THERE WAS ABSOLUTELY NO ROADMAP FOR NAVIGATING THE CHALLENGES THAT COME ALONG WITH THE CORONAVIRUS. BUT STILL, YOUR TEAM OF DEDICATED ELECTED OFFICIALS, CITY ADMINISTRATION AND STAFF AND YOU ARE TAMARACK NEIGHBORS PRESSED ON WORKING IN TANDEM TO PROVIDE FOR THOSE IN NEED. KEEP OUR BUSINESSES AFLOAT, MAINTAIN THE QUALITY OF OUR CITY SERVICES, AND CONTINUE TO SHOW YOU THAT TAMARACK REMAINS THE CITY FOR YOUR LIFE. WE ARE TAMIRA, AND IN THE NEXT FEW MINUTES WE WILL PRESENT OUR CITY'S 20 20 HIGHLIGHTS. YES, WE HAVE HIGHLIGHTS FROM 20, 20, AND IT'LL BE IMMEDIATELY FOLLOWED BY I LOOK [00:05:02] FORWARD TO OUR VIRTUAL EDITION OF MY TWENTY TWENTY ONE STATE OF THE CITY ADDRESS. I HOPE YOU'LL ENJOY. MEAN, CAN YOU UNMUTED? IT'S IN TIMES OF STRUGGLE THAT WE LEARN WHO WE REALLY ARE IN 2020, THE GLOBAL CORONAVIRUS PANDEMIC TESTED OUR RESILIENCE. IT CLEARLY DEMONSTRATED HOW CONNECTED WE ARE TO ONE ANOTHER AND THAT WE ARE ALL VULNERABLE TO ILLNESS AND HARDSHIP. WE ARE TAMARAC, A COMMUNITY OF PEOPLE FROM ALL WALKS OF LIFE LIVING TOGETHER AS NEIGHBORS. THE CHALLENGES WE FACE IN 2020 AND HOW WE'VE COME THROUGH THEM SHOW US HOW STRONG OUR TIES ARE. WHILE THE PANDEMIC CAUSED HEALTH AND FINANCIAL HARDSHIPS FOR MANY, IT HAS ALSO RESULTED IN COUNTLESS ACTS OF KINDNESS BETWEEN FRIENDS, FAMILY AND NEIGHBORS, HEALTH CARE WORKERS AND PATIENTS, AND BY MANY GOOD SAMARITANS WHO VOLUNTEERED THEIR TIME OR DONATED RESOURCES TO EASE THE FINANCIAL BURDEN FACED BY MANY OF OUR RESIDENTS. THE CITY STOPPED WATER SHUTOFFS FOR UNPAID BILLS. WE INCREASED THE NUMBER OF SENIORS. WE PROVIDED FOOD THROUGH MEALS ON WHEELS AND PARTNERED WITH THE FAITH COMMUNITY TO COORDINATE FEEDING SOUTH FLORIDA FOOD DISTRIBUTION EVENTS. WE ALSO HELPED PAY RENT OR MORTGAGE PAYMENTS. UTILITY BILLS BE HOUSING EXPENSES AND FEES FOR THOSE UNABLE TO DO SO DUE TO NO FAULT OF THEIR OWN. A HOME REPAIR PROGRAM FOR ESSENTIAL REPAIRS WAS ALSO OFFERED, AND OUR TECHNOLOGY AND CONNECTIVITY PROGRAM PROVIDED TABLETS TO ELIGIBLE JOB. THE CITY PARTNERED WITH TAMARAC, THE CHAMBER OF COMMERCE, TO PURCHASE GIFT CERTIFICATES FROM TABARROK RESTAURANTS, WHICH WERE DISTRIBUTED TO FAMILIES IN NEED THROUGH OUR LOCAL SCHOOLS. SUPPORTING THESE FAMILIES AND OUR RESTAURANTS WAS A WIN WIN. I WAS PROUD TO OFFER MY HOLIDAY BIG INITIATIVE TO SPREAD HOLIDAY CHEER WHILE HELPING PEOPLE IN OUR COMMUNITY. WE ARE TAMARAC. YOU TAKE CARE OF EACH OTHER AND WE WILL ALWAYS HELP THOSE IN NEED. SMALL BUSINESSES ARE THE BACKBONE OF OUR COMMUNITY DURING THE PANDEMIC, NON-ESSENTIAL BUSINESSES CLOSED FOR APPROXIMATELY EIGHT WEEKS AND THEN OPERATED AT A REDUCED CAPACITY TO PROTECT THE HEALTH OF THE COMMUNITY TO ASSIST LOCAL BUSINESSES. THE CITY PARTNERED WITH THE CHAMBER TO LAUNCH THE TAMARAC TOGETHER CAMPAIGN, ENCOURAGING PEOPLE TO SUPPORT OUR LOCAL BUSINESSES. THE CITY ALSO OFFERED SMALL BUSINESS STABILIZATION GRANTS TO PROVIDE 26 TAMARAC BUSINESSES WITH TEN THOUSAND DOLLAR GRANTS FOR OUR LOCAL RESTAURANTS TAMARACK RANNEY SOCIAL MEDIA CAMPAIGN, AND CREATED THE FLAVORS OF TAMRAT MAP TO PROMOTE DELICIOUS CULINARY OPTIONS HERE IN THE CITY. DURING THE SHUTDOWN CODE, COMPLIANCE OFFICERS ENSURED LOCAL BUSINESSES UNDERSTOOD THE NEW REQUIREMENTS, AND THE CITY ALSO EASED RESTRICTIONS ON OUTDOOR SPACE AND SIGNAGE. THANK YOU, LOCAL BUSINESSES, FOR FOLLOWING PROTOCOLS. WE ARE GRATEFUL TO OUR ESSENTIAL BUSINESSES AND THEIR EMPLOYEES WHO CONTINUE TO SERVE THE COMMUNITY THROUGHOUT. DESPITE THESE CHALLENGING TIMES, WE ARE PROUD TO WELCOME MORE THAN 200 NEW BUSINESSES TO TAMARACK IN 2020 WHO HAVE SHOWN COURAGE AND RESILIENCE AS THEY WORK TO ACHIEVE THE AMERICAN DREAM. WE ARE TOMORROW. WE SUPPORT OUR LOCAL BUSINESSES THROUGH TOUGH TIMES AND DURING THE ECONOMIC RECOVERY. DESPITE THE CHALLENGES OF THE PANDEMIC, THE CITY OF TAMRAT DID NOT STAND STILL. NEW HOMES ARE BEING BUILT. WATER'S EDGE OPEN IN 2020. AND CONSTRUCTION OF THE FIRE STATION 36 IS COMPLETE. PARKS AND RECREATION QUICKLY OFFERED ONLINE CLASSES FOR ADULTS AND CHILDREN PROVIDING MUCH NEEDED RECREATION. BUT WE ALSO LAUNCH OUR FIRST INSPIRATIONALLY PUBLIC ART EXHIBIT ON NOB HILL ROAD, WHICH FEATURED 11 ROTATING SCULPTURES. NEW CONSTRUCTION AND REDEVELOPMENT CONTINUED AT A STRONG PACE AND TAMRAT IN [00:10:02] 2020 ALONE. WE PROCESSED MORE THAN 7000 BUILDING PERMITS, AND SIGNIFICANT PROGRESS HAS BEEN MADE ON TWO SIGNATURE DEVELOPMENT PROJECTS. PHASE ONE OF TAMARACK VILLAGES COMPLETE, WHICH INCLUDES TWO HUNDRED AND ELEVEN APARTMENTS AND THE CLUBHOUSE IS HIGHLY ANTICIPATED. MIXED USE PROJECT WILL BECOME A DOWNTOWN HUB WITH RETAIL SHOPS AND RESTAURANTS WHEN FULLY DEVELOPED ECONOMY. WESTGARTH CLUB HAS GOTTEN A FACELIFT AND A NEW CLUBHOUSE WILL OPEN IN THE SPRING WITH BANQUET FACILITIES, PRO SHOP AND A NEW RESTAURANT CALLED THE VIEW IN NEW FAIRFIELD AND IN SUITES ON THE PROPERTIES. ALSO COMING SOON, WE ARE TAMARACK. TODAY WE ARE BUILDING FOR A BETTER TOMORROW. PUBLIC HEALTH AND SAFETY TOOK ON NEW MEANING DURING THE PANDEMIC, BUT IT HAS ALWAYS BEEN AND ALWAYS WILL BE THE CITY'S TOP PRIORITY IN 2020, TAMARACK FIRE RESCUE RECEIVED THE PRESTIGIOUS CFA ACCREDITATION, MAKING THEM ONE OF ONLY 85 AGENCIES TO HAVE BOTH THIS AND AN ISO CLASS ONE RATING. WE ARE SO PROUD. FIRE RESCUE HAS BEEN AT THE FOREFRONT OF THE PANDEMIC WHILE CONTINUING TO RESPOND TO FIRES AND HEALTH EMERGENCIES. THEY DELIVERED PERSONAL PROTECTIVE EQUIPMENT TO ASSISTED LIVING FACILITIES WHEN THEY WERE SCARCE. THE CITY COHOSTED A COVID TESTING SITE IN TAMARAC WHEN TESTING WASN'T YET WIDELY AVAILABLE, PROVIDING A MUCH NEEDED SERVICE TO THE COMMUNITY. ALL THE WHILE, VSL TAMARAC INSURED A 23 PERCENT REDUCTION IN THE CRIME RATE. THIS WAS ACHIEVED BY FOCUSING ON COMMUNITY POLICING AND ASSIGNING TEAMS TO SPECIFIC ZONES WHERE THEY GET TO KNOW AND BETTER UNDERSTAND THE PEOPLE THEY SERVE. THANK YOU FOR UPHOLDING YOUR CIVIC RESPONSIBILITY. WE ARE GRATEFUL THAT YOU WEAR YOUR MASK SOCIALLY, DISTANCE AND WASH YOUR HANDS FREQUENTLY. THESE EFFORTS ARE NECESSARY TO STOP THE SPREAD AND HEROIC IN THEIR OWN WAY. WE ARE TAMARAC, WE ARE PERSONALLY RESPONSIBLE AND WE KEEP EACH OTHER SAFE. TAMARACK USES TECHNOLOGY TO CONNECT WITH YOU. OUR SERVICES ARE AVAILABLE 24/7 ON OUR WEBSITE AND MOBILE APP. OUR COMMISSION MEETINGS ARE ONLINE FOR THOSE WHO CANNOT ATTEND IN PERSON IN TWENTY TWENTY. WE QUICKLY ADAPTED TO HOSTING FULLY VIRTUAL MEETINGS THAT ENABLE THE PUBLIC TO WATCH AND PARTICIPATE SAFELY. AND WE INCREASED THE NOTICES WE SHARED THROUGH REGULAR MAIL, EMAIL AND SOCIAL MEDIA TO REACH EVERYONE IN THE CITY. A LARGE PORTION OF OUR CITY STAFF WAS ABLE TO USE OUR EXISTING SYSTEMS TO TELECOMMUTE SO SERVICES WERE NOT INTERRUPTED WHEN FACILITIES CLOSED. TAMARACK IS AN INCLUSIVE COMMUNITY. BEFORE THE PANDEMIC STRUCK, THE TWENTY TWENTY ONE TAMARACK MULTICULTURAL FESTIVAL ALLOWED US TO CELEBRATE OUR COMMUNITY SPIRIT WHILE LEARNING ABOUT EACH OTHER'S CULTURES. WE WILL CELEBRATE ONCE AGAIN WHEN IT IS SAFE TO DO SO. WHEN GEORGE FLOYD WAS TRAGICALLY KILLED IN MINNEAPOLIS, IT PUT A NATIONAL SPOTLIGHT ON SYSTEMIC RACISM, TAMARACK LOOKED INWARD AND DIDN'T SHY AWAY FROM ADDRESSING THIS ISSUE LOCALLY TO CLEARLY COMMUNICATE OUR ZERO TOLERANCE POLICY FOR DISCRIMINATION. WE POSTED FREE ZONE SIGNS IN THE CITY'S PARKS AND PUBLIC SPACES, AND THE CITY COMMISSION HAS CREATED DIVERSITY, EQUITY AND INCLUSION ADVISORY BOARD TO ADDRESS LOCAL CONCERNS. WE ARE TAMIRA. AN INCLUSIVE CITY IS OUR STRENGTH. WE RELY ON ONE ANOTHER TO STAY HEALTHY AND SAFE. WE CALL UPON THE RESERVES OF KINDNESS AND GENEROSITY THAT MAKE PROGRESS POSSIBLE. WE SET THE EXAMPLE FOR OTHER COMMUNITIES. STAY SAFE AND CONNECTED. WE BUILT TODAY FOR A BETTER TOMORROW. WE ARE A COMMUNITY THAT RISES ABOVE HARDSHIP AND LEAVES NOBODY BEHIND. THIS YEAR HAS TESTED OUR CHARACTER, OUR INTEGRITY AND OUR METTLE. WE ARE STRONGER TOGETHER, EVEN IF IT'S SOCIALLY DISTANT THAN WE ARE APART. WE ARE TAMIRA. WE RISE AND FALL TOGETHER. THANK YOU, TAMARA. MY FAITH AND PRIDE IN OUR COMMUNITIES GROW WITH EACH PASSING YEAR. HELLO, EVERYONE, THANK YOU FOR VIEWING OUR TWENTY TWENTY ONE STATE OF THE CITY ADDRESS. I AM PROUD TO SHARE THAT THE CITY OF TAMARACK REMAINS STRONG AND THAT I'M OPTIMISTIC FOR OUR FUTURE. IT'S AN AMAZING TIME TO BE THE MAYOR OF THE CITY AND A PRIVILEGE TO SERVE OUR COMMUNITY. I'M FILLED WITH GRATITUDE FOR THE KINDNESS, GRACE, DIGNITY AND DETERMINATION I SAW DEMONSTRATED IN TAMARACK THIS PAST YEAR, AND I FEEL PROUD OF HOW WE WEATHERED THIS [00:15:01] UNPRECEDENTED TIMES TOGETHER. 20 20 BROUGHT MULTIPLE CRISES SIMULTANEOUSLY A GLOBAL PANDEMIC, SOCIAL UNREST OVER SYSTEMIC RACISM AND WORLDWIDE ECONOMIC CRISIS, THE CITY'S PRUDENT INVESTMENTS MADE OVER MANY YEARS AND PUBLIC SAFETY, INFRASTRUCTURE AND COMMUNICATION TOOLS HAVE PAID OFF. THE STRONG FOUNDATION PROVIDED US WITH OPERATIONAL AGILITY AND FINANCIAL FLEXIBILITY TO FACE THESE CHALLENGES HEAD ON. COVID-19 INDISCRIMINATE AND REQUIRED A QUICK RESPONSE TO PROTECT THE PUBLIC'S HELP. EARLY IN THE PANDEMIC, WE IMMEDIATELY EQUIP CITY STAFF WITH THE NECESSARY TO SAFELY AND EFFICIENTLY PROVIDE ESSENTIAL SERVICES, INCLUDING WATER, UTILITY OPERATIONS, PROMPT EMERGENCY MEDICAL RESPONSE TIMES, PUBLIC SAFETY AND PROFESSIONAL LAW ENFORCEMENT ACTIVITIES. THE CITY OF TAMRAT NEVER SKIPPED A BEAT IN SERVING AND PROTECTING THE PUBLIC. WE GREATLY APPRECIATE ALL OF OUR CITY'S FRONT LINE WARRIORS, THE HARDWORKING CITY EMPLOYEES TAMIRA FIRE RESCUE AND BESSO TAMARACK DISTRICT SEVEN. THANK YOU TO THE RESIDENTS WHO WENT TO WORK EVERY DAY DURING THE PANDEMIC SO OTHERS COULD BE CARED FOR AND SAY. WE ALSO THANK OUR LOCAL BUSINESSES AND EMPLOYEES WHO WORKED HARD TO IMPLEMENT CDC GUIDELINES, EVEN ADDING SOME OF THEIR OWN PROTECTIVE MEASURES TO ENSURE THEIR CUSTOMER SAFETY. THESE BUSINESSES DESERVE OUR SUPPORT AND PATRONAGE. WE APPRECIATE EVERYONE WHO CONTINUES TO MAKE IT A POINT TO BUY GOODS AND SERVICES LOCALLY. DURING THIS PUBLIC HEALTH CRISIS, WE NEEDED TO STAY HOME TO REMAIN SAFE. HOWEVER, AS SOCIAL BEINGS, ISOLATION CAN IMPACT OUR MENTAL HEALTH. TO HELP WITH THIS, TAMARAC STEPPED IN AND BEGAN OFFERING VIRTUAL RECREATIONAL PROGRAMING. OUR ONLINE FITNESS CLASSES AND CREATIVE CLASSES HELP US ENGAGE AND SOCIALIZE WITH EACH OTHER WHILE STILL BEING SAFE AND SOCIALLY DISTANT. LIVING THROUGH THE PANDEMIC IN A WARM WEATHER STATE HELPED US APPRECIATE THE GREAT OUTDOORS. WE REOPENED OUR PARKS AS SOON AS WE COULD DO SO SAFELY. WE WANTED OUR RESIDENTS TO BE ABLE TO ENJOY THE BEAUTIFUL, FRESH AIR. THIS INCLUDED OUR BRAND NEW PARK WATER'S EDGE, WHICH OPENED JUST DAYS BEFORE THE SHUTDOWN. WE LOOK FORWARD TO THE NEW SWIM CENTRAL PARK PROJECT OPENING SOON AND AT VARIOUS PARK IMPROVEMENT PROJECTS IN THE WORKS, SUCH AS MAJOR ENHANCEMENTS ARE COMING SOON TO CAFARELLA PARK, INCLUDING A PICNIC SHELTER AT FOUR THOUSAND SQUARE FOOT PLAYGROUND. A BOAT LAUNCHED A SPLASH PAD, A COVERED FITNESS STATION, NEW LANDSCAPING RESTROOMS AND ADDITIONAL PARKING FACILITIES AT SUNSET POINT PARK AND VETERAN'S PARK. WE'RE BUILDING NEW RESTROOM FACILITIES, MODIFYING THE PARKING LOT, UPGRADING SECURITY AND UPDATING THE MONUMENT AT VETERAN'S PARK. LAST, BUT DEFINITELY NOT LEAST, IS A NEW SPORTS COMPLEX AND SESSION BUILDING. WE'RE REPLACING THE 1000 SQUARE FOOT BUILDING WITH A NEW THIRTY FIVE HUNDRED SQUARE FOOT FACILITY, PROVIDES A CONCESSION AREA, RESTROOMS AND MEETING AND EVENTS ROOM AND A STORAGE AREA IN ADDITION TO OUR PARK PROJECT. THE CITY CONTINUED MOVING FORWARD WITH DEVELOPMENT AND REDEVELOPMENT PROJECT POISED TO SAVE THE TIME RECORD TOMORROW. FIRESTATION, 36, IS COMPLETED AND BEGAN ITS SERVICE IN JANUARY, ENSURING QUICK EMERGENCY RESPONSES. PHASE ONE OF TAMARACK VILLAGE, OUR CITY'S MUCH ANTICIPATED DOWNTOWN USE HUB, IS COMPLETE. HOWEVER, DEVELOPMENT PLANS CONTINUE WITH THE ADDITION OF A NEW PARK AND RETAIL SPACE, THE NEW CLUBHOUSE THAT KANYE WEST IS OPENING SOON. IT FEATURES A TRENDY NEW RESTAURANT CALLED THE VIEW AND A BANQUET FACILITY THAT PROVIDES LOCALS WITH PLACES TO MINGLE AND CELEBRATE LIFE. MOST SPECIAL MOMENTS. I KNOW I'M READY TO CELEBRATE MUCH OF WHAT WE MISSED IN 2020. THESE THREE SIGNIFICANT INVESTMENTS IN OUR COMMUNITY ALLOW US TO SHOW OFF TAMARACK AND ATTRACT NEW PEOPLE, NEW BUSINESS AND NEW INVESTMENT TO OUR BEAUTIFUL CITY. WE WILL CONTINUE TO BUILD ON THESE AND OTHER ECONOMIC DEVELOPMENT SUCCESSES, ENSURING THE RIGHT DEVELOPMENTS IN THE RIGHT PLACE. WE'VE ALREADY WITNESSED ITS SUCCESS THROUGH OUR INCREASED POPULATION, AVERAGE INCOME AND PROPERTY VALUES. SMART PLANNING AND DEVELOPMENT HELP ALLEVIATE SOME OF THE TAX BURDENS ON OUR PROPERTY OWNERS AND PRESERVE THE CITY'S FINANCIAL RESILIENCE. WHILE WE MAY NOT HAVE ACHIEVED ALL THE PLANS LAID OUT AT THE BEGINNING OF 2020, MANY GOALS WERE MET AND SOME NEW ONES WERE ADDED. SO WHERE DO WE GO FROM HERE AS I SHARE THIS MESSAGE? TWENTY TWENTY ONE IS JUST GETTING STARTED AND THOUGH WE STILL FACING CHALLENGES, WE ARE MODIFYING PLANS TO FIT OUR NEW REALITY. THESE INCLUDE MORE PEOPLE WORKING FROM HOME WITH REMOTE EMPLOYMENT DEVELOPMENT THAT WILL RESIZE TO ACCOMMODATE THE UNIQUE NEEDS OF BRICK AND MORTAR BUSINESSES, ENCOURAGING NEW RESTAURANT DEVELOPMENT WITH OUTSIDE DINING, REVISING OUR DEVELOPMENT CODE REQUIREMENTS TO INCORPORATE ELECTRIC VEHICLE CHARGING STATION AND SUFFICIENT PLACEMENT OF FIBER OPTIC CABLE. THIS WILL ENHANCE WI-FI COVERAGE AT CITIES, PARKS AND FACILITIES AND PROVIDE THE CITY WITH A LEVEL OF RESILIENCY NEEDED TO KEEP OPERATIONS WORKING DURING AND AFTER NATURAL DISASTERS AND EMERGENCIES. [00:20:01] WE WILL ALSO CONTINUE PROTECTING, REPAIRING AND, WHEN NECESSARY, REPLACING INFRASTRUCTURE FOR OUR DRINKING AND WASTEWATER SYSTEMS. WE'RE CONTINUING WITH OUR TRAFFIC CALMING PROJECTS THROUGHOUT THE CITY TO ADDRESS TRANSPORTATION ISSUES AND ROADWAY INFRASTRUCTURE, WHICH WE KNOW ARE ONGOING CONCERNS. FURTHER, THE CITY IS WORKING ON A SMART PLAN FOR CITY WIDE STREET RESURFACING PROJECT. TOMAC IS ALSO PARTNERING WITH BROWARD COUNTY TO ADD OR UPGRADE AMENITIES AND 79 BUS STOP LOCATIONS WITHIN THE CITY. THESE ADDITIONS WILL BE FUNDED THROUGH THE MOBILITY ADVANCEMENT PROGRAM, A DIRECT RESULT OF THE BROWARD COUNTY TRANSPORTATION SIRTEX. SUCH AMENITIES INCLUDE SHELTERS, BENCHES, TRASH CANS AND BIKE RACKS. DURING 2020, WE NOTICED MORE HOME IMPROVEMENTS TOOK PLACE FOR TWENTY TWENTY ONE. WE LOOK FORWARD TO THAT TREND. CONTINUING ADDITIONAL IDEAS ARE BEING DISCUSSED THROUGHOUT OUR STRATEGIC PLANNING TO ASSIST OUR RESIDENTS AND BUSINESSES WITH BEAUTIFICATION PROJECT. THE CITY IS ALSO WORKING ON BEAUTIFICATION WITH CONTINUE INSTALLATION OF BUFFER WALLS, THE NEIGHBORHOOD SIGNAGE PROGRAM AND A NEW LANDSCAPE IMPROVEMENT PROJECT ON THE MEDIANS ALONG COMMERCIAL BOULEVARD BETWEEN PINE ISLAND ROAD AND THE SAWGRASS EXPRESSWAY. THESE IMPROVEMENTS WILL BE COMPLETED THROUGH A JOINT PARTICIPATION AGREEMENT BETWEEN THE CITY OF TAMARAC AND THE CITY OF SUNRISE. 2020 SHOWED US THAT WE ARE MORE SUCCESSFUL WORKING TOGETHER THAN WORKING APART AS A COMMUNITY. WE ARE HAPPY TO COME TOGETHER AND WORK COLLECTIVELY WITH OUR NEIGHBORING CITY. LOOK. OVER TO REINSTITUTING OUR SISTER CITIES PROGRAM, THIS FANTASTIC PROGRAM ESTABLISHES LASTING FRIENDSHIPS BETWEEN TAMARACK AND OTHER COMMUNITIES WORLDWIDE TO LEARN ABOUT EACH OTHER'S CULTURES, CUSTOMS, BELIEFS, PRACTICES AND GOVERNANCE. THROUGH THE YEARS, TAMARACK HAS EVOLVED INTO A REFLECTION OF THE GLOBAL COMMUNITY. WE ARE ONE TAMARACK AND WE WEAR THAT BADGE WITH PRIDE. HERE'S WHY. WE ARE ONE CITY COMPRISED OF APPROXIMATELY 67000 PEOPLE. AND ALTHOUGH THE OFFICIAL CENSUS RESULTS ARE STILL NOT IN, WE KNOW TAMARACK AVERAGE HAS DECREASED WHILE ITS DIVERSE POPULATION HAS INCREASED. IN THE LAST 20 YEARS, THE BLACK POPULATION HAS TRIPLED AND THE NONWHITE HISPANIC POPULATION HAS DOUBLED. NEARLY 40 PERCENT OF OUR RESIDENTS ARE FOREIGN BORN AND ARE SPEAKING LANGUAGE OTHER THAN ENGLISH. AT HOME, THE FIRM FOUNDATION OF OUR COMMUNITY WILL SERVE TAMRAT WELL AND LONG INTO THE FUTURE. AT OUR CORE IS FAITH AND GOODNESS OF PEOPLE AND LONG HELD VALUE THAT THE WHOLE IS GREATER THAN THE SUM OF ITS PARTS. UNITY AND COMMUNITY IS WHAT MAKES US STRONG AND KEEPS US RESILIENT. WE SERVE AND UPLIFT OUR NEIGHBORS AND LOOK OUT FOR ONE ANOTHER. THANKFULLY, THERE'S LIGHT AT THE END OF THE TUNNEL FROM THIS PANDEMIC. PLEASE CONTINUE TO HAVE PATIENCE AND CONFIDENCE THAT WE ARE EMERGING FROM THIS DIFFICULT TIME. WE WILL SOON REGAIN OUR ACTIVE RHYTHM. I REMAIN AS PROUD AS EVER TO BE YOUR MAYOR AND NEIGHBOR. I LOOK FORWARD TO NEXT YEAR'S STATE OF THE CITY TO SHARE THE RENEWED ACCOMPLISHMENTS AND ACHIEVEMENTS THAT I KNOW. TWENTY TWENTY ONE WILL BRING TAMARACK YEAR TO OUR STRONG, BRIGHT FUTURE. THANK YOU. AND TO ACCEPT THIS ONE IS FREDERICO FREDI HATICE, EXECUTIVE DIRECTOR OF THE AMERICAN RED CROSS OF BROWARD COUNTY. AND SHE IS HERE TO ACCEPT A PROCLAMATION IS AS FOLLOWS. WHEREAS LIFE SAVING WORK IS VITAL TO STRENGTHENING OUR COMMUNITIES RESILIENCE. TWO HUNDRED YEARS SINCE THE BIRTH OF AMERICAN RED CROSS FOUNDER SARAH BARTON, WE DEDICATE THIS MONTH OF MARCH TO ALL THOSE WHO CONTINUE TO ADVANCE OUR NOBLE LEGACY. AND WE ASK OTHERS TO JOIN IN THEIR COMMITMENT TO CARE FOR PEOPLE IN NEED. AND WHEREAS DURING THIS TRYING TIMES OF THE CORONAVIRUS PANDEMIC, PEOPLE HAVE STEPPED UP TO HELP OTHERS IN NEED. WHETHER IT WAS RESPONDING TO THIS YEAR'S RECORD-BREAKING DISASTERS ACROSS THE COUNTRY OR ROLLING UP THEIR SLEEVES TO GIVE BLOOD WHEN OUR COUNTRY FACES SEVERE BLOOD SHORTAGE. AND WHEREAS LAST YEAR IN BROWARD COUNTY, OUR DISASTER ACTION TEAM VOLUNTEERS RESPONDED TO MORE THAN ONE HUNDRED AND THIRTY ONE CASES, WITH THE MAJORITY OF THE MAJORITY BEING HOME FIRES ASSISTED MORE THAN FIVE HUNDRED SIXTY SEVEN ADULTS AND CHILDREN. THESE VOLUNTEERS PROVIDED COMFORT AND COMPASSION, ADDRESSING URGENT NEEDS LIKE FOOD AND LODGING AND PROVIDING RECOVERY SUPPORT. MEANWHILE, THIS PAST ATLANTIC HURRICANE SEASON HAS SEEN THE MOST NAMED STORMS ON RECORD, WITH 30 NAMED STORMS AND 13 HURRICANES WHEN LARGE DISASTERS LIKE HURRICANES, HURRICANE LAUREL, HURRICANE SANDY, HURRICANE RITA AND THE WESTERN WILDFIRES THAT DEVASTATED FAMILIES AROUND THE COUNTRY LAST YEAR. TWENTY TWO VOLUNTEERS FROM BROWARD COUNTY WERE AMONG THE NEARLY EIGHT THOUSAND RED CROSS WORKERS, 90 PERCENT OF THEM VOLUNTEERS ASSIGNED TO THE DISASTER RELIEF [00:35:02] OPERATION. MANY LEAVE THEIR HOMES TO WORK ALONGSIDE PARTNERS TO PROVIDE REFUGE, FOOD RELIEF ITEMS, EMOTIONAL SUPPORT, RECOVERY PLANNING AND OTHER ASSISTANCE. WHEREAS A BROWARD CHAPTER HAS SUPPORTED LOCAL FAMILIES IN OTHER WAYS, TOO. LAST YEAR IN BROWARD, THE RED CROSS ENROLLED TWO THOUSAND FIVE HUNDRED NINETEEN PEOPLE IN FIRST AID CPR CLASSES AND PROVIDED FIVE THOUSAND SEVEN HUNDRED AND FORTY FIVE FIFTY FOR ADULTS AND CHILDREN WITH AQUATICS AND WATER SAFETY CLASSES DISTRIBUTING MORE THAN TWO THOUSAND FOUR HUNDRED THIRTY ONE PREPAREDNESS MATERIALS. ADDITIONALLY, IN BROWARD COUNTY, THE RED CROSS HANDLES AN AVERAGE OF OVER SIX HUNDRED FORTY EIGHT MILITARY CASES EVERY YEAR, PROVIDED ONE THOUSAND FIVE HUNDRED AND FORTY SERVICES TO MILITARY MEMBERS AND FAMILIES. WE RECOGNIZE VOLUNTEER HEROES IN BROWARD COUNTY WHO WORK TO MAKE THIS POSSIBLE TO HELP OUR NEIGHBORS WHEN THEY NEED A HELPING HAND. AND WHEREAS MARCH'S AMERICAN RED CROSS MONTH IS A SPECIAL TIME TO HONOR THE KINDNESS OF OUR NEIGHBORS TO AID FAMILIES IN NEED EVERY DAY IN THE CITY OF TAMARA, BROWARD COUNTY AND ACROSS THE UNITED STATES AND AROUND THE WORLD. THE DEDICATION TOUCHES MILLIONS OF LIVES EACH YEAR AS THEY CARRY OUT THE ORGANIZATION'S ONE HUNDRED AND FORTY YEAR MISSION OF PREVENTING AND ALLEVIATING SUFFERING. NOW, THEREFORE, WE HAVE THE CITY CONVENTION CITY OF BROWARD COUNTY, FLORIDA. WE DO HEREBY PROCLAIM THAT MARCH 10 TWENTY TWENTY ONE IS HEREBY PROCLAIM MARCH AS RED CROSS MONTH. SO. IN TENNESSEE, WOULD YOU LIKE TO SAY A FEW WORDS? I WOULD, AND THANK YOU, MADAM MAYOR. FIRST OF ALL, THE ENTHUSIASM FOR TAMARACK IS CONTAGIOUS. I'VE BEEN ON THIS CALL FOR, WHAT, 10 MINUTES AND WATCHING YOUR SLIDE SHOW? IT'S REALLY AMAZING. SO IT'S ABSOLUTELY AN HONOR. I AM STEPPING IN FOR PAULA THIS EVENING FOR THE PROCLAMATION BECAUSE I AS YOU SAID, IN ONE OF THE BOARD DIRECTORS AND A RETIRED EXECUTIVE FROM JACKSON HEALTH SYSTEM. SO IN BROWARD COUNTY, LIKE YOU STATED, THE RED CROSS HAS A LONG HISTORY OF HELPING OUR NEIGHBORS THAT ARE MOST IN NEED, MOST RECENTLY, TO GIVE YOU AN EXAMPLE OR TEAM ASSISTED THE CITY OF SUNRISE DURING THE SHOOTING WHERE FORTY TWO RESIDENTS WERE DISPLACED FOR SIX NIGHTS AS AN INVESTIGATION TOOK PLACE. WE PROVIDED FOOD, COMFORT KITS, HEALTH SERVICES, DISASTER, MENTAL HEALTH AND DISASTER SPIRITUAL CARE. I WAS PERSONALLY ON SITE FOR THIS CATASTROPHE AND HAD A CHANCE TO INTERACT WITH SEVERAL OF THE FAMILIES THAT WERE DISPLACED. OBVIOUSLY VERY DISTURBING, BUT TO SEE THE RESILIENCE OF THESE INDIVIDUALS AFFECTED MOVED ME. WE HELPED SAVE AT THE RED CROSS HUNDREDS OF THOUSANDS OF LIVES WITH OUR HOME FIRE CAMPAIGN SINCE THE CAMPAIGN LAUNCHED IN OCTOBER. TWENTY FOUR. TWENTY TWENTY FOUR. I DON'T THINK SO. TWENTY FOURTEEN. THE BROWARD CHAPTER HAS WORKED WITH COMMUNITY PARTNERS TO INSTALL THOUSANDS OF FREE, FREE SMOKE ALARMS, MAKING HOUSEHOLD SAFER. MEANWHILE, IN OUR AREA, THE RED CROSS HANDLES AN AVERAGE OF SIX HUNDRED AND FORTY EIGHT MILITARY CASES EVERY YEAR. SO, AS YOU SAID, MADAM MAYOR, IS RED CROSS MONTH A SPECIAL TIME TO RECOGNIZE AND THANK ALL OUR VOLUNTEERS AT THE RED CROSS AND THE DONORS WHO GIVE UP THEIR TIME AND RESOURCES TO HELP MEMBERS IN EACH AND EVERY ONE OF YOUR COMMUNITIES? THE RED CROSS DEPENDS ON THE LOCAL HEROES TO DELIVER HELP AND HELP DURING THE DISASTER. WE APPLAUD OUR HEROES HERE IN BROWARD COUNTY WHO GIVE SO MUCH OF THEMSELVES TO ASSIST THEIR NEIGHBORS WHEN THEY NEED A HELPING HAND. THANK YOU DEEPLY FOR THIS PROCLAMATION DURING RED CROSS MONTH. WE GREATLY APPRECIATE YOUR SUPPORT AND ASK FOR PEOPLE TO BE A HERO FOR FAMILIES IN THEIR COMMUNITY BY BECOMING A VOLUNTEER. WHEN I RETIRED, I NEEDED SOMETHING TO DO COVID HIT AND I SIGNED UP FOR THE RED CROSS AND THEN THEY GOT ME ON THE BOARD OF DIRECTORS AND I COULDN'T BE MORE PROUD. YOU CAN ALSO LEARN LIFE SAVING SKILLS AS WELL AS MAKING A DONATION TO THE RED CROSS OR SO. THANK YOU ALL. THIS IS A HUGE HONOR FOR US. AND PAULA, THANK YOU AS WELL. THANK YOU. AND ALSO, I KNOW WE HAD A HOUSE FIRE ABOUT A MONTH AGO AND YOU WERE THERE. I GOT THE EMAIL ABOUT FOUR THIRTY THE MORNING AND YOU WERE ON THERE TO HELP AND REALLY APPRECIATE EVERYTHING YOU DO AND LOOK FORWARD TO GETTING THAT SMOKE ALARM SYSTEM RIGHT BACK IN OUR IN OUR CITY WHERE WE CAN HELP THOSE WHO NEED TO HAVE THEIR SMOKE ALARMS, EITHER REPLACE OR NEW ONES INSTALLED AND BEGINNING. THAT'S TO THANK YOU SO MUCH. WE'LL GET THE PROCLAMATION TO YOU SOON. THANK YOU. THANK YOU. AND NOW WE WILL GO ON TO OUR PROCLAMATION FOR BLEEDING DISORDERS AWARENESS MONTH. [2.e. Proclamation - Bleeding Disorders Awareness Month] AND WE HAVE DEBBIE ADAM, EXECUTIVE DIRECTOR AND KIM, DEVELOPMENT DIRECTOR FOR THE FLORIDA HEMOPHILIA ASSOCIATION, IN ATTENDANCE TO ACCEPT. AND THE PROCLAMATION READS AS FOLLOWS. [00:40:06] WHEREAS BLEEDING DISORDERS, INCLUDING HEMOPHILIA AND ALL INHERITABLE BLEEDING DISORDERS LIKE BONE DISEASE, WHICH ALONE AFFECTS AN ESTIMATED ONE PERCENT OF THE POPULATION FOR MORE THAN THREE POINT TWO MILLION INDIVIDUALS, WHEREAS THESE BLEEDING DISORDERS WOULD SHARE THE INABILITY TO FORM A PROPER BLOOD CLOT ARE CHARACTERIZED BY EXTENSIVE BLEEDING AFTER INJURY SURGERY. TRAUMA FOR MENSTRUATION CAN LEAD TO SIGNIFICANT MORBIDITY AND COULD BE FATAL IF NOT TREATED EFFECTIVELY. AND WHEREAS MANY INDIVIDUALS WITH HEMOPHILIA BECAME INFECTED WITH HIV AND HEPATITIS C IN THE 1980S DUE TO THE CONTAMINATION OF THE BLOOD SUPPLY AND WHEREAS BLEEDING DISORDERS COALITION OF FLORIDA BANKOFF IS AN ADVOCACY ORGANIZATION FOUNDED BY THE FLORIDA HEMOPHILIA ASSOCIATION AND THE HEMOPHILIA FOUNDATION OF GREATER FLORIDA TO BE THE VOICE OF FLORIDA BLEEDING DISORDERS COMMUNITY. AND WHEREAS BLEEDING DISORDERS COALITION OF FLORIDA HAS BEEN SERVING OF BLEEDING DISORDERS, WE NEED TO IMPROVE THEIR QUALITY OF LIFE BY OFFERING PROGRAMS AND SERVICES SUCH AS MEDICALLY SUPERVISED CAMP SCHOLARSHIPS, ADVOCACY EFFORTS, EMERGENCY FINANCIAL ASSISTANCE, EDUCATIONAL PROGRAMS, ETC. TO SUPPORT HEALTHIER AND MORE INDEPENDENT LIVES. NOW, WHERE IS THIS AWARENESS MONTH WILL FOSTER A GREATER SENSE OF COMMUNITY AND SHARED PURPOSE AMONG INDIVIDUALS WITH ALL INHERITABLE EATING DISORDERS. NOW, THEREFORE, ON BEHALF OF THE CITY COMMISSION AND THE CITY OF TIMEWORN BROWARD COUNTY, FLORIDA, WE DO HEREBY PROCLAIM MARCH TWENTY TWENTY ONE LEADING DISORDERS AWARENESS MONTH IN THE CITY OF TEMORA TO ELEVATE AWARENESS OF THE BLEEDING DISORDERS JOURNEY TO THE PUBLIC, ENABLING THE PREVENTION OF ILLNESS AND UNNECESSARY PROCEDURES AND DISABILITY. AND I NOW TURN THE FLOOR OVER TO THE EXECUTIVE DIRECTOR AGAIN, OR DEVELOPMENT DIRECTOR MEDEROS. OK. THANK YOU SO MUCH, MAYOR GOMEZ, WE REALLY APPRECIATE YOU GIVING THIS PROCLAMATION TO US BEFORE. WE JUST FEEL REALLY FORTUNATE TO RECEIVE IT. I JUST WANTED TO SAY A FEW WORDS. THE FLORIDA HEMOPHILIA ASSOCIATION IS A NONPROFIT THAT PROVIDES SUPPORT AND EDUCATION AND FINANCIAL ASSISTANCE TO FAMILIES LIVING WITH BLEEDING DISORDERS AND LEADING DISORDERS. AWARENESS MONTH. I HAVE READ ON AND SO DOES CAN. BUT SHE DOESN'T HAVE HER KAMERON. BUT IT WAS INCLUDED BY THE HHS HAS A NATIONAL HEALTH OBSERVANCE AND IT EXPANDS OVER UPON THE DESIGNATION 30 YEARS AGO WHEN PRESIDENT REAGAN OFFICIALLY ANNOUNCED THAT HE WOULD THAT IT WOULD BE HEMOPHILIA AWARENESS MONTH. SO WE ARE NOW CELEBRATING IT AS EATING DISORDER AWARENESS MONTH TO BE INCLUSIVE TO EVERYONE AND REMEMBERING EVERYONE WHO WE'VE LOST, ESPECIALLY IN THE EIGHTIES WITH HIV AND HEPATITIS, ALL OUR BROTHERS AND SISTERS, AND ALSO HONOR TO ALL THOSE PEOPLE THAT ARE LIVING WITH US TODAY. SO THANK YOU AGAIN. REALLY APPRECIATE YOUR SUPPORT. THANK YOU. DIRECTOR BEDROS, DO YOU WISH TO SAY ANYTHING? I KNOW YOU'RE ON THE LIMOR. NO. OK, WE WILL MAKE SURE TO GET THE PROCLAMATION'S TO YOU. OK, QUICK WORD. I APOLOGIZE. OK, GO. HI THERE. HI. I WASN'T SURE IF YOU COULD SEE ME. I JUST WANTED TO THANK THE CITY OF TAMARAC AND THIS IS QUITE AN HONOR. AND I REALLY CAN'T ADD TO ANYTHING THAT DEBBIE ALREADY EXPRESSED. SHE SAID IT ALL, BUT I JUST WANT TO EXPRESS MY THANKS AS WELL. AND IT'S WONDERFUL TO BE HERE. THANK YOU VERY MUCH. APPRECIATE ALL THE WORK THAT YOU DO AS WELL. THANK YOU. THANK YOU. AND NOW WE WILL GO TO PROCLAMATION HONORING PRANAV GUPTA. [2.f. Proclamation - Honoring Pranav Gupta] AND PLEASE FORGIVE ME IF I HAVE NOT PRONOUNCE YOUR FIRST NAME PROPERLY. THIS IS REQUESTED BY COMMISSIONER GARLAND. SO COMMISSIONER GARLAND WILL READ THIS PROCLAMATION. PRANAV AVAILABLE. YES, I'M AVAILABLE. HOW ARE YOU TODAY? GOOD, HOW ARE YOU, COMMISSIONER? VERY GOOD. I'M NOT GOING TO READ THE ENTIRE PROCLAMATION. I DID WANT TO ACKNOWLEDGE MR. GUPTA FOR BEING VERY CREATIVE AND TRYING TO RESOLVE A PROBLEM AND THEN ALSO AND BEING PERSISTENT AND NOT BEING LIKE THE TYPICAL STUDENT AND PURSUING A SOLUTION TO A PROBLEM. SO MR. GUPTA RECOGNIZED THAT STUDENTS WERE GETTING WET ON THEIR WAY TO SCHOOL. AND SO HE NOT ONLY REACHED OUT TO HISTORY, BUT HE REACHED OUT TO OTHER CITIES IN ORDER TO GET THEM TO CHANGE THEIR TIMING FOR WHEN THEY TURNED THEIR SPRINKLERS ON TO PREVENT STUDENTS FROM GOING TO SCHOOL WET OR GETTING WET ON THEIR WAY TO SCHOOL. SO I THOUGHT THAT WAS VERY CREATIVE. AND WHEN I HEARD THAT HE DID THAT, I CERTAINLY WANTED TO HAVE A PROCLAMATION IN [00:45:12] HIS HONOR. AND WHAT I'VE SINCE LEARNED IS THAT HE'S A STUDENT AND A SENIOR AT STONEMAN DOUGLAS HIGH SCHOOL. HE'S RANKED IN THE TOP ONE PERCENT OF HIS CLASS. HE'S A SURVIVOR OF THE UNFORTUNATE SHOOTING TRAGEDY AT STONEMAN DOUGLAS. HE'S WON COUNTY AND STATEWIDE LEVEL SPANISH COMPETITIONS AND CAME IN FIRST PLACE IN A NATIONAL CLIMATE CHANGE COMPETITION. HE'S BECOME A MATH TUTOR IN SCHOOL. HE ENJOYS WATCHING SPORTS MOVIES AND PLAYING TRIVIA. AND HE REALLY, YOU KNOW, WAS VERY PROACTIVE AND VERY DETERMINED TO SEE THAT A PROBLEM WAS RESOLVED. AND HE'S CONTINUING TO DO THAT BY GOING TO MORE CITIES TO GET THEM TO CHANGE YOUR TIMING. SO, MR. GUPTA, I WANT TO CONGRATULATE YOU AND RECOGNIZE YOU AND LET YOU KNOW THAT TODAY IS PRANAV GUPTA DAY. AND WE'D LOVE TO HEAR FROM YOU NOW. THANK YOU SO MUCH, COMMISSIONER. GOOD EVENING, MADAME MAYOR. MR. VICE MAYOR AND COMMISSIONERS OF TAMARACK. MY NAME IS PRANAV GUPTA AND I'M CURRENTLY A SENIOR AT MARJORY STONEMAN DOUGLAS HIGH SCHOOL. I'D LIKE TO THANK THE COMMISSION FOR THIS GREAT RECOGNITION AND FOR TAKING THE TIME TODAY TO CONSIDER MY PROPOSAL TO TURN OFF SPRINKLERS DURING SCHOOL ZONE HOURS. I'M VERY EXCITED THAT THE CITY OF TIMROD IS TAKING ACTION TO ADDRESS THIS, AND I REALLY APPRECIATE THE TIME AND EFFORT TAKEN BY THE COMMISSION. THROUGH THIS AMENDMENT, TAMRAT WILL BECOME A MODEL FOR OTHER CITIES ACROSS THE NATION AND WILL INSPIRE THEM TO TAKE ACTION TO PROTECT THEIR STUDENTS AND KEEP THEM SAFE WHILE ON THEIR WAY TO AND FROM SCHOOL. THANK YOU FOR YOUR TIME. THANK YOU, MR. GUPTA WILL CONNECT SO I CAN PERSONALLY DELIVER YOUR PROCLAMATION TO YOU. THANK YOU, COMMISSIONER. YOU'RE WELCOME. KEEP UP THE GOOD WORK. THANK YOU VERY MUCH. THANK YOU, MADAM. AND ONE DAY MAYBE WE'LL HAVE EVERYBODY BACK IN. CHAMBERS VERSUS DOING THIS VIRTUALLY, WE WILL NOW GO TO OUR COMMISSION REPORTS, [3.a. Commissioner Bolton] COMMISSIONER BOLTON. THANK YOU, MADAM MAYOR, AND KUDOS TO COMMISSIONER GARLAND FOR BRINGING THAT PROCLAMATION FORWARD. IF MR. GUPTA IS ON THE LINE STILL, HE CAN REMAIN FOR THE REST OF THE COMMISSION MEETING. I WOULDN'T I WOULDN'T RECOMMEND IT BECAUSE WE CAN BE VERY LONG AS FAR AS COMMISSIONERS. BUT I'D LIKE TO BRING HIS ATTENTION TO THE ORDINANCE ON FIRST READING NINE B, WHICH WE'LL BE DISCUSSING LATER ON TODAY. THAT WOULD BE ESSENTIALLY TURNING OFF SPRINKLERS DURING SCHOOL ZONES AND TIMES. THAT IS THE ACTION ITEM THAT I BROUGHT FORWARD TO MAKE SURE THAT HE HIS REQUEST TO US IS IS DONE IN A MEANINGFUL WAY, NOT NECESSARILY A CEREMONIAL WAY. SO, MR. GUPTA, WE ARE TAKING ACTION TO MAKE SURE THAT YOUR REQUEST IS HANDLED. AND SO THAT IS A WAY THAT THE LEGISLATION WILL PASS TONIGHT. SO HOPEFULLY MY COLLEAGUES WILL VOTE ON THAT IN THE AFFIRMATIVE AND YOU AND THE REST OF YOUR COLLEAGUES WILL BE APPRECIATED THAT THESE SPRINKLERS ARE TURNED OFF DURING SCHOOL HOURS. THANK YOU SO MUCH, COMMISSIONER. YOU'RE WELCOME. ALL RIGHT, SO COMMISSIONER REPORTS TIME EARLIER TODAY, WE TALKED ABOUT THE INTERIM CITY ATTORNEY POSITION AND WE BUMPED HEADS, SO TO SPEAK, HAS AS ALWAYS AND, YOU KNOW, AS A AS A AS A UNIFIER, I TEND TO TRY TO BRAINSTORM WAYS THAT WE COULD WORK TOGETHER AND COME TO SOME SORT OF RESOLVE. SO. DURING THE BREAK, I HAD A MOMENT TO TO THINK LONG AND HARD ABOUT MR. ARNOTTS SERVICES AND, YOU KNOW, I HAVE, YOU KNOW, A FEW I HAVE SOME THOUGHTS ON WHERE THAT IS CONCERNED. BUT BEFORE BEFORE I USE MY TIME TO TO TALK MORE ABOUT THAT, I WANT TO BE [00:50:12] I WANT TO BE THOUGHTFUL AND METHODICAL IN MY APPROACH. SO THE COMMISSIONER GARLAND, VICE MAYOR OF THE LOGO'S, COMMISSIONER PLUTARCO, I KNOW THAT I AM GOING TO ASK YOU FOR A BLANKET, A BLANKET APPROVAL, SO TO SPEAK. AND OBVIOUSLY, WE CANNOT TALK, YOU KNOW, OUTSIDE OF SUNSHINE. SO THIS IS THE ONLY PLACE ON THE SUNSHINE THAT WE CAN PRETTY MUCH TALK. SO IF IF I SOUND VERY VAGUE, FORGIVE ME, BUT JUST TRUST ME AND AND OBLIGE MY REQUEST. SO I'D LIKE TO MAKE A MOTION. I MOVE THAT THE CITY COMMISSION SUSPEND THE SIX DAY RULE TO ADD AN ITEM TO THE AGENDA IN ACCORDANCE TO SECTION TWO, DASH THIRTY FOUR, SUBSECTION D THREE OF OUR CODE, ALLOWING THAT I DISCUSS AN ITEM WITH POSSIBLE ACTION IMMEDIATELY AND FOR THIS ITEM ALSO SUSPEND ROBERT'S RULES OF ORDER. I'D LIKE TO HAVE. WE DON'T DO THIS. WE KNOW WE HAD ANOTHER AND THAT'S WHY WE HAVE AND 13 OTHER WHAT YOU REQUESTED IN OUR LAST MEETING FOR THE OPPORTUNITY TO DO THESE TYPE OF THINGS THERE. SO SHOULDN'T THIS BE A BETTER PLACE TO BE DOING THAT THERE INSTEAD OF HERE? DURING YOUR REPORT? I MADE A MOTION LIKE A SECOND, PLEASE. WE DON'T DO MOTIONS DURING OUR REPORTS, AND THAT'S WHAT WE HAVE DISCUSSED. YES, I'LL SECOND THAT. THANK YOU SO MUCH. CITY CLERK. CAN YOU PLEASE CALL THE ROLL OPPORTUNITY FOR DISCUSSION THAT COMMISSIONER? YOU DON'T JUST CALL THE ROLL. WE NEED TO HAVE AN OPPORTUNITY FOR YOU. I MADE A MOTION AND NOW. YES, AND THAT'S FOR DISCUSSION. WE OPEN IT UP. IF YOU'RE GOING TO BE DOING THIS IN THE MIDDLE, WE HAVE AN OPPORTUNITY FOR DISCUSSION. IS THERE ANYBODY WHO WISHES TO SPEAK ON THIS MATTER THAT THERE IS NONE OTHER? ACTUALLY, THERE IS ONE HAND. MR. PARKER, COULD YOU PLEASE REPEAT THAT? ALL I WANT IS FOR. FOR US TO SUSPEND THE SIX DAY RULE, TO ADD AN ITEM TO THE AGENDA THAT WOULD BE DISCUSSED IMMEDIATELY AND FOR THAT AGENDA, ITEM TWO, TO SUSPEND ROBERT'S RULES OF ORDER. USE THAT FOR. EVERY MEETING IS SET FOR A SPECIFIC TIME FRAME, AND THAT FOR YOU, JUST FOR JUST FOR TONIGHT. WELL, I HAD TO PONDER THAT FOR A MINUTE, BECAUSE ISN'T THAT WHY WE HAVE 13, WHATEVER NUMBER IT IS ON THE AGENDA TO BRING UP THINGS LIKE THIS? IF THERE'S BEEN ANY FORM, I HAVE ACCESS TO THE AGENDA, I CAN DISCUSS AN ITEM AT ANY TIME I WANT. NOW, THE ORDER IS WHAT WE HAVE IS WHAT'S SAID, IT'S NOT A MATTER OF ME TO DO YOUR RESEARCH AGENDA, AND THAT'S WHY WE WENT THROUGH ALL OF OUR POLICIES AND PROCEDURES AND THREE DIFFERENT MEETINGS TO DISCUSS ALL THIS GOOD. OK, THE WEATHER, WE DISCUSS IT NOW OR WE DISCUSS IT AT THE END OF THE MEETING, LET'S DISCUSS. MY MOTION IS TO DISCUSS THE ITEM WITH POSSIBLE ACTION IMMEDIATELY AND FOR THE ITEM TO ALSO SUSPEND ROBERT'S RULES OF ORDER. COMMISSIONER GARLAND SECONDED THE MOTION. WE'RE IN DISCUSSION AND THEN THE MAYOR WILL NOW CALL THE QUESTION. GO AHEAD. NO, I'M NOT CALLING THE QUESTION YET. COMMISSIONER GORDON HAS HIS HAND RAISED AND THERE MIGHT BE OTHERS WHO WISH TO HAVE A COMMENT. LISTEN TO GARLAND. YOU NEED CLARIFICATION FROM THE CITY ATTORNEY, I'M NOT SURE. WELL, WHAT WE'RE DOING AND WHAT I CAN UNDERSTAND WHAT COMMISSIONER BOLTON IS ASKING FOR, BUT I JUST WANT MORE CLARIFICATION. COMMISSION GARLAND, BASICALLY, THE RULES ALLOW MAJORITY A COMMISSION TO SUSPEND THE RULE AND ADD ITEM ON THE AGENDA. [00:55:03] I BELIEVE THAT COMMISSIONER MULTI-SITE THE CORRECT PROVISION OF THE CODE AND WHICH ALLOWED THE MAJORITY COMMISSION TO SUSPEND THE SIX DAY RULE IN IRELAND ON GENDER. OK. AND IS THIS ITEM DIFFERENT FROM ITEM 13 THAT HAS BEEN REFERENCED ALREADY? YES, BECAUSE I'M ADDING AN AGENDA ITEM NOW. OK. ALL RIGHT. ALL RIGHT. THANK YOU. MY QUESTION IS FOR THE CITY CLERK AND THE 48 HOUR RULE THAT WE HAVE. AND BEING ABLE TO HAVE THINGS THAT WERE SUPPOSED TO BE PUT ON NOTICE TO THE PUBLIC IF THEY WISH TO SPEAK AND DOES THIS HAVE ANY EFFECT ON THAT IF THIS IS NOT AN EMERGENT ITEM? CITIPOWER MADAM MAYOR, THERE IS A PROVISION IN THE BROWARD COUNTY CODE OF ORDINANCES THAT REQUIRES THAT ITEMS BE ON THE AGENDA AND PRESENTED WITH BACKUP 48 HOURS PRIOR TO THE MEETING. I'LL DEFER FOR CLARIFICATION FROM THE CITY ATTORNEY ON HAVING AN EMERGENCY ITEM AND CONSIDER TURNING OUR CODE. IS THE CONTROLLING LAW COMMISSION BUILDING IS CORRECT AND MOVING OUT OF THE WAY. HE'S MOVING THE CLARIFICATION. YOU SAID THAT THE CITY WILL OR OVERSEES THE CONTROL AND THE RULES ON THE CITY CHARTER PROVIDE THE CITY COMMISSIONERS AUTHORITY TO MAKE US ALL RULES THAT GOVERN THE RULES OF PROCEDURE. THE CHARTER IS THE ULTIMATE LAW FOR THE CITY COMMISSION AND I HAVE ADOPTED RULES PURSUANT TO THE CHARTER. SO COMMISSION BOLTON IS BASICALLY PROCEEDING IN ACCORDANCE WITH THE CHARTER AND CAUSE WITH THE CITY RULES OF PROCEDURE. OK, SO I JUST WANT TO BECAUSE I'M HAVING A LITTLE TROUBLE HEARING YOU TO CLARIFY THAT YOU'RE STATING THAT OUR CITY CHARTER IS SUPERSEDING THE BROWARD COUNTY RULES OF THE 48 HOUR NOTICE THAT WAS PUT INTO PLAY LAST YEAR. SO THANK YOU FOR PUTTING THAT ON THE RECORD. AND IF THAT IS THE CASE. I'VE HAD MY QUESTIONS ANSWERED, THANK YOU VERY MUCH. AT THIS TIME, IF THERE'S NO ONE ELSE WHO WISHES TO SPEAK. THERE IS A MOTION ON THE FLOOR, CITY CLERK. COMMISSIONER AND YES, MR. GARLAND, YES. I KNOW A LITTLE BIT. YES, MR. POCHO, YES, THEY ARE SURE. YES, THE MOTION PASSES UNANIMOUSLY, FIVE ZERO, OK? THERE'S NOTHING THAT I WANT YOU TO SEE. PLEASE, LADIES AND GENTLEMEN, OUR GUESTS WHO WANT TO STAY, YOU ARE MORE THAN WELCOME TO STAY BUT DON'T WANT TO DON'T WANT YOU TO FEEL YOU ARE OBLIGATED TO STAY. SO IF YOU FEEL LIKE YOU WOULD LIKE TO LEAVE, YOU'RE WELCOME TO DO SO. THAT IF LIKE WE LOVE TO HAVE THE METROPOLITAN. THANK YOU, MADAM MAYOR. AND PRELUDE TO MY ITEM. YOU MAY RECALL I HAD SOME RESERVATIONS ABOUT HANDS OUT TONIGHT AND THE TWO LAW FIRMS THAT APPLY FOR THE INTERIM CITY ATTORNEY POSITION. YOU WILL ALSO RECALL THAT I WAS ON THE FENCE AND HAD A DIFFICULT TIME MAKING UP MY MIND WHETHER TO CHOOSE THE NOT FIRM OR TASB GUDDU AND OR I THINK THEIR NAME IS TRUSTEE, DONLAN AND GOODO. YEAH, IT WAS NOT UNTIL THE MAYOR AND COMMISSIONER PLAYFIELD. IT'S GOING TO GARLAND AND BY ITS NAME LOGOS AND SUPPORTING THE AT NIGHT LAW FIRM THAT I VOTED FOR, FOR THEM TO DO SO, THAT WE COULD BE UNIFIED IN OUR DECISION, ALTHOUGH I WOULD STILL NOT SOLD ON WITH THE ASSIGNMENT I. COMMITTED TO WORKING WITH HIM WITH AN OPEN MIND. SO WHILST MR. ARNOTT WAS STILL RELATIVELY NEW, THE CITY MANAGER MAY RECALL, I ASKED HIM TO REACH OUT TO SAM GOREN AND JACOB TO FIND OUT IF HIS FIRM WOULD RETURN TO THE CITY OF [01:00:01] TAMRAT, AND THEY DECLINED. YOU MAY ALSO RECALL THE ONLY LARGE ISSUE I HAD WITH THE WITH GORAN'S FRIEND WAS HIS HANDLING OF THE STORAGE FACILITY ISSUE IN MY DISTRICT. AND THAT IS A TRANSGRESSION I WAS WILLING TO FORGIVE. I THINK THAT AS MY LAWYER, I BELIEVE THAT HE SHOULD HAVE DEFENDED MY RESIDENCE FROM THE EARLY ONSET OF THE STORAGE FACILITY ISSUE WHEN WE HIRED OUTSIDE COUNSEL TO LOOK INTO THE CASE. I FOUND THAT STAFF, IN MY OPINION, CONTRIBUTED TO THE ISSUE OF THE STORAGE FACILITY, MAKING IT VIRTUALLY IMPOSSIBLE FOR THIS CITY TO RECLAIM THE PARCEL. SO, AGAIN, AS MY ATTORNEY SAM GOREN AND HIS FIRM SHOULD HAVE APPROACHED THE ROCKLIN STORAGE PARCEL DIFFERENTLY SO THAT THE US AS COMMISSION, AS A COMMISSION, WE COULD CONTINUE TO LISTEN TO OUR RESIDENTS, SAID SAM GOREN WAS NOT FIRED. HE QUIT ABRUPTLY. SOME MAY SAY THAT THIS IS BECAUSE I BERATED HIM WHILE I QUESTIONED HIM STRONGLY, JUST LIKE THE MAYOR STRONGLY QUESTIONED HANSADUTTA NOT SOME DAYS AGO. BUT QUITE FRANKLY, THE MAYOR'S BEHAVIOR IS ONE THAT SHOULD BE CHARACTERIZED AS BERATING A PROFESSIONAL, I WILL SAY IT AGAIN. SAM GOREN WAS NOT FIRED. HE QUIT. JUST LIKE HE QUIT IN CORAL SPRINGS WHEN HE CAME UNDER FIRE, THE SUN SENTINEL SAID THAT HE QUIT AND FIVE IN A FIVE SENTENCE LETTER. HE QUIT TAMRAT, JUST LIKE HE QUIT BROWARD HEALTH, AND I BELIEVE THAT IS GORAN'S STYLE. NOW, I WHOLEHEARTEDLY BELIEVE ANOTHER MAN'S TRASH IS ANOTHER MAN'S TREASURE AND HANSADUTTA NOT IS HERE. I HAVE FOUND NO FAULT WITH HIM DURING HIS TIME HERE. AND I THINK THAT WE SHOULD GIVE HIM MORE OF AN OPPORTUNITY. I KNOW WE ARE LOOKING FOR A PERMANENT CITY ATTORNEY. I BELIEVE WHILE WE ARE LOOKING FOR THE RIGHT FIRM, HANDS AT NOT SHOULD KNOW, SHOULD NEVERTHELESS BE A PERMANENT ATTORNEY, WE SHOULD STILL GO OUT, GO TO THE PROCESS, GO THROUGH THE PROCESS OF FINDING SOMEONE. BUT I WANT TO BE SURE THAT HANZ IS DESIGNATED. AS OUR PERMANENT ATTORNEY, WHOSE SERVICES WILL END WHEN WE CONFIRM OUR PERMANENT ATTORNEY AND QUITE FRANKLY, THAT COULD BE ALTERNATE OR SOME OTHER FIRM, SO. I'M WILLING TO MAKE A MOTION TO MAKE THIS OFFICIAL TONIGHT, DURING THE PREVIOUS MEETING, I HEARD FROM COMMISSIONER GARLAND THAT HE WANTED TO MAKE. HANSADUTTA, NOT PERMANENT ATTORNEY. I ALSO HEARD FROM VICE MAYOR VILLARAIGOSA THAT AT ANY POINT ONE COULD CHANGE THEIR MIND. AND SO I THOUGHT LONG AND HARD ABOUT THIS. AND SO WHILE WE ARE GOING THROUGH THE PROCESS OF FINDING A PERMANENT ATTORNEY, I THINK THAT HONS ARE NOT SHOULD BE SHOULD SHOULD ASSUME THE ROLE OF PERMANENT CITY ATTORNEY FOR THE CITY OF TAMARAC. AND THAT DOES NOT NEGATE THE PROCESS THAT WE ARE THAT WE HAVE COMMITTED TO. WE WILL STILL GO THROUGH THE PROCESS, WILL STILL LOOK FOR THE RIGHT FIRM, WILL STILL ENTERTAIN PEOPLE WHO WILL. BRING FORWARD THEIR LETTERS OF INTEREST. AND BUT IN THE MEANTIME, I THINK THAT I WANT TO BE MARRIED TO THE THE [01:05:09] ULTIMATE LAW FIRM, AT LEAST UNTIL WE GET THROUGH THAT PROCESS. SO. I'D LIKE TO MAKE A MOTION I MOVE THAT EFFECTIVE IMMEDIATELY OR NOT WILL ASSUME THE PERMANENT CITY ATTORNEY POSITION FOR THE CITY OF TAMRAT, OUR ENTERTAINERS SECOND FOR THAT, AND WE CAN DISCUSS IT IN FURTHER DETAIL. SECOND. THANK YOU AT THIS TIME. WE'VE GOT A MOTION THE SECOND, TYPICALLY THIS IS SOMETHING DURING THE MEETING THAT ALSO WE WOULD HAVE OPEN TO PUBLIC COMMENTS. WE DO NOT HAVE THAT ON THE LAST ONE WE SHOULD HAVE. SO AT THIS TIME, CITYWALK, ARE THERE ANY PUBLIC COMMENTS? I'M NOT SURE THAT THEY'RE. LET ME JUST DOUBLE CHECK. THANK YOU. THANK YOU SO MUCH. THANK YOU. PUBLIC COLLEGES ARE NOW CLOSED. ARE THERE ANY QUESTIONS? MRVICA. I DIDN'T EVEN GET TO SWING MY MY THING OVER THERE. I'M A LITTLE CONFUSED. WE'RE GOING TO MAKE SOMEONE. A PERMANENT ATTORNEY UNTIL WE HIRE A PERMANENT ATTORNEY. THAT'S. THAT DOESN'T SEEM LOGICAL TO ME. WE'VE ALREADY AGREED TO HAVE HIM STAY ON, NO MATTER WHETHER WE'RE CALLING HIM INTO ROME OR WHETHER WE'RE CALLING HIM PERMANENT. WE'VE AGREED TO HAVE HIM STAY ON UNTIL A TIME, WHENEVER THAT MIGHT BE THAT WE FIND ANOTHER FIRM OR ANOTHER ATTORNEY. SO IN MY MIND, IS THAT BEING FAIR TO HIM? WE'RE GOING TO MAKE YOU OUR PERMANENT ATTORNEY. BUT, OH, BY THE WAY, THAT'S UNTIL WE FIND A PERMANENT ATTORNEY. THAT THAT'S JUST NOT LOGICAL TO ME. I HAVE ABSOLUTELY NO PROBLEM WITH STAYING ON. AS I TOLD YOU, HE SPOILED ME, BUT I DON'T KNOW THAT IT'S THAT'S THE WAY TO GO ABOUT IT. THANK YOU FOR YOUR COMMENTS AS ANYONE ELSE WHO WISHES TO MAKE A COMMENT. MR. GAGNON, YEAH, I MEAN, I JUST DON'T LIKE THE WORD INTERIM, SO I'M OK WITH THIS BECAUSE THE WORD I DON'T LIKE THE WORDING FROM, YOU KNOW, AT THE END OF THE DAY, YOU KNOW, WHETHER YOU'RE PERMANENT INTERIM, IF THE PEOPLE DECIDE THAT WE WANT TO MOVE FOR ANOTHER DIRECTION, WE CAN DO THAT SO WE CAN JUST REMOVE THE ANTHURIUM LABEL. SO IN TERMS OF THIS PROCEDURE, WE'RE JUST REMOVING THE WORD ENTHRONE, MAKING IT PERMANENT, AND THEN WE'LL DECIDE AT ANY POINT IN TIME WHEN AND IF WE WANT TO GO OUT AND AND SEEK OTHER OTHER FIRMS. IN OTHER WORDS, COMMISSIONERS', IF I'M UNDERSTANDING MR. BOLTON, WE'RE ALL HAVING THIS CONVERSATION IN THE MIDDLE REPORTS BECAUSE WE'RE CONCERNED ABOUT SEMANTICS ON A TITLE. THE ROLE IS WHAT IT IS. IT IS WHAT HAS BEEN ACCEPTED. AND THEY ARE STILL MOVING FORWARD WITH A PROCESS TO SEEK A PERMANENT ATTORNEY. SO AM I HEARING COMMISSIONER GARLAND, AS LONG AS THE WORD INTERIM ISN'T THERE, YOU DON'T CARE BECAUSE PERMANENT DOESN'T MAKE AS COMMISSIONER FLOCCO IS. AND HE DOESN'T SEEM TO MAKE SENSE BECAUSE WE FEEL PUT IN THE PROCESS OUT. HE'S NOT PERMANENT BECAUSE IT'S SUBJECT TO CHANGE. YOU DON'T THEN TAKE SOMEBODY WHO'S MADE PERMANENT THROUGH THIS LABEL AND THEN ALL OF A SUDDEN CHANGE. IN MY VIEW, I'M I DON'T WANT TO SEE A CHANGE. AND SO I'M FINE WITH MAKING IT PERMANENT BECAUSE I DON'T LIKE THE INTERIM TITLE BECAUSE THE INTERIM TITLE INSINUATES THAT CHANGE IS GOING TO COME AT SOME POINT AND I'M OK WITH THERE NOT BEING A CHANGE. SO THEN AGAIN, NOT ALL THE TIME, BECAUSE AS YOU KNOW FROM OTHER BUSINESSES, INTERIM DOES WIND UP SOMETIMES BECOMING THE PERMANENT. IT'S JUST A TRANSITORY TITLE IN ORDER TO FIND THE PERMANENT. SO IT DOESN'T MAKE SENSE TO HAVE A CONTEST. WE'RE STILL GOING AFTER THE PROCESS. I DON'T LOSE THE TITLE. [01:10:02] IT IS WHAT IT IS. SOME PEOPLE DON'T LIKE THAT. OUR CITY USES THE NAME VICE MAYOR. THEY RATHER BE DEPUTY MAYOR OR ASSISTANT MAYOR. YOU KNOW, IT'S A TERMINOLOGY. IT'S DOESN'T CHANGE HIS ROLE IN. WHAT HE'S DOING IS STILL A CITY ATTORNEY FOR OUR CITY. SO BUT I THINK WHEN YOU CHANGE IT TO PERMANENT, YOU EFFECTUATE A DIFFERENT ROLE. AND THAT IS ONE WAY TO BACK THE ITEM THAT HAS NOT BEEN AGREED UPON TO CONTINUE WITH THE PROCESS TO FIND THE PERMANENT ATTORNEY. MR. BOLTON, THANK YOU. MY NEW INTERIM ATTORNEY IS TEMPORARY CITY ATTORNEY. IT'S PERMANENT. THAT IS THE DIFFERENCE. WE ARE GOING THROUGH A PROCESS TO FIND A PERMANENT ATTORNEY AS IF IF THIS MOTION PASSES TONIGHT, NOT WILL BECOME OUR PERMANENT ATTORNEY WHEN WE FINISH THE PROCESS. IF WE FIND A LAW FIRM THAT IS BETTER THAN HIS, HE WILL BE FIRED. AND THAT LAW FIRM WILL ASSUME THE ROLE OF PERMANENT ATTORNEY. IF WE GO THROUGH THE PROCESS AND HIS FIRM IS SELECTED, THEN HE WILL CONTINUE ON AS OUR PERMANENT CITY ATTORNEY. LET'S NOT MAKE THIS COMPLICATED. IT IS NOT ROCKET SCIENCE. IT IS SIMPLE. AND I THINK IT IS THE RIGHT THING TO DO. NOW, PLEASE HEAR ME AND HEAR ME. GOOD. I WILL NOT BE BULLIED. MAYOR, BY YOU OR YOUR FAKE FRIENDS WHO SENT EMAILS, I WILL REPEAT SLOW MOTION. I WILL NOT BE BULLIED BY YOU OR YOUR FAKE FRIENDS WHO SEND EMAILS. TAKE THAT FOR A DOUBLE DOWN COMMENSURATE WITH ALL THE TIME IT APPEARS AT THIS POINT BECAUSE THEIR ACTIONS WILL GET WELL. GUESS WHAT? I THINK THAT YOU ARE FALSIFYING PUBLIC RECORDS BY BULLYING ALL OF US TO SEND US EMAILS. AND WHEN WE FIND OUT WHO THE REAL CULPRIT IS, YOU'VE MADE YOUR BET IN HELL, COMMISSIONER PLOCK, OR NOT WAITING TO TALK. EXACTLY. THANK YOU, VICE MAYOR. AND YOU CAN CONTINUE YOUR THREATS, MR. BOLTON. THEY DON'T FACE ME BECAUSE I HAVE NO IDEA WHAT YOU'RE TALKING ABOUT. BOLTON, YOU ARE NEXT THE HEAD. YOU'RE RIGHT. FIRST OF ALL, I DON'T AT ALL LIKE THE IDEA THAT, WELL, IF IT DOESN'T WORK OUT, WE'RE GOING TO FIRE HANDS. THAT IS NOT FAIR TO HIM. AND I DON'T THINK HE WANTS THAT ON HIS RECORD THAT HE WAS FIRED. BUT THE CITY OF TAMPA AFTER THAT, I JUST DON'T I DON'T CARE FOR THAT AT ALL. CAN WE FIND A COMPROMISE HERE ON OUR CITY ATTORNEY AND ALLOW HIM IN THE PROCESS OF APPLYING, ALONG WITH ALL THE ATTORNEYS THAT WE HAVE SAID WE WOULD ALLOW INTO THE PROCESS AND THEN MAKE OUR DECISION BASED ON THE BEST ONE? WE DON'T HAVE TO CALL AN INTERIM. WE CAN JUST CALL IN OUR CITY ATTORNEY IF WE'RE GOING TO SIT HERE AND ARGUE FOR THREE HOURS ABOUT A TITLE. SO LET'S FIND A WAY OF DOING THIS FAIRLY AND ALSO TREATING CONSTANTLY. I MEAN, I JUST I DON'T LIKE THAT IDEA THAT WILL KEEP HIM ON AS PERMANENT ATTORNEY. AND IF WE FIND SOMEONE BETTER, THEN WE'RE GOING TO FIRE HIM. BUT I DON'T THINK THAT'S FAIR. THANK YOU. THANK YOU, VICE MAYOR. I DON'T THINK COMMISSIONER GARLAND TITLE QUESTION WAS WAS ANYTHING EXCEPT THAT WAS HIS OPINION. IT WAS UP FOR DISCUSSION. THAT WAS JUST PART OF THE DISCUSSION. THIS IS A QUESTION FOR MISS JENNIFER, MR. HONGS OR CITY MANAGER. THE PREVIOUS STATEMENT THAT I MADE IS THAT ON RECORD OR DO I HAVE TO REPEAT WHAT I SAID DURING OUR WORKSHOP, IF I MAY, THAT IT WILL BE ON RECORD ON THE RECORDING FOR THE WORKSHOP MEETING? IF YOU'D LIKE TO SAY IT AT THIS MEETING, IT WILL BE ON THE RECORD, THIS MEETING WITH THE CITY COMMISSION MEETING. OK, THANK YOU. THANK YOU SO. PUTTING THAT FORWARD AT THE WORKSHOP MEETING WE WERE, THERE WAS THREE THAT DETERMINED TO MOVE FORWARD WITH PUTTING LETTERS OF INTEREST OUT FOR A PERMANENT CITY ATTORNEY. [01:15:03] THOSE THOSE DOCUMENTS WOULD BEGIN WITHIN TWO WEEKS AND THEN THE CITY WOULD REVIEW THE SAME. IT WAS ALSO DISCUSSED THAT IF BONDS ARE NOT LAW FIRM, DECIDED THAT IT WAS GOING TO APPLY, IT WAS MORE THAN WELCOME TO CONTINUE TO BE. IN. THE RUNNING FOR REVIEW, IF IT DID SO, IF I RECALL CORRECTLY, FROM OUR LAST MEETING. SO ANYWAY, YOU HAVE A MOTION AND A SECOND ON THE FLOOR. REGARDING CHANGING OF THE TITLE, WHICH IS A LITTLE BIT MORE THAN JUST CHANGING OF THE TITLE, IT ACTUALLY MAKES A POSITION PERMANENT THAT WHICH WAS DECIDED THAT WAS NOT BOLTON SAID THAT THE MOTION ON THE TABLE IS TO CHANGE THE TITLE. WE'RE NOT JUST CHANGING HIS TITLE. WE'RE CHANGING EVERYTHING THAT COMES WITH PERMANENT OVERTURNING OF WHATEVER BENEFITS I'VE HAD AS THE PERMANENT CITY ATTORNEY THAT WILL BE GIVEN TO HOTSY, NOT JUST CHANGING ITS TITLE. HOHNS TONIGHT, IF THIS MOTION PASSES, BECOMES A PERMANENT CITY ATTORNEY. THAT'S IT. WE ARE MAKING A DECISION TONIGHT. I WILL AND MY COLLEAGUES WILL HONOR THE REQUEST TO GO FORWARD WITH FINDING WHAT? SORTING OUT WHOEVER WANTS TO APPLY TO BECOME THE PERMANENT ATTORNEYS. IF AT THE END OF THE DAY THAT'S US. NOT THAT IS NOT. THAT IS SOMEBODY ELSE. IT IS SOMEBODY ELSE. BUT I THINK THAT IT IS FAIR TO OBLIGE COMMISSIONER GARLAND REQUEST TO MAKE HONS THE PERMANENT CITY ATTORNEY. AND I THINK THAT HE HAS DONE AN EXCELLENT JOB. AND I WOULD LIKE TO MAKE THAT OFFICIAL TO MY CITY, TO AN INTERIM CITY ATTORNEY OUT. THE QUESTION FOR YOU MENTIONED FLOCCO IMPORTANT ITEM SAYING YOU LIKE LIKE ME BEING PERMANENT. I WOULD BE QUITE HAPPY IN HER TERM POSSIBLY TO FINALLY COMPLETE THE TRANSITION TO DIFFERENT FROM YOUR FIRM IS NOT ELECTED. THAT IS SOMETHING YOU WANT FOR YOUR FIRM'S REPUTATION. IT'S REALLY A DEBATE AMONG THE COMMISSIONER. IT'S NOT APPROPRIATE FOR ME TO GET INTO THIS DISCUSSION, ESPECIALLY I HAVE A BIASED INTEREST. OK, ALL RIGHT. I WOULD THINK THAT YOU'RE PROTECTING YOUR LONG TERM AND YOUR REPUTATION. IT WOULD PUT YOU IN A POSITION THAT YOU MAY WANT TO EXPRESS YOUR OPINION ON THAT, AS WE'VE HEARD YOUR OPINION ON SOME OTHER MATTERS BEFORE THIS TIME TO MAKE SURE THAT YOU'RE GIVEN THE OPPORTUNITY TO PROTECT YOUR REPUTATION INSTEAD OF HAVING FIVE OF US MAKE A DECISION FOR YOU TO DECLINE, THAT IS FAR AS EVERYTHING IS WITHIN THE DISCRETION OF THE COMMISSIONER. THANK YOU VERY MUCH, VICE MAYOR. I WANT TO GO BACK TO MY PREVIOUS STATEMENT. DURING OUR WORKSHOP, EVERYONE HAD AN OPPORTUNITY TO APPLY FOR THE INTERIM COMMISSIONER. BOLTON NOW IS BRINGING UP EMOTION, WHICH HAS BEEN SECONDED TO MAKE THIS TRANSITION FOR MR. HANSEN'S FIRM. AND MR. HUNT'S NOT KNOWING THAT THIS IS WHAT WAS BEING SAID. IT'S GOING TO BE PROPOSED IN THE FUTURE, WHICH IS NOW. SO BRINGING IT UP AT A LATER TIME TO DECIDE UPON. IT'S ALMOST DOESN'T MATTER BECAUSE HE DID NOT KNOW. AND LIKE I SAID BEFORE, EVERYONE HAD AN OPPORTUNITY TO APPLY TO BE THE INTERIM, BUT THEY DIDN'T APPLY BECAUSE THEY WANTED THE BIGGER CAKE. THEY DIDN'T WANT THE CRUMBS. SO I WANT TO MAKE SURE THAT WE UNDERSTAND THAT IT'S IT'S THIS WE JUST NEED TO MOVE THE DISCUSSION TO TO TO VOTE ON IT ALREADY. I THINK IF NEXT TIME PEOPLE WANT A POSITION AND ANYTHING, THEY NEED TO TAKE WHAT'S AVAILABLE AND NOT WAIT UNTIL A POSSIBILITY THAT SOMETHING ELSE MIGHT COME UP. I THINK YOU MIGHT AS WELL SAY ON THE COUNTER THAT IT ALSO MAKES IT LOOK LIKE THE CITY OF TIME. RAMSBURG CAN DEFINITELY NEVER BE TAKEN AGAIN BECAUSE THE CITY OF TAMRAT MADE IT VERY CLEAR AND WE MADE IT CLEAR AT OUR WORKSITE DISCUSSION FOR THE INTERIM ATTORNEY THAT WE WILL NOT BE HIRING THE INTERIM ATTORNEY FOR THE FUTURE ONE AND THEREFORE FOR THE PERMANENT ONE. AND SO, THEREFORE, BUSINESSES NEED THE BUSINESS DECISION TO NOT APPLY FOR THE MEDIUM TERM BECAUSE THEY KNEW THEY CAN COUNT ON THE WORD OF THE NEW TAMRAT TO APPLY FOR THE PERMANENT SITTING ATTORNEY JOB. AND THAT IS NOT THAT THEY DECIDED THAT THEY DIDN'T WANT THE LITTLE PIECE. I UNDERSTAND WHERE YOU'RE GOING WITH YOUR ANALOGY, BUT ON THE CITY'S WORD ON THAT, [01:20:05] THAT WE SAID WE WILL NOT BE HIRING THE INTERIM STATE FOR EIGHT AND WE WILL BE SELECTING A NEW ONE FOR PLEASE WAIT FOR APPLICATION. AND THAT'S WHAT HAS BEEN SAID. BUT I MEAN, I'M ALMOST SURE THAT ALL OF US CHANGE OUR MINDS BECAUSE SOMETHING ELSE CAME UP. SO A BETTER IDEA CAME UP. WE'RE ALLOWED TO RETHINK THE PROCESS BECAUSE NOW WE HAVE A BETTER IDEA. SO SOMETHING IS BEING PRESENTED. AND, YOU KNOW, I THINK THE COMMISSION GARLAND, COMMISSIONER BOLTON, HAVE AN IDEA THAT, HEY, YOU KNOW WHAT, COMMISSIONER FLOCCO SAID NO ISSUES, COMMISSIONER BOLTS AND NO ISSUES. COMMISSIONER GOT NO ISSUES. I DON'T HAVE THE ISSUES. I PRESUME YOU, MAYOR, DON'T HAVE AN ISSUE UNLESS YOU DO. YOU CAN LET US KNOW. BUT NONE OF US HAVE AN ISSUE. SO WHY WOULD WE WHY CAN'T WE CHANGE OUR MINDS WHEN AN OPPORTUNITY PRESENTS ITSELF? BECAUSE IF THE STORM IS COMING, I'M CHANGING. I'M I'M PUTTING UP MY SHUTTERS. I'M CHANGING MY MIND. I DON'T WANT MY SHUTTERS UP. BUT A STORM IS COMING, SO I'M GOING TO CHANGE MY MIND THAT I THANK YOU FOR EVERYTHING. THIS, IN MY OPINION, IT'S LEGAL RELIANCE. AND I THINK IT'S A DIFFERENT SITUATION. AND I THINK THAT'S WHAT THIS WHAT IT IS. IT'S STOP ARGUMENTS OR ALLIANCE ARGUMENT. PLENTY OF THINGS THAT I BELIEVE THE ATTORNEYS THAT ARE LISTENING TO THIS CALL WILL WIN ARGUMENTS AGAINST THIS CITY. IF WE DO NOT FOLLOW THAT WE AS THE COMMISSION HAVE SET FORTH IN MY CONTROL, THE PROCEDURE ALSO BECOMES IRRELEVANT. NO, NOT NOT IN THIS PARTICULAR ITEM THAT IS MARRIED. NO, NOT IN MY OPINION. LEGALLY, I DO NOT AGREE THAT MR. GAGNON WE'RE GOING TO FINISH THIS UP BECAUSE WE ARE STILL IN REPORTS. AND THIS IS AN ITEM THAT REALLY SHOULD HAVE WAITED TILL NUMBER THIRTEEN. AS YOU HAD PUT INTO OUR ITEM. WE HAVE BEEN WAITING TO HEAR HOW HIS ORDINANCE WILL PROCEED. YEAH. SO OBVIOUSLY THERE WERE THERE WERE SOME FIRMS THAT MAY HAVE BEEN INTERESTED IN THE PERMANENT ROLE. HOWEVER, THEY ALSO UNDERSTOOD THAT THERE WAS A RISK WHEN THEY DID NOT APPLY FOR THE INTERIM ROLE, BECAUSE THEY KNOW THAT WHEN SOMEONE COMES IN ON AN INTERIM BASIS, THE SAME WAY SAM GARLAND CAME IN ON AN INTERIM BASIS, THERE'S A CHANCE THAT THAT INTERIM ATTORNEY MAY WIN OVER THE COMMISSION. AND THAT'S WHAT HAPPENED IN 2005 WHEN SAM CAME IN ON AN INTERIM BASIS. THERE WAS GOING TO BE A PROCESS TO EVALUATE THEIR ATTORNEYS. AND THEY WENT THROUGH THE PROCESS AND THEY DECIDED TO GO WITH SAM BECAUSE HE WAS QUALIFIED, HE WAS CAPABLE, AND HE HAD THE INSIDE ADVANTAGE OF BEING THERE ON AN INTERIM BASIS AND TO BUILD RELATIONSHIPS AND TO BUILD RAPPORT AND TO DEMONSTRATE HIS CAPABILITIES TO THAT COMMISSION. YOU KNOW, I SPOKE TO ALL OF THE REFERRALS THAT I HAD LEFT ON HIS RESUME AND APPLICATION, ALL ACTUALLY AT TEN. AND THEN I CALLED ALL BUT ONE OR SPOKE TO ALL BUT ONE. AND THEN THREE OTHER NON SOLICITED CALLS CAME MY WAY. BUT BUT ONE PERSON, I THINK HER LAST NAME IS GOLDMAN WHITE JEWISH WOMAN WHO AN ATTORNEY AT SCHUTZHUND BOEING, ALSO CURRENT COMMISSIONER AND THE CITY OF SOMETHING ELSE. BEACH GAVE HIM A GLOWING RECOMMENDATION. SURPRISE, SURPRISE ME COMPLETELY. SOMEONE TOOK CONTROL OF THE MICHAEL GRIESBECK, TOOK CONTROL OF THE COMMISSION, THE MEETING PAGE. DON'T KNOW WHAT'S GOING ON HERE. I GUESS FOR ONE, HE'S GOING TO FINALLY BE ABLE TO DO HIS PRESENTATION. MR. GONZALES, THANK YOU VERY MUCH. SHE GAVE A GLOWING RECOMMENDATION. AND THEN I BELIEVE THAT OUR FIRST COMMISSION MEETING OR A SECOND COMMISSION MEETING AFTER THAT, OUR LOBBY IS THE MOST POWERFUL LOBBYIST IN THE STATE OF FLORIDA WHO'S ALSO ATTORNEY CAME ON AND UNSOLICITED. HE SAID ON THE RECORD, YOU COULD NOT HAVE FOUND A BETTER ATTORNEY TO REPLACE HIM GOING THAN HANDS OFF OR NOT. AND THAT CAME FROM NONE OTHER THAN RON BOOK. SO I REALLY DON'T CARE WHAT THE MIAMI HERALD SAYS WITH SOME BLOGGER SAYS OR ONE PERSON SAYS IN AN EMAIL, WE GOT RECOMMENDATIONS FROM ELECTED OFFICIALS, JUDGES, YOU KNOW, HIGHLY QUALIFIED PEOPLE AND OTHER ATTORNEYS. SO I'M PRETTY SATISFIED WITH THE PROCESS. WE DID A WE DID A DEEPER PROCESS THAN WAS DONE TO SELECT THE PRIOR CITY ATTORNEY. APPRECIATE. I'M GOING TO CUT YOU OFF BECAUSE WE GOT TO WRAP THIS UP AND I'M READY TO WRAP IT UP IN FIVE. THERE WASN'T THE SPECIFIC STATEMENT THAT WE PUT OUT IN HOURS THAT WE WILL NOT HIRE AN INTERIM. THAT'S THE DIFFERENCE. WE WANT TO KEEP COMPARING IT. [01:25:01] YOU GOT TO MAKE SURE YOU COMPARE IT ON THE SAME LEVEL. WE MADE A STATEMENT AT THE TIME AND WE CHANGE OUR MIND. THERE'S NOTHING ILLEGAL ABOUT THAT. I'M NOT SAYING WE LEGAL, BUT I AM SAYING THAT THERE COULD BE CALLS TO QUESTION ON LEGAL ARGUMENT AGAINST IT. ANYWAY, WE'RE GOING TO MOVE THIS ALONG. COMMISSIONER BOLTON, YOU HAVE ONE LAST COMMENT AND WE ARE GOING TO PUT THIS AND WE'VE GOT TO MOVE ON. WHO DECIDES? I HAVE ONE LAST COMMENT MYSELF. I KNOW YOU, DON'T I? AT ONE LAST COMMENT, BUT YOU DO NOT HAVE THE RIGHT TO TELL ME, I HAVE ONE LAST COMMENT AND I DO NOT HAVE TO PUT MY HAND UP BECAUSE WE SUSPENDED ROBERT'S RULES FOR THIS DISCUSSION. SO TREAD LIGHTLY. I KNOW THE LOSS YOU MAY HAVE. THE LAW DEGREE IS DUSTY. LET LET US NOT TIT FOR TAT. I HAVE THE FLOOR. COMMISSIONER, LET ME BE ABUNDANTLY CLEAR. I LIKE HANDS OUT TONIGHT. I THINK HE IS DOING GREAT WORK AND HE DESERVES TO BE CALLED OUR PERMANENT CITY ATTORNEY, OUR CITY ATTORNEY. I PURPOSELY WANTED THIS TO BE DISCUSSED NOW BECAUSE THROUGHOUT THIS MEETING, MAYOR, IF THIS PASSES, YOU WILL CALL HIM CITY ATTORNEY AND NOT INTERIM CITY ATTORNEY CALLED A BLACK MAN CITY ATTORNEY, PLEASE. I WOULD LOVE TO HEAR THAT. AND I HOPE THAT THIS PASSES. SO WITH WITH THAT SAID, LET ME ALSO BE ABUNDANTLY CLEAR. WE STILL HAVE A PROCESS THAT WE'RE LOOKING FORWARD TO. STEVE GLATZ, IF YOU ARE IN VIRTUAL WORLD AND YOU'RE HEARING ME, WE'RE STILL ACCEPTING OVER THE NEXT TWO WEEKS FIRMS TO APPLY ARE STILL GOING TO HAVE THOSE PROPOSALS, LETTERS OF INTEREST SENT TO THE CLERK. WE'RE STILL GOING TO REVIEW THEM. THERE IS STILL GOING TO GIVE US ORAL PRESENTATIONS, INCLUDING MR. OTTENHOFF. AND AT THAT TIME, WE WILL CHOOSE TO CONTINUE THE SERVICES OF MR. ROTH, NOT AS PERMANENT ATTORNEY OR TO SOMEBODY ELSE FROM THAT POOL TONIGHT HERE AND NOW NOT BECOMES OUR CITY ATTORNEY WHERE HE'S. YEAH. YES. COMMISSIONER, THANK YOU SO MUCH. ALL RIGHT. NO FURTHER COMMENT FROM THE CLERK. PLEASE CALL THE ROLL COMMISSIONER GARLAND. YES. VICE MAYOR VILLA-LOBOS. YES, MR. POLACCO. I. I'M STRUGGLING HERE BECAUSE I LIKE HOHNS, AS LONG AS WE ARE GOING TO FOLLOW THE PROCESS, DISCUSSION IS DONE, OK? I AM NOT DISCUSSING. EXCUSE ME, JUST GIVE ME ONE SECOND. AS LONG AS WE ARE FOLLOWING THE PROCESS OF SENDING OUT APPLICATIONS FOR OTHER ATTORNEYS AND KEEP MY WORD, I WILL VOTE YES, YES OR NO ANSWER. MR. BOLTON, WHAT DID COMMISSIONER KLUKOWSKI CLARIFY THE RECORD, PLEASE. I VOTED YES. THANK YOU FOR LETTING ME FINISH. YOU'RE WELCOME, MR. BOLTON. YES, THEY ARE, GOMEZ. NOW THE MOTION PASSES FOUR TO ONE. COMMISSIONER, IS YOUR BULLETIN, AS YOUR SCREEN HAS JUST WENT TO YOUR PICTURE, IS THAT MEAN YOU ARE DONE WITH YOUR REPORTS AND WE CAN MOVE ON TO THE NEXT PERSON OR YOU HAVE REPORTS STILL TO DO? EVERYBODY SHOULD BE ON THEIR P'S AND Q'S BECAUSE ITEM THIRTEEN IS ON THE WAY. [3.b. Commissioner Gelin] THAT'S IT. COMMISSIONER GARLAND, YOUR REPORT, PLEASE. SURE, LEVANTE WILL PULL UP MY DOCUMENT. WE REQUEST CONTROL BECAUSE WE DO SO LIKE MANY TAMARACK EMPLOYEES, I DID VIRTUALLY ATTEND [01:30:01] THE REGIONAL PLANNING COUNCIL MEETING AS AN ITEM IN MY DISTRICT IN YOUR NEIGHBORHOOD. MAYOR GOMEZ WAS WAS ON ON THE AGENDA. AND IT WAS OUR BUSINESS TO KNOW WHAT HAPPENED THERE. AND AND THE ITEM DID PASS 12 TO FOUR. BUT I WANT THE PRESIDENT TO KNOW I WAS PRESENT. NEXT SLIDE, PLEASE. ALSO, THE NAACP HOSTED A BLACK JUDGES PANEL. AND MOST PEOPLE MAY NOT KNOW THIS, BUT WE ACTUALLY HAVE TO TAMARACK RESIDENTS WHO ARE BROWARD COUNTY JUDGES, NEXT SLIDE. AND SOME OF WHAT THEY TALKED ABOUT WAS THE BIAS THAT UNFORTUNATELY HAPPENS ON THE BENCH. AND THE HERALD TRIBUNE DID A STUDY FROM 2004 TO 2016 LOOKING AT 80 MILLION RECORDS. NEXT SLIDE. AND FOUND THAT, UNFORTUNATELY, THERE IS BIAS ON THE BENCH WHERE AFRICAN-AMERICANS ARE MORE LIKELY TO BE FOUND GUILTY, SPEND MORE TIME IN JAIL, SENTENCES ARE LONGER, ARE GIVING FEWER OPPORTUNITIES FOR PRETRIAL DIVERSIONS. REPUBLICAN JUDGES ARE MORE LIKELY TO DELIVER HARSHER SENTENCES TO BLACK DEFENDANTS THAN DEMOCRATIC JUDGES. WHY JUDGES ARE MORE LIKELY TO BE HARDER ON BLACK DEFENDANTS THAN BLACK JUDGES AND MALE JUDGES ARE MORE SKEWED THAN FEMALE JUDGES. SO WE NEED MORE WOMEN TO SERVE AS JUDGES. AND THEN WHERE JUDGES HAVE LEEWAY TO SHOW MERCY, THEY TEND TO SHOW MERCY MOST OFTEN THE PEOPLE OF THE SAME SKIN COLOR, AND THAT APPLIES ALL THE WAY WHITE, BLACK, HISPANIC, ETC.. NEXT LIE. AND SO IN SUMMARY, THE HERALD TRIBUNE, THEY EXPLAIN THE METHODOLOGY TO 13 DIFFERENT PROFESSORS AND PRIVATE ORGANIZATIONS. THEY ALL AGREE THAT THEY HAD A SOUND METHOD. AND UNFORTUNATELY, IT IS A FACT THAT FOLKS OR JUDGES DO NOT USE THEIR SENTENCING DISCRETION IN A RACIALLY NEUTRAL WAY. AND I LIKE THAT NAME VERSUS DISCRIMINATORY OR RACIST OR USING SOME KIND OF NAME CALLING. JUST YOU'RE NOT BEING RACIALLY NEUTRAL. I LIKE THAT TERM. NEXT LINE. ON FEBRUARY 26, I WAS ASKED TO SUPPORT LATOYA RATLIFF, WHO UNFORTUNATELY WAS SHOT IN THE EYE WITH A RUBBER BULLET BY FORT LAUDERDALE POLICE. AND SO THE POLICE RECENTLY CLEARED HIM. SHE ASKED ME TO SHOW UP AND SHOW SOME SUPPORT. SO I DID NEXT SLIDE ALONG WITH CITY OF AVENTADOR COMMISSIONER RACHEL SALSMAN FREEDMAN AND ONE OF OUR STATE REPRESENTATIVES, SHARON JONES. OF COURSE, I DID NOT SPEAK TO THE MEDIA. IT WAS NOT MY ISSUE, BUT I DID WANT TO BE THERE TO SHOW SOME SUPPORT NEXT TIME. WE HAD A GREAT BLACK HISTORY EVENT HERE IN TAMARACK. I DO THINK IT'S VERY DIFFICULT TO REPLICATE HAVING AN ACTUAL SPEAKER VERSUS A VIRTUAL SPEAKER. SO LUCKILY THIS PANDEMIC IS GOING AWAY. BUT IF IT DOESN'T, WE SHOULDN'T HAVE ANY MORE VIRTUAL SPEAKERS AND DO WHAT WE CAN PHYSICALLY. BUT GREAT EVENT, GREAT WEATHER NEXT, LIKE HAD A GREAT EVENT WITH BSL READING EVENT, HAD AN OPPORTUNITY TO MEET WITH SOME OF THE BEST POLICE OFFICERS THAT HAD NOT MET BEFORE. I WAS THERE WITH MY SON, DEPUTY MAYOR MARION, WHERE THEY WERE HER SON. NEXT LINE, GREAT DAY, NICE PICNIC OUTING. HAD A GOOD CHANCE TO INTERACT WITH RESIDENTS I NOT MET BEFORE NEXT SLIDE. AND I BELIEVE THAT BSA WILL DO THIS WITH OTHER COMMISSIONERS IN YOUR RESPECTIVE DISTRICTS. SO YOU SHOULD LOOK FORWARD TO THAT NEXT LINE. BLACK HISTORY MONTH, THE BROWARD COUNTY BLACK ELECTED OFFICIALS HELD A BLACK HISTORY MONTH EVENT ON WHICH I REALLY COULD NOT ATTEND BECAUSE I WAS DOING THE DNC EVENT. BUT HAROLD PRYOR, WHO WAS THE FIRST BLACK MALE ELECTED STATE ATTORNEY IN THE HISTORY OF THE ENTIRE STATE OF FLORIDA, WAS ONE OF THE GUEST PANELISTS. SO THAT WAS A GOOD EVENT. NEXT LINE. AND I AM PLANNING A HUGE BICYCLE EVENT ON MAY 22ND WITH A GROUP CALLED LEVEL UP CYCLING, AND WE HAD A GREAT MEETING WITH DEPUTY MARION AND SERGEANT PINELLI, AND HE IS GOING TO MAKE SURE THAT ALL OF US ARE SAFE AS WE RIDE THE STREETS OF TAMARACK NEXT SLIDE. AND REALLY THE GOAL IS TO GET THE COMMUNITY TO EMBRACE THE OUTDOORS, TO EMBRACE CYCLING. BUT THE DIFFERENT RACES ARE NOT FOR EVERYBODY. THEY WERE GOING TO BE SO PROFESSIONAL AND SEMIPROFESSIONAL RACE BIKE CYCLISTS WHO ARE GOING TO RIDE THEIR BIKES BETWEEN TWENTY EIGHT, 35 MILES PER HOUR. SOME MAY GO AS FAST AS 40 MILES PER HOUR. SO IF YOU HAVE THE RIGHT BIKE AND YOU DON'T HAVE TO EXPERIENCE THAT, RACE IS NOT FOR YOU, THEN THERE'S A GROUP B LEVEL WHERE IF YOU CAN MAINTAIN A 19 AND 20 MILE PER HOUR PACE FOR ABOUT THIRTY FIVE MILES, THAT'S GOING TO BE FOR YOU. BUT FOR THE COMMUNITY, WE ARE GOING TO HAVE A FIVE MILE BIKE RIDE, JUST FIVE OR SIX MILES PER HOUR, AND THAT THAT EVENT WILL BE FOR YOU. NEXT LINE, MY LEGISLATIVE AGENDA AND I ARE GOING THROUGH ALL THE DETAILS. IF YOU WANT TO START TRAINING, YOU CAN JOIN ME. AND THE LEVEL OF CYCLING TEAM IN WESTERN EVERY TUESDAY MORNING AT SEVEN THIRTY, I CAN COVER EIGHTY MILES IN ABOUT AN HOUR, GOING ABOUT 17 MILES AN HOUR, 80 MILES AN HOUR. [01:35:01] BUT EVERYONE IS WELCOME TO JOIN NEXT LINE. ON THE 8TH, I ATTENDED THE NORTHWEST COUNCIL OF ELECTED OFFICIALS MEETING WHERE NEXT SLIDE, OUR PRIOR CITY ATTORNEY, SAM GöRING, PROVIDED A LEGISLATIVE UPDATE ON WHAT'S GOING ON IN TALLAHASSEE. AND I BELIEVE I WAS THE ONLY TAMRAT COMMISSIONER ON THAT CALL. NEXT, LIKE. MONDAY, ALSO ON THE EVENING, THE BRILLIANT DEMOCRATS HOSTED A MEETING AND FORMER COMMISSIONER JULIE FISHMAN WAS ON THE CALL, AS WELL AS OTHER ELECTED OFFICIALS THROUGHOUT THE COUNTY. SOME OF THESE FOLKS ARE REALLY EXCITED ABOUT GETTING INVOLVED IN POLITICS AND WE SHOULD ENCOURAGE THEM. ALTHOUGH TWO OF THEM DID LOSE THEIR BID FOR COMMISSIONER IN MYANMAR, THEY SHOULD BE ENCOURAGED THAT WINNING YOU'RE LOSING YOUR FIRST ELECTION DOESN'T TAKE YOU OUT AS MYSELF AND COMMISSIONER VILLA-LOBOS OR BISMILLAH. THOSE ARE EXAMPLES OF PEOPLE WHO HAVE LOST AND CAME BACK TO WIN NEXT TIME. MORE PANELISTS NEXT LINE. OH, AND SO PART OF OUR BIKE PLANNING EVENT, WE'RE GOING TO BE WORKING WITH A RADIO DJ FOR ONE, TWO, THREE, FOUR, FIVE, THE BEAT TO HELP PROMOTE, ORGANIZE AND AND MAKE SURE THE EVENT IS A HUGE SUCCESS. SO WE'LL HAVE A LOT MORE DETAILS IN THE NEXT WEEK OR SO SO WE CAN START DOING THAT, REALLY A MASS PROMOTION AND MAKE SURE WE HAVE A GREAT EVENT. THEY'RE ACTUALLY GOING TO BE SOME FOLKS FROM OUT OF TOWN TO FLY IN AND PARTICIPATE. SO WANT TO TRY AND NEGOTIATE SOME DEALS WITH THE HOTELS TO GET SOME DISCOUNTS FOR THOSE WILL BE FLYING IN FOR THE EVENT. BUT HE'S DONE EVENTS WITH OTHER CITIES BEFORE IN MIAMI. SO THIS WILL BE HIS ACTUAL FIRST EVENT IN BROWARD COUNTY. AND HE'S LOOKING FORWARD TO PARTICIPATING. AND HE WILL ACTUALLY BE AT THE BESSO BIKE RODEO ON APRIL 10TH. SO WE LOOK FORWARD TO THAT NEXT LIKE. AND THEN EARLIER TODAY, I WAS ON A CALL WITH THE BLACK CHAMBER OF COMMERCE IS FROM VARIOUS STATES TO TALK ABOUT THE ABIDIN BILL THAT JUST PASSED NEXT LIKE. SO THAT WAS A GOOD MEETING, NEXT SLIDE, AND THEN RIGHT BEFORE OUR COMMISSION MEETING AT FIVE O'CLOCK, THE FLORIDA DEPARTMENT OF TRANSPORTATION HAD A MEETING TO DISCUSS THE BIKE LANE EXPANSION. SO WE HAVE A BIKE LANE AND AN TAMARAC ON NOB HILL ROAD, WHICH WHICH ENDS ON SOUTHGATE BOULEVARD. SO BEGINNING ON APRIL 15TH, THEY'RE GOING TO EXPAND THAT ROAD INTO ALL THROUGH CORAL SPRINGS AND THEN IT WILL STOP IN PARKLAND BECAUSE PARKLAND CONTINUES WITH THE BIKE LANE. IT'S ONLY CORAL SPRINGS THAT DON'T HAVE A BIKE LANE. SO I JUST WANTED TO PARTICIPATE, GET MY FEEDBACK AND ENCOURAGE THEM TO TRY TO EXPAND THAT BIKE LANE AS FAST AS POSSIBLE. NEXT SLIDE. AND THEN I JUST WANT TO HIGHLIGHT A ONE OF OUR TEGMARK FIREFIGHTERS WHO WANTED TO SHARE HIS PERSONAL STORY WITH THE SOUTH FLORIDA COMMUNITY. AND SO I'M I'M NOT SURE IF ANYONE IN TAMARACK SAW THIS VIDEO. SO I'D LIKE FOR THE BAND TO PLAY THIS VIDEO OF ONE OF MY TAMARACK FIREFIGHTERS WHO WANTED TO SHARE THE IMPORTANCE OF TAKING CARE OF YOUR PERSONAL HEALTH, ESPECIALLY FOR THOSE OF US WHO HAVE FAMILIES. SO IF YOU'LL TUNE THAT UP. AND THE VOLUME. AMERICAN HEART MONTH, THE TIME THAT UNTIL OCTOBER, A LOCAL FIREFIGHTER DIDN'T EVEN THINK MUCH UP UNTIL HE HIMSELF FACED A LIFE OR DEATH SITUATION. HE BECAME ONE OF THE MILLIONS OF AMERICANS THAT HAD TO UNDERGO EMERGENCY SURGERY ON HIS HEART. CBS SPORTS BROOKE SCHAEFER HAS HIS LIFESAVING MESSAGE. A FEW MONTHS AGO, OCTOBER 30TH STARTED AS A PRETTY NORMAL DAY FOR TONY CHINH, THE TAMARACK FIRE RESCUE CAPTAIN WAS TEACHING AT THE CORAL SPRINGS FIRE ACADEMY THAT DAY. HE FELT A LITTLE TIRED AND WEAK, BUT DIDN'T THINK TOO MUCH OF IT UNTIL A FRIEND, A FELLOW FIREFIGHTER, NOTICED SOMETHING WAS OFF. HE SAID, YOU KNOW, IT JUST DIDN'T LOOK RIGHT. HE GOES, LET'S GO. LET'S GO TO HOSPITAL AND GET CHECKED OUT. AND THEN HE PULLED MY LINE, WHICH I ALWAYS TELL MY PATIENTS, HEY, IF IT'S NOTHING, YOU'LL BE HOME IN AN HOUR. IT WASN'T NOTHING. IT WAS AN AM I? I HAD 100 PERCENT BLOCKAGE OF THE RAMDAS AND I ALSO HAD A 70 PERCENT BLOCKAGE OF ANOTHER AREA IN THE POSTERIOR PART OF MY HEART. IT WAS SERIOUS. THE 47 YEAR OLD DAD FOUND HIMSELF AT BROWARD HEALTH MEDICAL CENTER AND THEN IN THE CARDIAC ICU WITH A CORONARY ARTERY DISEASE THAT COULD HAVE LED TO A HEART ATTACK. HE IS VERY LUCKY. HE IS VERY LUCKY. DR. MOHAMED OSMAN PERFORMED THE EMERGENCY LIFESAVING SURGERY TO REMOVE THE BLOCKAGES IN CHIN'S HEART. FIRE RESCUE STAFF IN PARTICULAR, THEY ARE PEOPLE AT THE TOP OF THEIR GAME. THEY ARE IN TOP PHYSICAL AND MENTAL CONDITION. AND IT'S SOMETIMES IT'S HARD TO BELIEVE THAT IT WILL HAPPEN TO ME TODAY. CAPTAIN CHIN IS OUT OF THE HOSPITAL, BUT STILL GOES TO CARDIAC REHAB THREE TIMES A WEEK THIS FEBRUARY, THIS HEART MONTH. [01:40:01] THIS FIREFIGHTER IS ASKING EVERYONE TO KNOW THE SIGNS LIKE CHEST PAIN, NAUSEA, VOMITING OR SWEATING. HE'S ESPECIALLY CALLING ON HIS FELLOW FIREFIGHTERS WHO AREN'T USED TO BEING THE PATIENT TO TAKE CARE OF THEMSELVES, TOO, AS HE REFLECTS ON WHAT COULD HAVE HAPPENED HAD HE NOT GOTTEN THE MEDICAL ATTENTION HE DID THANKS TO THOSE DOCTORS AND AN OBSERVANT FRIEND DURING THE WHOLE PROCESS. I COULD JUST THINK ABOUT MY FAMILY AND WHAT WOULD HAPPEN IF I WASN'T THERE. AND IT HURT HURTS SO BAD. SO HIS MESSAGE TO EVERYONE AND TO OTHER FIREFIGHTERS, BE SURE TO KNOW THE SIGNS AND LISTEN TO YOUR FRIENDS AND TAMARACK AND BROOKE SCHAEFER. KB'S FAUNUS. SO I CERTAINLY WANT TO THANK CAPTAIN TONY CHAN FOR SHARING HIS PERSONAL STORY WITH THE SOUTH FLORIDA COMMUNITY THERE, WATCH THE NEWS. I WANT TO SHARE THAT WITH OUR RESIDENTS. YOU KNOW, WE ALL HAVE TO DO A BETTER JOB. IF YOU GO BACK TO THAT LAST LIGHT EVENT, WE ALL TO DO A BETTER JOB OF TAKING CARE OF OURSELVES, ESPECIALLY THOSE OF US WHO ARE EMPLOYEES OF THE CITY OF TAMARACK. IF YOU'RE A MEMBER OF THE HEALTH INSURANCE, YOU GET THREE HUNDRED DOLLARS PER YEAR AS LONG AS YOU GET YOUR ANNUAL PHYSICAL AND DO YOUR PREVENTIVE SCREENINGS. AND ACCORDING TO THE SECOND REPORT, WHICH I REQUESTED A FEW MONTHS EARLIER, YOU'LL MAXIMIZE THAT SCREEN A LITTLE BIT. ONLY ABOUT 42 PERCENT OF OUR POPULATION GETS THEIR ANNUAL PHYSICALS. LOOKS LIKE SLIDE OVER TO THE LEFT. YEAH, 39 PERCENT OF OUR EMPLOYEES, 51 PERCENT OF SPOUSES AND 52 PERCENT OF DEPENDENTS. SO WE'RE NOT REALLY, YOU KNOW, SENDING THAT MESSAGE OUT. AND I KNOW H.R. BENEFITS DOES A GOOD JOB, AND IT'S REALLY UP TO EACH INDIVIDUAL TO MAKE SURE YOU GET YOUR ANNUAL PHYSICAL. I'M NOT SURE IF THAT PARTICULAR CAPTAIN DID OR NOT, BUT NORMALLY WHEN YOU DO YOUR YOU KNOW, YOU CAN FEEL PERFECT AND YOUR BLOOD NUMBERS COULD BE HORRIBLE, YOUR GLUCOSE, YOUR SUGAR, YOUR CHOLESTEROL. AND AS SOMEONE THAT WORKS AS AN INSURANCE BROKER WORKING WITH DIFFERENT CLIENTS, I SEE IT ALL THE TIME. PEOPLE WILL DROP DEAD FROM WHAT THEY CALL SILENT KILLERS, WHICH ARE YOUR CHOLESTEROL, YOUR SUGAR, YOUR HIGH BLOOD PRESSURE. THESE ARE THINGS YOU CAN'T FEEL. YOU DON'T KNOW THAT YOU HAVE IT. NEXT THING YOU KNOW, YOU DROP DEAD. THANKFULLY FOR THIS FIREFIGHTER, ONE OF HIS COLLEAGUES WAS ABLE TO NOTICE SOMETHING AND GET HIM TREATMENT. I SPOKE TO ANOTHER EMPLOYEE WHO TOLD ME HE ALMOST HE ACTUALLY DID HAVE A HEART ATTACK WHERE HE FELT HEALTHY AND STRONG AND HE HAD A HEART ATTACK. SO WE REALLY NEED TO MAKE SURE THAT EACH AND EVERY YEAR WE GO OUT AND GET OUR ANNUAL PHYSICALS. THESE NUMBERS SHOULD REFLECT ONE HUNDRED PERCENT, NOT 39 PERCENT, AND NOT IF YOU SLIDE OVER TO THE OTHER SIDE OF IT WHERE IT SAYS, WELL, VISIT SAY 42 PERCENT OF OUR ADULT EMPLOYEES ARE GETTING THE ANNUAL PHYSICAL. WE CAN DO A LOT BETTER AND SHOULD DO A LOT BETTER. SO I JUST WANT TO SEND THAT POSITIVE MESSAGE OUT. LAST MONTH IS BLACK HISTORY MONTH AND AMERICAN HEART MONTH, AND I COULDN'T COVER EVERYTHING IN FEBRUARY. SO THAT CONCLUDES MY PRESENTATION. I USE MY TWENTY DOLLARS. I SPENT ONE HUNDRED FOR MYSELF AND GAVE MY WIFE DOLLARS GIFT CARDS. SO YOU CAN THINK OF IT AS YOUR ANNUAL CHRISTMAS GIFT OR SOMETHING. THANK YOU. THANK YOU, COMMISSIONER. THAT'S MY ABILITIES. [3.c. Vice Mayor Villalobos] I ACCEPT THE GIFT CARD, TOO, IF YOU HAVE EXTRA ONES NEXT TIME. NOTHING TO REPORT EXCEPT I'M GOT TO URGE YOU TO JUST REPLY TO THE RESIDENTS, CREATING TICKETS, YOU KNOW, GETTING BACK, STAYING ENGAGED THROUGH NEXT DOOR, THROUGH SOCIAL MEDIA. SO ANY QUESTIONS? PLEASE FEEL FREE TO REACH OUT. YOU CAN REACH US THROUGH CITY CLERK'S OFFICE OR THE MAYOR'S OFFICE. WE'RE ALWAYS HERE TO ANSWER ANY QUESTIONS. [3.d. Commissioner Placko] A PHONE CALL, A MEETUP. SO PLEASE, I ENCOURAGE YOU TO CONTINUE DURING THAT. THANK YOU. NOW, YOU MENTIONED BLOGGER. THANK YOU. LAVERNE, COULD YOU PLEASE PUT THE FIRST? SORRY, MYSELF. COULD YOU PLEASE PUT THE FIRST LIGHT UP? THANK YOU. SOMEBODY IS SHOOTING ME. THE TSUNAMI HIT IT AGAIN. OK. AND I'M NOT TOUCHING MY MOUSE AND THE ARROWS DOWN ON THE. WHOMEVER HAS THE CONTROLS, WHO IS LEADING A BLACKOUT, PLEASE STOP. [01:45:02] AND PLEASE, ON OUR THANK YOU. THANK YOU. I REMEMBER COMMISSIONER BOLTON SAYING THAT AND. NOW WE SEE IT HAPPENING. WELL, THAT AND I GO TO GO. OK, TRY IT AGAIN. WE ALL KNOW THAT DIANE GLASSER WAS ONE OF OUR COMMISSIONERS HERE FOR MANY, MANY YEARS. SHE ALSO WAS A DEDICATED WIFE AND MOTHER. AND IN SOME OF OUR CONVERSATIONS, SHE TOLD ME THAT WHEN HER HUSBAND PASSED AWAY, SHE REALLY CAME INTO HER OWN AND SHE BECAME VERY, VERY ACTIVE IN THE POLITICAL ARENA. SHE WAS A MOVER AND SHAKER AND SHE WAS A FORCE. I WAS INCREDIBLY LUCKY THAT SHE TOOK ME UNDER HER WING FROM THE FIRST WEEK I CAME INTO OFFICE, SHE GUIDED ME. WELL, DIANE WAS MY MENTOR UNTIL THE VERY END. YOU HAVE THE NEXT SLIDE, PLEASE. THAT IS THE REASON I AM VERY PROUD TONIGHT TO ANNOUNCE THAT I WILL SPONSOR TO TWENTY FIVE HUNDRED DOLLAR SCHOLARSHIPS TO TWO YOUNG PEOPLE WITH THEIR. EDUCATION ENDEAVORS, I THINK DIANE WOULD BE PLEASED. SHE LOVED OUR CITY VERY, VERY MUCH. SHE WAS A PROPONENT OF EDUCATION. THIS WILL BE FOR PRESIDENT AND DISTRICT FOR NEXT SLIDE, PLEASE. SOME OF THE REQUIREMENTS ARE LISTED HERE, YOU MUST LIVE IN THE CITY OF TAMRAT FOR AT LEAST ONE YEAR AND CURRENTLY RESIDE IN MY DISTRICT JUST FOR YOU MUST HAVE A REGISTRATION FOR SUMMER OR FALL OF TWENTY TWENTY ONE IN AN ACCREDITED ASSOCIATE'S BACHELOR'S DEGREE OR VOCATIONAL PROGRAM. TWO LETTERS OF RECOMMENDATION. ONE MUST BE FROM A FORMER OR CURRENT TEACHER, AS WELL AS A LETTER OF ACCEPTANCE TO A COLLEGE OR VOCATIONAL SCHOOL. NEXT SLIDE, PLEASE. APPLICATIONS MUST BE SUBMITTED BY 5:00 P.M. ON MAY 1ST. YOU MAY FIND YOU MAY DOWNLOAD ALL THE DOCUMENTS OR I'M SORRY, YOU MAY UPLOAD THE DOCUMENTS TO DIANE GLASSER, MEMORIAL SCHOLARSHIP APPLICATIONS PORTAL AT TAMARAC DOT PARENT A GMAIL DOT COM. OR YOU MAY SEND THEM TO PARKS AND RECREATION FOUNDATION OF TAMARACK AT SIX ZERO ZERO ONE NOB HILL ROAD IN TAMARACK. THIS IS SOMETHING THAT I HAVE WANTED TO DO FOR QUITE A WHILE. IT TOOK A LOT TO PUT IT TOGETHER AND I HAVE TO THANK BARBARA TARNOFF AND LORENZO CALHOON WITHOUT ALL THEIR EFFORTS. THIS WOULD NOT HAVE HAPPENED AND I AM VERY, VERY GRATEFUL. WE ALSO WILL HAVE THIS INFORMATION ON THE CITY WEBSITE IF YOU GO TO COMMISSIONER DAVID PLECO. SO PLEASE GET YOUR APPLICATIONS IN. AND I'M HOPING DIANE WILL LOOK DOWN FONDLY AND BE HAPPY ABOUT THIS. AND DIANE, I DIDN'T WEAR BLACK IN HONOR OF YOU. SHE'S ALWAYS TOLD ME NOT TO WEAR ALL BLACK. IT WILL MAKE ME LOOK SOMBER. AND THIS IS NOT A CELEBRATION. THIS IS A HAPPY OCCASION. AND I AM REALLY, REALLY VERY, VERY PROUD TO BE DOING THIS. THANK YOU VERY MUCH. THAT'S MY REPORT. THANK YOU VERY MUCH, COMMISSIONER. THAT WAS VERY NICE. AT THE SAME TIME, RIGHT NOW WE HAPPEN TO HAVE TWO HANDS THAT I BELIEVE ARE FOR OUR COMMISSION FOR QUESTIONS FOR YOU. SO MUCH MORE GOING. YEAH, I JUST WANT TO THANK COMMISSIONER POLACCO FOR DOING THAT. AND I WILL CERTAINLY SHARE THAT ON MY SOCIAL MEDIA, MY EMAIL DISTRIBUTION LISTS. AND DIANE GLASSER WAS A VISIONARY. SHE'S CERTAINLY SUPPORTED ME MANY, MANY YEARS AGO WHEN I TRIED TO GET APPOINTED TO THE TAMARAC CITY COMMISSION. SHE DID. SHE WAS THE ONE VOTE, ONE PERSON. I DID VOTE FOR ME AND SHE SAW THE FUTURE. SHE SAID, TAMARA IS GETTING YOUNGER. WE NEED PEOPLE LIKE YOU ON THIS COMMISSION. AND SHE SUPPORTED ME THROUGHOUT THE REST OF HER LIFE FROM THE TIME THAT WE [01:50:02] MET. SO I WILL CERTAINLY SUPPORT YOU ON THIS. AND I THINK IT'S A GREAT IDEA. THANK YOU VERY MUCH. I APPRECIATE. THEY'RE WONDERFUL, WONDERFUL, WONDERFUL IDEA, AND I ACTUALLY WANT TO JUMP SHIP ON THAT, SO IF I CAN GET THE INFORMATION FROM MS., JENNIFER, WHOEVER, OR FROM YOU OR BARBARA. LORENZO, THAT'LL BE FANTASTIC. I WOULD LOVE TO ALSO BE ABLE TO DO THAT. I'M SURE WE HAVE PLENTY OF STUDENTS THERE DOING REALLY WELL, LIKE OUR STUDENT GUPTE BEING TOP ONE PERCENT. I THINK WE SHOULD CONTINUE HONORING THOSE STUDENTS. SO THANK YOU FOR BRINGING THAT TO LIGHT. THANK YOU, GUYS. MR.. THANK YOU, COMMISSIONER BOLTON. ABSOLUTELY, ABSOLUTELY PHENOMENAL IDEA. COMMISSIONER COLE, YOU ARE STELLAR IN YOUR IDEAS AND YOUR JUST GRACEFUL WITH IT AS IF IT'S NOTHING. BUT IT'S JUST AMAZING, AMAZING IDEA. I LOVED DIANE GLASSER WHEN I WAS RUNNING FOR OFFICE IN 2016. DIANE SUPPORTED ME. A LOT OF PEOPLE DID NOT KNOW THAT SHE SUPPORTED ME, YOU KNOW, AND NOT SUPPORTED AND NOT SUPPORT PAM BUSHNELL. BUT SHE DID. SHE GAVE ME ALL THE ADVICE THAT I NEEDED AND A LOT MORE THAT I WANT TO SAY RIGHT NOW. I CALLED PERCY DURING THE BREAK TO ASK HIM WHAT I CAN OR CANNOT SAY, BUT HE DID NOT NOT ANSWER. SO, YEAH, I LOVE COMMISSIONER GLOSSER AND AWESOME JOB AS A COMMISSIONER FOR THE SCHOLARSHIP COMMISSIONER. THANK YOU. DUE TO THE LENGTH OF THIS MEETING, I'M GOING TO WAIVE MY REPORT. [3.e. Mayor Gomez] IT'S BEEN A VERY BUSY COUPLE OF WEEKS AND I WILL GET MY INFORMATION OUT OTHER WAYS AND I WILL NOW GO TO MRS. [4. CITY ATTORNEY REPORT] ALARCON-FLORY. ARE THERE ANY PUBLIC COMMENTS? I DO NOT HAVE ANY PUBLIC COMMENTS, BUT THE COMMENTS ARE NOW CLOSED DISCUSSION BY THE COMMISSION. BEISNER. THINK ABOUT WHAT COMMISSIONER FLOCCO AND I HAD A CONVERSATION WITH A FRIEND OF MINE AS WELL ABOUT THAT MS. STAN GLASSER, AND JUST PUT ON RECORD OR HOWEVER WE DO THIS THING TO RENAME NW WEDNESDAYS STREET TERRORISTS RIGHT BY KINGS POINT AREA ON ON, YOU KNOW, RENAMING IT BASICALLY I'M NOT SURE OF THAT REQUEST FOR AN INCH OR TWO. HOWEVER WE GET THIS THING DONE. I JUST WANT TO MAKE THAT SUGGESTION. OK, SO IT'S NOTED, BUT LET'S GET THE HANG OF IT AND THEN WE CAN DEAL WITH THIS LATER ALL DAY AND WORK ON THAT ONE. ARE THERE ANY OTHER COMMENTS, QUESTIONS ABOUT. [02:00:03] YES. THANK YOU, MADAM MAYOR. YOU LOOK BEAUTIFUL, BY THE WAY. YOUR HAIR IS GROWING. I DIDN'T REALIZE THAT IT GREW SO LONG. SO GOOD JOB. SO I BROUGHT THIS. POLICY FORWARD, BECAUSE I BELIEVE THAT, YOU KNOW, THERE'S A THERE'S A SAYING IN JAMAICA, DON'T SCATTER ROSES AFTER I'M GONE, AND THAT SIMPLY STATES THAT, YOU KNOW, AFTER SOMEBODY IS DEAD AND GONE, YOU KNOW, REALLY, THEY DON'T KNOW THAT YOU YOU CELEBRATED THAT. RIGHT. THAT THAT TELLS NO TALES. SO I THINK THAT, YOU KNOW, WHEN WE'RE CELEBRATING PEOPLE, WE SHOULD REALLY CELEBRATE THEM WHILST THEY ARE ALIVE. AND THEY AND THEY KNOW THAT THEY ARE BEING CELEBRATED. ABSOLUTELY. WE CAN STILL CELEBRATE PEOPLE WHO HAVE PASSED AWAY BECAUSE THEY'VE LEFT LIVING LEGACIES AND THEIR CHILDREN AND FAMILY AND FRIENDS AND THAT SORT OF STUFF. BUT IF WE CAN, WHILE PEOPLE ARE ALIVE, LET'S CELEBRATE THEM AND SUPPORT THEM. AND WITH WITH THAT SAID, YOU KNOW, AFTER WE HAVE PASSED THIS POLICY TONIGHT, WE ARE GOING TO MOVE FULL STEAM AHEAD TO NAME A STREET AFTER CONGRESSMAN ALCEE HASTINGS. I SPOKE WITH THE CITY MANAGER SOMETIME LAST WEEK. AND ONE OF THE ONE OF THE THINGS THAT ONE OF THE STREETS THAT WELL, THE STREET THAT WE WANT TO NAME AFTER ALCEE HASTINGS WOULD BE SOUTH GATE BOULEVARD. SO SOUTHGATE BOULEVARD RUNS IN TAMARAC ALL THE WAY DOWN TO IN DISTRICT THREE. SO IT RUNS THROUGH A LOT OF DISTRICTS. I WANTED SOMETHING SIZABLE AND MEANINGFUL. AND ALTHOUGH THERE ARE STREETS IN DISTRICT ONE, THIS CERTAINLY IS NOT ABOUT ME. IT'S MORE ABOUT THE CONGRESSMAN. AND I WANTED TO MAKE SURE THAT WE FIND THAT WE FOUND THE BEST STREET FOR HIM. SO WITH THAT SAID, THE PORT TAMARACK PORTION OF SOUTH GATE WOULD BE RENAMED OUR CITY HALL. SO WE ARE GOING TO BE APPROACHING THE CITY OF NORTH LAUDERDALE TO JOIN US IN THIS ENDEAVOR TO NAME ALL OF SOUTH BEACH BOULEVARD AS OUR CITY, ALCEE HASTINGS BOULEVARD, BECAUSE THE CITY OF NORTH FLORIDA ALSO HAS A PIECE OF BEACH. SO I KNOW THAT THE MAYOR HAS A GOOD RELATIONSHIP WITH HIS YACHT AND SHE'S BY NO MEANS MY FRIEND. I HAVE RELATIONSHIPS WITH THE OTHER PEOPLE OVER THERE. SO, YOU KNOW, THE MAYOR CAN DEFINITELY TACKLE MAYOR ZAHEDI. AND I WILL CERTAINLY, YOU KNOW, THE OTHER PEOPLE THAT I'M FRIENDS WITH AND THE CITY MANAGER WILL TALK TO THEIR CITY MANAGER AND THAT SORT OF STUFF. AND I'M SURE OTHER THOSE MY OTHER COLLEAGUES HAVE RELATIONSHIPS THERE AS WELL. SO LET'S ALL TACKLE THEM TOGETHER. LET'S MAKE THIS A UNIFIED EFFORT AND PLEASE HAVE THEM JOIN US IN CELEBRATING CONGRESSMAN ALCEE HASTINGS BY LEAVING SOUTH GATE BOULEVARD AS HASTINGS BOULEVARD. AND SO TIME IS OF THE ESSENCE ON THIS. UNFORTUNATELY, TIME IS OF THE ESSENCE ON THIS. SO THE CITY MANAGER WILL MOVE VERY QUICKLY IN MAKING SURE THAT WE ARRANGE A MEETING WITH THE CITY OF NORTH FLORIDA. MAYBE THERE CAN BE A JOINT WORKSHOP OF SOME SORT, CERTAINLY, OR THIS CAN BE JUST A LETTER WHEN THE PROPOSAL SENT TO THEM. BUT WE NEED TO DO SO AS NOT GOOD JOB ON THIS POLICY. WELL WRITTEN AND DIDN'T HAVE ANY QUESTIONS ABOUT IT. I JUST THINK THAT IT WAS WELL DRAFTED. SO CONGRATULATIONS ON THAT ONE. [02:05:02] THANK YOU, COMMISSIONER. YOU'RE TAKING THE TIME. I ACTUALLY HAVE A COUPLE OF LITTLE QUESTIONS ON WHEN WE'RE DEALING WITH IN THE WHOLE NOT A SPECIFIC PROCEDURE AND A SET UPON REQUEST AND DISCRETION, THE CITY COMMISSION MAY SEEK ADDITIONAL AND. BEFORE, JUST FROM THE COMMUNITY, BEFORE MAKING A DETERMINATION, WHILE I UNDERSTAND AT THIS TIME, WE'RE DEALING WITH ONE AREA, SOUTH GATE, I DON'T KNOW IF WE HAVE SPECIFIC ADDRESSES WHERE PEOPLE HAVE MAILING ADDRESSES FOR CELL GATE. SO THAT PROBABLY WON'T BE AN ISSUE. BUT ON ONE HUNDRED AND EIGHT, THERE MIGHT BE PEOPLE WHO DO. SO IT COSTS MONEY TO HAVE PEOPLE CHANGE YOUR ADDRESSES. IF WE ARE GOING TO DO THIS, I THINK THAT IT IS INCUMBENT THAT WE KEEP THE PORTION THAT HAS THE ALLOW, THAT HAS US ACCEPTING AND RECEIVING INPUT FROM OUR RESIDENTS VERSUS IT JUST BEING AT OUR DISCRETION. I THINK IT IS SOMETHING THAT THE PUBLIC SHOULD BE MADE AWARE OF AND THEY SHOULD BE MAKING COMMENTS ABOUT IT AND IT SHOULD BE SOMETHING TO BE CONSIDERED. SO I WOULD REQUEST THAT IN SECTION THREE THAT IT BE MODIFIED TO INCLUDE THAT WE WILL BE TAKING INPUT FROM OUR RESIDENTS. AS FOR FOUR CRITERIA, SEE, THE LAST LINE SAYS A CURRENT OR FORMER MEMBER OF THE CITY COMMISSION MAY BE CONSIDERED SO LONG AS A CURRENT OR FORMER MEMBER HAS BEEN ELECTED TO SERVE AT LEAST TWO TERMS. IT IS MY FEELING THAT IT SHOULD BE AT LEAST THREE TERMS VERSUS TWO TERMS, AND IT IS MY OPINION THAT THIS SHOULD BE SOMETHING THAT SHOULD BE WHEN YOU ARE NO LONGER IN OFFICE VERSUS BEING IN OFFICE. BUT IF THAT IS NOT WHAT THE MAJORITY OF THE COMMISSION WANT, AT LEAST IT SHOULD BE A THREE TERM SITUATION OR NAMING ANYTHING AFTER A PERSON OF THE COMMISSION. SO THOSE ARE MY COMMENTS. I'M NOT SURE IF MY COMMISSION HAS ANY COMMENTS TO MY COMMENTS. COMMISSIONER GARLAND. YEAH, YOU KNOW, I'M I'M FINE WITH THE TWO TERMS ONLY BECAUSE, YOU KNOW, I DON'T THINK ELECTED OFFICIALS SHOULD BE BE IN OFFICE FOR THE FOR THE YOU KNOW, FOR THEIR ENTIRE CAREER. YOU KNOW, THERE WAS AN ELECTION YESTERDAY, AS WE ALL KNOW, OR TUESDAY, YOU KNOW, YESTERDAY IN SEVERAL CITIES AND IN ONE CITY, THERE'S NO TERM LIMITS. THERE'S A GUY BEEN ON THE COMMISSION FOR LIKE 18 YEARS. I MEAN, THAT'S JUST, YOU KNOW, MY OPINION WAY TOO LONG, ESPECIALLY WHEN YOU'RE IN THAT SAME ROLE. YOU KNOW, THE GOAL I MEAN, MY PERSONAL BELIEF IS THAT, YOU KNOW, TWO TERMS, NO MORE THAN THREE TERMS TO BE LONG ENOUGH FOR SOMEONE TO MAKE AN IMPACT AND THAT, YOU KNOW, IT SHOULD BE A ROTATIONAL POSITION WHERE PEOPLE COME IN, THEY IMPACT, MAKE CHANGE AND THEN MOVE ON AND DO SOMETHING ELSE OR NO LONGER SERVE THE PUBLIC. SO I THINK TWO TERMS IS SUFFICIENT ENOUGH, BUT I'M OPEN TO HEARING WHAT OTHERS HAVE TO SAY. AND YOUR OPINION ON BEING IN OFFICE OR NOT BEING IN OFFICE, YOU THINK IT SHOULD BE WHEN WE'RE IN OFFICE THAT WE SHOULD BE HAVING SOMETHING NAMED AFTER OURSELVES? POSSIBLY. I WANT ANYTHING NAMED AFTER ME, ESPECIALLY WHILE I'M IN OFFICE. BUT, YOU KNOW, OTHER THAN ME, I'M OPEN TO HEARING OPINIONS ON THAT AS WELL. THANK YOU FOR YOUR OPINIONS ABOUT THE THREE THREE TERMS. NO, THAT IS WAY TOO LONG. I THINK THAT YES, THREE TIMES WAIT TOO LONG. AND I ALSO DON'T CARE FOR THE LANGUAGE OF BEING IN OFFICE OR OUT OF OFFICE, BUT IT IS WRITTEN AND IT IS WRITTEN WITH BEING IN OFFICE. SO I'LL ACCEPT IT AS IS. SO IN OFFICES AND OFFICES, FINE. AND THE OTHER ITEM THAT COMMISSIONER GARLAND DID NOT SPEAK TO, WILL YOU SPEAK TO YOU ABOUT HAVING PUBLIC BE ABLE TO SPEAK ON HIS VERSUS OF BEING AT OUR DISCRETION? WE ARE POTENTIALLY CERTAIN ITEMS, ESPECIALLY WHEN DEALING WITH STREETS COULD BE AFFECTING. MAILING ADDRESSES, IT COULD COST THEM MONEY, IT CAN COST THEM HAVING MAIL NOT PROPERLY DIRECTED TO THEM, AND WE'RE NOT GIVING THEM WE'RE SAYING AT OUR DISCRETION AS A COMMISSION WHETHER OR NOT WE WILL ALLOW THEM TO SPEAK. I THINK THAT, YOU KNOW, THE CITY COMMISSION SHOULD RETAIN ITS IS DISCRETION WITH THIS. I THINK THAT WHEN EACH ITEM COMES UP, YOU KNOW, WE CAN DISCUSS IT AS THEY COME UP. [02:10:06] BUT TO CHANGE, FOR INSTANCE, MADE TO SHOW THAT, YOU KNOW. I DON'T THINK THAT'S A GOOD IDEA BECAUSE THAT COULD DELAY A PROCESS, YOU KNOW, LET'S LET'S TAKE, FOR INSTANCE, ALCEE HASTINGS. YOU KNOW, WE MIGHT LOVE HIM. WE MIGHT THINK HE'S THE GREATEST LEADER OF ALL TIME, BUT SOMEBODY MIGHT MIGHT HATE HIM. MAYBE MR. LAWS OR WHATEVER THAT GUY'S NAME IS THAT CLAIMS TO LIVE IN TAMARACK MIGHT HATE HIM. WHO KNOWS? YOU KNOW, SO WE CAN'T LEAVE THAT UP TO, YOU KNOW, FAKE EMAILS AND, YOU KNOW, PEOPLE, ESPECIALLY IN THIS TIME, SO. WHILST WE WANT PUBLIC INPUT, I THINK WE CAN, YOU KNOW, LET THAT LET THE PUBLIC COME IN AND TALK ABOUT IT ON A CASE BY CASE BASIS, BUT IT SHOULDN'T BE A SHELL SITUATION. BECAUSE IT WAS IN THE FORMER RESOLUTIONS THAT WE HAD THAT IT WAS ALLOWABLE. SO WE'RE SAYING THAT WE WILL DETERMINE WHETHER OR NOT WE WILL HAVE FREEDOM OF SPEECH FOR OUR RESIDENTS TO SAY IF THEY WANT SOMETHING CHANGED OR NOT. OK, THAT'S NOT THAT'S NOT WHAT I SAID. THAT'S NOT WHAT I SAID. THAT'S WHAT YOU SAID. AND THAT'S WHAT I'M HEARING. JUST JUST NOT HEARING. THE CONCERN I HAVE IS THE EQUAL ABILITY TO HAVE OUR RESIDENTS BE HEARD, ESPECIALLY WITH A STREET NAMING THAT MIGHT AFFECT THEM. AND AGAIN, I'M NOT SAYING ANYBODY HAS AN ADDRESS FOR SOUTH GATE BOULEVARD. IT'S IN GENERAL WHERE IF YOU CHANGE, SAY, NORTHWEST SEVENTY SEVEN, SOMEBODY MIGHT HAVE AN ADDRESS ON THERE AND IT COULD AFFECT THEM. AND THAT'S WHY THESE RULES WERE IN PLACE FOR THE PAST AND THEY WERE IN PLACE AND OTHER PLACES. I MEAN, THAT'S FINE. YOU DON'T WANT TO ASK YOUR OPINION GAVE. IT IS FINE. ALL RIGHT. I UNDERSTAND. BUT BUT MADAM MAYOR, LET'S SAY THAT VICE MAYOR VILLA-LOBOS WANTS TO NAME SOMETHING AFTER COMMISSIONER DIANE GLASSER DILLYDALLYING BUSSER AGAIN. YOU KNOW, SHE MAY HAVE BEEN THE GREATEST LEADER TO WHAT? BUT THERE COULD BE SOMEBODY WHO DESPISED HER. SUN-SENTINEL WROTE AN ARTICLE ON HER WHEN SHE WAS DEAD, VERY DISTASTEFUL, TALKED ABOUT HER TRANSGRESSIONS AS A AS A LEADER. SO I THINK THAT TIES UP THE PROCESS WHEN WE HAVE PEOPLE, YOU KNOW, TRYING TO BLOCK SOMETHING THAT IS THAT IS THAT THAT IS GOOD FOR THE COMMUNITY. WE'RE POLICYMAKERS. THEY ELECTED US TO MAKE DECISIONS ON THEIR BEHALF. AND WE ARE WE'RE DOING THAT. SO I'M NOT SAYING THAT WE WILL NOT ALLOW THE PUBLIC TO COME IN JUST INTO POLICY. I DON'T THINK IT SHOULD EXPLICITLY HAVE SHALL INSTEAD OF BE. THANK YOU FOR YOUR OPINION, COMMISSIONER GARLAND, YOU WANTED TO JUST SAY AGAIN. ONE GOOD. THAT WENT ON SO LONG, I FORGOT MY POINT. YEAH, SO THAT'S SO REGARDING THE MAIL THAT YOU TALK TO ANYONE AT THE POST OFFICE TO FIND OUT WHAT THE IF THERE WOULD BE ANY PROBLEMS IN TERMS OF DELIVERING MAIL OR CHANGE OF ADDRESS. ARE YOU SPEAKING TO ME? YES, WELL, I NEED TO KNOW WHAT STREET IT IS. GENERAL, WE'VE HAD IN MY OTHER WORLD WHERE WE HAVE CHANGED STREETS FOR A NEW DEVELOPMENT THAT WE WERE REDEVELOPING. THERE IS AN ISSUE AND THERE IS NOTICE THAT IS REQUESTED BECAUSE YOU ARE CHANGING ADDRESSES. SO WE HAD TO PUT SO FOR EXAMPLE, OF SOUTH GATE, IT WOULD BE SOUTH GATE. AND THEN IN PARENTHESES, ALCEE HASTINGS, FOR A CERTAIN PERIOD OF TIME, YOU HAVE TO GIVE PEOPLE IT'S MORE EFFECTIVE WITH NO STREETS WHEN PEOPLE HAVE SPECIFIC ADDRESSES ON THOSE STREETS. AND MY COMMENTS HERE ARE NOT TO SAY THAT THEY'RE MAKING THE DECISION. MY COMMENTS ARE TO MAKE SURE THAT WE ALLOW PUBLIC TO COMMENT ON IT. AND WE NEED TO BE MINDFUL THAT THERE CAN BE AN ISSUE IF DEPENDING ON HOW MANY STREETS WE DECIDE TO NAME. AND IT'S NOT ABOUT WHO, IT'S ABOUT THE WHAT AND HOW. OK, AND THEN THREW THE CHAIR, CITY MANAGER, DO WE GET PUBLIC INPUT WHEN A NEW ONE, A NEW COMMUNITY IS DEVELOPED TO FIND OUT WHAT HOW THEY WANT THE STREETS NAME, LIKE THE NEW DEVELOPMENT THAT WAS BUILT AND MOST RECENTLY IN COMMISSIONER BOLTONS COMMUNITY? DO WE GET COMMUNITY FEEDBACK IN TERMS OF STREET NAMES OR IS IT UP TO THE COMMUNITY TO NAME THE STREETS? EXCUSE ME, COMMISSIONER, THROUGH THE CHAIR TO TWO THINGS. [02:15:04] NUMBER ONE, NO. FOUR NEW SUBDIVISIONS THAT YOU'RE REFERRING TO. THE DEVELOPER WILL TYPICALLY CHOOSE THE NAMES OF THE STREETS TO BE DEVELOPED. THAT CERTAINLY COMES THROUGH THE COMMUNITY DEVELOPMENT DEPARTMENT AS A PART OF THE PLANNING PROCESS AND APPROVAL. BUT THE DEVELOPER WOULD CHOOSE THE STREETS AND THEN TO THE ISSUE OF ADDRESSES AND THINGS AND THE IMPACT OF RENAMING A STREET. TYPICALLY WHEN YOU NAME A STREET, WHEN YOU WHEN YOU NAME YOU HONOR SOMEONE WITH A STREET, IT'S WHAT WE WOULD TYPICALLY CALL DUAL NAMING. SO, FOR INSTANCE, THE POST OFFICE WILL CONTINUE TO RECOGNIZE SOUTH GATE BOULEVARD OR ONE HUNDRED AND EIGHT. BUT AT THE SAME TIME, HOPEFULLY THE STREET WILL BE RENAMED ALCEE HASTINGS WAY OR BOULEVARD, OR HOWEVER IT IS THAT IT ULTIMATELY ENDS UP. SO YOU'LL HAVE A DUAL YOU'LL HAVE A DUAL NAME, MUCH LIKE STATE ROUTE SEVEN OR FORTY ONE OR YOU KNOW, SOME STREETS HAVE AS MANY AS THREE NAMES. BUT, YOU KNOW, IN THE CASE OF THIS, WE WE'VE WE HAVE A I THINK. THERE'S A THERE'S A STREET IN WOODMAN'S JUST BEHIND WHAT IS WHAT IS GOING TO BE THE NEW EDEN DEVELOPMENT, I DON'T REMEMBER THE NUMBER. IT'S A NUMBERED STREET, BUT IT'S ALSO REFERRED TO AS CHARLES DE VILLE WAY BECAUSE THE COMMISSION RENAMED IT, DEDICATED IT TO CHARLES SEVILLE FOR HIS COMMITMENT TO THE CITY. SO THIS WOULD BE MUCH THE SAME WAY. WHOEVER YOU CHOOSE, THE HONOR WILL GET THAT DESIGNATION. THE STREET WILL BE NAMED AFTER THEM. BUT FOR THE PURPOSES OF THE POST OFFICE, IT'LL BE A DUAL NAME STREET AND THAT SHOULD NOT CAUSE ANY CONFUSION. THANK YOU, MR. GARLAND, YOU'VE DONE. VICE MAYOR MR. STANAGE IS SIMILAR TO YOUR ANSWER TO A QUESTION, SO WILL THE SIGN, THE GREEN SIGNS, DIRECTIONAL SIGNS TO ADDRESS SIGNS? WOULD IT HAVE, LET'S SAY, NORTHWEST ONE HUNDRED AND EIGHT STREET RIGHT BELOW IT? IT WOULD HAVE A NAME ON THAT. SO THIS WAY, PEOPLE START CORRELATING THAT STREET WITH THAT NAME AND THEN EVENTUALLY, THROUGH A TIME, PHASE OUT THE NUMBER AND REPLACE THEY WERE COMPLETELY WITH THE NAME. IS THAT SOMETHING THAT, YOU KNOW, TYPICALLY IT'LL BE A DUAL NAME STREET AND THE SIGN THE SIGNAGE WILL REFLECT THAT. THAT'S WHAT I THOUGHT. OK, MY QUESTION. ALL RIGHT, THANK YOU. THERE'S NO OTHER COMMENTS OR QUESTIONS. CITY POLICE RAIDS AND PUBLIC COMMENTS BY POLICE COMMISSIONER PACHO. METAMORA, TO CLARIFY WHERE WE'RE PASSING THE POLICY AS IT'S DRAFTED, CORRECT? LET'S GET. CAN YOU SAY THAT AGAIN, COMMISSIONER? YES, THANK YOU, MR. BOLTON. YES, MR. GARLAND. YES. VICE MAYOR BILL LOBO. YES. AMERICAN, YES. THANK YOU. THE MOTION PASSED UNANIMOUSLY. FIVE TWO ZERO. THANK YOU. WE'RE NOW MOVING ON TO AUDIENCES FIRST READING WE ARE AT NINE EIGHT TWO FOUR [9.a. TO2460 - Ordinance amending the City of Tamarac Code of Ordinances to allow Food Trucks in the City of Tamarac in certain zoning districts] SIX ZERO AUDIENCE AMENDING THE STUDIO TIME RECORD OF AUDIENCE TO ALLOW FOOD TRUCKS, THE ATOMIC AND CERTAIN ZONING DISTRICTS. SO THE ATTORNEY, PLEASE READ THE TITLE FOR THE RECORD. YES, THANK YOU, MR. MAYOR. IN ORDER FOR THE CITY COMMISSION CITY TO COME OUT OF FLORIDA WITH A CHAPTER TEN LISTING A TERMINAL CODE ENTITLED LAND DEVELOPMENT CODE, I'M MEAN, ALL OF THE THREE CITIES TIME A CODE OF HONOR IS ENTITLED TO USE REGULATION. SECTION TEN DOES THREE POINT FIVE ENTITLED TEMPORARY USES, A STRUCTURE I SPECIFICALLY OMITTED IN SUBSECTION TEN DOES THREE POINT FIVE G THREE ENTITLED THE FUTURE OF THE CITY TO MY CODE. ONE IS TO PROVIDE DEFINITIONS TO REGULATE FOOD TRUCKS OPERATE WITHIN THE CITY OF TELLER CONFLICTS. PROFITABILITY FIVE QUALIFICATION RUN FOR EFFECTIVE. TAKE HIM OUT OF THERE. THANK YOU VERY MUCH. I NEED EMOTIONAL SECOND PLACE, SO I MOVED. THANK YOU. DIRECTOR, FILM DIRECTOR MS. CALLAWAY, WILL YOU PLEASE PROCEED WITH YOUR SHORT PRESENTATION? THANK YOU. GOOD EVENING, EVERYONE. MAXINE CALLOWAY, DIRECTOR OF COMMUNITY DEVELOPMENT. FOR THE RECORD, I JUST SHARED MY SCREEN AND I WANT TO MAKE SURE YOUR. SO ARE YOU OK? WONDERFUL. [02:20:06] AND SO TONIGHT, WE'RE GOING TO BE TALKING ABOUT THE CHANGES THAT ARE BEING PROPOSED AS A PART OF THIS CODE AMENDMENT, AND THIS IS IN DIRECT RESPONSE, OF COURSE, TO A FEW THINGS. WE KNOW THAT THE PANDEMIC HAS IMPACTED BRICK AND MORTAR RESTAURANTS IN THE STATE AND A NATIONAL LEVEL AS WELL. AND IT'S NO DIFFERENT HERE IN THE CITY OF. IT HAS ALSO IMPACTED, WE KNOW, THE LIVELIHOOD OF OUR RESIDENTS AND THAT CITY WIDE. AND AS FOR SOME OF OUR RESIDENTS TO REIMAGINE HOW THEY DO BUSINESS IN THE CITY, AND THIS IMAGINATION HAS INCLUDED THE FOOD TRUCK INDUSTRY. OF COURSE, YOU KNOW, THE STATE SUPPORTS THIS INDUSTRY. RECENTLY, THEY ADOPTED A HOUSE BILL, ELEVEN NINETY THREE, WHICH PREEMPTS THE CITY FROM PROHIBITING FOOD TRUCKS WITHIN OUR JURISDICTION, AS WELL AS PREEMPTS THE CITY FROM COLLECTING FEES FOR PERMITTING OR BUSINESS TAX RECEIPTS FOR FOOD TRUCKS. AND SO THE CITY CAN, HOWEVER, REGULATE THE TIME, THE PLACE AND HOW THESE USERS PERFORM IN CERTAIN ZONED INDUSTRY. AND THAT'S WHAT WE'LL BE ATTEMPTING TO DO THIS EVENING WITH THE AMENDMENT OF THE CODE. SO CURRENTLY, OUR CODE DOES ALLOW FOR FOOD TRUCKS AND CERTAIN ZONING DISTRICTS TO SEE THE ZONING DISTRICTS LISTED ON THIS SLIDE. HOWEVER, IT'S IMMEDIATELY ASSOCIATED WITH A SPECIAL EVENT SO YOU CAN ONLY HAVE A FOOD TRUCK. CURRENTLY, IF THERE IS A SPECIAL EVENT THAT'S HAPPENING SIMULTANEOUSLY WITH THE FOOD TRUCK OR IN CONJUNCTION WITH HAVING THE FOOD TRUCK. OUR CODE ALLOWS IT IN AS A TEMPORARY USE IN CERTAIN ZONE AND DISTRICT, AND THIS CHART REFLECTS THE ZONE AND DISTRICT AS WELL. IN OUR CODE, WHAT STAFF IS RECOMMENDING IS TO CONTINUE TO ALLOW FOOD TRUCK AS A TEMPORARY USE IN THE SAME ZONING DISTRICT. HOWEVER, NO LONGER ASSOCIATED WITH A SPECIAL EVENT, SO IT WOULD STAND ALONE AND NOT REQUIRE FOR A SPECIAL EVENT TO BE OCCURRING IN ORDER FOR THE FOOD TRUCK TO BE OPERATIONAL. SO IF YOU ASK WHAT ZONING DISTRICTS ARE, WHERE IN THE CITY CAN THE FOOD TRUCK BE LOCATED? THIS MAP, ALTHOUGH SOMEWHAT BUSY, BUT I'M ATTEMPTING TO SHOW YOU THE DIFFERENT AREAS THROUGHOUT THE CITY WHERE YOU COULD POTENTIALLY HAVE A FOOD TRUCK. SO IT'S, AGAIN, IN YOUR NEIGHBORHOOD, COMMERCIAL ZONING DISTRICT IN YOUR NAME, YOU SEE THE STREET IN YOUR MUJI, IN YOUR MENU AND ALSO IN YOUR RECREATION AND IN YOUR INDUSTRIAL ZONE IN DISTRICTS THAT YOU CAN TEMPORARY ON AN ANNUAL BASIS, APPLY FOR A PERMIT OR A FOOD TRUCK. IN ADDITION TO THOSE CHANGES NOT ASSOCIATED WITH A SPECIAL EVENT, WE WANTED TO MAKE SURE THAT THERE WERE APPROPRIATE SAFEGUARDS IN PLACE TO ENSURE THAT THE U.S. PERFORMS IN A SAFE MANNER. AND SO THESE ARE SOME OF THE SAFEGUARDS THAT WE HAVE INCLUDED AS A PART OF THE CODE AMENDMENT WHERE THE FOOD TRUCK CAN BE PERMITTED TO OPERATE AT A TEMPERATURE USED IN THE ZONI DISTRICT THAT I JUST SHOWED. WE WANT TO MAKE SURE THAT WE PROTECT OUR BRICK AND MORTAR BUSINESSES AND NOT PROVIDE A LEVEL OF COMPETITION FOR THOSE RESTAURANTS. SO WE WANT TO COUNT THE NUMBER OF FOOD TRUCKS IN THE CITY THAT CAN OPERATE ON AN ANNUAL BASIS TO NO MORE THAN FIVE. AND THAT WILL HELP TO LIMIT THE PROLIFERATION OF THOSE OF USE AND ALSO FOR US TO ON A TRIAL BASIS, JUST TO SEE HOW THEY PERFORM. YOU HAVE TO OBTAIN A BUSINESS TAX RECEIPT, ALTHOUGH BASED ON THE HOUSE BILL, THERE WAS NO FEE FOR DOING THAT. YOU MUST ALSO OBTAIN A PERMIT FROM OUR DEPARTMENT SO WE CAN MAKE SURE THERE'S APPROPRIATE PARKING, THAT THE LOCATION IS ADEQUATE, THAT YOU'RE IN THE APPROPRIATE ZONE INDUSTRY. BUT OUR REVIEW DOES NOT COME WITH A FEE PURSUANT TO STATE LAW. YOU ARE SUBJECT, HOWEVER, TO ANNUAL SEMIANNUAL INSPECTIONS. YOU ARE REQUIRED TO GET THE CONSENT OF THE PROPERTY OWNER, TYPICALLY FOR SETTING UP IN A PLAZA OR IN A PRIVATE PROPERTY. YOU'RE OPERATING SOMEWHAT AS A TENANT, SO IT'S A PART OF YOUR APPLICATION. YOU MUST PROVIDE PROOF OF THE PROPERTY OWNER CONSENT. IT ALSO INCLUDES THAT YOU HAVE TO SHOW THAT THERE'S USE OF A RESTAURANT FACILITY WITHIN ONE HUNDRED AND FIFTY FEET OF THE FOOD TRUCK. YOU HAVE THE TIME OF OPERATION FOR THE FOOD TRUCK AS WELL. IT'S ON THURSDAY THROUGH SUNDAY FROM 9:00 A.M. FROM NINE A.M. TO EIGHT P.M., BUT NO MORE THAN SIX HOURS IN AN AGGREGATE AGGREGATE. WAIT, YOU HAVE TO ADHERE TO THE PARKING STANDARDS OUTLINED IN THE CODE. THIS IS A MOBILE RESTAURANT, SO WE WANT TO MAKE SURE THAT THE LOCATION ARE THE SITE THAT YOU'VE SELECTED, HAS SUFFICIENT PARK IN THE FUTURE, CAN ONLY BE OPERATED BY THE VENDOR COMMITTEE OR HIS AUTHORIZED EMPLOYEE. IT MUST BE SELF-CONTAINED EXCEPT FOR EXTERNAL TRASH RECEPTACLES ATTACH TO THE VEHICLE. YOU HAVE TO MAINTAIN A SANITARY CONDITION AS REQUIRED BY LOCAL, STATE AND FEDERAL LAWS AND SHALL BE SUBJECT TO LAW ENFORCEMENT MEASURES AS WELL. IT MUST OPERATE IN THE ZONING DISTRICT AS PRESCRIBED, AND IT'S NOT [02:25:03] AUTHORIZED TO OPERATE IN ANY ZONING DISTRICT NOT LISTED, YOU HAVE TO OPERATE WITHIN 500 FEET FROM ANY ESTABLISHED RESTAURANTS SERVING SIMILAR OR THE SAME TYPE OF FOOD AS A FOOD TRUCK. YOU CANNOT SELL OR DISTRIBUTE ALCOHOL, BEVERAGES, PARKING ANY MINISTER FOR PROPERTY, INCLUDING RIGHTS OF WAYNE AND SWAILS. YOU CANNOT PARK IN ANY FIRELINE OR ANY OTHER AREA DESIGNATED FOR EMERGENCY VEHICLES THAT CANNOT PARK WITHIN TWENTY FIVE FEET OF A CROSSWALK, CANNOT PARK WITHIN TWENTY FIVE FEET OF A FIRE HYDRANT. YOU HAVE TO UTILIZE THE PARKING FACILITY THAT CREATES PARKING EFFICIENCY FOR THE OPERATION OF THE EXISTING MENUS. YOU CANNOT PARK WITHIN THE SITE VISIBILITY TRIANGLE. YOU CANNOT OBSTRUCT IT. AND YOU HAVE TO OPERATE AT ANY TIME OR ANY DATE ON THIS PERMITTED UNDER THE PROVISIONS OF THE CITY. SO THAT GOES BACK TO THE OPERATING HOURS AND NO MORE THAN SIX HOURS. YOU CANNOT SET UP OUTSIDE DINING AREAS TO INCLUDE TABLE CHAIRS OR STAND IN COUNTERS THAT MUST BE CONTAINED WITHIN THE FOOD TRUCK. YOU MUST CANNOT OPERATE WITH ALL THE APPLICABLE PERMITS REQUIRED BY LOCAL AND STATE LAW AND CANNOT DEPOSIT ANY WASTE MATERIALS, INCLUDING GREECE, IN ANY CITY, SEWER OR DRAINAGE SYSTEM OR SOIL. SO ONCE AGAIN, IT MUST BE SELF CONTAINED. SO THOSE ARE SOME OF THE SAFEGUARDS THAT WE HAVE INCLUDED AS A PART OF THE ORDINANCE AMENDMENT, AGAIN, JUST TO MAKE SURE THAT IT PERFORMS IN A SAFE WAY. AND IN TERMS OF NEXT STEP, WE ARE GOING TO BE DEVELOPING AN APPLICATION PROCESS TO BE COMPLETED, ALTHOUGH ONCE AGAIN, NO WILL BE ASSESSED CONSISTENT WITH HOUSE BILL. ELEVEN NINETY THREE, BECAUSE WE CANNOT REQUIRE SEPARATE FEED OTHER THAN WHAT'S ESTABLISHED BY THE STATE. AND ONCE AGAIN, WE CANNOT PROHIBIT THE MOBILE FOOD TRUCK. WE WILL ALSO REQUIRE A BUSINESS TAX RECEIPTS. SO WE'RE ABLE TO TRACK THE USE, BUT ONCE AGAIN AT NO COST. AND STAFF WILL CONTINUE TO ENFORCE THE PROVISION, IF ADOPTED, TO ENSURE THAT THE CODE, THE FOOD TRUCK OPERATORS ARE IN COMPLIANCE WITH LOCAL, STATE AND FEDERAL LAWS. THAT CONCLUDES MY PRESENTATION, I CAN TAKE ANY QUESTIONS. THANK YOU. AND THE VICE MAYOR, MS. MS. MAXIME UNSUBTLY NUMBER. WE'RE PUTTING CAPS AND SLIDE NUMBER FIVE, FOR EXAMPLE, SOME OF MY POLICIES IN MY DISTRICT AND I'M SURE THROUGHOUT THE DISTRICTS IT'S A LOT QUIETER AS CERTAIN PERIODS OF TIME. SO I THINK ONE OF MY CLAUSES DOESN'T EVEN HAVE A RESTAURANT. SO LET'S SAY A VENDOR TRUCK VENDOR, A FOOD TRUCK VENDOR WANTS TO GET A SPECIAL EXEMPTION BECAUSE THAT PARTICULAR AREA DOESN'T HAVE A FOOD AREA NEARBY OR IN THAT SHOPPING PLAZA OR THE ONES THAT ACTUALLY DO HAVE THEY CLOSE EARLY OR THEY'RE NOT OPEN AT ALL, LET'S SAY, ON A SUNDAY. CAN THEY GET SPECIAL EXCEPTIONS IF THEY KNOW? THAT TYPE OF INFORMATION, CAN WE GET THEM A SPECIAL EXCEPTION FOR SITUATIONS LIKE THAT ONE THAT YOU'RE SETTING UP IN THE ZONE IN DESCRIPT DISTRICT AS ENUMERATED IN THE CODE, THEN THEY WOULD JUST NEED A PERMIT. IT'S NOT A PUBLIC HEARING PROCESS. THEY WOULDN'T NEED A SPECIAL EXCEPTION. THEY WOULD THEY CAN JUST APPLY FOR A PERMIT AT NO COST WITH OUR OFFICE. AND WE WILL ISSUE A BUSINESS TAX RECEIPT PROVIDED THAT PARKING IS AVAILABLE AND IT'S A ZONE ZONE APPROPRIATELY. MOST OF THE PLAZA THROUGHOUT THE CITY ARE ZONED ONE OF THE ZONE AND DISTRICT THAT ALLOWS THE FOOD TRUCK. IT'S ALLOWED IN ABOUT EIGHT ZONING DISTRICTS, SO IT COVERS THE ENTIRE CITY FROM EAST TO WEST. AND SO THERE IS GOING TO BE AN OPPORTUNITY IN MOST OF THE PLAZAS FOR A FOOD TRUCK TO SET UP. AND THE REASON WHY WE LIMITED IT TO FIVE, WE JUST WANTED TO SEE IF THERE WAS AN APPETITE. WE KNOW THAT WE HAVE ONE PROPERTY OWNER WHO OWNS A FOOD TRUCK WHO CURRENTLY HAS TO SET UP IN ANOTHER CITY IN PEMBROKE PINES SPECIFICALLY. AND SO HE'S LEAVING THE CITY OF TAMRAT AND THEN TO GO TO THE CITY OF PEMBROKE PINES TO CONDUCT HIS BUSINESS. BUT WE DIDN'T GET TOO MANY OTHER CALLS OR INTEREST FROM ANYONE ELSE WHO MIGHT HAVE WHO MIGHT HAVE A DESIRE FOR FOOD TRUCK. AND SO THAT'S WHY WE WANTED TO INTRODUCE A CAP OF NO MORE THAN FIVE ANNUALLY JUST TO SEE HOW IT WORKS, AT LEAST FOR THE FIRST YEAR. DID THEY OPERATE? CAN THEY OPERATE ON US ON A DIFFERENT TIME PERIOD IF THERE'S NO RESTAURANTS OR LIKE FOR EXAMPLE, ON PAGE NUMBER SIX, IT WAS FROM LIKE. SLIDE NUMBER SIX, IT WAS FROM. FROM THURSDAY THROUGH SUNDAY. THAT'S. SO LET'S SAY THE RESTAURANT OR A NEARBY RESTAURANT CLOSES AT EIGHT O'CLOCK, [02:30:02] YOU KNOW, LET'S SAY, AND THERE'S PEOPLE THAT GO OUT LATE, CAN THEY GET A SPECIAL EXCEPTION TO OPERATE AT A LATER TIME? BECAUSE IT'S IT'S IT'S FEASIBLE FOR THEM TO DO THAT BECAUSE THEY ATTRACT THE PEOPLE OR I MEAN. SO THEY JUST WANT TO KNOW, RIGHT? SO WHAT'S BEING PROPOSED AS A PART OF THIS ORDINANCE AMENDMENT IS ONLY TO OPERATE THURSDAY THROUGH SUNDAY ANY TIME BETWEEN NINE AND EIGHT P.M., PROVIDED IT'S NOT IN EXCESS OF MORE THAN SIX HOURS. SO ANYTHING THAT DEVIATES FROM THIS PROVIDED THIS ADOPTED TONIGHT AND BECOMES LEGISLATION OR BECOMES A LAW THEN WOULD REQUIRE A VARIANCE IF SOMEBODY WANTS TO OPERATE OUTSIDE OF THESE HOURS. SO THIS IS WHAT'S BEING PROPOSED BY STAFF. YES. THANK YOU. I'M NOT SEEING ANY OTHER MR. GOODVIN. YES, THANK YOU VERY MUCH, MR. HOLLOWAY, FOR YOUR VERY THOUGHTFUL AND DETAILED PRESENTATION. OK, SO I THINK YOU ADDRESSED THE COST, BUT THE COST. SO YOU'RE SAYING THAT ALTHOUGH THEY HAVE TO GET A BUSINESS TAX RECEIPT, THERE WILL BE NO COST TO OBTAIN ONE AND NO OTHER COST INVOLVED WHATSOEVER, CORRECT? THAT IS CORRECT. COMMISSIONER, WE ARE PREEMPTED BY THE STATE AND SO WE CANNOT ASSESS THOSE FEES. OK. AND I THINK IT WILL SLIDE THE SAME SLIDE THAT THE VICE MAYOR TALKED ABOUT. WE ARE REQUIRING THEM TO BE IN A PLAZA WHERE THERE IS ALREADY A RESTAURANT. NO, WE'RE NOT REQUIRING THERE IS JUST CERTAIN SAFEGUARDS THAT WERE PUT IN. AND IF THEY HAVE A LEASE FROM A PROPERTY OWNER, BECAUSE ONE OF THE REQUIREMENT, OF COURSE, IF YOU'RE ARE SETTING UP IN A PLAZA, THE PROPERTY OWNER MUST CONSENT TO THAT. IN ADDITION TO THAT, IF THERE IS A RESTAURANT THAT SERVES SIMILAR CUISINE AND WE REQUIRE A DISTANT SEPARATION, WE DON'T WANT TO HAVE ANY ISSUES WITH THE EXISTING BRICK AND MORTAR RESTAURANT THAT MIGHT BE COMPLETED THAT WILL BRING IN AND THE CITIES ALLOW IN A CERTAIN LEVEL OF COMPETITION. SO IF IT'S THE SAME CUISINE THAT'S IN THE SAME PLAZA, THEN THEY MUST BE WITHIN 500 FEET. THERE'S A DISTANCE OPERATIONS. I SEE THAT. I SEE HOW THAT CAN BE PROBLEMATIC ON BOTH SIDES. I WOULD LIKE TO TO STRIKE THAT REQUIREMENT BECAUSE IT'S NOT THE CITY THAT IS ALLOWING THEM TO BE IN THAT PLAZA. IT IS THE RESTAURANT IS THE LANDLORD, THE PLAZA OWNER OR SOME OTHER BUSINESS. IF THEY HAVE AN ISSUE, IF THE RESTAURANT IN THAT PLAZA HAS AN ISSUE, THEY SHOULD TAKE IT UP WITH THE LANDLORD OF THAT PLAZA OR THE BUSINESS THAT GAVE THE FOOD TRUCK PERMISSION. THE FOOD TRUCK COULD NOT BE IN THE PLAZA, BUT FOR THE PERMISSION OF A BUSINESS OR THE OR THE LANDLORD. SO THAT THAT THAT ONE, I THINK WE SHOULD MOVE TO STRIKE AS FAR AS THURSDAY IS TWO SUNDAYS. I ALSO THINK THAT IS TOO LIMITED. LET'S SAY THERE IS A SPANISH FOOD TRUCK THAT WANTS TO DO TACO TUESDAYS, THEN THEY CANNOT GO TUESDAYS. THEY HAVE TO DO THURSDAYS, YOU KNOW, SO I THINK THAT MAYBE TUESDAY THROUGH SUNDAY IS IS BETTER SUITED TUESDAY TO THE SUNDAY AND. AND STRIKING THE RESTAURANT PROVISION. AND ALSO. THE TIME THE VICE MAYOR BROUGHT UP CONCERNS ABOUT THE TIME. I ALSO HAVE CONCERNS ABOUT THE TIME AS WELL. I THINK THAT IT'S TOO EARLY OF THE TIME AND. AT EIGHT O'CLOCK, I MEAN, WE'RE BECOMING A YOUNGER CITY, SO I WOULD THINK THAT MAYBE 10 P.M. WOULD BE SUFFICIENT. SO MAYBE. INSTEAD OF STARTING AT 9:00 A.M., WE COULD START 11:00 A.M.. TO. 10:00 P.M., SO SHAVE OFF THE TWO HOURS IN THE MORNING AND ADDED ON TO THE NIGHTTIME. [02:35:02] I DON'T THINK ANY FOOD TRUCK SERVES BREAKFAST. I DON'T KNOW, MAYBE THEY DO. SO, YOU KNOW, AMENABLE TO EVERYBODY ELSE. MAYBE WE COULD KEEP NINE A.M. BUT STILL GO ON TILL 10:00 P.M. BECAUSE, I MEAN, SOMEBODY MIGHT WANT TO GO SOMEWHERE TO EAT LATE, BUT JUST OR OR LET'S SAY YOU'RE COMING FROM A CITY COMMISSION MEETING AT AT NINE THIRTY AND YOU'RE HUNGRY AND YOU WERE DISCUSSING ITEMS SINCE SEVEN O'CLOCK. YOU WANT TO BE ABLE TO GET FOOD SOMEWHERE, SO. LET'S GO TO. 10:00 P.M. AND DOES THIS. DOES THIS SUPERSEDE THE THE THE SPECIAL EVENTS REQUIREMENT, THE SPECIAL EVENTS, WOULD YOU CALL IT PERNELL'S? WHAT GARLAND, YEAH, THIS SPECIAL, IT DOES, IT DOES IT DOES IT STAND IN PLACE OF THE SPECIAL EVENTS PROCESS THAT WE HAVE OR THE SPECIAL EVENTS IS A DIFFERENT PROCESS, THAT PROCESS WHAT WE HAD BEFORE. WHAT'S CONSISTENT IN OUR CODE IS THAT FOOD DROP WAS IN CONJUNCTION WITH SPECIAL EVENT. NOW WE'RE SEPARATED. SO WE'RE SAYING FOOD TRUCK INTO A PYRAMID ISOLATED FROM HAVING A SPECIAL EVENT. SO YOU DON'T NEED TO HAVE A SPECIAL EVENT IN ORDER TO HAVE A FOOD TRUCK FOR. OK, SO I WANTED TO REMOVE THE UNDER COST FOR SPECIAL EVENTS SUIT, SO THIS PROCESS IS FREED. ARE WE ABLE TO RESCIND THE COST FOR SPECIAL EVENTS? THAT ITEM IS NOT. SORRY. I'M SORRY THAT ITEM IS NOT BEFORE YOU, THAT ORDINANCE ON SPECIAL EVENT IS NOT BEFORE YOU. THIS IS ISOLATED TO JUST THE FOOD TRUCK. AND WHAT WE'RE AMENDING THIS EVENING IS THE PROVISION THAT SPEAKS TO FOOD TRUCKS. OK, SO ON SECOND READING, PLEASE INCLUDE SPECIAL EVENTS STRIKING THE COST SO APPLY TO MAKE IT CONSISTENT WITH WHERE. IS CONCERNED. YEAH, COMMISSIONER, THAT WOULD HAVE TO BE A DIFFERENT LEGISLATION SO WE CAN BRING SOMETHING FORWARD ON THE TWENTY FOURTH, BUT IT WOULD NOT BE INCLUDED IN THIS LEGISLATION. THE SPECIAL EFFECT, THE SPECIAL EVENT PROCESS IS IN A DIFFERENT SECTION OF THE CODE AND IT'S A DIFFERENT SET OF REGULATIONS, SO THAT'S THE DIRECTION OF THE COMMISSION US TO BRING SOMETHING FORWARD, THEN, YES, WE CAN PREPARE A SEPARATE LEGISLATION. SURROUNDING SPECIAL EVENTS AND BRING THAT TO YOU. AND SPECIFICALLY, WE MIGHT JUST NEED TO JUST BRING YOU THE COMMUNITY DEVELOPMENT FEE SCHEDULE, WHICH INCLUDES THE FEES FOR ALL APPLICATIONS, INCLUDING SPECIAL EVENTS. SO THAT WOULD JUST BE A SEPARATE LEGISLATION AND THAT WOULD BE THE RESOLUTION. SO MAYBE THAT'S THE DIRECTION WE WOULD TAKE, BUT IT WOULD NOT BE INCLUDED IN THIS LEGISLATION. OK, SO WE CAN BRING THAT BACK TO THE MEETING. SO WOULD YOU BE AMENABLE TO TUESDAYS TO SUNDAYS, 9:00 A.M. TO 10 P.M.? COMMISSIONER, IF THAT'S THE DIRECTION OF IF THAT'S THE DIRECTION OF THE COMMISSION, YES, WE'LL MAKE THOSE CHANGES. YEAH, BUT BUT I'M SAYING FROM YOUR POINT OF VIEW, IS THIS A REASONABLE REQUEST, NINE A.M. TO 10 P.M. TUESDAYS TO SUNDAYS, AND ALSO MAKING SURE THAT WE STRIKE THE CLOSE PROXIMITY RESTAURANT PROVISION. THAT IS MINE, COMMISSIONER. WE CAN MAKE THOSE CHANGES FOR THE NEXT MEETING, DR.. THANK YOU. I'M THE. YOUR MUSIC VIDEO. YOUR MUSIC. THANK YOU. I COULDN'T HEAR WHAT YOU WERE SAYING OF YOUR COMPLETE ON WHAT YOU HAVE INVOLVED IN YOUR CHANGES OR OR REQUESTS OR FOR TUESDAY THROUGH SUNDAY AND FROM EIGHT, NINE A.M.. SEVEN P.M., CORRECT? YES. THANK YOU. IS THERE ANYBODY ELSE WHO WISHES TO MAKE A COMMENT BEFORE THE VICE MAYOR SPEAKS [02:40:01] AGAIN ON THIS MATTER? AND TAKING AND TAKING OUT THE THE CLOSE PROXIMITY TO RESTAURANTS PREVISION. I HAVE A QUESTION FOR YOU ON THAT ONE, IF THAT NO ONE ELSE HAS ANYTHING RIGHT NOW BECAUSE MOST RACE COULD GO ON. I'M GOING TO JUST JUMP IN AND ASK A QUESTION ABOUT THAT. SO WE HAVE A GREAT RESTAURANT THAT IS. DOING WELL AND IT HAS THEIR BUSINESS OUT THERE AND THEN WE'RE SAYING IT'S OK TO ALLOW ANOTHER RESTAURANT HAVE DIRECT COMPETITION. AH, RIGHT, CLOSE TO. THAT BUSINESS, THERE ARE CERTAIN LEASE PROVISIONS THAT LANDLORDS HAVE THAT HAVE A CERTAIN SPATIAL DISTANCE FOR NON COMPETES. SO, MAXINE, DO WE HAVE ANY. ACTUALLY, IT WOULD BE OUR CITY BURNING, WE WOULD HAVE TO ANSWER THAT ONE. ARE WE PUTTING OURSELVES IN A POSITION WHERE. BUT WHEN YOU SAY YOU CALL THEM WHATEVER PROVISIONS ARE IN THERE, AT LEAST WITH A NON-COMPETING. NOT AS HIGH AS YOU MAY KNOW AS I WAS IN THE COMMERCIAL LANDLORD BUSINESS, AND THOSE ISSUES ARE BASICALLY ISSUES THAT THE LANDLORD AND A TENANT HAS TO DEAL WITH. IT'S NOT OBVIOUSLY AN ISSUE FOR THE CITY, BUT THE LANDLORD HAS TO OBVIOUSLY DEAL WITH IT WITH RESPECT TO THE LEASE AGREEMENT THAT THEY HAVE WITH EACH TENANT ON A PROPERTY. RIGHT. THAT WE'RE NOT WINNING A TENANT ON THE PROPERTY. WE'RE ASKING FOR A TEMPORARY PROVISION FOR FOOD TO GO TO THAT PROPERTY. AND THEN WE NEED IT'S NOT OUR PROPERTY. WELL, FOR THE FUTURE, I CANNOT ENTER PRIVATE PROPERTY WITHOUT THE CONSENT OF THE LANDLORD. I BELIEVE THE AUDIENCE REQUIRE CONSENT. RIGHT. OK, SO I'M JUST ASKING IF WE'RE POTENTIALLY CREATING A PROVISION IN THERE THAT COULD GIVE THE LANDLORD SOME ISSUE IF WE REMOVE. THE REQUIREMENT FOR. BUT NOT TO BE COMPETING WITH A RESTAURANT THAT'S ALREADY THERE. SO WHAT I'M ASKING TO FIND OUT, WE'RE TRYING TO DO SOMETHING GOOD HERE AND NOT UNINTENTIONALLY HAVE A CONSEQUENCE THAT COULD CREATE A BURDEN TO THE LANDLORD OF THE PROPERTY WHO MAY WANT TO SAY YES BUT CAN'T. I I DON'T I BELIEVE YOU KNOW, MAXINE MS. CALLAWAY, OBVIOUSLY, THAT THIS IS A PURELY DISCRETIONARY ORDINANCE THAT ALLOWED THE LANDLORD TO MAKE THE DECISION WHETHER THEY WANT TO HAVE A FOOD TRUCK ON THEIR PROPERTY. IT'S NOT A MANDATORY REQUIREMENT. IF THE LANDLORD DOES NOT WANT THE FOOD TRUCK ON THE PROPERTY, THEY DON'T HAVE TO CONSENT TO IT. ALL RIGHT. MS., GARLAND. NO, MADAM, HERE. OK, THANK YOU BOTH. ALL RIGHT, THAT WAS MY QUESTION, BUT AMERICA HAD MS., MAXINE, SECOND BULLET POINT ON THAT SLIDE, NUMBER SIX, WHERE IT SAYS BE CAPPED AT A MAXIMUM OF FIVE OPERATORS ANNUALLY. DOES THAT MEAN AT ANY GIVEN MOMENT, FIVE OPERATORS CAN BE AT A PLAZA OR IN A VACANT LAND AT THE SAME TIME? OR THAT'S JUST. BASE NEAR THAT SATELLITE, SO IT'S KIND OF A PROGRAM WE JUST WANT TO MAKE SURE THAT YOUR HEART'S HERE. CAN YOU PLEASE REPEAT? THANK YOU. ARE YOU HEARING ME NOW BETTER, THANK YOU. MY VICE MAYOR THAT IS CITYWIDE, ANNUALLY, A PART OF WHAT WE ARE PROPOSING AS WELL IS THAT THESE FOOD TRUCK OPERATORS ON AN ANNUAL BASIS WOULD HAVE TO RENEW THEIR LICENSE, AS YOU WOULD ANY OTHER BUSINESS. AND SO WE WANT TO MANAGE A PROLIFERATION OF FOOD TRUCK TRUCKS THROUGHOUT THE CITY. SO THAT'S FOR CITYWIDE, ANNUALLY. THIS DEPARTMENT WILL NOT ISSUE MORE THAN FIVE PERMITS OR BETA'S FOR FOOD TRUCK. I THINK I THINK FIVE IS VERY LOW. I MEAN, IF I LOOK AT A PLAZA THAT'S ON MACNAB AND WHERE THE MOVIE THEATER IS, THE LANDLORD CAN SAY, OK, BECAUSE THERE'S REALLY NO RESTAURANTS THERE. THEY HAVE PLENTY OF SPACE. I MEAN, IN ANY GIVEN NIGHT, THEY CAN ON A FRIDAY NIGHT, THEY CAN FILL UP TO 10, 15 TRUCKS AND STILL HAVE PLENTY OF SPACE FOR PEOPLE TO PARK. SIT RESTAURANTS CAN BE DEBATED. YOU CAN HAVE PORTABLE PORTA POTTIES, WHATEVER, OR IF I HAVE A PIECE OF LAND THAT I CAN FIT TEN TRUCKS FOR A FRIDAY, SATURDAY AND SUNDAY, I THINK PUTTING FIVE THROUGHOUT THE CITY, YOU KNOW, WE CAN EITHER I WOULD LIKE TO SEE I WOULDN'T EVEN LIKE TO SEE A [02:45:03] NUMBER ON THERE. I JUST WOULD LIKE TO SEE WHAT'S, YOU KNOW, APPLY AND LET'S SEE WHO COMES IN. BUT I THINK PUTTING A CAP IS. YOU KNOW, I DON'T KNOW, I JUST DON'T I DON'T SEE THAT AND ALSO THE HOLIDAYS, LET'S SAY IT'S A LONG WEEKEND, NO SCHOOL MONDAYS. SO, YOU KNOW, YOU STAY IN OUR NOISE. NUISANCE IS 11:00 P.M., 11:00 P.M. SO EVEN MAYBE DURING I WOULD SAY NEW YEAR'S PEOPLE STAY UP ALL NIGHT AND THEY WANT TO HAVE A FOOD TRUCK, SO THEY GO TO WHERE THE FOOD TRUCKS ARE. HOW DO THOSE FOOD TRUCK OPERATORS CAN GET THAT ACCESS? WOULD THAT BE THROUGH A VARIANT AS WELL? YEAH, YEAH. YEAH, IF IT'S OK WITH EVERYONE, THAT MAXIMUM OF FIVE OPERATORS FOR THE WHOLE ENTIRE CITY, I MEAN, I THOUGHT THAT WAS AT ANY GIVEN TIME, THEY CAN BE FIVE OPERATORS IN ONE LOCATION. GIVING FIVE OPERATORS THROUGHOUT THE ENTIRE CITY IS VERY, VERY LOW. I THINK WE'RE GOING TO HAVE A LOT OF ATTRACTION FOR THIS TYPE OF USE. I DON'T KNOW HOW OR HOW ANYONE ELSE FEELS, BUT I THINK WE'RE GOING TO HAVE A GOOD POSITIVE OUTCOME ON THIS, SPECIALLY WITH THE BIG PLAZAS AND WITH THE BIG OPEN LAND LANDS THAT WE STILL HAVE, THAT IF THE OPERATORS CAN GET PERMISSION FROM THE OWNERS, I DON'T SEE WHY THE OWNERS WOULD NOT ALLOW. THANK YOU. THANK YOU, COMMISSIONER PAULSON, BEFORE WE GO TO YOU, MR. GOODVIN GARLAND HAS NOT YET SPOKEN. I'M GOING TO GO TO HIM, COMMISSIONER GARLAND. YOU KNOW, I MEAN, I THINK THIS IS A GOOD IDEA, YOU KNOW, WE'RE STILL IN A HORRIBLE ECONOMY AND PEOPLE ARE FINDING NEW AND CREATIVE WAYS TO EARN SOME REVENUE. AND AT THE SAME TIME, A CITY HAS AN OPPORTUNITY TO CONTROL THE PROLIFERATION OF FOOD, DRUGS. WE DON'T WANT TO BE A FOOD TRUCK CITY. HOWEVER, YOU KNOW, IF, FOR EXAMPLE, WE HAVE FINALLY REACHED THE MAX, THEN, YOU KNOW, WE HEAR FROM SOME OF OUR RESIDENTS AND BUSINESS OWNERS. THEY REACH OUT TO US. WE CAN GO BACK AND SAY, OK, INCREASE THE MAX TO 10 FROM FIVE TO 10 OR FIVE TO EIGHT OR WHATEVER IT MAY BE. SO, YOU KNOW, I THINK THIS IS A GOOD IDEA. WE JUST NEED TO GO AHEAD AND VOTE ON THIS. THANKS. THANK YOU, COMMISSIONER BALTON. SORRY. OK, SO I THINK TO TWO OF ISMIR. BLESS ME, AS BETTER SAID, WE CAN WE CAN DISCUSS, FOR INSTANCE, LIKE A PROLIFERATION OF FOOD TRUCKS ON A BIG DAY, FOR INSTANCE. WHEN THE NEXT PIECE OF LEGISLATION COMES FROM THIS CALLOWAY'S OFFICE, THAT COULD BE UNDER A SPECIAL EVENTS SCENARIO WHERE LIKE, LET'S SAY MEMORIAL DAY WEEKEND IS COMING UP AND YOU WANT TO HAVE A FOOD TRUCK PARADE IN APPLAUSE OR SOMETHING LIKE THAT, YOU KNOW, YOU CAN HAVE THAT SPECIAL EVENT, INVITE A LOT OF FOOD TRUCKS. I THINK THE I THINK THE ISSUE IS WHEN YOU OFFER THIS TO JUST EVERYBODY, AS COMMISSIONER GARLAND SAYS, IT WILL BECOME A FOOD TRUCK TO CITY AND THEN. IF I KNOW THAT I CAN GO TO EVERY CORNER TO TO TRY A FOOTROT, THEN IT MAY PUT LIKE ANOTHER IT MAY PUT SOME OF THOSE FOOD TRUCKS IN A SPACE WHERE THEY'RE STRUGGLING TO TO MAKE ENDS MEET. IF THAT MAKES SENSE, BECAUSE THERE'S SO MANY FOOD TRUCKS, YOU KNOW, YOU HAVE JUST A TASTE FOR YOU JUST WANT TO TRY ALL OF THEM SO YOU DON'T HAVE THAT STRONG RETURNING CUSTOMER BASE. SO THIS IS AN ORDINANCE ON FIRST READING. I THINK IF YOU FEEL STRONGLY ABOUT IT AND YOU WANT TO THINK ABOUT IT AND PONDER OVER THE NEXT TWO WEEKS ABOUT THE NUMBER, WE CAN ALWAYS CHANGE IT AT THE NEXT MEETING ON SECOND READING. AS FAR AS WHAT THE MAYOR SAID, YOU KNOW, WHETHER OR NOT WE HAVE [02:50:03] THE THE LANGUAGE OF. THE LANGUAGE WHERE THE RESTAURANTS. THEY HAVE TO BE THERE HAS TO BE DISTANCE OPERATIONS, RESTAURANTS. IF THEY GO TO A PLAZA AND THAT PLAZA SAYS, NO, THEY STILL CAN'T DO IT RIGHT. SO IT'S SO IT'S THE SAME THING. WE'RE PUTTING THE ONUS ON THE ON THE SHOPPING CENTER OR WE'RE PUTTING THE ONUS ON THE BUSINESS AND SHOPPING CENTER TO GIVE PERMISSION FOR THAT FOOD TRUCK TO BE THERE. AND SOMETIMES THAT SOMETIMES IT MAY NOT EVEN BE IN DIRECT COMPETITION. FOR INSTANCE, THERE IS A CHINESE RESTAURANT IN A PLAZA, BUT THEN ANOTHER FOOD TRUCK IS SELLING HAITIAN CUISINE. RIGHT. HAITIAN CUISINE AND CHINESE CUISINE IS IT'S TWO DIFFERENT THINGS. RIGHT. BUT BECAUSE I SEE THE FOOD TRUCK, I MAY SWITCH MY MIND FROM WANTING CHINESE TO NOT WANT TO HAITIAN. SO IT'S NOT IT'S NOT ABOUT, YOU KNOW, INDIRECTS. COMPETITION, IT'S ABOUT, YOU KNOW, THE RESTAURANTS IN GENERAL, SO I THINK THAT SHOULD BE SHOULD STRIKE. SO AS WE GO TONIGHT, WE ARE WE'RE VOTING WITH THOSE CHANGES. MS. CALLAWAY TO STRIKE THE RESTAURANT PROVISION, MAKE IT TUESDAY TO SUNDAY, NINE A.M. TO 10 P.M. AND THEN VICE MAYOR. BUT A LOT OF US WILL THINK ABOUT WHETHER HE WANTS THIS CHANGES ON THE SPECIAL EVENTS OR IF HE WANTS TO CHANGE THE AMOUNT OF PEOPLE. ON SECOND READING. OH, NOTED. YES, THANK YOU. SO WE HAVE A MOTION AND A SECOND ON THE AUDIENCE AS IT IS WRITTEN. WHO DID THE MOTION? LOT OF WORK, COMMISSIONER BOLTON, SO I'M WORKING ON LIMITING YOUR MOTION. WE HAVE THIS ORDINANCE AMENDED, AS YOU HAVE SUGGESTED, TUESDAY THROUGH SUNDAY, EIGHT TO 10, AND REMOVING THE DIFFERENT REQUIREMENTS FOR. AND THE RESTAURANTS ALREADY THOUGHT ABOUT IT, CAN WE REMOVE ALSO THE SECOND BULLET POINT AND JUST DISCUSS IT NEXT TIME FOR NOW, PLEASE? ABOUT THE FIVE OPERATORS JUST NOT PUT A CAP AT THE MOMENT, BUT AT THIS MOMENT, WE'RE GOING TO MAKE ANOTHER COMMENT. I HAPPEN TO AGREE WITH COMMISSIONER GARLAND THAT WE SHOULD. WE'VE ALREADY BEEN TOLD THAT THERE'S NOT BEEN A LOT OF PEOPLE THAT HAVE ASKED FOR IT, SEE HOW IT WORKS. I WOULD AGREE TO THE MEMORY AT THAT TIME. IF WE FIND THAT THERE'S A RUSH ON THIS AND WE HAVE MORE PEOPLE THAT WISH TO DO THIS, WE SHOULD LOOK AT IT AT THAT TIME. WE'RE NOT GOING TO KNOW UNTIL WE DO IT. IF WE DO THE AUDIENCE WITH FIVE, WE WILL KNOW. OK, FIVE NEXT TIME. HOW ABOUT SEVEN PLUS FIVE IS GOOD? OK, I'VE ALREADY GOT THREE PEOPLE SAYING NO, SO I'M NOT GOING TO ARGUE. I MEAN, I CAN SEE I CAN CHANGE IF I WAS GREAT, BUT JUST VOTE. SO I'M TRYING TO. WHAT'S WRONG WITH YOU? WHO IS THE SECOND ON THE VICE MAYOR'S MOTION, MR PARKER? OK, SO COMMISSIONER BOLTON HAS MADE A MOTION. IT'S BEING AMENDED TO AMEND THE ORDINANCE ACCORDINGLY. SO TUESDAY THROUGH SUNDAY, NINE A.M. TO 10 P.M. REMOVING THE. RESTAURANT RESTRICTION. AND WILL YOU SECOND THAT MOTION WHEN YOU ACCEPT THE AMENDED MOTION? CAN I ASK FOR SOME CLARITY? MY NOTES? I HAVE 11 A.M. TO 10 P.M. I THOUGHT MR. BOLTON. THAT'S WHAT I HEARD. AND THEN I THOUGHT HE CHANGED BECAUSE THERE MIGHT BE FOOD TRUCKS THAT DO SERVE BREAKFAST, SO I BELIEVE HE CHANGED IT TO NINE. OK, THANK YOU. SO MR. PLACODERMS, DO SECOND THE MOTION AS AMENDED. YES, WE PLEASE CALL. YES, YES, COMMISSIONER GARLAND, YES. YES, MR. BOLTON, YES, AND I WANT BILLY JOEL IS THERE ON THE LINE WITH. [02:55:05] AND THEY'RE GOING. YES, THE MOTION PASSES UNANIMOUSLY, BUT THANK YOU VERY MUCH, DID BILLY JONES JOIN THE CALL? I WAS TOLD THAT THEY WERE INVITED. I DO NOT SEE A BILLY BILLY JOE, DAVID GILBERT, GILBERT, DAVID GILBERT AND HIS WIFE. I HEAR HIS WIFE'S VOICE. GOOD EVENING. GOOD EVENING. GOOD EVENING, EVERYONE. I'D BETTER BE VICE MAYOR. CITY MANAGER. GOOD EVENING. WE'RE EXCITED. VERY EXCITED. THANK YOU. THANK YOU. THANK YOU. COMMISSIONER BOLDEN, EVERYBODY. THANK YOU VERY MUCH. I'M SORRY, SIR, THAT WE ARE HERE DURING THE DISCUSSION. JUST TO ADD SOME CLARITY TO THIS. I KNOW WE ALREADY VOTED ON IT, BUT BILLY JOE'S OWNS A DAVID AND HIS WIFE OWNS BILLY JOE'S THREE OR FIVE WEEKS. BUT HE THE SEAFOOD TRUCK SERVING HUSBAND WINGS AND ALL THAT GOOD STUFF. THEY ARE LIVE IN CENTRAL PARK IN MY DISTRICT. THEY REACHED OUT TO MY SO AND GARLAND SOME TIME AGO. THEY WANTED TO ALLOW THIS. THEY WANT TO HAVE THEIR FOOD TRUCK SECURED IN THE CITY OF TAMARACK, BUT OUR LAWS WOULD NOT ALLOW THEM TO DO SO, AND IT WOULD HELP THEM TREMENDOUSLY BECAUSE OF THE TRYING TIMES THAT WE'RE GOING THROUGH. AND SO THEY SAT DOWN WITH STOPS AND MYSELF AND THE CITY MANAGER AND I'M THANKFUL TO STOP FOR COMING UP WITH AN EXCELLENT PIECE OF LEGISLATION FOR ME. AND SO PLEASE MAKE SURE NO, MR. MS. GILBERG, THAT YOU APPLY BECAUSE YOU DON'T APPLY WILL BE YOU'LL BE OUT OF THE RUNNING FOR YOUR WILL BE THE FIRST THING IN THE MORNING. YOU HAVE TO WAIT FOR THE SECOND READING, SO JUST GET YOUR PAPERWORK READY AND THEN AND THEN WE CAN GO FROM THERE. THANK YOU VERY MUCH FOR FOR US. THANK YOU. GOD BLESS. AND THANK YOU. THANK YOU. NOW WE'RE GOING TO DO ORDINANCES ON SECOND READING. WE ARE AT 11 A.M. I THINK WE DIDN'T TAKE LINE B, YOU ARE RIGHT. MY APOLOGIES. I SCROLLED TOO QUICKLY. AND I KNOW THAT OUR MR. GUPTA HAS BEEN WAITING FOR THAT. MY APOLOGIES. WE WERE AT 90. YES. YOU AMENDMENT TO THE CODE OF ORANGE TURN SPRINKLERS OFTEN FOR THOSE TIMES. [9.b.
