHT WAYS TO PUT THE TREES BACK WITHIN THE SAME QUARTER OR SO.

THE CITY HAS AGREED WITH THE COUNTY THAT THEY WOULD PLANT THEM ELSEWHERE ON OTHER CITY PROJECTS WITHOUT REQUIRES A GOOD DEAL OF COORDINATION IN ORDER TO MATCH UP THOSE TREES BEING REMOVED WITH TREES BEING PLANTED IN SAY, A PARK PROJECT THAT'S GOING ON AT SAME TIME, I MENTIONED BROWARD COUNTY TRAFFIC ENGINEERING BEING ONE OF THE MORE DIFFICULT IN PERMITTING AND OVERSIGHT AGENCIES THAT WE HAVE TO DEAL WITH.

WE ALSO GO THROUGH THE CITY BUILDING FARMER, BUT THEY'VE BEEN GREAT TO WORK WITH.

THEY'RE USUALLY NOT AN ISSUE AT ALL.

REALLY, THE BIGGEST CHALLENGE WE HAVE WITH THE BILLING DEPARTMENT IS THAT WHEN WE RUN INTO UTILITY CONFLICTS, WE HAVE TO GO BACK TO THEM AND SOMETIMES CHANGE DESIGNS ON THE FLY IN ORDER TO WORK AROUND SOME THINGS THAT WERE UNFORESEEN.

WITH THAT, I THINK JACK WANTED TO TAKE OVER AT THIS TIME.

TO DATE, WE'VE BUILT ALMOST 24,000 LINEAL FEE OF WALL AT A COST OF APPROXIMATELY $8.5 MILLION.

PRESENTLY WE HAVE UNDER DESIGN ANOTHER 11,700 AND LINEAL FEET AND THE ESTIMATED COST OF THAT IS JUST UNDER FIVE MILLION DOLLARS.

WE HAVE A FEW DESIGN CHANGES THAT HOPEFULLY MAY ECONOMIZE THE COST OF THE WALL.

BUT WE'VE YET TO ACTUALLY BID A PROJECT WITH THESE CHANGES.

WE REALLY DON'T KNOW HOW MUCH OF A DIFFERENCE IT'S GOING TO MAKE.

BUT WE CERTAINLY HAVE LOOKED AT DOING A FEW THINGS.

ONE OF THE THINGS WE'VE DONE IS WE'VE REMOVED ALL OF THE TEXTURED SURFACES ON THE PRIVATE PROPERTY SIDE.

THAT SIMPLIFIES THE FORM A LITTLE BIT.

HOPEFULLY IT'LL SAVE SOME MONEY.

OBVIOUSLY, WE'LL PAINT THE PRIVATE SIDE THE MAJOR COLOR IN THE WALL AND NOT DO THE SPECIAL PAINTING AND ON THE OUTSIDE WE DO ALL THE TEXTURED PAINTING TO GIVE IT THAT ARCHITECTURAL APPEAL.

BUT OBVIOUSLY, THIS HAS BEEN A HUGE PROGRAM THAT WE'VE UNDERTAKEN AND JEFF HAS GONE THROUGH ALL OF THE PROBLEMS THAT WE'VE HAD TO DEAL WITH.

SOMETIMES PEOPLE ASK WHY IS IT TAKES SO LONG TO BUILD SOME OF THESE WALLS? WELL, HE'S GONE THROUGH A LITANY OF REASONS WHY IT TAKES SO LONG.

IT'S JUST A DIFFICULT PROCESS.

IT'S NOT EASY BUT WE THINK WE'VE DONE A GREAT JOB TODAY AND WE WANT TO CONTINUE ON WITH THE PROGRAM.

THIS SLIDE BASICALLY TELLS YOU WHAT THE PROGRAM WAS ORIGINALLY DEVELOPED WHEN WE HAD 2014 MAJOR ARTERIAL COURT OF STUDY.

THE PROGRAM DESIGNED TO SEPARATE SINGLE-FAMILY HOMES FROM ROADWAYS WHERE ENCROACHMENT OF ROADWAYS HAS CREATED A SAFETY ISSUE.

A LOT OF THESE HOUSES WERE BUILT BACK BEFORE.

A LOT OF THESE ROADS WERE AS BUSY AS THEY WERE OR AS WIDE AS THEY WERE.

IT WAS DECIDED THAT WE WOULD TRY AND GET SOME BUFFER BETWEEN THESE ARTERIAL ROADS AND THE SINGLE FAMILY NEIGHBORHOODS AND I.E,

WHY WE CALL THEM THE BUFFER WALLS.

THE PROGRAM CRITERIA INCLUDED SINGLE-FAMILY HOMES ADJACENT TO MAJOR THOROUGHFARES, AND EXISTING AND CONDITIONS OF EXISTING WALL FENCE OR LANDSCAPING.

FEASIBILITY OF CONSTRUCTING A BUFFER WALL SUCH AS AN AMOUNT OF EXISTING RIGHT AWAY PRESENCE OF OVERHEAD UTILITIES, WHICH JEFF WENT INTO QUITE A BIT OF DETAIL IN HIS PRESENTATION.

THAT OF BRINGS YOU UP TO SPEED TO WHERE WE ARE RIGHT NOW AND THAT'S REALLY THE LENGTH AND BREADTH OF OUR PRESENTATION.

WE WENT THROUGH ALL OF IT AS BEST WE COULD, BUT THE QUARTERS THAT WERE DESIGNATED AND WERE ACTUALLY WAITED IN THE ARTERIAL CITY, WHAT THE MAJOR QUARTERS, LIKE COMMERCIAL BOULEVARD, THAT'S WHY WE STARTED ON COMMERCIAL BOULEVARD BECAUSE THAT'S THE BUSIEST ROAD AND IN TAMARAC.

ACTUALLY, WHEN WE DID THE FIRST PHASE, WE WERE GOING TO BUILD A SECTION OF WALL ON THE NORTH SIDE OF COMMERCIAL BOULEVARD, JUST WEST OF PROSPECT ROAD, BUT THE NEIGHBORHOOD BASICALLY SAID THEY WEREN'T INTERESTED.

WE SAID, "OKAY, WE WOULD HAVE THOUGHT THAT THEY WANT SOME PROTECTION AND BUFFER FROM COMMERCIAL BOULEVARD, BUT THEY CHOSE NOT TO.

THAT'S WHY WE ONLY BUILT THE WALL ON THE SOUTH SIDE." BUT AS WE DID EACH PHASE, WE MET WITH HOAS THAT WE'RE GOING TO BE AFFECTED, TALKED TO THEM, AND ASKED THEM WHAT THEY NEEDED.

THE FIRST PHASE WAS OBVIOUSLY A REAL DIFFICULT ONE BECAUSE IT HAD ABOUT A THIRD OF THE PROJECT, OR MAYBE NOT A THIRD, BUT 40 PERCENT OF THE PROJECT WAS IN PEOPLE'S BACKYARDS AND WE HAD TO GET INDIVIDUAL PROGRESSION FROM EACH ONE, AND EACH ONE HAD A SHED OR SOMETHING LIKE THAT, THAT MIGHT BE IN CONFLICT.

WE HAD TO DO A LOT OF CAJOLING AND CONVINCING THAT THIS WAS GOING TO BE A GOOD PROJECT AND IT WAS GOING TO IMPROVE THE NEIGHBORHOOD STUFF.

BUT EACH PROJECT HAS ITS OWN UNIQUE CHALLENGES, BUT WE DEAL WITH THEM AS THE JOBS, UNFOLD, AND WE TRY AND WORK WITH THE ABIDING PROPERTY OWNERS AS BEST WE POSSIBLY CAN AND STILL END UP BUILDING THE PROJECT THAT WE HAD ORIGINALLY INTENDED TO DEVELOP.

THE INITIAL BUDGET FOR THIS PROJECT WAS $400,000 BECAUSE IT WAS INITIATED IN 2013; A PROJECT WE'VE BEEN WORKING A LOT OF YEARS ON.

THE PUBLIC ART FUND IS $373,342, AND WE HAVE A PENDING ADDITIONAL GRANT WE'RE WAITING TO HEAR FOR $300,000.

THE RECOMMENDATION TOO IS FOR TECHGROUPONE LLC TO CONSTRUCT IT.

THAT IS A KALEIDOSCOPE THAT LOOKS OUT OVER THE EVERGLADES AND GIVES US A PICTURE OF THE EVERGLADES.

IT'S GOING TO BE A CLASSROOM ON THAT PLATFORM AND THERE'S AN ADDITIONAL PLATFORM.

YOUNG AT ART HAS PROVIDED PROGRAMING TO TALK ABOUT THE ECOLOGY AND TO TEACH CHILDREN ABOUT NATURE.

CLASSES ARE GOING TO BE HELD AND PROGRAM IS GOING TO BE DONE.

WE FEEL VERY STRONGLY THAT THIS PROJECT IS GOING TO REALLY PUT TAMARAC ON THE MAP.

IT'S VERY EXCITING.

THIS IS A SOCIAL JUSTICE PROJECT THAT WE WOULD LIKE TO DO IN TAMARAC VILLAGE ON AN AMPHITHEATER WALL THAT'S ALREADY DESIGNED, THAT WE DON'T HAVE TO PAY FOR THE WALL.

IT'S ALREADY GOING TO BE THERE.

AN ARTIST NAMED MICHAEL PARKER DID A SOCIAL JUSTICE WALL IN THE CITY OF TAMPA WHERE HE CHOSE SOCIAL JUSTICE PEOPLE WITH A HISTORY OF TAMPA.

PUBLIC ART COMMITTEE IS WORKING TO DO A MUCH BROADER HISTORY OF MARTIN LUTHER KING AND OTHER ALUMINARIES THROUGHOUT HISTORY SINCE THE BEGINNING OF TIME FOR SOCIAL JUSTICE.

THE AMENDMENT TO THE TAMARAC PUBLIC ART ORDINANCE ADDRESSES THE LACK OF PUBLIC RIGHT-OF-WAY IS AVAILABLE FOR PUBLIC ART.

WE'D LIKE TO CREATE A SECOND OPTION FOR DEVELOPERS TO PARTICIPATE IN THE PROGRAM, AND IT EXPANDS DEFINITION OF PUBLIC ART TO INCLUDE ALL MEDIUMS OF ART FORMS. NEXT SLIDE, PLEASE. WE ALSO HAVE WRITTEN A DRAFT CALL FOR ARTISTS FOR AN APPRENTICE PROGRAM.

WE WANT TO TRY AND GET ARTISTS INVOLVED THAT HAVE NEVER DONE PUBLIC ART BEFORE NO MATTER WHAT AGE THE PERSON IS.

BROWARD COUNTY HAS HAD THIS PROGRAM FOR YEARS, AND IN FACT, OUR VERY OWN SHARE OF PUBLIC ART OR COMMITTEE, TOBY ARCHER WAS THE VERY FIRST ARTIST TO RECEIVE THE DUANE HANSON APPRENTICE PROGRAM IN BROWARD COUNTY.

WE, GEORGE AND I, WROTE A CALL TO ART FOR AN APPRENTICE, WE RAN IT THROUGH THE COMMITTEE, AND WE ARE GOING TO PRESENT THIS PROGRAM TO PAIR AN APPRENTICE WITH AN ARTIST THAT HAS ALREADY RECEIVED A COMMISSION WITH THE CITY.

THEY WILL WORK AS THE TAMARAC LIAISON,
