SO JUST TO GET US STARTED, AS WE ALL KNOW COLLIERS INTERNATIONAL, PARTICULARLY [INAUDIBLE] ASSISTING US FOR THE LAST TWO YEARS WITH PROMOTING ECONOMIC DEVELOPMENT IN THE CITY OF TAMARAC, BOTH WITH THE MARKETING OF CITY OWNED PROPERTY AND ALSO CERTAINLY [INAUDIBLE] HELPING SPREAD THE WORD ABOUT OTHER AVAILABLE PROPERTIES IN OUR COMMUNITY AND THE OPPORTUNITY TO BRING BUSINESSES TO OUR COMMUNITY FROM THEIR CLIENTS, CERTAINLY FROM AROUND THE COUNTY AND FROM AROUND THE STATE.

AND SO WE WANTED TO TAKE THIS OPPORTUNITY THIS MORNING TO GIVE YOU GUYS AN UPDATE AND SHARE WITH YOU WHERE WE'RE HEADED FOR TWENTY, TWENTY ONE.

GOOD MORNING, MAYOR, VICE MAYOR AND COMMISSIONERS, FOR THE RECORD, LORI FUNDERWHITE ECONOMIC DEVELOPMENT MANAGER AND BEFORE OUR MAIN SPEAKER, AS MIKE INDICATED, FROM [INAUDIBLE] BEGINS TODAY.

I FIRST REALLY JUST WANTED TO GIVE YOU SPEND A FEW MINUTES BRIEFLY SHARING WITH YOU AN UPDATE ON OUR TAMRAC ECONOMIC DEVELOPMENT PROGRAM.

I LOOKED BACK TO LAST YEAR WHEN I GAVE MY ANNUAL ECONOMIC UPDATE TO THE COMMISSION AND WORKSHOP, WHICH WAS AT THE END OF FEBRUARY TWENTY TWENTY.

IT MIGHT HAVE BEEN OUR LAST WORKSHOP ACTUALLY LAST YEAR.

AND LITTLE DID WE KNOW THEN THAT PRETTY MUCH ALL OF THE PLANS AND PROGRAMS THAT WE HAD DISCUSSED AT THAT WORKSHOP MEETING WOULD WITHIN A MATTER OF DAYS FROM THAT POINT, HAVE TO BE COMPLETELY SET ASIDE TO DEAL WITH AN ECONOMIC CRISIS, WHICH RIGHTLY SO SHIFTED NEARLY ALL OF OUR EFFORTS TOWARD HELPING SMALL BUSINESSES.

OUT OF NECESSITY, WE QUICKLY MOVED INTO A BUSINESS RETENTION AND ECONOMIC CRISIS AND RECOVERY MODE.

AND I KNOW YOU ALL PARTICIPATED IN THESE SMALL BUSINESS ASSISTANCE EFFORTS THROUGHOUT THE LAST YEAR OR SO.

I'LL BE BRIEF HERE, BUT I JUST WANTED TO QUICKLY RECAP SOME OF THE PROGRAM HIGHLIGHTS FROM LAST YEAR.

OVERALL, OUR ECONOMIC DEVELOPMENT PROGRAM PROVIDED NEARLY FOUR HUNDRED THOUSAND TOWARD SMALL BUSINESS ASSISTANCE IN TAMRAC.

FUNDING, WHICH, AS YOU KNOW, WE RECEIVED THROUGH THE COUNTY AND THE FEDERAL CARES ACT.

WITH THOSE RESOURCES, WE LAUNCHED A SMALL BUSINESS RECOVERY ECONOMIC RECOVERY CAMPAIGN CALLED TAMRAC TOGETHER SUPPORT LOCAL BUSINESS AND TOGETHER IN PARTNERSHIP WITH THE CHAMBER AND MANY OTHERS.

WE RAN SEVERAL CAMPAIGNS THROUGHOUT LAST YEAR AS PART OF THIS INITIATIVE.

OVER LAST SUMMER, WE REACHED OUT AND VISITED EACH OF OUR BUSINESSES.

PROVIDING THEM WITH TAMARAC TOGETHER, TOTE BAGS PACKED WITH INFORMATION ON SMALL BUSINESS RESOURCES AND SHOP LOCAL WINDOW DECALS TO DISPLAY.

NEXT SLIDE PLEASE, LEVENT.

WE SURVEYED OUR SMALL BUSINESSES AND LEARNED THE NUMBER ONE WAY THEY WANTED US TO HELP THEM WAS TO PROMOTE THEM TO RESIDENTS, LETTING THEM KNOW THEY'RE OPEN FOR BUSINESS.

SO WE DOUBLE DOWN ON THOSE EFFORTS.

WE PLACED OUR TAMARAC TOGETHER SHOP LOCAL SIGNAGE AROUND TOWN ON LARGE SIGNS AND COMMERCIAL CORRIDORS, ON RETAIL, PLAZA YARD SIGNS AND BUS BENCHES.

WE ADVERTISE THIS CAMPAIGN [INAUDIBLE].

WE HEAVILY PROMOTED SHOP, LOCAL AND OUR SMALL BUSINESSES ACROSS ALL OF OUR SOCIAL MEDIA PLATFORMS, ESPECIALLY OUR RESTAURANTS, BUT ALSO OTHER BUSINESSES, ALL IN AN EFFORT TO ENCOURAGE OUR RESIDENTS TO BE SAFE BUT TO PLEASE SHOP LOCAL AND SUPPORT OUR LOCAL SMALL BUSINESSES TO HELP THEM STAY AFLOAT.

AND THIS IS AN ONGOING MESSAGING EFFORT THAT WE'RE CONTINUING INTO TWENTY, TWENTY ONE AS WE'RE CERTAINLY STILL MOVING INTO AN ECONOMIC RECOVERY MODE.

WE ALSO LEADING INTO THE HOLIDAY SHOPPING SEASON, AGAIN PARTNERED WITH OUR CHAMBER, TAMARAC NORTH LAUDERDALE CHAMBER OF COMMERCE, TO HOST OUTDOOR EVENTS AT OUR RETAIL PLAZAS AROUND TOWN DURING THE LAST 10 DAYS OF NOVEMBER.

TO INCENTIVIZE SHOPPING LOCAL.

WE DID A GIFT CARD GIVEAWAY PROGRAM FOR SHOWING RECEIPTS FROM SHOPPING AT LOCAL BUSINESSES.

AND TO HELP OUR RESTAURANTS AND RESIDENTS IN NEED, WE DID A MASSIVE GIFT CARDS, RESTAURANT GIFT CARD SPEND AT OUR SMALL INDEPENDENT RESTAURANTS AROUND TAMARAC BUYING THIRTY SIX THOUSAND DOLLARS IN LOCAL RESTAURANT GIFT CARDS AND THEN GIVING THEM AWAY TO TAMARAC RESIDENTS AND FAMILIES IN NEED.

SO I'LL CONTINUE TO FURTHER PROMOTE OUR RESTAURANTS, WE CREATED AN ONLINE RESTAURANT GUIDE FOR TAMARAC SMALL INDEPENDENT RESTAURANTS, WHICH IS AN INTERACTIVE MAP THAT FEATURES SPECIALS AND DISCOUNTS OFFERED BY RESTAURANTS ONLY THROUGH THIS PROGRAM.

WE DID A SOCIAL MEDIA BLAST DURING THE HOLIDAYS, ENCOURAGING BUYING GIFT CARDS FROM RESTAURANTS AS LAST MINUTE GIFTS.

AND THIS RESTAURANT GUIDE PROMOTION CAMPAIGN WILL CONTINUE INTO TWENTY TWENTY ONE AS PART OF OUR SAVOR THE FLAVORS TAMARAC INITIATIVE TO PROMOTE OUR GREAT ARRAY OF SMALL INDEPENDENT RESTAURANTS AND DIVERSE CUISINES.

WE ALSO LAUNCHED THE TAMARAC SMALL BUSINESS STABILIZATION GRANT PROGRAM AND PROVIDED TWO HUNDRED AND SIXTY THOUSAND DOLLARS IN SMALL BUSINESS GRANTS TO HELP TWENTY SIX OF OUR STRUGGLING SMALL BUSINESSES THAT THEY COULD PUT TOWARD THEIR EXPENSES, SUCH AS BUSINESS RENT AND SALARIES.

WE PROMOTED THE EMERGENCY MEASURES COMMUNITY DEVELOPMENT PUT IN PLACE TO RELAX SMALL BUSINESS REGULATIONS ON COMMERCIAL SIGNAGE AND OUTDOOR DINING FOR RESTAURANTS.

ALSO WITH THE PIO, WE HEAVILY PROMOTED THE COUNTY'S SMALL BUSINESS GRANT PROGRAM AND OTHER FEDERAL PROGRAMS THROUGHOUT THE YEAR.

WE DEVELOPED A COVID-19 SMALL BUSINESS RESOURCE GUIDE, WHICH WE PROMOTED

HEAVILY ONLINE AND IN PRINT.

AND THERE'S MORE.

THESE ARE JUST A FEW OF THE HIGHLIGHTS FROM 2020, WHICH, AS YOU CAN SEE, WAS REALLY ALL ABOUT HELPING OUR SMALL BUSINESSES.

SO WHEN I LOOK BACK AT THE TAMARAC TOGETHER CAMPAIGN THAT WE DEVELOPED EARLIER LAST YEAR, I REALLY HAD NO WAY OF KNOWING, WE HAD NO WAY OF KNOWING THE EXTENT TO WHICH I THINK THAT SENTIMENT PLAYED OUT.

AS THE YEAR ROLLED ON.

IT WAS WORKING TOGETHER WITH COLLEAGUES ACROSS ALL DEPARTMENTS OF THE CITY, WITH ECONOMIC DEVELOPMENT AGENCIES AND CHAMBERS ACROSS THE REGION.

IT WAS DEFINITELY WORKING TOGETHER WITH OUR OWN CHAMBER OF COMMERCE ALL YEAR LONG AND WORKING TOGETHER WITH THIS COMMISSION.

EVERYBODY, I THINK, REALLY STEPPED UP TO DO EVERYTHING WE COULD TO HELP OUR SMALL BUSINESSES SURVIVE IN AN UNPRECEDENTED YEAR, AND THIS REALLY HAS BEEN AN EFFORT WE'VE WORKED THROUGH TOGETHER, AND I KNOW WE WILL CONTINUE TO DO SO AS WE MOVE FORWARD INTO TWENTY TWENTY ONE.

AS WE KNOW, WE'RE CERTAINLY NOT OUT OF THE WOODS YET IN TERMS OF THE ECONOMIC CRISIS, BUT WE ARE IN THE NEW YEAR, WITH I THINK SIGNS OF HOPE AS VACCINATIONS ARE BEING DEPLOYED.

AND WE HAVE A NEW FEDERAL AID PACKAGE FOR SMALL BUSINESSES STARTING TODAY AND ROLLING OUT THIS WEEK THROUGH THE SBA, WHICH WILL CERTAINLY GET THE WORD OUT TO OUR SMALL BUSINESSES TO TAKE ADVANTAGE OF THOSE RESOURCES.

I THINK ALL OF THESE THINGS POINT TO POSITIVE SIGNS FOR OUR ECONOMIC RECOVERY MOVING FORWARD THIS YEAR IN EARNEST.

I'M HAPPY TO REPORT THAT EVEN IN A VERY DIFFICULT YEAR, WE HAD MORE THAN TWO HUNDRED NEW BUSINESS LICENSES ISSUED IN TAMARAC LAST YEAR.

SURPRISINGLY, NEW RESTAURANTS OPENED IN TAMARAC, SUCH AS FUSION GRILL, SWEET REALITIES, CUPCAKES, MRS. SWEETWATERS, ANOTHER ROB'S BAGLELAND AND MIDNIGHT COOKIES ALL OPENED LAST YEAR JUST TO NAME A FEW.

WE HAD BEAUTIFUL NEW GROCERY STORES OPEN IN TAMARAC, INCLUDING TAPATIA SUPERMARKET, QUINCE SUPERMARKET AND MI CAMPO FARMER'S MARKET.

AND WE HAD A NEW HEADQUARTERS OPENED LAST SPRING.

AS WE'VE DISCUSSED, WILLIAM R.

NASH HEADQUARTERS, A MAJOR HEADQUARTERS EXPANSION WITH SONNY'S CAR WASH.

AND OF COURSE, OUR CITY FURNITURE HEADQUARTERS ALSO ADDED HUNDREDS OF NEW JOBS IN TAMARAC NEXT SLIDE, PLEASE.

SO LOOKING TO THE NEW YEAR AHEAD WE'LL CONTINUE, CERTAINLY OUR SMALL BUSINESS ASSISTANCE EFFORTS.

WE'LL CONTINUE PROMOTING OUR INDEPENDENT RESTAURANTS WITH SOME ITERATION OF OUR SAVOR THE FLAVORS TAMARAC CAMPAIGN.

I THINK WE'LL HAVE A GREAT OPPORTUNITY THIS YEAR TO REALLY DOUBLE DOWN AND FOCUS AGAIN ON A COUPLE OF PRIMARY KEY AREAS IN OUR ECONOMIC DEVELOPMENT PROGRAM THAT ARE PART OF OUR ECONOMIC DEVELOPMENT STRATEGIC PLAN, THE FIRST ONE OF WHICH IS A RENEWED FOCUS ON OUR WORKFORCE DEVELOPMENT INITIATIVES IN PARTNERSHIP, OF COURSE, WITH BROWARD COLLEGE AND OTHERS, CREATING OPPORTUNITIES FOR RESIDENTS TO ADVANCE THEIR SKILLS, TRAINING AND CAREERS AND TO HELP CREATE AN EVEN BROADER PIPELINE OF SKILLED TALENT FOR OUR BUSINESSES.

I'M ALREADY ACTUALLY IN TALKS WITH OUR BROWARD COLLEGE ABOUT OUR TWENTY TWENTY ONE PROGRAMING AND PLANNING EFFORTS, AND WE'LL BE ANNOUNCING A FACEBOOK LIVE SESSION SOON THAT WILL BE AVAILABLE TO OUR RESIDENTS TO DISCUSS SOME OF THE TWENTY TWENTY ONE OPPORTUNITIES.

CERTAINLY CREATING PROSPERITY IN OUR COMMUNITY IS A BASIC TENET OF ECONOMIC DEVELOPMENT AND PROVIDING EDUCATIONAL OPPORTUNITIES FOR SKILLS DEVELOPMENT FOR CAREER ADVANCEMENT IS A KEY STRATEGY.

AND I WANTED TO MENTION, TOO, I THINK TAMARAC IS ON THE RIGHT TRACK.

IN FACT, THE MOST RECENT CENSUS, FIVE YEAR SURVEY ESTIMATES THAT JUST CAME OUT THIS PAST DECEMBER SHOWED THAT TAMARAC AREA MEDIAN INCOME OR AMI HAS INCREASED BY THIRTEEN POINT ONE PERCENT OVER THE PREVIOUS FIVE YEAR PERIOD, AND OUR POPULATION GREW BY FIVE POINT FOUR PERCENT.

AND THIS POSITIVE TRAJECTORY IS REALLY GOING TO HELP US AS WE WORK TO BRING NEW INVESTMENT INTO TAMARAC, BOTH BUSINESSES AND DEVELOPMENT.

WHICH BRINGS ME TO MY SECOND AREA OF RENEWED FOCUS FOR THIS YEAR WITH OUR ECONOMIC DEVELOPMENT PROGRAM, OUR REDEVELOPMENT AND DEVELOPMENT EFFORTS.

SO AS WE ALL KNOW, THE PANDEMIC COMPLETELY UPENDED THE REAL ESTATE MARKET.

IN THE SHIFTING LANDSCAPE, OPPORTUNITIES FOR OUR DEVELOPMENT AND REDEVELOPMENT EFFORTS WILL ARISE.

WHICH IS WHY WE'VE INVITED COLLIERS INTERNATIONAL TO JOIN US TODAY TO SET THE STAGE FOR COMMERCIAL REAL ESTATE OPPORTUNITIES THAT ARE EMERGING AND TO TALK SPECIFICALLY ABOUT TAMARAC POTENTIAL OPPORTUNITIES.

AS YOU ALL KNOW, DEVELOPMENT AND REDEVELOPMENT, ESPECIALLY WITH OUR RETAIL PLAZAS, IS A HUGE COMPONENT OF OUR TAMARAC ECONOMIC DEVELOPMENT STRATEGIC PLAN.

WE'LL ALSO MOVE HEAVILY INTO THE MARKET THIS YEAR WITH OUTREACH TO POTENTIAL INVESTORS AND WITH INCREASED PROMOTION OF TAMARAC, SIGNIFICANT OPPORTUNITIES FOR COMMERCIAL INVESTMENT.

JUST FOR POINT OF CLARIFICATION, CDC SAYS SEVENTY FIVE AND OLDER, BUT SIXTY FIVE AND OLDER LONG TERM CARE FACILITY RESIDENTS AND STAFF AND HEALTH CARE PROFESSIONALS WITH DIRECT PATIENT CONTACT AND HOSPITAL CAN VACCINATE WHAT THEY WOULD [INAUDIBLE] HIGH PRIORITY PEOPLE.

SO THAT'S PRETTY MUCH THE GOVERNOR'S ORDER ON WHO CAN BE VACCINATED.

OUR CURRENT STATUS IN THE STATE IS FROM A VACCINE PERSPECTIVE.

THE STATE HAS RECEIVED AND THIS WAS AS OF LAST FRIDAY ONE POINT TWO MILLION DOSES.

INDIVIDUALS THAT HAVE BEEN VACCINATED IS FIVE HUNDRED AND FOURTEEN THOUSAND.

AND THAT THE ALLOCATION MOVING FORWARD, MEANING STARTING MONDAY FOR THE STATE OF FLORIDA.

I'M NOT TALKING ABOUT BROWARD COUNTY.

THE ENTIRE STATE OF FLORIDA IS TWO HUNDRED FIFTY THOUSAND DOSES.

NOW, WITH THAT BEING SAID, OUR POPULATION IN FLORIDA IS ROUGHLY TWENTY TWO MILLION PEOPLE.

SO YOU CAN DO THE MATH, THE VACCINES ON THAT ONE POINT TWO MILLION DOSES RECEIVED, YOU KNOW, FOR BOTH OF THESE FOR THE PFIZER AND FOR THE MODERNA RIGHT NOW, AND ANY OTHER VACCINE THAT'S OUT CURRENTLY IN THE MARKET MEANS YOU NEED TWO DOSES.

SO THAT MEANS TWO DIFFERENT ROUNDS.

MOST OF THE HOSPITALS HAVE ALREADY BEEN VACCINATED.

AND SEVERAL OF THE FRONT LINE DIRECT CONTACT CARE PROVIDERS ARE RECEIVING THEIR FIRST DOSE.

AND THIS WEEK, MOST OF OUR FOLKS ARE GETTING THEIR SECOND.

SO IT'S SLOW, IT'S PAINFUL.

AND THAT'S SORT OF WHERE IT IS NOW, THAT BEING SAID THAT'S KIND OF LIKE A BACKGROUND.

THERE'S TWO DIFFERENT MEANS OF RECEIVING THE MEDICATION RIGHT NOW IN THE STATE.

SO THOSE ARE THE FOUR SITES THAT YOU CAN GO FOR IT.

AND THEN A FIFTH SITE IS OPENING UP IN FORT LAUDERDALE, AND THAT'S HOLIDAY PARK.

I DON'T GET TO MAKE THE DECISION ON WHO THOSE COMMUNITIES ARE.

BUT I CAN JUST TELL YOU THE COMMUNITIES THUS FAR ARE WYNMOOR IN COCONUT CREEK, KINGS POINT HERE IN TAMARAC AND CENTURY VILLAGE IN DEERFIELD BEACH.

SO THOSE ARE THE SITES THAT ARE BEING OPERATED BY THE DEPARTMENT OF EMERGENCY MANAGEMENT.

NOW, I ACTUALLY GOT A CALL FROM OUR LOCAL HEALTH DEPARTMENT, DEPARTMENT OF HEALTH, ASKING ME ABOUT THE TAMARAC SITE BECAUSE THEY WEREN'T EVEN AWARE THAT THAT WAS COMING IN.

SO THERE'S SOME CONFUSION IN THERE.

HERE'S A COUPLE OTHER COMPLICATIONS WITH THIS IS THE STATE HAS NOT PROVIDED ANY REAL CLEAR GUIDANCE FROM THE DEPARTMENT OF HEALTH SAYING THIS IS HOW IT WILL BE TAKEN, INITIATED.

WE'RE NOT GOING TO MOVE FORWARD AND THIS IS HOW WE'RE GOING TO ROLL OUT.

THEY'RE ALLOWING EACH INDIVIDUAL DEPARTMENT OF HEALTH WHICH TO DO THEIR OWN THING.

SO THERE IS SIXTY SEVEN WAYS OF DISTRIBUTING THE VACCINE.

SO PEOPLE ARE GETTING FRUSTRATED BECAUSE IN ONE COUNTY THEY DO IT THIS WAY, AND ANOTHER COUNTY, THEY DO IT THAT WAY.

I'M FROM LAKE COUNTY AND THAT'S THE COUNTY THAT MADE THE NATIONAL NEWS WHERE THEY HAVE THE PEOPLE FIRST COME, FIRST SERVED BASIS LINED UP ON THE SIDE OF THE STREET.

SO THERE'S A WHOLE HOST OF DIFFERENT WAYS OF DOING THAT.

SO THAT'S WHAT'S HAPPENING WITH THAT.

LOCALLY, WE ARE TRYING TO AVOID THAT.

AND THE MANAGER MENTIONED ABOUT DEPARTMENT OF EMERGENCY MANAGEMENT IN BROWARD COUNTY AND THE FIRE CHIEFS ASSOCIATION AND A COUPLE OTHER GROUPS ARE TRYING TO GET TOGETHER AND SAY, WAIT A MINUTE, WE COULD DO A BETTER JOB OF DISTRIBUTION.

WE CAN DO A BETTER JOB OF VACCINATION IF WE CAN WORK TOGETHER AS A GROUP.

AND THAT'S WHAT WE'RE TRYING TO DO HERE.

LAST WEEK I HAD A MEETING WITH THE FLORIDA FIRE CHIEFS ASSOCIATION AND THE CFO TO TALK ABOUT THE DISTRIBUTION AND COMPLEXITIES THAT ARE ASSOCIATED WITH THAT.
